Good Evening And Welcome to the Bbc News at six. Sir Keir Starmer has promised National Renewal in his first speech to the Labour Party Conference as Prime Minister but he warned of tough choices ahead. The Prime Minister insisted that keeping a Cool Head during challenging times would be better in the long term than easy answers. And he pledged to stabilise the economy but made it clear that some of his decisions would be unpopular. Our political editor, Chris Mason is at the conference in liverpool. Conference, please welcome| Keir Starmer, prime Minister And Leader of the labour party. Little wonder the audience in here are whooping. They have waited 15 years to hear a sentence like that at their conference. A party so often crushed by defeat, basking in winning. Take pride that labour won in every single region in england. Take pride that labour won in wales. Take pride that labour won in scotland. Governing is always difficult for every party, and thats before Slip Ups and unforced errors, and plenty that takes forever to do perhaps never gets done. So leaders like to celebrate what they have managed. Doctors, back in theatre. New solar projects, new offshore wind projects, the onshore ban lifted. Great British Energy launched. One Word Ofsted Judgments ended. Next, the Prime Minister tried to describe how life feels for many people. Look at our country. Do you see a britain where people feel, with the certainty that they deserve, that the future will be better for their children . Because when i was growing up, thats what we believed, but that is not the country we inherited injuly. That confidence, that certainty, its brittle and fragile. Hisjob, then, to end that and, in an extended section of particular passion from Sir Keir Starmer, the riots this summer, poles apart, he said, from the legitimate worries about migration. People concerned about immigration were not doing that, because they understand that this country, this democratic country, is built on the rule of law, the ballot box, the common understanding that we debate our differences. We do not settle them with violent thuggery, and racism is vile. Controlling migration a commitment, he said, and on choices in government like cancelling the Winter Fuel Payment for millions of pensioners. I understand that many of the decisions we must take will be unpopular. If they were popular, they would be easy. To the volatile international picture, The Middle East and developments there in the last few days. So i call again for Restraint And De escalation at the border between lebanon and israel. And. I call again for an immediate ceasefire in gaza, the return of the sausages. The hostages and a recommitment to the two state solution. Note the slip up there, sausages caught quickly and all over Social Media almost as quickly. This speech was light on new policies, but this next bit was new, making It Easierfor Military Veterans to find a home. We will repay those who served us and house all veterans in housing need. Homes will be there for heroes. But campaigners say there is nowhere near enough Social Housing as it is. Then, a protester. This guy has obviously got a pass from the 2019 conference. And to the Prime Ministers conclusion. A britain built to last, built with respect, built with pride. Because together, we have shown that britain belongs to you. This speech, this conference has oozed a pride in victory, but also has carried the responsibility of governing, governing in an air of cynicism about politics and squeezed Living Standards. Did it need to be that bit more positive, given the gloom of the last few months . We have been really clear since we came in about the scale of the challenge that we face. People watching will want to know when you can actually do stuff, when they can feel things are improving. You must feel that pressure. Absolutely. People voted for change and we are determined to deliver it. Im upbeat, optimistic. Time to build a better britain. The Cabinets View is one thing. Its what you make of it that really matters. Chris mason, Bbc News, in liverpool. Well, its three months now since labour won power injuly s landslide election. The Prime Minister has again said hes prepared to make unpopular decisions to make what he called a britain built to last. Ben chu, from bbc verify, has been assessing sir keir s popularity in the polls compared to his predecessors. Sir Keir Starmer s personal Approval Ratings have taken a knock since he became Prime Minister. 2000 people have been regularly asked by a polling firm, to what extent do you approve or disapprove of the way Keir Starmer is handling hisjob as leader of the opposition . And since july as Prime Minister. Since the election, about 40 approved and disapproved of his performance. He was what has happened since the election. The share approving in september has fallen to 24 , and the Share Disapproving had Hit 50 , suggesting a substantial negative net Approval Rating of more than 20 percentage points. How had Keir Starmer s predecessors as pm fared at similar stages in their . Its Os Mori has a long series asking people if they are satisfied or dissatisfied with the Way Pm is performing. Heres what it shows full satisfaction after roughly two months of pose for each new pm. Tony blairs net satisfaction for the public