The former neo natal nurse was given a whole life sentence last month for murdering seven babies and attempting to kill another six at the countess of chester hospital. Letby has launched an appeal against her convictions. Our north of england correspondent danny savage is at Manchester Crown court. A fairly short hearing at Manchester Crown court this morning, the prosecution told the judge they were proceeding with a retrial of lucy letby in relation to one of those six charges that the jury failed to reach verdicts on at the end of the trial last month. One of Attempted Murder of a trial last month. One of Attempted Murder ofa girl trial last month. One of Attempted Murder of a girl known as baby k who died in every 2016 at the countess of chester hospital. Lucy letby was present via video link today sitting on a Conference Room behind a desk and spoke to confirm her name at this you could see and hear proceedings over that link. Her Defence Barrister in court told the judge that she maintains her innocence on all charges. The proposed retrial date for this one charge of Attempted Murder is in june next year here at Manchester Crown court. The jury failed to reach verdicts on six charges of Attempted Murder at the end of her trial, so why only one today . Theyre obviously five other charges. The Crown Prosecution Service say those decisions were extremely complex and difficult and that they listened to the families and met and explained their Decision Making process to them. But one the solicitors representing one of those families that they are disappointed with today cosmic decision. We believe families are further alleged victims still have questions that are unanswered. But to summarise, lucy letby will be retried again on one charge of Attempted Murder in relation to a girl known as baby k and that will take place in manchester here next summer, it is expected to last two to three weeks. Danny savage, thank you. The Prime Minister has said armed police need clarity about their legal powers. Rishi sunak was backing a home Office Review after a metropolitan Police Officer was charged with murdering a 24 year old man, chris kaba, in south london last year. Scores of met officers have now stood down from their Firearms Duties because of that charge. The head of the force has written to the Home Secretary, saying that its right his officers are held to the highest standards, but that the Current System undermines them. Heres our Home Affairs Correspondent tom symonds. This morning, routine Police Patrols around westminster remained noticeably armed, and the metropolitan police says it has enough officers willing to carry out routine Firearms Duties. But carrying a gun for the police is a voluntaryjob and sources say up to 300 met officers have handed in their ticket. Scotland yard wouldnt confirm that figure. It depends which way you come at these issues. Just touching on some of the stuff tom was getting at, there is a clear Criminal Test and this became unpeeled in 2015 when an armed officer went on trial after shooting dead a gangster who was shot six times. What the officer said was in the moment that he shot he honestly believed that the suspect was presenting a threat to him, to his colleagues and to the public and therefore he was justified to turn to armed force because he believed the gangster was going for a gun. That honest belief was enough to convince the jury at the old bailey that that officer should be given the benefit of the doubt. They couldnt be sure that he did not have a good reason to open fire in the circumstances. He was acquitted of murder and his reputation was intact. The criminal law is very clear that armed officers do have a defence and it works in their favour in the extreme situations such as that case in 2015. The problem is, as Tom Alighted On in his package there, is there is effectively another thing going on where you have investigations. Thejermaine baker case, who he referred to, again from backin case, who he referred to, again from back in 2015, the Police Watchdog used a different test which is called The Civil War Test Civil Law Test which is the officer may have had a justification in his own mind but that was unreasonable and in those circumstances the office must face some disciplinary action. It is that which the Supreme Court upheld this year, which is really i think at the source of a lot of this anger and tension. A lot of officers are saying this is deeply unfair. We have to deal with split second decisions and that has to come down to our honest belief at the time. Thats why they want change. The problem is is the change they are looking for, that the commission has backed in this open letter, some kind of review, that will take legislation which has to go through parliament. It is going to be now down to the Home Secretary about what she is actually prepared to do to effectively assuage these concerns of Firearms Officers but also to balance the other side where people say these officers need to be held to account when they get things wrong. Held to account when they get things wronu. ,. , held to account when they get things wron. ,. , ~ held to account when they get things wron,. ,. , wrong. Dominic casciani, thank you very much the england and Wales Cricket board has promised to take wide ranging actions to make it the most Inclusive Sport in the country after a report earlier this yearfound widespread and deep rooted racism, sexism, elitism and classism. The ecb has in the last hour been outlining how it plans to tackle the problem. Our Sports Editor dan roan is at Yorkshire County Cricket Club in headingley. Dan, remind us how we got to this point and what has the ecb been saying it will do . Jane, the game has undergone a period of soul searching over the last three months and nowhere has that process been more relevant or more painful perhaps than here at headingley, home of Yorkshire County Cricket Club. The county of course was engulfed in a racism scandal two years ago. It was heavily criticised for the way that it handled the allegations of its former player azeem rafiq. In fact it was fined hundreds of thousands of pounds and docked 48 points in the County Championship by the ecb earlier this year. But this saga, the scandal spreads well beyond one county because as you said three months ago the independent commission for equity and cricket produced a damning report which found that the game across england and wales had deep rooted racism, sexism and elitism. It urged the sport to reset and it gave 44 recommendations. Immediately at that point the ecb apologised and it vowed to make transformative change and try and become the most Inclusive Sport in the country. The day after these three months of consultation it revealed a little more about what exactly it intends to do. Most of those recommendations, they say, they will enact. For example, they are establishing a new regulator to conduct investigations into matters of Anti Corruption and anti discrimination as well, and improve the independence of its regulatory process. It is setting up action plans to try and remove some of the barriers to members of ethnic minority communities who feel that the game is not for them, and for women as well who failed to command the report said this, they were treated as second class citizens, students and state