This is a luncheon that takes place regular and mike pence will be there. It is Something Different when the president goes there and talks to members. What do they expect to hear from him today . Kevin everyone is trying to figure out where the president is on tax reform. We have had to draw a couple of red lines, but i think everyone is still try to figure out what exactly is he going to lay down in terms of what he wants and what he doesnt want . Is he going to do that sort of upset whatever their plans are . Obviously yes talked about a massive tax cut. A number of republicans, including majority leader of the senate, who talked about tax overhaul. Theyre talking about something more revenue neutral than something thats a giant cut. Shery this is coming at a time when the president has an ongoing feud with senator bob corker. What can we expect there . How is this going to affect the dynamics in this luncheon . Senator corkers vote is a very important for tax reform. Two senators lose on the republican side if they dont get any democrats and it does not appear democrats are on board with this plan. Senator corker has already spoken out against the idea of cut. Eficit finance tax he wants there to be offsetting revenue for the tax cut. It is not seen to be much from the white house in terms of where that money would come from. The president attacking bob corker, who is retiring, is not helping in that effort to make sure all repugnant are unified. Republicans are mostly tried to get sure they get something passed before the end of the year, but the idea that you might lose bob corker and other senators who are on the conservative side work more moderate side does not bode well for tax reform to know that the white house and republicans in the senate in a very important vote right now are at loggerheads in a backandforth on twitter. David twitter bombast aside, senator corker raises an important point what is the role of the white house at this point in the conversation about tax reform . Vice president pence is speaking on tax reform as well. A symbolicly us t role at this point . Toluse in the past with the reagan tax cuts and reform, you would see the white house playing a pretty major role, trying to rally the public behind this overhaul of the tax code. Right now it seems republicans do not want President Trump to take that leading role because we have seen him get distracted and get involved in fights, whether its the nfl or with the mayor of puerto rico or even members of the republican caucus. Theyre not looking at the president as a leader on this. When you hear senator corker, they want the white house to take a backstage role here and allow the tax writers in the house and senate to work things out without having to worry that the president is going to tweak and say lets take this proposal off the table. It does appear republicans would like to do this without interference from the white thee and what it appears president is making things harder for them instead of easier. Shery it seems that President Trump is unloading critical details onto congress right now. He is even curbing the 401 k plans. He is not offering revenue raisers. This you basically setting up congress for blame if this grand tax bill does not go through . Kevin i think that is something republicans are actually very worried about what you do have a sense that trump keeps talking about this as a cut, a giant cut. It is something that could benefit the middle class and not benefit people like camp, although that is not really the plan that appears to be in the works. I do think everyone is worried about what happens when the details come out at some point. Does trump end up attacking them whether he means to or not . You are going to have two different plans emerging in congress. The House Republicans are going to put forward their bill, but the Senate Republicans will put forward their own version of the bill which will have significant differences. Know what those will be, but trump could end up throwing hand grenades into the mix rather than resolve the differences and push this thing over the finish line, which is the one role that republicans in Congress Hope that he might be able to play. David i spoke with cory gardner and i asked if they believed they could get tax reform done by the end of the year. Is it realistic a could happen at this point when you look at how all this has to play out . Is it that all possible we get tax reform . They are very late to try to do this. Heres the level of ambition and what they are trying to do. Thetimetable is to release bill and pass it in the house and a twoweek space from the time members first get to see it to the time they are expected to vote on it for final passage, which means they will essentially make no changes to it. Theres a thanksgiving break and the senate is supposed to magically do the same thing by the end of the month even though no one has seen the bill from either side. Somehow in december, theyre supposed to magically then figure out how to resolve all evenifferences and pass it as they are supposedly going to try to avoid a Government Shutdown by funding the government, passing a supplemental to find hurricane relief, and dealing with a whole bunch of other issues related to immigration and health care. Lets take a look at 3m hitting an alltime high itself. Up about 8 and on pace for its best day since 2009 after the Conglomerate Company did put up a beat in the quarter. They saw higher cells and all portfolios. Investor liking that. Stanley black decker the shares. , they missed, but they might be getting a pass from the hurt and. Their shares are higher as well. Lets take a look at both Lockheed Martin and united technologies. These shares are lower. Lockheed martin missed estimates for the Third Quarter and they will offer the first sales cast in 2016. 