Plumes of smoke over the capital still over beirut. In central beirut, a massive overnight Air Strike killed nine people, in a multistorey building, Housing A Hezbollah affiliated health centre, near the lebanese parliament building. Lebanon says paramedics are among the dead. While the World Health Organization says 28 Health Workers have been killed in the past day. As the conflict escalates, more people are on the move well talk in a few minutes to the Un Agency organising aid in beirut. Meanwhile, the Lebanese Army says, that two of its soldiers have been killed, by israel in separate incidents in southern lebanon. I want to return to Whatjoe Biden has been saying because he responded to questions thrown at him yesterday saying of course the us did not support any potential israeli strikes on nuclear facilities. He was asked today whether there are discussions about israel and Irans Oil facilities and his answer was we are discussing that possibility and that resulted in a spike of Oil Prices of 5 as concerns grow about what we might see in the coming days. A spike of Oil Prices at 5 with Joe Biden saying discussions are being carried out with israel about potentially striking Irans Oil facilities. We can return to what is happening on the borders in lebanon. Our middle East Correspondent Nick beake is in northern israel. More israeli tanks being taken towards the border with lebanon. That is a reflection of the way the israelis are intensifying this operation against hezbollah. I say operation it is a mission now, and they insist its made up of lots of separate targeted operations, they say. So teams going in and then in some cases retreating. But certainly it does seem to be gathering pace in terms to be gathering pace. In terms of a Snapshot Ofjust where we are, i think in terms of what we heard in the skies above us, so far today, that has been considerably less than yesterday. But of course, thats just a snapshot of one particular location, because the Israeli Army is saying that its carried out a lot of strikes in the past day or so. Just as i say that there is a helicopter, i think, in the sky and carrying out more than 200 assaults, mainly in the south of lebanon. And once again, the israelis saying that they are targeting hezbollah positions. But at the same time, we have had these reports, of course, of civilians being caught in this, and also that the Lebanese Army saying today that two of their soldiers have been killed because of israeli fire. And in one case, they fired back. And thats the first time weve seen that sort of exchange between the Lebanese Army, which of course is separate from hezbollah, and the israeli forces. We will try to flesh out what is being discussed in various elements of the story. Lets speak to the israeli Journalist And Author gideon levy. Hes a columnist with the newspaper haaretz. And joins us from tel aviv. Welcome. A former israeli Prime Minister said this was the best opportunity in 50 years to change the face of the middle east. Is that the prevailing narrative amongst the administration there . Unfortunately, it is the prevailing narrative and unfortunately even more so it is a false narrative because war is never an opportunity. It always has ended with big disappointment if not a fiasco. Israel thinks still that getting into lebanon will sort the problem of hezbollah, by getting into gaza will solve the problem with hamas. In both cases it failed. Israel is one yearin cases it failed. Israel is one year in Gaza And Nothing was solved. And now it will repeat its same mistake also in lebanon, which is much more complicated because hezbollah is a much stronger organisation, and it is regrettable that israel again and again repeats its mistakes and again repeats its mistakes and the mindset still seems that war is a solution for anything. That war is a solution for anything that war is a solution for an hina. . , anything. Benamin netanyahu would argue anything. Benjamin netanyahu would argue that anything. We have over the past Year Seen People forced to flee from their homes and more immediately over the past two weeks, an Escalation the likes of which the country has not seen in 20 years. Two weeks ago, the explosions are pagers and Walkie Talkie devices which also affected civilians going about their daily life. The country was plunged into a health care crisis. Now with the Escalation of Air Strikes expanding to more parts of the country, people receiving displacement orders, sometimes with 15 minutes of notice and the middle of the night, three in the morning, instructions to flee their areas because Air Strikes are coming. Our job as humanitarians working with the government of lebanon is to try to find them shelter. We can turn to the calculations that are being made by israel in response to what we saw on tuesday night. Israels Prime Minister, benjamin netanyhu, has held a Security Meeting to discuss exactly how his country will respond to the wave of ballistic missiles iran launched on tuesday. Yesterday, President Biden said he was against israel targeting irans nuclear facilities. David albright is an american physicist, Weapons Expert, and the founder of the Institute For Science And International Security in washington. He told me how close iran was to having a Nuclear Weapon. I think, dangerously close. I mean, iran has shown that it can make Weapon Grade Uranium in sufficient quantities for a Nuclear Weapon within days, and accumulate enough for several Nuclear Weapons in a month. And so that part is settled. Now, thats the raw ingredients for a Nuclear Weapon. But theyve worked on Nuclear Weapons a lot in the past and so they know how to do it. And so my own estimate is in about six months, they could put together a crude nuclear explosive device that could test underground. They could declare themselves a nuclear power. I dont think it would be deliverable by missile. I think that would take longer. But nonetheless, if you look at other countries and what theyve done, like pakistan, india, north korea, they didnt wait till they had a Missile Deliverable nuclear warhead to declare themselves nuclear powers and to do it in a credible manner in the sense that the international community accepted it. So if israel were to try to hit those facilities, how easy or difficult would that be . I think its certainly a difficult problem. And its not like when israel attacked the syrian reactor, 2007. Its a much more diffuse programme involving enrichment of uranium. Theres stocks of it of 60 enriched uranium, which is just a slight step from weapon grade. Theres lots of centrifuges. Its notjust one reactor. So its a difficult problem. But over two years ago, the israelis were pretty clear that they said we needed two years to plan an attack on irans nuclear facility. So those two years are up. And so theyve been thinking through how to do this. And i think they