increased. Liz trusss declined dramatically amid the chaos of the mini budget. Borisjohnson and Rishi Sunak started in negative Territory And Decline from there. At The End ofjuly, Keir Starmer had positive net satisfaction of seven, but in september, that had fallen to 21. But in september, that had fallen to 21. So why have Keir Starmer s ratings dropped . An indication comes from a separate poll which asked people this month why they are disappointed with his government. The most common reason given was the Means Testing of Winter Fuel Payments, followed by financially hitting pensioners and the poor. My Colleague Danny Savage has spent the day in leeds, where labour made gains in the election, to see what people there think of the Prime Minister. Leeds, the city where Keir Starmer went to university. He has great affection for this area, but is that reflected back by voters here . Lets start in a cafe in horsforth. Dino voted labour in the summer. He should sound a bit more optimistic. I think everybody should be a little bit more optimistic because the tough times are now, and obviously its always after rain comes sunshine. Give him a break, yeah. You know, hes only had a few weeks, hardly anything. Customer david is also a labour supporter. He has lost his Winter Fuel allowance but understands why. Im probably in a position easier to cope with it than a lot of people. I think its probably necessary due to this 22. Billion. Billion, whatever it was. He says theres light The End of the tunnel in his speech today. He always complains that its the conservatives left a big hole. Jenny disagrees and thinks many pensioners are fed up. What does he need to do to change your impression . He needs to probably think a little bit more about pensioners like us that have. Worked all our lives, and hes taken away from us. How do you feel . Is their light at The End of your tunnel . I wouldnt have said so. The situation is pretty dire at the moment. I think most people are just waiting for the budget to happen, and then from that to see what is basically going to see in their general lives. But, for me, i dont see any light. And thats the next political port of call the budget. Will that change peoples opinions . Danny savage, Bbc News, leeds. Lets go back to liverpool and our political editor, Chris Mason. As the Prime Minister done enough to change the Mood Today . I the Prime Minister done enough to change the Mood Today . The Prime Minister done enough to change the Mood Today . I think what we not change the Mood Today . I think what we got today change the Mood Today . I think what we got today was change the Mood Today . I think what we got today was as change the Mood Today . I think what we got today was as clear change the Mood Today . I think what we got today was as clear a change the Mood Today . I think what we got today was as clear a sense. Change the Mood Today . I think what we got today was as clear a sense as| we got today was as clear a sense as i think we have heard since the election of what Keir Starmer wants to do as Prime Minister, and his articulation of the backdrop against which he is trying to do it, how life, as he put it, is brittle for many people. The striking thing here, sophie, is that there is a political brittleness under the surface for many senior labour figures, despite that colossal numerical advantage at westminster. Why is that . I think we had Keir Starmer trying to flesh that out in the speech today. That sense that we have had political turbulence, a pandemic, inflation, cost of living pressures, the squeeze on Living Standards going back to the financial crisis of almost 20 years ago, and that perhaps has contributed to a cynicism against which he is trying to convince people that he can do good, i guess a recognition from him that that is going to prove mighty, mighty hard. I think, in essence, that is what he was trying to get across to date. He knows that it is going to take time. He is saying that, as he puts it, the politics of easy solutions is over, but it is perhaps not surprising, perhaps understandable, that the electorate, people around the country, will be pretty unforgiving if he doesnt deliver and deliver pretty quickly. Chris mason, and deliver pretty quickly. Chris mason. In and deliver pretty quickly. Chris mason, in liverpool, and deliver pretty quickly. Chris mason, in liverpool, thank and deliver pretty quickly. Chris mason, in liverpool, thank you. Israel has carried out attacks on hezbollah targets in Southern Lebanon and the capital, beirut. More than 550 people were killed in israeli Air Strikes yesterday, in what was the deadliest bombardment the country has seen in decades. Fierce Cross Border clashes are continuing, with hezbollah Launching Dozens of rockets from lebanon the purple dots here on this Map Show were those rockets fell, and Israels Air strikes in lebanon are marked in red. 0ur senior international correspondent, 0rla guerin, sent this report from tyre, where thousands of people have fled their homes. War on the horizon In Beirut today. This was another israeli strike in a residential area. Once again, a Hezbollah Stronghold was hit, and once again, panic, death and destruction. But here, a miraculous rescue in Southern Lebanon today. Civil defence workers prise this elderly man out from under the rubble of his own home. There is a rush now to turn schools into reception centres, because so many have been forced to flee. The young, cut adrift by war. The old, left with little but their trauma. Ive never been through anything like it, says ali, a farmer. It really felt like a full scale war. 0ur Village was destroyed. Many bodies are under the rubble. 