Returning to the middle east. Since the start of the Israel Gaza War in october, jewish settlers have increased the rate at which they have been setting up illegal outposts in the other palestinian territory, the West Bank. According to the un, in that time over 1,500 palestinians have been displaced from their homes. For over six mOnths, Bbc Eye investigatiOns has been following the activities of settlers living in illegal outposts and can reveal new details about support they have received from an israeli state linked organisatiOn. Emir nader reports. Here in the occupied West Bank ayesha and her Husband Nabeel say theyre being forced from their home. This is the man shes accusing a settler named Moshe Sharvit. But Moshe Sharvit paints a different picture of his presence here. He lives in an unauthorised settlement in the West Bank. Its whats known as an outpost, illegal under both israeli and Onal-law'>InternatiOnal Law, and outposts like moshe s, which are often farms, give Settlers Access to huge areas of land. Its outposts like these that are rapidly expanding since the beginning of the war in gaza, and are increasingly linked to violence and the On'>Mass ExpulsiOn of palestinian families, while pushing israeli settlements deeper into the West Bank and taking cOntrol over vast swathes of land. Bbc Ons'>Eye InvestigatiOns has analysed data and verified the locatiOn of 196 outposts across the West Bank. Almost half were set up in the last five years. We join Ayesha And Nabeel again as they return home, two mOnths after they were forced to leave. Moshe sharvit, the settler who they say forced them out, appears again. Earlier this year, Moshe Sharvit was amOng a number of settlers sanctiOned by the uk and the us for violence against palestinians in the West Bank. Weve discovered how an israeli government funded divisiOn of the Onist-organisatiOn'>World ZiOnist OrganisatiOn has dealt with some of these settlers. Documents obtained by an Israeli Ngo show how the wzo has allocated large areas of the occupied West Bank to settlers. They forbid the building of any structures. But we found a pattern of settlers who have established their outposts On these lands. Its a body which runs very, very, very big part of a land which had been expropriated by the israeli authorities in the West Bank to defend israeli settlements or settlers. Neither the Onist-organisatiOn'>World ZiOnist OrganisatiOn nor the israeli government respOnded to our questiOns. Nor did Moshe Sharvit. So we went directly to his outpost. Weve spoken to a palestinian woman who says you put a gun to her head. No, it was. It was you, Moshe Sharvit, who sanctiOned internatiOnally. Will you let the palestinian families return to this area . Despite internatiOnal sanctiOns On settlers like Moshe Sharvit, they remain undeterred and increasingly powerful. Emir nader, bbc news. With me is Bbc Eyes emir nader. The settlers you have looked at, how has the support they have received changed over the years . Have received changed over the ears . ,. , years . TraditiOnally in the West Bank years . TraditiOnally in the West Bank we years . TraditiOnally in the West Bank we have years . TraditiOnally in the West Bank we have seen l years . TraditiOnally in the West Bank we have seen roughly half On'>A MilliOn israeli settlers living in these Big Urban Turnstile Settlements that often have approval from the israeli government and in recent years we have seen a real growth of what is known as outposts, legal under israeli law and Onal-law'>InternatiOnal Law and they have grown very much in they have grown very much in the past. We have looked in the past five years, the number has almost doubled and from those outposts, they are often engaged in violence with local palestinian communities. And we have seen some powerful groups in israel support the rise of these outpost settlers, including two ministers in the On-government'>CoalitiOn Government who are settlers themselves and have sought to legalise them retrospectively. Sought to legalise them retrospectively. Some of the settlers have retrospectively. Some of the settlers have been retrospectively. Some of the l settlers have been sanctiOned internatiOnally but how effective is that been . The severity of effective is that been . The severity of the effective is that been . Tue severity of the situatiOn effective is that been . Tte severity of the situatiOn in the West Bank is such that even the West Bank is such that even the head of the israeli Security Agency said we should not call their activities criminality, we should call It Terrorism and its pushing the West Bank to a very dangerous place. The us, uk and a number of countries have sanctiOned some sceptres for violence and putting palestinians out and i think the fact that what is happening in the hills and towns of the West Bank is drawing internatiOnal cOndemnatiOn shows you the severity of the situatiOn. In the course of our investigatiOn we did not really see sanctiOns having much of an impact On their activities but there are some countries now looking to sanctiOn the organisatiOns supporting those settlers, some of whom we have looked at in our film and the film is available On the World Service Youtube Page. Here in the uk, an independent review has found that the body that inspects schools in england and wales, ofsted, was defensive and complacent in its respOnse to the death of Head Teacher Ruth perry. She died by suicide after learning that the watchdog was downgrading her school. Ofsted s Chief Inspector has accepted most of the review s recommendatiOns, as our On-editor-bra'>EducatiOn Editor Bra nwen jeffreys reports. Ruth perry had a happy family life, a job she loved. Last year, the primary Head Teacher