Out the deadly disease. Welcome to our coverage on bbc news. Irans Supreme Leader has defended Tuesdays Missile Attack on israel, saying it was the minimum punishment for what he called israels crimes. Addressing a crowd in tehran, Ayatollah Khamenei said that iran would not hesitate on further action. Overnight there were more israeli Air Strikes in lebanon. Us officials say israel was targeting the potential successor to hassan nasrallah, the hezbollah leader, who was killed last week. The attacks happened in Southern Lebanon and also in beirut where buildings have been flatted. Lebanons Health Ministry says 37 people have been killed in israeli Ground And Air attacks. Lebanons Transport Minister said missiles have hit the Main International Road to syria , a key road where people are are fleeing from lebanon. There have also been reports of 20 rockets being fired from lebanon into israel with some intercepted as they travelled towards the city of haifa. Lets speak to Sir Peter westmacott, former Uk Ambassador to the us and france. Thank you for being with us. It is almost one year since those attacks on israel, October The 7th of course, in the next couple of days. There are huge fears about what is going to happen now, so do you think the uk and the usa have enough on average on any of the parties, but of course in particular on israel . ~ ,. ,. , but of course in particular on israel . ~ ,. , but of course in particular on israel . ~ ,. , israel . Well, its good to be with Yom Israel . Well, its good to be with yom i israel . Well, its good to be with you. I would israel . Well, its good to be with you. I would say israel . Well, its good to be with you. I would say that i israel . Well, its good to be l with you. I would say that the united states does have a lot of leveraged they could use on israel if it wants to. But it hitherto of the 7th Of October, its chosen not to do that, and President Biden has always been a very strong supporter of israel and its right to defend itself against this kind of terrible activity. And each time he has said something like do not invade Ground Forces to gaza or do not launch an initiative into Southern Lebanon which is going to cause more loss of life, the israelis have roundly ignored him. The iranians actually think they were asked to stand back and not retaliate after the killing of hassan nasrallah, the head of hassan nasrallah, the head of his brother who was killed in tehran and they got nothing in tehran and they got nothing in reply except attacks, they were told it was going to be a Ceasefire And America thought that was going to be a ceasefire but it did not happen, so i mention these points because i think they are all examples of how america could have used leveraged on israel but hasnt been able to or is chosen not to do so. And looking ahead now, its even more important you ask this question, because israel is talking about further retaliation against iran and what would that take the form of . An attack on Oil Installations . Are they really talk about hitting nuclear installations . Would America Go along with that idea . These are very important questions to consider but the bottom line is america does have leveraged but until now, it has chosen not to use it. I until now, it has chosen not to use it. ,. ,. ,. , use it. I want to mention that we are seeing use it. I want to mention that we are seeing live use it. I want to mention that we are seeing live pictures i we are seeing live pictures coming out of beirut and it does look like this potentially fresh explosions with smoke there being seen on our screens. We know, of course, beirut has been targeted by israel, who are of course targeting his brother. Hezbollah. Israel say they are going to give a response to those iranians attacks we saw a few days ago. Do you think the usa is in a position, as you said, to give conditional support . Weve seen that from the us historically in the past where they have said they would withhold certain levels of Military Support depending on what israel does. Do you think thatis what israel does. Do you think that is at all likely for example is when perhaps talking about targeting nuclear or oil supplies in iran if that is indeed what is being planned . Well, indeed. Ithink indeed what is being planned . Well, indeed. I think united does have the capacity to constrain israel if it wants to do so. President biden has said do so. President biden has said do not go for the nuclear installations in iran. Iran has signalled have said they would be happy to draw a line under the latest hostilities because they were not looking for this. Thats pretty clear from both the public statements from the president and private conversations hes had with iranian officials, so they would be happy not to do any more but it looks as though. But in that case, why is iran not for example forcing hezbollah to pull back from the Border Position Israel has been repeatedly calling for, if it wants to de escalate . Repeatedly calling for, if it wants to deescalate . Well, iran of course wants to deescalate . Well, iran of course would wants to deescalate . Well, iran of course would say wants to deescalate . Well, i iran of