With big interviews and our regular panel of newsnighters, and of course look at what the papers are saying about tomorrows news. Good evening. Sir Keir Starmer has promised National Renewal in his first speech to the Labour Party Conference as Prime Minister, but he warned of tough choices ahead. The Prime Minister insisted that keeping a Cool Head during challenging times would be better in the long term than easy answers. And he pledged to stabilise the economy, but made it clear that some of his decisions would be unpopular. From liverpool, our political editor, chris mason, sent this report conference, please welcome Keir Starmer prime Minister And Leader of the labour party. Cheering and applause little wonder the audience in here are whooping, theyve waited 15 years to hear a sentence like that at their conference. A party so, so often crushed by defeat, basking in winning. Take pride that labour won in every single region in england. Take pride that labour won in wales. Take pride that labour won in scotland. Governing is always difficult for every party, and thats before Slip Ups and unforced errors. And plenty that takes forever to do perhaps never gets done, so leaders like to celebrate what they have managed. Doctors back in theatre. New solar projects, new offshore wind projects, the onshore ban lifted. Great British Energy launched. One Word Ofsted Judgments ended. Next, the Prime Minister tried to describe how life feels for many people. Look at our country. Do you see a britain where people feel, with the certainty that they deserve, that the future will be better for their children . Because when i was growing up, thats what we believed, but that is not the country we inherited injuly. That confidence, that certainty, its brittle and fragile. Hisjob, then, to end that. And, in an extended section of particular passion from sir Keir Starmer, the riots this summer, poles apart, he said, from legitimate worries about migration. People concerned about immigration were not doing that, because they understand that this country, this democratic country, is built on the rule of law, the ballot box, the common understanding that we debate our differences. We do not settle them with violent thuggery, and racism is vile controlling migration a commitment, he said. And on choices in government, like cancelling the Winter Fuel Payment for millions of pensioners. I understand that many of the decisions we must take will be unpopular. If they were popular, theyd be easy. To the volatile international picture, The Middle East and developments there in the last few days. So i call again for Restraint And De escalation at the border between lebanon and israel. And. I call again for an immediate ceasefire in gaza, the return of the sausages. The hostages, and a recommitment to the two state solution. Note the slip up there, sausages caught quickly and all over Social Media almost as quickly. This speech was light on new policies, but this next bit was new making it easier for military veterans to find a home. We will repay those who served us and house all veterans in housing need. Homes will be there for heroes. But campaigners say theres nowhere near enough Social Housing as it is. Then, a protester. This guy has obviously got a pass from the 2019 conference and to the Prime Ministers conclusion. A britain built to last, built with respect, built with pride. Because together, we have shown that britain belongs to you this speech, this conference has oozed a pride in victory, but also, has groaned under the weight of responsibility of governing, governing in an era of cynicism about politics and squeezed living standards. Did it need to be that bit more positive, given the gloom of the last few months . Weve been really clear since we came in about the scale of the challenge that we face. People watching will want to know when you can actually do stuff, when they can feel things improving. You must feel that pressure. Absolutely. People voted for change and were determined to deliver it. Upbeat, positive, optimistic, how to build a better britain. The Cabinets View is one thing, its what you make of it that really matters. Chris mason, bbc news, in liverpool. The Prime Minister again said hes prepared to make unpopular decisions. Three months after labours landslide victory, ben chu, from bbc verify, has been assessing sir keir s popularity in the polls, compared to his predecessors. Sir Keir Starmer s personal Approval Ratings have taken a knock since he became Prime Minister. 2,000 people have been regularly asked by the polling firm opinium, to what extent do you approve or disapprove of the way Keir Starmer is handling hisjob as leader of the opposition, and sincejuly, as Prime Minister . Just before the election, around 40 disapproved and 40 approved of his performance. And heres whats happened since the election. The share approving in september has fallen to 24 , and the Share Disapproving had Hit 50 , suggesting a substantial negative net Approval Rating of more than 20 percentage points. How had starmer s predecessors as pm fared at a similar stage in their governments . Well, Ipsos Mori has a long Running Series asking people, are you satisfied or dissatisfied with the way the pm is performing . Heres what it shows for satisfaction, after roughly two months of polls for each new pm. Tony blairs net satisfaction for the public increased. Liz truss s declined dramatically, amid the chaos of the mini budget. Both Borisjohnson And Rishi sunak started in negative territory and declined from there. At the end ofjuly, starmer had positive net satisfaction of seven, but in september, that had fallen to 21. So why have Keir Starmer s ratings dropped . An indication comes from a separate poll from yougov, which asked people this month why they are disappointed with this government. The most common reason given was the Means Testing of Winter Fuel Payments, followed by financially hitting pensioners and the poor. My Colleague Danny Savage has spent the