We also had the other for people who were injured in the fire that you mentioned there being treated by Emergency Services as well, and the authorities have not ruled out the possibility that the death toll could rise even further from this fire. The Prime Minister has posted a message of condolence on social media, and the mayor of murcia has been following events closely and has declared three days of mourning. But what we are hoping is that we wont be hearing an increase in that death toll. Now we are going to go to the United States next, because withjust are going to go to the United States next, because with just minutes to spare, a deal was done to avoid the government shutting down. Take a look at this, this was the moment the deal was approved in the senate after already being approved in the lower house too. What does this mean . It basically means the government workers will be paid, and can keep on turning up to work, so a significant moment. This keeps the government running for another 45 days, when they will have to have another deal to extend it beyond that, and one of the key parts of this was that it excludes money for ukraine, so no more aid for ukraine. That is because some republicans had demanded that. President biden had this to say about it. Tonight, Bipartisan Majorities in the house and senate voted to keep the government open, preventing an unnecessary crisis that would have inflicted needless pain on millions of hard working americans. But he was critical about the lack of new funding for the war in ukraine. He said, we cannot under any circumstances allow american support for ukraine to be interrupted. Ifully support for ukraine to be interrupted. I fully expect the speaker will keep his commitment to the people of ukraine and secure passage of the support needed to help ukraine at this critical moment. Earlier i spoke to Jared Mondshine, whos the director of research at the United States studies centre in australia. Yes, i think this is yet another bipartisan victory both for biden but also for the us congress as a whole. As we saw not too long ago, when there was a major fight over just how much debt the us could incur, and what sort of deal the us could come to, Speaker Mccarthy and joe biden and the democrats came to a table and split off the far right and the far left factions from their negotiations, and they successfully navigated yet another debacle, and this is remarkable because are not many people sort this outcome coming. A lot of folks during the budget, during the deficit debate, had some optimism, and on this one there wasnt a lot of optimism, there wasnt a lot of optimism, there wasnt a lot of optimism, there was a lot of pessimism and expectation that we would face yet another shutdown, expectation that we would face yet anothershutdown, but expectation that we would face yet another shutdown, but fortunately for American Workers in particular, that has been averted. Lets for American Workers in particular, that has been averted. For American Workers in particular, that has been averted. Lets pick up this issue of that has been averted. Lets pick up this issue of the that has been averted. Lets pick up this issue of the war that has been averted. Lets pick up this issue of the war in that has been averted. Lets pick up this issue of the war in ukraine. This issue of the war in ukraine. Why was that excluded . The republicans why was that excluded . The republicans in why was that excluded . Tue republicans in congress why was that excluded . Tte republicans in congress made why was that excluded . Tt2 republicans in congress made clear that they were not going to budge on that, and that is something that as you just mentioned, with mitch mcconnell, the Senate Minority leader, and joe biden, they both see this as a priority for them, but they had to cut the ukrainian funding from the budget to keep the government open. The congressional against the funding, those who want to the current aid were willing to prioritise a shutdown of the government and the us suffering from that catastrophic outcome of yet more dysfunction, they thought that that was less important than ukrainian aid, and that really plays on the sort of isolationist mindset that you see in the Republican Party today. That you see in the Republican Party toda. ,. ,. , that you see in the Republican Party toda. ,. ,. , today. And ust before i let you go, this deal today. And just before i let you go, this deal last today. And just before i let you go, this deal last 45 today. And just before i let you go, this deal last 45 days, today. And just before i let you go, this deal last 45 days, so today. And just before i let you go, this deal last 45 days, so will today. And just before i let you go, this deal last 45 days, so will we i this deal last 45 days, so will we be back in exactly the same place then . , , be back in exactly the same place then . , , then . Thats exactly where they will likel be, then . Thats exactly where they will likely be. But then . Thats exactly where they will likely be, but then then . Thats exactly where they will likely be, but then it then . Thats exactly where they will likely be, but then it is then . Thats exactly where they will likely be, but then it is also likely be, but then it is also exactly where Speaker Mccarthy and joe biden and the democrats