7. Steven mnuchin and Mick Mulvaney earlier this month offered differing views on the benefits of the tax overhaul. We went to indiana last week and we had a specific family thats getting a 1000 cut under our plan. We had businesses there that are getting tax cuts and they can grow jobs. That is what we are trying to do. Whats missing from that and its not being hit it, it doesnt exist yet, are things like the details on deductions, details on the brackets. Its impossible to sit down and say this will be the impact on this wager earner or this family at this particular time. David i was come joins me now. Alex cohen joins me now. Let me ask you about what is being characterized as inconsistent messenger. How much of that is a hindrance . Alex i think the messaging has gotten ahead of the policy a little bit. This key parts of the policy we still dont know yet. Yet you have the president and other cabinet secretaries traveling around the country tried to build support for tax reform. Whenhard support something you dont know whats in it and how personally will be impacted by. I dont know if its mixed messaging, but the pr push got out a little ahead of the policymakers. They at least have the right intentions. An order for this to pass, the have to build public support and the might as well start now. Shery are you saying it was a communication issue or just the fact that they really dont know what the impact will be . Alex they really dont know what the impact will be. The policy is not fully baked yet. That is why they have not unveiled it publicly. They are going about this the right way i think, which is getting input from members of congress. They understand that they have very narrow majorities in both the house and senate to get this done. This is why its taking a long time to develop the policy because its not clear what policy can pass both the house and the senate. At the same time, president has to be making the public case for it. At the end of the day, Public Opinion is so critical to getting this through. David on that point, we get back to what we saw twitter this morning and the tv interviews that followed. You have President Trump senator corker weighing in on twitter as well. How much does present trump have to be the chief messenger here . Alex congress has never passed major legislation without the president of line pressure. Applying pressure. Absolutely genius to be part of leadership and thats the problem the past couple of weeks now. We are looking at this dustup between senator corker and the president. On the same night when the Senate Passed the budget resolution that would put the forls an in motion budget and tax reform, the present was tweeting about the gold star family and its a massive distraction from what republicans want to be talking about, which is why we need to passed tax reform. Shery how much of this is going to hurt the effort to pass tax reform, everything you talked about just now . Alex it is premature to say. Republicans really want to get this done. We are looking at the midterm elections just over a year from taxand if we dont get reform done, republicans are going to struggle in those midterms. What we tell our voters . Whats the report of having republican majorities if we cannot deliver on Obamacare Repeal and replace and tax reform . Theres a lot of pressure on republicans and theyre putting it on themselves friendly to get some things done. At the end of the day, you will taxrepublicans passing some cut or tax reform, but we have a long way to go because the policy is not fully baked yet, and frankly because the president continues to throw up these hurdles in front of republicans and offer these distractions. David we had our congressional editor outline what needs to happen to get tax reform through in this calendar year. Given all that has to happen and the hiccups we have seen with accelerateds that timetable not working to republicanss advantage . Theres the pressure to get it done, but with the machine operating as it is, is it not the right strategy to move as quickly . Alex congress will not act without present leadership and firm deadlines. Christmas and new years is a good deadline for congress to act on this. That is certainly what Republican Leadership in both the house and senate have indicated to their members. If we cannot get it done by new years, are we ever going to get this done . Its fully possible that the slides a little bit into january, but it will be more because they need the time and not because they need to find votes. David great to speak with you. Have 300 play six wineries and 225 craft breweries, 56 distilleries, and 22 sundries. You eat are oysters and drink a beer and wine. Virginia is for lovers. You figure out everything else. David how worried are you about the rhetoric about trade and this president considering the termination of nafta . Gov. Mcauliffe i was in japan last week and i was in europe a couple weeks before. I have been and a dozen countries since President Trump has taken office. I do have to spend the first half an hour and every meeting i have overseas trying to explain what the heck is going on and washington, d. C. And the trump and menstruation. I just had a record amount of trade last year. You give me a trade deal that protects Worker Rights and environmental rights and i can compete against anybody in the glow. I can win and i can bring these businesses back to virginia. These arguments that they will put walls up hurts us. It hurts good paying jobs, which is what governors do. We have to create jobs every day. That is our job. You have a lot of people involved in this process who