course would say that it didnt even know the 7th Of October was going to happen in advance and you can believe that or not as you wish, but i think they felt humiliated, thats the word which has come up thats the word which has come up in public statements and private statements from iran. They felt humiliated and they were not therefore going to ask hezbollah not to retaliate when israel attacked in the way it did with Exploding Pages or walkie talkies, the assassination of key hezbollah figures. Could iran have said stop that . They could have done and the language you just reported coming from the Supreme Leader, Ayatollah Khamenei is pretty belligerent, when he says the 7th Of October was a legitimate response, thats not exactly what one is hearing from other members of the iranian system, who think they did not know it was coming and in a sense would not have advocated such action. So i think there are many different players, different voices, interests probably at stake here, but iran feels that it has been a bit played and iran feels humiliated and so that is why it has been doing some retaliation. Retaliation. Israel of course say they retaliation. Israel of course say they started retaliation. Israel of course say they started this retaliation. Israel of Course L say they started this because hamas carried out that strike a year ago. Hamas carried out that strike a earauo. ~ , hamas carried out that strike a Year Age it hamas carried out that strike a Year Age it is year ago. Absolutely. It is hard to imagine year ago. Absolutely. It is hard to imagine that year ago. Absolutely. It is hard to imagine that Level Year ago. Absolutely. It is i hard to imagine that level of attack was coordinated but many in israel will say without the support of iran who are their backers. It support of iran who are their backers. ,. ,. ,. , backers. It is hard to imagine that. Backers. It is hard to imagine that iran backers. It is hard to imagine that. Iran has backers. It is hard to imagine that. Iran has got backers. It is hard to imagine that. Iran has got these that. Iran has got these proxies it has created Around The World, The Middle East i should say, lebanon, gaza, hezbollah in lebanon, all of them clients if you like of iran, some of them created by iran, some of them created by iran in orderto iran, some of them created by iran in order to create mayhem and some of them are not under as much control as some of the more level headed people in tehran would wish. They have come in a sense, brought this upon themselves. All im really saying is, at a recent development, there is a number of people in tehran who feel this is not what they had intended and it has spiralled out of control. That they have shown restraint for example after the killing of key figures, and didnt get a ceasefire, and now they have so to speak little alternative but to speak little alternative but to fight back but you are right, if hamas began this conflict on the 7th Of October, and the access of resistance as they call it was prayed and Houthis Lobbed Missiles at ships down on the red Sea And Macro has been started Firing Missiles into northern israel, they raise the stakes and they are now paying the Price Hezbollah. Are now paying the Price Hezbollah are now paying the Price Hezbollah. ,. ,. ,. ,. , hezbollah. Give us a favour of these private hezbollah. Give us a favour of these private conversations i hezbollah. Give us a favour of these private conversations in terms of what you can. How do you see this escalating potentially and is there a route at all to de escalate . I think the Language Today from Ayatollah Khamenei is worrying because he is raising the tone if you like. There are people privately who are modelled by their standards, and made a speech at the un a week ago talking about reaching out to the rest of the world and womens rights and so on, so i think they have been trying to do some of those things but what is worrying if you think escalation is a bad idea, the israelis will be looking at these signals from iran saying they dont want escalation and we got them on the run, weve smacked them pretty hard and taken out a lot of hezbollah. Now is the time to go further. They are certainly talking about further escalation and talking to the usa of america so i think between now and the elections on the 5th of november, between now and then iran is going to have a pretty free run and i dont think many american politicians are going to tell them not to do this because iran began all of this, there proxies did, so i fear there proxies did, so i fear there is a real possibility of things getting a bit worse before they calm down. Sir peter, before they calm down. Sir peter. A before they calm down. Sir peter, a former ambassador to the usa and france, thank you very much indeed. Around the world and across the uk, this is bbc news. Two Police Officers have won an appeal against their dismissal. Jonathan clapp and Sam Franks were fired in October 2023 after their search of the british World Championship Medallist Bianca Williams and portugal olympic Sprinter Ricardo dos santos. Our Reporter Nick Johnson is following this story. Johnson is following this