0n the road from Southern Lebanon, many families are still fleeing, some on foot. Entire communities driven from their homes by israels intense bombardment, and the knowledge that things could get worse. We saw smoke still rising from a recent strike and went for a closer look. But hezbollah is watching everything, as we soon found out. Well, weve just seen one of the locations where there was an israeli strike. It looked like a commercial building. As soon as we arrived, hezbollah arrived and prevented us from filming any more. They are still trying to control this area, even as they are coming under heavy attack. Deserted streets and boarded up shops show that war is back. Hezbollah may be the target, but lebanon is caught in the crossfire. Weve been hearing in the last few hours here plenty of outgoing fired by hezbollah and incoming fire by israel. In the past hour or so, we have seen hezbollah rockets streaking through the sky behind us. The Un Secretary general, antonio guterres, says lebanon is at the brink. He says people here, people in israel and people around the World Cant afford for lebanon to become another gaza. There is growing international concern about the escalating conflict here, and no indication of how it can be contained. 0rla guerin, thank you. And its emerged tonight that the uk is expected to send hundreds of troops to cyprus to prepare for a possible evacuation of thousands of britons in lebanon. 0ur Defence Corresondent Jonathan Beale is here. British citizens in leather now being urged to leave . They have already been urged to leave and that they are being urged to leave again by the defence secretary. There has been a meeting of ministers today. They have been discussing the situation. They are about to send an additional 500 Military Personnel to cyprus. Remember, cyprus is a big military base. It is an Air Base that the raf use. There are troops there too, so this is in addition to what is already there. Its important to say that they did this earlier in the summer when tensions were rising and there were concerns that they would have to evacuate people. They asked people in lebanon who were british citizens to register, so there are more than 10,000 british nationals in the country that they then identified. At the moment, they havent had to implement those plans. So the plans have ebbed and flowed as the conflict has changed. Clearly, the conflict has changed. Clearly, the conflict has changed. Clearly, the conflict has ramped up and therefore, the Uk Government plans have ramped up. I talked to a senior Military Source this evening and said, how likely is it that you will be evacuating Uk Nationals soon . His answer was, it depends on what Hezbollah And Israel do next . And it also depends on the international airport, whether that remains open. Some flights have been cancelled, but it is still open at the moment. Jonathan beale, thank you. Our top story this evening Sir Keir Starmer promises light at The End of the tunnel in his first Labour Party Conference speech as Prime Minister, but says people must face the storm first. Coming up, Rupert Murdochs children battle it out to succeed him Coming Up on Bbc News. Closed until further notice, afc wimbledons pitch is ruined by flooding, but Tens Of Thousands have already been raised by fans and former players to help the club get back on its feet. A former Police Officer has been sentenced to six years in jail for running a Horse Racing betting syndicate which defrauded thousands of people by around £10 million. Michael stanley, a former kent Police Sergeant, had promised virtually risk free returns to the group, which had 6,000 members. Laura scott has the story. Thousands of peoples dreams have all been taken away. Thousands of people. And he didnt give a damn. It was just an out and out lie. Terry was one of more than 6,000 people conned intojoining a Horse Racing betting syndicate by this man, former Police Sergeant michael stanley. Anything to say to your victims, Mr Stanley . Between 2013 and 2019, they poured in £44 million, believing stanleys claims that he was a betting genius and had found a holy grail, a winning system. But it all came crashing down when the Layezy Racing Syndicate was exposed as a ponzi scheme, where withdrawals were funded by new members deposits, effectively robbing peter to pay paul. Kent police said it was the biggest Fraud Case it has ever prosecuted. There was no Underlyingl Basis for the investment, no underlying reason for the promises of profits. And in fact, in one year he actually lost £1 million with one of the betting companies. The impact on these victims has been utterly immense. Many have lost their pensions,. Their Life Savings or their medical insurance payouts, and theyre facing a very uncertain future as a result of Mr Stanleys dishonesty. The court heard one member had lost nearly £500,000 and many had experienced Family Breakdowns and medical consequences. The judge