do not want to be. In 45 days from now, the us will be hosting the Asia Pacific Economic cooperation summit in the us, and that means that there will be yet another asia oriented meeting that the us president may have to exclude himself from because of domestic political dysfunction, that famously happened earlier whenjoe famously happened earlier when joe biden famously happened earlier Whenjoe Biden couldnt go to a meeting, and that will be a repeat of this. Everyone will want to avoid that, because as much as there is bipartisan dysfunction, there is also bipartisan agreement that asia, the indo pacific, is a priority, and as long as there is dysfunction, they cant really make the region as much of a priority. Much of a priority. Thank you to Jared Mondshine much of a priority. Thank you to Jared Mondshine for much of a priority. Thank you to Jared Mondshine for that. Back to the uk, and we go live to manchester. It is the conservative party conference. Uk Prime Minister rishi sunak is also there. Bbc political correspondent, nick eardley is at the conference and joins me now. The Prime Minister is around, and one of his firstjobs was to speak to laura kuenssberg. One of his first jobs was to speak to laura kuenssberg. One of his first jobs was to speak to laura kuenssberg. Good morning, lewis. To laura kuenssberg. Good morning, lewis yes. To laura kuenssberg. Good morning, lewis yes. He to laura kuenssberg. Good morning, lewis. Yes, he is to laura kuenssberg. Good morning, lewis. Yes, he is trying to laura kuenssberg. Good morning, lewis. Yes, he is trying to to laura kuenssberg. Good morning, lewis. Yes, he is trying to set to laura kuenssberg. Good morning, lewis. Yes, he is trying to set a lewis. Yes, he is trying to set a bit of narrative over the next few days. It is probably a few months, may be just over a year, until the general election in the uk, so rishi sunak is going to try and use this conference as a bit of a launch pad for a bit of a reset to try and close the gap in the polls with labour. But one thing that has become pretty clear is he is not the only one trying to set the narrative. There are a lot of Conservative Mps who want him to go faster, to be bolder, and to promise certain things, and the one that keeps coming up when you chat to certain wings of the conservative party is tax cuts. There are a lot of tory mps who think that people in the uk are paying too much tax, and it needs to come down before the general election if the conservatives are going to have any chance of winning. We had one cabinet minister, michael gove, out saying that he wants to see tax cuts before the general election. We have a group of 30 tory mps who have signed a Letter Putting Pressure on rishi sunak when it comes to tax. Liz truss, the former Prime Minister, didnt end well for her when she cut tax, but she has not gone away and she is going to be here tomorrow making the argument dub this morning rishi sunak was on bbc one with laura kuenssberg, and he was asked that, is he going to cut tax. Your close colleague michael gove this morning said you should commit to cutting taxes for working people before the next election. When you make that commitment . The best tax cut we can give is to halve inflation. So you wont . So, no Firm Commitment there really. There has also been no Firm Commitment from the government when it comes to the Hs2 Rail Line which is supposed to end here in manchester. There has been a lot of speculation over the last few days that the leg between birmingham and manchester is about to be axed, there are a lot of people in government who think that is going to happen. But rishi sunak and his ministers have been very, very reluctant to talk about it. Yes or no, will hs2 come to this part of the world . There are already spades in the ground. That is not the question. Is it coming here . We are not going to comment on all this speculation. We have spades on the ground, but we are focusing on levelling up. Can ijust stop you there. You are the Prime Minister of this country. This is not asking you about speculation. You are not a columnist or a backbencher with an axe to grind, not someone from the rail industry, you are the Prime Minister of this country. This is your decision. Is this going to happen or not . As i said, we have got spades in the ground and im not going to comment on further speculation. What i can tell you where doing is committed to levelling up across this country. Just today we have announced a new plan to put a Long Term Plan to focus on people in towns. Now, people who watch political interviews regularly will know that it is not surprising that ministers and politicians sometimes dont quite answer the question. But i think it is a bit of an awkward juxtaposition for rishi sunak, because the big picture around this Conference Centre that is emblazoned on posters all over the place, i can see one over there, it says long term decisions for a brighter future. But rishi sunak is trying to persuade voters that he is going to take the big, strategic course, even if they are difficult, if he thinks they are in the best interests of they are in the best interests of the country. There is a couple, on tax and hs2, where he was asked pretty direct questions, and he didnt want to give an answer. I expect there will be more of those questions over the next few days. Nick, thank you for that. Lets head to poland now, in the capital, warsaw. Tens of thousands of people are marching through the polish capital, warsaw, ahead of parliamentary elections later this month. Theyre Opposition Supporters hoping to stop the ruling right wing Party Winning a third term in office. Meanwhile in neighbouring slovakia, a pro Russian Party has emerged as the largest in its parliamentary election. Until now slovakia had been a staunch backer of ukraine. 