Asylum seekers will return to the Bibby Stockholm Barge In Dorset today, more than two months after they were evacuated when Legionella Bacteria was found on board. Fortunately for him, that city is st davids in pembrokeshire. Its the smallest in the uk, with about 1,800 residents. Both israeli and palestinian officials are still blaming each other for a huge explosion at a Gaza Hospital that killed almost 500 people. President biden had earlier said that he believed israels version of events. As the dead were buried, the blame game continued and tensions rise ahead of what many assume is an inevitable Israeli Ground invasion of gaza. With almost 200 hostages held by hamas inside gaza, there are concerns that direct israeli action might jeopardise their safety. Their families will have taken some comfort after President Biden said he had also discussed their plight, saying he could not reveal details but there was no higher priority than their safe return. Welsh water has admitted its been illegally releasing untreated sewage at dozens of Treatment Plants, for years. One of the worst performing facilities is in cardigan in west wales, where raw sewage has been discharged into an environmentally protected area near a rare dolphin habitat, for at least a decade. Our environment correspondent, jonah fisher has more. So the Sewage Treatment works is over behind us here. And the pipe with the treated sewage and the untreated sewage comes down underground and the end of the pipe is just where that sort of wooden structure is. Peter hammond is the water industrys worst nightmare. A mathematician and retired professor, he requests the Water Companys data and then analyses it to find out if theyre doing something wrong. If you get their data about what theyre doing at the Sewage Treatment works, they cant argue with it. In cardigan in west wales, he obtained flow and spill records from the local Treatment Plant. They showed that in the last five years its been regularly discharging untreated sewage when it should have been treating it for more than 1,100 days, it wasnt treating the sewage. It was actually dumping it out here when it should have been treating it. Were you shocked by what you found . Totally shocked. This is the worst sewage works ive come across in terms of illegal discharges. Its that bad . Its that bad. And ive looked at hundreds of sewage works in detail and thousands in sort of minor detail and this is i would say this is the worst in terms of illegality. Oh, its bubbling. And there it goes. At the other end of the pipe inside the sewage plant, they dont dispute professor hammonds analysis. Its a really unfortunate thing. Welsh water invited us in to hear their explanation. So these are the membranes below the surface. And the membranes keep getting blocked because saltwater is finding its way into the sewage system. So effectively, youve installed the wrong bit of kit here. Well, yes. First fitted in 2004, it could have been spilling for nearly 20 years. So why hasnt the Water Company fixed it . The Environmental Impact from this is what really matters in this situation. Whilst it has not been meeting its permit on a regular basis, there is no measurable Environmental Impact so its lower on the priority list. The untreated sewage spills into an estuary, which flows into cardigan bay, home to one of europes largest populations of bottlenose dolphins. So is the steady flow of untreated sewage having an impact . A nearby beach is tested throughout the summer and its Water Quality is consistently rated as excellent. I have seen a dolphin up there right in front of the bridge and a porpoise. But conservationists say there is no regular monitoring near the sewage outflow and they can see the health of the river fading. One of the particular things that we look at is the population of Atlantic Salmon on this river. Its an iconic species in wales. In 2021, Natural Resources wales actually reported that all rivers in wales were at risk for salmon to be extinct. The river is actually in the worst position of all those rivers. Natural resources wales is the regulator. It has known about the cardigan spills for at least eight years and has issued warnings but no fines. And it turns out cardigan isnt the only Treatment Plant spilling in breach of its permits. In terms of wales, we have about 101 sites which we are investigating and weve asked for additional information. All spilling illegally . Theyre all spilling above their permit requirements. Which is illegal. Yes, but were also looking at the data around that. So do welsh water accept the regulators figures . Thats higher than i recognise. But as i said. Im in the 40 to 50 mark. Thats still illegal, though, a breach of permit. Ourjob is to monitor against those permits and when we see that we are drifting away from those permits to take action. Action for cardigan means work will start in 2025 on a new Treatment Plant. So for quite possibly the next four years, the untreated sewage will keep bubbling out. And i think thats why there is so much tension. I think the accepted belief that a big moment could again be something that i say forces, it doesnt force, but in their minds, it would force hezbollah, iran to get involved in this conflict and that is what is causing so much worry here. In the way that he earns the right to reinforce that he earns the right to reinforce that message, if you like, is simply by his physical presence in israel. In all his public utterances since he arrived just a short while ago, every message has been about support and solidarity for israel. On social media, hejust said, iam in and solidarity for israel. So hes standing with solidarity with israel, but that earns him the right to say, look, you need to crack on with opening up this humanitarian corridor. And his second message is he is explicitly saying, this hamas attack should not be coming in the words of downing street, it should not become a catalyst for further escalation for conflict in the region. And that is a message is much to israel as other players. Thats right, and after coming here and meeting israels Prime Minister and meeting israels Prime Minister and president , mr sunak is expected to meet arab leaders in the wider region. We have gotjames to meet arab leaders in the wider region. We have got James Cleverly the Foreign Secretary also across the Foreign Secretary also across the arab region. The room for manoeuvre for those middle eastern leaders that the Foreign Secretary is meeting today is constrained because they are now looking very carefully at their own public opinion. For many, many years, the palestinian issue has almost been put to one side by many middle eastern countries. Some of them have been keen to normalise relations and have done with israel, trading diplomatic relations in return for trade and security ties and sort of putting the palestinian issue to one side. That now has gone. I think you have now got the palestinian issue back right at the forefront and that is the issue that i thinkJames Cleverly will be talking to his counterparts when he travels around and say, yes, lets talk about today and say, yes, lets talk about today and hostages and aid and de escalation, but also, lets stop thinking