Good evening. After weeks of speculation we understand tonight that the Prime Minister is going to scrap the plans to build the h52 high speed rail line between birmingham and manchester. He is expected to make the announcement in manchester at the conservative Party Conference tomorrow. Our Political Editor chris mason is there for us now. For the last couple of days, the Government Machine has felt quite low key, even underpowered, from the Prime Minister down, when it has come to the announcements they have had to make but tonight, that looks like it is about to change, not least with the confirmation is widely expected over the last couple of days, of the scrapping of the h52 rail line between the West Midlands and manchester. My understanding is the mayor of the West Midlands, a conservative, we included his views on our reporting of this last night, saw the Prime Minister this afternoon and tonight is distraught. Expect rishi sunak when he sets out his announcement to say that instead of h52, the money will be channelled into a flotilla of ideas, Local Transport Projects that he will argue will deliver better value for money and will be seen and be able to be used much sooner. Rishi sunak tomorrow hopes to make a inspiring call to his voters, he seems to have made a blunt calculation, act now otherwise he will become a former Prime Minister flogging his memoirs. What more do we know about what the Prime Minister is going to say in his big speech tomorrow lunchtime . As we have been reflecting, there will be this announcement as far as hsz will be this announcement as far as hs2 is concerned, but the framing of the argument that he will make will flesh out what he has been trying to say in the last couple of weeks, but the aim from those around him is that they put Rocket Boosters under it to try to shift his political prospects, and to give you a sense of some of the words described to me tonight about the tone of the speech, lots of takeaways, it will keep you busy, chunky staff, and he will argue and it is a bold claim, that for 30 years, there has been a political system that in his view has incentivised the easy decision and not the right one and has been focused on short term advantage rather than as he would put it, delivering long term changes for the country at large. He will make the case that it is his mission to change the fundamentals of our country and he will try to portray labour as being, country and he will try to portray labouras being, if country and he will try to portray labour as being, if you like, almost small Sea Conservative and not willing to do enough to change the country. The other breaking story tonight is in italy where there are terrible scenes after a bus veered off a flyover in venice and fell on to the road below. At least 20 people are dead. Around a0 have been injured. The local mayor has described the scene as apocolypic. Jon donnison reports. In the darkness, emergency crews are battling to rescue the injured and recover the dead, the bus upturned and crushed by the force of the fall. From up on the bridge it veered off, you can see the drop. Eyewitnesses say the bus then caught fire when it hit the ground. It happened in the mestre district on the mainland, across the water from venices tourist centre. In a statement on social media, the citys mayor said the scene at the crash site was apocalyptic, and italys Prime Minister expressed her deepest condolences. On the bridge, you can see where the bus went through the crash barriers. Investigators are now trying to work out why. Officials are warning the number of People Killed is likely to rise, with italian media reporting that several children are among the victims. Jon donnison, bbc news. Lets talk to our rome correspondent mark lowen. What more do we know, mark . This was a Bus Carrying Tourists to a campsite in an Industrial Area just outside the centre of venice on the mainland, just before apm it careered off an over pass going for several metres before It Hit A Railway Line and caught fire. Just before apm. It was carrying tourists and two of the dead were children and there are some young people amongst the many injured. The death toll is at 21 at least at the moment, 18 injured as well. The Authorities Say this was a bus fuelled by methane and that was one of the reasons why it caught fire when it hit Electricity Cables once it had careered off the over pass. The pictures from the scene showed dozens of Emergency Vehicles in a Search And Rescue operation with fears growing that the number of bodies could rise with some of them trapped beneath the wreckage. Thanks for Oininu Trapped Beneath the wreckage. Thanks Forjoining Us the diaries kept by the governments former Chief Scientific Adviser sir Patrick Vallance during the pandemic have been made public at the Covid Inquiry. In them, he criticises what he calls borisjohnsons Impossible Flip Flopping and bipolar decision making. Another entry says chaos as usual in Downing Street after a meeting on social distancing. It came at the opening of the second part of the Covid Inquiry looking at decisions taken by the government at the start of the pandemic. Our Health Editor hugh pym reports. Remembering loved ones lost to covid. Families gathered for the opening of this latest phase of the inquiry, with Video Messages played at the start of proceedings. Theres so many unanswered questions. We need answers. Hopefully, they will learn from it, because i wouldnt wish this on anybody. Its not just the fact that my dad died, its the how and the why he died. Some of the key questions were set out at the inquiry. In the momentous decisions that the government took concerning the control of the virus, the lockdowns, the social restrictions, the shutting of businesses and schools, did the government serve the people well, or did it failthem . The Inquiry Counsel said borisjohnson, rishi sunak