They may not have come to terms with their loss, but they have, finally, got some answers. We didnt have the right treatment. We were discriminated. To some, it gives answers and to some it doesnt do anything except its put that extra nail in the coffin as they say. At The End, seven years passed and we still have nojustice and we have to fight again. I dont know how manyl years its going to take. The memory of that night still dominates this community. Residents who were Victims Of, at best, incompetence, at worst, calculated dishonesty and greed, the report said. Lives that didnt need to be lost. The simple truth is that the deaths that occurred were all avoidable, and those who lived in The Tower were badly failed over a number of years and in a number of different ways by those who were responsible for ensuring the safety of the building and its occupants. The Prime Minister visited Grenfell Tower two weeks ago. Hes vowed to take swift action. There will be a debate on the floor of this house. We will respond in full to the inquiry� s recommendations within six months and we will update parliament annually on our progress against every commitment that we make. But there are some things i can say right now. There are still Buildings Today with unsafe cladding, and the speed at which this is being addressed is far, far too slow. The fire here was a result of dishonest companies, failures by successive governments, and a lack of strategy by the Fire Service. The council, which was responsible for The Tower, has apologised for failing to protect residents before the fire and to look after them in the aftermath. Has enough changed . No, i dont think enough has changed. I think we need to continue. So for an easy reply, i could say, well, all the recommendations in the first part of the report, you know, weve put them in, weve changed our resilience team, weve changed the way we organise ourselves, weve changed how we behave with our residents. We are held to account by our residents. But is that enough if youve lost a child, is that enough . No, i dont think so. Police say they need until The End of next year to finish their investigation into what happened here, which means no criminal prosecutions will be brought until The End of 2026 at the earliest. But for families who lost Loved Ones here, theyve waited six years to see in Black And White who was to blame for their deaths. Their Wait Forjustice continues. The hundreds of thousands around the uk who still seem to be living in flats deemed unsafe and also not able to be sold at a time when the government, a top priority happens to be dealing with a housing crisis. I think that will become a complicated issue the government will feel it has to sort. The government said it will announce further steps this autumn so i guess in the coming weeks, to speed up the current pace of remediation of existing flats where bad cladding is used. For decades, both profits and sewage have flowed from englands privatised Water Companies. Dividends have been paid to shareholders and multi million Pound Pay packages to Company Bosses. Last year, the sewage spilled for 3. 6 million hours. But could things be about to change . This new legislation makes it easier for the Environment Agency to take Enforcement Action and introduces tougher penalties for executives. If they obstruct an investigation, they could now face up to two years in jail. Bonuses for bosses will only be allowed if their companies arejudged by the regulator to have met both environmental and financial standards. What these new laws are doing is its bringing Back Accountability into a system where the public feel there has been no accountability whatsoever, despite the fact that, last year, we saw record levels of pollution in our rivers, lakes and seas. The previous government, for 1h years, let them get away with this. This new law gives the regulator the tough new powers they need to crack down on these kinds of abuses. But is it really the laws that have been the problem . Many campaigners say regulators should still have done more to investigate and take action over sewage spills. We actually have perfectly decent laws, perfectly, you know, acceptable legal framework. The problem is its never been enforced. And what this bill does is comes up with some nice emotive phrases like Prison Sentences and banning bonuses and so on, but it doesnt address the fundamental problem. We have a set of regulations already and theyre not being enforced, and the only way theyre going to be enforced is by our regulators to be properly funded and empowered to do the job theyre supposed to be doing. This bill is an attempt by the government to tackle the worst excesses of the water industry, but it wont, on its own, stop the sewage spills. Thats going to take billions of pounds of investment in new infrastructure, and negotiations are continuing between the regulator and the Water Companies as to how much all of our bills are going to have to rise to pay for it. Its been 30 years since the Entertainer And TvPresenter Roy Castle died from Lung Cancer, having lived his final moments to the fullest, creating a legacy thats still changing lives today. In the months before he died, roy travelled around the uk on his tour of hope, raising more than a £1 million for research into fighting the disease. 