Interviews and reaction. We start in the caucases, where there have been scenes of panic and confusion as a growing number of Ethnic Armenian refugees try to leave Nagorno Karabakh. It follows azerbaijans seizure of this disputed region. Roads leading from the main city, stepanakert, towards the Armenian Border are jammed with traffic. Those reaching the border are the first to cross into armenia since the enclave was this week captured by Azerbaijani Forces. The territory is at the heart of one of the worlds longest running conflicts. Nagorno karabakh lies in the mountainous South Caucasus region of Eastern Europe and asia between the black sea and the caspian sea. Its recognised internationally as part of azerbaijan, but has been controlled by Ethnic Armenians for three decades. Our reporter Nataliya Zotova is on the Armenian Border and reports now on the situation there. We are now in the village of khoznavar, right on the border between armenia and Nagorno Karabakh. We can see the refugees coming and coming through the border to armenia. Here in this tent, they have being registered. People are fleeing with their belongings because they are afraid. Theyjust dont believe they can be safe in Nagorno Karabakh under azerbaijani rule. Some people told me that they dont expect to get home ever. There are now thought to be around 3,000 armenian refugees coming from Nagorno Karabakh to armenia, and there are expected to be much more. The president told us that, of course, armenia will accept all those refugees. But what provisions could armenia give them is still unclear. We know that in azerbaijan, the azeri refugees who in turn left karabakh 30 years ago, were living for decades in temporary and often dismal conditions. Azerbaijan is promising not to target civilians and to respect the rights of Ethnic Armenians living in the region. The problem is lack of trust. Armenians simply dont believe they can be safe under azerbaijani rule. Thats why they are fleeing with all their possessions. Live now to our correspondent kasra naji in the armenian capital yerevan. Talk us through whats happening where you are. Iam standing i am standing at the main square in yerevan, the capital of armenia. Behind the police and riot police protecting the centre of the government in Armenia Building which also houses the offices of the Prime Minister. It has come under a lot of opposition and protests for allegedly not doing enough to protect their armenian brethren in karabakh. Last night there were about 10,000 people here are doing for the Prime Minister to resign. We expect another day of demonstration in less than three hours from now and the police are basically preparing for that. The fact is there is plenty of concern here for there is plenty of concern here for the security of the armenians within karabakh and the Fear Tens Of Thousands of them might be heading this way and were sure whether the armenian government are prepared to receive so many refugees. What are the government saying in response to some of this criticism . 0bviously they dont take this criticism. We had the Prime Minister yesterday making a televised speech, basically blaming in a way russia for not doing enough. Dont forget, there were about 2000 russian soldiers based around karabakh and theirjob was to protect this on clave and protect the armenians from their and it looks as if they looked the other way while Azerbaijani Forces went ten and took almost all the on clave. The latest report is the city of stepa na kert, clave. The latest report is the city of stepanakert, the capital of karabakh is still not occupied and thats we were getting armenians from other parts of the region driving towards stepanakert and other people leaving. We will be back with him throughout the day as this study develops and also on the border. This story. An end looks to be in sight to the longest strike to affect hollywood in decades. A tentative deal has been struck between Studio Bosses and the Union Representing screenwriters. Writers have been on strike since early may. The 15,000 plus members still have to vote to ratify the deal. In a statement, the Writers Guild of america said we can say, with great pride, that this deal is exceptional with meaningful gains and protections for writers in every sector of the membership. Actors, though, are Still Holding industrial action. They have been on strike sincejuly. Both strikes have hit the Entertainment Industry hard. Well, to break down what members will be scrutinising in the deal, heres azadeh moshiri. The message from the guild is that the details of this deal still need to be finalised, but that the deal is exceptional now, they have to see whether their members agree, but this is what theyll be looking at. Negotiations have previously broken down over staffing levels. There are also concerns over Royalty Payments from streaming shows. Writers argue that these are only a fraction of what they would have received from broadcast tv shows. There are also real concerns over artificial intelligence. Writers are concerned that these could have a very big impact on theirjobs. But whether they agree to this deal or not, this strike has already had a big impact on the economy. In fact, 5 billion its cost the economy so far. Its shut down production of popular tv shows like Stranger Things and handmaids tale, as well as other films. And theres also the personal cost. Charities have had to step in to help some of the workers with their rent, their mortgages. And so while they wait to see whether members agree, the governor of california, gavin newsom, has already said that hes grateful that the two sides have come to an agreement and that