For details on what made the final cut or did not, will they find enough votes to pass . President trump is confident President Trump i think its going to do very well. I think were going to be in a position to pass something as early as next week, which will be monumental. Shery we are joined by businessweek editor they can murphy and National Political reporter sahil on capitol hill. We are here in different accounts for marco rubios camp. Do we know where he stands . Sahil his official position is that he is in no a no until he sees the agreement. Is not on the conference committee. Only republican members on this committee have seen this. Democratic staff, two members tell me to have not been able to see this report. It will be filed at 5 30. What we are told by one of the republican members is that bumped up the refundable portion of the tax credit Child Tax Credit. That is pretty much what rubio asked for. Based on what we know we can probably expect them to be a yes, although he has not announced it yet. Kevin talking with sources before i got on the air and all are suggesting senator marco rubio is going to be the got it singlehandedly sinks this bill. Megan murphy, lets say the republicans get this done and they fall in line behind leader mcconnell and President Trump. Is this obamacare all over again . Are democrats going to pounce on this and have them running against it and said help democrats in 2018 . Think anybody could for the democratic case on parts of this bill other than my bloomberg in terms of the political pitfalls ahead. There is no question do you can cut the numbers anyway you want, but some of the changes are going to be extremely beneficial to corporations, and some of the wealthiest individuals. Those of the two lines democrats are really going to attack on. We have seen some lastminute jockeying. The refundable tax credit is going to be taken up from 1100 to 1400. That will probably be enough to get marco rubio over the line. Pollinga bill that is at around 30 Approval Rating among American People right now. You make reference to obamas Affordable Care act. That really was something that strangled the remainder of the president s legislative agenda for the remainder of that first term Going Forward. It will be interesting to see how republicans, particularly leadership and not just the president will try to frame this bill Going Forward when so much of the Economic Analysis has been left out, botched, and they dont know how much it impacts the bill as it stands and what impact it will have a the key middleclass working americans who struggled with stagnant wages. Shery this coming at a time when there are 70 election lawsuits already in democrats are gaining ground. Megan we are looking at virginia, alabama. We saw the huge victory by doug jones. That is really picking up on this way we see. Moore is qualify roy the terrible candidate he was, we see democrats picking up among younger voters. In alabama, they got a higher turnout than expected in some places among africanamericans. Are they stitching together a coalition that combines people who will be dissatisfied with President Trump because of some of the actions of President Trump, coupled with the not fulfillingda Campaign Promises to benefit those . Better living standards, better wages, better opportunity. That is what so Many Americans are voting on in 2018. Kevin i agree with you. That race and alabama, i think if they complete anomaly. When you look at the Congressional District 18 in pennsylvania outside of pittsburgh where President Trump the district by 10 percentage points, there is a special election in march. I think that will be more of the bellwether about the what we saw in alabama. To pass athey have partial government funding bill or they will be a Government Shutdown. Get thebe even brinkmanship again here in washington, a republicancontrolled washington . Sahil is a bumpy ride. To put it very mildly. They want to kick the date up to january 19. Continue the status quo until january 19. They basically have run out of time. They will not get a deal with democrats on the fence caps defense caps and nondefense caps, pentagon spending, Discretionary SpendingLike Health Care programs in education. Is tost they have got kick the can a little bit more for a few weeks into the new year can revisit it. Make awill the democrats Government Shutdown contingent on what they want . Megan daca will be a huge issue. Whether or not there will be a compromise made on people that were brought to the country as Young Children who are working, productive members of society. This is a very good stand politically and frankly ethically and morally. Nobody wants to shut down. The thing about a shutdown people have to remember is its difficult to see who gets blamed. That is what washington is all about. Its less about getting stuff done and not getting blamed for what doesnt get done. Republicans control not only the white house of both chambers of congress. You think the plan would fall on them, but that is not sometimes how it happens. It is disastrous in terms of giving a framework of government that can actually govern. Daca will be tricky for them. Democrats feel the wind is that their sails. They have a difficult now in the senate to maintain their share. We are talking as he had into 2018 of potential democrats taking