Speaking last week, Mr Draghi highlighted limited innovation, high energy prices and a Skills Gap as part of the problem. Sarah hall is professor of economic geography at the university of cambridge. Shejoins me now. What are you expecting with this report . From what we have heard and briefings we expect a very long Document But One that potentially struggles to be really clear on how some of thoseissues really clear on how some of those issues could be tackled. For some reason that is really obvious and quite clear why that might be the case. Some of the challenges the us facing is very similar to other advanced economies in Europe And North america including the uk. For example, how do you drive up competitiveness as a regal thorny challenge that is hard to address. I think i will be looking out for what the report says around improving competitiveness, crucially how that might be financed, that is a really big questions. And how the eu and through this Report Mario draghi suggesting the eu might respond to the big Ticket Growth in the us, a lot of interest in why Productivity Innovation is much higher in the us compared to the eu. Its the us compared to the eu. Its a really sensitive time in europe politically as we have Seenin Europe politically as we have seen in germany, france, across the European Parliament and within the commission there has been a lot of change. That makes it more difficult doesnt it, to drive through what could be difficult changes required, for example across europe in terms of the workforce . Yes, i think thats terms of the workforce . Yes, i think thats a terms of the workforce . Yes, i think thats a really terms of the workforce . Yes, i think thats a really important | think thats a really important context to this report. Especially because Mario Draghi sees europe and the eu working more closely together as one of the ways in which Growth And Competitiveness might be improved. For example we expect she might suggest changes to regulation of financial institutions, to try and improve the rates of funding that go into the eu firms. And that go into the eu firms. And thatis that go into the eu firms. And that is a contentious issue. He came through previous financial crises with the eu so he knows well the sort of battlegrounds is likely to face. Its well the sort of battlegrounds is likely to face. Is likely to face. Its going to be very is likely to face. Its going to be very interesting is likely to face. Its going to be very interesting it i is likely to face. Its going i to be very interesting it will be interesting reading. Cerebral thank you forjoining cerebral thank you for joining us cerebral thank you forjoining us to talk us through what we can expect in that report. Sarah hall. To the uk now where Trade Union bosses have criticised the Governments Decision to withdraw Winter Fuel payments from millions of pensioners, saying it was the wrong choice. Despite that the leader of the Trade Union congress, paul nowak, is expected to pledge to work with the new government to rebuild public services in a speech later today. Tuc members are gathering for their annual conference to discuss a broad range of workers issues, from losing out on holiday pay, to the right to switch off. A right to disconnect which has been promised by the government similar to models adopted in ireland and belgium. So what does that look like . Anthony painter is Policy Director at the chartered management institute. Welcome to the programme. The right to switch off it is interesting this conversation going on in the uk looking at what is happening in europe yet in Europe Today we just heard about this report coming out which looks at Productivity And Competition on how to improve productivity. Does that include something like the rightjob . Yes i believe it does, there is a conversation going on about how work has a relationship with how productive firms are in the economy is. We have 200,000 members and they strongly believe, that treating staff, employees better is closely correlated with improved productivity. It is also about the type of productivity you have, do you want to lean onto lower protection for workers or product tighten productivity. Product tighten productivity. Product tighten roductivi. ~. ,. , productivity. What does it look like what is productivity. What does it look like what is the productivity. What does it look like what is the right productivity. Different approaches to this, you have the light Touch Approach which is more of a ireland approach, code of conduct, every Work Base will have a code to say the right to disconnect of some description to the australian model which instituted earlier this year which allows employers to contact staff out of hours but staff have an absolute right whether they respond to that contact or not. It does matter in terms of context, there are different industries and different industries and different firms and different employers who have different needs and different context, you do need a sensitive application but important that employers have right to protect their private time employees which makes them more productive over time. It will be interesting productive over time. It will be interesting to productive over time. It will be interesting to see productive over time. It will be interesting to see how. Productive over time. It will l be interesting to see how this plays out, The First Tuc Annual Meeting under the labour government, the relationship between the two very important and also very difficult. Lots of criticism levelled at the government because of its move to remove the Winter Fuel allowance for pensioners. Your thoughts on how this might go this week . The Trade Unions will be pleased to have a government in office that has a government in office that has a good relationship with Trade Unions in general, also has a good relationship with business. In fact a government the Business Secretary has been very clear that they want to build a partnership with Business And Partnership with Trade Unions. Yes, there will be disagreements and the odd frack car, passing to and fro of Everyday Politics but the question will be how meaningful the partnership becomes. Is it just about soft and friendly engagement or can employers, Trade Unions and government, work together to put the uk on a different trajectory, both when it comes to protecting individuals and employees but on productivity as well, we will see how that goes in the coming months. Will see how that goes in the coming months. Anthony painter Thank Ou coming months. Anthony painter thank you for coming months. Anthony painter thank you for your coming months. Anthony painter thank you for your time. To the us now and another Big