Welcome to Bbc News now, three hours of fast moving news, interviews and reaction. The Uk Government says it has agreed a deal which gives mauritius full sovereignty over the Chagos Islands which are located in the Indian Ocean while allowing the uk and the us to retain operational control of their Diego Garcia joint Military Base there. Mauritius has claimed sovereignty over the islands, which are around 500km south of the maldives, since independence in 1968. The uk evicted its population of more than 1,000 people in the 1960s and 1970s, to make way for that Military Base. Under the terms of the agreement, the base will now be undisputed, and legally secure. the dispute continued at the United Nations and in international courts for many years and this agreement was reached following two years of negotiations. Both the british and us governments have welcomed the agreement with mauritius. The uks agreement with mauritius. The uk s foreign Secretary David Lammy said to. And in his statement, president Joe Biden described to Diego Garcia as a facility which plays a vital role in. He said it enables the united states to support operations that demonstrate our shared commitment to regional stability, provide rapid response to crises, and counter some of the most challenging Security Threats we face. With me is our correspondent andrew harding. You know a lot about this area. Just to recap for us. We have talked a little bit about the history. But a little bit more about the history leading up to this decision. It about the history leading up to this decision. This decision. It goes back to 1968 when this decision. It goes back to 1968 when mauritius this decision. It goes back to 1968 when mauritius was this decision. It goes back to i 1968 when mauritius was given its independence from the british owned by empire. It decided it was going to keep the Mauritius Archipelago for itself. It had already cut a secret deal with the americans to allow them to use the biggest battle, Diego Garcia, for this Military Base. This has simmered on the Back Burner diplomatically. No one was really interested, this was a time of war, great powers. Britain said, it is ours, don T Good a time as any, to time, as good a time as any, to try to push this through. Mas try to push this through. Was there ever try to push this through. Was there ever any try to push this through. They have a deal, a strong long term ally, with britain for the lease. It is expiring in about 12 years but they could have renewed it. Then the americans decided mauritius was a stable enough partner to do a new deal, a 100 year lease. The concern is that this is a difficult part of the world, the Indian Ocean contested by india, physically by china. Could they trust the russian government is long term . A small island nation. The Americans Finallyjumped the americans finally jumped and The Americans Finallyjumped and said to the british, time to do the deal. And said to the british, time to do the deal. How can they decide the fate of our homeland without us being involved . They are mourning for us. They have produced this statement of intent concerning the sovereignty of our land, they have learned this from the media, not the government. They are supposed to be talking to us but. Nothing. We remain powerless and voiceless and determined in determining our own future. The indigenous inhabitants of the islands have been constantly and deliberately ignored. Now, we will have more on that story coming upforyou. Now, in we will have more on that story coming up for you. Now, in the Middle East. In the Middle East, lebanese officials say that nine people have been killed in an israeli Air Strike that hit a multi Storey Building in central beirut. It comes as israel claims to have struck around 200 hezbollah targets around the country including Weapons Storage facilities and observation posts. We have pictures coming into us live from the lebanese capital where smoke is still rising over the Southern Suburbs a densely populated area where hezbollah has its main base. We have been seen images coming in like this through the day so far. The Israeli Military says it carried out what it calls precise strikes on a building in the bachoura neighbourhood, near the lebanese parliament. The building is belived to have housed a hezbollah affiliated Health Centre. And in the south of the Country Israel says their War Planes killed around 15 hezbollah members in an Air Strike in bintjuhbayl. Bintjbeil they claim the building was being used to store large quantities of weapons. Meanwhile hezbollah claims their fighters confronted israeli forces attempting to advance at the fatima border crossing. The Israeli Military is yet to comment on these reports. And the idf is now urging residents of one of the largest cities in the South Nabatieh and other villages to evacuate. Before the conflict began, an estimated 60,000 to 100,000 lived in the region. And later this hour we ll be investigating the fatal Air Strike 11 days ago that left multiple children dead in gaza. But right now, let s go to the lebanese Capital Beirut MyColleague Anna Foster is there. I know you are going to bring us right up to date with the latest of elements in a moment. Please reflect on what happened last night, the strikes on central beirut. Very close to where you were. It central beirut. Very close to where you were. Where you were. It was. In fact, you where you were. It was. In fact, you might where you were. It was. In fact, you might start where you were. It was. In fact, you might start to. Fact, you might start to recognise the back that i talk to from. You can see in the background here, just over my shoulder, that is the area where the strike happened last night. I was standing here, with helen the producer, Leigh On The Other Side of the camera. We had this really loud explosion. The loudest one we have heard so far in beirut by a long way was that, that Thunder Cluster Bomb that killed the leader of his brother. That is like nothing we have ever heard him so far. This was a notably loud explosion. We