can do things that will surprise us. Who would have thought theyd put Explosive Material in pagers and just decimate hezbollahs mid level operatives . So i think the israelis have been thinking about this, and its something that they probably could do, and they could do quite a bit of damage to the iranian nuclear programme. Could they do it on their own, israel . I think thats been their plan. They want us assistance. But from what i understood in discussions when this was being discussed over two years ago, was they plan to do it alone, and they would look to the united states, obviously, for help rearming, for intelligence, you know, help against any iranian retaliation. But i think the idea was they would they would be self sufficient in order to attack. A final question, because i heard you in a Radio Interview say, actually, weve reached a point that perhaps the pressure from both sides makes this more likely. Just elaborate on that point. Why do you think weve actually got to a moment where something thats been talked about for a very long time could be potentially about to happen . I think iran did believe that its Ring Of Fire was a deterrent keeping israel from attacking or going beyond certain limits in the region, and thats now gone. Iran has also said that any attack will overwhelm your defences with missiles and really cause widespread damage. That hasnt happened. Israel responded very, very well in showing that deterrent doesnt exist. And so i think iran may be thinking, and certainly in the iranian discussions that you hear in the Social Media and the media, they feel that a Nuclear Weapon would provide the deterrent that would keep israel from attacking. So i think the chance of them doing that now is increased. On the other hand, israel is looking at a country that made big threats about eliminating them and attacking them aggressively if they attacked if israel attacked iran. And those threats dont seem that big. And so iran is vulnerable now and kind of reeling from Everything Israel has done in the last couple of months. And so i think israel would feel incentivised to attack now or in this time period. That was the Weapons Expert david albright. Around the world and across the uk. This is bbc news. But now we can turn to another fascinating story. About 100,000 newborn babies in england are being tested for genetic diseases as part of a new study aiming to improve diagnosis and treatment. More than 200 rare diseases will be detected in the screening process, meaning babies can be treated and, in some cases, cured at the earliest possible age. Lets speak to Dr Sophia Varadkarfrom great ormond street hospital. She is a consultant paediatric neurologist and was involved in setting up this study. Welcome. This is said to be ground breaking. Another is babies with rare causes of a drop in Blood Sugar that can cause Brain Damage and seizures. Another area is spinal muscular atrophy, children who would die young or never be able to walk. Now if we get treatment early they can live and we will see some of them walking and having the chance of a really good life. It the chance of a really good life. ,. , life. It is incredible. We sometimes call it the diagnostic odyssey. Months of years when everyone knows there must be a reason but we cannot find it, so scans, tests, and in The End of diagnosis that hopefully will get treatment. The idea here is we make the diagnosis before the child begins to show something is wrong. Get the treatment early, change the course of that disease, treat it and in some instances take away the effects completely. I5 away the effects completely. We will have the latest Business News in terms of the middle east. We had a spike in Oil Prices. Good afternoon. It was an absolutely glorious start to the day, and most of us will keep sunny spells into the afternoon, but it came at a price. It was a chilly start, the coldest Autumn Morning so far in braemar in scotland, and we had some patchy Mist And Fog as well. As you get when High Pressure dominates in autumn. And that High Pressure is going to stay with us for the rest of the day and into tomorrow. But we will start to see a change developing as we go through the latter stages of friday into the start of the weekend. Theres more wet and possibly windy weather to come as well. So enjoy the sunshine for the remainder of the afternoon. Sunny spells, a little bit of fair Weather Cloud developing into the afternoon, and perhaps the breeze picking up and a few isolated showers into western scotland. But on the whole, temperatures will peak at around 13 to 17 degrees pretty much where they should be for this time of year. As we go through the evening, the winds will continue to strengthen further and this Weather Front will bring some Showery Rain Into Northern Ireland and northwest scotland. Clearer skies across england and wales will mean temperatures once again into single figures. And because of all the rain that we had in september, the ground is pretty moist so we could see further Mist And Fog forming. The high is drifting slowly eastwards and that means that these Weather Fronts will start to push in from the atlantic, but they are going to make slow progress. So on friday, the Showery Rain really sitting across western scotland, Northern Ireland. We might see more cloud developing through the isle of Man And West wales, but on the whole, dry and quiet elsewhere and once again, temperatures peaking into the mid to high teens in places. Now, as we move out of friday into saturday, the next front will start to move in. Again, a slow process being blocked by that High Pressure. But some of the rain will start to turn quite heavy across Northern Ireland and northwest scotland, and the winds will strengthen too. Elsewhere, we should cling on to some sunshine for the bulk of saturday, maybe some rain pushing into Cornwall And Southwest wales by The End of the day. That Frontal System will continue to sweep its way steadily eastwards overnight, so a spell of Heavy Rain and stronger winds clearing across the country. That will linger first thing on sunday and even once it clears, it is going to leave quite a showery story for the second half of the weekend. We start with the price of oil because crude markets have remained on edge this thursday over concerns about an Escalation of the conflict in middle east. The region supplies around a third of the worlds oil. In the last hour, prices have spiked after President Biden said the us is having discussions with israel about striking Irans Oil industry. Lets just show you how one of the main benchmarks brent crude is trading now. Just above 75 a barrel. Traders though are balancing two things the risk to Oil Supply from the conflict and the demand for oil amid a weakening us economy and a slump in china. Oil expert David Fyfe explained earlier. In terms of iran and the risk to exports
