To their homes in the north. Meanwhile, the Deputy Chief of hezbollah, naim qaissem, said the groups fighters are ready to confront an invasion. He acknowledged the assassination of leader, hassan nasrallah, was a big blow but said all fallen commanders would soon be replaced. We have corresponded around the world reporting on this developing story. Anna foster is in beirut, Lucy Williams is in israel, and Joe Photo is in Jerusalem And Tom bateman is in washington. Firstly lets hear from lucy. Weve been Hearing Helicopters overhead for a while now and also the sound of artillery, some distance aWay, earlier, a series of loud explosions that we heard here close to the border as israel confirmed that it had launched what its calling limited and targeted Ground Raids terrorist targets in the area. Its not clear at this stage what sort of Scale Form those raids are taking but we have witnessed a buildup of troops and tanks here at the border over the last few days, we saw a couple of dozen tanks by the main road, just earlier today, israel has been inflicting blow after blow on hezbollah for the past couple of weeks but any kind of Ground Invasion represents a new phase in this war, new risks for the israeli military and new risks for the region as well. Lucy was talking about the buildup of tanks along the border. Our correspondent Anna Foster is in beirut, and told me more about how things might develop. The momentum really gathered here over the few hours leading up to the announcement that israeli troops had entered lebanon for the first time since the war in 2006 between these two sides and its the combination of what has been a very fast moving israeli operation of the last week or so, Weve Seen Airstrikes here in Southern Lebanon in the east of the country as well where israel has been been a very fast moving israeli operation of the last week or so, Weve Seen Airstrikes here in Southern Lebanon in the east of the country as well were israel said it was targeting hezbollah s very successfully removing and killing many of its senior members include hassan nasrallah. Now we heard from the idf that that was going to be a precursor to a Ground Operation, that has happened really quite quickly in a matter of days since it was first suggested by the idf. There are questions now that we will wait and see the answers to, what does a localised and targeted israeli Ground Operation in Lebanon Look like . What kind of challenges will they face . What is that mean for the many civilians were still in that area and i think crucially, what response could provoke both from hezbollah but also from their fellow iranian backed proxies here in The Middle East . We are reporting the Uk Government is looking to extricate or to evacuate its british nationals from lebanon. Many civilians dont have such a luxury, how are they or if you can give us reaciton to whats been going on in the ground there with response to these incursions and by attacks from the air from israel . You are right to say that for many lebanese citizens, they dont really have a choice of where to go and for some of them, coming from those poorer areas in the south or the areas in the cities here, they havent had any Way to go so people have been living on the streets for several days now with their children, with whatever they can grab and take with them when they fled. The lebanese state has been in difficulty for several years now, crisis upon crisis, they had economic crisis which still goes on, electricity in this country, State Electricity is very short supply, they have been times when medicines have been very hard to get Hold Of, fuel has been hard to get a Hold Of and its really Ground Infrastructure of lebanese society down so now they suddenly have all the displaced people to try and look after it, makes it enormously difficult and also talk about foreign nationals there tried to leave as well, you mention that Uk Government has charted a plane of going to offer seats for payment to vulnerable british nationals and their families and dependents, they said in the first instance. The us was also doing something similar, i saw on the us embassy Social Media feed a few hours ago that they were similarly saying they were going to charter civilian planes to get people out. One of the great worries is what people think back to 2006, one thing that happened there was infrastructure was taken out by israel, including things like the airport, there is only one civilian airport here, you cannot get out via the Southern Border into israel, you cannot get out via the east because there you have syria so i think there is a concern among other governments when they look at the national that if for example, the airport were to be targeted again as it was nearly 20 years ago, it would be enormously difficult to get people out if they wanted to leave and if and when things become dangerous here. That was anna there with the significant steps taken by israel and the impact they will have on civilians and foreign nationals in lebanon. I speak to our middle East Chief earlier and he told us what the Idea Mightaim earlier and he told us what the idea might aim to achieve with the current operation. In idea might aim to achieve with the current operation. The current operation. In that statement. The current operation. In that statement, they the current operation. In that statement, they talk the current operation. In that statement, they talk about. Statement, they talk about terrorist infrastructure and they say that they have located in the villages close to the border and this is what they have been telegraphing loudly over the last week or so. It has now come to pass and really the priority and to some extent the anxiety of the politicians here was that you can alWays have a Point In which hezbollah agrees to move back north, that was the agreement that ended in 2006, the demilitarisation of the south, and some fear they could be a very good City Spire which removed people for what it kept in place was infrastructure, and the huge fear is that on the other side of the border there are bunkers and tunnels that would be used at some point to assault the northern part of israel and to infiltrate that area with hundreds of