0ur Eastern Europe correspondent Sarah Rainsford joins us from warsaw. What are we seeing here in these countries which both border ukraine . As you were just mentioning, huge, huge march through the centre of warsaw. You can see it all around me. The crowd is enormous, lots and lots of polish flags in both directions all the way up and down the street. People have come with their children, they brought their pets, a lot of the wearing Red And White ribbons as well, and they are portraying this as a patriotically march, a march from poland, for pole ands future. They have labelled it the much of a million hearts, and donald tusk is right at the front of this vast march through the city. And he is calling this a vote about specifically polands future. He has been sending the message clearly throughout this Election Campaign that it throughout this Election Campaign thatitis throughout this Election Campaign that it is democracy itself that is in danger here in poland, that its basic fundamental principles are being eroded by this government, and it is time for the opposition to step up and take over. Of course the ruling law and Justice Party has a lot of support in the country, particularly in the countryside, particularly in the countryside, particularly amongst rural and conservative voters. This opposition believes that fundamental things like the rule of law, the freedom of the media, are at stake here, and those of the things they are coming out to vote for. People are saying it is a vote for the future, there are a lot of children here, and it is a vote for them as well. They are also talking about this government being a danger to the eu future of poland, and donald tusk himself has said that the ruling party wants to take poland out of the eu, and if it carries on the way it is going, that is what will happen. So it is being seen as a critical election, the opposition saying the most important election since 1989, the beginning of democracy in this country and the end of communism here. Interesting. And what do you make of where the elections, and the results were just seeing in slovakia . T were just seeing in slovakia . I think it certainly suggests that scepticism and perhaps fatigue with support for the war in ukraine could be increasing in europe. We will certainly be sending worrying signals in terms of eu support for the war in ukraine. We have also seen worrying signals here in poland in recent days, where the government has made comments to suggest that its support for ukraine might not be 100 as it was at the beginning of this war, although it has rowed back on those comments. And so the win, the victory of a Populist Party in slovakia i think sending that message too, an openly anti ukrainian message, and openly pro russian, certainly alongside hungary in its scepticism about supporting ukraine going forward. So cracks emerging within eu support of the war in ukraine, which will worry kyiv are more than anyone. To sarah, thank ou kyiv are more than anyone. To sarah, thank you very kyiv are more than anyone. To sarah, thank you very much kyiv are more than anyone. To sarah, thank you very much for kyiv are more than anyone. To sarah, thank you very much for that. Thank you very much for that. Lets have a pause. Now its time for a look at todays sport with hugh ferris. Hello from the bbc sport centre. We start with the ryder cup, where play is under way on the final day in rome. Europe, looking to regain the trophy, know if they win four of sundays 12 Singles Matches it will be job done against the United States. Lets head to the course and speak to our correspondent andy swiss. This day is going to ebb and flow. It will be matches going red and blue depending on if it is a usa or Europe Leading, but what is the latest right now . You Europe Leading, but what is the latest right now . Europe leading, but what is the latest right now . You are right, there has been latest right now . You are right, there has been a latest right now . You are right, there has been a lot latest right now . You are right, there has been a lot of latest right now . You are right, there has been a lot of ebb latest right now . You are right, there has been a lot of ebb and| there has been a lot of ebb and flow. Europe got off to a really strong start, but in the last half an hour or so, the us have been fighting back, currently in Europe Leading in five matches, the us leading in five matches, the us leading in five matches, the us leading in five matches, and the other two currently tied. Just to run you through the latest, john ram against Scottie Scheffler in the opening match, Scottie Scheffler is now one up in that, Viktor Hovland going nicely against collin morikawa, he is three up. Patrick cantlay at the centre of controversy yesterday, he leadsjustin rose, and rory mcilroy again involved in a bit of controversy