0ur Reporter Fiona lamdin has more on his remarkable life. He let the cameras in to film his treatment the first time someone so high profile had been so open about living with cancer. They were just like ape hands, you know. In the last months of his life, he embarked on a tour of hope, travelling around the country, raising awareness. Theres nothing worse than somebody that lies down screaming and grumbling and saying, why me . Much better to get up and start flailing your arms again, isnt it . Roy died two days after his 62nd birthday, but his legacy continues in the foundation set up in his name. It provides support to patients and has helped introduce Lung Cancer screening. And a major part of the Roy CastleLung Cancer foundation is the research that goes on in these labs. Over the last 25 years, theyve collected over a quarter of A Million samples from people who are healthy and people who have Lung Cancer. And then theyre all stored in these huge freezers. So what weve done so far is find a whole range of different proteins, which we know can help predict Someones Risk of cancer. And what we then hope to do is develop tests where we can use just a very small amount of blood and measure a small number of proteins, which, together, tells you whether someone is likely to get cancer in the future, or whether they actually like to have cancer now. Lets return to our main story now. The report into the Grenfell Tower Disaster has set out how a chain of failures across government and the private sector led to the loss of 72 people in 2017. We can Take A Look at some of the key findings. In 2001, before the disaster, the alarm was raised about cladding related fires. But, despite a committee of Mps Raising Concerns at this point, flammable Cladding Wasn T banned, as it had already been classed as meeting british safety standards. The report also found that tests conducted in 2001 revealed the type of cladding of concern, burned violently though the results were kept confidential and the government did not tighten any rules. In 2010, the Coalition Government was intent on cutting regulations which it had dubbed as Red Tape holding back british enterprise. The inquiry found this policy dominated Thinking Forthat government so much so that even matters affecting the safety of life were ignored, delayed or disregarded. The inquiry found there had been Systematic Dishonesty from those who made the cladding used on The Tower, with one manufacturer deliberately concealing the true extent of the danger of its product. The report found that London Fire brigade firefighters who went into grenfell had not been properly prepared, with a failure to share knowledge about cladding fires, a failure to plan for a large number of 999 calls, or Train Staff in what to tell trapped residents. When Baby Bobbyjudkins was born premature atjust 23 weeks his parents were told he had a 60 Percent Chance of survival and may not make it through his first night. Now after almost a year in hospital battling life threatening complications, hes managed to do the unexpected and come home to settle into family life. 0ur Reporter Michele cross has more. For lilly and jay, their pregnancy was going well until they got halfway. So when i was about 22 weeks, i started to feel really light headed and not very well. And i phoned the Maternity Unitjust to sort of get checked over. By the time they examined me, i was sort of six centimetres. Ready to go we ended up being transferred from our local hospital while i was in labour, which is advised against, but we felt like to give him the best chance that he could, that it was a risk we were willing to take. So, we got transferred to portsmouth qa hospital. The situation became serious pretty quickly. Their son was born three days later. There was about 30 people in the room with us and there was a team for him. Yeah. A team for me. That early, you dont really think youre going to give birth or have the baby, so itsjust Where Do We Go From Here . They told us he wouldnt cry when he was born because obviously his lungs would have been really underdeveloped. But actually, he cried. I can just remember laying there and i was like, is that my baby . And they were like, yeah. And ijust cried because you google about a 23 week old baby and theres not a lot of positivity around it. The Survival Rate for babies born at 23 weeks is around 60 , and bobby suffered complications. When he was a few days old, he had sepsis, and he developed Grade Three and grade four bleeds in the brain, which is quite severe, and they didnt think he would make it through that night. He had a perforated bowel, so his stomach was basicallyjust emptied into his body. He ended up with a stoma. He survived surgery at 25 weeks gestation, but wasnt out of the woods. When you find out youre pregnant and then you give birth, you dont expect every day to be waking up to say, oh, is my child going to make it through the day . He had these apnoeas so, like, hed stop breathing, and they told us to prepare for the worst. And we actually ended up going in an end of life room, which at the time was really sad. All ourfamily came, and it was the first time theyd held him since he was born, and he was five months old and some family were meeting him for the first time, and also at the same time saying goodbye. Things suddenly improved when bobby responded to treatment for reflux. Actually, it more felt like a hello than a goodbye. After 314 days in hospital, the family finally came home three weeks ago. I remember driving in our close and it still didnt feel quite real. And then we stepped through the door and i was like, wow i felt so proud of all of us because we stuck at it and we never gave up. To have a high that was so high wasjust like the biggest relief. Bobby is on oxygen and is closely monitored. Hes likely to have cerebral palsy, but the long term implications arent known. Well sort of have a review when hes about two years old, just because his brain is still constantly growing. And bobby will do what bobby wants to do, and no ones going to tell him. For decades, both profits and sewage have flowed from englands privatised Water Companies. Dividends have been paid to shareholders and multi million Pound Pay packages to Company Bosses. Last year, the sewage spilled for 3. 