the house. There is no way to wouldve said that at this point last year. That is a seismic development. The democrats feel that they can make their case to workingclass voters, middleclass americans, this will be potentially 2018 essentially 2018 is a real year for them. Shery we are here in the House Ethics Committee is opening a Sexual Harassment probe. How big will this issue be . Megan with that al franken, blake farenthold. We had people step down, resign. This will be something where every day we have new incidents coming down. Every day they continue to be shocking, appalling. It isbama with roy moore, not an argument he lost because of the comments he was accused of with a teenage girl early in his career. Congress is ripe of behavior that is on acceptable, just as other sectors of society have been. This is not the last to be embroiled in this sweeping sexualharassment moment of reckoning around the world. Kevin more than a reckoning and longoverdue. Il, are they going to get tax reform done early next week . Sahil is hard to see this collapsing in the final stretch. All the have to do is not collapse of the moment when have a wideopen field. Kevin megan murphy . But thet will get done repercussions will lasted a 2018 avilan. This is a moment of reckoning for this party this week. Kevin Bloomberg Businessweek editor megan murphy and National Political reporter sahil shery we are seeing u. S. Stock markets gaining ground. Julie hyman is here with the latest. Julie participants are focused on the Corporate Tax cut. For them, that is a key issue. That is what is sending stocks for their highs of the day as we get these headlines throughout the course of the day. They make it seem like we inching closer to passage of that tax bill. You see the nasdaq is the leader today. A bit ironic because Tech Companies are not necessarily as beneficiaries of this particular tax bill. The nasdaq doing the best. All three major averages have touched intraday highs. There is Something Else going on. It has to do with Market Structure and expiration of futures, options contracts, and index rebalancing. This is a tricky chart to read. It looks at the volume today versus what we typically see for the s p 500. The average of the past 20 days. We have been running above the average volume today. 40 to 50 . Is the projected volume and where it will be through the close of trading. We expect more heavy Trading Volume and expects of volatility. One of the groups doing well today within the tech sector is semiconductor makers. Some of the apple suppliers. At least one of the areas where we are seeing strength. What is interesting as we have seen Growth Stocks outpaced value this year. There has been a little bit of turmoil over the last month. Bank of America Merrill lynch says these Growth Stocks remain cheap relative to the value. Youre looking at the priceearnings ratio of the russell 1000 growth versus russell 1000 value. Still seeing growth, at least for bank of america relatively attractive on a value basis. Shery julie hyman, thank you. Kevin will they or wont they . As marco rubio changed his tune on the republican tax bill . Will talk with his former Communications Director next. This is bloomberg. Kevin this is Bloomberg Markets. Shery lets check in on the Bloomberg News with mark crumpton. Mark President Trump is calling on republican roy moore to can see his loss in the Alabama Senate race. The president told reporters, i think he should. He tried. Mr. Trump endorsed more in the race against Democrat Doug Jones this fight the allegations of Sexual Misconduct that shadowed his campaign. Moore has been discussing a possible recount. United Nations Security Council met today to discuss the situation on the Korean Peninsula. The secretarygeneral at this blunt assessment. The situation on the Korean Peninsula is the most tense and dangerous security issue in the world today. By theeply concerned risk of military confrontation, including as a result of unintended escalation or miscalculation. Mark earlier this week and envoy was deeply worried about the prospect of ending kim jonguns Nuclear Weapons program after returning from a visit to the country. That unnamed members of the north koreans dont believe the time is right for negotiations. German chancellor Angela Merkel and french president Emmanuel Macron had a joint News Conference at the end of their twoday eu summit in brussels. The issue of refugees was high on the agenda. Chancellor merkel place the blocks commitment to banning illegal migration, what you want against selective solidarity among european member states. We are not quite an agreement to the extent we are on external immigration. We must continue our work because we have solidarity in europe on certain matters and not on others. Mark for germany has taken in the largest ever refugees. Hundreds of lebanese and Palestinian Protesters gathered outside of the human building in downtown beirut. They expressed solidarity against President Trumps decision last week to recognize jerusalem is the israeli capital. Lebanons hunt other 450,000 Palestinian Refugees to make up 10 of the population. Global news 24 hours a day powered by more than 2700 journalists and analysts in more than 120 countries. I am mark crumpton. This is bloomberg. Back to you in washington. Kevin dissension in the republican ranks