Some of those first on the scene used planks and poles to try to hold up part of the ruined structure, while others made their way through the wreckage, looking for survivors. The Rescue Operation continued into the night, involving teams from the state police, the National Guard and the red cross. The cause of the roof collapse isnt yet known, but a structural failure is suspected. Journalist Franc Contreras in mexico city has been keeping us up to date on the emergency. Rescuers have been working for hours now pulling rubble by hand and, actually, they have been able to rescue one or two people alive from under the rubble there and so there is still hope, the bishop says that the roof collapsed right around the major moment of The Mass On Sunday in the afternoon, there, the church was packed with about 100 people, and people were lined up to take the communion, of course, thats sort of the climax of the catholic mass, and thats when the roof came down on top of them. Bricks, concrete, and, of course, steel support structures coming down on top of the people. Now, there is a bit of hope at this hour because the experts on location, the National Guard units and red cross officials, are reporting that some of the rubble came down on top of the pews in the church, so that could open the possibility of air passages under all of that heavy tonnage. We are leaving our coverage to bring you live the speech from the former Prime Minister liz truss. Lets cross to manchester now. We made some progress, weve delayed the ban on boilers, the ban on cars. We need to do more because it is solution is, it is conservative arguments. They are popular with the public, but it is those arguments which will deliver. What i want to talk about today is three things that we can do now as conspirators to really change the agenda. As conservative s. Cutting the bills and building homes. Lets start with axing the tax. We need to unleash business across britain, we need people to invest in our country, businesses to expand, to grow and create newjobs, and new ideas. That is why i calling upon the chancellor at the Autumn Statement to put Cooperation Tax back down to i9 . Frankly, if we can get at lower, the better. What we know is we know when businesses are able to keep more of those funds, the future comes from, its where the opportunities come from, where the jobs come from. And what we know is that at the moment, we are seeing businesses not located in the uk. We saw astrazeneca choose to locate elsewhere. Weve seen Small Companies struggling with a level of tax and regulation. Weve seen a flight out of britain of High Net Worth individuals, third only to india and china, and in fact a of russia. We need to be hungry to get those businesses back. We need to be hungry to attract business to our country, and we need to make the Conservative Party the party of business again. What we know is that Economic Growth and making britain grow again wont be delivered by the treasury, it wont be delivered by more Public Spending or more regulation, it will be delivered by giving businesses the freedom they need to succeed. It is going to be propelled by that. And the fact is, over the last 25 years, weve had relatively low Economic Growth. Weve had relative economic stagnation, and the only thing that will breakthrough that is businesses and entrepreneurs being able to do things differently, being able to invest, grow, build new factories, employ people. That is what will drive our country forward. As the conservatives, we need to make that argument for businesses, because it shouldnt be a cash cow to be milked, it is a future investment in our prosperity. The second thing we need to do is cut the bills. People in britain are paying some of the highest energy bills in europe, and our businesses are also paying high energy bills. It means that we will end up exporting jobs overseas. We end up exporting jobs overseas. We end up exporting jobs overseas. We end up producing. What we need to do is we need to cut those bills. And it is possible, it is possible to do it because we can see what has happened in United States when they started using shale gas. We can see in other countries when theyve seen a greater production of energy, and we can learn those lessons in the uk. Some environmentalists will say using our own gas is not Environment Friendly, but how environmentally friendly is it to rely on regime abroad, often who have bad records. To ship the gas into the uk At Environmental Cost and financial cost. How Environment Friendly is it . We are projected to be importing. We are sitting on 50 years worth of sustainable gas. And you imagine if we unleash that, what that would mean for households and businesses . We can see from United States their energy bills are half what our energy bills are half what our energy bills are here. Can you imagine the impact it would have on the british economy if we did it, if we unleashed that gas that we are sitting on at the moment into our economy . The fact is, we have already made progress. We are licensing new fields in the north sea but we need to make more progress, unlock our potential, develop our economic security, deliver cheap bills for people, at the same time as making our industries efficient, effective and effective. The third thing we need to do is we need to build more homes. The we havent built enough homes, and its difficult if you are young person to get on the property ladder. It is difficult to rent a property in cities like manchester and london. It is expensive. As members of Parliament Talk about new homes, it is difficult to get them vote for reducing the regulation that are stopping the homes being built. It is all about protecting newts or installing a backbench, which seems to be a priority. We need to turbo charge the incentives, Incentivise Local Areas to build new homes, by giving them tax breaks if they are prepared to get rid of the red tape. We need to do it at a level so we are building 500,000 new homes every year. That is the state we are now when, the prices