He told msps at holyrood that the despite a challenging situation his government would deliver for the people of scotland. Each september, the Scottish Government lays out its objectives and the legislative programme for the parliamentary year. This follows an Announcement Yesterday by the Countrys Finance Secretary of £500 million worth of cuts to balance the budget. Let us speak to our scotland corresponding who is Outside Holyrood. This programme for government sets out simply and clearly our intentions for the next 12 months. Its purpose is to ensure that government spends every day delivering for the people of scotland. The commitments in it are practical, not partisan. They are affordable, impactful and deliverable. Together, they reflect my optimism that even though we face an incredibly challenging set of circumstances at this moment, the Adherent Strength of scotland of people in our communities can create great possibilities for our country. Streamlining processes and pooling resources which are used to support families in poverty. He talked about more money going into affordable housing more investment in the economy and the infrastructure and efforts that will be made to bring down Waiting Lists in certain areas. For instance, he talked about more surgery. Centres. As far as i could tell he only mentioned independence wants. That is despite the fact that he leads a party which has independence for Scotland Party its mantra. That adds to the fact that he is the leader of a Minority Government so he has to get other parties on board to get other parties on board to get other parties on board to get bills through the parliament here in edinburgh. He did talk at one point about the more practical partisan. He said there are important impactful and deliverable. I just want to come back to our Breaking News in the last few minutes that the tory leadership election race, dame Priti Patel has been eliminated from that race. There were six candidates are now there are five. In the voting, she got 1a Votes which meant that she was eliminated. Mel stride got 16 votes, Tom Tugendhat got 17, James Cleverly, the former Home Secretary, 21. The top two, kami Kemi Badenoch got 22. Top of the pile in this first round of the pile in this first round of voting was robertjenrick who got 28. He served as Housing Secretary under boris johnson. He came out with 28 votes that he is top of that list. There are now five left. What will happen now is there another man is another round of voting amongst those mps. That will get it down to four candidates. Once there are four candidates. Once there are four candidates they then go on to what some people decide that it might describe as a Beauty Parade at the tory Party Candidate where they get to put their Case out of the Party Conference and then eventually it will get down to two who will then be voted on by the wider tory membership. Let me take you back to West London because the publication of the final report on the Public Inquiry into Grenfell Tower Fire has been out there. You can see grenfell with that green heart which has had from the you very much. We had from the chair of the Inquiry Sir MartinMoor Bick earlier where he talked about the contents of that report and the, part of disaster. What a phrase that is. It gives you a sense of all of the events that happen in the lead up to grenfell in that awful fire in the lead up to grenfell in that awfulfire in which the lead up to grenfell in that awful fire in which 72 people lost their lives, that had things turned out differently, might have been an opportunity to prevent such a disaster happening. 72 deaths that Sir Martin said were entirely avoidable. Throughout the day we have been getting reaction to that report and talking to people closely connected to the story. The allparty right. The all party parliamentary group is one of the best supported in the house in both houses and lobbies very aggressively the lack of. They should have been a Game Changer when the inquest was published in 2013 it confirmed everything that we had been Saying that the regulations were inadequate that there was a problem with high Rise Buildings in particular but not just them. We found it very hard to get the Attention Government Action and sadly failed and tragically failed. Earlier i was talking about this very subject and he said that there were 21 attempts to draw attention to this. Why were you not being listened to or not listen to properly . That is a question or not listen to properly . That is a question for or not listen to properly . That is a question for many is a question for many ministers and government to answer because they basically blanked us. Among those who was tragically murdered was inside track with conservative government. We werent able to do that. Its very interesting, Sir MartinMoor Bick said today that there should be greater oversight of recommendations from inquests but also from select committee recommendations to the house and that is one of the things that government will have to look at in the review that Keir Starmer said the recommendations from the report over the next six months that they would be taking on board. The speed at which the fire developed was quite incredible. Yeah, it was quite. It all happened really quickly. My dad stayed upstairs on the 3a knocking on the doors to some of our neighbours. Me my sister came down and we met with my mum who is letting on some of the firefighters and again, it just, within 