said Stanleys Fraud had been sustained and sophisticated, funding what he called a lavish lifestyle. He said that Stanleys Statement that he had bought assets including villas in spain and classic cars with Members Money to store value, would ring a little hollow with his victims before sentencing him to six years in jail. Theres a lot of stories and some of them are really, really, really sad. I watched my money grow and i thought, my moneys not growing fast enough because its not big enough, so i put more money in. If you add up everything that cost the whole family, weve put in close to 200,000. And what do you think of Mike Stanley now . Hes a rat, isnt he . I mean, you know, the whole thing. He set that up. He consciously set that up with the sole intention of taking peoples money. Police said they hoped Stanleys Sentence would deter those who seek to lie and cheat their way to financial prosperity. But many here said theyd lost more than money from a scheme that proved too good to be true. Laura scott, Bbc News, maidstone. The mothers of two children who drowned off Bournemouth Beach in may last year have paid emotional tributes at the start of the inquest into their deaths. 12 year old Sunnah Khan and 17 year old Joe Abbess died after they were caught in a riptide. 0ur Correspondent Duncan Kennedy has more. Vanessa said joe was generous and funny, someone who would never fulfil his dreams. The inquest also heard from Sunnahs Father asim, who was here that day. Who was here that day. In a statement, he spoke in a statement, he spoke of his frantic attempts of his frantic attempts to find his daughter. To find his daughter. He said the lifeguards he said the lifeguards had done their best, had done their best, but that some had panicked. But that some had panicked. He said something should be he said something should be done to stop tragedies done to stop tragedies like this happening again. Like this happening again. Peter dawes, on the left, peter dawes, on the left, from the rnli, told the inquest from the rnli, told the inquest all the lifeguards had undergone all the lifeguards had undergone training and that the sea could be training and that the sea could be a dangerous environment. A dangerous environment. They would be proud of what we are they would be proud of what we are doing. In the moments afterwards, doing. In the moments afterwards, joe and sunnahs mothers came joe and sunnahs mothers came together to campaign together to campaign for safer beaches. For safer beaches. 0n the day. 0n the day. That our lives changed. Yeah. Actually, i was having a really nice day. This Tourist Boat ran trips from the pier and was impounded by the police, but the coroner has now said it had nothing to do with the incident. The inquest into the Death Ofjoe and sunnah is due to last two weeks. But he didnt live beyond 1989, one of 97 people killed at hillsborough. A poignant day for his daughter charlotte to hear Keir Starmer announce a Hillsborough Law, but she is cautious in her celebration. Theres been a lot of times where people have pledged things and then backtracked on them, so what does the prime Ministers Version of a Hillsborough Law look like . Is it the same as what we have been campaigning for . The detail is going to be in the wording of it. The law will force Police Officers and civil servants to tell the truth during investigations and inquiries into scandals and disasters. Campaigners also want it to ensure that legal funding for those affected is equal to that provided for public officials. The Hillsborough Law may be named after the disaster which this memorial commemorates, but its just as relevant to the infected blood case, to grenfell, to the Post Office and a range of other injustices. In the 1950s and 60s, thousands of british Military Personnel were sent to the Southern Hemisphere to test nuclear bombs. David perce was among them. He died in 2015, but his son steve was born with disabilities which he believes are linked to radiation damage. He and other veterans have long battled with officials who are refusing to release records, and they say the Hillsborough Law cant come soon enough. The parallels are striking, because its a cover up. Its harm done by the state to individuals, or a large group of individuals, which we then have to fight to get the truth. The truth is not coming out. People are lying. Theyre hiding stuff. Theyre misleading us, and its wrong. Its absolutely wrong. If it includes everything the campaigners have fought for, a Hillsborough Law will be seen as a lasting legacy. The government has pledged to introduce it before the 36th Anniversary of the disaster in april. Judith moritz, Bbc News, liverpool. It sounds like something straight out of the Tv Drama Succession rupert Murdochs Family are in a Courtroom Battle to decide who gets control of his multi billion pound Media Empire. Rupert murdoch is now 93 years old. He wants his Son Lachlan to have it all and he is having to fight three of his other children to make that happen. The case has been heard behind closed doors, and whatever s decided will have far reaching consequences for the worlds most influential conservative media company. Heres emma va rdy. Vegas is where you go to get married, they say, and reno to get divorced. Now this has become the somewhat