yesterday. He is too up of controversy yesterday. He is too up against sam burns. Fitzpatrick against max homa is tied. Brooks koepka leading ludwik 0prah at the moment. Justin thomas two up against sepp straka, and why god is one up against and bob mcintyre has just gone one up against wyndham clark, so good news for europe down there at the bottom of the scoreboard, but it has been an interesting morning. You at one stage very much in control, but as i say, america had been fighting back, so who knows, we could still be in for a bit of drama. ,. ,. , could still be in for a bit of drama. i. , i. Drama. And you mentioned, you hinted, andy. Drama. And you mentioned, you hinted, andy, at drama. And you mentioned, you hinted, andy, at the drama. And you mentioned, youj hinted, andy, at the controversy involving a couple of golfers from after yesterdays four balls. Has there been any sort of extra fallout to that today . To that today . Well, ust to remind eole to that today . Well, ust to remind people about h to that today . Well, ust to remind people about it. To that today . Well, just to remind people about it, there to that today . Well, just to remind people about it, there was to that today . Well, just to remind people about it, there was a to that today . Well, just to remind people about it, there was a bit to that today . Well, just to remind people about it, there was a bit of| people about it, there was a bit of a row between rory mcilroy and patrick cantlays caddy on the 18th green, and then in the car park at the end of play yesterday, we saw rory mcilroy and angle be gesticulating towards members of the american backroom team. He had to be gently steered away from that. But certainly not much sign of a hangover. Patrick cantlay is very much the Pantomime Villain as far as the european fans are concerned. He has been getting a fair number of boeing, but he has responded to it and gone really well, he is leading his match and rory mcilroy as well has responded impressively, he is leading his match. So for the two players at the centre of it, it doesnt seem to have affected their play, in fact it seems to have motivated them. So no real hang over at the moment, but we are yet to get to the business end of things, so who knows . We might see a little bit of spice over the next few hours. Thank you very much indeed, andy swiss at the ryder cup for us. Jorge martin capped a fantastic weekend with victory in a rain affected japanese motogp. The spaniard set a new lap record on the Motegi Circuit to qualify in Pole Position and also won saturdays sprint race. And he was leading sundays Grand Prixfor his team Pramac Racing when it was red flagged at half distance because of rain, moving to within three points of ducatis championship leader francesco bagnaia, who was second. Hondas marc marquez was third. Just one game in the Premier League today, and it involves two mid table teams, but with an interesting prize on offer. Nottingham forest are taking on brentford, knowing that the winner will go into the top half and above the under performing manchester united. Forest are looking for their third win of the season. Meanwhile brentford only have one so far, and have lost their last two in the Premier League. That game at the city ground starts in the next hour. And the Womens Super League has started in england as well today. Aston villa and manchester is the first of the games under way. Thats more than 100,000 Ethnic Armenians who have navigated the winding, mountainous road to armenia. Azerbaijan has said it wants to reintegrate the area and treat its residents as equals, but an armenian spokesman said this was just a lie. The Un Refugee Agency has said that many of those fleeing are hungry, exhausted and need immediate assistance. The mass exodus has prompted the United Nations to send its First Mission to the territory in about 30 years, to assess the humanitarian situation. Nagorno karabakh had been controlled by armenian separatists for three decades, but is internationally recognized as part of azerbaijan. Bbc s South Caucasus and central asia correspondent Rayhan Demytrie has more. Outside the humanitarian Registration Centre here in goris which has been working 24 7 since the influx from Nagorno Karabakh began last sunday. Karabakh armenians had surrendered and have now largely been disarmed. Their former leaders are being arrested one by one by azerbaijan, which accused them of terrorism. Their republic, which existed for 32 years but was never recognised by the international community, ceased to exist. pres new Trading Rules for Northern Ireland are coming new Trading Rules for Northern Ireland are coming into force today as part of the deal between the uk and the eu earlier this year. The Windsor Framework is designed to ease the movement of goods from Great Britain. 