These two and possibly the only one. I think it will be interesting to see some of the parameters of the DebateS In the rules will actually affect what we see on stage. There were rules that i had a time like the Debate'>Cnn Debate between Donald Trump orjoe biden. The candidates will be standing at lecterns, they wont be allowed notes, they will have a pen, piece of paper, a glass of waterfor the their water for the their microphones will be muted for that is important because there was a bit of haggling over the last few weeks, the Kamala Harris Campaign wanted to have donna trumps or both microphones not to be muted when the other candidate is speaking thats because they believe Donald Trump would be disruptive, he might interrupt Kamala Harris was she speaking and they wanted voters to see that because they believe that might because they believe that might be off putting. In the end their microphones will be muted. All details really important as we know both candidates have been preparing for this Debate. I want to talk to our guests, senior Politics Reporterfor to our guests, senior Politics Reporter for the to our guests, senior Politics ReporterforThe Wall to our guests, senior Politics Reporter for The Wall street journal. Shes had her ear on the ground, talking to the campaigns about what to expect for tonight. There has been a lot of expectation setting, Hasnt Bear . What are the last minute things are hearing from the campaigns about what the candidates are doing and what theyre expecting tonight . Both Cam Aiuns theyre expecting tonight . Both campaigns expectations, their opponents. Even if they do relatively well it will put up with relatively well it will put up with her relatively well it will put up with her lot of harriS In an interview with her lot of harriS In an interview this morning saying she expects Donald Trump to live she expects Donald Trump to live that she expects Donald Trump to live. That is rather consistent with live. That is rather consistent with his live. That is rather consistent with his track record, the way he is with his track record, the way he is performed in the past. As you said. He is performed in the past. As you said, these candidates never you said, these candidates never met one of the other. It may never met one of the other. It may he never met one of the other. It may be the only time they confront may be the only time they confront one another in this campaign. Ithink confront one another in this campaign. I think the spotlight is very campaign. I think the spotlight is very much on Kamala Harris because is very much on Kamala Harris because we see from pauls use and unknown quantity to a lot of american voters. They want to know of american voters. They want to know if of american voters. They want to know if she is an incredible alternative to a man who is already alternative to a man who is already been president before and therefore a lot of Peoples Minds and therefore a lot of Peoples Minds is and therefore a lot of Peoples Minds is already clear that president Ial Bar at a lot of Peoples Minds. In president Ial Bar at a lot of Peoples Minds. In listening to a call with Peoples Minds. In listening to a call with some Peoples Minds. In listening to a call with some of Peoples Minds. In listening to a call with some of donald a call with some of Donald Trump circuits, found it interesting they made the point that they are going to be tied Kamala Harris of the record of the current administration, the Biden Harrison Ministration about what they call failed policies with up how do you think were going to see them do that . ,. , do that . The problem with the S In do that . The problem with the spin from do that . The problem with the spin from donald do that . The problem with the spin from Donald Trump do that . The problem with the spin from donald Trump Campaign as you spin from donald Trump Campaign as you never have any idea whether as you never have any idea whether trump is going to foliow whether trump is going to follow their advice. He is very much follow their advice. He is very much his follow their advice. He is very much his own man. That would be the nice much his own man. That would be the nice way much his own man. That would be the nice way of saying it. He has the nice way of saying it. He has a the nice way of saying it. He has a distinctive style, he has now has a distinctive style, he has now done has a distinctive style, he has now done more president ial Debates now done more president ial Debates than any candidate in american history. Hes been quite american history. Hes been quite consistent in the way he approaches these things its very approaches these things its very aggressive, he likes to insult very aggressive, he likes to insult his very aggressive, he likes to insult his opponents, he likes to set insult his opponents, he likes to set them off balance, get under to set them off balance, get under their skin. To set them off balance, get undertheirskin. I to set them off balance, get undertheir skin. Ithink to set them off balance, get under their skin. I think we can under