Last night, it was cut down in whats thought to be an act of vandalism. The Landmark At Sycamore Gap was one of most britains most famous and photographed trees. Its felling has caused shock, outrage and deep sadness. This afternoon, a 16 year old was arrested. 0ur correspondent, alison freeman, is there. Alison. Yes, it was just in the past couple of hours that Northumbria Police told us that they have in fact arrested a 16 year old boy and that he is helping them with their inquiries. They had stressed this is still an investigation in its very early stages and they want to hear from anyone who has any information. As you can see behind me, its still very busy here. There have been plenty of people passing by, coming to see this really awful sight. Many of them telling us how heartbroken they feel at the loss of this very special tree. The word iconic can be overused. But this tree at sycamore gap in northumberland most definitely was. Gracing many a photo taken at Hadrians Wall, it was the perfect model to show off the northern lights. And it became truly famous when it featured in the 1991 film robin hood prince of thieves. Northumbria police say a 16 year old boy has been arrested and is assisting them with their inquiries but the investigation is at an early stage and they are continuing to appealfor information. Alison freeman, bbc news, northumberland. A bbc investigation has found that Police Officers are widely misusing Video Cameras worn on their uniforms to record incidents. Officers have switched them off when force is used, deleted or not disclosed footage and shared video on whatsapp. The cameras were introduced to improve policing transparency, but the bbc found more than 150 reports of failings. The home office says police use of cameras must be lawful and justified. 0ur investigations correspondent, noel titheradge, reports. Oi theyre bashing him up allegations of Police Misconduct are under the spotlight. Body worn video was meant to help protect officers who are often recorded on phones. Shouting. But is it also protecting victims . Chanting black lives matter three years ago, black lives matter protesters gathered outside downing street, led by yufial on the left and his sister, louisa, on the right. What started peacefully later turned violent, leading to louisas restraint. Get off i was telling the officer, like, i cant breathe and he continued to ram my face in the ground. High compliance, 0k . The siblings were arrested and charged with assaulting and abusing officers. Now, bbc analysis of multiple body worn videos reveals the force used on the siblings themselves. I was punched, my sister was pushed and then we got charged with assault, even though we were assaulted. Watch here, as louisa is pushed and then in the top left of the screen, yufial is struck by an officer. Weve learned this footage wasnt initially disclosed to either sibling for their defence. Evidence that benefited me was put in his case, and the evidence benefiting him was put in my case. Yufial lost his job and louisa deferred studying law. Two years later, both were eventually acquitted. Cameras are only being put on when officers feel like its necessary or theyre being targeted. The metropolitan police told us it was sorry for errors with disclosure of evidence. No action has been taken against any of the officers involved. She looks terrified. This is really worrying and shocking. Baroness csaey s review into the met found that the force lacks transparency. We all know that arresting people is difficult, but if youve got nothing to hide, release the video, release the information. No, youre pushing against me. In this case, a pc switched off his camera during an arrest. Bleep hell. Watch when his colleague says hes going to use an incapacitating spray, the pc disagrees. No. Before immediately turning off his video. A neighbour reported then seeing a pc throwing punches, but Lincolnshire Police found officers actions were lawful and necessary and said the camera may have been switched off in confusion. We also spent months digging for written records of failings. Weve uncovered a catalogue of reports of misuse after sending hundreds of information requests. They show officers have deleted footage, covertly recorded conversations and even filmed and shared an image of a naked person. And we also found multiple cases of footage being accessed inappropriately by officers and shared on whatsapp. But we discovered forces routinely resist releasing video of camera misuse. Four years ago, officers were called out to conduct a Welfare Check on a woman in liverpool. Soon after arriving, one became involved in a row with her boyfriend which quickly escalated. Just wind your bleep neck in because youre on getting mine. Next time you obstruct me doing myjob, ill put you in the bleep car and put you in a cell. The man was punched five times and his partner filmed the aftermath, but Merseyside Police has continually refused to release footage showing two of the officers turning their cameras off following a freedom of information request, saying its of no benefit to the public. The vast majority of body worn Video Footage highlights the really good work that is done day in, day out. The National Lead officer for body worn cameras now says more video needs to be released. If theres no lawful impediment to the publication of body worn Video Footage, the default should be it should be publicised. Right, can you explain to me why im handcuffed . The home office declined to say if it plans to enable forces to release more footage, meaning reports of misconduct will continue to come from mobile phones. Noel titheradge, bbc news. After the pandemic, an energy and cost of living crisis, what if anything can the chancellor do to get britains economy and productivity growing . Productivity is all about how we work, what we produce every hour, making more money that in theory goes into higher salaries for workers and more taxes for the public coffers. So whats the answer . 