and other ministers would be called to give evidence, and he quoted from a diary kept by the former Chief Scientific Adviser sir Patrick Vallance, at one point saying number ten was in chaos as usual. The families lawyer highlighted breaches of Lockdown Rules by those in authority. The families urge the inquiry not to ignore the undermining of public messaging that these crass and disgraceful events caused. Whilst the vast majority of the country buckled down, complied, came together, some did not. This uk Public Inquiry is divided into modules. Weve already heard about preparedness ahead of the pandemic. From today, the focus is on the governments response to covid. The hearings will continue for three years, but its this stage of the inquiry which families hope will explain decisions made by ministers. Hugh is with me now. Lets talk about sir Patrick Vallances diaries we saw him on tv virtually every day at the height of the pandemic. We didnt know what he really thought then but were getting a very good idea now. Yes, we got used to seeing him at the press conferences, alongside the Prime Minister, and we heard what he said publicly and today a clue what he was thinking privately. He had been keeping diaries and notes and he has handed that over to the inquiry. The Inquiry Casey quoted extensively from those notes, references from Patrick Vallance to borisjohnson being all over the Boris Johnson being all over the place, borisjohnson being all over the place, flip flopping on decision making, being inconsistent and at one stage there was chaos in Downing Street. There were what such messages also quoted at the inquiry, between government and Downing Street officials which the inquiry was told painted a depressing picture of factional infighting with a very toxic atmosphere. Long covid groups said there had been a shocking revelation by their own lawyer at the inquiry, about rather crude language being used by Boris Johnson, a document on long covid had been circulating and it was said mrjohnson had scrawled the word bullocks on it which showed how dismissive they had been too long covid, say campaigners. We have got to wait until he gives evidence late in the year, of course. In the year, of course. Thanks for oininu in the year, of course. Thanks for joining us the full audio has been released tonight of the video referees frantic reaction after liverpool incorrectly had a goal disallowed against tottenham in their Premier League match at the weekend. Liverpool had asked to hear the recording after losing the match 2 1. And as our Sports Editor dan roan reports, it shows the chaos behind the scenes, just after it had all gone wrong. Saturday evening, and luis diaz appears to give liverpool a crucial lead against spurs. Diaz, liverpool in front offside flag has gone up, they are not in front. But in one of the worst Officiating Errors the english game has seen, a clearly incorrect onfield decision to disallow the goal for offside failed to be overturned by the video assistant referee. Having lost, a livid liverpool said Sporting Integrity had been undermined and requested Audio Recordings between the officials and tonight, they were released. Check complete. Wait, the On Field Decision was offside, are you happy with this . Are you happy with this . But in what referees body pgmol described as a lapse of concentration and focus, england had inadvertently confirmed the onfield decision to wrongly rule out the goal rather than overturn it, leading to panic and confusion among the team at Var Headquarters in west london. Theyre saying to delay the game. Theyve restarted. Having already apologised to liverpool for what they called a significant human error, Pgmol Tonight said to try and avoid a repeat, they would reiterate to officials that accuracy was more important than efficiency, enhance communication between the referee and var team, and ask the var to confirm checks with the assistant before a final decision. Speaking before the release of the video, rival manager Pep Guardiola addressed the issue. Video, rival manager Pep Guardiola addressed the issue. Everyone knows the did a addressed the issue. Everyone knows they did a mistake, addressed the issue. Everyone knows they did a mistake, and addressed the issue. Everyone knows they did a mistake, and liverpool they did a mistake, and liverpool suffered big consequences of that because in these types of games, it is so important. But dont worry, the consequence will dictate the players and the managers. Dont players and the managers. Dont wor. Players and the managers. Dont worry the players and the managers. Dont worry. The farcical players and the managers. Dont worry. The farcical Blunder Players and the managers. Dont worry. The farcical blunder that l worry. The farcical blunder that marred the match between spurs and liverpool here at the Tottenham Hotspur stadium has sparked the biggest Refereeing Crisis that english football has seen, with mounting fears that the credibility of the Premier League is now being undermined. Many fans asking how officiating standards can be improved, why there is not more transparency around decisions, and whether var, a system brought in to try and help referees, should now be abandoned. The Premier League says its clear that there are systemic weaknesses in the var process and have announced their own review, but after this latest controversy, Rebuilding Trust will be no easy task. Dan roan, bbc news. For the first time in us history, the speaker of the us House Of Representatives has been ousted from hisjob by his own party. In the past half an hour, they voted to remove the republican speaker, Kevin Mccarthy. A hard right republican forced the move after mr mccarthy reached a deal on spending with the democrats but they did not vote to save him. Gary odonoghue is in Washington Dc what are the consequences of this historic vote . Sophie, a