have never created a job in their life theyr. Theyre putting up walls and theyre making it hard for us. We have the greatest nation on earth, but this idea that we have to exclude countries and make it difficult, i was just in in canada,as just large trading partners with virginia and america. Mexico doesnt have a clue as to what is going on. We do a lot of business with them. They are baffled by what is going on with the remarks coming out of washington. Canada is the same way. You look at the business that has come in from mexico and the products that come, 20 are made by u. S. Companies. People have to understand what global trade actually means. David can you give them a satisfying answer when they say whats going on in washington . Gov. Mcauliffe no, and its sad. One day they say one thing and another its the next. I said to the president directly that your actions are hurting my ability as a government create jobs from the travel ban to the immigration policy to the different stances on international trade. They evolve created problems for us who are trying to bring jobs to our respective states. What do people want from their elected officials . They wanted, highpaying, quality jobs, great education system, roads that actually work, and health care. Thats it. Its not rocket science. Unfortunately the actions of the Trump Administration have heard all those areas, whether it be health care, education, the infrastructure. We dont have any money for infrastructure. Clearly the actions are taking on trade are hurting our ability to compete. Get their head out of the sand. Let us do what we need to do. We had the greatest nation on earth. We need to sell our goods and we need to bring businesses here to america. We dont put walls up. I told the mexican president and his cabinet when i met with them in mexico that virginia doesnt build walls. We build bridges for economic opportunity. We are frustrated. We are frustrated the senate cant get its job done. Weve sent numerous policies over, including a very conservative budget, the most conservative in 20 years. They have not taken action on that. Was we got back from them part of what they think, but its not a budget like we sent over to them. They havent repealed and replaced obamacare and we have 12 appropriation bills they still havent taken up. They need to get the job done is what they need to do. And the president wouldnt have a need to be out there saying the same thing we are get your job done. David are you as frustrated with the president as you are with senator corcoran . Do you fault him for playing into this backandforth with the senator from tennessee . Congresswoman black the president is the president and he has the right to say what he believes we should be doing. All the other president s before us president obama would tell us what we should do. We are going to do what we are by constitution demanded to do. We are doing our work here, and very proud of the work we are doing. David let me get a sense of where the process stands. Where do things stand and tell us a bit about the process and how you see unfolding . Congresswoman black we had a budget that we did in the house of representatives. I love the committee on and we got a vote out of the committee that was all members of the republican party. We were able to pass it. But the senate had a different idea. It is so important right now that we get tax reform done that we are going to bend to the will of the senate right now, im not happy about that. After talking to the president and Vice President this week and knowing how important this is, its a once in a Generation Opportunity for us to get relief to the american taxpayer and put more money in their pocket and give them simplicity in the code. Next year, hopefully we will get another opportunity and another bite at the apple to do a conservative budget. David you talked about the need to turn dials, that was brought up in the context of proposed changes to 401k. Are you seeing the styles being turned . Theres been some commentary the president has limited the extent to which you and your colleagues can turn those dials. Congresswoman black were going to do our job and put a plan out there. We are much ahead of where they are in the senate, because weve been working on tax reform the seven years i have been here underneath the previous chairman. Where much ahead of them. Everybody has a piece in the conversation and we will put out a plan that we believe after many, many years of hard hours of work are going to address the needs of the american people, give them more money back, and to stop having the government take more of their hardearned dollars. David how close are we to seeing a full piece of legislation on tax reform . Congresswoman black we are very close, but the first artist to get the budget passed. It is the golden key to unlocking tax reform. Until that is done and its passed by the house and the senate, its not on the president s desk, we are not going to have an opportunity to put that out. Were going to wait until it is delivered, and it that point in time, we will put out our plan. David are you reluctant to get on this past to go down this path for Health Care Reform . Is the means by which you are doing this something that gives you any pause . Congresswoman black its a little different and in that we have been working with the white house closely on our tax plan. I know that chairman brady has been working with the senate. Been more Work Together to make sure that what we come out with, that we can all have a consensus. There may be a few things here that we need to tweak, but overall, i think we are all committed to getting tax reform done by the end of this year. I hope the senate sticks to that and we