their skin. I think we can expect both candidates will be trying can expect both candidates will be trying to do that. His advisers be trying to do that. His advisers wanted very much to focus advisers wanted very much to focus on advisers wanted very much to focus on policy, want him to focus focus on policy, want him to focus on focus on policy, want him to focus on the unpopular policies of the focus on the unpopular policies of the Biden Harris Administration and to situate her as administration and to situate her as a administration and to situate her as a sort of incompetent. Since her as a sort of incompetent. Since we her as a sort of incompetent. Since we know most people do want since we know most people do want to since we know most people do want to change i was up most people want to change i was up most people are not satisfied with the direction of the country and the direction of the country and would like to see the Page Turn and would like to see the Page Turn for and would like to see the Page Turn for the this is been a major turn for the this is been a major Talking Point for Kamala Harris major Talking Point for Kamala Harris but she iS In some Iiterat Harris but she iS In some literal way the incumbent. Each candidate literal way the incumbent. Each candidate including Donald Trump Candidate including Donald Trump will be trying to make the Case Trump will be trying to make the case that they represent the case that they represent the future and their opponents represents the past about the question represents the past about the question is going to be which what question is going to be which what makes that argument more successfully. What makes that argument more successfully successfully. Weve heard from Kamala Harris successfully. Weve heard from Kamala Harris his successfully. Weve heard from Kamala Harris his team, successfully. Weve heard from Kamala Harris his team, she i Kamala Harris his team, she really want to talk about economic opportunity for the middle class was up tell us about that why theyre focusing in on this, especially in the state of pennsylvania, a battleground straight to the next day for the in a lot of ways its a no brainer. Specifically itS Inflation and prices specifically itS Inflation and prices. People are upset that the cost prices. People are upset that The Cost Of Living has risen by so much The Cost Of Living has risen by so much for that and while the rate so much for that and while the rate of so much for that and while the rate of inflation is gone down from rate of inflation is gone down from its rate of inflation is gone down from its peak a couple of years A O from its peak a couple of years ago prices from its peak a couple of years ago prices are just much higher now than ago prices are just much higher now than they were a few years ao now than they were a few years ago or now than they were a few years ago or when Donald Trump was president ago or when Donald Trump was president. And harris has fleshed president. And harris has fleshed out a Policy Platform on how fleshed out a Policy Platform on how she would seek to do this on how she would seek to do this shes on how she would seek to do this. Shes tried to move to the this. Shes tried to move to the centre of it. Shes repudiated some of her more left wing stances from 2020 but its a tricky Tightrope Act for her because the retort we can expect her because the retort we can expect from trump is well, youve expect from trump is well, youve been there for three and a half youve been there for three and a half years if you had these great a half years if you had these great ideas for how you can bring great ideas for how you can bring our great ideas for how you can bring our prices or prevent infiation bring our prices or prevent inflation why did you do these Things Inflation why did you do these things already . She very much wants things already . She very much wants to things already . She very much wants to establish herself as a candidate whose focus on the problems that people fail in their problems that people fail in their own lives, who is focused on attacking the things that people on attacking the things that people see as the highest priority people see as the highest priority in doing so in what she priority in doing so in what she calls priority in doing so in what she calls a common sense way. But its she calls a common sense way. But its going to be difficult for her but its going to be difficult for her to explain how she would for her to explain how she would do so as President But Hasnt would do so as President But Hasnt been able to do so is Vice Hasnt been able to do so is vice president. Among the new measures, which have been announced as us Secretary Of StateAntony Blinken visits london, are restrictions on iran Airs Ability to fly to the uk and europe. Western officials say iranian missiles have been used to strike civilian targetS In ukraine. Doesnt have been used which has a maximum of 75 miles. Russia has now received shipments of these Ballistic Missiles and will likely use them within weekS In ukraine. Against ukrainians. Russia has an array of its own Ballistic Missiles but the supply of iranian missiles enables russia to use more of its arsenal, targets further from the Front Line while dedicating new missiles received from iran for a closer range targets. 