real moment of history. This country has been in existence for 234 years, since the constitution was put in place, and they have never done this. They simply have never done this. At the moment, no one knows what happens next. In truth, Kevin Mccarthy was heading for a fall. He took 15 votes, if you remember, at the beginning of the year to confirm him as a speaker. The reason for that is that the numbers are very tight inside the House Of Representatives and there are a handful of republicans that have never liked him. Eight of them voted tonight. They voted along with democrats, and that removed him from his post following what they said, republicans, was his dealing with democrats to keep the government open at the weekend. There are furious and frantic discussions going on inside the capitol now to work out who could get enough votes to become speaker. And of course, there are only 45 days for the federal government to be open because they couldnt agree on a spending arrangement. So the time and the clock is ticking. For americas allies around the world, that also means the uncertainty about ukraine funding, the money to continue the war, that is thrown into real doubt by this situation as well. Just eight republicans, just a handful of eight, bringing Kevin Mccarthy down. They will try and get a new speaker. We expect those attempts to start. But until then, sophie, this place, one of the three branches of government in the united states, is in complete paralysis. Gary odonoghue, thank you. This is what was happening in the early evening yesterday. Dozens of Lightning Strikes hit the uk last night as a storm swept across central england. One man and a boy are in hospital after being hit at a School Football match in hertfordshire. Frankie mccamley reports. Emergency services were called to the Sele School In Hertford at around 5 20pm. Police cars and ambulance crews drove onto the pitch to treat the man and a 12 year old boy. The Football Tournament was abandoned as parents panic find their children. Staff including sophie rushed to provide first aid. When i got to the field, there was a young person who was already being looked after by our lead first aider, who had a defibrillator with him, and by other first aiders. And there was another casualty on the other side of the field who did not have a first aider with them, so i went to that person. The two who were struck were then taken to nearby hospitals. The man was discharged. The young footballer remains in a serious but stable condition. A few miles down the road, the head teacher at the school praised the quick thinking first aiders at the match. All we know for sure is that he was hit by lightning. We know that he was immediately seen by first aiders who were on site. We that somebody ran in and sele school did everything right, they rang the ambulance, which came pretty much immediately. A number of ambulances came. Frankie mccamley, bbc news. Now a look at some other stories making the news today. A rail strike tomorrow will mean fresh disruption for passengers as Train Drivers walk out in a bitter, long running dispute over pay and conditions. The strike coincides with the final day of the conservative Party Conference in manchester. Many parts of the country will have no service at all. A new law to strip people who murdered their partners of parental rights over their children will be introduced. A bbc investigation uncovered allegations that Mike Jeffries exploited young adult men for sex at events he hosted in his new york homes and hotels around the world, including in london and paris. He has not responded to the claims. The government of pakistan has ordered all Illegal Immigrants to leave the country by the end of the month or face expulsion. The decision is thought to be targetting mainly afghan nationals, many of whom left the country after the taliban came to power in 2021. Our pakistan correspondent, Caroline Davies is in the capital islamabad. Sophie, this is one of the largest crackdown is that we have seen by the Pakistan Government on illegal migrants. They say they are planning to create a special task force, that they will shut down businesses owned by illegal migrants, and that they will create a special phone line so that members of the public can call in with information. When this was announced, the Government Minister said that this is notjust about afghan nationals, it is about all nationalities. But at the same time, pointed out in his words that there are 1. 7 million afghans in the country illegally, and that 14 out of the last 24 Suicide Bombings in the country, they say, are from afghan nationals. There has been rising tension between pakistan and afghanistan, pakistan accusing afghanistan, pakistan accusing afghanistan of allowing militant groups that attack pakistanis to be able to operate within the country. That is something that afghanistan has denied and instead accused pakistan of Harassing Afghans in the country, even when they have the right documentation. Groups Like Amnesty International have also talked about their concern of a crackdown on afghan nationals too. Bearin crackdown on afghan nationals too. Bear in mind that over the years, millions of afghans have come to pakistan, including since the 1980s under the soviet occupation, right up under the soviet occupation, right up until 2021, of course, when the taliban took control of afghanistan. To football now, and in the Champions League Manchester United lost 3 2 at home to galatasary, as erik ten hags side saw their season go from bad to worse. It was a poor night for arsenal too, who lost 2 1 away to lens. Our Corresponentjoe Lynskey has been watching all the action. A team out of form and a coach under pressure. This was tense and breathless, and when cassie mira was sent off, it all changed again. Galatasaray missed the spot kick, but this match was now wide open.
