Rosebank lies 80 miles west of shetland. Discovered in 2004, the field is in deep water of more than 1000 metres. Start up is expected late 2026 or early 2027. But there is much anger and frustration about this decision. Protesters gathered in whitehall, saying the approval was disastrous. Others said they despaired that this has happened in the middle of a Cost Of Living and climate crisis. I think we need to be clear that this is a huge mistake on economic grounds, on Energy Security grounds and on climate grounds, and that the uk public do not stand to benefit from this field. The uk government welcome the regulators decision. Rishi sunak was in scotland this summer, where he defended the decision to grant 100 new north sea oil and gas licenses. He was also asked about rosebank. What i would say is that its entirely consistent with transitioning to net zero that we use the energy we have got here at home, because we are going to need it for decades. He said the victim may have been known to the suspect. But no further details have been released about either the victim or the suspect. We will bring you more on this story when we have it. At least 115 people have died and 150 injured in a fire at a wedding in northern iraq. Its thought to have started after fireworks were set off in a hall. The bride and groom are said to be among those who were killed. State media say several Arrest Warrants have been issued for staff and owners of the venue. Our middle east correspondent lina sinjab has been following developments. It should have been the start of a new life together. The newlyweds took to the dance floor. Hundreds of their relatives into the wedding hall to celebrate. But fireworks changed everything. The fire spread in minutes. Ceiling panels caught light. The power went out. In the chaos, more than 100 died. The bride and grooms fate is still unknown. A bulldozer smashed a hole in the side of the building to allow people to escape. This man made it out alive but believes his parents, wife and two children died. Arrest warrants have been issued for the owners of the building, according to state media, with officials saying flammable material were used inside. Our correspodent nick beake from bbc verify told me what he has been finding out. One survivor has described what happened as a humanitarian crisis. So many People Killed or badly injured. And we at bbc verify been taking a closer look at the possible layout of the wedding venue, the possible escape routes, and trying to work out why so many people lost their lives. If you have a look at this video, this shows people sitting at their seats and you can see there are large sparklers at one point which are reaching up towards the ceiling and they actually set alight some of the material up there at the top. And you can see that in the in the screen there in this next video taken from a different angle, you can see the bride and groom. And if we just play the video, its a short video. You see the debris, which is now a light falling down and people at this Point Scrambling to get out of the video. And as we know, many people simply did not escape that room. In terms of where this all happened. Have a look at this map. The wedding hall was in the north of this particular place. This is a Satellite Image that weve obtained showing the venue within what is a predominantly christian town in the north of iraq. Now, this is a an image from facebook. It was posted in may and it shows the venue. We think this is the view if you come into the place and you can see the various decorations here. Local officials have said that the hall was covered in highly flammable panels, which violated safety rules, and apparently theyd already been reported to the courts. It was said that low cost Building Materials had been used and they simply collapsed within seconds or minutes of the the fire breaking out. Now, we havent been able to get hold of a blueprint of the venue. So what the team here at bbc verify have been doing is trying to construct our own simple floor plan. And let me just show you what weve worked on so far. So this is the the view that we were looking at, the main entrance here. And you can see there are external doors and weve identified other external doors. You can see that they would be going outwards. But also there are internal doors as well. And weve got quite a few, at least one, two, three, four, five on this side of the the building. Now, its worth stressing, its unclear at this point whether they were open or whether they were locked or to where they led, whether they were a viable route out. But what is clear, hundreds of people were inside this building. The Authorities Say that it simply didnt meet safety requirements on many, many levels. But the reality is a lot of rules are not enforced in this part of iraq. And corruption, as we know, is a big problem throughout the country. And this is a part of iraq which has suffered so much. Caracas was the biggest christian town in the country before it was overrun by the Islamic State group nearly a decade ago. And a lot of people at that point, they fled from persecution and now the people who have stayed where theyve suffered this disaster. Armenia says more than 50,000 people have fled Nagorno Karabakh since azerbaijan seized the area last week. Thats more than a third of the disputed regions population. Azerbaijan says people in the area will be safe, but armenias Prime Minister, nikol pashinyan, says that � Ethnic Cleansing is taking place. Sarah rainsford is in goris in armenia and sent this update. Well, the flow of refugees from Nagorno Karabakh is not only continuing, its increasing and intensifying. You can see behind me here, just one car, but theres streets full of cars like this piled up with peoples possessions, roof racks piled high, boots jammed full, and the cars themselves full of families. Weve seen seven or eight people squeezed into some cars. We even saw a dumper truck yesterday with children on board, a couple of dozen Children Peering over the top of that truck, because people are using any transport and any means they can to leave Nagorno Karabakh and come here to armenia. Because what theyre telling me, when they get here, is that they dont feel safe to stay in that enclave now. They have been told by the azerbaijani authorities that they would be protected, that their human rights are guaranteed, but nobody ive spoken to believes that information. They cant trust that there have been so many wars between armenia and azerbaijan and in Nagorno Karabakh specifically, that the people who have lived there for decades, now say they have to leave. And there have been a lot of tears its a really depressed mood as people flood over into armenia. These are people who dont believe theyre ever going back to Nagorno Karabakh. And a lot of them have said its kind of like its an exodus. You know, its not a temporary evacuation they dont believe theyll see their homes again. And that means a huge amount, people have left their graves