sto. ,. ,. , , story. Tell us what happened here. Story. Tell us what happened here going story. Tell us what happened here. Going back story. Tell us what happened here. Going back to story. Tell us what happened here. Going back to what here. Going back to what originally happened, this is four years ago, originally happened, this is fouryears ago, in originally happened, this is four years ago, injuly 2020, when police pulled over the british athlete Bianca Williams was actually in the olympics in paris this summer, as well as her partner, the Sprinter Ricardo dos santos. They were pulled over in their car, they had been driving from training back home and they had their very small baby in the car at the time. They were pulled over by two metropolitan Police Officers we understand for a search, suspicion of having drugs and weapons in the vehicle, none of those things were found. Now the metropolitan police were criticised at the time when footage from that search was posted on Social Media. It showed Bianca Williams looking understandably distressed as she was taken out of her Vehicle And Inside was a small baby so she was understandably distressed that she had been separated from her baby. Now, a Police Disciplinary Panel found those macro two Police Constables who pulled over Bianca Williams and ricardo dos santos, Jonathan Clapham and Sam Franks, were dismissed from the force for Gross Misconduct after a disciplinary panel found that they had lied about smelling cannabis when they pulled over the athletes in their car. But now, as you say, we have heard that those two officers have won their appeal against that dismissal and are set to be given theirjobs back. This is quite striking language we have heard from the police Appeals Tribunal. They said the original decision about those two pcs dismissal was irrational and inconsistent, the Appeals Tribunal chairman said the former pcsJonathan Clapham and Sam Franks where dedicated, Hard Working and much respected officers. It goes on to say that their reputations had been ruined by the original findings and then it goes on to say both offices did not lie, both offices did not lie, both offices will now be reinstated to the met police and they should receive back pay. Now, as well as the Social Media posting whereby the police came under fire when a video of that search was made public, Bianca Williams had said initially that racial profiling had played a factor in their conduct, she and her partner both being black, but this complaint was not upheld in the original misconduct tribunal. We are still waiting for a comment on all of this from the metropolitan police itself. Nick johnson, thank you. Here in the uk, Oxford University scientists are working on the worlds first vaccine for Ovarian Cancer, ovarianvax, which could wipe out the Disease Researches believe. The jab teaches the Immune System to recognise and attack the earliest stages of Ovarian Cancer. Cancer research Uk Charity is funding the study with up to £600,000 promised over the next three years. Lets speak to the director of the Oxford Universitys Ovarian Cancer cell laboratory, professor ahmed ahmed. Thank you very much forjoining us. Tell us about the work and what it could actually achieve. You are very welcome. Thank you for inviting me. So the work is, as you kindly described, its about developing a vaccine for preventing Ovarian Cancer. What we have found over the last few years, through generous support from Ovarian Cancer action, and the oxford biomedical Research Infrastructure Support is that we found the immune cells in the fallopian tube, which was believed to be the origin of Ovarian Cancer, have memory to antigens and alterations in the ovarian tumours. What we have now done is to find out a catalogue of these alterations that appear foreign to the Immune System with the hope that we would now be able to prioritise which alterations we take forward to develop a vaccine with the support from Cancer Research uk to essentially train those resident immune cells to attack the transforming cells from normal to cancer and prevent them from starting a tumour. And ultimately, would such a vaccine, if it proves successful, be given to every woman, do you think or are some people with certain genetic risk . , ~ ,. , risk . Yes, my thinking is that we would risk . Yes, my thinking is that we would first risk . Yes, my thinking is that we would first start risk . Yes, my thinking is that we would first start by we would first start by targeting those who have increased genetic risk, for those women with mutations and the Bracket One and bracket two genes, because they have a lifelong risk of over 40 for developing Ovarian Cancer. And those would be the population that would be most in need for this vaccine, but then, as it proves successful, then we would generalise it to all women because the components that we are looking at are present in the tumours that arise in women with mutations or without mutations. Professor, its very difficult to spot the symptoms of this cancer and many people will be wishing you well with your work. Thank you so much. Thank ou ve work. Thank you so much. Here, proposals to give terminally ill people in england