We saw last night at the Fox News Town hall, he was focused on policy throughout that town hall, talking about fracking, drawing contrast between his record on fracking, the rhetoric that Vice President harris had on that issue. Fracking is a big issue in pennsylvania. Voters cared deeply about that issue in that state. Again, throughout these town halls, the campaign rallies, but most important he and his upcoming debate, that is what is going to matter. A few moments left in this campaign to shift the race. Looked, fundraising, these campaigns will be well funded. And this is going to matter when it comes to the Ground Game. Look, this election will be won or lost by a field goal. To get out and vote efforts, the door knocking, the phone banking, those are critical, especially when many of these states will be decided by razor thin margins, may be a point or two or less in terms of percentage. To your point, fundraising matters. 0bviously Vice President harris has seen a big bump in herfundraising numbers, but former President Trump has certainly been raising cash as well for this campaign. The rnc, the dnc, the committees themselves will be raising money as well. I think both of these campaigns have enough money to run these races. The Ground Game will matter, but ultimately it is the candidates and the issues that matter in this race. Those voters out there care about inflation, border security, crime, that is what they are narrowed in on and that is what this race will be about. The olls this race will be about. The polls are this race will be about. The polls are looking this race will be about. The polls are looking incredibly tight. In those key Swing States that you mention. This has been the Biden Harris Administration and when it comes to inflation on the rise, skyrocketing border crossings, they will look at that and compare and contrast their record to former President Trumps record on that. Now to france with the French Parliament deadlocked after being split between groups from the right, left and centre, President Macron has been trying to work out who he can appoint as Prime Minister. Today he came up with an Answer Michel Barnier the former European Commissioner who negotiated brexit for the eu. Here he is a few hours ago, meeting the man he is replacing outgoing Prime Minister gabrial attal. Mr barnier is 73 years old and Mr Macron will be hoping he can swing enough support from the rival groups to stay in power. Professor Rainbow Murray is an expert in french politics, from Queen Mary University in london. I asked her if she was surprised that Mr Barnier had been appointed. His name only got thrown into the hat yesterday. There has been a large number of names circulating over the past two months, especially over the past two weeks. This was a new addition to the fold. At the same time, im not entirely surprised because this is someone who is relatively compatible with the political line taken by Emmanuel Macron and perhaps less divisive than some of the other names that have been circulated to. Irate some of the other names that have been circulated to. We are also hearing have been circulated to. We are also hearing that have been circulated to. We are also hearing that this have been circulated to. We are also hearing that this will have been circulated to. We are also hearing that this will be also hearing that this will be opposed . It will be opposed, which is inevitable. We opposed . It will be opposed, which is inevitable. We havel opposed . It will be opposed, | which is inevitable. We have a situation in france where there are three major political blocks, all equal sized in the parliament who cant agree with Each Other on anything. So weve got the left, the centre and the far right. Anyone who pleads one block would almost inevitably draw opposition from another. And that is why it has taken macron two months to appoint a Prime Minister, so he is going to face opposition from the left, at the moment, the far right have agreed to hear what he has to say before threatening to oppose him. Getting someone who wouldnt be immediately overthrown the day they came into office was one of the essential criteria that Emmanuel Macron had to fulfil when trying to appoint a Prime Minister. ,. ~ when trying to appoint a Prime Minister. ,. ,. , minister. You talk about the challenge minister. You talk about the challenge of minister. You talk about the challenge of trying minister. You talk about the challenge of trying to minister. You talk about the challenge of trying to have l minister. You talk about the J Challenge of trying to have a Prime Minister that all members of a coalition can agree to, but more specifically, we know a lot about Mr Barnier because of his role in the bricks at negotiations. Why do you think he specifically picked him . You mentioned he specifically picked him . You mentioned the he specifically picked him . Gm. Mentioned the negotiations. He has proven that he is no stranger who to getting People Cant agree on anything to form some sort of consensus. Brexit. Thats the biggest challenge he will face as Prime Minister, getting these opposing groups to work together because none has a majority, and yet you need some kind of consensus to get any legislation passed. I think he is also someone who is respected, even if he isnt always liked. And he is someone who is relatively close to the political centre, on the right of it, but not so far right as to be unable to work with people from other parts of the political spectrum. So whilst he is not necessarily the first name that came to mind, you can understand why Emmanuel Macron sees him as potentially someone who can study a very unstable ship. Still to come on the World Today. We will be live on the Red Carpet at the Mercury Music Prize, the british and irish Music Industry reveals the best album that came out in the last year. Now, it is of really a difficult thing to do to make an album that cuts through to the Mercury Prize, particularly in an era when Music Listening is focused on streaming, where people listen to individual tracks rather than albums themselves, and i asked the last Dinner Party withe the album was so important to them. Because i think every artist on this list has made such an album that is such a world in and of itself, and that is something that we hope we have created. But you could also argue this is an indication of the declining influence of the album, like i said, people are listening to songs and tracks more than they are to individual albums, and it is difficult to get people to pay attention. Parents are being warned not to take their children on holiday during term time, after official figures showed that more pupils in england were off school without permission in the last week of the summer term, than at any point during the academic year. Around 450 Thousand pupils five Per Cent of students were not in class in the week ending the 19th ofjuly. 