6 million hours. But could things be about to change . This new legislation makes it easier for the Environment Agency to take Enforcement Action and introduces tougher penalties for executives. If they obstruct an investigation, they could now face up to two years in jail. Bonuses for bosses will only be allowed if their companies arejudged by the regulator to have met both environmental and financial standards. What these new laws are doing is its bringing Back Accountability into a system where the public feel there has been no accountability whatsoever, despite the fact that last year we saw record levels of pollution in our rivers, lakes and seas. The previous government, for 14 years, let them get away with this. This new law gives the regulator the tough new powers they need to crack down on these kinds of abuses. But is it really the laws that have been the problem . Many campaigners say regulators should still have done more to investigate and take action over sewage spills. We actually have perfectly decent laws, perfectly, you know, acceptable legal framework. The problem is its never been enforced. And what this bill does is comes up with some nice emotive phrases like Prison Sentences and banning bonuses and so on, but it doesnt address the fundamental problem. We have a set of regulations already and theyre not being enforced, and the only way theyre going to be enforced is by our regulators to be properly funded and empowered to do the job theyre supposed to be doing. This bill is an attempt by the government to tackle the worst excesses of the water industry, but it wont, on its own, stop the sewage spills. Thats going to take billions of pounds of investment in new infrastructure, and negotiations are continuing between the regulator and the Water Companies as to how much all of our bills are going to have to rise to pay for it. So it was devastating when they came to get ahead of my being called on stage and the backstage route they took me around, i took a look at the lift and the safe Working Weight limit was below the weight of me and my wheelchair which meant there was no way of me being able to get safely on the stage. I am not particularly heavy. The Weight Limit for the lift was just completely inadequate. This had not been communicated or discussed at a stage where it could be resolved so i was stuck backstage. After five years of hard work on my masters i would not have the same Graduation Opportunity as my peers. That also felt reflective of my experience at ucl as a Wheelchair User and the amount of work that still needs to be done there. , of work that still needs to be done there. ,. ,. , there. It was the sense that ultimately, in many ways, i had an inequitable and second Class Student Experience at ucl and my graduation was more of the same. Dennis, you campaign for equal rights and accessibility for disabled people. At the southBank Centre, it said they were sorry for Jamies Experience and recognise there is work to do. At the centre, everyone is welcome and we work hard to make sure spaces are accessible to make sure spaces are accessible to all. Yet consideration to things like this is not seen as a priority. A Clothing Shop run by two south London Cabbies is facing legal action from a Californian Company over its name, Brixton Street wear. So for an easy reply, i could say, well, all the recommendations in the first part of the report, you know, weve put them in, weve changed our resilience team, weve changed the way we organise ourselves, weve changed how we behave with our residents. For decades, both profits and sewage have flowed from englands privatised Water Companies. Dividends have been paid to shareholders and multi million Pound Pay packages to Company Bosses. Last year, the sewage spilled for 3. 6 million hours. But could things be about to change . This new legislation makes it easier for the Environment Agency to take Enforcement Action and introduces tougher penalties for executives. If they obstruct an investigation, they could now face up to two years in jail. Bonuses for bosses will only be allowed if their companies arejudged by the regulator to have met both environmental and financial standards. What these new laws are doing is its bringing Back Accountability into a system where the public feel there has been no accountability whatsoever, despite the fact that last year we saw record levels of pollution in our rivers, lakes and seas. The previous government, for 14 years, let them get away with this. This new law gives the regulator the tough new powers they need to crack down on these kinds of abuses. But is it really the laws that have been the problem . Many campaigners say regulators should still have done more to investigate and take action over sewage spills. We actually have perfectly decent laws, perfectly, you know, acceptable legal framework. The problem is its never been enforced. And what this bill does is comes up with some nice emotive phrases like Prison Sentences and banning bonuses and so on, but it doesnt address the fundamental problem. We have a set of regulations already and theyre not being enforced, and the only way theyre going to be enforced is by our regulators to be properly funded and empowered to do the job theyre supposed to be doing. This bill is an attempt by the government to tackle the worst excesses of the water industry, but it wont, on its own, stop the sewage spills. Thats going to take billions of pounds of