Debate in philidelphia. But lets start this hour, by going to westminster on A Busy Day of politics the result of the latest ballot in the conservative Leadership Race about to be announced. Let s go back to Vicki Young, our deputy political editor. Five candidates become four, Mel Stride being the lowest in terms of those ballots cast. Lets speak to our deputy political editor, Vicki Young whos inside parliament in central lobby for us. Tell us more. We didnt hear the results, tell us more. We didnt hear the results, unfortunately. L the results, unfortunately. Luckily, i have a colleague who is. We have the latest ballot whittling the numbers down from five to four. The result this time around was robertjenrick with 33. He was top last time and remains in that position. Again in the same position of second. James cleverly was 21, which i think is the same that he was last time around, Tom Tugendhat with 21, and as you say, that means that Mel Stride is eliminated, what this means now as these fours will have a conservative Party Conference in about three weeks time. They will get to make their case in front of people there. Where there is aNother process is brought down to two the ballot of Conservative Party members. Its been a very long process and i think the difference of course with those previous Leadership Contests which weve had quite a few of in the Conservative Party, they were of course choosing a new prime minister, speed was needed on those occasions, Not so much now after they are very bad election results. They were keen to think very carefully about this process and choose who they hope will be the right person. So now we know who the final four will be and Mel Stride who actually this afternoon was involved making the case for the conservatives during the Winter Fuel Payment debate, he has been eliminated. As you say, you been with us throughout the last couple of hours looking at that government to vote on the Winter Fuel Payment, you made the point from him at the start of that debate winning that one absolutely comfortably. What the government is likely to do in terms of recognising the unease there clearly is on the back benches. No doubt about that. Labour mp saying they are going to back this Manager Measure and some are still calling measure and some are still callin . ,. , measure and some are still callina. ,. ,. , , measure and some are still callina. ,. ,. , calling for other measures to ma be calling for other measures to maybe help calling for other measures to maybe help out calling for other measures to maybe help out those calling for other measures to maybe help out those pensioners who, as they were saying, 13, 14, £15,000, onlyjustabove the level where you get Pension Or Credit and therefore will still get your Winter Fuel Allowance. So we will have to see, there werent many signs from the government that they were going to do that, but i think the pressure will remain on them. In terms of the numbers, the government, as we expected, won it easily. I have a huge majority. Its going to take something pretty massive for them to lose an event and they havent done on this occasion, there were some absences, there were lots of Labour Mps come around 40 50 who didnt register about today, many of those are ministers who are on ministerial duties. So registering their disapproval several of them are Not happy, i think they reflect the views of some others who didnt abstain, but it wont make any difference in terms of this policy. It has gone through and it will mean that the Winter Fuel Allowance will be means tested this year. Fuel allowance will be means tested this year. Vicki, Thank Ou for tested this year. Vicki, thank you forjuggling tested this year. Vicki, thank you forjuggling the tested this year. Vicki, thank you forjuggling the latest. Tested this year. Vicki, thank you forjuggling the latest on both of those stories, the latest fare on the tory leadership and the numbers you can see on the screen and also the latest reaction there has been after the government comfortably winning that vote to cut the Winter Fuel Payment. More on those stories a little later here on our programme. Turning to aNother story dominating the political agenda here in the uk more than 1,700 prisoners are being released across england and wales today, as part of an Emergency Bid to Ease Overcrowding in jails. Some offenders whove served at least 40 of their sentences will be released. The government says that over the coming months, it will free up five and a half thousand more prison spaces. 0ur Uk Correspondent Adina Campbell reports. Wandsworth jail in south london, as friends and family wait for prisoners being released early. And its a similar picture outside Nottingham-prison'>Nottingham Prison where we meet ben, convicted for actual bodily harm. It was the only option on the table and that is because the alternative to Not making this change would have been to allow the Prison System to collapse and therefore to allow Law And Order in this country to collapse. But these Emergency Measures are controversial, with big concerns from some Prison Staff and campaigners about Public Safety and an increase in reoffending. There is a huge amount of work been going on by the Probation Service in the last eight weeks to ensure they are as well prepared as they can be, but they are also under huge pressure. They have staffing difficulties, they need to get the information they need and the world is far from a perfect place. Lots of people are released from prison each year homeless. The Prison Population in england and is at a record high with more than 88,000 people injail, according to the latest Ministry Ofjustice data last month. Its estimated 4,000 extra male prisoners and around 1,000 female inmates will be released over the next 18 months under these new measures, with the government hoping to free up 5,500 beds hold newly sentenced Criminals. Todays