schools, for example, those in lower socioeconomic groups. And crucially one of the other thing is that the ecb says it is going to do is invest £25 million more than present in trying to boost the womens and girls game and also they are committed already to equality of match fees when it comes to england men and womens layers. One thing they said they cant do at this stage because of financial constraints is meet the icc reports recommendation of having equal pay as opposed to match fees by 2025 in the hundred, 29 in Domestic Cricket and 2030 in international cricket. That they say is too early to commit to. , ~ criticism is growing of the possible scrapping of the hs2 rail line between birmingham and manchester. A decision about that section of the route is expected to be made later this week. The original proposal would have connected london and birmingham and then birmingham, leeds and manchester. But in 2021, the section from birmingham to leeds was cancelled. Theres speculation that the line will end in west london rather than going all the way into Central London and stopping in euston. And with the link between birmingham and manchester now also in doubt, the future of the entire project has been called into question as costs continue to rise. Our chief Political Correspondent Henry Zeffman is at westminster. It is hard to keep up, where are we now with all of this, henry . Today, the government now with all of this, henry . Today, the government is now with all of this, henry . Today, the government is adamant now with all of this, henry . Today, the government is adamant that i now with all of this, henry . Today, j the government is adamant that no decision has yet been made. But what rishi sunak is coming under a lot of pressure from all quarters to do is announce at the very least to some sort of direction of travel. You have had luminaries from conservative governments past, boris johnson, george osborne, michael heseltine, even allies of david cameron, urging rishi sunak not to cancel that bloke from birmingham to manchester. This morning the mayor of Greater Manchester andy burnham who is a Labour Politician said that if the government doesnt go ahead with the existing plan it would leave the north with victorian infrastructure for the rest of the century. Earliertoday infrastructure for the rest of the century. Earlier today rishi sunak was asked, yes or no, will that leg go ahead. Well, again, this kind of speculation that people are making is not right. I mean, weve got spades in the ground. Were getting on and delivering. But across the north, what were also doing is connecting up all the towns and cities in the north, east to west. Thats a really important part of how we will create jobs, drive growth across the region. All part of our plans to level up. Freeports are another good example of that, whether thats in teesside or elsewhere, attracting new investment, new businesses coming in, all good examples of the government levelling up. You heard there are rishi sunak emphasise transport links within the north rather than transport links from the south to the north. And i think that maybe, just may be one option under consideration in government today which would be not to cancel the Northern Lake of hs2 but to say first they are going to connect up the great cities of the north. We might get more clarity on this this week, thats because of an enormous political coincidence. This weekend the Conservative Party begins its annual conference. The Liberal Democrats have become the first Major Political party to agree an early version of a manifesto in advance of next years expected General Election. Theyre proposing to drop their long running pledge to add a penny to income tax to pay for health and social care. Theyre currently holding their annual conference in bournemouth, and our Political Correspondent peter saull sent this. The sunshine in bournemouth seems pretty reflective of the mood among Liberal Democrats right now. After three years without an autumn conference, they are delighted to be able to get together again. Cheering recent by election victories and a strong showing in may present a local elections means there is a growing confidence that this is a party on the op. Their strategy for the General Election is taking shape in bournemouth. Theyll be targeting resources in seats they genuinely believe they can win. But even with the first draft of a manifesto approved, activists seem split on what the partys key message should be. Health, cost of living and schools. Education is key. We all know education is key. And you Start Talking very clearly about investment, about how we start getting the economy moving. It starts looking a lot more like people can actually afford nice things in the future. And getting close to europe, actually. Weve got to get that relationship established. Ah, yes, brexit. Last time around, they were firmly the party of remain. But the leader says rejoining, for now, at least, is off the table, much to the annoyance of some members. We are campaigning hard on europe, as you might expect. Out on the seafront, what do ordinary voters think the Liberal Democrats stand for . Dont really know much about them. No. Dont really vote for them, because i never know what their policies are, really. No. One of the things that a lot of people have said was, i they are very concerned about the nhs. Got it in one. The national Health Service is the Liberal Democrats number one priority for the General Election. They say that it runs like a golden thread through the draft manifesto that they approved yesterday, because its the one issue, more than anything else, that voters keep bringing up. But theyve also scrapped a policy that theyve had at the last two General Elections to help pay for the nhs, putting up income tax by a penny in the pound. We are in a cost of living crisis. People are really struggling with their bills. They have already got some stealth tax rises from the conservatives. The last thing they need is yet more tax rises, and actually, if you look at what the conservatives are doing, they are increasing peoples income tax in quite an unfair way over the next four years, so i dont think its credible for any Opposition Party to say they want to increase the tax burden more than the conservatives are doing. Its not been entirely plain sailing or should i say plain kayaking for sir ed davey here. His leaders speech will bring the conference to a close tomorrow. The lib dems hope they can ride the wave of their recent successes at the General Election, and here in bournemouth, its important they make the most of their moment in the sun. Yes, that speech tomorrow represents a big opportunity for sir ed davey to get voters to notice the Liberal Democrats, first and foremost, really. They have announced some pretty eye catching policies over the weekend. Free Personal Care in the weekend. Free Personal Care in the home for all those that need it, doubling the amount of time new parents will get off work from the state. They do not explain how they plan to fund all those ideas, but i think tomorrows speech, as well as a focus on health, will be a Rallying Call to knock down the blue war, those conservative seats the lib dems say they are going to target ruthlessly at the General Election, due at some point in the next 12 months.
