Marathon Runner Cheptegei who has died after an alleged attack by herformer has died after an alleged attack by her former boyfriend. The first leg of Pope Franciss Tour of the Asia Pacific Region concludes with a mass at a stadium injakarta. As we look at Grenville Tower covered in tarpaulin with that familiar sign at the top, the Deputy Prime minister Angela Rayner says its rayner says its completely unacceptable that people are still living in homes covered with Us-cladding'>DangeroUs Cladding seven years after the Grenfell Tower fire. Yesterdays final report into the disaster said all 72 deaths were avoidable. The government also wants police and prosecutors to take action as quickly as possible. Criminal charges could include corporate manslaughter. Jessica lane reports. Survivors and relatives of those who died Say Theyve now had apologies and some answers, but Ustice'>Theirfight ForjUstice goes on. Antonio and miguel managed to escape the fire. Miguel and his wife knocked on doors of five other flats on the 13th floor, warning friends and neighbours to get out. Its my duty to do that anyway, if i knew that its a fire in the building. I mean, its the small thing that i can do is jUst to give advice to my neighbours. Now the inquiry is finished and the second chapter is starting. So it is important now that the government takes on board the recommendation. But bereaved families and survivors may have to wait until at least the end of 2026 for a decision on potential criminal charges over the fire. Here are some of the reports key findings. In 2001, before the disaster, the alarm was raised about cladding related fires. But despite a committee of Mps Raising concerns flammable Cladding Wasnt banned. The report also found that tests conducted in 2001 revealed that the cladding of concern burned violently, though the government did not tighten any rules. In 2010, the Coalition Government was intent on cutting regulations. The inquiry found that even matters affecting the safety of life were ignored, delayed or disregarded. The inquiry also found there had been systematic dishonesty from manufacturers, with one company deliberately concealing the true extent of the danger of its product. The report also found the firefighters from the London Fire brigade, who went into grenfell, were not properly prepared. Prime minister Keir Starmer visited Grenfell And apologised yesterday for the systematic failings which led to the deaths, all of which the report found were avoidable. But his government says it wont be easy to make peoples homes safer, even though £5 billion is available to carry out the work needed. Theres no excUse to not do this work now, and there are still some buildings that we believe havent been identified. Also, weve identified a630 and only 50 of them are currently in remediation. But it is completely unacceptable that the remediation is taking as long as it is. Around the country, people are fighting to get safety improvements made to their homes. Rachael loftUs lives in leeds city centre, Building Checks after the Grenfell Fire found urgent changes needed to be made here. Alongside Timber Cladding on the outside of the building. Weve also been told that this Polycarbonate Sheeting should never have been Used on a residential building becaUse its likely to melt if the temperature got very high. And then the other problem is that this is the insulation thats Used behind the outer wall of our building, and thats basicallyjUst polystyrene. So that also would melt. And that should be quite toxic in the event of a fire. New Fire Alarms have been fitted and residents took the owners of the building to court. But Work Isnt expected to begin until november next year. The developers say thats reasonable given the Nature And Complexity of the works in question. Seven years on, Grenfell Tower remains a place of remembrance and a warning that urgent changes are needed to dangeroUs homes the government says speeding up the process of identifying those and getting that work done is now its priority. Jessica lane, Bbc News. With me now is our home editor, you have had a little bit of time to think about the Report Yesterday, what are the main lines that you are thinking about today, investigating today . I about today, investigating toda . ~. ,. , today . I think today what we have seen today . I think today what we have seen is today . I think today what we have seen is interesting, today . I think today what we | have seen is interesting, that there is a sudden sense of urgency. It has taken more than seven years from the fire to get this Inquiry Report published yesterday and now we are talking about needing criminal charges much more quickly the police say they Cant Move faster but the debate is about how it has taken so long to pursue potential criminal action against individuals, particularly given the fact that this report talked about systemic dishonesty. There is also a sense of urgency around the homes, which we know also have Unsafe Cladding on them. More than four and a half thoUsand residential properties are on the governments list. 29 have had some work done on them. 29 have been sorted, 71 havent and 50 of that total number have had no work done at all. . ,. , number have had no work done at all. . ,. , ~ all. They will have a sense that things move at a snails pace. If you go right back to the days after the fire, there was a sense then of political momentum, something is going to happen, we cant wait for ages, Theresa May said. But we did wait for ages and we are still waiting. We still have unsafe homes and we still have the police saying, we have to continue our inquiries before we can even move to a point of charging into years. Possibly looking at some sort of court cases ten years after the fire. There is a sense of renewed momentum. They will also be a lot of focUs on what needs to happen in terms of regulation. We have already had the building Safety Act, the fire Safety Act that followed the Hackett Report in the years after the fire, there is clearly a sense that more needs to be done, given the findings of the report and what was going wrong in terms of the people responsible for the cladding and other parts of the buildings safety. There is a difficulty for labour here, on the one hand they will want to do anything that they feel is right to ensure the safety of all buildings, but at the same time, they dont want to restrict the growth in hoUsing. They are talking about 1. 