hear a lot of the strikes that happen because the noise rumbles across the whole of the city. This was different last night, looking across there, you can immediately see there, you can immediately see the windows, surrounding buildings were lit up in orange from the flames. You can see the smoke started to rise almost immediately. Very quickly the ambulances coming into the area. A small, sheer area, it does have a his Brother Presence there. It hit. Well, it is a Health Centre basically. We know that nine people were killed. That number has risen through the morning but nine people were killed in that strike which targeted an apartment in a single block. The thing you have seen a lot of in the Southern Suburbs of beirut at the moment. It is notjust here in the city, now israeli troops across the border into lebanon on in the south, there are Air Strikes continuing there. We have also had this morning from the idf that they people to evacuate the biggest city in the governorates in the south. It normally has a population of around 60,000. Many of them have left due to fighting over the last few weeks. It really shows you the extent of the fighting going down there. The continuation of those israeli Air Strikes. Continuation of those israeli airstrikes. Do continuation of those israeli Air Strikes. Do stay with us here on Bbc News. I crowned the world and across the uk, you are watching Bbc News. You are live on Bbc News. I am anna foster. Bringing you all the latest in a very fast moving situation, the situation here. Let s speak to Yolande Knell who is in jeruslam. We will talk about how israel might be planning to retaliate. Bring us up to date on the continuing israeli operations here in lebanon. What is being said . , here in lebanon. What is being said . ,. ,. , said . The later statements from the Israeli Military said . The later statements from the Israeli Military talk said . The later statements from the Israeli Military talk about. The Israeli Military talk about some 200 his Brother Targets being struck. That is across lebanon. Without going into full details of all the different locations, it is mentioned how this particular Council Building was hit in Southern Lebanon on, killing about 15 his brother operatives, according to the Israeli Military, they say a number of weapons were stored in that building. In general, they say they are going after weapons, Rocket Launch sites, what they call terrorist infrastructure in lebanon. We also know that in the past few hours, there have been sirens going off in the north of israel, warning those who remain there of incoming rockets and drones as well. There have been ins they have been intercepted. It remains capable of making those kinds of launchers against israel. 0n the ground it continues, it has been quite fierce but there have been encounters that were expected between israeli soldiers and the his Brother Fighters between israeli soldiers and the his brotherfighters who are on their home terrain. That is their stronghold in the south of the country. They are holding out there. Against incoming israeli troops. We are expecting that israeli Ground Invasion to expand because we know now that there has been a now their Military Division there. There are now three Military Divisions that have been sent to the north of the country, along with some reserves. But we are not getting so many details about that. You can see that for security reasons the Israeli Military does not update as quickly or in a lot of depth about what exactly is going on on the ground. About what exactly is going on on the ground. Stay with us, we are also going on the ground. Stay with us, we are also going to on the ground. Stay with us, we are also going to talk on the ground. Not least as it continues to measure what response it might take against israel for that missile attack. Do stay with us. Thank you very much, anna. We will be back with an hour later in the programme. Let s look at more detail about what the united states is saying about the situation in the Middle East. Let s look in a bit more detail at what the united states is saying about the situation in the Middle East speak with Bronwen Maddox Director and Chief Executive of the Think Tank Chatham house. Let s look at what President Biden has been saying about retaliation from isabel. The quote is, israel had a right to respond but it must be proportionate. Washington would not support an attack on nuclear sites in iran. That is one of the possibilities that has been talked about. Deconstruct those comments for us, just for a minute, please. Netenyahu has been arguing for a long time that iran is a source of all of israel s problems. And it has been spawning these different groups. There has been a lot of commentary about whether or not he is now created the option of striking at iran s fast developing nuclear programme, which could. Nuclear weapons within months or so. The us has said, we are not backing up. But we will back you to the extent of having sanctions. What that really means is hard to know. Because there has been a long history of the us saying to israel, don t do that. That they are not responding if it does escalate, as it has indeed in lebanon. Joe biden was saying, look, we don t want an escalation to the north. So it is a picture of mixed signals from the us. And i think there is still a question about what the israeli prime Minister Intensity. The israeli prime Minister Intensity intensity. There is that question. Intensity. There is that question, as intensity. There is that question, as you intensity. There is that question, as you highlight, will israel be listening to the statement from Joe Biden . They haven t always listened to the White House on previous occasions. Define proportionate i suppose. What One Leader thinks it is proportionate doesn t necessarily tally with what another leader thinks of it. , what another leader thinks of it. ,. , it. That is exactly right. That is the kind it. That is exactly right. That is the kind of it. That is exactly right. That is the kind of language it. That is exactly right. That is the kind of Language Thatl is the kind of language that israel s allied, including in europe, threw around immediately after october seven attacks by hamas. Realising it was going to make some kind of response but hoping it would not be too big and that was just blown away and the Rubble And Dust of gaza that followed. I think, there is a lot of question here about whether israel s plan, netenyahu s plan, he does not speak for the whole of israel. These threats . He has been building himself for years as mr security. 