behind of their loved ones, theyve left some of them, the graves of people who died fighting for Nagorno Karabakh. This is a piece of land that means a huge amount to armenians. Of course, it means a lot to azerbaijanis too, around about a million azerbaijanis were actually forcibly displaced from that same territory back in the early 1990s. It is a hotly disputed piece of land, but it is now the armenians who are being forced to leave. And this area where we are now is struggling to cope with the exodus. There are refugees staying in all of the hotels here, in some of the other facilities too, and even people sleeping in their cars overnight. And theres now another town thats opened up for refugees, a couple of hours from here, because the intensity of that flow now is so huge. Thats our correspondent sarah rainsford, on the armenian side of the border. A short while ago i spoke to our reporter olga ivshiny, who is in the azerbaijan capital baku. She told me about the response from the azerbaijan officials. Well, azerbaijan officials underline that they are ready to provide all Security Guarantees for the civilians and they are not forcing anyone to leave. But of course, since its decades of armed conflict, there is a lot of there is a lack of trust on both sides. So its understandable why the population is not trusting those promises and is choosing to leave. At the same time, azerbaijan says it reserves it tried to detain and target, first of all, are militants and secondly, those who they view as separatists and separatist separatist officials. And thats exactly the case today when one of the separatist leaders, as theyre called here, or one of the ministers of so called Unrecognised Republic Of Artsakh ruben vartanian, he was detained on a azeri checkpoint trying to leave Nagorno Karabakh. And azerbaijan says they have quite a long list of people who they see as those who they see as related to war crimes. And they say they reserve the right to detain them. I have spoken to azeri officials that i have challenged them on what their actions, especially their control and de facto blockade of Nagorno Karabakh for the past nine months. What this and the flashlight offensive, what all this may have meant for the civilian population. We tried to make our best in order not to have any collateral civilian damages during this operation, which actually lasted like a lightning. It was less than one day. And it was a very you know, it was like a surge in Precision Type of action which addressed or tried to neutralize the legitimate military targets. That is the outposts of Armenian Armed forces inside the karabakh region of azerbaijan. And the speed with which it was achieved and also the number of casualties among the civilian residents in karabakh, which we, of course, regret. But the numbers are dismal if you compare this to any similar other situations. So that shows that it was our intention to have this action last as shortly as possible. And then, of course, by doing so to convince the other side that there is no way that this continued illegal presence and these fake State Structures could continue to exist in the sovereign azerbaijani territory. Our team has been on the ground in Nagorno Karabakh just a few days ago amongst the very first journalists who were allowed in. And we have seen that there is still a lot of Military Presence on the ground, a lot of military vehicles. So the situation there remains tense but stable. Authorities in glasgow have approved the uks First OfficialConsumption Room allowing people to inject their own Illegal Drugs including heroin. This clinic in the east end of glasgow will soon be home to a new approach to tackling drug addiction. Just now, it provides a small number of long term users with prescribed pharmaceutical heroin. But when it expands to include a Consumption Room, many more people could be injecting their own drugs here. These are very slightly tilted, not visibly to the eye. This allows the nurse to be able to give the patients some space and some privacy and admitted dignity while theyre having their injection. This is used at present for people who have heroin prescribed to them by the nhs as part of their treatment. But is this pretty much similar to what a Consumption Room would look like . Absolutely, it will be very similar. This is an attempt to tackle a Scottish National emergency, the worst death rate from drugs in europe. The doctor in charge says the Pilot Project will help. They can use those drugs under the supervision of trained professional staff who can respond to any adverse events that arise, but also support those Service Users in the harms that they are experiencing in relation to their drug use, and support them to engage with other treatment Care Services that they may need. What kind of drugs could they use . We anticipate the vast majority of people who use this service will be wanting to inject heroin and cocaine. There are dozens of other drug Consumption Rooms around the world. This one is in portugal. But for the moment at least, technical challenges and scottish anti smoking laws mean the Glasgow Facility will not include an inhalation room. There are concerns here in the east end of glasgow about what the Consumption Room will mean for the community. But officials behind the project say it will be better than the current situation. They say between 400 and 500 people are regularly injecting drugs in public in glasgow. Although the uk government opposes the plan, its not trying to stop it, after scotlands senior law officer said it would not be in the Public Interest to prosecute people for possession of Illegal Drugs inside the facility. But critics say the Scottish Government has its priorities wrong. Lets be perfectly clear there are no safe ways to take drugs. What i would like to see would be a balance of investment. And whilst this is a worthwhile investment, a proposed 2. 3 million a year, i have to make the point that we are only spending half a million a year on rehab in glasgow that helps people get off drugs and helps them to get well. But supporters of the glasgow pilot say they have studied the experience of other nations, including portugal, and they insist a similar facility in scotland will save lives. Even around the facility, fatal overdose deaths, we were able to demonstrate reduce. And we found it improved public order, so drug related public order around these facilities, so people in the neighbourhood who were initially concerned about having a supervised injection facility, once it was established came on board and said it was a lot better and things improved. There are a number of Cost Effectiveness studies done and the sites are found to be very cost effective. Overall, we see it is great for people who use drugs and great for people who use drugs and great for people who use drugs and great for the surrounding communities as well and just to emphasise, the amount of evidence and literature on this dates back decades and is very rigorous and extensive.