about tomorrow and the future and what happens after that. The fact that there are so many people both among civilians trapped inside gaza, but also hostages being held inside gaza that whether it isjoe biden or rishi sunak or other World Leaders, they all want to try to the extent that it is even possible to secure their freedom and their safety. Are we likely to see hostages being released . That is clearly what they would like. Whether it is realistic, given the widely expected imminent Israeli Ground invasion and the fact that hamas are holding onto committee is a rather crude term, vital assets, it is very difficult to see holding onto macro it to use a rather crude term. It is a major concern. Rishi sunak is also talking about the aid situation. That remains incredibly unclear despite the announcement yesterday from joe biden that aid would finally start to roll tomorrow. We understand that the road in from the Rafah Crossing from egypt is being repaired today. And the trucks should be able to stop moving tomorrow. But where they 90, stop moving tomorrow. But where they go, who they reach, whether hamas can be prevented from accessing that aid, all of these things seem very unclear. Storm babet continues to push northwards across the uk. Its impacts are likely to be felt for much of the rest of the week. In fact, the met office has issued its highest level of alert, it is a rare red warning in force for rain valid from six oclock on thursday evening right through until midday on friday. It is for North Eastern areas of scotland, parts of angus and southern aberdeenshire. The totals are really going to start to stack up. The rain is quite widespread throughout the uk as we head through the rest of the week, but nowhere more so than across North Eastern areas of scotland where there could be as much as two months worth of rainfall by the end of the day on friday, around 200 to 250 millimetres of rain. And that heavy rain is moving northwards, this is storm babet, the winds are strengthening out towards the east coast of scotland, gusts of around 70 mph. The winds are lightening towards the south, turning drier here and it is a mild start to the day. But the temperatures are largely academic. And so that rain will continue to push northwards as we head through the morning. Sunshine and showers, some of the showers possibly heavy and thundery across england and wales. The rain turns heavy and very persistent, it lines with that strong south easterly wind as we head through the day on thursday and it will just through the day on thursday and it willjust keep coming as we commented into thursday night and friday morning itself. That will be an Important Message. But i think there will be some messages also around the aid because President Bidens deal with israel and egypt is relatively limited, just talking about may be 20 trucks going through with humanitarian aid when there was Something Like 150 trucks lined up at the border. Also nothing was said about allowing foreign nationals out of gaza. I think that is something rishi sunak will probably want to pursue, whether the Rafah Crossing can be used to allow foreign nationals out of gaza, Something Like 1000 foreign nationals at least in gaza. Work to be done on the diplomatic front, but also in private i am sure the Prime Minister will be looking to urge netanyahu to conduct the inevitable [and incursion in a way that does land incursion in a way that does not further inflame the situation and that he does so in full respect of International Humanitarian law and the geneva convention. And he may also be asking the Prime Minister of israel, what is the day after looking like . Because at some point even after a land incursion the israeli troops will have to withdraw and what happens then . Indeed. So many points you raise but that really is a huge question because so many in the region are looking ahead to tomorrow, but you are right, what about the day after tomorrow . Israel says it wants still tomorrow . Israel says it wants still to go into gaza and it says to wipe out hamas. Is that possible . What happens to the gaza strip after that . Hamas is a militant organisation, labelled by many western governments as a Terrorist Organisation, but it also is the governor of the gaza strip, so who would take over in the gaza strip . The us, the uk, they are involved, but presumably you would need to buy in of arab leaders across the region as well. This is terribly complex. Absolutely. These are Big Questions that are not really being addressed in public at least, but in private on western governments will be considering very carefully. Because evenif considering very carefully. Because even if israel achieves its stated objective, which is to wipe out hamas as a Military Organisation and political force, hamas as a Military Organisation and politicalforce, and hamas as a Military Organisation and political force, and that is questionable whether that itself is achievable, even so, we still are left with a palestinian issue and what is going to happen after the conflict comes to an end . Unfortunately, given the terrorist activity and the fact it is a Terrorist Organisation, one has to admit hamas has already achieved one of its wider objectives which is to put the palestine issue back at the centre of regional and International Attention at a time when the arab neighbours and israel were seemingly losing interest in the palestinian question and beginning to normalise relations with israel, that is now very questionable way forward and the palestine issue has to be resolved. On the issue of hostages, that is a very sensitive issue of course, not something the Prime Minister talked about before he went to israel, but we know the Foreign Secretary will be travelling on from egypt to qatar and turkey and both of those places, the reason he is going there, those countries have lines of communication with the hamas leadership, the understanding is there have been discussions going on behind the scenes, particularly the qatar government, looking at trying to talk to hamas, to try to find ways to get the hostages released. That is what the Foreign Secretary says he will be discussing when he goes to turkey and qatar. There are multiple points of engagement, if you like, to try to address these issues. Coordinated effort there, the biggest single most Important Message all of it sends is being there on the ground, showing support for israel, and its right to take action to defend itself, that is the primary message coming from that. Preserving civilian life. He mentioned that in parliament yesterday. We understand he will talk about that with the israelis. All of this seems to be part of a coordinated pattern of events and there is a concern of course amongst all of those nations watching, first of all, for israel and its security, second, four civilians and those in gaza, and the third, for the wider region, and thatis third, for the wider region, and that is part of what will be discussed, particularly the discussions that will be happening with other nations, egypt, turkey, qatar, all of those places where there will be talks going on in pressing on and trying to limit any chances of this having some sort of overspill in pressing on.