day in leeds, where labour made some gains at the election, to see what people there think of the Prime Minister. Leeds, the city where Keir Starmer went to university. He has great affection for this area, but is that reflected back by voters here . Lets start at a cafe in horsforth. Dino voted labour in the summer. He should sound a bit more optimistic. Erm, i think everybody should be a little bit more optimistic because the tough times are now, and obviously, its always after rain, comes sunshine. Give him a break, yeah. I mean, you know, hes only had a few weeks, you know, hardly anything. Customer david is also a labour supporter. Hes lost his Winter Fuel allowance, but understands why. Im probably in a position easier to cope with it than a lot of other people. I think its probably necessary, you know, due to this 22. Billion. Billion, whatever it was, yeah he says Theres Light at the end of the tunnel in his speech today. He always complains that its the conservatives left a big hole. Butjenny disagrees and thinks many pensioners are fed up. What does he need to do to change your impression . He needs to probably think a little bit more about pensioners like us| that have worked all our lives, and hes taken away from us. I how do you feel . Is there light at the end of your tunnel . I wouldnt have said so. The situation is pretty dire at the moment. I think most people are just waiting for the budget to happen, and then, from that, to see whats basically going to happen in their general lives. But for me, i dont see any light. And thats the next political port of call the budget. Will that change peoples opinions . Danny savage, bbc news, leeds. Our deputy political Editor Vicki young is in liverpool. Has the Prime Minister done enough to change the mood . I has the Prime Minister done enough to change the mood . To change the mood . I think i would describe it as to change the mood . I think i would describe it as a to change the mood . I think i would describe it as a recalibration. Describe it as a recalibration. Definitely a bit less of the gloom and more of that celebratory field. Really reminding each other here that they have just won the general election. There was still long passages about the conservative legacy, alongside the analysis by the Prime Minister of what he thinks needs to be fixed in britain. So a of his vision of where he thinks we will end up. But as we are hearing, not really the details about those painful decisions that are coming. I think we will have to wait for the budget for most of that. But i think there was a moment where the Prime Minister was quite explicit about some of the Trade Offs as he called them that people might expect. For example, if you want to lock up more criminals, that means building more business. That might be in your area. To build more Homes, there will be Housing Estates popping up in your area. Will be Housing Estates popping up in yourarea. I will be Housing Estates popping up in your area. I would say that was also a statement of intent. He is saying that some of this is going to be potentially very unpopular, but he says he is determined to do it. Thank you. And Victoria Derbyshire is at the conference in liverpool for newsnight, on Bbc Two shortly. Victoria. Israel says it has launched a wave of extensive strikes on hezbollah this evening in Southern Lebanon and beirut, Killing One of the groups top commanders. Hezbollah has been Firing Rockets into northern israel, with no sign of a De Escalation in the crisis. More than 550 people were killed in israeli Air Strikes yesterday, in what was the deadliest bombardment the country has seen in decades. Hundreds of uk Military Personnel are heading to cyprus, in Case Thousands of british nationals there need to be evacuated quickly. Tonight, well be reporting from israel and lebanon. Paul adams is in jerusalem. Orla guerin is in tyre, in Southern Lebanon. And Anna Foster is in beirut for us. Sophie, thank you. And you can really hear in the lebanese capital and see and feel the tension that has been growing over the last few days. You can hear in conversations happening on the streets and in houses. But you can also hear it in the Skies Above Beirut tonight. I can see out of my eyeliner a drone in the sky and the Whining Noise has been continuing for the last few hours. Ill soy earlier today, The Sound on the streets again in the Sub Suburbs of beirut the sirens of ambulances taking the wounded to already overcrowded hospitals after another senior Hezbollah Commander was killed here in the lebanese capital also earlier today. It is all raising fears that this escalation could have even further to go, as Tens Of Thousands of people move out of the south of the country towards beirut to try and find some sort of safety. Our senior international correspondent Orla Guerin has been watching their journeys. A community in mourning. The village of saksakiyeh in Southern Lebanon today. Ii were killed here yesterday by israels massive bombardment. The dead included four women, an infant and a seven year old girl called joury. Herfather, mohammad halal, says she was an innocent child and a martyr. He pledges his support for the hezbollah leader, sheikh hassan nasrallah. Even if they kill us, he says, we are at your service. Also being mourned today, Dina Darwiche and her son, jad. Killed in their own home by an israeli missile. Here she was at work with the un refugee agency. It says it is outraged and deeply saddened, and civilians must be protected. A Miracle Rescue was filmed today. Civil defence workers prised this elderly man out from under the rubble of his own home in Southern Lebanon. Others are still fleeing from the south. We saw some on foot, driven from their Homes by Israels War from the air. And the knowledge that things could get worse. We saw smoke still rising from a recent strike and went for a closer look. But hezbollah was watching, as we soon found out. Well, weve just seen one of the locations where there was an israeli