Day in court for the tech giant google. Its facing its second big anti Trust Case of the year, with the us Department Ofjustice this time focusing on googles advertising tech. Prosecutors are arguing that google operates a monopoly in the lucrative market in which Video And Display ads are bought, sold and delivered to internet users. Google has long fought back against claims that it dominates online ads. This comes hot on the heels of the ruling last month by a us judge that google holds a monopoly in internet search. It is not yet clear what penalties google will face from that ruling but there is talk it could be broken up. Bob 0donnell is president and Chief Analyst at technalysis research. Good to see you. Obviously we have to mention this is alphabet here, we all say Google But Alphabet is the company. What do you think will happen this time and are we headed to the inevitable that google will have to break up . We have to think about this in terms of the different pieces, google that is alphabet is this huge conglomerate they have many different pieces and the pieces we see as individuals are the Chrome Browser the android Operating System and the google Search Engine. Now what they are specifically looking at is the Ad Technology Thatis looking at is the Ad Technology that is pretty much behind the Scenes Thing where there is a Market Place for these advertisements and how they get placed and bought and sold, google has been doing a lot of that because they needed some of this as they developed their Search Engine and all the advertising associated. 0ne Advertising associated. One possibility is if there is a breakup perhaps it isjust a sale of this Ad Technology which is not going to impact all the things we interact with Google And Alphabet but from a total Business Perspective it would be obviously a big change. Its going to be interesting to see what detail according to my understanding and by the way this is part of the challenge this is a very complex topic which will make it difficult to make a decision on because it is very dynamic, a lot of this is around banner ads, as you know more and more ads, as you know more and more ads happen through mobile devices and other different places, it is difficult to make a discussion about what type of ad when there are many other types of beds. That is what google will argue, on The Other Side the Department Ofjustice will say, there have not been enough people who are offering this exchange type service. Thats a monopoly and a bad thing. Theyjust won the thats a monopoly and a bad thing. They just won the first trial so there will be some momentum from the doj against google on the second one. Haifa google on the second one. How is the Company Google on the second one. How is the company doing google on the second one. How is the company doing when it comes to Advertisement Revenue as it been impacted in the same way as x and some Social Media sites since october seven of last year and what is happening in the Middle East . This is a part of their Ad Business that is different, and general google s Advertising Business has been quite robust but again this piece is separate from that part of the reason why this is such a confusing story. fist reason why this is such a confusing story. At The End of the day a lot of these Doj Related Issues in the us have taken years and years before there is any serious impact. It is a way to come. Any serious impact. Staying in the us, where those Tech Stocks have been the big story of the year, driving markets to record highs. But it has been a volatile summer as investors take fright at any signs that the us economy is headed for a hard landing. Last Fridays Job numbers were underwhelming enough to see Wall Street Close out its worst week in over a year with those Tech Stocks taking the brunt of it. Lets have a quick look at the numbers. It is following suit in asia, Hong Kong down 2 japan down 1. 2 as markets kind of try and get their heads around the us jobs numbers, what is ahead. The next board the us at the close on friday. We have got someone who can explain all of this and make sense of the mayhem. For more, im joined by Market Analyst Craig erlam. What is your take on this. Fasten your seatbelts again . It might be the touchiness We Saw on friday is suggesting there is an underlying anxiety in the Market Something you should be wary of robbie we are in a crucial point right now where everyone is looking to central banks to start cutting rates and with regards to the federal Reserve View over the last month as we are now going to see rapid Rate Cuts because they have arguably left it too late. Thejob reports on Friday Wasnt as bad as i dont think is being made out but it wasnt fantastic either. We saw we Jobs Growth which is something we had wanted to see for a little while because we want to see a cooling of the labour market, that is one of the indicators that will give the us central Bank Confidence they are making here they but that Wage Growth Number was still strong at four point 4 on the month the bigger concern is the month the bigger concern is the federal were way up the slowing of the cooling Economy Versus Wage growth which is still too high or potentially going to be too high to be consistent with inflation. What is our consistent with inflation. What is your money consistent with inflation. What is your money the consistent with inflation. What is your money the federal is your money the federal Reserve Meeting 17 and 18 september, next week. The debate is are we looking at a Quarter Cut or a half . I debate is are we looking at a Quarter Cut or a half . Quarter cut or a half . I am thinkin Quarter Cut or a half . I am thinking a Quarter Cut or a half . I am thinking a quarter, Quarter Cut or a half . I am thinking a quarter, the Quarter Cut or a half . I am | thinking a quarter, the reason is twofold, one as i think the Federal Reserve will send a message to the market if It Cuts by half a Percentage Point it is saying we got it wrong again and i dont think that is the message they want to be sending to the markets, they can cut by a court and wait and see and maybe do a half later on. The other reason is the us election for november, does not want to be seen to be making a Panic Movejust ahead want to be seen to be making a Panic Move just ahead of that election, doesnt want it to be a Talking Point of the Election Campaign and we know Donald Trump would talk to the central bank for gave the impression the Federal Reserve was helping looked like it was helping out the current government. Has Jerome Powell out the current government. Has Jerome Powell been pretty good at communicating what they will do and when. 0ne at communicating what they will do and when. One