Properly a little later. Ukraine says a russian attack on a village in the east of the country has killed at least 50 people. That would make it the deadliest Missile Strike in months. Officials said a cafe and a shop were hit in the village of hroza, not far from kupiansk. A six year old boy is said to be among the dead. There has been intense fighting in the region in recent weeks, with russia attempting to recapture territory it lost last year. This latest russian attack took place in the middle of the day, as european leaders were meeting in the spanish city of granada, with ukraine one of the big issues being discussed. President zelensky made a point of being at the talks in person. He asked european leaders for more air defence missiles and said other countries could thank ukraine for protecting them from russian aggression. We must not allow putin to destabilise any other parts of the world and our parties in order to ruin europes power. We must continue to put pressure with sanctions politically and economically so that russia cannot spread chaos. The presence of russia, its military or proxies on the territory of any other country is a threat to all of us, im sure, and we must Work Together to push russia out of the territory of other countries. There is a political crisis in the us, and a rising tide on the right there of fatigue with the war. But a realisation in europe that its hard to continue that struggle against the russian invasion without The Americans involved. The European Unions Foreign Affairs chief has warned that political infighting is threatening washingtons ability to fund the ukrainian military. Ukraine needs the support of the european union, which is sure that we have it and we will increase it, but also the support of the us. My hope, the hope of the ukrainians and i think that everybody that doesnt want putin winning this war is to look for the ways for the us to retake this issue and continue supporting ukraine. But the European Commission president Ursula Von Der Leyen was more possitive. As ukraine needs predictability. And reliability in the direct budget support, as far as i oversee the situation in the United States, i am very confident of support for ukraine from the United States. What the United States is working on is the timing. Meanwhile, president Vladimir Putin claimed that russia did not start the 20 month long war in ukraine and accused europe of trying to isolate moscow. Translation its not us who shuts the door on joint communication. I its europe thats fencing itself off from us and creating a new iron curtain. Lets bring in our panelists. Nathalie tocci, director for the institute of International Affairs rome. Miles taylor, formerly Chief Of Staff at the Us Department of homeland security. Hello to you both, great to see you. What do you make of the words we heard there from various european leaders about the support for ukraine . I leaders about the support for ukraine . ~ , leaders about the support for ukraine . ~ ,. , ukraine . I think The Big Story Reall is ukraine . I think The Big Story Really is one ukraine . I think The Big Story Really is one of ukraine . I think The Big Story Really is one of a ukraine . I think The Big Story Really is one of a realisation l ukraine . I think The Big Story Really is one of a realisation both in fact really is one of a realisation both infect in really is one of a realisation both in fact in europe and indeed within the biden in fact in europe and indeed within the Biden Administration that this is a fairly the Biden Administration that this is a fairly obvious thing but this is a fairly obvious thing but this is going is a fairly obvious thing but this is going to is a fairly obvious thing but this is going to be a long war. So in a sense, is going to be a long war. So in a sense, and i is going to be a long war. So in a sense, and i think it sort of immersed really quite strikingly in the parallel reality that we heard from the parallel reality that we heard from Vladimir Putins words that putin from Vladimir Putins words that putin wiii from Vladimir Putins words that putin willjust go on. Putin has one chance putin willjust go on. Putin has one chance to putin willjust go on. Putin has one chance to reverse the situation on the ground, chance to reverse the situation on the ground, and that is of course of fatigue the ground, and that is of course of fatigue in the ground, and that is of course of fatigue in the west and especially where fatigue in the west and especially where there is fatigue to the reaching where there is fatigue to the reaching of its climax with a return of donald reaching of its climax with a return of donald trump to the white house. So of donald trump to the white house. 50 there of donald trump to the white house. 50 there is of donald trump to the white house. 