and the looks to be a big win for marco rubio, leaders have increased the Child Tax Credit to 1400. Will this be enough to get the florida senator on board . And a told bloomberg he is waiting for the bill. With us that the former Communications Director for senator rubios campaign, alex conant. Yes or no, is he going to support the bill . Alex i expect he will. He probably wants to see it firsthand but it looks like the conference met his demands in terms of increasing the Child Tax Credit, making tax reform more profamily, that are for the working class. Kevin you think the republicans will get this done . Alex absolutely. I would be shocked if we do not get tax reform across the line. Shery what the republicans need to do to sell it to the public . Alex that the great question and one i think is a longterm answer. I dont think we just passed tax reform and never talk about it again. We have suspended significant part of 2018 explaining it to the American People, make sure we get credit for bigger paychecks and lower taxes for the millions of american civil experience that. One of the challenges for the tax reform bill is there is no real unifying theory. Is progrowth elements, progrowth elements, profamily elements. At the end of the day its got a hichle bit for everyone w makes it a harder sales pitch. Shery and you see a new the energized Democratic Party coming from those election victories. Alex it takes a sustained hich makes it a harder saleseffort ae faith the policy is good for america and we will continue to see strong economic growth, low unemployment, a booming stock market. Making sure we get credit for that into 2018 and beyond is important. It starts with the president. The president has his own challenges in terms of abysmal polling numbers, but its incumbent on recruiting excellent members or excellent candidates for Congress Next year and making sure they are going out there and selling why they would support these tax cuts in the future. Kevin i think what senator rubio did is in essence try to push that, push that this is for the middle class. You work with all of these congressional midterm races in washington, d. C. , republicans have done a terrible job at that. Look at the polls. This is an unpopular tax bill and you would think lowering taxes would be possible. If they dont sell this the right way, are they going to lose the midterms . Alex it is going to be a real challenge. Of course the house is in play right now. L the districts Hillary Clinton win. Won. Of course the house is in play. I think our members are taking that seriously. No one is going into 2018 thinking they will have an easy reelection. A big part will be selling the tax reform bill. I think marco rubio gave members of did members a huge favor. Increasing the Child Tax Credit 300, thats a big deal for workingclass families living paycheck to paycheck and something you can actually. 2. Issue that will be big is Sexual Harassment cases. President trump and the rnc fact roy moore. The democrats ousted al franken a john conyers. Have a g have a gain of moral high ground . Alex most republicans did not support roy moore, including marco rubio. Mitch mcconnell did not support him. I think when it comes to the party being unified, donald trump made a big mistake by supporting roy moore despite that. One that i think is part of why his poll numbers are so low. Moving into 2018 are party to have zero tolerance for Sexual Harassment. I hate members who are accused we have seen paul ryan deal with them swiftly and you see a lot of Ethics Committee investigations going on. That will continue into next year. The moment our party has any tolerance for Sexual Harassment, it is the end of us being a major party. Kevin should the party be listening to steve bannon . Alex no, they should not. Steve bannon has never delivered a candidate elected office. He came to donald trump late. When he backed roy moore you lost all credibility. , thank you conant for coming in. We appreciate your time. Shery theresa may notching a with a curriculum brexit negotiations. This is bloomberg. Shery a rare win for theresa may. She pushed past the first milestone of brexit negotiations. Leaders of the European Union agreed the u. K. Had offered enough on the divorce settlement for the toxin of forward. Anna edwards has more from brussels. 27 have given the green light to move the brexit negotiations on to the subject of trade. Sufficient progress has been made on the phase one conversation to move on to the issue of trade. Off of messages from eu leaders in the last 24 hours that suggest this will be a complicated negotiation. Things are not going to be easy. Thata merkel said interesting to talk about the timing. They now talk about transition or implementation. For the First Quarter of 2018 we have exploratory talks around trade. The real trade conversation does not start until march. There is some movement to try to get that wrapped up by the fall of 2018. That does not belong for the nations to come to the same page on trade, for the eu and the u. K. To agree with that one from trade. And words of the austrian chancellor, all that has been completed so far is the first mile. There is a lot to be done. Not on the leaders same page when it comes to the migration conversation. The divide is between east and west. Even the european leadership