After a divisive European Election and several weeks of intense Backroom Negotiation the European Commission president Ursula Von Der Leyen finally presented her class of 202a. The new European Commission. Each of the 27 Member States gets one representative at the table. But who gets what, in terms of which portfolio they are awarded, is often a reflection of where the true power lies in europe. Among the big announcements today, poland, will assume responsibility for the european budget. Lithuania takes on a newly created role in defence italys Raffaele Fitto becomes an executive Vice President , much to the dismay of the socialists, and the diminished greens, who think Von Der Lyon is rewarding the hard right. To unpack it all henry foy, he is brussels Bureau Chief of the financial times. What would you pick out as the highlight in this Announcement Today . Highlight in this Announcement Toda . ~ today . She said her commission the second commission the second commission of Hers Will Focus On Competitiveness First and foremost try to turn around the European Economy and take on and challenge the likes of the us and china. Its pretty clear that looking where the jobs were unpacked today, france, spain and italy have been given the three big economy file. Southern countries, more dovish on the account become a more interventionalists, they not have control of things like state aid, competition rules, and spending a large chunk of that you budget. It comes at a time when Defence Procurement is very much a Talking Point in brussels, and its more than interesting that its going to one of the baltic states. Why . First things first, this is not going to be a commission for that you are me, which doesnt exist. This commissioner will be tasked with getting governments to spend more money on defence and to really make that money more efficient, governments procuring things together to using factories to share production. Very interesting. Of course coming up interesting. Of course coming up with that next to the effect of the eus chief diplomat, one of the eus chief diplomat, one of the eus chief diplomat, one of the other commissioners, shes from estonia, and just north of them in finland has this new biggest Security Portfolio which the Defence Commissioner will report to. So definitely a sign that defending ukraine and continuing to Supply Kyiv with weapons is a huge priority but also that the eu is taking seriously the need to free army and to get its defence back in order. ~. ,. , and to get its defence back in order. ,. , and to get its defence back in order. ~. ,. ,. ,. , order. What about this awarding of a ob order. What about this awarding of a job to order. What about this awarding of a job to poland order. What about this awarding of a job to poland for order. What about this awarding of a job to poland for the of a job to poland for the budget . The former Chief Of Staff working very closely with Donald Toscano and control of the budget. What levers does that give poland which really are the rising power in europe . Knows exactly how the game is played. Interestingly he will report directly to the commissioner, he wont have to go through any of these other structures that she has created. Hes an example of an area where she has kept control inside her allies. Poland has the budget, shes given migration to the austrians and climate has gone to as centre right loyalist of hers in the netherlands. The key portfolio where she needs control and keeps the other Member States in check, they have remained with allies. Just on the budget, she will play a very strong personal role, so i would suspect that the Polish Commissioner to work very closely with her not to have a huge amount of leeway when he draws up the next budget. {line draws up the next budget. One final thoughts, draws up the next budget. One final thoughts, some draws up the next budget. One final thoughts, some of this is about stability as well and one of the Big Things we are all watching is interference in frances deficits and obviously youve got hard left and hard right who would resist that. How do you see this playing out now . They been put on notice, the budget is coming up in france. How will that all unraveled now that weve got these commissioners in place . 0ne these commissioners in place . One thing i would say is this is a big test of the eus new rules. Do they actually have teeth. Can they force countries to be serious on the deficit when it gets too big . They are giving them a bit of Wiggle Room given the electoral situation there, but the key thing is the person in charge of those rules, the economic checks and balances in the eu, another long time ally, any Term Commissioner also making sure that that lever, a very key one to make sure that all the big Economy Stay in check and remains firmly in her grasp. And remains firmly in her i ras. , and remains firmly in her uras. , and remains firmly in her uras. ,. , and remains firmly in her ms,. ,. ,. , grasp. Really good to have you on the programme. The Labour Government is planning to end the culture of Presentee Ism the culture of working past your hours, coming in when you are sick, or simply having to come in five days a week. Johnathan reynolds, the business secretary, says giving staff the right to work from home or ignore emails and calls in the evening will make them more motivated and resilient. The Tech Giant Amazon is going the other way this past week they have informed staff that from next year they will be required to work full time in the office. The End Goal here is surely improved productivity, and on that metric, the uk is somewhere down the league table. Is it more productive to work from home . 