50 there is a of donald trump to the white house. So there is a realisation that we are in so there is a realisation that we are in this so there is a realisation that we are in this for the long haul because are in this for the long haul because putin will not stop the war. Some because putin will not stop the war. Some of because putin will not stop the war. Some of it because putin will not stop the war. Some of it the question is are we equipping some of it the question is are we equipping ourselves to be prepared for that equipping ourselves to be prepared for that long war . Are our Defence Industries for that long war . Are our Defence Industries equipping themselves to be in this industries equipping themselves to be in this for the long haul . Are our economies, is our Public Opinion . Our economies, is our Public Opinion . So i think as perhaps a few months opinion . So i think as perhaps a few months ago opinion . So i think as perhaps a few months ago there was this idea perhaps. Months ago there was this idea perhaps, this illusion that come the end of perhaps, this illusion that come the end of the perhaps, this illusion that come the end of the year after one or two ukrainian end of the year after one or two ukrainian counter offensives this would ukrainian counter offensives this would have eventually not necessarily settled itself into a cease fire or a peace agreement, but the level cease fire or a peace agreement, but the level of cease fire or a peace agreement, but the level of violence would have gone the level of violence would have gone down. I think we now understand that this is not going to happen, and hence that this is not going to happen, and hence a degree of anxiety also of course and hence a degree of anxiety also of course as and hence a degree of anxiety also of course as this comes alongside obviously of course as this comes alongside obviously whats happening in United States. Back with un just a moment. Many countries at that summit in granada are also wanting to talk about the issue of migration. Spains Prime Minister, pedro sanchez, says his country cannot cope with irregular immigration without help from the european union. The bloc is seeking a deal on handling new arrivals, less than a year before continent wide elections. Sea arrivals to spain from senegal and other african countries increased by a fifth so far this year compared with last year, with more than 3500 reaching the Canary Islands last month because of milder weather and calmer seas, according to official statistics. Translation what cannot happen is that there are certain zones in our country such as southern spain, the Canary Islands or Balearic Islands to face and assume all this irregular migration phenomenon without the solidarity of the rest of european countries. So i think we have reached a Balance Point that is good for spain. Uks rishi sunak and italys Giorgia Meloni have been pushing to get the issue of illegal migration to the top of the aganda. They met on the sidelines of the gathering. Heres what the italian Prime Minister had to say. Translation i believe we are far | from isolated in this negotiation. | europes perception and intentions on migration are evolving towards a more pragmatic line of legality, which wants to fight traffickers, stop illegal immigration and manage migration. We will look at the issue in the us with miles injust a of new standby and we will come back to you both for that in just a second. Around the world and across the uk, this is bbc news. Lets look at some other stories making news. Prosecutors have concluded there is no realistic prospect of conviction for 21 people arrested on the day of the kings coronation to prevent a breach of the peace. The metropolitan police say they will face no further action. The force said in may that 52 arrests were made for a range of reasons, and has since expressed regret over the arrests. A man who took a crossbow to Windsor Castle on Christmas Day in 2021 to kill Queen Elizabeth ii has been given a nine year prison sentence. Jaswant singh chail will be kept in broadmoor high security psychiatric hospital, before moving to prison. Hes the first person in the uk to be convicted of treason since 1981 after pleading guilty in february. Voters are heading to the polls in scotlands first recall by election. The ballot in rutherglen and Hamilton West was triggered when constituents voted to remove former snp mp margaret ferrier. Youre live with bbc news. Thanks very much for your company. Next we will head to the us mexico border. Mexicos president has criticised the decision to build new sections of wall at the us border. President biden approved the construction of a section of border wall, in southern texas, in an effort to stop illegal immigration. Around 32 kilometres will be built in starr county, which is on the border with mexico. There have been more than 245,000 crossings in the area this year. But the move is a major u turn by President Biden, whod criticised his predecessor for his wall policy. Donald trump posted that he will awaitjoe bidens apology. The timing is not ideal. It comes as Top White House officials are in mexico, as the two neighbours attempt to ease tensions at the border. The Secretary Of State, Antony Blinken, and the attorney general, merrick garland, were hoping to tackle the issues of Drug Trafficking and illegal migration. But instead, the mexican leader is not happy. Andres Manuel Lopez Obrador told reporters he believed the white house had come under pressure from extreme right wing groups. Translation im going to talk i about a proposal that was released yesterday to allow the construction of a wall on the border, which is contrary to what President Biden has said. Authorising the construction of a wall is a setback. It