15 minutes it was down from the fourth floor all the way up to the 23rd so it was something that even to this day, it still is mind how something like this could happen in 21st century britain. I am sure you have paid very close attention to the details of the inquiry today. Whats your reaction to what the chair of the inquiry had to Say. . I havent read the whole thing it is been a difficult 2a hours to read that many pages is not an easy task but i have tried to read as much as i can. From what ive read so far, i think it is quite a detailed report and i think it follows the evidence quite well. And the recommendations seem to be some of the things that we have been calling for for the last seven and a half years. So, i kind of guess a lot of us survivors and local residents feel like there is an indication where everything that we have been calling for is hopefully coming. Now it is on to government to actually implement the recommendations and i was hearing a speech earlier that there needs to be some kind of mechanism by which some kind of mechanism by which some of these recommendations do actually get implemented and the quicker the better because at the end of the day, what we want to make sure as survivors is that this never happens again and we have had in the last week to fires. At the end of day, they need to take on Sir MartinMoor Bick� S Recommendations and see what the best way to implement it is. That is proven, as long as there is an independent. As long as there is this independent body which is continuing to push forward on recommendations for us that would be great. I doesnt mean that we will stop pushing for these recommendations to go through but it would make life so much easierfor our Inquiry And Future inquiries as well full recommendations to be put through in a way where they can start the Ball Rolling and get things moving. There was a was going to be a worry that the Report Wasnt going to be Hard Hitting enough. I do still think the report could have been a bit more Hard Hitting but at the same time, it followed the evidence pretty well. All the information is in the report. It tries to explain itself relatively well so i cant necessarily Say it was a bad thing. But i guess, at the same time, it almost feels like we have been screaming and shouting for the last seven and a half years and this is now a report in black and why an official document Saying that we were right all along and that there were so many things that there were so many things that needed to change, whether its from the corporate or government or whether it is from the local authorities. One of the key phrases from this report and we have mentioned it this afternoon is path to disaster. The idea that decades of actions contributed to that fatal fire. Joining me now is Fire Safety export. It is a remarkable phrase, isnt it . Path to disaster and it does get the sense that there were opportunities going back for a long period that led to that awful Night Injune 2017. There were numerous opportunities going back many, many years. Lakanal, even more than that. The shepherds bush fire. There have been plenty and plenty of warning. Not only that their morning to fires but there have been warnings from experts. Notjust myself but other experts who were warning about the risk posed by fire spreading through buildings. Tells about the warnings that you gave. I tells about the warnings that ou ave. , tells about the warnings that you gave you gave. I spoke at the British Standards i you gave. I spoke at the i british Standards Institute and the Fire Conference entitled the Fire Conference entitled The Other Side of the wall. When was this . The other side of the wall. When was this . Three or four ears when was this . Three or four years before when was this . Three or four years before grenfell. I i when was this . Three or four| years before grenfell. I picked up years before grenfell. I picked up on the fact that there was cladding issues on the outside face of the building which is not looked out under the regulatory Fire Safety order. That the Fire Brigade would look at one side of the Stud Partition Wall because that is the Escape Corridor but wont be interested on The Other Side of the Stud Wall. The Stud Wall is plasterboard and the gap with may be some insulation but very often without and then another sheet of plasterboard. And what you get in there is they didnt have the Fire Stopping in the Power Sockets on the Kitchen Side are in the Living Room Side of that wall. I knew tell the Fire Brigade that they were not interested. You add other ducts that pass through from flat to flat and again, they were not interested buy it because as far as they were concerned the regulatory Fire Service order only looked at the corridors in the Escape Route and common parts. And at the corridors in the Escape Route and common parts. And we have had an route and common parts. And we have had an Interview Route and common parts. And we have had an interview with i route and common parts. And we have had an interview with the i have had an interview with the london Fire Brigade today and they have released a Press Release on the steps that they have taken since grenfell to upgrade Training And Awareness and communication. But ijust wonder, overall, looking at all the different moving parts of this, there seems to be a lack of communication at times, a lack of Understanding And Awareness of Fire Safety certificates and whether those were actually