A 56 year old van driver was killed when a falling tree hit his vehicle in angus yesterday, and a 57 year old woman died, also in angus, after being swept into a river. The met office has issued a second red Weather Warning for the North East Of Scotland from midnight tonight. Fiona lamdin reports from brechin, north of dundee, where people had to leave their homes because of flooding. In the dark, they hadnt realised just how deep it was. The South Esk River burst its banks in brechin around four in the morning. 70 year old muriel has lived here for 20 years. Last night, she was adamant she wasnt leaving. I heard the water in the garage of our house, and this is how close weve got to escaping in our car, which is a hybrid, but we thought for a horrible moment we were trapped in it, because we couldnt get the doors open. We feel rescued now. David and isla and their beloved spaniels were sheltering in their attic before help came. We all came out through the bedroom window. Ive been up in the attic since five oclock, basically, since the water started coming into the house. This is still very much an ongoing operation. These teams have so far rescued around about 50 residents this morning. No one knows for sure how long this water will remain here, but it is thought it might stay flooded for the next couple of days. And listen to this. Just a0 miles up north in aberdeen, winds of up to 70mph. Along the coast, these homes were submerged and damaged. Yesterday, the body of a 57 year old woman was rescued from a river in angus. The rain has literallyjust stopped before we came on air, but its been coming down thick and fast during the course of the morning. As you can see over my shoulder, a rescue operation, a substantial rescue operation, is under way, and teams have spent the morning evacuating people or trying to reach people who have been stranded, as you saw in the report. Over in the course of the last half hour, weve been moved further and further up the street, because there are real concerns that the river esk, which burst its banks leading to the evacuations, is going to rise again. Why . Well, because weve had another red Weather Warning for angus and indeed other parts of scotland which were affected by yesterdays red Weather Warning. That means we are going to expect more rain and more wind, and that comes into effect from midnight and is expected to last for 2h hours. And as weve also heard, the storm has already sadly proved deadly. A 57 year old woman died when she was swept away in a nearby river yesterday evening, and a 56 year old man died when a tree landed on his van in the town of forfar, just south of where i am, also yesterday evening. Its fair to say that scotland has borne the impact of storm babet so far, and it looks like we are in line for some further tricky conditions in the next 2a hours or so. We can also hear from our reporter louise hosie, shes in stonehaven and spoke to Gareth Barlow about what the situation is like there. The wind has really picked up, it has been whipping up the waves behind me and driving the rain here. Now, here in stonehaven, there have been some fears about the impact of flooding, the town here has been flooded before. At the moment, it actually seems to have escaped the worst of it, but obviously with that you are new coming in later on this evening, there are realfears here about what might happen. There has also been a lot of Transport Disruption in scotland, the main road between here and stonehaven and dundee has been closed in both directions, many trains and other services have been cancelled. There have also been power cuts, the Electricity Company telling us that they have now restored power to around 2a,000 customers, but they are still waiting to try to reconnect another 4000. So, yes, here the conditions are still really very difficult, and i think the feeling here in stonehaven is that the storm is definitely far from over. Louise, we can see the waves rolling in behind you, is this a story about the wind and rain, or is this also about flooding too . Well, it appears that this storm, storm babet, has affected many areas up here in the north and North East Of Scotland, coastal areas like here in stonehaven, but also areas further inland, brechin in angus that you heard about from louise cowie before, where people have had to have been evacuated from their homes. The real worry in the coming hours is this red warning for rain, many areas like brechin have had record breaking levels of rain, and the worry is about what is to come once that sweeps in. Lets talk about how the storm is affecting those in england, we know that a plane has slid off a runway while landing at Leeds Bradford airport. A spokesperson for the airport said the tui flight was arriving from corfu when it moved off the runway whilst landing. The airport said its staff were working with the emergency authorities to address the situation and remove passengers from the aircraft safely. West Yorkshire Fire Service said there were no reported injuries. And this is in the brampton area of chesterfield in derbyshire, where the fire service say theyve rescued around 30 people