took her own life. An ofsted inspectiOn an inadequate grade shattered her mental health. But ofsted was defensive and complacent, says this report. The On-secretary'>EducatiOn Secretary says it shows the need for change. It s deeply cOncerning, and it underlines the view that i ve held for some time about the need for wider reform of ofsted. The measures that i ve set out in terms of moving away from those One word judgments are Only the first step in terms of the change that we need to see. And i m determined to work with the new Chief Inspector to drive forward that change, and to have a culture that encourages openness and transparency. Ruth s sister, julia, has campaigned for that change. In the mOnths after the death, ofsted made no attempt to cOntact the family. Its a complacent, On'>Defensive OrganisatiOn that has been incapable of self reflectiOn, that will not listen to criticism, and has been doing untold harm as a result and getting away with it. Do you think that the inspectiOn came to the right cOnclusiOn . I do. I think the findings were secure and i think the On-team'>InspectiOn Team worked with the Onalism-and-sensitivity'>ProfessiOnalism And Sensitivity that i would expect from our inspectors. Ofsted s boss at the time was amanda spielman. She defended their approach. The bbc has asked her for an interview about this report, or any respOnse to its many criticisms of ofsted leadership at the time. She has refused both requests. Ofsted now has a new boss he says he wants change, and headteachers say he s taken the first steps. Since the new leadership has taken over the reins at ofsted, we ve seen a real Sea Change in their openness and their willingness to take On change, and we re looking forward to working with Sir Martyn to make sure that we can co cOnstruct the future. This week, julia welcomed the scrapping of One or two word judgments the first step to a different system. Branwen jeffreys, bbc news. Speaking earlier to bbc breakfast in the wake of the findings, ofsted Chief Inspector Sir Martyn oliver said it was time to look towards the future. Proud to have commissiOned it. And although there are hard things there for us to hear, i did that On purpose so that we could actually accept the criticism and then build a better future. I want to reset our relatiOnship, focus On the positives now, and build a system which maintains, indeed raises standards for parents, but is reducing the pressure for the hard working teachers and staff out there. Let s speak to our reporter ellie price. What practical changes might be expected in the wake of this . You have the outcome of the report into the death of Ruth Perry and essentially you had the ofsted report into essentially its own way of doing things On the findings were that ofsted needed to future focus On the behaviour of students. The attendance of students. And also school provisiOns for pupils with Onal-needs'>Special EducatiOnal Needs and disabilities, at the moment they say they haven t looked into that enough so i think we will see a change in how On-schools'>Ofsted Reports On Schools and the values that schools find important and yesterday we heard the government is scrapping those One On'>Word DescriptiOns in Ofsted Reports of a school so what you would have as an inspector going into a school, the inspectors write the report and give the school if One On'>Word DescriptiOn and that could be anything for outstanding, good, or requires improvement but that has now been scrapped and it s been welcomed by Ons'>Teaching UniOns but there s more to come in the next year or so. The government says by next september there will be a report card, a very different look at how Ofsted Reports will look and essentially a broader look, more descriptiOn On some of these areas that a school needs to be inspected On. We these areas that a school needs to be inspected On. To be inspected On. We heard reactiOn about to be inspected On. We heard reactiOn about the to be inspected On. We heard reactiOn about the changes i to be inspected On. We heardi reactiOn about the changes to the One word system, that has been welcomed by Ons'>Teaching UniOns but what is the reactiOn been from teachers and parents and uniOns to this review of ofsted and to their promise to be better in the future . Again, i think broadly be better in the future . Again, i think broadly supportive. Be better in the future . Again, i think broadly supportive. The | i think broadly supportive. The suggestiOn is that most of the uniOns i have heard from suggest this is movement in the right directiOn but they are cautiously optimistic. You hear the headline figures today, the realisatiOn that there were mistakes made in the case of Ruth Perry and the school that was otherwise rated good and most other areas had just received this One On'>Word DescriptiOn On the issue of safeguarding and if any school before received a negative report, an inadequate report On safeguarding, very important issue, the whole report would be downgraded. Ofsted harvester On that as an approach. Now what happens is that if a school receives an inadequate report On the issue of safeguarding ofsted go back within three mOnths to essentially see further improvements have been made to save the situatiOn, if you like. Ithink save the situatiOn, if you like. I think what has also been welcomed as a broader focus On mental Health Awareness of those being inspected, the cOnversatiOn coming out at the moment was that ofsted and the schools inspected, it was an adversarial relatiOnship, the schools and those inspected felt very cOncerned and very anxious about those inspectiOn so i think there s a feeling from ofsted that that will have to change in the future, there needs to be more of a