strike. It looked like a commercial building. As soon as we arrived, hezbollah arrived, and prevented us from filming any more. Theyre still trying to control this area even as theyre coming even as theyre coming under heavy attack. Under heavy attack. And that attack continued and that attack continued in beirut today. In beirut today. Once again, war on the horizon. Once again, war on the horizon. Israel says it killed israel says it killed a top military commander. A top military commander. If so, hes the latest if so, hes the latest in a long list. In a long list. But hezbollah is fighting on. But hezbollah is fighting on. The focus of this escalation still remains very much on that solid border between israel and lebanon. Lets get the picture on both sides tonight. We can go to Orla Guerin in Southern Lebanon. At this stage we keep hearing took particularly from New York and the un of De Escalation. What chance of that . What we are hearing here is the exact opposite. In the last few hours we have heard a lot of outgoing fire from hezbollah, we have heard a lot of incoming israeli Air Strikes and we have seen hezbollah rockets leaving a red Trail Streaking across the sky here. So the exchanges are not as heavy as yesterday but they are continuing. Whats very striking is that israel itself said Today Hezbollah managed to fire 300 rockets across the border, the very Thing Israel wanted to stop. This comes after everything that happened yesterday, 1500 israeli strikes, more than 500 lebanese killed. Entire communities emptied out, the city where im speaking to you from tonight, tyre, is basically a ghost town. All of that has gone and hezbollah can still fire. It is not using its heaviest weapons, it still has Precision Guided Missiles that could reach all over israel. These have not been deployed yet. It seems that reach all over israel. These have not been deployed yet. It se is |s that reach all over israel. These have not been deployed yet. It se is to hat behind this latest escalation is to enable people in the north to return to their Homes. Is it likely to achieve that . We to their Homes. Is it likely to achieve that . To their Homes. Is it likely to achieve that . ~. , achieve that . We have ust spent the last Cou Le achieve that . We have ust spent the last couple of achieve that . We have ust spent the last couple of days achieve that . We have ust spent the last couple of days up achieve that . We have just spent the last couple of days up in achieve that . We have just spent the last couple of days up in the achieve that . We have just spent the last couple of days up in the north. I last couple of days up in the north. We have seen people coping pretty well with the constant alerts and sirens. They are quite familiar with the drill now. They have confidence in the Iron Dome Air defence system, which isjust as in the Iron Dome Air defence system, which is just as well because we have seen it in use a great deal. What we havent seen yet, despite the Fact Hezbollah is Firing Rockets, and some of those rockets further into israel than before, what we havent seen hezbollah doing, as Orla Guerin wasjust saying, is using its much vaunted supply of longer range, sometimes precision guided weapons. Is that because they cant, because of the damage inflicted on the group by israel over the last week, or because they are holding back for some reason . Either way, because they are holding back for some reason . Eitherway, hezbollah clearly recognises that it has the ability to thwart Israels Ambition of sending people back to the border communities, and thats why it seems as though it will keep up its effort for the foreseeable future. And we encountered a fair degree of pessimism among those people about how quickly they might return to their Homes. How quickly they might return to their Homes. ~. ,. , ~ ,. , as we talk about movement within the country, movement out of it has become even harder. Today many of the airlines that normally fly in and out of lebanon have cancelled their flights, and out of lebanon have cancelled theirflights, again raising their flights, again raising concerns theirflights, again raising concerns that particularly foreign nationals may struggle to get out of this country if the escalation continues. Our Defence CorrespondentJonathan Beale is here. Asign of a sign of how seriously the government is taking this. Certainly a sin the government is taking this. Certainly a sign they are government is taking this. Certainly a sign they are increasingly a sign they are increasingly concerned about the Security Situation in lebanon, and the safety of an estimated 10,000, at least 10,000 british nationals still in the country, who have been repeatedly told to leave. We now know hundreds more troops, and this is in addition to 500 extra troops sent to cyprus over the summer to prepare for what the military calls a noncombatant evacuation operation, cyprus being the main Military Hub in the region that the uk has. What we know is that there are clearly preparations now for this that are quite well advanced. They have ramped up preparations. It doesnt mean it is imminent, that depends on the Security Situation, what Israel And Hezbollah do next. But a Defence Source also told me they are dependent on whether the International Airport remains open. We had some flights are cancelled but not all. They have other options, military flights is one options, military flights is one option they could use if the Air Site closed down. They have two ships, the navy, in the region. Thats how they evacuated people in the Lebanon War in 2006. Jonathan beale, thank you. The united Nations Security Council will meet Tomorrow Morning in New York to discuss the escalating violence in The Middle East. Sir Keir Starmer is on his way to New York tonight, where Helljoin World leaders at the un. President biden has been warning that a full Scale War in The Middle East is not in anyones interest. Our North America EditorSarah Smith is at the un. President