0ur Security Correspondent frank gardner. Its public Knowledge Iran doesnt deny it. Or so theres no getting around it. They are massive suppliers of the Shahid Family of drones, which russia tends to use under their relatively small but useful and confusing Ukraine Air defences. This is a major step up. Its been described by Antony Blinken as a dramatic escalation. A Ballistic Missile goes up and down like that. And packs a pretty big punch, 150 kilos of high explosives. What this will allow russia to do is to use irans new Ballistic Missiles that have been shipped clandestinely across the Caspian Sea to hit Ukraines Battle eyes, their Front Lines. In allowing russia to use its own existing arsenal of longer range missiles to carry on battering ukraine cities like keith, 0desa leave and others. Steve. Its Bad News for ukraine for the dozens will die from this development. I was at that Press Conference today. 0ften was at that Press Conference today. Often these things tend today. Often these things tend to be about the optics. They are off to ukraine, the two of them, inajoint are off to ukraine, the two of them, in a joint trip. To assess ukraines needs and then report back to their respective governments. I think earnings would probably say thats welcome, you dont need to come all the way here. Ill tell you what i need, the ability to fire at long range missiles to hit the bases which are views to be doing architectural ukraine. They didnt really address a big question as to whether ukraine will be allowed to do that. This is the Big Hot Political Potato at the moment because more cautious voiceS In washington, Particularjake Sullivan the national Security Adviser is very wary of provoking russia too much for the other more hawkish voices have said everyone in russias Red Light had turned out to be nothing. We should go ahead and allow ukrainians to defend themselves as best they can. Ads, themselves as best they can. A quick update for you before we move on. The last few minutes the spokesperson for the white House Matthew Miller is at the us secretary Antony Blinken met with the uk prime Minister Keir StarmerIn London for that they underscored the fundamental importance of the special relationship and discuss the importance of enduring support for ukraine and sustained effortS In countering the kremlin also the need to finalise a Cease Fire Deal in gaza. That is the latest Breaking News for you coming from that meeting earlier. Still to come on Bbc News for that wouldnt be looking at that movie for the it is been made into a movie about that impetus Prince Andrew Interview for that will have the very latest here. More now on one of our main stories this hour that parliamentary vote which gave the go ahead to the governments plans for means testing the Winter Fuel payments for pensioners. The policy was not in labours election manifesto, although the party did say it would have to look at public spending if it took power. Its led to a Debate on what the impact of the change will be on poorer pensioners. Ben chu from bbc verify has been looking at the figures. Just how many pensioners, the governor plans to attack and how many poor pensioners will it impact was back theres been a lot of confusing numbers flying around. Lets break down. Lets start with the total number of pensioners they are roughly 12 Million people above the State Pension Age in the uk at the last time accounting. At the time of the March Budget around 10. 8 million of these were projected to receive Winter Fuel paymentS In 202425, to receive Winter Fuel paymentS In 2024 25, paid alongside the state pension. These payments are 200 to £300 for each pensioner or household. That wouldve added up to a total cost to the taxpayer of around £1. 9 billion you can see these figures are pretty similar because this is a universal benefit. Its designed to go more or less about the State Pension Age. The Chancellor Rachel reeves announced planS In july to Rachel Reeves announced planS Injuly to only give Winter Fuel payments to people on incomes low enough for people to Pension Credit for the around 1. 3 million credit this financial as you can see, its a much lower number. The treasury estimates that taking the number of claimants down in this way would save the taxpayer around {1. 4 billion. But the government estimates that around 800,000 people who are eligible to receive Pension Credit because their income is judged to be low enough to qualify dont take it out for one reason or another. So this 800,000 group is an obvious source of concern. They dont have much money, they are set to lose 200 to £300 this winter. Some analysts suggest a number of pensioners who are in poverty, thats people living on incomes below 60 of the national average, and currently eligible pensioners to take it up, the additional cost and the Pension Credit built around £2 billion. It would actually outweigh the {1. 