Similarly, we have talked a Bit Today already about the Probation Service and the struggles that they are having. A lack of experience to Probation Officers and high vacancy rates means that they are really struggling to manage people in the community safely. So you are getting a lot of people released on parole who are then recalled to prison for a breach of their Licence Conditions or further offending, and again that drives up pressure on prisons.