of his predecessors Ben Bernanke he made moves and changes that caused mayhem in markets because they felt they had not been given a heads up do you thinkJerome Powell has managed communication well through this difficult time of very high inflation and increasing rates again and again, to multi decade highs now hes them down . I decade highs now hes them down . ~ ,. , decade highs now hes them down . ~ i. , decade highs now hes them down . ~. , , down . I think you certainly try to, the difficulty down . I think you certainly try to, the difficulty he down . I think you certainly try to, the difficulty he has down . I think you certainly try to, the difficulty he has had i to, the difficulty he has had as markets do get carried away, the second you get a hint you will see in Interest Rate cuts we have seen the Volatility And Price action we can see in financial markets on the back of that, they tend to be over the top. Events at one the markets will price and five. He has been wary to do that on the way out, if they do this wrong on the way out they will be heavily criticised, markets will get too carried away and undermined if they have made a last two years. The intention all along has been telling markets what we would do very late in the Day And Move otherwise it could have unintended consequences. Craig erlam there. Around the world and across the uk, this is bbc news. Around the world and across the uk, this is bbc news. To kenya now and a common problem seen across the african continent. Young people are moving from rural to urban areas to seek a better life for themselves in cities and towns. But in some instances, the elderly parents Left Behind find themselves in situations where they struggle to fend for themselves. Michael kaloki reports from nairobi. These hills are where this 63 year old lived alone. His wife died several years ago and his children have left home. Translation the challenges i encountered were living on my own, including having to dig The Farm on my own. I have to look for food, i have to struggle to meet all my needs. Three of his six children married and moved to other parts of the area. His other children moved to the city in search of a better life. He feels that if his children had not moved to the city, life would have been much better for him financially. Translation if my Children L were here, we would have been sitting down to discuss what we would do to get sufficient money. It is in rural areas such as this where many elderly people are trying to make ends meet on their own or with limited assistance. This after their children have left to seek out a better living in urban areas. For those without sustained income or adequate financial support, they can often end up facing a myriad of challenges. If you look at the rural places, they dont have amenities, services, so if you are in an environment, ecosystem where there are not many things, and no reliability of services, it means the costs are high. For elderly people who need specialised care, for example, if someone has high blood pressure, they need specialised care. If they are living in rural africa, it becomes extremely difficult for them. A report released by the kenyan government last year noted that the elderly are the fastest growing segment of the population in the country, with the report indicating that inadequate income is a challenge. Social cohesion can also be affected when the elderly are left on their own. Traditionally, we are socialised into a certain culture, and we are connected by social interaction. We talk together. The social fabric is tight. But as we move away, and probably we dont even interact, then the disconnect is very big. We are talking, but the physical interaction, talking to my parents, and the children are seen as communicating, we have lost that. As several urban areas in kenya and on the continent continue to witness growth, attracting more young people, the elderly in rural areas might become significant concerns. Low pressure and early warmth in september have brought Flooding Rains to some this weekend. A Months Worth of rain fell in parts of the West Midlands on the slow moving Weather Front On Sunday, which is only slowly easing its way eastwards through the remainder of the night, so the heaviest rain does ease. The thunderstorms ease away as well but therell be misty low Cloud And Hill fog with this Weather System in the east. Further west, the skies start to clear and it will be chillier for scotland and Northern Ireland in particular and, in fact, in these areas, it was chillier On Sunday as well. Still warm and muggy in the south and still with a lot of murky weather. First thing on monday, quite grey, quite damp on that Weather Front initially but compared with sunday for wales, for north west england, for the southwest of england, its a much drier picture for Eastern Scotland as well. But the rain does roll back in to the west of scotland, Northern Ireland later and this cloud, Murky Low Cloud could just hang on in East Anglia and the southeast for much of the day. Where we see the sunshine 17 or 18, but thats considerably down. And as We Saw On Sunday, temperatures are lower anyway in the north now and then, that rain rushes eastwards as we go through monday night. On a developing area of low pressure actually got a sting in its tail, i think, by the time we get to tuesday. A fresher night in the south, despite quite a bit of cloud and quite a bit of breeze as well. Welljust notice it wont feel as close. But this Weather System will slowly meander its way southwards. And then behind it, we open the doors to this northwesterly air flow. Hence, it will feel chilly midweek. And the northwesterly wind is a chilly direction at any time of year, so we will notice that particularly tuesday and wednesday when the winds are strongest. Lots of showers around, strong winds as Well Notjust by day, but by night. By The End of the night The End of the week, rather we could have a touch of Grass Frost in the north, but thats The End of the week. However, from midweek onwards, the showers coming in thick and fast as scotland could be a little bit wintry over the top of the munros, this rainjust dragging its heels in the south, but a windier day for all of us. Gales possibly in the north and the east. And its here where the rain hangs around and it could give some significant rainfall across the likes of 0rkney And Shetland as well through tuesday and into wednesday. So, although well see 12 18, i think those temperatures, tempered by the strength of the wind particularly so on wednesday does look as if southern areas may see a ridge of high Pressure Building towards The End of the week, but we will firm up on the details as the time goes on.