0ur Cost of living Correspondent Colletta Smith reports. I cant wait to go on holiday. Dee and herfamilyjust love a bit of sunshine. But as a nurse and a postman, they find it tough to book their getaways during School Holidays. We cant always get the School Holidays off and you cant always afford the School Holidays. It wouldnt be so bad if the travel companies didnt put their prices up. Yeah. In the last few years, they have been fined six times. We were quite happy to pay the fines. We used to think, we willjust pay the fine. And then when it came to, oh, well, we are taking you to court next time, it was like, well, you are encouraging us to lie, then. You are encouraging families to lie because otherwise, they cant go on holiday when they want to. What would you say to other parents who are paying more but are sticking by the rules . Thats their choice. This is our choice and thats their Choice And Everyone has got a choice and it is our right to take them on holiday. But as the rules tightened, the threat of prosecution and a potential Criminal Record means this year, there will be no term time holidays for this family. Life is hard enough. You know, money is tight and things are going up. We all have to go to work. Why cant we. . We deserve a holiday. Everybody deserves a holiday. And plenty of other parents agree, like rachel, who is waiting for a fine to land on her doorstep for their holiday to portugal last term. We are both working parents and we still struggle. So you dont want to take them out in school time but if it means it is going to save you thousands of pounds, then the alternative is, that is the best alternative, isnt it . But the government dont agree. They say it is the legal responsibility of parents to make sure their child is in school, to benefit from education, and with unauthorised absences on the up, now they are cracking down. In england, the government wants the rules to be applied equally in every area, and they are increasing the fine from the start of this term. A second fine within three years will be double the price and after a third fine, they want all councils to consider prosecuting parents. But Travel Agency data shared with us shows that most holidays and flights are more over the summer, with some long Haulflights Double in price. And that financial pressure is influencing decisions. More and more people are now asking us, what is the price for the week before . What is the price for the week before that . So you can see that they are thinking, looking and thinking, you know, is this worth me risking a fine . But for others who are unafraid of steep fines, it might be the prospect of prosecutions and a Criminal Record that makes some parents change their holiday plans. Colletta smith, Bbc News. Alongside Timber Cladding on the outside of the building, weve also been told that this Polycarbonate Sheeting should never have been used on a residential building because its likely to melt if the temperature got very high. And then the other problem is that this is the insulation thats used behind the outer wall of our building. And thats basicallyjust polystyrene, so that also would melt and actually be, like, toxic in the event of a fire. Its all consuming. In manchester, for tom, its cladding. Work started, but not finished. It needs a firm deadline, i and it needs consequences if people dont do the. Meet that deadline. You know, we should be| compensated for the fact that this isjust disrupting our lives the government may have to beef up the law to keep things moving. Ministers will be under pressure to say when they will deliver what yesterdays report calls for, as the consequences of the disaster continue to unfold. Tom symonds, Bbc News. Its with that story that we end this edition of the World Today. Christian fraser is up next with the context. Hello there. Weve had a real mixture of weather across the Uk Today from the dry, sunny weather for West Scotland and Northern Ireland, where theres been barely a cloud in the sky, to the rather different looking skies across the South Of England and wales, with Heavy Rain moving in here. And, in fact, when The Rain arrived across the South Of England, it was really intense. Had i4 millimetres of rain recorded injust one hour in parts of kent and 12 into parts of hampshire. Thats half an inch of rain in the space of an hour. Rain that intense, im sure, would have led to some localised Surface Water Flooding. And the Weather Front responsible for that rain is going to stay across those areas all night. The rain, though, is likely to turn at least a little Bit Lighterfor a time. Probably quite murky, with a lot of low cloud around, some Hill Fog patches developing here. And across East Scotland and eastern areas of england, as the weather turns increasingly humid overnight, therell be thickening of the low cloud and also a bit of mist, fog and drizzle. So that takes us into friday. The same Weather Front is there, same area of low pressures there. Cant move anywhere because of this big area of high pressure blocking its progress, so instead, welljust have further prolonged outbreaks of rain across southern areas of england. And although The Rain starts off quite light, itll quite quickly turn heavy with some thunder mixed in. Again, there could be some Surface Water Flooding building in. East scotland, eastern areas of england, particularly where you start off with the low cloud, the mist, fog and drizzle, that will eventually clear out of the way for most and its going to be a warm and humid day. Temperatures widely 22 27 degrees celsius, but with further accumulations of rain across the South Of England, where we could be looking at some localised flooding issues. Now the same low pressure stays with us into the weekend, too, but it is weakening. And so, rather than persistent rain, were more likely to see showers. Those showers heavy and thundery and could pop up just about anywhere across england and wales. Scotland and Northern Ireland, meanwhile, stay dry with some sunny spells. Temperatures quite widely low to Mid 20s and still feeling warm and humid. Second half of the weekend, more Thundery Rain potentially from the same area of low pressure, particularly focused across england and wales. And again, its the North West of scotland and Northern Ireland that will probably stay dry, probably still with some spells of sunshine coming and going. Temperatures still for many of us, reaching the low 20s, which wont feel too bad. Weve got another low on the way for next week so it stays unsettled. All are. Hello, im christian fraser.
