Good afternoon. Water companies in england and wales have been ordered to repay nearly £158 Million to their customers. The Regulator Ofwat says its because the firms have failed to meet performance targets such as cutting Sewage Spills and leaks. Some future Water Bills will be reduced to reflect the missed targets. Our Environment Correspondent Jonah Fisher reports. A warning this report contains flashing images. This Report Card does not make pleasant reading for the Water Companies. Targets for reducing leaks are not being hit, the number of Pollution Incidents has hardly changed in the last five years and Customer Satisfaction has continued to fall. Three Water Companies anglian, southern and welsh are rated bottom of the class. The others are just average, with none rated in the top category. So we think the sector suffers from a culture of poor performance, that companies are not taking responsibility for their performance. They are too often blaming the weather or the circumstances that they serve their customers, or even their customers themselves. We want companies to take responsibility and to put a much sharper focus on performance, which is why we have imposed £158 Million of penalties. 13 Water Companies have been told to reduce their bills but dont get too excited. Take the example of the local Water Company here, welsh water. Its been told to refund £24 million. Divide that equally amongst its customers well, its about £8 each. Four companies have been told they did well enough to charge more, among them united utilities, which serves the lake district. Its much to the annoyance of local campaigners whove been Monitoring Discharges into windermere. This is about the failure of the regulator of ofwat and the environment agency, and the fact that the customer has paid for a service that has never been provided. Privatisation has failed and, as a result of it, the Bill Payer is being exploited. The Water Companies accept they must do better, but stress that some but stress that some things have improved. The targets are getting harder the targets are getting harder and harder and harder and harder and harder and harder to meet each year. And harder to meet each year. Thats a good thing, thats a good thing, we should be stretched, we should be stretched, but in order to deliver and meet but in order to deliver and meet those commitments, those commitments, we need investment. We need investment. We need the funds and the resources we need the funds and the resources available to be able to expand available to be able to expand and upgrade our system, and upgrade our system, which is very old and very large which is very old and very large and increasingly not able and increasingly not able to withstand the pressures to withstand the pressures of Climate Change of climate Change And Population growth. And population growth. The companies have asked for more the companies have asked for more than £100 billion over than £100 billion over the next five years, the next five years, paid for by big increases paid for by big increases in customer bills. In customer bills. Jonah fisher, Bbc News. Jonah fisher, Bbc News. And those negotiations are continuing between the Regulator 0fwat and Water Companies and will be concluded in december but whatever happens, it will be a big number in the high tens of billions of pounds and that will be passed on to customer bills. So the big picture of all of this is those rebates today, they may be welcome to some people. Brace yourself because big bill increases will come, that will be the cost of trying to fix the antiquated Water And Sewage infrastructure in this country. Jonah fisher reporting. The Israeli Army is expanding its Ground Operations in lebanon, moving into the southwest of the country as well as the east, and deploying another division of troops. Israel also says its killed a senior member of hezbollah in an Air Strike on the lebanese capital, beirut. From there, Hugo Bachega reports. Israel ramping up its Ground Operations in Lebanon But Hezbollah firing more into israel today. Yes, absolutely. A year to the day since hezbollah started to fire rockets into israel and they said they were doing it in solidarity with hamas who launched attacks the day before. Today more than 100 rockets launched by hezbollah targeting the city of haifa. Israels third city. Some damage to cars and building. No reported casualties but notable because haifa has been hit twice in two days, the first time it has happened in 18 years. The israelis are increasing the Ground Operation. In the north of israel there has been two entry points for the army to go to lebanon and now they say they are expanding operations to the west, next to the mediterranean. There they say they are carrying out limited and targeted operations. Critics say thatis targeted operations. Critics say that is the language used to describe operations in gaza over the past year in which more than 40,000 people have been killed. A german man considered to be the main suspect in the disappearance of Madeleine Mccann has been cleared of offences against other women and girls. Christian brueckner is already serving a seven Year Sentence for rape, and will stay injail for another year. 0ur Reporter Damien Mcguinnessjoins us now. These offences were not related to Madeleine Mccann but could this affect the investigation into her disappearance almost 20 years ago . You are right, in theory it is not related, an unconnected case. We have three cases, the investigation into the disappearance of Madeleine Mccann, charges forwhich into the disappearance of Madeleine Mccann, charges for which he has beenjailed, rape charges. And then the case in which he was acquitted earlier today. The case in which he was acquitted earliertoday. I the case in