from their homes and businesses. Further rescues are going on there, as flood waters continue to rise. Live now to my colleague liz roberts in chesterfield. Well, it has been raining relentlessly all night and most of the day here in chesterfield, and although there was one or two Flood Warnings in place, that wasnt the case where i am standing, which is the houses that are buying the river rother here in chesterfield, and water started rising about two oclock in the morning, and by 10 31 gentleman said he was waist deep, so it took a lot of people by surprise and meant that people became trapped in their homes, unable to get to work, unable to get their children to school even, and what has been happening this afternoon is that Derbyshire Fire And Rescue Service have been sending boats up and down the road that is now a river behind me, knocking on doors, asking people if they need to get out, want to get out, and are assisting them in doing so. I have been watching a steady flow of boats come down here, rescue boats bringing people and their animals out of their houses. There are other parts of chesterfield that are other parts of chesterfield that are affected as well, but Derbyshire Fire And Rescue Service, a rough estimate, they think around 400 homes and businesses in this area that are currently under water. Now, what has started to recede just here, but it is still raining, so no guarantee that it will stay that way, and earlier this afternoon water was flowing quite rapidly down here and down the streets to the side, and there was real concern that people could be swept away, because it is those streets that sweep back towards the river, and there was real concern for peoples safety. As far as we are aware, there have been no injuries, and people who have wanted to get out of their homes have been able to do so. Although the area has flooded before, and there are parts of chesterfield that can be prone to flooding, it is probably 2007 since we have seen any really severe floods, 2019 we did see some, but not in this area, and a lot of people here have not experienced anything like this before and have been completely surprised by it and had no idea it was coming, particularly in this part of a noun. There are a lot of Terraced Houses as well, i did speak to one gentleman this morning who said there was a Real Community spirit as everybody got up this morning and realised what they were facing, all trying to help one another, but when it became clear that there had to just get out, people havent really got anything with them, there are people in the nearby church, you know, just with the clothes on the back and nothing more. So it is a pretty distressing time for those people, the rain is still coming down, we dont know whether these floodwaters are going to rise any more. Of course, we are on the edge of the peak district, water comes down from those peaks and hit the rivers and they swell even more, so it is a little uncertain as to what this is going to mean and whether even more properties may be at risk of flooding here. Yet another death during very difficult conditions in storm babet. And we know that richmond in North Yorkshire has also been hit. My Colleague Rowan Bridge has been getting the latest. You can see the river behind me, the rain has been coming down pretty much relentlessly since ten oclock this morning, when we arrived here, and you can see behind me the impact it has had on the river, which is a real barometer of what conditions have been like. It is running harder, faster and higher than it was a few hours ago. We have had people turning up to take photos here, and that is really reflected across much of Northern England and indeed other parts of england as well, 200 Flood Warnings in place across england, meaning flooding is expected, another 111 flood alerts, meaning flooding is possible. That runs from the North East Of England and the eastern side of the pennines to the midlands and North Derbyshire area, and that is having a Significant Impact on the rail network, especially around the midlands and the north of england. I would really advise people to check before they travel on the rail network at the moment. Jules hyam has also been bringing us the latest from swindon. Look, compared to what louise and rowan were saying, we have had it quite easy here, but it has not been plain sailing on the railways. Last thursday night, friday night, massive amounts of rain on a stretch of line around Royal Wootton Bassett flooded, and the same thing happened again last night, meaning for much of the day there has been no Train Service from Bristol Temple meads to london and vice versa. Only now are we starting 0 see some trains coming back, but only one in four of scheduled services. I was chatting to some people who have come back from london, they have described the service as chaotic. And with further flooding north of swindon, the station has been totally cut off for much of the day. And on the roads, flooding as far as gloucestershire, high levels of water, much of it has now receded, but in terms of getting round the west of england, all through it, it has been incredibly