this not agree on the quota system they have at the moment is proving to be successful. Ony set themselves a target that particular issue by june of 2018. Anna edwards, bloomberg, brussels. Kevin thank you for that. Isok at how americans firing the dow into orbit. This is bloomberg. Kevin this is Bloomberg Markets balance of power. Shery lets get to the headlines with first word news. Mark some americans will be given several extra days to sign up for obamacare insurance plans. The federal enrollment periods ends at 3 00 a. M. New york time. The senate his for medicare and Medicaid Services said some customers are experiencing long waits on the governments edelman foul line enrollment phone line. They were asked to leave their Contact Information and it would be able to purchase coverage in the coming days. The European Unions executive commission will decide to trigger a procedure against poland that could move the closer to losing Voting Rights in the block after lawmakers from the nations ruling Party Approved changes to the to the state and Electoral Commission ahead of local elections next year. If the latest in a series of potential policy changes which eu leaders say oppose the blocks fundamental values. The Malcolm Turnbull administration is paying close attention to tomorrows special election in sydney that could endanger the party leadership. Two alexander, one of lawmakers forced to reconsider their seats, is in a tight race to win back his position. A win for the liberal with me the governance regains its majority, taking pressure off the prime minister. A loss would force him to rely on cross Party Support the pass laws. French authorities have raised the death toll the five children from yesterdays accident. Regional train slammed into a school bus in Southern France at a crossing close to the spanish border. 18 children and the bus driver were injured in the crash. Global news 24 hours a day powered by more than 2700 journalists and analysts in more than 120 countries. Im mark crumpton. This is bloomberg. Back to you in washington. Kevin President Trump signs legislation that cuts taxes, people pulling on a lever so powerful they can increase the gulf between the haves and havenots. His greg torres who wrote a story on this very topic. I was looking at some of the data before i came on and it would appear the top earners in the United States are benefiting more now than the bottom folks in terms of gains. Why is that . Mainly due to financial markets. Weve had this tremendous rally in stocks. Even in bonds and many different kinds of assets, housing prices have not been too bad either. They are more exposed than lower income people. Shery look at these gains. We are talking about 10 of the top income earners gaining a phenomenal amount of income gains as compared to the 90 . There you go. The bottom 90 of income gains. There is a dramatic difference in these classes. When you get tax reform, Companies Say they will do more share buybacks. This financial overheating we are seeing, on that just get worse . Could. Craig it i see this last republican orthodoxy. You can favor capital and benefit everybody. That is what we have been on in this country in times past. What is worrisome is it is occurring in a time of widening disparity. See supportpeople i for capitalism and markets on the way. Wain. Kevin they are now in their 30s. You look at the Housing Market in particular. I want to pull of a chart on the stock market, they gains keeping up with paychecks and pay. Stocks versus paychecks. While the stock market, President Trump has rightly asserted as moving, wages have been moved only inches higher. Is it right to use the stock market is a sole indicator of success of growth in the economy when you talk about things like tax or form . Craig it is one indicator that we should think more broadly about what we mean by prosperity. I think a lot of the answers to these questions do lie in the private sector. They require better behavior by private companies, to tell you the truth. Kevin like what . Craig lets take women in the workforce. Subsidies for day care. Maybe making day care inhouse. That can bring more women back into the labor force, whose labor supply. Not committed having inhouse would eliminate the hassle for millions of moms. The government can say thats a good policy. We will give you a tax break for doing that. If you actually bring it in if youre a large company. We are seeing this inequality continue to spread and what is already the most unequal place in the developed world when it comes to income distribution. This is already having an impact in politics. Were seeing the antiestablishment camp gain ground. Again this iswhy a big gamble that the country is breaking the last election. You saw the party break in half. Establishment, antiestablishment. Bernie, hillary. It is driving everything in this country. Its interesting. We are not attacking it head on. We are making a big gamble on capital. Kevin what i think is interesting is when you Start Talking about this, there is no one in the middle selling centric policy in the way that donald trump or Bernie Sanders have been able to do. We have a little bit of time left. Is all this going to lead to inflation and the longterm . Craig i dont think so. We have a central bank dead set against inflation. It may be to financial