does not solve the problem. The us Secretary Of State attempted to get things back on track, speaking about what the two nations had in common. Were proceeding based on a sense of shared responsibility, cooperation, collaboration, mutual respect. This framework reflects our nations shared interests and shared responsibility in addressing crime, violence, trafficking. It also underscores a shared understanding that we have that while policing and Border Enforcement are absolutely critical tools, they alone cannot address the complex drivers of our security challenges. We are waiting to hear from Antony Blinken again with a podium and let turns ready awaiting a Press Conference about what those high level discussions have been about if they come to any Concrete Conclusions so we are keeping across that for you. So why has the construction of this section of border wall been approved now . The bbc s meghan owen explains more. Now, here we can see the current barrier between the us and mexico. And here, if we zoom in, we can see bidens new proposal. Its a 20 mile stretch of wall in southern texas, and this completely contradicts what he said in 2020 when he was running for election. There will not be another foot of wall constructed on my administration, number one. Well, us customs and Border Protection are defending the move, saying theyre only using funds that were already allocated in 2019 to help with the construction of the border barrier. So what is behind joe bidens decision . Well, hes been grappling a rise in illegal migrant crossings in the us. In fact, this year alone, we saw 245,000 crossings in the rio grande valley. Thats the area where he wants to build this new section of the wall. Mexicos president also said that in the last week alone, there were 10,000 Border Arrivals every day, and september is expected to break records. Now, this is putting a huge strain on us cities. New york declared a State Of Emergency last year because of an influx of migrants. Here are some workers building temporary accommodation to house those Asylum Seekers. In fact, the citys mayor believes they could be spending 12 billion over the next three years. So President Joe Biden is facing difficult politics. Now, here is Leslie Vinjamuri from chatham house. Weve seen the recent politics in the house, where any number of issues are coming up and certainly Border Security has been a long standing one. Its now because of that pressure to keep the government funded. Building a border wall was one of trumps signature policies, but for bidens administration, well, this move is a realfirst. Lets bring our panel back in. Nathalie tocci, director for the institute of International Affairs rome. Miles taylor, formerly Chief Of Staff at the Us Department of homeland security. Miles, to you on the wall first. Surprising or not . I miles, to you on the wall first. Surprising or not . Surprising or not . I dont think its surprising surprising or not . I dont think its surprising at surprising or not . I dont think its surprising at all. Surprising or not . I dont think its surprising at all. I surprising or not . I dont think its surprising at all. I think surprising or not . I dont think i its surprising at all. I think what is lost in this conversation is that with Government Appropriations Timelines and contracting timelines, when these things happen, they dont happen because the president went to sleep one night and woke up is that i want to build more border wall. They happen because of multi year planning about how to increase security in various sectors, but here is the important thing to note. There is a crisis at that us Southern Border, and joe biden has realised more and more during his administration that it is a crisis. In fact, millions of people have come in, almost close to two mean people in the past year illegally through that us Southern Border. Compare that to 1 million. Miles, im compare that to 1 million. Miles, im afraid compare that to 1 million. Miles, im afraid. We compare that to 1 million. Miles, im afraid. We are compare that to 1 million. Miles, im afraid. We are just compare that to 1 million. Miles, im afraid. We are just losing im afraid. We arejust losing you. We will try to reestablish that line, i think. You. We will try to reestablish that line, ithink. Some you. We will try to reestablish that line, i think. Some of the numbers there that he was talking about. It does underline the scale of what is going on. It does underline the scale of what is auoin on. , does underline the scale of what is aoian on. , going on. It underlines the scale that is going going on. It underlines the scale that is going on going on. It underlines the scale that is going on and going on. It underlines the scale that is going on and it going on. It underlines the scale that is going on and it underlies| that is going on and it underlies the fact that is going on and it underlies the fact that precisely because of that scale, this is not something that scale, this is not something that can that scale, this is not something that can be resolved through sort of, that can be resolved through sort of. You that can be resolved through sort of, you know, magic wand solutions, right . Of, you know, magic wand solutions, right . And of, you know, magic wand solutions, right . And so in a sense, its a kind of right . And so in a sense, its a kind of similarand right . And so in a sense, its a kind of similar and very different situation kind of similar and very different situation in europe. In europe, basically situation in europe. In europe, basically what we have seen from last year basically what we have seen from last year to this year is essentially a doubling of numbers, and there essentially a doubling of numbers, and there are people sort of thinking and there are people sort of thinking about naval blockades in the mediterranean. And yet, you know the mediterranean. And yet, you know. Is the mediterranean. And yet, you know, is the solution like a wall something know, is the solution like a wall something which is going to fix this . Something which is going to fix this . Especially the contrast between on the one hand measures like Building Walls which obviously have a like Building Walls which obviously have a very emotional in a sense appeal have a very emotional in a sense appeal and have a very emotional in a sense appeal and give you the impression that this appeal and give you the impression that this is appeal and give you the impression that this is a solution as opposed to, you that this is a solution as opposed to, you know, the Antony Blinken visit to to, you know, the Antony Blinken visit to mexico trying to address this issue visit to mexico trying to address this issue through building a relationship and a partnership with mexico relationship and a partnership with mexico. And by the way this is something that the us can do because on the something that the us can do because on the other side of the border there on the other side of the border there is on the other side of the border there is a on the other side of the border there is a democratic country like mexico there is a democratic country like mexico that difficult as it is is possible mexico that difficult as it is is possible to actually partner with. A totally possible to actually partner with. A totally different situation again in this respect in europe, where on the other this respect in europe, where on the other hand this respect in europe, where on the other hand you basically have a mix of failed, other hand you basically have a mix of failed, failing and repressive states of failed, failing and repressive states basically. Let of failed, failing and repressive states basically. Of failed, failing and repressive states basically. Let me bring him back in on it states basically. Let me bring him back in on it that states basically. Let me bring him back in on it that point states basically. Let me bring him back in on it that point because i back in on it that point because thatis back in on it that point because that is an interesting potential point of difference. Lets come back to human could you just tell us again those numbers that you were just outlining when we lost you. In the past year, about to meet people enter the us illegally across the Southern Border compared to about1 million that came into the us legally and got green cards. Thats a little bit of an overdose visible vacation, but right now you have politicians in washington single people coming through the back door of the us in the front door, and thats unfair to people who wait years in some cases to get to come to the us. A lot of republicans think that the by the administration has not been treating it like a crisis, which it is, but is also important to consider thatjoe bidens likely opponent in the election is talking about vastly more extreme measures in a waffles of donald trump is now repeatedly talked about sending missiles into mexico, into the nation of a democratic ally because of the crisis. So i think mexicans and government officials need to be more worried about that than they do the by the Administration Setting up additional barriers at the Southern Border which had been in development for a number of years. There is potentially much more serious repercussions in the us when it comes to our domestic politics and what could happen if the Trauma Administration comes back in office. Interesting. Wall aside then, what are the other potential concrete things that theyll be working on between the two countries . I think she as always between the two countries . I think she as always hit between the two countries . I think she as always hit the between the two countries . I think she as always hit the nail between the two countries . I think she as always hit the nail on between the two countries . I think she as always hit the nail on the i she as always hit the nail on the head, which is going to the root causes of migration is ultimately where this issue gets resolved. And what you are seen primarily is economic migrants coming to the us. Now under us law, you are allowed to come and reside here if you are fleeing violence and persecution. Its called claiming asylum, but ultimately the us courts find of the vast majority of these individuals are not actually flee lyrical violence from their governments. They are fleeing very poor economic circumstances so the more that the us and the western world can invest in those democracies, in those countries and to stabilise them, the likelier it is to get those root causes. Thats what Antony Blinken is primarily there to talk about, and at the end of the day, thats really what is going to alleviate the crisis and we see that in other places around the world, including of course in britain where you end p of course in britain where you end up having to think about north africa and the middle east and what Economic Conditions are like to stand migration from those locations. Stand migration from those locations stand migration from those locations. ,. , locations. 