difficult for almost all of the day. And what is the outlook for the weekend . Well, look, it is lovely and warm now by comparison to earlier, it is dry and has been since late afternoon. There is rain tomorrow, so while it may have eased away a bit this afternoon, im not sure how much longer that will last. Earlier, our reporter chris dearden, whos in mold, flintshire, wales, spoke to my colleague Gareth Barlow and gave us the latest update from there. Water levels do seem to be dropping ever so slightly, and the rain is perhaps a little less persistent thanit perhaps a little less persistent than it was earlier on. We are told by Natural Resources wales, which looks after the Natural Resources here, says the river here, that the river gauge on the river peaked and hit a record level at a roundabout at lunchtime today. I havent got a more recent reading to know whether thatis more recent reading to know whether that is going down or not, but it is the highest level since the gauge was installed in 2011. And whilst the floodwaters have been here in the floodwaters have been here in the town, we have seen the fire brigade going back and forth pumping out flooded basements further down the street, there is a garage that has also been receiving help from the fire brigade, and the fire service say they have been active right across north wales, pumping places out, pumping basements out, putting sandbags in place to try and defend those properties where they can. But so far, still quite windy, still quite wet, still quite a lot of water about, but things seem to be heading in the right direction. Briefly, we can hear the rain on your umbrella behind you, but the outlook does look relatively better. That said, it is notjust a case of the water going down, there will also be an awful lot of clearing up to do in the river and the drainage system, which has basically ripped up system, which has basically ripped up the tarmac in this road just across the way from here, so there will be clearing up to do over the next few days, and of course the Knock On Effect on the transport system, the a55 across north wales has been quite slow, not because of Flooding Issues there, but roads leading on and off where traffic is backed up, and then Train Services around the chest area, an important hub forjust around the chest area, an important hub for just across around the chest area, an important hub forjust across the border into england, they have been disrupted as well, so i suspect there will be a period of getting things back to normal. Ben joins me now from the newsroom, thank you forjoining we have been talking about flooding, we have been talking about flooding, we have been talking about really serious consequences, but put this into context, how much some places seeing extraordinary, unprecedented amounts of rain, more rain falling by quite a long way than we would expect in the whole month of october. I will run the radar sequence, this shows how much rainfall we have had during today. Eastern scotland, obviously, where we had the red warning, has seen huge amounts of rain, some places more than 180 millimetres, perhaps close to 200 millimetres, and then you can see Heavy Rain Sitting in across north wales, the west midlands, parts of the East Midlands and east anglia, Northern England, northern ireland, and we have heard of Severe Weather impacts across a large swathe of the country, 80 millimetres of rain in some spots, more than that in places. So huge amounts of rain, more than we would normally expect in the month of october. You have said a lot of this is unprecedented, but what is the forecast for the next few days . A few things to say, because the first thing is rain still falling in places, this radar shows what is going on right now, and that rain will take time to feed through into the river systems. We already have Flood Warnings, five severe warnings in scotland, all around parts of aberdeenshire and down into angus, some really quite significant flooding, dangerous situations and parts of scotland, but i will show you the Flood Warnings elsewhere, across scotland we have got 16 Flood Warnings at the moment, 13 in wales, 225 Flood Warnings in england at the last time i checked, and those numbers are going up and down all the time, so always worth keeping in touch with the bbc weather website, we keep those warnings up to date, and listen to any instructions you get from authorities in your area, because the flooding is quite widespread. 