Starts this afternoon. There are divisions among the tories on major issues including tax, high speed rail, and immigration. But she started the interview by asking him about the tory party being pro motorist. Come out as a big supporter of drivers talking about the war on motorists. Weve had a look at some of the people fighting that war, one of the people fighting that war, one of them and score more, the council proposing a speed limit of 20 miles an hour, the kind you say a speed limit of 20 miles an hour, the kind you say is anti british but they are a conservative council. Conservative councils bringing in these plans . These plans . This is about local eole these plans . This is about local people being these plans . This is about local people being in these plans . This is about local people being in the these plans . This is about local people being in the driving these plans . This is about local people being in the driving seat these plans . This is about local people being in the driving seat and its about making sure things are not imposed on local communities and of course it makes sense to have speed limits around for Example School areas, Everyone Wants safety for our children but these need to be done with consent and that cannot be done with consent and that cannot be part of the war on motorists. When i was chancellor i cut fuel duty by a Record Amount to help people with the cost of living, and we have seen again, you talk about the ultra low Emission Zones, ordinary families being forced to pay £12 50 to take their kids to school or do the weekly shop, all of these things do not strike me as being right for the country and it is right we reset the balance. I would like you to be really clear about what youre actually proposing. Yours will have herjeep expressed sympathy for people who think driving is pretty tough these days but lets be really clear about what you are proposing. Well you stop councils for that they are conservative, labour or any colour of the rainbow, stop them introducing 20 mile an hour zones as a default because that is really what is at stake here . You can complain about that as lots of our viewers might do but will you stop it happening because if you dont, its just rhetoric. This it happening because if you dont, itsjust rhetoric. And labour run wales, a Blanket Imposition of a 20 miles an hour speed a Blanket Imposition of a 20 miles an hourspeed limit. A Blanket Imposition of a 20 miles an hour speed limit. Hundreds of people have risen up against that. Give you a sense of strength of feeling on this issue and i want people to know we are on their side. But you havent said if democratically elected local people and councils want to do it they can do it and thats important because i think some of this in the last few days, people might think your love for motorist seems to have come to you and the Conservative Party quite recently . A conservative government told cities to bring in clean Air Zone Switch was top of the drivers of older vehicles, a conservative mayor who first introduced and announced the low Emission Zone in london, conservative councils have been introducing 20 mile an hour zones and juno, a sceptic mightjust wonder if your new found passion for this agenda comes from the fact youve been in the doldrums in the Opinion Polls for a long time and you hung on an 0xbridge in the london subway by campaigning against the ultra low Emission Zone that your party put forward as a plan . The best tax cut i can deliver for the british people is to have inflation, but was one of the first acts. Laura, if i could please. Please, this is really important. You said something i completely disagree with. Inflation is a tax, you said it isnt. It is a tax impacting the poorest people the most and that despite the best tax cut i can deliver is to have inflation and thatis deliver is to have inflation and that is why set out as the economically the impact it has. And we are making good progress. You can start to see in the last few months the numbers are coming down. I know things are tough and there is work to do. That was laura | kuenssberg questioning the work to do. That was Laura Kuenssberg questioning the Prime Minister. Live now to the bbc s deputy political editor, nick eardley who is at the conservative conference. Good morning tea and great to see it. A couple of interesting things, the fact that rishi sunak would not commit to tax cuts means it will continue to be a big topic of conversation and there are lots of conservative mps tapping on his door trying to put pressure on number ten to come up with a plan to cut tax before the general election as a way of trying to close that gap in the Opinion Polls. Secondly, really interesting that rishi sunak is still dodging that question about hsz still dodging that question about hs2 and whether it will reach the city that the conservatives have chosen for the party conference. This time last week i think if you had asked most people in government, they would have thought it was pretty much a dead certainty that the birmingham to Manchester Leg of the birmingham to Manchester Leg of the h52 the birmingham to Manchester Leg of the hs2 was going to be scrapped. Now number ten have gone very quiet on it, they do not want to engage with those questions and it means the Prime Minister is also basically stonewalling any questions about hsz. I think it stonewalling any questions about hs2. I think it creates a bit of an uncomfortable mix for rishi sunak because in the next few days he will turn up here and ministers will turn appear and say we are prepared to make difficult, long term decisions, evenif make difficult, long term decisions, even if it is unpopular we will stand here and say this is the policy that we think is best for the country. But you saw it in that interview with laura, rishi sunak would not tackle some of the big difficult questions like is he prepared to face down his own party and said no tax cuts before the general election . Is he prepared to make what would be a really controversial decision especially in the north of england and say hs2 costs are too high, we are not going to get ahead with that. Rishi sunak also said and he looked at the labour party, he said he thinks saying nothing is indecisive and not political leadership. The calculation the tories have made is that its a weakness for the labour party but if you juxtapose that with rishi sunak not answering the questions, not really wanting to engage with the substance when it came to tax cuts, its tricky for him too. , g , came to tax cuts, its tricky for him too. ,. , him too. A lot of the time they are a bubble, in this case conservative activists will all meet up conservative activists will all meet up and have a chat and try and figure out what the party is going but there are two things that really matter about this conference for the country. One is rishi sunak will try and use it as a launch pad to say this is my politics, this is what im going to take to the public in the general election probably next year, may be a few months away, it may be over a year but most people expected to be in 24. This is his launch pad to try and seize the Political Initiative and say this is what i think the big debates facing the country are but the second thing is he is not the only one trying to do that. There are a lot of conservative backbenchers and former Prime Ministers who want to do that. We are expected to see liz truss here tomorrow, despite everything that went wrong last year under her government, she has not gone away and will be here making the case for lower taxes and saying the government needs to have a rethink on how it is approaching the taxation question. Borisjohnson and theresa may have been chipping in when it comes to hs2 saying we need to make sure that this line definitely reaches manchester. As i say, this conference is about telling the public this is me, rishi sunak, this is what i want to do with power but quite often, theyve done a few of these, quite often getting your message over is easier said than that because there are plenty of people trying to change what that message is.
