A new report, funded by the european union, has found that the worlds super rich are still able to pay low rates of tax, despite a decade of efforts to reduce evasion. The study says there are still too many loopholes and billionaires are able to pay less than half a percent of their wealth. The eu tax observatory, which is behind the report, is calling for a new global minimum tax on billionaires saying that if the richest 3000 people in the world paid 2 , then it would raise 250 billion a year. Lets speak now to one of the reports authors quentin parrinello, Senior Advisor at the eu Tax 0bservatory . What more can you tell us about what this report is calling for and whether its feasible . In this report we are trying to target tax evasion and mistakes have happened in the last decade in terms of tax evasion. Mainly focusing on the taxation of billionaires. We are asking to replicate the agreement on the global scale. For Global Billionaires. As you said, Global Billionaires. As you said, Global Billionaires play a ridiculous amount of taxes out of their wealth because they structure their wealth so that it doesnt generate a lot of taxable income. We are asking for a minimum 2 global tax on billionaires. It may sound youtube utopian to some people. What will it take to achieve that . We hope that next year in brazil will be a Good Opportunity to progress in this matter, it should call for a global minimum tax billionaires and the International Community should work on that. International agreements are preferable, if everybody is measured against globally agreed targets but we also need to be realistic and offered proposals that countries could do unilaterally to ensure they dont leave when thats put in force. ,. The design of this tax also means that if one country refuses to put that minimum tax in place, another one stepped in and can tax it. Beyond that we want to tax individual billionaires. The Taiwanese Electronics giant foxconn, which builds millions of iphones along with a range of other devices, is under investigation in china. The Chinese Government controlled global times, citing anonymous sources, says officials conducted Tax Inspections at foxconn businesses in two chinese provinces. The companys share price dropped by 2. 9 following the news. Foxconn is the biggest maker of iphones for us Tech Giant Apple and is one of the largest employers in the world. Its facing land use and tax investigations. The scope of these inspections seems wide, targeting Foxconn Assets in different provinces across the country.
