A new global recognition, but he was defiantly un starry. He described his face as looking like an old wet bag, but in beckett, he could use it to hold an audience without saying a word. Beneath that cloak of mischief was a seriously good actor. Sir Michael Gambon there who died today at the age of 82. An independent review into bbc Social Media Guidelines for its employees and freelancers been published in the last hour. The bbc has a huge committment to achieving due impartiality in all its output. And in an age of social media, where anyone working for the bbc can easily broadcast their own personal, sometimes political, views to the world, this committment has sometimes come under strain. Not least when in march this year, the bbc s highest paid, and One Of The Best known presenters, former footballer gary lineker in a series of tweets, called the governments stance on illegal immigration. An immeasurably cruel policy directed at the most Vulnerable People in language that is not dissimilar to that used by germany in the 305. He was referring to a video put up by Home Secretary Suella Braverman in which she unveiled plans to stop migrant boats crossing the channel into the uk. That single tweet sparked a nationwide debate about impartiality at the bbc and led to mr lineker being taken off air and then reinstated on match of the day, the longest Running Football Show in the world, which he presentes in a freelance capacity, as this review of Social Media Guidelines was undertaken. With more on this heres our correspondent helena wilkinson. Just tell us what changes with these new guidelines. Has just tell us what changes with these new guidelines. New guidelines. Has anyone that works in news new guidelines. Has anyone that works in news and new guidelines. Has anyone that works in news and current new guidelines. Has anyone that | works in news and Current Affairs new guidelines. Has anyone that i works in news and Current Affairs at the bbc, like you and i, we have to strictly stick to Social Media Guidelines. These new guidelines published today, updated guidelines. They were last updated and put into place in 2020. These new guidelines have looked and are specifically looking at freelance on air presenters on high profile programmes, what they call flagship presenters. What the bbc are saying is that these presenters on these programmes, for example match of the day, which gary lineker presents the apprentice, presented by alan sugar, those presenters have a particular responsibility to respect the bbc s partiality because of their high profile in the bbc. What this guidance does is recognises the importance of Freedom Of Expression, but says that while the programme is on air and two weeks either side of the programme being on air, those presenters of the programmes cannot and must not endorse or attack a political party, but what they are able to do more generally, the High Profile Presenters outside of journalism be able to express views on issues of policies, including matters of political contention. What they cannot do and stop well short of his campaign in Political Parties orfor Activist Parties or for activist organisations and our Culture Editor earlier spoke to the author and former Tv Executive John earlier spoke to the author and former tv executivejohn hardy. Lets see what he had to say. The previous guidance had said to not take sides on issues which are Party Political or political controversies. This new approach says, you can do that, so long as you stay to the facts of the issue itself. So that actually is a significant change. That wasjohn that was john hardy who led this review. What is the reaction bent to this development from mr lineker himself and the bbc . Mr this development from mr lineker himself and the bbc . This development from mr lineker himself and the bbc . Mr lineker has tweeted about himself and the bbc . Mr lineker has tweeted about the himself and the bbc . Mr lineker has tweeted about the new himself and the bbc . Mr lineker has tweeted about the new and himself and the bbc . Mr lineker has tweeted about the new and updated | tweeted about the new and updated guidelines saying they all sound very sensible. Clearly, he is happy with the updated guidelines. In terms of the bbc reaction, again, our Culture Editor spoke to the bbc s director general tim davie earlier on today. This is what he had to say. I think we have been very clear now with this new guidance, which i think is thoughtful. The new ways in which we want to treat social media guidance for a specific group of people, and it is really important, this, which is those presenters who are fronting flagship programmes. Just to be clear, all of the news and Current Affairs, they are absolutely within the bbc, bound by extremely tight guidelines and that remains. It is important, that, because you can get a little lost. We also have general guidelines for the whole population around civility and leading the bbc into disrepute. But we had a particular challenge and we have had our challenges around this group of people who are faces of the bbc and present our flagship programmes. So today, we have announced guidance which we can talk about, which clearly says there are some fixed priorities around political campaigning and criticising politicians, but also recognises, i think, realistically where we are in terms of their ability to talk about issues they care about. The bbc s director general tim davie. And mr davey has made impartiality at the bbc a cornerstone of his leadership of this organisation. Where does that leave the issue of impartiality here at your organisation . I leave the issue of impartiality here at your organisation . At your organisation . I think you will carry on at your organisation . I think you will carry on in at your organisation . I think you will carry on in what at your organisation . I think you will carry on in what he at your organisation . I think you will carry on in what he sees at your organisation . I think you l will carry on in what he sees really has his mission and the mission of the bbc to maintain standards of impartiality. When he took on the role of director general three years ago, just weeks after that, he was talking about impartiality, the set of bbc Social Media Guidelines put in place back then, which we now know have been updated today. We have heard from the director general, it has been a tricky balance between recognising Freedom Of Expression, especially for those presenters, High Profile Presenters who do notjust work presenters, High Profile Presenters who do not just work at the presenters, High Profile Presenters who do notjust work at the bbc, who are freelance presenters and also balancing that with impartiality. What mr davey will be hoping is that these guidelines will be clear and provide clarity before he described the guidelines earlier this year as having grey areas, and he will be wanting needs to provide clarity. The real test of course will be when the next high Profile Presenter, whether that be gary lineker or alan sugar says something on social media, the test will be how those tweets are interpreted. Tim davie is on a Mission Still of keeping impartiality, one of their bbc s core values at the very forefront of what he does. Core values at the very forefront of what he does what he does. Thank you for the anal sis what he does. Thank you for the analysis there what he does. Thank you for the analysis there from what he does. Thank you for the analysis there from our what he does. Thank you for the i analysis there from our newsroom. Richard ayre, former head of Editorial Policy at the bbc and now chair of the Press Regulator, impress told my colleague lucy hocking that while these guidelines are more comprehensive than the previous version, he believes theres still room for broader interpretations of some rules. There are a lot of grey areas, in my view. The fact that gary lineker has welcomed these guidelines tells you quite a lot about what gary thinks about them. I think that he must believe that they empower him to say pretty much what he has already said. In other words, when he said six months ago in criticising government policy, that the language used by the government was reminiscent of that in germany in the 19305, i dont see anything in the new guidelines which would stop him saying that. So they would have passed that tweet, richard, in yourview, now . I think that would now be acceptable to the bbc. Because the only rules applying to a high Profile Presenter like gary from today are dont endorse or attack a political party. He wasnt attacking a party, he was attacking a policy of the government. I think he would argue that he is perfectly entitled to criticise Suella BravermanS Immigration policy. Dont criticise the character of individual politicians. He said in one of his tweets that he was better on the Playing Field than she was at the dispatch box. But as criticism, but it is not really an attack, is it . What does an attack mean . Where does criticism become attack . And was it an attack on her character . Surely, it was an attack on her performance at the ballot box. So the lawyers will be able to have fun with these guidelines. I suspect gary will be able to continue to say these sorts of things. Chair of the Press Regulator impressed speaking to my colleague lucy hocking. Now its time for a look at the weather with ben rich.