really good evidence of the virtue of a product putting into a high Rise Building and whether it would be fire retardant. Yes, the whole of the industry is incredibly fragmented and over the years with political changes its become more fragmented and lots of people not knowing who does what and when and how. We saw that, not only with building control, with government, and with various people with the Building And Contractor and architect, the Fire Engineer he only had to look at some bits of it and it all breaks down. When it comes to the certification of products, we know that one of the products, well, two of the products on the building, the information was incorrect. One of them was definitely a fake test because they used what is called Magnesium Oxide boards to fake a test to get a pass. Which you dont use on the outside of the building. Dont use on the outside of the buildinu. A,. , building. Magnesium oxide is used on the building. Magnesium oxide is used on the inside building. Magnesium oxide is used on the inside of building. Magnesium oxide is| used on the inside of furnaces so its entirely fire retardant. So its entirely fire i retardant. And other retardant. Yes. And other products retardant. Yes. And other products were retardant. Yes and other products were combined with that to give an impression that overall, all of the materials in that Fire Test were fine. Yes and it wasnt written up in the report by the Testing Laboratory. And the Testing Laboratory. And the Testing Laboratory agreed to remove the photograph which showed the material in it. There is no problem with the regulation. With the regulation. Regulations are regulations. You have a regulation when you are driving down the road that there is a speed limit. The enforcement is what causes people to stick to the speed limit, its the number of times you are likely to get nicked by the police, its the amount of times that you have got Speed Cameras and you have got average Speed Camera systems. That is what actually enforces the regulation. If you dont have a regulator enforcing the regulation you can have as many regulations as you like. Thank you very much forjoining us today. Today is the end of the lake chapter, i guess and the beginning of a new one. There is still a lot to take in. It is also quite heavy book to thing that hits the hardest at the moment is knowing that my Uncles Death and the kids and other adults that lost their lives that night were all preventable. They should have all been here with us today had the government listened to the warnings from as early as 1991, had the corporation not been allowed to basically create and mark their own homework. We have learned today that there was systematic manipulation and dishonesty. And the fact that we were sailed across the board. This isnt a finger pointing Pointing Finger is one or two or a few entities who work fault. Everyone failed us, before and after the fire. I had what the Prime Minister said today. I know that this government when theyve not been an office for long. Theyve made some strong promises. Its all about what materialises from now, what happens from now. And also the spotlight is on the police. I believe that the police should have enough to be to move forward. We have been told that we are not going to see any criminal charges for probably at least another couple of years. I hope from the revelations that have come from this report and how strong is that this might urge the police to move a bit quicker. That this might urge the police to move a bit quicker. And, you talk about to move a bit quicker. And, you talk about the to move a bit quicker. And, you talk about the end to move a bit quicker. And, you talk about the end of to move a bit quicker. And, you talk about the end of one i talk about the end of one chapter and the start of the next. Do you think this next chapter is one that is going to deliverjustice chapter is one that is going to deliver justice for your uncle and for the 71 others who died as a result of this fire . I dont know. It is a really, sort of hard thing for me to be able to explain. I will tell you my main issue with the police and where i lost a little bit of confidence with them is where i learned that they did not go in sees any evidence from any of these organisations, individuals and, as we all know, we later found out in the Public Inquiry that things were binned and deleted and all sorts of that stuff. So thatis and all sorts of that stuff. So that is where my issue lies within the police. I understand the this has been a long ongoing investigation. I understand that they have loads of evidence. I understand all of evidence. I understand all of that and this is an area that we cant influence, we can put pressure but we have to be careful because we dont want anything to affect criminal charges in the future. Look, i have to remain optimistic. I cantjust have to remain optimistic. I cant just Say, have to remain optimistic. I cantjust Say, i dont trust the police and i dont think theyre going to deliver as justice. I hope they do. I really hope that they do, i really hope that they do, i really believe that there is enough evidence to go for corporations, some individuals. Whether that happens or not thatis whether that happens or not that is a completely different story. So i have to try to keep telling myself to remain optimistic and to be hopeful that the police will deliver justice. But i dont know whether that is going to happen.