investment in new infrastructure, and negotiations are continuing between the regulator and the Water Companies as to how much all of our bills are going to have to rise to pay for it. It was they were just like ape hands, you know . In the last months of his life, he embarked on a tour of hope, travelling around the country, raising awareness. Theres nothing worse than somebody that lies down screaming and grumbling and saying, why me . Much better to get up and start flailing your arms again, isnt it . One of those who was with roy on the Tour Right at The End was terry. Like roy, terry had also never smoked, but had been diagnosed with Lung Cancer. He was 42. Three decades on, terry is still alive. He wrote me that back, you know, saying he was going to thump his cancer same as me. I have had so many letters from people telling me that theyve had chemotherapy and what theyre going through. I always believed that as his illness progressed and went worse, he knew what a hard fight he had on. And i think he decided that if he was going to going to die, he would die living. He would not live dying. And i think for me, on the tour of hope, that was like his last big show and he put everything into it. Roy died two days after his 62nd birthday, but his legacy continues in the foundation set up in his name. It provides support to patients and has helped introduce Lung Cancer screening. 75 of the people who are diagnosed with Lung Cancer were stage four inoperable, incurable. What we are seeing with this is diagnosing them at stage one or two, 75 of the people. So itsjust flipped that stat on its head. And that is truly absolutely amazing. We are saving so many lives. And a major part of the Roy CastleLung Cancer foundation is the research that goes on in these labs. Over the last 25 years, theyve collected over a quarter of A Million samples from people who are healthy and people who have Lung Cancer. And then theyre all stored in these huge freezers. 250 samples here. So 1,000, 2,000, 4,000 samples in a freezer. So what weve done so far is find a whole range of different proteins which we know can help predict Someones Risk of cancer. And what we then hope to do is develop tests where we can use just a very small amount of blood and measure a small number of proteins, which together tells you whether someone is likely to get cancer in the future or whether they actually are likely to have cancer now. The Roy CastleLung Foundation provides Advice And Support for patients. Like nick, who was diagnosed six years ago. I coughed up two blood clots about the size of £2 coins. Both of them within about an hour of Each Other, whilst i was moving the boxes, so i knew there was something pretty serious. Nick turned to Roys Foundation for help. They give you hope. A vigil has been held to remember the Victims Of grenfell, following the publication of the final report into the tragedy which highlighted a chain of failures across governments and the private sector. For some survivors, the focus now is on holding to account the people and organisations named in the report. The mayor of london says he shares their frustration with how long the criminal investigation is taking, but that its important the police are able to review all the evidence. Of course we want them to complete their investigations as soon as possible. I understand the frustration. I understand the delay. Its more than seven years on now and the inquiry has only just been completed. But actually, i prefer the police and cps waiting for all the evidence to be revealed in the inquiry and then do their investigation, rather than the police investigating and new stuff coming to light. The report into the Grenfell Tower Disaster has set out how a chain of failures across government and the private sector led to the loss of 72 people in 2017. We can Take A Look at some of the key findings. In 2001, before the disaster, the alarm was raised about cladding related fires. But, despite a committee of Mps Raising Concerns at this point, flammable Cladding Wasn T banned, as it had already been classed as meeting british safety standards. The report also found that tests conducted in 2001 revealed that the cladding of concern, burned violently though the government did not tighten any rules. In 2010, the Coalition Government was intent on cutting regulations. The inquiry found that even matters affecting the safety of life were ignored, delayed or disregarded. The inquiry found there had been Systematic Dishonesty from those who made the cladding used on The Tower with one manufacturer deliberately concealing the true extent of the danger of its product. The inquiry said grenfell s refit was poorly managed by contractors and the company owned by the council, which ran its social housing. It found there been a persistent indifference to Fire Safety and the needs of vulnerable residents. Speaking following the publication of the report, the Council Leader acknowledged failings and said it had changed its practices. Our cultures changed completely. And that takes time. But weve been very fortunate in that the bereaved and survivors have challenged us to become the best council. And at the same time as challenging us, theyve also helped us redesign various services and they hold us to account. So i think that that takes a lot of generosity of spirit to do that. So weve changed in that sense, and i think weve also changed a lot of our about how we protect people from fire. So our whole Fire Risk assessments, which we do on a biannual basis, having peeps for people who are putting in sprinklers, etc, etc. Our correspondent Tim Muffett is in West London for us alongside two of the survivors of the disaster.