get 51 votes that we need to make that happen. David treasury secretary tweeted no inconsistent messages are committed we to middle income tax relief for hardworking americans. When you go back to tennessee, our constituents getting that . Are they concerned this benefits the upper class more than the middle class . What do you say to them as this process unfolds . Congresswoman black i can tell that this is about helping those who are in the middle income and the lower income as well. Everyone deserves a tax break as far as im concerned. The government takes far too much of the hardearned taxpayers money. This is about the middle class and making sure that the middle class gets the relief they need, that we take out the complexity and give them the opportunity 95 of the people really do their tax returns on a single postcard. Evil like that and they want that. They like the irs and i dont like hardearned tax dollars going to the government where they dont necessarily see the effects of that. David i gather you are not intending to give up the gavel as you make a run for governor. How difficult is it to campaign and still held this Important Committee on capitol hill . I want toman black people in my district and state to build im committed to doing what i came here to do, and that was to pass tax reform and a budget that was a conservative budget and deal with obamacare. I will complete all three of those. And that i will go back to the state of tennessee in the meantime, im a very highenergy person and i have an opportunity to be in the district in the state im back at home. What was good about this . Than they were better expected across the board. ,hey beat on eps, on revenue thirdquarter sales were 11. 4 billion. Construction, mining, and energy all showed strength. They also raise their earnings forecast and projected 2017 sales of 44 billion. Thats the third time theyve increased their annual revenue projections. If you take a look at my terminal now as well, weve chart here which shows g btv to 26. What you can see here is this is the share price. The seven surged these have surged. The blue mark shows sales of caterpillar and that shows a surge as investors of that those sales will continue to increase. Shery we have a gadfly column that caterpillar will come down to earth one day, but not today. Tell us a little bit about the global economy. Caterpillar tends to be a bellwether for how the economy is going. Emma this actually ties into the gadfly column as well. These results are a reflection of the recovery. Earlier, the imf lifted its Growth Outlook for the u. S. In the euro area, for japan and china, 75 of the world. But we saw with caterpillar is they reported increased demand everywhere they do business. They are benefiting from increased capital investment, rising sales and Construction Equipment in china, and showing strength on oil and Gas Industries in north america. If we are looking at the u. S. , we get the next read for gdp, for thirdquarter gdp friday. The forecast for that is to be about 2. 5 . We also have the light of that gdp now index, which is another chart we can bring in. For 2. 7ojection is now percent, suggesting thirdquarter gdp could be even better than that bloomberg estimate we usually go with, which is good news for caterpillar and good news for the Trump Administration. Shery and, thank you for that. Chandra,handra emma thank you for that. David u. S. Commerce secretary wilbur ross weight in on the latest with tax reform. Secretary ross the president announced he intends to do away with a lot of the special gimmicks that have resulted in very low taxes for very high income bracket people. For example, there is the discussion about not giving a deduction for state and local income taxes. Go of the benefits of that to 20 of the population. That is one that is very oriented towards the upper brackets. Its an example of what the president is doing to reduce the discrepancies. Senator bob corker is doing the rounds on the u. S. Networks today and he said the following. President trump leaving tax overhaul to congress would be the best way for us to have success. What do you say back to that . Secretary ross the congress is being asked to give the details of the programs. But the president put forward as a framework, a conceptual framework that is his objectives. Lots and lots of details to be ironed out, that very appropriately is the work of congress. Because those committees have to clauses,e little because that come at the end of the day, is what makes or breaks the tax code. David the constitution ultimately gives it to congress to decide these things. In that sense, senator corker must be right. You ever seen major legislation passed the Congress Without firm, strong, and persuasive leadership from the white house . Are we getting that come in terms of this is whats important . Senator secretary ross the socalled Affordable Care at under the obama admin his vision had relatively little detailed guidance from the white house. It was basically done with congress, and thats the biggest piece of administration does legislation from the administration. David what is the timetable, do you think . Secretary ross we are hopeful to have this by the end of the calendar year. Thathe budget resolutions it is going through are a precursor to that. Because in order to get the tax program through, we need to avail ourselves of reconciliation. Reconciliation means you basically only need 51 votes. Given the very partisan nature of congress right now, anything that needs 60 votes is going to be very, very suspect. The budget resolution and its provision that there can be a deficit of two 1. 5 trillion over the 10 years cbo measurement is a very important start. That was u. S.