collegiate approach and the whole point of these inspectiOns is to raise standards and improve the standards and improve the standards for children learning in schools as well as telling parents exactly the state of the schools in which they Centre Children to. Thanks so much. Centre children to. Thanks so much two Centre Children to. Thanks so much. Two teenagers Centre Children to. Thanks so much. Two teenagers have i Centre Children to. Thanks so. Much. Here in the uk a corOner has written to Sat Nav Operators asking them to change unclear directiOns which led to the deaths of two women in buckinghamshire. They were killed when One of them mistakenly drove the wrOng way down a Slip Road into Oncoming traffic On the A5 In November Last year. Nick lyes is director of policy and standards at the uk charity, i am roadsmart. What is your reactiOn to this . What is your reactiOn to this . What the corOner has said is absolutely right. There is respOnsibility that needs to be placed On satnav providers but there is respOnsibility On drivers as well. Audible warnings are One thing but also there are Road Traffic signs that need to be looked at and the important thing from a Driver Point of view is that people cOntinue to focus On the road ahead and the Road Signs rather than perhaps over relying On Satnav Technology but given that the corOner has drawn from this that Satnav Operators need to change, does that indicate that the way that satnav is have their instructiOns and directiOns at the moment is not good enough . I would say there is an argument to that. Making sure that Satnav Operators had the most up to date technology. The best audible warnings that there could possibly be. I know thisjunctiOn there could possibly be. I know this junctiOn particularly well, it happens to be just down the road from where i live and i have first Hand Witness to other drivers making the same mistake so there s clearly certain things that are at play here, whether it is the design at thejunctiOn, the here, whether it is the design at the junctiOn, the design of the road and obviously people listening to Satnav Warnings that perhaps are not as accurate as they should be. There is a multitude of things that need to be looked at. Mit . That need to be looked at. Why not amend that need to be looked at. Why not amend and that need to be looked at. Why not amend and change and improve a multitude of things . I hear that you say about signage needing to change but given that the corOner says satnav is need to change unclear directors what do you think Satnav Operators could do to help in these situatiOns . The first thing i would say is Satnav Operators should ensure their technology is up to date, they should review things as quickly as possible. I think also there has to be a little bit better work between the Police And Satnav operators so look at the Road Traffic collisiOn data, people going the wrOng way down a junctiOn or a road or a dual carriageway is not One of the things that is not One of the things that is listed as a cOntributory factor. Clearly we need to have dated there to understand just how Big A problem that is. We know this particularjunctiOn know this particular junctiOn the know this particularjunctiOn the corOner says there have been multiple instances of this happening and as i say it is Something Eyewitness first hand. But we need to have the dated there. Then what we need to do as the Police And Satnav operators. To do as the Police And Satnav operators to do as the Police And Satnav operators. Im afraid we must leave it there operators. Im afraid we must leave it there but operators. Im afraid we must leave it there but thank operators. Im afraid we must leave it there but thank you operators. Im afraid we must leave it there but thank you so | leave it there but thank you so much. Some breaking news. From providing a warm space for communities to meet, to hosting activities, and of Course Offering free access to books libraries have lOng been a key part of many of our lives. But Bbc Analysis has found that since 2016, One in 20 libraries in the uk have been lost either completely closing or moving them to volunteer run groups. Our Reporterjayne Mccubbin reports. Hands off our libraries and the poorest parts of the country have been around four times more likely to have lost their library than the richest parts of the country. I watch the people come in and collect their orange bags. Where are they going to go for their orange bags if this shuts . But the future of this place hangs in the balance. I feel that theyve made a big mistake to shut them down, because its notjust adults that want to read, its children who want to read. Perhaps their mums and Dads Cant afford books. And to me, its letting everybody down. I enjoy myself mainly because of these ladies. And we all talk and we can talk about anything really, which is nice. And me and my positiOn in this, a lot of it is company for me. The council says no decisiOn has been made yet. It is still cOnsulting over a possible closure and they say they are listening. Quite clearly from the meetings that i was at, people are very passiOnate about their libraries and they will find it very, very difficult in many cases to go to different libraries. You know, it s all well and good, the government saying you have to provide these services by law, but if they dOn t provide us with the resources to do so, it s a big challenge. A Government Spokesman say they understand the pressures facing councils and are committed to giving stability back to local councils so services can best meet the needs of their communities. DOnt steal our libraries. For laura swaffield, this has been a lOng campaign. Its hOnestly a natiOnal disaster.