0ur Economics Editor faisal islam has been trying to crack this economic puzzle. Robots, railways and raac concrete. Its all happening in Milton Keynes, one of the best places in the country, to see the challenges and opportunities from britains faltering record on long term investments. Its the big question for the economy as we emerge from three years of rolling crisis. The robots code themselves. Avb, a swedish Swiss Manufacturing company, are training advanced Industrial Robots to work with people on picking, packing, sorting, welding anything, really. Its md says investment has been poor. Its no secret that the adoption of robotics in uk manufacturing has been quite stilted over time. We see that as one of the main Drivers Behind uks more general poor productivity performance. So, were lagging behind. But there might be an opportunity to catch up . Theres absolutely an opportunity to catch up. There is some concern that if we dont catch up now, there may be an Event Horizon that other countries exceed and therefore we struggle to be competitive in the future. Lets look at the worlds leading users of Industrial Robots per 10,000 employees. Korea tops the table on 1,000. Germany was fourth, withjust under 400. The world average is 141. And the uk was not in the top 20, on 111. As a share of the economy, private investment in total has fallen back in the uk from the mid 1990s and again since 2016. That hasnt happened in other g7 countries. Britains very low level of robots like this, of automation generally, is just the tip of the iceberg of a low level of Business Investment in the past several years amid political and economic uncertainty. That could be a fundamental problem for the economy going forward. It could be an opportunity for catch up. But there is also a challenge about Public Sector investment too. Huge sums are needed from the taxpayer to renew the countrys buildings and transport links. This is the raac thats been causing us all the problems. The schools concrete crisis, including here at a Milton Keynes school built in the 1990s, has raised concern about corners being cut. Everybody knew when this was used it had a life span, but that was 30 years in the future and it was very easy to ignore that. If things had been thought about, this could have been dealt with probably more cheaply. Some of these older schools need a lot of work to keep them running and to keep them working properly for children. The government is investing in a new 0xford to Cambridge Railway through here to boost growth and investment. But there are pressures from overall real terms Government Investment cuts in the coming years. Innovations like this citys pioneering robots will be the key. Theres around about 200 robots delivering fast food and groceries. And obviously were delivering the robots. Milton keynes is ahead of everybody else on robots. Robot centralfor uk, Milton Keynes. Whod have thought . With Public Spending stretched, the heavy lifting on improving britains investment record, and so its growth too, will need to be done by the private sector. Faisal islam, bbc news, in Milton Keynes. The british sprinter Bianca Williams broke down earlier today, as she gave evidence at a Police Misconduct hearing, describing being handcuffed next to her three month old child. Ms williams and her partner were pulled over in their Car Injuly 2020 in west london, with their three month old baby. Despite International Sanctions on russia, some western imports are getting through like the barbie movie and it is causing controversy. Pro kremlin politicians have denounced the film as an advert for the american way of life. Now the authorities are stepping up efforts to provide russians with more patriotic entertainment. 0ur Russia EditorSteve Rosenberg reports. Russias leaders accuse the west of destabilising russia, and of plotting to dismember russia. They claim theres something ungodly about western values. So, theyre not exactly tickled pink by her arrival. The barbie movie has made it to moscow, despite hollywood sanctions a pirated version, that is. Russias Culture Ministry has criticised it for not promoting what it calls Traditional Russian values. This mp wants barbie dolls banned from russian kindergartens. And as for the film. So, for me personally, its so far from the reality that i dont think it promotes what russia wants to bring to the world today. What does russia want to bring to the world . Well, some people call it traditional values. How can you talk about values as a representative of a country that has invaded its neighbour . Well, you know, we have a different position on that. We believe that actually nato was so aggressive to us. You hear this so often from those in power here. Even though it was russia that invaded ukraine, they say its not russia thats the aggressor. Its america, nato, the west that are threatening russia. And the authorities use this alleged threat to try to rally russians around the flag, to boost patriotism. Its about love for the motherland, not barbieland. And so you get more of this kind of entertainment. A three hour drive from moscow, in the town of shchekino, we find paratrooper pop stars, singing of russias invincibility. For this top of the patriotic pops, almost a full house. 0n the screen behind them, no barbie or ken just vladimir. Do these patriotic notes strike a chord . To find out, in shchekino i ask people about the barbie movie. Right now, we need patriotic russian films to raise morale, andrei tells me. And we need to cut out western habits from our lives. Diana, though, thinks art is universal. To become a more cultured, sociable person, she says, you need to watch films from other countries. But being cultured and sociable are not russias priorities now. Those are boosting patriotism and winning a war. Steve rosenberg, bbc news, russia. He had a taste for devilment and hoodwinking gullible journalists. Please. Dumbledore and harry potter may have brought him a new global recognition, but he was defiantly un starry. He described his face as looking like an old wet bag. But in becketts ehjoe he could use it to hold an audience without saying a word. Beneath that cloak of mischief was a seriously good actor. Sir michael gambon, whos died at the age of 82. Time for a look at the weather. Heres stav daneos. A rather quiet day today for the north and west of the country, compared to yesterday.