0bviously 0ctober for years as mr security. 0bviously october the 7th. Now he has got his brother on the run, he has made dense into hamas, wrong footed in some ways. But there are a lot of questions still about whether he has got any longer Term Strategy about how it is well cannot only survive but thrive in the region, including doing deals with its neighbours like saudi arabia. Saudi arabia. Thank you very much. Britain s national Health Service has begun sequencing the entire Genetic Code of up to 100,000 newborn babies in england, as part of what it describes as world leading research. The aim of the study is to speed up the Diagnosis And Treatment of more than 200 rare diseases, including haemophilia and spinal muscular atrophy, so they can be treated early. Just a day old. Amelia is among the first babies to have their entire Genetic Code sequenced to look for rare diseases. Her mum didn t hesitate when offered the test at birmingham women s hospital. It was a No Brainer because amelia will be tested for 200 different genetic conditions so she will benefit but also will contribute to the wider research population, which will affect other children. Amelia s blood sample, taken from her umbilical cord, is being sent to labs in cambridge, where her entire genetic Code Or Genome will be sequenced. Faulty genes in our dna can cause thousands of rare diseases, but only treatable conditions will be identified. The 200 conditions which have been selected for the Programme Cause substantial Health Problems early in childhood and the treatments and interventions which are available for all of these conditions can have a dramatic impact on that child. They can reduce the symptoms and in some cases, they represent a cure. Im still standing yeah, yeah, yeah. This isjoshua two years ago, bright and active. And this is him now. Aged nine, joshua from surrey is no longer able to walk or talk. His condition, mld, is one of those which will now be screened for. His mum has clear advice to parents offered the test. Do not even hesitate. If you can save your child s life, that is more important than anything in this world. And speaking as a parent who is losing their Child Day to day, please don t look back and take the opportunity to find out. Had joshua s condition been picked up at birth, he could potentially have been cured. Now the damage done is irreversible. Where sjoshie . Whee yay just got everyone wrapped around his little finger. Already back at hospital, gemma says she hasn t picked a name yet for her son, but he is part of the screening programme. All the babies involved in this study will be contacted again when they reach the age of 16, to see if they want to continue with the research. That could involve looking for other faulty genes, which later in life can increase your risk of getting certain cancers, Heart Disease or even dementia. That will raise ethical questions about what information should be shared. But for now, the focus is on the start of life and giving parents greater reassurance about their baby s health. Fergus walsh, Bbc News. We ve just had the coldest night of this autumn so far. Braemarfell to 4. 1 celsius. There s been some Mist And Fog around this morning as well. And for the next few days, we are looking at the days starting on a chilly note with Mist And Fog, but most of us will have sunny spells. But there ll be some patchy Rain Coming in from the west. This afternoon, a lot of dry weather around. Fair Weather Cloud bubbling up. It could produce the odd shower, perhaps in the south east, maybe one or two in the west, but that will be the exception rather than the rule. But the Sunshine Turning Hazier from the west in the latter part of the afternoon. Now, into the evening, The Cloud will be accompanied by Strengthening Winds And Rain Across Northern Ireland and western scotland. Not particularly heavy rain, though. England and wales seeing some Mist And Fog patches forming. And here it will be a chilly night. In rural areas, we could even see a touch of frost. But where we ve got The Cloud and the patchy rain, here, temperatures holding up, and it s courtesy of this Weather Front, which through the course of tomorrow will slowly drift eastwards. That s a fairly weak feature. So, we start in england and wales with the Mist And Fog, that lifts, then a lot of dry weather, a fair bit of sunshine. The cloud spreading across northern ireland, the Isle Of Man and scotland. With it, patchy Light Rain and temperatures 13 to about 17 degrees, north to south. It ll feel quite pleasant, that 17, in the sunshine. Then, as we move beyond that, from friday and into the weekend, we say goodbye to this first Weather Front. But then the next area of low pressure comes in with a more potent Weather Front during the course of saturday. So, once again, for england and for wales, we start off on a dry note with some sunshine, but heavier rain and stronger winds come in from the west, gusty winds through the irish sea, and that is very slowly pushing eastwards. So, many eastern and central areas and also parts of wales will stay dry during the course of saturday. But overnight saturday and into sunday, what you ll find is the whole lot continues itsjourney, pushing eastwards, taking its cloud and its rain with it. So, later on in the day, it tends to brighten up from the west. But here too we re not immune to one or two showers. Temperatures during the course of saturday, 13 in the north to a pleasant 18 as we sweep down towards the south east. This is Bbc News, the headlines.