benefits all parties and can put a major piece of californias economy back to work. Now, in terms of whats next, members not only have to vote on the deal, but they have to agree to a three year contract. Right now, reports suggest that late night talk shows could be the first to come back. Those have no actors and remember actors as well as other behind the scenes workers like Camera Operators and directors are still on strike. And so this Hollywood Battle is not over yet. Lets talk now to 0liver royds, whos a ceo at troubadour studios in london. Its been pretty devastating for the last five or six months. The uk market is one of the biggest markets in the world and i think we have two thirds of the income in the uk comes from the United States, the likes of netflix and amazon, they film a huge amount of content. You can go to the bbc website to get more background on the right to strike and the actors but to remind you that Writers Guild say they believe the steel is exceptional and are urging their members to vote for it. They believe that this deal is exceptional. Around the world and across the uk, this is bbc news. Lets look at some other stories making the headlines. A mans been charged with murder after a woman was fatally shot in leicestershire. Police were called to a property in long clawson near Melton Mowbray on thursday night where they found Carrie Slater with life threatening injuries. Richard basson has been charged with murder and is due before magistrates. Health Service Managers estimate that more than one million nhs appointments in england have been cancelled because of strikes. Nhs providers have warned that resources are likely to be severely stretched as winter approaches. Industrial action began in december. The official number of inpatient and outpatient appointments and operations cancelled is more than 885,000 the cost of living crisis has changed Shopping Habits for good, according to the boss of aldi in the uk and ireland. Giles hurley says shoppers are buying more own label products than ever before and he expects this to carry on. Cheaper supermarket own label ranges are enjoying a boom as shoppers try to save money. Youre live with bbc news. The uk Prime Minister, rishi sunak, has said armed police need clarity on the Split Second Decisions they have to make in life or death situations. A source has told the bbc that more than 100 of the 2,500 armed officers in the metropolitan police have turned in permits allowing them to carry weapons. The military is on standby to support police, if needed, this follows an officer being charged with the murder of chris kaba. Police say he had been driving a vehicle that did not belong to him and had been linked to a gun incident the day before. The met says that Media Reports suggesting all Firearms Officers have stepped back from armed duties are not true and that met officers still make up the vast majority of armed resources deployed across london. The Prime Minister was asked about the issue on a visit to hertfordshire, north of london, today. 0urFirearms Officers do an incredibly difficultjob, they are making life or death decisions in a split second to keep us safe and they deserve our gratitude for their bravery. It is important when they are using these legal powers that they do so with clarity and certainty about what they are doing, especially given the lethality they are using. Thats why the Home Secretary has asked her department to review the guidance that the officers are operating under to make sure that it is robust and that it commands the confidence notjust of the officers but of the public as well. Obviously it wouldnt be right for me to speculate on ongoing cases but thats what we are doing. Live now to the former Chief Constable of britains Third Largest police force, greater mancheter constabulary, can you give us insights and to why some officers are refusing to carry firearms . Sir peter fahy. A lack of confidence in the home office and the independent 0ffice a lack of confidence in the home office and the independent office of Police Conduct and the amount of Time Investigation state and more officers leading the service and joining. There are fundamental issues as well as particular issues about Firearms Officers and the jeopardy the rn. The wider background as you have to remember we have a routinely unarmed police force, one of the few in the world. It is very rare that somebody is actually short on one of the operations carried out and this is about those officers having confidence in the Investigation System but on the other hand i think it really Important Police officers are subject to the criminal law in the same way as any other member of the same way as any other member of the public. I dont really understand the pie ministers comments. The law and the stated cases are clear and i think those Firearms Officers fundamentally understand that because it is part of the training. This is really symptomatic of a wider discontent where officers feel misunderstood and underappreciated. Share where officers feel misunderstood and underappreciated. And underappreciated. Are you confident in and underappreciated. Are you confident in the and underappreciated. Are you confident in the current and underappreciated. Are you confident in the current regulations and systems in place or do you think there are alternative ways these officers could operate . And what i think if you look at the racket of policing over the last 30 years there has been a steady reduction in there has been a steady reduction in the number of members of the public that are killed due to police action, particularly in custody and through police pursuits. And no