tricks. We saw a few years ago the discovery of three major tunnels in that area that are just about to come up into israel, vast endeavours of engineering they would have seen hundreds of hezbollah soldiers rushing through into the city and taking over release engaging forces they are potentially taking over villages and communities, that is something they have been very clear about is an ambition over the last 50 years or so, it was called operation techno gallery, and a lot of the Idf Tolerance for that, and the Publics Tolerance for the level of risk, it has gone Way down in the anxiety that the troops could be negotiated aWay, the hezbollah forces could be negotiated north, the infrastructure would remain in the some Point In the future they could be refills at short notice to threaten those communities in the north. I think that is a priority at the moment, To Go Sector by sector on the border and try to clear out this infrastructure to make sure that it is not represent a future threat to those communities in the north. Lets be clear, there is no Way this ends without some kind of brokered agreement, someone has to agree, hezbollah has to agree they will pull out, and at that Stage Israel when need to stop as well. So i think what they are doing is getting rid of this infrastructure before that point. We had the view from our correspondent in israel and lebanon, lets cross to washington and gather us to what we have seen in the past 24 what we have seen in the past 2a hours and speak to tom abatement, our correspondent there. Can you get up to speed with the reaction from the biden administration as to what has transpired . I biden administration as to what has transpired . Has transpired . I think we have to no has transpired . I think we have to go back has transpired . I think we have to go back about has transpired . I think we have to go back about a has transpired . I think we have to go back about a week has transpired . I think we have to go back about a week to has transpired . I think we have | to go back about a week to what the us position was then a look at how it has shifted dramatically along with events on the ground because what we had in New York a week ago was the us leading a vast diplomatic effort to try to get, in their words, restraint, get, in theirwords, restraint, and a ceasefire, a brokered agreement between Israel And Hezbollah, to the extent where the us Led A Joint Statement with ten countries in the European Union calling for the sides to enter a truce, a 21 day trees which were then moved towards more of the agreement that your correspondent was speaking about. Since the netanyahu gave his response to that effort in authorising the strike killed the leader of hezbollah, the two weeks of attacks, inside lebanon. Nowi think we have seen the us half to follow the israeli actions on the ground from having gone from calling for deescalation to having a very sharp escalation instigated by the israelis, and the americans have been forced into a position now but they have to back it, pbac and welcome killing of one of the leadership of hezbollah, and what they are concerned about is this spiralling out of control, and so when it comes to what the israelis are calling now there limited and targeted incursion or raids over and across the border, the americans have acknowledged this has taken place, they say they back the Israel Right to attack the infrastructure of hezbollah in order to defend israeli citizens, they say, there is a Key Line on one of there is a Key Line on one of the siemens from the national Security Council in response to a question from the bbc, in which they say and they support israel doing this in terms of limited operations but they say we know that this mission will be a risk and we will keep discussing this with our israeli allies. I think that is basically saying we acknowledge what you have done so far but we expect you not to go any further. ~. Further. With that in mind, the not auoin further. With that in mind, the not going further, further. With that in mind, the not going further, what further. With that in mind, the not going further, what is not going further, what is washington doing to prevent this from a spiralling beyond this from a spiralling beyond this conflict between Israel And Hezbollah in lebanon . fix, and hezbollah in lebanon . Couple of things, first of all the work they do with the israelis which is they talk a lot about the intensive discussions with them, discussions with them, discussions every day, we know the Defense Secretary Lloyd austin has been an almost daily contact with the israeli Defence Minister. Notably, the Pentagon Spokesman said survey, gaveit Pentagon Spokesman said survey, gave it a little bit more detail in the call they had during the operation to kill one of the hezbollah leaders because the pentagon are so they are not told in advance once the operation was under Way that Mr Austin had this conversation, and this placement so that the Defence Secretary was in her words caught off guard by this and they had a very firm discussion, so read into that what you will. What all this has shown is the americans are generally playing catch up with the decisions that Angela Netanyahu is taking but generally they have tried to stop him doing most of the things he has done. Benjamin netanyahu. They then fall lined into terms are supporting him because he is safe in the knowledge that the flow of american weapons particularly this close to a us election will not be stopped, they leverage will not be used, in this particular moment and not with this stage and crisis. They will continue to put pressure on the israelis that we know from the past it is not alWays particularly effective. When it comes to the wider region, that is where the american posture is absolutely critical, they have multiple Ways of mediating or getting messages through to the iranians but also they say they are bruising their Arena Defence Posture in the region and trying to ward off any attacks from iran backed religions. Attacks from iran backed religion attacks from iran backed religions. Attacks from iran backed reliaions. ~ ,. Religions. Thank you very much. We will spend religions. Thank you very much. We