action is the first of two mass releases in england and wales, with aNother one happening next month. This all on the day a new report by the Chief Inspector of prisons says the Prison System is going through desperate times, with widespread Violence And Drug use. Those convicted of the most serious crimes such as murder, terrorism and domestic abuse are excluded from this programme. But for rebecca, a victim of domestic abuse, shes fearing the worst again. She recently received a letter saying her Ex Partner who served time for domestic abuse would now be released six days earlier for a connected offence. It feels like hes just had a bit of a slap on the wrist and told Not to be a naughty boy. Off you go. Whereas i have to deal with the damage that hes done to me. The conservatives say the government should focus on building more prisons to help Ease Overcrowding. And for those charged or convicted of offences related to the recent riots, more Prison Places are expected to be quickly filled in the coming weeks. Adina campbell, bbc news. With me now is charlie taylor, Chief Inspector of prisons and nicole jacobs, domestic Abuse Commissioner for england and wales thank you both of you for coming in to talk to us. The government had no charlie, to you first. Tue government had no option. Prisons are completely overflowing. There simply isnt enough space for the number of prisoners coming in. To your knowledge, all of those victims have been contacted, given details in advance of a release like today . Like today . No. Theres a lot of complications like today . No. Theres a lot of complications about of complications about understanding this in the round, understanding this in the round, partly because some domeslic round, partly because some domestic abuse related offences, stocking, were saved, controlling behaviour, those types controlling behaviour, those types of controlling behaviour, those types of obvious offences will have types of obvious offences will have been excluded from the early have been excluded from the early release. But that doesnt mean early release. But that doesnt mean that people who may be committed multiple offences or they are committed multiple offences or they are in prison, but also known they are in prison, but also known to they are in prison, but also known to be a perpetrator of domestic known to be a perpetrator of domestic abuse will be released. And that is what causes released. And that is what causes our sleepless nights. And causes our sleepless nights. And if causes our sleepless nights. What additional problems know of the early release. Kwngt additional problems doesnt additional problems doesnt create doing all at the same time, the numbers we are talking about today . In any normal week, talking about today . In any normal week, there talking about today . In any normal week, there around talking about today . In any normal week, there around 1000 prisoners released from jail. Those Thousands Prisoners will come out anyway, but on top of that we have an extra 700 coming out today. We are already very critical the preparation that has been done for the release of prisoners. Many prisoners go out homeless, many prisoners havent had the Licence Condition sorted out until very close to the day release. I dont know where they are going to be living. They are Not necessarily directed into things like Drug And Alcohol services or to mental health services. We have now got a very large amount of prisons coming out in a short period of time, and inevitably that place is more of a risk to the system. That place is more of a risk to the system the system. And there is already pressure the system. And there is already pressure even i the system. And there is| already pressure even on the system. And there is already pressure even on the probation system, isnt there . Thats right. Theres probation system, isnt there . Thats right. Theres Not enough Probation Officers in some areas of the country where there are very experienced staff with very large caseloads trying to manage what inevitably will be some very risky men coming out over the next few days. Risky men coming out over the next few days. You touched on it, but in next few days. You touched on it, but in terms next few days. You touched on it, but in terms of next few days. You touched on it, but in terms of the it, but in terms of the proportion of the releases, do we know what proportion, roughly, will be perpetrators of domestic abuse and when the government says, look, specific areas have been excluded when it comes to this, does that Not to placate some of your worries . It to placate some of your worries . To placate some of your worries . , worries . It does. In some senses. Worries . It does. In some senses. Its worries . It does. In some senses, its been worries . It does. In some i senses, its been excluded, worries . It does. In some senses, its been excluded, but as i say, senses, its been excluded, but as i say, we senses, its been excluded, but as i say, we know this from the Expectorant Of Probation that many, Expectorant Of Probation that many, many of the kind of caseload many, many of the kind of caseload of the typical Probation Officer will be supervising someone on licence who may supervising someone on licence who may have been to prison for something who may have been to prison for something else but is a known perpetrator of domestic abuse and that perpetrator of domestic abuse and that is where we see these gaps and that is where we see these gaps that and that is where we see these gaps that are very hard to address gaps that are very hard to address in quick time. So, the government has built an eight Week Government has built an eight Week Period where at local level Week Period where at local level come partners are working together level come partners are working together to try to mitigate some together to try to mitigate some of these