which he was acquitted earlier today. I think the question about whether this case will affect the investigation into Madeleine Mccann s disappearance is what we asked prosecutors and they say there will be no impact. However, i think they are being confident because the timing of this, if he were found guilty of these five charges in total, he potentially would have remained injailand total, he potentially would have remained injail and another 15 remained in jail and another 15 years. Remained injail and another 15 years. As it is he could be released in september and that means the prosecutor is under pressure, they have to stand up their evidence if they want to get this man they believe guilty for the disappearance of Madeleine Mccann to court and if they want to put him behind bars. It is more a question of timing as far as german prosecutors are concerned. Thank you. The boss of uber says more people should be choosing electric cars when booking a ride even if they have to wait longer. In a bbc interview, he also criticised tariffs put on cheaper Electric Vehicles that are made in china. He said chinese evs are good for the planet. Our business editor, simonjack, reports. How do you get from this to this . The boss of uber has told the bbc that we need to accelerate the widespread adoption of Electric Vehicles. Historically, evs have been a product for people who can afford to invest in the environment because they care about the environment. Now we have to industrialise evs. And thats why he thinks cheaper Electric Vehicles from chinese makers like byd, with whom uber have a tie up, should be welcomed. But the us and Eu Plan to hit these imports with heavy tariffs to protect their own Car Makers from heavily subsidised chinese manufacturers. I think cheap chinese vehicles are a good thing for the environment. The fact. And i will tell you that china is transitioning from not just being cheap, but also being high quality as well. Do you have a view on tariffs . Good thing, bad thing . If im taking a pure climate view it would be a negative, just being honest. Industry figures show sales of Electric Vehicles have stalled after Government Grants were abolished injune 2022, and a 2030 ban on sales of new Petrol And Diesel cars was put back five years in september last year. Uk Car Makers could face fines if they dont ensure 22 of all cars sold this year are pure electric, rising to 80 by 2030, and say they will need help to hit those targets. What we do need now is government to help continue to improve the Demand Levels for Electric Vehicles, because weve got a target based on supply, we need to make sure the demand is moving in equilibrium with that supply. Uber customers are being encouraged to do their bit by selecting a new Ev Preference on the app, even if it takes a bit of extra time. So were not saying, hey, wait 15 minutes, but if you have to wait another two or three minutes to help the environment, why not make that investment in terms of your own time . So be more patient to help the environment . A couple of minutes isnt going to kill anyone. Accelerating the move to evs may take a little more time and effort. Simon jack, Bbc News. Neil foden was jailed for 17 years injuly for sexually abusing four girls in wales between 2019 and 2023. New allegations have been made since his conviction, with some dating back decades, as elen wyn reports. Mr foden, i need to arrest you on suspicion of sexual touching of a child and sexual communications with a child. Neil foden s final day of freedom. Just hours before his arrest, a former pupil says he was still sending her messages and that hed been grooming her for five years. So this happened on the 6th of september, on the day he was arrested. It was back and forth every day, in school, out of school, morning and night, any time. The woman, who were calling jo, grew up in care. Targeted by foden, she says, when she had no one else to turn to. He made me feel like i was special. He just hugged me sometimes, just without reason. 0r his hands would go under myjumper. Multiple teachers saw me on multiple occasions get into his car alone. Theyd make comments on how lucky i was to have him to drive me home. Jo says she was deemed too vulnerable to testify against foden at trial. He denied any wrongdoing, but convicted of Sexual Abuse crimes against four girls, she now understands the extent of his abuse. The police came to me. According to them, there were over 20 other people who were in similar situations as myself. Weve discovered that, in 2019, Cyngor Gwynedd had commissioned a confidential report into the running of foden S School the same year concerns had been raised about his closeness to some teenage girls. But there was no formal investigation. Yet two years later, he was made a strategic superhead and was in charge of two schools in north wales. Weve also uncovered allegations going back more than 40 years. You dont suddenly wake up in 2019 and decide to become a paedophile. I know that he was doing it in 1979, because he was doing it to me. This Woman Weve changed her name to mia says Foden Indecently assaulted her for two years when alone in his classroom. She didnt tell anyone at the time, but she did contact the police after his arrest. Hed come to the desk, stand behind me. Usually, his right arm would be rubbing up against my breast and i felt i couldnt move. I must have been 13. I was vulnerable at that age, naive, and he knew it. Cyngor gwynedd, foden s now former employer, declined our request for an interview. It said an official review is under way and will provide that review and the programme, my headteacher the paedophile, is now available to watch on bbc iplayer. Drink manufacturers say new Recycling Rules could mean customers paying higher prices. From april, the