4 billion savings from changing the Winter Fuel payment from a universal benefit to a means tested one. Some further context, the government is also pledging around £400 million extra to a household support fund, administered by local councils, to help those poor pensioners affected. Bear in mind, means tested Winter Fuel payments would also mean many well off pensioners would no longer receive it. Welloff pensioners would no longer receive it. Longer receive it. A second dramatic adaptation of Prince Andrews famous 2019 interview on newsnight is about to be released. The three parter, called a very royal scandal is executive produced by Emily Maitlis. Shes played by Ruth Wilson alongside Michael Sheen, who takes on the part of Prince Andrew. Our Culture Correspondent Noor nanji reports. Its the interview that sent Shock Waves around the world. Now a Tv Drama starring Ruth Wilson as the journalist Emily Maitlis and Michael Sheen as Prince Andrew. You do believe me, dont you . Well, it was absolutely. Wonderful playing emily. I got to be blonde, which i love. And blondes do have more fun. And i loved getting involvedl or seeing behind the scenes. Emily, for you, was it uncomfortable watching someone pretending to be you . It was extraordinary. And she put a sort of comedy into the movement, which i hadnt. I wouldnt recognise in myself. Do you remember dancing at tramp . No. The interview saw Prince Andrew talk to Emily Maitlis about his friendship with convicted sex offenderjeffrey epstein. Why would you remember a Pizza Express birthday and being at home . Because going to pizza expresS In woking is an unusual thing for me to do. In it, andrew denied having sex with the then 17 year old virginia giuffre. He subsequently paid her an out of court settlement, but has always rejected claims of wrongdoing. Days after the interview, he announced he was stepping back from royal duties. In some respects, everything changed. Prince andrew, you know, he lost his royal duties, he lost the ability to wear uniform, he lost the respect, you know, of the nation. And on the other side, we dont know if epsteins victims gained anything from that. We havent had closure. Theres been no trial. The amazon prime series comes just months after a rival Netflix Dramatisation of the interview called scoop. Three women and a whippet. You wouldnt have seen that in a Bbc Studio when i started. Im really sorry to disappoint. In my world, in my perfect world, obviously, you know dogs would be everywhere, but moody has never been in the newsnight studio. Noor nanji, Bbc News. Christian is here with the context coming up. Now for a quick look at the weather. Hello there. We had a cold Front Move southwards through the day on tuesday, introducing much Cooler Air to many portions of the uk. Now through the afternoon before that Cold Front arrived, we got temperatures up to 20 in heathrow. At the same time, it was only seven in parts of highland, scotland, with frequent blustery showers working in here. Its been particularly windy across Northeast Scotland and as the low pressure driving those winds works over towards scandinavia, it will stay quite blowy, but the Peak Winds will start to come down. There will be plenty of showers across north and western coasts overnight, and temperatures will taking a dive, five or 6 c in the coldest spots. Now tomorrow well still have this cold north northwesterly Wind Flow established across the uk. Now we start off with showers across northern and western coastal areas, but through the day the showers become widespread and move inland, so nowhere is immune from seeing a downpour. By the time we get to the afternoon, some of the showers will be heavy, with some Hail And Thunder mixed in as well. Temperatures well below average for september, ranging from 11 to 15 degrees. In london the average for this time of year is actually 20 celsius, so were five Degrees Celsius below average for this part of the year. On its thursday, a very similar kind of day. A cold start, showerS Initially near coastal areas and again into friday, we see a change in the Weather Pattern as High Pressure starts to move across the uk. Thats going to kill the showers off so most of you will have a dry day. Probably a bit of Cloud Building into western areas and for northern ireland, a Weather Front approaches here through the afternoon, so we might end Friday Afternoon with the rain starting to edge its way in. Temperatures coming up by a degree or so, 16 degrees for cardiff and london. But that trend to milder weather is set to continue into the weekend as we start to draw up these South Westerly Winds ahead of the next areA Of low pressure. The low itself over the weekend will at times bring some wet and windy weather, so its not going to be a dry weekend, but it is a weekend that will see those temperatures edging a little bit closer to average for the time of year. And then next week, High Pressure is going to take over, so it becomes dry and sunny and it will feel quite warm in that September Sun next week. Bye for now. Hello, im christian fraser.