will spend more religions. Thank you very much. We will spend more time religions. Thank you very much. We will spend more time and i religions. Thank you very much. | we will spend more time and dig A Little Deeper and speak with ian, the former australian ambassador to lebanon and now a middle east specialist. Thank you forjoining us. We have spoken about how the us is playing catch up and falling in line and being directed by the israeli Prime Minister, do you either as a direct result because there is an election coming up and they cannot be seen to rock the boat . Certainly it will be difficult for the biden administration to do anything which appeared to be impeding israels security, at any time for that matter but certainly with not much more than the month before the us election. Basically, the biden administration, as your correspondent said, is having to play catch up. Netanyahu is making his own decisions, he is not clearing them in advance with washington, washington did not know anything about the decision to kill one of the hezbollah leaders. They appear to be now more in the loop with what they are doing in Southern Lebanon which appears to be quite a lengthy operation and just driving any remnants of Hezbollah North of the river but as one of your other correspondent said, particularly to get at the infrastructure that may be there, the tunnel network, any Arms Caches that may be there. Ultimately, i think one of your correspondent said israel will really be prepared to stop this operation until it gets some sort of De Facto agreement in place with hezbollah, with hezbollah being prepared to say we will not attack the village all the towns, in northern israel. Thus allowing the israelis have been displaced to come back. They could be done by a formal adherence to un Security Council resolutions 1701 was published past in 2006 and then the 2006 war may just be at Factor Understanding that other Way-israel'>Way Israel will need to have that assurance. We were to have that assurance. We were to see how that Plays Out. It has just to see how that Plays Out. It hasjust gone at 6am in beirut, has just gone at 6am in beirut, lebanese people will wake up to this new reality of these incursions by israel. I want to get your thoughts on hezbollah themselves in the leadership we have at the moment, given the recent killing of one of them and how they will be looking to respond to what israel has been doing. Respond to what israel has been doin . , respond to what israel has been doin . , , respond to what israel has been doin . , doing. Clearly leadership is in disarray of doing. Clearly leadership is in disarray of the doing. Clearly leadership is in disarray of the berries doing. Clearly leadership is in disarray of the berries israeli | disarray of the berries israeli strikes have taken out Notjust One but i understand eight of the nine leadership or military leadership, the senior leaders, and half of that political leadership, so they are in serious disarray. I also understand, and i got this from the institute for the study of war in washington, the iran has an 18 from the islamic resolution regarding called, into lebanon to help them very quickly re establish their Leadership Structure to organise a new leader, and then to essentially get their communications, get safe communications, get safe communications working again so that they are in a position to organise themselves to fight in a co ordinated Way. We organise themselves to fight in a coordinated Way. A coordinated Way. We will have to see a coordinated Way. We will have to see how a coordinated Way. Well, as we start off october, things are looking a little drier for a couple of days, but it has been a very wet september across the southern half of the uk. In fact, some spots towards the South Of England have seen three or four times the average september rainfall. And its notjust been the wettest september on record for some places, its also been the wettest month on record. Theres been more flooding in didcot in oxfordshire here on monday, more Flood Warnings in force as we head through the rest of the night, mostly for central and north western areas of england, where were seeing the heaviest of the downpours. But that low has now pulled out into the North Sea. Still strong, gusty winds for these North Sea facing coasts, some more rain gradually sinking further southwards and eastwards across central southern england. But some clear skies out towards the north and the west, so, here, a locally chilly start to the day on tuesday. Now, on tuesday, that low is still bringing some more cloud and some rainjust swirling around it. Some of that rain could push a little further westwards at times, it will be lighter than on monday, of course, and weve still got that brisk north easterly wind across coastal areas of yorkshire, lincolnshire and down through northern areas of norfolk too. The best of the sunshine out towards the west, for much of scotland, into northern ireland, Western Wales and south west england. And here, we could see temperatures rise to around 16 or 17 celsius. And then on wednesday, well, High Pressure starts to edge down from the north, so were all going to be seeing that dry, sunnier Feeling Weather as we head through wednesday and thursday. But its going to take a while, i think, still for that low to clear across south east england, east anglia. Still some showers here and a bit more in the Way of cloud. Some of the showers blowing a little further westwards at times, but lots of sunshine further north and west, some areas of cloud at times. Chance of one or two isolated showers, but temperatures 15 to 17 celsius in the best of the brightness. And on thursday, its going to be a locally chilly start to the day. A touch of frost, perhaps, in the north, a bit of mist around with those lighter winds, but for the vast majority of us, a dry day with plenty of sunshine. Cloud developing here and there, and temperatures have now returned to the seasonal average, so 1a to 17 degrees north to south. On friday, we start to see more Cloud Edging from the north and the west. The best of the sunshine further south and east. And over the weekend, well, weve got rain pushing eastwards again.