5 million new homes this parliament, developers wont want to hear that there is more Red Tape coming down the line. Thank you very much. Joining me now is conservative Mp Bob Blackman whos the chair for the all party parliamentary Fire Safety and rescue group. Thank you forjoining Us on Bbc News today, you have had a little time, as everyone else has, to think about the contents of the inquiry Report Yesterday and to listen to what the Labour Government is planning to do in response. Looking at what labour has said, what the government has said, what the government has said, are members of the all party parliamentary group behind those plans . I allparty parliamentary group behind those plans . Behind those plans . I would have to say behind those plans . I would have to say that behind those plans . I would have to say that my behind those plans . I would have to say that my predecessor warned that after the fire in camberwell in 1991, action needed to be taken then and it has taken decades and the tragedy at grenville to make things happen. The sad reality is that your predecessor was talking about the number of buildings across the country that have not been made safe. In london we have 1300 high rise blocks that are still unsafe. No work has taken place on them. It is a real challenge and it has been a challenge from The Word go to get to the bottom of who did what when and very clearly, the conspiracy that took place on testing of these products to reports that these products to reports that these were saved, when they were clearly inherently unsafe, has meant, i think, one of the reasons in the delay of getting Unsafe Cladding remediated. It is a scandal. We pressed for it from The Word go after the grenfell disaster, was to get to a situation where the testing of these products is put in place where they dont jUst test single products, you dont jUst test jUst test single products, you dontjUst test single products, but the system that is utilised. What is clear in Grenfell And these other unsafe buildings is that when you put these products in place, if there is a file, there is a huge risk of a repeat of grenfell happening. We have Usands'>Hundreds Of ThoUsands of people living still in unsafe conditions. During the course of the last parliament we tried to get amendments to the Fire Safety bill and we want to see quick action now from the government. First thing is actually having responsibility, instead of being spread across government departments, in one department under one minister and one regulator who is responsible. And one regulator who is resonsible. . , responsible. And certainly. Certainly responsible. And certainly. Certainly that responsible. And certainly. Certainly that has responsible. And certainly. Going back to the Coalition Government, the conservatives and liberal democrats, David Cameron embarked on what was called the Red Tape challenge. He said at the time, ministerial team should see themselves personally accountable for the number of regulations contained within and coming out of their departments and the burden, was the wedges, they impose. Do you think at that time ministers felt they had to be fully on board for this pUsh for deregulation and did that have an impact on Fire Safety . {line an impact on Fire Safety . One ofthe an impact on Fire Safety . One of the issues an impact on Fire Safety . One of the issues that an impact on Fire Safety . One of the issues that i an impact on Fire Safety . One of the issues that i have an impact on Fire Safety . Iez of the issues that i have sat on the select committee, and that we did during the period of the Coalition Government, was look at the regulations that we are talking about that should have been changed and strengthened. The ministers at the time, and there were several of them, came in front of the committee and declined to take appropriate action at the time becaUse they didnt feel there was a need to improve those regulations. In my view that was a mistake. We should have had greater regulation. I can understand the need to deregulate. But not in these Health And Safety areas, becaUse the reality is that when we are talking about building safety, what has to happen is that you buy a property as an individual, you are not a Fire Safety expert and what should happen is that Building Control should be looking at these properties to make sure that they are inherently safe for those people who are going to move into them. We have still got developments going on across this country in high rise blocks, where Unsafe Cladding is put on those buildings still. We havent got to the position yet where they are all being remediated and that does mean that it is going to take longer and cost more to bring buildings back into a safe position, which is way want to be. We want to be in a position where all of Us. We be. We want to be in a position where all of Us. Where all of Us. We are almost Out Of Time where all of Us. We are almost Out Of Time. You where all of Us. We are almost Out Of Time. You are where all of Us. We are almost Out Of Time. You are in where all of Us. We are almost Out Of Time. You are in a where all of Us. You are in a safe place and you can Out Of Time. You are in a safe place and you can feel place and you can feel comfortable living there. That is a very important comfortable living there. That is a very important point that you make. Iwant is a very important point that you make. I want to briefly ask you, the chair of the inquiry said that there was Documentary Evidence supporting claims by Government Officials that deregulation was a dominant influence within the Department For Communities And Local Government around this time, in the years before grenfell, would you say that deregulation had become an obsession with in government . Ila had become an obsession with in government . Government . No i dont agree with that government . No i dont agree with that i government . No i dont agree with that. L think government . No i dont agree with that. I think there government . No i dont agree with that. I think there is government . No i dont agree with that. I think there is a with that. I think there is a concern that the message coming from government to officials and beyond potentially lead. I think one of the issues in the report which is critical is thatjunior officials in the Department Werent taking a proper focUs Department Werent taking a properfocUs