are so high the cost of living is so difficult forfamilies high the cost of living is so difficult for families that we need to build 500,000 homes every year. And that willjust mean people will find it easier to get into a home, people will find it easier to start a family because there will be more affordable housing. Employers will find it easier to employ people somewhere because their workers can afford homes. It will also save the government money, it will save them because we will cut our housing bill, we wont need to intervene so much in the Housing Market because we are making the price is cheaper. And that is fundamental to what these reforms should be about. So there are three things we can do. We can axe the tax, cut the bills, and we can build the homes. But i am under no illusion, this is not easy for us to do. It is difficult, but we need to be prepared to do the typical things because that is what will make britain grow again. All of the people in this room, members of the people in this room, members of the media, all of the people need to be out there making the arguments because people need to hear those concerted arguments again. The way we will bring the price of housing down, or energy down, is not through a rent cap or price controls, it is through more supply, simply by having more of it. It will bring prices down. That is a free market, conservative argument. Applause people need to hear these arguments. The second thing we need to do is acknowledge where we are now. Some people have been claiming we live in some free market paradise in britain. That somehow the problems we have or as a result of too much neoliberalism. Look at the facts, Government Spending is now 46 of gdp. It has not been higher since the 19705, and it was lower for those of the 19705 apart from 1975. That is the only year where Government Spending as a proportion of gdp has been higher. We need to acknowledge the government is too big, taxes are too high and that we are spending too much. The big, taxes are too high and that we are spending too much. Are spending too much. The final thin we are spending too much. The final thing we need are spending too much. The final thing we need to are spending too much. The final thing we need to do are spending too much. The final thing we need to do is are spending too much. The final thing we need to do is bring are spending too much. The finall thing we need to do is bring these arguments home to people. What does it mean for people across the United Kingdom that we havent grown as much as we could have . If we had grown as much as america, if we had the same gdp, the average briton would be £9,000 better off. Think about what that means for the ability to buy a car, go on holiday, buy something for your children. It makes a huge difference to the average person, and that is what we have to talk about, about the result of the policy. So lets stop taxing and banning things. Lets instead build things and make things. Lets be prepared to make conservative arguments again, even if it is unpopular and difficult. I want everybody in this room to unleash their inner conservative. And finally, my friends, lets make britain grow again. Thank you. Applause that was the former Prime Minister liz tru55 delivering her speech at the Conference Party in manchester. According to our correspondence in a packed room, she was in charge of the tory party this time last. Just before we go to westminster, i am bringing you picture5 before we go to westminster, i am bringing you pictures of the policy of westminster of a historic event, dame sue car has become the lady chiefju5tice, the first woman to hold the title of the most senior judge in england and wales. She was just sworn in, you are seeing the ju5t sworn in, you are seeing the aftermath of a ceremony at the royal courts ofjustice, sworn in in front of herfamily, heads of courts ofjustice, sworn in in front of her family, heads of the Legal Profession and the lord chancellor, as well as senior profession and the lord chancellor, as well as 5eniorjudge5, some of whom you are seeing leave the Palace Of Westminster now. She is the 98th person in the role, which dates back to the 13th century, butjust a really hi5toric to the 13th century, butjust a really historic event taking place in westminster. She has become the lady chiefju5tice, the first woman to hold that title. Lets head back to hold that title. Lets head back to our conservative Party Conference and crossed to, he was outside the hotel where liz tru55 delivered the speech. Nick, what do you make of it . ,. , speech. Nick, what do you make of it . , speech. Nick, what do you make of it . ,. ,. , it . Familiar, you may have thought ou had it . Familiar, you may have thought you had switched it . Familiar, you may have thought| you had switched on last year. What is interesting is whatever happened with liz tru55, however much some people think her short tenure in power was the end of her political career, 5he power was the end of her political career, she is still popular here. That is the hotel over there, and there are hundreds of people queueing up, dozens who didnt get into 5ee queueing up, dozens who didnt get into see the speech because the room was full. There are lots of conservatives who are interested in what she is saying in that 5peech conservatives who are interested in what she is saying in that speech or they agree with her, they think those ideas about growth, lower tax, about fracking, liberali5ing planning laws, they are absolutely crucial. It is worth reflecting that liz tru55 one the support of the conservative membership in the Leadership Race last year. Rishi sunak didnt, 5he beat him come doubly in the end. It is fascinating to see, despite everything with the economy la5t to see, despite everything with the economy last year, which a lot of people blame on liz tru55 and her inability to do that properly, 5he inability to do that properly, she is still really popular, 5he inability to do that properly, she is still really popular, she still has a fan base here, and those ideas still have a lot of resonance with conservative members. {leia still have a lot of resonance with conservative members. 