extended Producer Responsibility Scheme comes into force, meaning producers will have to pay the full cost of recycling products they put on the market. Our Business Correspondent Nina Warhust has more. Two million Londoners Waste ends up here. Its a complicated and expensive process, funded at the moment by your local council. But from april, the cost will fall on manufacturers. Its a drive for them to simplify packaging and create less of it. Supporters say this is a once in a generation opportunity. The long Term Objective of this piece of regulation is really to increase the Recycling Rate and lower the environmental footprint for the country. So for consumers, it will become cheaper to choose recyclable packaging rather than non recyclable packaging on the shelves. And thats the whole thing about giving more power to the consumer and eventually improve Recycling Rates. But progress almost always comes at a cost. Around 9 pence for half a Litre Bottle in this case. So you can see why businesses take is a bit more Glass Half empty. For a glass, because glass is heavy, the costs are astronomical. The prospected intermediate rate, which is the middle one, which theyre guiding us towards, is about two thirds of my annual profits every year. Theyre expecting us to just pass that on to consumers as if nothing happens, and the consumer pays. The impact will be itll probably push some very small producers out of business. Itll really hurt us, really hurt us. The governments long Term Hope is that less waste will be coming in and heading out of places like this and that it will help stimulatejob growth in a greener packaging industry. But, short term, the cost will inevitably put more pressure on Business And Household budgets at a time when theres already little left to waste. Nina warhurst, Bbc News, south east london. The three rs reading, writing and arithmetic have long been part of the school curriculum, and now there are calls for a fourth to be added to lessons in england oracy, or the ability to express yourself fluently and grammatically. Gone are the rows of students sat in silence, facing the front. Instead, they are given a voice. Different cultures of people make the world the way it is. I think it means like diversity. Like move from one place to another. 0racy has been a big part of the curriculum here for a number of years and already the Benefits Aer clear. The way how oracy builds on confidence in me, it makes me feel like ill be less affected by the kind of rude things that other people may say. So it would help me get past the obstacles in life. I put my hands up more and im more confident in lessons. What ive learnt is like talking a bit louder. Because, before, i used to be a bit quiet and shy and i didnt talk. Todays report looks to the future and how oracy can be taught in all subjects, so the adults of tomorrow have the skills they need to overcome any hurdles they might face. So oracy, in a sense, underpins learning. So its not something separate from learning your science, learning your maths, learning your geography. Its fundamental to that. And all the evidence says you will learn your subjects better if you are steeped in how you articulate that, how you question that, how you listen to that. That needs to be something fundamental. Its the fourth r of education, we would say. Voice 21 believes Oracy Skills can help overcome social barriers vital for students here who live in the shadow of the capitals financial hub. The wonderful community that we serve here on the Isle Of Dogs has a number of challenges. Theres entrenched poverty in the borough. Many of our children speak english as an additional language. 0racy, we feel, is a kind of key to unlock some of those challenges, to develop skills in our pupils, before they move to secondary school, that will help them in all manner of ways moving forward in life. The government says it welcomes Todays Report and points towards its own eight Week Education Review aimed at building excellent foundations for children in reading, writing and maths, including speaking and listening skills. Everyone is unique in their own way and thats what makes us beautiful. Those skills are already on show here at Cubitt Town primary and could soon be introduced in other schools across the country. I lost my 14 year old daughter, smadar, in a Hamas Suicide Bombing in jerusalem. She was very beautiful. She was a swimmer, she was a dancer, she was amazing. Everybody used to call her the princess. She was killed because she wasjewish. I lost my ten year old daughter, abeer. Israeli Border Police Shoot and kill her in front of her school. She had a very short life. The pain is there 24 hours. So its up to you how to use this pain. The Parent Circle Families Forum aims to Channel Pain as well as Anger And Grief in order to promote peace. We are today more than 750 families who lost their beLoved Ones during the conflict. We have the moral authority to raise up our voice and to say, no more blood. There is one thing that unites us, israelis and palestinians together, to bring all this message that we have to stop this endless cycle of violence. How do you go about trying to do that . The only way is to do what me and bassam and the hundreds of bereaved families of the Parents Circle are doing every day. We go, we speak, we shout out loud, we convey this message that it can be different, that there is another way. You have to be able to respect the guy next to you exactly as you want to be respected. I think we are the majority, the people who want peace. We met the pope about a month ago and we talked to him. We told him exactly the same message, and he cried. 