unlikely location for settling a Family Power Struggle between the Media Mogul Rupert Murdoch and his children. Are you confident of victory . Normally, we would be inside a courtroom like this reporting whats going on. But for this one, we are locked out. I want a broadcast network. I want to see what other News Operations we can sweep up. Local tv . Dad, nobody watches tv. The case has been nicknamed succession because of its resemblance to the Tv Show inspired by the murdoch family. Rupert murdoch owns many newspapers and television networks, include the right Wing Outlet Fox news. His eldest children were set to get equal power over his corporations, but now he reportedly wants to give full control to his eldest Son Lachlan, who is believed to share his fathers more conservative views. Mr murdoch, are you confident of victory . | and the laws in nevada allow the case to be held in private. There is a huge amount on the line here and here what you have is an irrevocable trust that Rupert Murdoch is attempting to change. So in most states, thats very difficult. In nevada, its a little easier. Locally, there is surprise this battle has been happening on the doorstep. I might even drive past the courthouse on my way home. The fact its being kept. So secret is kind of shady. It could have so much impact on our future and the future i of the information that the public receives in this country. Us audiences are already deeply divided over the way politics is portrayed on different networks. Youd hear one thing on this station and you hear the absolute opposite, and its like, youre lying to people, and theyre gullible and theyre believing it. The outcome of this case matters because Rupert Murdochs powerful Media Empire has helped shape politics and the careers of political leaders around the world, and it has a big influence on the type of news many people consume day to day. We may never know the full details of how this Power Struggle within the Murdoch News Empire gets resolved. On this occasion, Rupert Murdoch appears unwilling to become the news himself. Emma vardy, Bbc News, reno. Electric Powerboat Racing is a new sport, and 18 year old 0ban Duncan from Loch Lomond is one of its pioneers. She took part in the first world championships this year and has been telling us about her experience. I must have spent nearly 1,000 hours on Loch Lomond training, and all different types of boats, learning how to drive boats from a really young age. And then when i was eight, we went to a Training Day for kids to get into boats and to teach them water safety. Following that, the instructor said there was a competition Coming Up and that we should enter it. I was second in scotland that year and then it grew and grew. So from eight, ive raced pretty competitively and then its just got better and better, really. Team drogba contacted me to be involved in the team and we are a small team. Its basically like a family, which is great. I think theres a lot of people that are still quite against the electric side of it, because they dont think its as good as the traditional methods. Electric is definitely the way forwards. For young girls and women that want to get into it, id say go for it. Definitely, Gender Isnt affecting it at the minute. Weve all still got seats and were all still racing with the men, just as good if not better. Time for a look at the weather. Heres elizabeth rizzini. More water . Certainly is, sophie. More water . Certainly is, sophie. More flooded more water . Certainly is, sophie. More flooded ground more water . Certainly is, sophie. More flooded ground out more water . Certainly is, sophie. More flooded ground out there i more flooded ground out there including here in warwickshire. And while it has been dried today, there are still a number of flood warnings, 23 at the last count, enforce, mostly across the South Midlands. Plenty of Flood Alerts too. We are expecting more rain here through the day tomorrow, notably through the day tomorrow, notably through the day tomorrow, notably through the late afternoon into the evening across the South Midlands and wherever you are, expect to see more wet weather for the next couple of days and then to top it all off, on is going to be turning an awful lot colder. But this was today, a nice gap between the weather systems, but here is tomorrows. It has been wet across the North And East of scotland. That rain gradually sinks more Cloud Southwards and there will be Showers Tonight across the far south of england. Plenty of clear skies further north. Expect to see some Mist Patches form where we have seen the recent flooding and it has turned a lot colder across scotland. That is a sign of things to come. Most of the Weather Tomorrow will be happening across the far south and west. This low Pressure System is pushing heavy and persistent outbreaks of rain and strong and gusty winds across the far South West and into wales, approaching northern ireland, Northern England and the midlands by the time we get to The End of the day. Further North And West and through the east coast, it is largely dry, but that rain will continue to push northwards and eastwards through Wednesday Evening and into thursday. Then you can see this brisk easterly wind that is going to keep piling that rain across into North East England in