0r is the Work Culture better enhanced by being in the workplace . For more on this i am joined by global Leadership Expert and a memebr of the Advisory Board of the Ucl School of management, chris roebuck. Good to see you. Before we discuss this, part of the problem is that hybrid work isn t very clearly defined or analysed in terms of productivity. Analysed in terms of roductivi. , productivity. There actually actually reasonable. Productivity. There actually actually reasonable. The | actually reasonable. The first point i would make is we talk about hybrid and remote, let s be blunt, only 20 40 of the working population depending on the development of your economy can hybrid work anyway. So everybody else actually has to be there to do the job. Actually has to be there to do thejob. It s not the majority but it is a very large minority. Now, there is evidence from both covid and currently that hybrid can, in the right situation, have significant benefits in terms of keeping the best people for you, depending what you do, if you, depending what you do, if you want to do individual work, you want to do individual work, you can potentially improve your performance by 30 of the right people, depending on what you are doing, it s can have benefits. I you are doing, its can have benefits you are doing, its can have benefits. I must say i do my best work benefits. I must say i do my best work in benefits. I must say i do my best work in the benefits. I must say i do my best work in the morning i best work in the morning sitting at the table eating my breakfast with no interference, and i get a lot done, but i do enjoy coming into the office, you know, discussing things with colleagues and putting the programme together. So i guess it s horses for courses. It depends on what you are doing and how you go about your work. That s absolutely right. We will all come in for five days or whatever, will all come in for five days orwhatever, because will all come in for five days or whatever, because people in organisations do different jobs. It s fundamentally the way to optimise hybrid is not about who you work for or even yourjob, it does about what work you do, and as you put it so perfectly, if there is an of work that you do where you need peace and quiet, doing it at home is where you need to potentially do it. If there is an of your Work Thatis if there is an of your work that is critical, that is teamwork, then you need to be in with your team. It depends what that balance is. And rather than ceos turning around and saying everybody is the same, because they are not, it should be given, Line Managers and bosses should be given the freedom to say, look, these particular people, it s makes more sense for them to work hybrid and these people really need to be in because of what they do. Its in because of what they do. It s that simple. And you can also say, to be honest, probably for team integrity, probably for team integrity, probably people should come in once a day anyway and everybody get together. I5 once a day anyway and everybody get together get together. Is Jonathan Reynolds get together. Is Jonathan Reynolds right get together. Is Jonathan Reynolds right that get together. Is Jonathan Reynolds right that by i get together. Is jonathan. Reynolds right that by giving people the power to decide, giving them by law the flexibility that actually you will improve the resilience of the work for us because it s a slightly separate issue but one of the things we talking about todayis of the things we talking about today is working sick, people who aren t at the workplace, a lot of them are not able to be treated by the nhs, long Term Health considerations, but some of them are there for stress reasons. They don t want to come in or can t come in. And i just wonder if actually what we do need to improve is the resilience of the workforce through that more flexible approach to work. Absolutely. We do need approach to work. Absolutely. We do need to approach to work. Absolutely. We do need to improve approach to work. Absolutely. We do need to improve the i we do need to improve the resilience of the workforce but going back to your earlier point about productivity, there are some people who love being in the office and there are other people who don t necessarily like to be in the office. There are some people who have families and children at school who would love to hybrid because if it s in to their work style. There are some young ambitious people who want to be in the office to be visible and to learn from their colleagues. So it s really about taking a flexible approach which inspires people, builds resilience and improves well being. It builds trust because you think your employers actually Trust You rather than saying, actually, you ve got to come in, which implies maybe we don T Trust you. Implies maybe we donT Trust ou. , implies maybe we donT Trust 0. ,. , implies maybe we donT Trust 0. ,. , implies maybe we donT Trust ou. ,. ,. , you. You can attach all the debate about you. You can attach all the debate about childcare i you. You can attach all the J Debate about childcare and you. You can attach all the I Debate about childcare and the Locker Provision on childcare to this argument as well. Many families can t afford that childcare but we will save that for another day. Lovely to talk to you and thank you for coming on. Around the world and across the uk. This is bbc news. Welcome back. No doubt it is an issue that will count in this upcoming us election. But how Will White Women Vote they are the single largest Voting Bloc in the us. Jackie payne, is Founder And Executive director of Galvanise Action. Thank you for having me. I m the executive director, i founded Galvanise Action to focus on moderate White Women and support them to use their civic power to vote for the issues that they care most about, which include reproductive freedom, the economy and our democracy. Helping us make sure we do protect democracy. Helping us make sure we do protect democracy. How do you differentiate protect democracy. How do you differentiate white protect democracy. How do you differentiate White Women . I protect democracy. How do you | differentiate White Women . You talk about white moderate women in the Battleground States, who are they . Let in the Battleground States, who are the . ,. , are they . Let me start by Sa In are they . Let me start by saying that are they . Let me start by saying that as are they . Let me start by saying that as you are they . Let me start by i saying that as you mentioned, White Women overall are the largest Vote Share across the country, White Women are 30 of the vote, those states that will decide this election, White Women are 42, 43, will decide this election, White Women are 42,1i3,40 will decide this election, White Women are 42, 43, 40 4 of the vote, so it s an incredibly important electorate. What we focus on other moderate White Women, those who identify as having a moderate ideology and who are not firmly entrenched with either party who are still making up their mind. Share either party who are still making up their mind. Are there any polling making up their mind. Are there any Polling Anomalies making up their mind. Are there any Polling Anomalies that i making up their mind. Are there any Polling Anomalies that you | any Polling Anomalies that you see in those