overheating and some bubble which, as we say in the story, paradoxically has a bigger impact on people with no financial exposure. Kevin so glad you made time for us. It is on the bloomberg now. Torrez. Ou to craig the thehe races is leader of the south African National congress. Will bring you the latest on the tight race. This is bloomberg. Kevin this is Bloomberg Markets. Shery it is time for the stock of the hour. So rate on the day of the shares of crocks. A top performer in the nasdaq and the stock is on pace for the best day since may. Joining us to talk about why is abigail doolittle. I have never been a fan. I dont know how constable they are. Abigail i borrowed somebodies briefly. Im also not a fan. They might have acute winter boot. Shery a piece of that is the brand revival. Buy. Il an upgrade from he is big on sports france going into 2018. Relative to crocs, there is momentum. I see them everywhere in new york city. Lots of them around. They are cutting corporate fat and he thinks the 2018 growth will offset store closings. Of all a great map the stores and outlets. Mavs 158. In orange we have the croc stores and outlets. They are closing some of the stores. That is a part of the turnaround plan. There is some headwind of disclosures before it really starts to be added. Thinkse that, jim duffy those closures will be offset by the growth of the brands momentum. Maybe we will feel it after today. Shery how are they doing . Abigail they are doing pretty well. Jim duffy thinks the numbers are going to move in the right direction. That is interesting. Take a look at this stock chart of 82 this year. On pace for the best year since 2010. There is less focus on discounting. More focused on profitability. Not surprisingly, something that stands out to me is valuation. You can say these shares are a bit rich. Equityity valuation relative valuation function, we are looking at the bottom. The pricetoearnings multiple. This stock is trading at 57. 5 times next year. That is expensive for certain. The s p is closer to 18 at 25. Smallll discount a discount, but these blue dots tell us it is trading closer to its historically high valuation levels. It is heartedly it can keep going, but you can say that about the overall stock market itself. David the fundamentals in the grand momentum could be in play. Shery abigail doolittle, thank you. South african Deputy President is leading the more than 300 votes in a race to become the next leader of the ruling African National congress. Is according to his running mate. The news comes as three provinces disqualified 77 delegates that support his main rival. Joining us now to discuss from johannesburg is bloomberg south africa reporter michael cohen. Is he a clear winner . Michael not quite yet. Indications are it should be. That does not guarantee a win. Numbers no guarantee instructed by the Party Branches that some of the delegates have been bribed. What is the democratic alliances response to this reckoning . Have a been able to make any gains as a result of all of this . His role has been plagued by scandal. I think theyve been having a and he lostf late, ground in the visible elections. Determinesship race how they do the 2019 national election. Kevin to the results shery to the results be disputed with a legal challenge . Michael you mentioned the three court cases today. I think it will be some wrangling about it the delegates will go to the conference are not. They expected to go ahead and proceed smoothly. Even today they were not sure about who could vote in this competition. Kevin assuming things proceed smoothly after all of this happening, if youre an outside investor, what is the main thing in particular you should be watching for on sunday . Michael everything goes smoothly when you have a contest, thats one of the key issues weve been watching. The way it could work as you can see them splitting over this and dividing the party sharply. Its like you have two parties within one. You need his leadership to hold it together. Rand we are seeing the surging. Tell us where does president jacob zuma stand in all of this . Michael clearly they are there betting is that there that their favorite is the president. President zumas future is dependent on the outcome of this race. He still has the 2019 elections to finish out his term. He will be hanging on a while longer. Thes quite possible that relationship to deteriorate. Shery michael cohen, thank you so much. Kevin as we have been reporting, the senate is closer than ever to an agreement on the tax bill. The gop set it will make more of the Child Tax Credit refundable any lastminute concession to marco rubio. Evidentially clears one of the last eight hurdles of passing the plan. Here with more insight is someone who has had a front row seat to the proceedings. Hassett is with us live from the white house. Let me get right to it. Senator rubio. Do you guys have the votes . Kevin h. i am just an economist. Everyone is extremely optimistic about this. There are some protesters that way. Im familiar with all the noise in that spot, trust me. Let me ask you a quick followup. Assuming the vocus handled early next week, democrats are pouncing on this. They say it will only benefit rich people. How to they sell this moving forward . Kevin h. think about what you are just covering. Senator rubio, who i respect a