We saw private sector wages ahead of Public Sector pay, we also saw some one off payments made in the Public Sector which led to a larger rise, continuing the story of what we have seen over a decade, which is private sector pay outstripping that of the Public Sector. Lets look at other stories across the uk. A british teenager who went missing after hamass attack on Southern Israel was murdered. Yahel, 13, disappeared after militants attacked kibbutz beeri and killed her british born mother lianne. Her family told bbc news in a statement that yahel full of adventure and mischief. The snp leader and scotlands first minister humza yousaf is making his speech to his partys conference in aberdeen this afternoon. Hes set to pledge an extra £300m to cut nhs Waiting Lists in scotland, with one in every seven scots waiting for planned treatment. He also trying to mend the tensions within the party by backing a new referendum for independence lets now speak to iain macwhirter, columnist for the times and the author of disunited kingdom. This is his keynote moment in front of his partys conference, what do you expect he will have to say to bring some of those divisions in the Party Back Together . The bring some of those divisions in the Party Back Together . Party back together . The party has actually made Party Back Together . The party has actually made a Party Back Together . The party has actually made a big Party Back Together . The party has actually made a big effort Party Back Together . The party has actually made a big effort to Party Back Together . The party has actually made a big effort to be actually made a big effort to be united after a period in which it has been frankly traumatised, not just by the police investigation, cash for camper vans affairs, but also a confusion about the route to independence, and what this conference was all about was trying to get humza yousaf off the hook on which he was placed by his predecessor Nicola Sturgeon of having regarding the next General Election as a de facto referendum on independence. A lot of people realised that is a constitutionally ridiculous proposition, a General Election cannot be turned into a referendum, and anyway the snp would have lost it, so he has now drawn a line under that policy although it is still there in spirit, now he is saying that line one, page one of the next manifesto will say, a vote for the snp is a vote for independence, and he says that will have negotiations on how to put that commitment independence into effect. That you are saying could win his party over, but what about the voters in scotland, it comes off the back of a by election where the party did not do as well as they had hoped . Party did not do as well as they had ho ed . ,. , party did not do as well as they had hoed . ,. ,. ,. , hoped . You can say that again it was a big swing hoped . You can say that again it was a big swing against hoped . You can say that again it was a big swing against the hoped . You can say that again it was a big swing against the snp i hoped . You can say that again it i was a big swing against the snp on record, 20 swing to labour, and there were particular issues in rutherglen and hamilton west, but the general run of opinion shows that the snp is heading for a substantial setback over the next election, perhaps losing at least 15 of its mps in the next General Election. And that obviously is not going to be a good reflection on the policy, which is supposed to be that if the snp gets a big majority then westminster will have to negotiate, westminster will have to negotiate, westminster will have to negotiate, westminster will turn around and say, you have had your de facto referendum, you have lost seats, so lets not talk about independence any longer. Lets not talk about independence an loner. lets not talk about independence any longer any longer. And lets talk about some of the any longer. And lets talk about some of the other any longer. And lets talk about some of the other issue any longer. And lets talk about some of the other issue is any longer. And lets talk about | some of the other issue is likely any longer. And lets talk about. Some of the other issue is likely to come up in that conference speech, we mentioned his pledge to cut Waiting Times in nhs scotland, what else might we expect in the more domestic front . He else might we expect in the more domestic front . Domestic front . He will make absolutely domestic front . He will make absolutely clear domestic front . He will make absolutely clear in domestic front . He will make absolutely clear in this domestic front . He will make | absolutely clear in this speech domestic front . He will make absolutely clear in this speech that the debates and discussions about process and navel gazing, but how to achieve a referendum, that is all over now, in future they have got to deliver on their promises to make scotland a better place, to improve Public Services and have a more Progressive Tax System although he is not clear how he will achieve that, but also he says they will have to make clear how independence will benefit scots materially, how he can persuade scots they will be better off economically after independence than they would be now independence than they would be now in the union, that is a big thing to explain if he is serious about it because any way you look at it setting up an Independent Scotland now after brexit is much more difficult than it was in 2014, you will have a hard border with scotlands main trading partner, you would have to set up a separate currency and you would lose the financial transfers that come to scotland from the uk by the barnett formula, so he has a big task if you will explain how you rectify all these difficulties, coherent answers to these questions that remain about independence and do it in time for the next General Election. Independence and do it in time for the next General Election. Thank you ve much the next General Election. Thank you very much for the next General Election. Thank you very much for taking the next General Election. Thank you very much for taking us the next General Election. Thank you very much for taking us through the next General