and wales the right to choose to end their life are to be introduced in parliament. Mps rejected a bill on the issue in 2015. Campaigners say things have changed since then, with assisted dying becoming legal in several other countries, including parts of canada, switzerland and parts of australia. Joining me now is the mp kit malthouse, who chairs the Cross Party Group of mps on choice at The End of life, and dr matthew dore, a consultant palliative Care Doctor and honorary secretary of the association of Palliative Care. Thank you both so much for joining us. Tell me what your position is and do do you think we are going to see legal change here in the uk . fiur Change here in the uk . Our Osition Change here in the uk . Our position is change here in the uk . Our position is that change here in the uk . Oi position is that people who change here in the uk . Zii Position is that people who are mentally competent and terminally ill within six months at The End of their life should be permitted to seek assistance to die with certain Dignity And Peace in their own homes, surrounded by their Loved Ones if they so wish. Rather than the situation we have at the moment where only those with money can go to switzerland to achieve the same thing. Now, over the last ten years or so, since the last vote there has been a significant change in parliament, not least because many, many people who have campaigned on this issue in the community, who have lived through awful experiences of someone they love going to grading death, have been to see their mps and parliamentary candidates and talk to them about their issues. And we have seen a big change in views, so now ten years later, it seems a good time to have a debate again and i sincerely hope the majority of mps will see Sense And Vote to change the law. Doctor matthew dawe, do you support a change in the law . No, no, about the association of palliative medicine, we polled of palliative medicine, we polled our membership on this through polled our membership on this through all our doctors, which see dying through all our doctors, which see dying the most, and overwhelmingly, 82 against legalisation of assisted dying. Just to legalisation of assisted dying. Just to correct, it was debated in the just to correct, it was debated in the house of lords, in 2021, a lot in the house of lords, in 2021, a lot less in the house of lords, in 2021, a lot less than ten years since it was a lot less than ten years since it was in a lot less than ten years since it was in westminster. The problem it was in westminster. The problem with this bill as it puts problem with this bill as it puts Risk Problem with this bill as it puts risk in society, so you have puts risk in society, so you have individual choice, and i et have individual choice, and i get that, have individual choice, and i get that, but you have to balance get that, but you have to balance that against the risk to society and i think Palliative Care positions, who see how Palliative Care positions, who see how vulnerable people can become, see how vulnerable people can become, they realise this and how become, they realise this and how it become, they realise this and how it would adversely affect people how it would adversely affect people in terms of Pre Empting dying people in terms of Pre Empting dying or people in terms of Pre Empting dying or misdiagnosis or abuse, coercion. Dying or misdiagnosis or abuse, coercion, and all these things which coercion, and all these things which really are fundamentally dangerous. Choice can become a suggestion which then becomes an expectation on patients. Specifically, can you give me an example where you think doctors would be a difficult position or patients would be vulnerable . Vulnerable . Well, ust to say we are vulnerable . Well, ust to say we in t vulnerable . Well, ust to say we in a vulnerable . Well, just to say we are in a difficult vulnerable . Well, just to say we are in a difficult position, | we are in a difficult position, we are in a difficult position, we both we are in a difficult position, we both can agree that at the moment, we both can agree that at the moment, Palliative Care is 37 funded moment, Palliative Care is 37 funded by moment, Palliative Care is 37 funded by the government, majority charitable funded and we are majority charitable funded and we are supposed to be nhs cradle we are supposed to be nhs cradle to grave, not until very old, cradle to grave, not until very old. So cradle to grave, not until very old, so why is not a private members old, so why is not a private Members Bill for Palliative Care Members Bill for Palliative Care ahead of an assisted Dying Bill . Care ahead of an assisted Dying Bill . There are people, marie keely, bill . There are people, marie kealy, even your own reports, in which kealy, even your own reports, in which there is a real problems in the nhs. I had such hih problems in the nhs. I had such high hopes for this labour government, who are now stopping the heating bill, and introducing, not funding nhs extras. Introducing, not funding nhs extras, introducing this now, before extras, introducing this now, before sorting out Palliative Care before