0ur Message has become our life, 24 hours. Simply because we are caring about other kids, our children. We want to protect them. There will be many people, though, whove lost Loved Ones in the last few months, weeks or even days, and they may be feeling intense hatred or anger. What do you say to them . We understand, and we respect the anger of people who lost their Loved Ones, and we offer the ability to listen, and we offer the ability to meet the other side, which is the most important thing. Through our activities, through our meetings, many people find themselves in this place and they come to join us. Just in the last year, more than 100 families, israelis and palestinians, joined the Parent Circle. This is such a long term problem, and its been especially difficult over the past 12 months, and even more so over the past week or so. Have there been moments when youve doubted whether peace is actually possible . I feel it to my inner bones that it is possible. And this is the essence of our message. We are not the first or the last conflict on earth. Its not written anywhere that we are going to continue killing Each Other forever. I have no doubt that this will end. I think our message is above religion, is above nationality. We are speaking out of our hearts, out of the pain, out of the price that we have paid to create hope. We are family. We are very connected to Each Other. We deserve to live normal life. 0ur beloved daughters, we hope they are proud of us. Tim muffett with that reporter. So, try and look back and be appreciative of that. But yeah, the stepping into a new world has been great in one way, but its been a bit daunting as well. Its now, as i said, nearly a year exactly since your last match, that World Cup quarterfinal have you managed a year on to get over that . No, i dont think i ever will. That was thats probably the hardest thing, you know. Because normally i was so used to, if you had a bad loss, and ive had plenty of them over my career where you just, let that fuel for the next year or two years or three years, whatever. And im sure the boys that are playing now finished. And be very appreciative of of what you did manage to achieve. And finally, looking to the future for you. I mean, is coaching something that you could see yourself doing at some point in the future, or is that something that youre kind of putting to one side for now . Well, of course im putting it aside for now. You know, you never tell people your plans because you know, itll never transpire that way. But, look, i would love to have i would have liked to have stayed in the game. I feel like ive got a bit to give back. Ive had a long career. Ive got influenced by a lot of great coaches. So, given some of that back to the current players would be Something Id be passionate about. But ultimately you sit down and go, okay, well, if you want to be a coach, you want to do it right. You want to go and learn from other teams. That involves probably travelling, probably bringing your family away and probably spending some time away. So, at the Moment Itjust doesnt work from that side of things. It was last year a certain Luke Littler was preparing to put Darts Front and centre following his dramatic run to the final of the world darts championship. Well, two months ou from it getting underway he crashed out of the first round of the world grand prix. The 17 year old losing to former World Champion Rob cross in leicester. Littler was the tournament favourite, all eyes will be on the World Championship at Alexandra Palace which kicks off before christmas. Whilst the World Champion Luke humphries survived a scare to beat Stephen Bunting by 2 1. Bunting missed a dart to win the match, to keep humphries hopes of winning this tournament in back to back years alive. It was humphries and littler who went head to head in that world final last year. And thats it from the Sports Centre this lunchtime. After being diagnosed with the condition as a teenager, 27 year old Maeve Boothby 0neill died three years ago. Alison freeman reports. Having battled me for a decade, Maeve Boothby 0neill died at the age of 27. But three years later, her mum says treatment for the disease has not improved. We all know that maeve was not the first person to die. There are more people now who are dying, i can promise you that, because of the members. The numbers. And since covid, the numbers of people with me have increased to 700,000, but along with that increase has come a whole load of knowledge from very, very experienced doctors, and they are being prevented from bringing about the changes that will prevent deaths. Maeve suffered with fatigue since the age of 13, and after her A Levels she was diagnosed with me. In 2021 she was admitted to hospital three times, and in the last three months of her life she was confined to her bed, unable to chew food properly or sit up. She died at home in the october of that year. The coroner concluded Maeves Death was from natural causes due to me, and has sent a prevention of future deaths report to the Department Of Health and other health organisations. In it, she said there were no specialist hospitals, hospices, beds, wards or other Health Care Provision in england for patients with severe me. There is no current funding in place for research into treatments and causes, with limited training for doctors. And no detailed guidance on how severe me should be managed at home and in the community. In a statement, the Department Of Health said Maeves Death was a heart wrenching example of a patient falling through the cracks, and acknowledged the nhs had repeatedly misunderstood and dismissed maeve. It also said it was now committed to improving the Care And Support of all those affected and will publish a plan in the winter to boost research, improve attitudes and education and better the lives of people with this debilitating disease. There are growing calls