Battleground States where perhaps it s tighter than it should be because of the White Women who have said they are going to vote one way or the other. For instance, we were looking at iowa the other day and suddenly it s very tight within four points. That is not a state that you would expect the democrats to be competitive in. Exactly. At this moment in the election it is Neck And Neck, and part of the reason for that is the Gender Gap that we are seeing where there has been a real explosion and the gender specifically between White Women in white men since, harris s convention. Since the convention, that gap is now 19 percentage points, and what we see is moderate White Women moving to the left to support, harris. It is now Neck And Neck for White Women between harris and trump, and we see white men moving even further write in support of trump. So that expanding Gender Gap is going to be highly consequential in this election, particularly what folks are looking out our white woman are the highest turnout of any demographic segment in the us, so the highest likely to turn outcome of the highest propensity voters, so in these Battleground States they take up Battleground States they take up a disproportionate share of the vote. How they vote is going to matter a lot, and what they are really looking for now is to try to figure out between, Harris And Donald trump who cares about them, who understands what their family is going through and who will deliver to help their family. As you talk about the gap, the Gender Gap, ijust want as you talk about the gap, the Gender Gap, i just want to focus briefly on white men, because it pertains to what we talk about with White Women. Here is tim wallace, brought on the ticket for, harris for a purpose. A former football coach, veteran. Have a listen to how he talks to white men. What do you make of that . The way Donald Trump s approach theissue way Donald Trump s approach the issue and how that affects how women think and how women interact with Donald Trump. Well, what we have seen the harris entered the race, there has been a shift, so the Harris Walz Ticket is connecting with moderate women, even before harris entered the race, moderate women were saying, i don t like my choices, i want a change, we asked them who they d rather have, they would rather have biden or Someone Else and injuly they rather have biden or Someone Else and in july they told rather have biden or Someone Else and injuly they told us else and in july they told us they would rather see, harris at the top of it. At the top of it. Just that because at the top of it. Just that because they at the top of it. Just that because they see at the top of it. Just that i because they see messaging to white men on the right that they don t much like . I white men on the right that they dont much like . I think like many they dont much like . I think like many voters, they dont much like . I think like many voters, they i they dont much like . I think like many voters, they were | like many voters, they were feeling unhappy with what their choices were between biden and trump. Theyjust feel like it was more of the same. They want to change. They want to believe that something is going to be different in their lives and that a candidate is going to deliver for them that a candidate is going to deliverfor them and that a candidate is going to deliver for them and their families. And they were not enthusiastic before, harris. There has been a shift in Enthusiasm And Registration and we have seen the Race Narrowing between, harris and trump. It really is Neck And Neck at the moment overall. Irate really is Neck And Neck at the moment overall. Moment overall. We have to leave it there because we are right up it there because we are right up against the break. But it is certainly one of the groups to watch very closely, White Women, a key and some of these Battleground States. Founder and executive of Galvanise Action. We will take a short break. The panel will be next. To stay with us. Hello. Last week brought us lots of heavy showers, and a real Autumn Chill developed across the uk. But this week, things look and feel very different. It is as if summer has made a return. This is just a selection of the Weather Watcher pictures we ve had from across the uk during today. Blue skies and sunshine thanks to high pressure, which is firmly in charge of the scene right now. Quite breezy around the edges of this area of high pressure, and some areas of cloud just drifting around as well. A bit of cloud just moving in across parts of east anglia, the southeast of england overnight. Cloud that has been affecting the north of scotland tending to retreat, becoming mostly confined to shetland. A few Fog Patches are possible through Northern Ireland, northern england, up into southern and eastern scotland, where temperatures will be dropping away, but where we have more cloud to the northwest and to the southeast of the uk, those temperatures holding up in double digits for many locations. Into wednesday, a bit more cloud in the mix for england and wales, but much of that will retreat to the east coast. Northern ireland and scotland should see a lot of sunshine, particularly sunny skies, i think, in the north of scotland. Will be quite breezy in the south. This feed of winds off the North Sea will also peg the temperatures back across some eastern areas, so 17 degrees there for newcastle and for hull, but close to the london area, also northern scotland, highs of 24 25 degrees. Now during wednesday night, just keep an eye on developments here in the North Sea. It looks like we ll see More Cloud Forming and then rolling its way westwards, particularly across england and wales. Some of that cloud getting into eastern scotland as well. At the same time, we see more Cloud Rolling back into the north of scotland, but many places will still see some sunshine during thursday. Highest temperatures likely to be in western and southern parts. We could get to 24 25 degrees, but as we look towards The End of the week, things do start to change. High pressure drifts northwards. Low pressure developing across iberia starts to edge its way in our direction. And across england and wales particularly, we will see some showers, possibly even some thunderstorms as we head on through the weekend. Now further north across Northern Ireland and scotland, where we will see a bit of Mist And Murk and low cloud for eastern coast of scotland. 0therwise, some spells of sunshine but starting to feel a bit cooler.