sorting out Palliative Care. , , before sorting out Palliative Care. , ~ ,. , care. That seems bonkers to me. We are waiting care. That seems bonkers to me. We are waiting for care. That seems bonkers to me. We are waiting for the care. That seems bonkers to me. We are waiting for the budget we are waiting for the budget so we will know more about what their plans are on health care. Kit malthouse of course is a conservative so what would you say to those concerns from the doctor and others in the medical profession . Irate doctor and others in the medical profession . We do think that legislation medical profession . We do think that legislation appropriately that legislation appropriately framed would safeguard, so two certified doctors, within six months of The End of their life, and a judge certifying that the settled will come in to seek a peaceful end to their life, would be a good safeguard and is modelled on some of the Best Practices we have seen Around The World not least in oregon where theyve had this for 25 years to great success. There is no movement there to repeal it. Its worth reflecting on the fact that the Status Quo is also a choice. And for too many people, the Status Quo is a horror show. We have several hundred people a year who are committing suicide in horrible ways, overdosing, sometimes shooting themselves, because they face and are in fear of the Pain And Degradation they will see at The End of their lives, about one person a week going Business Class to switzerland often putting their family at risk of being prosecuted, and of course, thousands of people every year who are going through awful deaths that you wouldnt put your Dog Or Cat through and even the best Palliative Care is wonderful and we should invest more in it, there are some Conditions Thatjust it, there are some conditions that just cannot it, there are some Conditions Thatjust cannot be helped. So im afraid if you get diagnosed sadly with motor neurone disease, you are going to choke to death and theres not much Palliative Care can do to help you. So than living in fear of that for the remainder of your life, we want to give you the choice so that if you think you need it at The End, you can enjoy what time you have left knowing you will be in control when you most need it. Whats really interesting about this debate is there are lots of people who think they should have a choice about my life, the doctor thinks he should have a choice about the way i die, my family if im in certain circumstances can agree to withdraw treatment and choose the way i die, and yet the norra saying i can choose the norra saying i can choose the way that i die when im an extremist, and all im asking for is to give us a choice. If the law changes, it wont be compulsory. If you dont want to have it, dont have it, but please dont deny the choice to me and the many people who told us of the campaign they strongly urge mps to change the law so they can have that choice. ,. , law so they can have that choice. , choice. Doctor, i guess the concern choice. Doctor, i guess the concern always choice. Doctor, i guess the concern always is choice. Doctor, i guess the concern always is the choice. Doctor, i guess the I Concern always is the person making the decision mentally is not fit to make it, are they coming under pressure from family, and yet it does look as though the details of this choice would be pretty limited, tightly controlled, only allowing terminally ill adults with six months less to live to receive medical help and we dont have details of the bill fully yet but given an ever ageing population, isnt this an Essential Change . Good afternoon. Some respite from all of the wet weather across the south of england over the last couple of days. For the rest of this afternoon, sunshine is set to continue with high pressure dominating. Slowly drifting further eastwards, but it still helping Block Weather fronts approaching from the north and west, but still more cloud, outbreaks of patchy rain across Western Scotland, Northern Ireland, as we head through the rest of the day. More cloud too increasing for eastern scotland. We will see quite a fresh southerly and south easterly winds blow particular across the western isles, ratherwindy, but particular across the western isles, rather windy, but a lot of sunshine for england and wales with some Fairbrother Cloud at times. Temperatures in the best of the sunny spells could get as close as 16 18 and of Course Cooler and neither Cloud And Rain but here its going to be mild as The Cloud and outbreaks of patchy rain tend to push their way further eastwards into southern and eastern areas in scotland, and Northern England as well. Double figures underneath all of The Cloud but when we keep the clear skies, further south and east, temperatures could date back to mid single figures so quite a chilly start here. And then this is saturday. No pressure approaching from the atlantic sending these Weather Fronts further eastwards, but for most of us, dry and bright on saturday with a bit of rain towards the west turning heavier and then that cloud pushes across the whole of the uk, so much greyer day on sunday with some patchy outbreaks rain.