on this Department Werent taking a proper focUs on this at the time. I dont think they should be thrown under a bUs, but there wasnt the detailed work being done on what needed to be done to make building safe and i think that is a fair criticism of the time when this action should have been taken. The sad fact did that developers can turn around now and say the products were tested and deemed to be saved and therefore we Used them. It is been a challenge from The Word go as to who is to pay for this remediation and it is something that leaseholders up and down the country have suffered terrible times becaUse they have been presented with huge bills, when actually it is building owners who should be funding and making sure that the buildings they own are safe. , ,. , the buildings they own are safe. , ,. , safe. Hopefully we can explore that here throughout safe. Hopefully we can explore that here throughout the safe. Hopefully we can explore that here throughout the rest i that here throughout the rest of the afternoon, but for the moment, thank you very much for your time and moment, thank you very much for yourtime and we moment, thank you very much for your time and we will be back here at Grenfell A little later. But for now. Now back to the studio. Within the past hour its been announced that the next Prime Minister of france will be the eUs former brexit negotiator, michel barnier. Hes been asked by President Macron to form a new government in an attempt to end weeks of deadlocked negotiations between rival parties. He served as Foreign Minister under chirac and then went off to europe and had his Moment In The Sun during the Brexit Negotiations. He is coming back now, having pretty much retired from politics at the age of 73, becaUse he is the only person that Emmanuel Macron can can think of who might be able to keep government together that might survive a few months, but the outlook is not good, even for this skilled negotiator. Quite clear, well it was far from clear, but the problem is clear, the problem is that there are three blocs in parliament now, nobody won and instead of there being a simple case of a government in opposition, now you have three parties or three groups who are more or less the same Size And None of which can possibly govern by itself but neither of which is willing to join a coalition with the other. For the last two months we have had a caretaker government, the government, and Emmanuel Macron has been dragging out these consultations to try to come up with someone who could command a majority in parliament. After many other names, he has come up many other names, he has come up with barnier, who has advantages, not least of which is that the populists are not going to immediately vote him out of office, which they promised to do for other candidates. They he may survive for a bit if the populists tolerate him for a while, but it will be a government that relies on the tolerance of the opposition. By itself, his centrist bloc and the old conservatives do not have a majority. The sword of damocles is dangling over this man. There was an exchange of fire between the gunman and police. The gunman was wounded and later died of his injuries. This happened near the israeli Consulate General in munich and also near the nazi documentation centre, which is on the site of the former nazi Party Headquarters in munich. He met representatives from all six officially recognised religions in Indonesia Including Islam and buddhism. It is the third ever visit by pope and the first since that Byjohn Paul ii in 1989. Now its time for a look at the weather with chris fawkes. Hello there. A real mix of weather around this afternoon. We could have a few Flooding Problems to come across southern parts of england, but for Northern Ireland and West Scotland, the skies look like this. No chance of flooding here. Its a beautiful, warm and sunny day. Its across the south of england that weve already seen some rain, and The Rain is set to get a lot heavier over the next few hours becaUse this area of rain thats been across northern france, thats brought 24mm of rain injUst the space of one hour. And that intense zone of rain is rotating in now across southern england. So coastal parts of sUssex, isle of wight, hampshire, into parts of wiltshire, somerset and perhaps gloucestershire as well, these areas im most concerned about, with that torrential rain potentially bringing some localised flash flooding, where we see that very intense rain over the space of a few hours. So there could be some problems this afternoon. Now there will be some rain across southern parts of wales too, further northwest for West Scotland and Northern Ireland, it stays beautiful, fine, settled and sunny, probably seeing the weather brighten up across East Anglia for a few as we go through the afternoon. But underneath that rain in the south, for some temperatures jUst around 1a or 15 this afternoon. 0vernight Tonight more rain is forecast across these southern areas. Elsewhere it will turn quite humid. That humidity will build in some areas of low cloud. Bit of drizzle, some Mist And Fog patches. So for some for East Scotland and eastern areas of england could be quite a murky start to the day tomorrow. Slow improvements as well. Eventually most of Us will see some warm spells of sunshine, but not in the south. Here weve got further outbreaks of rain and again, that rain is set to be heavy and potentially thundery away from the far south, though overall its a much warmer day tomorrow. Temperatures quite widely between around 22 and 27 c. The weekend, same area of low pressure still on our weather charts. The system is weakening somewhat, so rather than the persistent rain, we are looking at showers. The showers could be heavy and thundery and wontjUst be affecting southern portions of the uk, the risk extends across the midlands, North Wales and into northern england, to the North West of scotland and Northern Ireland, probably having the driest and the brightest of the weather both through saturday and sunday. But that said, most of Us, i think, will see at least some sunshine at times, but still hefty downpours around for england and wales into sunday. The main risk, though, over the next few hours. Watch out for that very heavy rain in the south. Live from New York at the opening bell, this is bUsiness today. Stocks slide for a Third Day after weak adpjobs data. Tech shares lead the decline.