lot, thinks the equality of the tax bill or redistribution of the bill is more desirable if there is an expanded child credit. Its a big expansion of the credit and is no way that benefits the rich. Every time we try to fix the tax code, democrats say its a giveaway to the rich. End result is here he are here we are with the highest Corporate Tax rate. We are about the have a tax bill that the historic, was meant for the people on the hill and President Trump. Kevin why did they need to cut it to 37 . Kevin h. i think the people upon the hill were balancing a lot of things, including having a lower corporate rate and worried about taxes. There was a debate at the end about the fact that a big my feet disadvantage these corporations. I think they have worked on a compromise. Im pretty sure we will have a buildable past next week. Shery is President Trump happy to the Corporate Tax rate at 21 . Kevin h. he is extremely happy he has a bill that is very close to the original design. He started out wanting a 15 , then he went to 20 . Im a little surprised with the 21 , but going from 35 to 21 is a bigot compliment. Is a big a compliment. You a big accomplishment. Kevin let me stick with this topic. Democrats are saying it will only benefit large corporations. There are a lot of Small Business owners a qualified. Term, hows a wonky does lowering the passthrough directly impact Small Businesses in states like pennsylvania, wisconsin, michigan and ohio . Kevin h. the nfib is a big supporter. They are the association of Small Businesses. There harris members probably and 50,000 to 75,000 a year. They are the heart of america and generates a lot of entre nous are shipped that drives the economy. Entrepreneurship that drives the economy. I think its one of the things that troubles me the most as an economist looking at the evolution of our economy, which is entrepreneurship is waiting. Millennials middle east entrepreneurial are the least entrepreneurial generation. Shery lets talk about the regulation. Many republican financial numbers for growth being boosted comes from deregulation. President trump counting those numbers. President trump for the first time in decades we achieved regulatory savings. Has not happened in many decades. We blew our target out of the water. Within our first 11 months we canceled or delayed over 1500 plant regulatory actions. More than any previous president by far. Shery you have talked about deregulation, but the bulk of what the president has done comes from getting rid of pending regulation, dormant regulation that would not have made it through the system anyway. How visible is it to expect the regulation to be fast enough to boost and help growth . Kevin h. i am with you on that. I have been a little surprised at how big the positive growth affects of our deregulatory efforts appear to be this year. I think after we study it, we found by holding off the new regulations we have taken a huge amount of pressure off americas businesses. Imagine if we were running of firm and all of a sudden washington gave us a new regulation we had to wait here to. We would have to hire lawyers and get our best able to study this and how we would change her business plan. By putting those things on hold, we have given some breathing room for americans to focus on their businesses and selling more stuff and hiring more workers and that is what theyve been doing. Shery killing existing regulations will be hard. How do you expect that to help the tax cut and help growth in general for next year . Kevin h. that is definitely something we will continue to focus on. A lot of these regulations are not written specifically as laws but Congress Tells the regulator you will go out and regulate in this space and it went well and the regulator has to decided that means. The president of the appointees while lot of discretion watching up to make sure we have a Clean Environment and a safe place to work. That is one of his top priorities. If you look at economic growth, it is working. The First Quarter will probably carry momentum. When President Trump was elected, everyone said we are stuck in 2 growth for ever forever. Moved to the economy where it is close to a 4 rose rate. Kevin there are a lot of people anxious to see the First Quarter of next year. I want to stick with tax reform. Thats the big subject in washington everyone is trying to figure out. Lets say we get to this spring and we take of entitlement reform. How might that play in regards to the tax spread elected get voted on and casserley next week . And pass early next week . Kevin h. the big things are infrastructure and welfare reform. We had meetings on both. I think you will see a lot of details about our plans for that by the state of the union. Shery what form would entitlement reform take . Kevin h. that is something we are still working on. We have some meetings later today where we are going over some stuff. Absolutely it is the next thing that is up. The president talked about that and stay tuned. We have a lot of good ideas about how to move forward and hopefully in a bipartisan fashion. Shery we are gearing plans will come up in january. Is that the case . Kevin h. im not the scheduler. I dont even know what my schedule looks like next week. You can ask the press scarlet its 2 00 p. M. In new york, 11 00 in san fransisco,. Nd 7 00 p.