0k, interesting, our ranel locations. 0k, interesting, our panel there. Locations. Ok, interesting, our panel there, former locations. 0k, interesting, our panel there, former chief locations. 0k, interesting, our panel there, former chief of i locations. 0k, interesting, our i panel there, former Chief Of Staff at the development of home and security in the us and half the job is done theyll be back with us for the next half hour. I want to mark your card as we have this life eating we are expecting to hear from Antony Blinken, us Secretary Of State, coming up. And also the mexican counterpart there as well. Talking about we are assuming what miles was talking about there, try to tackle some of those underlying longer term potential measures to try and get a grip of that issue. Do stay with us. This bbc news. Hello. Much of europe is seeing some significant october heat at the moment, and the uk no exception. Things are going to be warming up over the next few days. Now, it was a bit of a mixed picture on thursday. Here was some sunshine in cornwall, but further north, many of us had more cloud and outbreaks of rain. So keswick, in cumbria, a fairly drizzly Story A Little Bit earlier on on thursday. Now, the next few days, then, yes, some rain around, mainly towards the north, but i think were all going to notice that the temperatures will be gradually rising, especially through the course of the weekend. Now, for the rest of thursday evening and overnight, weve got some wet weather through parts of wales, the midlands. Later in the night, more rain into parts of Northern Ireland and southern scotland, as well. Either side of that, some clearer, drier weather, and its going to be a mild night, much milder than last night across scotland. Lows between about 10 15 degrees to start your friday. Thats more typical of daytime temperatures this time of year. Now, through the day on friday, then, some more wet weather for Northern Ireland initially, southern scotland, parts of Northern England as well. Further south across england and for much of wales, a predominantly dry day. Some mist and some low cloud, particularly around coasts and hills towards the west. Sunny spells, but cooler conditions across the north of scotland. So the mid teens here, but 22 23 degrees possible down towards the south east. Now, heading on into the weekend, then, weve got this frontal system, and its going to be really slow moving, bringing some rain on saturday. That divides the cool air across the far north of scotland to the much warmer, humid air thats going to be piling in from the south. So saturday, plenty of dry, sunny weather for much of england, wales, Northern Ireland, too. A bit of cloud and mistiness. But for scotland, it is going to be pretty wet under that rain. Could be some localised flooding. Now, temperatures for most of us 19 25 degrees or so, but only around 10 15 with the cooler air and the rain across parts of scotland. So a day of real contrasts. Weve still got this front with us into sunday, but it starts to lift a bit further north and itll tend to turn a little bit more lighter and patchier through the day. So still some rain in the far north across parts of scotland on sunday, but for the rest of the uk, another fine, dry day with autumn sunshine around. Probably not quite as warm as saturday, but still temperatures up to about 23 degrees in the south east. Typically the mid teens, though, across parts of scotland. So the outlook lots of dry, warm weather for parts of england and wales over the next five days or so. A few showers further north, but temperatures for all of us will be above average for the time of year. Bye bye. Hello, im lewis vaughanjones. Youre watching the context on bbc news. Global temperatures hit record levels in september. One scientist described the rise as gobsmackingly bananas. Temperatures across the world in september were the warmest on record, breaking the previous high by a huge margin, according to the eu climate service. Last month was almost a whole degree warmer than the average September Temperature between 1991 and 2020. Experts say 2023 is now on track to be the warmest year on record. Our climate editor, justin rowlatt, is here with more details. One scientist described the jump in temperatures this september as gobsmacking bananas. The new data show the average global temperature in september was 16. 38 degrees celsius. That beats the previous record for september by half a degree, the largestjump ever recorded. Now, take a look at this. The line in the middle of this graph represents average Global Temperatures for the month of september between 1991 and 2020. Looking back to the 1940s, we could see septembers were colder than that for many years. But look, when we get to the year 2000, that changes. Temperatures rise steadily into this year. And just look at that peak