biden s top priority for months now has been to try to stop the war in gaza spreading across and engulfing the rest of The Middle East. Thats exactly what the fighting between Israel And Hezbollah looks like it might threaten to do. Thats why he was using his last speech to the un is the american president too, as you say, say full Scale War is not in anybody s interest and insist a diplomatic solution was still possible. And yet at almost exactly the same time he was making that speech, israeli prime Minister Benjamin Netanyahu posted a Video In which he vowed to continue hitting hezbollah and said any Homes in lebanon sheltering missiles would be destroyed. President biden really dearly wanted to try and achieve a ceasefire in gaza and the release of israeli hostages before he left office. Thats what he will continue to try and do in talks behind the scenes here at the un for the rest of the week where maybe some diplomacy can be done away from the main speeches and in Face To face talks. A former Police Officer who defrauded members of a Horse Racing betting syndicate out of millions of pounds and used their money to pay for a lavish lifestyle has been jailed. 68 year old Michael Stanley convinced around 6,000 people to gamble a total of £44 million over six years. Laura scott has the story. Thousands of peoples dreams have all been taken away. Thousands of people. And he didnt give a damn. It was just an out and out lie. Terry was one of more than 6,000 people conned intojoining a Horse Racing betting syndicate by this man, former police sergeant Michael Stanley. Anything to say to your victims, Mr Stanley . Between 2013 and 2019, they poured in £44 million. But it all came crashing down when the Layezy Racing Syndicate was exposed as a ponzi scheme, where withdrawals were funded by new members deposits, effectively robbing peter to pay paul. Kent police said it was the biggest Fraud Case it has ever prosecuted. There was no underlying basis for the investment, no underlying reason for the promises of profits. And in fact, in one year he actually lost £1 million with one of the betting companies. The impact on these victims has been utterly immense. Many have lost their pensions, their Life Savings or their medical insurance payouts, and theyre facing a very uncertain future as a result of Mr Stanleys dishonesty. The court heard one member had lost nearly £500,000 and many had experienced Family Breakdowns and medical consequences. The judge said Stanleys Fraud had been sustained and sophisticated, funding what he called a lavish lifestyle. He said that Stanleys Statement that he had bought assets including villas in spain and classic cars with Members Money to store value would ring a little hollow with his victims, before sentencing him to six years in jail. Hes a rat, isnt he . I mean, you know, the whole thing. He set that up. He consciously set that up with the sole intention of taking peoples money. If you add up everything that cost the whole family, weve put in close to 200,000. Police said they hoped Stanleys Sentence would deter those who seek to lie and cheat their way to financial prosperity. But many here said theyd lost more than money from a scheme that proved too good to be true. Laura scott, bbc news, maidstone. Cricket now, and england have beaten australia this evening. It means they are 2 1 down in their series of 50 over matches, with two games to play. Joe wilson reports. Englands players often enjoy their football. Its still the cricket season, honestly. Still time for england versus australia. Mitchell marsh versusjofra archer. Still intense in late september. Australias style is patient, prudent one day cricket. It was working in durham, and their supporters and their wine pleasantly chilled. Brydon carse was alert on the boundary, watching the ball and grabbing it. With this, Steve Smith was gone. Even at 35, cricket can still surprise you. Well, Alex Carey took over, and australia made 304. How would harry Brooks England Chase that . Brook batted boldly and not rashly, like a captain, in fact. Willjacks aimed high. He made 82. Sixes certainly have their place. But there were glances and guides from brook as he made a decisive hundred. When it rained, england were ahead on the duckworth Lewis Algorithm in other words they won. Cricket is looking better. Shame its nearly october. Joe wilson, bbc news. Octopus are highly intelligent but mostly solitary creatures. But it seems they are more social than thought. Theyve been seen teaming up with groups of fish to hunt together, and the octopus sometimes punch the fish to keep them in order. The new research was published in the journal nature. Professor Doctor Iain Couzin has been telling us what they discovered. Remarkably, the octopus, which is more closely related to snails in our garden than it is to ourselves, has this very amazing ability for intelligence. This is well known. Different species play different roles. A species called the goatfish goes out and explores and tries to find where food is, and it comes back and sort of effectively tells the octopus, i think Theres Food over there. Another species for example may try to steal food from the octopus, and the octopus can get annoyed with this and roll up a fist and punch the individual to prevent it from stealing food. By different species but ultimately he or she has more influence than the others about where they go. And then when they get there, the octopus, with its unique morphology, with those bendy arms, can go into the Coral Reef and can get food itself but can also flush out food that can be taken by some of the other species. It was thought to be solitary. Its not like it has a complex social life with other octopus, and so its quite remarkable it has evolved this amazing ability to understand what different species are doing and how they coordinate their behaviours. We dont think the fish really know that much about whats going on, but the octopus definitely seems to. This programme continues on bbc one