0bviously, with those warnings in place already, the last thing we need is more rain, but there is more in the forecast. We still have this Amber Warning in force from the met office across large parts of Northern England into South East Scotland through the rest of the day and into tomorrow, but then the really bad news, i think, for some communities across scotland is that we have this new red warning which comes into force at midnight tonight, similar areas to those covered by the red warning earlier today, could see another 100 millimetres in these areas giving rise to further flooding, new Amber Warnings across eastern and Northern Scotland, and it is all because of this low pressure, which instead of clearing through quickly, it is just going to set and this bain on top of us as we head through the rest of the weekend. Sit and spin. I have focused on scotland, because although the rain has eased off for although the rain has eased off for a little bit, through tomorrow it really starts to pile back in across those parts of eastern and Northern Scotland that have already been so badly affected, so i think further flooding does look quite likely. Further south across northern ireland, here it should tend to ease through this evening, tonight, and tomorrow is a day of sunny spells and showers, and for england and wales, hugely affected right now, we are expecting the rain to ease off through tonight and into tomorrow, so hopefully the situation should improve, but as i have said, it takes a while for the rain that has fallen to flow into the river systems, any further rainfall will not help those ongoing flooding matters, and as we look further ahead into the outlook, into next week, i dont think we are necessarily going to see anything as bad in terms of the rain coming from the sky, but there is some more rain in the forecast, and obviously with the ground so wet, that is not going to help matters at all. Labour overturned huge conservative majorities in the previously safe tory seats of Mid Bedfordshire and tamworth in staffordshire. In tamworth, the labour candidate, sarah edwards, won the seat with 11,719. It gives the party a majority of 1,316 votes. This means the swing from the conservatives to labour was 23. 9 . And in Mid Bedfordshire, the labour candidate, alistair strathern, won the seat with 13,872. It gives the party a majority of 1,192 votes. This means the swing from the conservatives to labour was 20. 5 . The conservatives have blamed low turnout, saying their voters stayed at home. 0ur Political Correspondent iain watson reports. Two previously tory seats, two big wins for labour. Keir starmer has been to visit both, with big swings for his party from the conservatives in tamworth, but his first stop this morning was to celebrate his close victory in Mid Bedfordshire. We know that voters here have voted for us and they have put their trust and the confidence in a changed labour party, and we will repay them for that trust and confidence. We do so humbly. Theres no wonder keir starmer is looking so pleased with himself. Before polling day, campaigners here told me that it would be between a conservative hold and a historic labour victory, but now his party has overturned the biggest Numerical Majority at a by election ever and in a seat which has been conservative since before the second world war. At this coffee morning, some voters did they had an appetite for change. I voted conservative last time because that is the way things were going. But now it is a time for change, definitely it is. I am not too keen on keir starmer. Some other voters were shopping around for alternatives to the conservatives as well. They said the track record for the mp who had resigned when she didnt get a peerage had been a line of attack for labour. We voted against Nadine Dorries, we want a we voted against Nadine Dorries, we want a fresh start again, because nadine want a fresh start again, because Nadine Dorries was absent. I voted for lib dems, mainly because i wasnt prepared to vote for the conservatives. I sort of wish i now had voted for the labour. Why is that . Because i think the country is ready for a change. The lib dems fought a robust campaign, increasing their vote and coming a close third. They wanted some credit for the conservatives defeat. We have won the support of lifelong conservative voters, we played an instrumental role in defeating the conservatives. I asked keir starmer� s Campaign Coordinator if, on reflection, the lib demas had helped labour. Would you like to give thanks to ed davey . They got the politics and the policies wrong and the entire campaign wrong. So the idea of the labour party has just scored this incredible victory owing anything to the lib dems is fanciful. Although mid beds was a spectacular win, tamworth is more significant for labour and could suggest that it was a move back to when they voted for tony blair. The defeated conservative candidate made a hasty exit and the government ministers blamed traditional voters who hadnt turned up at all. People stayed at home, and what people want is for us to focus on the five priorities we have to deliver. We still have to demonstrate to them it is worth getting out of their house and voting conservative like they usually do. The conservatives believe they will have a narrow path to victory at the general election, but it now feels a bit more like a tightrope. The truth is two by election results, both of them extremely bad news for the conservatives. Whatever criteria you use, they are up there, very clearly, in the top ten of worst conservative performances against the labour party. By elections often attract a protest vote, but what is bound to worry conservative mps is that labour have just won two seats that looked so safe and so solid until yesterday. Live from london.