risks. But no matter some of these risks. But no matter if some of these risks. But no matter if we mitigate all of the risks, there still will be people the risks, there still will be people who are inevitably caught people who are inevitably caught off guard. Artemis domestic caught off guard. Artemis domestic abuse victims, thats particularly hard, because this perpetrator knows where they live, perpetrator knows where they live, and perpetrator knows where they live, and it was their family, very live, and it was their family, very often live, and it was their family, very often knows ways of getting very often knows ways of getting to the victim, if they are homeless on top of the they are homeless on top of the they are Not are homeless on top of the they are Not properly supported upon release are Not properly supported upon release. Guess who will be the first person they will likely try to first person they will likely try to contact . And that is what try to contact . And that is what i try to contact . Of course, the Population Pressures are the drumbeat behind everything that is going on within prisons at the moment. 0n is going on within prisons at the moment. On top of that what we find our prisoners locked in their cells for very long periods of time without access to the sorts of Purposeful Activity that is going to make them less likely to reoffend when they come out, so Not getting access to work, Not getting access to work, Not getting access to training, Not getting access to training, Not getting access to the sorts of activities that are going to support them when they finally resettle. Drugs are coming into prisons at a very high rate at the moment. Particularly through the use of drones, serious organised crime are targeting prisons because they are very high mark ups to be made, lots of cash to be made within prisons as well. And just as a result of the drugs, the levels of safety as well, so we have seen assaults in Prison Go Up by 20 just so we have seen assaults in Prison Go Up by 20 just in so we have seen assaults in Prison Go Up by 20 just in the last year. Much of that is driven by the illicit economy, prisoners getting into debt and debts being dealt with by violence. Violence. So, for the government, violence. So, for the government, a i violence. So, for the government, a hugej violence. So, for the government, a huge challenge. Everything weve government, a huge challenge. Local reports say at least 60 more who were sheltering in the Displacement Camp at Al Mawasi were injured. Israels military says it targeted what it called a hamas command centre. In aNother development today, the Israeli Military says its investigation has shown it was highly likely that an american activist had been killed as a result of indirect and unintended idf fire. 26 year old eyeshenoor aygigh, who is of turkish origin, was shot dead on friday during a weekly Protest Againstjewish Settlement expansion in the occupied west bank. Lets speak to our world affairs correspondent, Mike Thomson who is in jerusalem. Lets start by talking about that israeli strike. What is israel saying about it . They are saying this is an attackl are saying this is an attack that was carried out with precision munitions with extensive intelligence and aerial surveillance all to try to minimise civilian casualties. But as we have been seeing today, there were a quite a lot of those casualties. As you said there, 19, but actually the palestinian Health Ministry has since said that it reckons its since said that it reckons its 41 because many of the people who were killed, i dont know how to put this really, were destroyed by these missiles and werent in a position, a condition from to be taken to hospital, because the 19 are the 19 are the ones who were received at the hospital. Authorities saying about any investigation . Well, they have come to a investigation . Well, they have come to a preliminary come to a preliminary conclusion that is still going to be a full investigation which Mr Blink and said he will be watching very closely. But the israelis have said so far that they think it is highly unlikely that he was shot with any intention by the israeli forces, so certainly it was Not directed at her. They say it was directed at the instigator, they call it of the protests who were throwing, they say, rocks or stones at israeli troops and endangering them. With that feed of chilly air coming from a long way north. Now through this afternoon, it stays blustery across Northern Areas of the uk, with plenty of showers gusts running into the 60s of miles an hour across northeast scotland, so particularly blowy. Tomorrow, showers start off near coastal areas, but as the day goes by, well see those showers move right the way across the uk, some of them heavy and thundery with some hail mixed in. But at the same time, well all see some spells of sunshine at times too. In the sunshine, probably Not feeling too bad, but it will be a Cooler Kind of day. 0therwise, temperatures about 12 15 degrees, and those temperatures are below average for the time of year. Similar kind of day coming up really for thursday. We start off with showers near coastal areas, but again, its a day where showers become widespread and move right the way across the country. Some of them, again, likely to be heavy with some hail and thunder, but Not lasting too long in any one place. Given those strong, blustery North Westerly winds now now ,heading towards friday and the weekend, we are eventually going to see the winds turn to a southwesterly direction, and that will bring up some much milder air, so temperatures are set to recover. However, into the weekend, this area of low pressure is also going to be bringing some spells of quite heavy rain, particularly to the North West of the uk, where it will also be quite windy, so temperatures coming cardiff, as we get into the weekend, and up to 19 in london.