for attitudes towards me to change, to prevent more tragic deaths like maeves. I was taught nothing about me. Ive been a doctor since the year 2000 and i was taught nothing. Theres very few specialists out there. We are not taught. The decades of Biomedical Research have been ignored and the patient voice has been silenced. The patients havent been listened to, and i think if they had we might not be talking about the tragic death of a young person. And that has to change. We are all really ready and willing to help. The earlier you stop it, and start managing the symptom, the main symptom, which is manageable, and if maeve had been treated for that symptom from the very beginning she would not have needed the round the Clock Care that she ended up needing and didnt get, except from me. Alison freeman, Bbc News. Its more than 40 years since the nation was introduced to Wheeler Dealer Derek trotter also known as Del Boy in the Bbc Series only fools and horses, the show that made sir David Jason a household name. Now his iconic character has inspired his new memoir, this time next year, as hes been telling jon kay. Thank you. Laughter. The theme that you keep coming back to in the book is that you feel Immensely lucky in life. Now brace yourself, rodney laughter. If you can find a job that you really enjoy doing and it pays your wages to live properly, or to live, then youre 100 there in life. Its a couple of years since we last met and chatted on breakfast. And just after we met, you received what you describe in the book as the most astonishing letter youve ever received in your life. Take us to that moment when you open the envelope, and talk us through where its led to in your life. Well, yeah, it was a letter that took me by surprise, and it was from a daughter that i didnt know that i had. And it was a tremendous shock. But weve since been meeting and getting together and were fine, were lovely, were getting to know Each Other, which is. Takes a bit of time but, no, shes great and its very rewarding. And it was a total shock. You had no idea that she was out there . No. You call it a fling with another actor nearly 50 years ago. Yeah, yeah, it was a. It was a girlfriend. And that part never. I never knew about it. I went off to work in the theatre, and the girlfriend went off to work in her theatre, and that was the end of it, really, so. It sounds like youve really worked hard to navigate things with your wife and daughter, sophie, and and your new found daughter and grandson, and that its all blending together as well as it could. Yeah. Youre right, my wife has been a tremendous help in this direction, and shes been extremely supportive. Without that, i dont think i could have managed, quite honestly. But no, because of Gills Reaction and her ability to understand, its been a remarkable achievement on all our behalves. That sense of positivity sounds very like a certain Derek Trotter. You know, im afraid it does, yeah. Neverstop believing, eh, bruv . Never stop believing. That Derek Trotter thing, whos like a bit of a ghost that comes along behind me like a christmas carol. Thats interesting that youre calling Del Boy a bit of a ghost in your life. Do you feel youre a bit haunted by him . Haunted is perhaps too. No. Hes with me all the time, meaning whether we call it haunted, i. I do say that hes on my back all the time. Because wherever i go, people recognise me as that character. And youll always get people saying, you know, lovelyjubbly, and all of that which only hangs me back, only upsets me slightly, is because that seems to be the only thing that people remember me for. And im delighted in one way, that it has reached so many people and theyve enjoyed what ive done with the character, but ive done so many other things that everybody seems to have forgotten about, and its only. Ive only ever played Derek Trotter. I think were on a winner here, trig. Right, play it nice and cool, son. Nice and cool, you know what i mean . My real disappointment or regret, if you like, whichever way you want to put it, was i always wanted. Because when i was in the theatre, was to be a National Theatre player. I always wanted to be on the stage of the National Theatre. 0n the South Bank . Yeah. It was just that romantic image of playing in those big productions with all those big, wonderful actors, and that never, never happened, so. Its never too late. Yes, but i wonder whether the old memory would be quite good enough. You know, i could do it with one of those, um, what do you call it . Monitor . The autocue thing. Autocue. Yeah, some of them do that now, dont they, for being prompted . Yes. Yeah. Good. Hey. Sorry. Yes. National theatre, im available. So, david, jason, fantastic talking to you on breakfast as ever. Thank you so much for your time. Thank you very much, jon. Now, if you were watching this programme yesterday, you may have heard how englands womens Amputee Football Team had qualified for the World Cup in columbia but to get there they needed to raise £50,000. Well, im very glad to report theyve not only hit that target, theyve exceeded it. One of the players, annabel kiki, told us shes overjoyed. Honestly, i cannot believe it. I think im in shock. We have been fundraising this for ten months. We were on £24,000 literally a day ago, and within that time we have reached our goal, weve raised £50,000. And i get a bit emotional because weve been working up to this for so long and every girl on that team deserves this. And i just want to say a massive thank you to everybody whos donated, because you you got us to this World Cup. And remember. Tell you what, remember the name anabel kiki, because ill Try And Score as many goals as possible for all of you who donated. Good luck to her and the team. Now the weather with darren bett.