0ur ireland correspondent chris page reports. Brexit has been a challenging course to navigate. The irish sea became a trade border. The fallout for business and politics has been anything but calm. Beeping. The changes coming in today have a particularly big effect on the food sector. This wholesale Company Makes deliveries to 5,000 customers every week. At least this gives us a level of certainty, but its not without its difficulties. We have 180 gb suppliers and so that means new paperwork, explaining new systems. The previous arrangement, known as the Northern Ireland protocol, was designed to avoid checkpoints on the land border with the irish republic. Northern ireland, in effect, remains in the eu single market, so goods arriving from the rest of the uk were inspected to ensure they were in line with eu rules. Under the Windsor Framework, theres now a red line for products which will travel onwards into the republic of ireland. Theyll still have routine inspections, but therell be a green lane for goods which are staying in Northern Ireland. Theyll have minimal checks. I think if you compare it to pre brexit, it is burdensome. If you compare it to the Northern Ireland protocol, its less burdensome. But what businesses are very focused on is making this work, finding Practical Solutions with government to ensure the smooth flow of trade from gb to ni while also meeting the eu requirements around protection of the single market. The issues of trade, borders and checks are profoundly political here. Rishi sunak hopes the Windsor Framework will pave the way for the return of the devolved government a year and a half after it collapsed. The Democratic Unionist Party is blocking the formation of a Power Sharing Coalition at stormont. It says the trade border with Great Britain has been threatening Northern Irelands place in the uk. This month will be a critical time if devolution is to be restored. Chris page, bbc news, belfast. And thats about it for me. Plenty more online. And if you are online, you can get me on social media. Im lewis vaughanjones, and this is bbc news. Goodbye. Hello. After record breaking warmth through september across much of western europe, another very warm day to come for the first day of march. We could see temperatures about 5 to 8 degrees above normal, peaking in the high 30s through parts of south west spain and portugal. But some of that warmth will be felt here in the uk, especially where you get the sunshine. Southeast corner, some breaks in the cloud will see that temperature boost. Lots of sunshine to scotland and Northern Ireland, Northern England, not quite as warm, but temperatures still above, but in between, after the morning rain in Northern England, north wales, brightening up here, outbreaks of rain, drizzle pushing down into the midlands, parts of yorkshire, lincolnshire, south wales and the south west of england. There, confirmation, should be 13 to 17, will be around 17 to 23 or 2a degrees. Now through tonight, stays humid and muggy across the south. Extensive mist and low cloud continuing for some, especially around some hills and coast, a little bit of drizzle. 15 the low in london, bit fresher through scotland, Northern Ireland, far north of england, with some clearer skies. A few showers here, but a fresher, brighter start to monday. This area of low pressure will strengthen the winds across northern scotland, whereas the weather front in the south, whilst itjust is there with cloud and some patchy rain, drizzle, mist and fog to begin with, a few brighter breaks. If anything, the cloud thickens up through the day. Well see outbreaks of rain develop rather erratically. So rainfall amounts will vary, but where it does rain, potential for it to be heavy and thundery. Far north of england, scotland, Northern Ireland, as i said, few passing showers, most frequent in the northwest with the strongest of the winds. And here, a fresherfeel compared with today. Still muggy towards the south, though, as it will be into monday night. Some even heavier bursts of rain will work its Way Eastwards Across Parts Of Central Southern England before clearing out into tuesday. Into tuesday, though, we will see things slowly brightening up. Well have a bit of cloud to begin with, especially in the southeast. A few showers dotted around. Most frequent, though, will be across western scotland, Northern Ireland, northwest england. Some of those will be on the heavy side, but actually fewer showers into the afternoon compared with the morning. Some southern areas may stay dry. Temperatures a little bit closer to october early averages, around 1a to 19 degrees, but still generally above. A cooler night, then to take us into wednesday. And whilst most southern counties will stay dry on this small chance of a shower, outbreaks of rain a bit more persistent across scotland, Northern Ireland and Northern England for a time, and it will feel a bit cooler here given the strength of the wind. Take care. This is bbc news. The headlines. At least 11 people have been killed in a Nightclub Fire on Sunday Morning in murcia, southeastern spain. Four more were injured. Rescuers are still searching for people missing after the blaze broke out in the club teatre. Two people have tried to carry out a bomb attack in front of Turkeys Parliament building in ankara. The Interior Minister says one blew himself up while the other was killed by police. In an interview with the bbc, rishi sunak has denied that his failure to announce a decision on the future of the Hs2 Rail Project is making the uk a Laughing Stock the United States has narrowly avoided a Government Shutdown after Congress Approved a short term funding bill. The last ditch resolution will keep the government running for a further 45 days, but excludes further aid for ukraine. Now on bbc news, the travel show. Could this be italys hidden gem .