Election. Thank you | very much for taking us through some of the issues ahead of humza yousaf s speech. Later today, around 3pm, the snp leader Hamza Youssaf will address the conference, an event that can be seen live here on bbc news. The bbc has launched a second series of an Educational Programme aimed at children in afghanistan who are barred from school. The radio, television and Online Programme called dars which means lesson in dari and pashto, afghanistans official languages, will run until the end of the current Afghan School year in december. Six months on since the first series, our reporter Helena Wilkinson has been looking at the impact the programme has had so far. The weekly Education Programme, which is reaching Young Audiences in afghanistan, helping children excluded from school, particularly girls over 11. There are lessons in maths, science and english. So lets quickly practise. And the programme is having a big impact. My name is. Here are some of the messages from the audience. 0ur12 year old sister was hoping to become a doctor. Since the ban on girls education, this country has become a graveyard for our hopes. I was delighted when i saw the advert and decided to make sure my sisters watched the programme. That gives me hope. I was wondering if there are people out there that care about me. Now i know. I hope one day i will be able to go back to school. But until then, it can help me to feel connected with my classroom. Aliya is one of four female afghan presenters who were evacuated from afghanistan after the return of the taliban. She recently returned and saw firsthand the difference the programme is making. It was very emotional because i witnessed that people were very happy about this, especially those girls and the parents, that the girls couldnt go to school and they didnt have any other help during this period. So they were very happy about this and they kind of thought that someone is out there and they are caring about us. The bbc says the programme is reaching children who can no longer go to school. The World Service is a Global Public broadcaster and we particularly serve audiences of need, where Media Freedom is low and where people need free and fair and trusted news and information. So we work with other parts of the bbc to make an Education Programme for children excluded from school for afghanistan. Others think the programme is important. I its a brilliant and brave thing i to do, especially when you dont have a strategic positioning to do i it or a political position to do it. | and you just do it, not wait. For somebody or your country or the political system to change. And i appreciate it. I think thats the biggest allyship that anyone could do with afghanistan right now. Huge numbers of children in afghanistan cant go to school. The dars programme may be one of their only avenues to education. Helena wilkinson, bbc news. Now its time for a look at the weather with tomasz. Hello. The weathers going to turn really rough over the coming days, but today is actually not bad at all. Lots of bright, if not sunny weather, and thats how its going to stay for the rest of the day. But then, midweek onwards, its going to be really horrible. And i think, by thursday, strong winds and the rain is going to be the biggest problem, i think, associated with storm babet, visible on the Satellite Picture here, spiralling to the west of portugal. The Weather Fronts extending northwards. And, in fact, well see a series of Weather Fronts sweeping across the uk, delivering a lot of rainfall. And here is the Rainfall Accumulation as the days go by. The heaviest of the rain initially in the south of the country. And then i think by thursday and Friday In Eastern Scotland and along the north sea coast and further inland around the north of england, in some spots in excess of 100 millimetres of rain. But heres tuesday, the rest of the day, so dry and bright across the bulk of the country. But the Weather Front is starting to approach us. You can see the rain here approaching southern and western ireland, temperatures between 12 and 15 degrees celsius. So the winds start to strengthen through tuesday night into wednesday, by the early hours with heavy showers in the south of england into wales, Western Parts of scotland too. But still, for most of us, i think the weather is generally dry. Now, heres the weather map for wednesday and storm babet s Weather Front, in fact, multiple Weather Fronts, Pressure Lines here close by. So that means strong winds and the winds run along those Pressure Lines more or less. Now, normally when we get gales, they tend to sweep in off the atlantic out of the west, these Gale Force Winds will start to develop out of the east, south east, now in some spots, gusting to about 50 miles an hour. And then actually as the days go by, they even get stronger in some northern areas. So look at all of that rain in the south, south west, into northern ireland, really torrential in places. And then, through early thursday, that rain moves northwards and these Rain Clouds Kind of align themselves like a Conveyor Belt along that strong to Gale Force Wind blowing out of the south east. So thats why those rain clouds will keep coming at this part of the country here. So hence the most amount of rainfall here and the possibility of some disruption. Thats it. Bye bye. Live from london. This is bbc news. Day 11 of the war. And israeli missiles continue to Rain Down On Gaza with the aim of eliminating hamas. Fresh pleas from International Aid organisations to urgently allow supplies into gaza but israels military denies theres a humanitarian crisis. Im saying theres no humanitarian crisis. Weve asked people to move. Theres water and theres electricity. The us president visits tel aviv on wednesday reaffirming support for israel as it prepares for its ground offensive. Iam in i am in Southern Israel where three rockets fired from gaza by hamas have just landed rockets fired from gaza by Hamas Havejust landed nearby, and from here we can hear and see israels continuing attacks against gaza, less than a mile from here. In other news. Belgian Police Shoot Dead the man who killed two swedish Football Fans in brussels. Welcome