0k, thank you, nick. Givin conservative members. 0k, thank you, nick giving his conservative members. 0k, thank you, nick. Giving his analysis conservative members. 0k, thank you, nick. Giving his analysis outside nick. Giving his analysis outside the hotel where liz truss was delivering her speech. We will return to the Party Conference in manchester at around two oclock or more of those speeches, but now that hand you back to our international coverage. Weve had an unbroken line of men and the post is defined in law as lord chiefju5tice. Dame sue carr, she has a job, she took over formally yesterday. This morning she was sworn in where she gave an oath of allegiance to king charles but swear to uphold the law fairly for all, effectively giving everyone a fair chance at a fair hearing in court. This is a complex and demanding role. She is in charge of all thejudiciary in demanding role. She is in charge of all the judiciary in england demanding role. She is in charge of all thejudiciary in england and wales, and i mean from the smallest Magistrates Court to the high court of appeal. She is in charge of all thejudges across all of appeal. She is in charge of all the judges across all those branches of law. She has to organise the thousands of cases going on and make sure we have the resources in the right places in accordance with the government. She has to represent the judiciary in talks with government over resources in court. Also sits on the sentencing council, which oversees criminal sentencing. It is a complexjob. She has affected more than 400 responsibilities. Literary from now until the day she steps down, she will literally be working flat out. It is a 24 seven. We are seeing pictures. Iam not sure flat out. It is a 24 seven. We are seeing pictures. I am not sure if you can see the pictures, lots of pmp you can see the pictures, lots of pomp and ceremony. People might be watching and think this is archaic. Why is this necessary question this is a really good point. Why is this necessary question this is a really good point. Where are we in terms of is a really good point. Where are we in terms of tradition is a really good point. Where are we in terms of Tradition Versus in terms of Tradition Versus modernity . They have tried to strike an important balance between the history of these posts but also have the modernity. For someone like me, i sit in court observing what is going on, and you have that barrier between the modern day and pass through the use of wigs and these robes, depending on thejudiciary. In many respects, thejudiciary want to hang onto these traditions because it is part of the separation of them from other arms of the state. So they are just sitting there in the Business Suits but there in the Business Suits but there is this symbolic separation to emphasise the history and continuity of independentjudging. They do act independently. Some of this pomp and circumstance is part of the dig. 0ne Circumstance is part of the dig. One of the things i think is interesting to think about in relation to sue carr and this appointment is how things have changed over the last century. It was only in 1919 that the law was changed to allow women to become barristers. That is quite incredible to think untiljust over a century ago women could not appear in court and advocate for a client, someone in the dock or seeking damages. That was the start of women being able to keep smashing down the store to get through. The upshot of this is when dame sue carr, the lady chiefju5tice, began as a Trainee Barrister in the early 19805, about one fifth of all barristers were women. Today, when you look at the figures, if you look at the people coming in with law degrees and starting to go on the journey to be a barrister, it is about half and half. In many respects, a lot of the battles over Gender Equality are being won. The fact lady sue carr has thisjob, and it being won. The fact lady sue carr has this job, and it was either her or another woman, has this job, and it was either her oranotherwoman, it shows has this job, and it was either her or another woman, it shows how things have changed. There are bigger battles afloat, and one of the big issues for thejudiciary is not only diversity on ethnicity. But also thinking about where they recruit from. It is very clear a lot of this judiciary comes from a small number of universities, 0xford of this judiciary comes from a small number of universities, oxford and cambridge. This is a big moment in terms of inclusion and equality. As some of her colleague said today, there is still a long road ahead. Dominic, really interesting. Thank you for taking us through that. Water companies in england and wales want to increase Customer Bills by more than £150 or 182 a year to improve infrastructure and reduce sewage spills. The water firms are outlining their plans to nearly double their Infrastructure Spending by 2030. They say the improvements will cost £96 billion from 2025. 0ur environment correspondent, jonah fisher, sent this update from cardiff. This is effectively a wish list from the water companies. They want to spend nearly £100 billion in the period from 2025 to 2030. That meant money will be spent on a variety of different things, so sorry, we have problems with the sound. We will try and fix them. This years Nobel Prize For Medicine has been awarded to Katalin Kariko and Drew Weissman whose work was critical in developing effective mrna vaccines against covid 19. And as we go through the course of the afternoon, if anything, we still will hang on to the cloud, but well see some Heavy Rain Develop and some of that will be thundery. Meanwhile, the showers in the north and the west continue, some of them getting over towards the east and quite blustery as well. Temperatures are fresher, 13 to 17 across scotland, Northern England and Northern Ireland, but a warmer, more humid 22 in london.