serious changes were made to procedure in a way to secure the safety of the public and officers, albeit having fewer opportunities for criminals but generally it was for criminals but generally it was for the common good so i think longer term in terms of Firearms Operations we need to reduce the number of occasions would officers have to intervene. If you look at cases that cause concern, there have been a number of high profile places over the last 30 years have involved officers having to move vehicles and been faced with moving vehicles and having to make Split Decision for the summer in that vehicle as a weapon or not. That could even be changes potentially to the way police use technology and it tries to minimise the number of occasions where officers have to make that Split Second Decision in the fast moving situation knowing that decision will be poured over four years after. Pored. What do you think members of the public will think members of the public will think when they see soldiers replacing Police Officers . It happens in other countries and it is unusual we have known military police force. We do not have a military police force. There are well tested arrangements for a mutual aid from other Police Forces in situations like that and im sure the leadership of the metropolitan police will work hard to try to reassure those officers and get more of them willing to come back onto Firearms Duties but the important thing is this is a fundamental issue about policing and the confidence within policing. It will not be sorted out by one review announced over the weekend at the Home Secretary, there are fundamental issues that need to be addressed, and for me long term a different way about how we deal particularly with organised criminality threat, often still very fashioned in a traditional and relies on situations where officers almost have to try to ambush a vehicle and arrest the offender with a huge risk to everyone involved and over time it should look to minimise that end of the same time absolutely give confidence to office in officers in the Investigation Teacher and also importantly find other ways we can getjustice and explanations for the families of those people who are shot by police because they are an important feature here and over the years listings try to improve that but it is another issue the government seriously needs to look at. How richer countries that have contributed more emissions can help poorer nations tackle Climate Change is the major challenge facing the next cop conference, to be held in dubai in november. Former uk Prime Minister gordon brown, countries to help the poorer ones. Mr brown told us more about his proposal i have talked to president lula, the new chairman of the g20, about it. I have sent a letter to the chair of the cop28 committee. I believe that around the world, people who are concerned about Climate Change will know that we need something to break through this logjam. We promised 100 billion in 2009 to the developing countries which was never delivered. Then there was a promise of 100 billion in International Money called special drawing rights. It has not yet been delivered. Last year a loss and damage fund was set up, and theres hardly any money in it. We have got to do something to break through. And if youre the chair of cop28, as the uae is, they have a duty as well as an opportunity to come up with a funding solution. If we could get a burden sharing agreement, we could serve the needs of the poorest coastal states because when you look at the floods in libya, when you look at the droughts in africa and when you look at the previous floods in pakistan, these countries simply cannot afford to pay. Africa are responsible for 2 of global emissions, but the bill for adaptation that they would have to pay is 50 of the global bill. At the moment, they are getting only 3 or 4 of their finance. We have to do something to make it possible for them to deal with the energy transition. Here, Nurse Lucy Letby is to face a retrial on an outstanding allegation she attempted to murder a baby girl. Letby was sentenced to a whole life order last month after she was convicted of the murders of seven babies and the Attempted Murders of six others, but the jury was unable to reach verdicts on six counts relating to five children. Her barrister told the court she maintains her innocence on all charges. In a statement, chief crown prosecutorjonathan storer, said these decisions on whether to seek retrials on the remaining counts of Attempted Murder were extremely complex and difficult. Before reaching our conclusions we listened carefully to the views of the families affected, police and prosecution counsel. Many competing factors were considered including the evidence heard by the court during the long trial and its impact on our legal test for proceeding with a prosecution. We have met with all the families affected by these decisions to explain how they were reached. The Public Prosecutor in libya has ordered the arrest of several officials over the flood that killed thousands of people in the city of derna. A spokesman said that the 89 year olds operation had gone well and she is now resting. Stay with us here on bbc news. Hello again. Today is essentially going to be a breezy day with sunshine and showers. But as we head to the middle part of the week, wednesday looks like it could bring us some stormy conditions. But what we have at the moment are a few showers getting in across parts of wales, Northern England, Northern Ireland, but the bulk of them will be across scotland where they could be heavy and thundery. Still gusty winds across the north and also the west, gusting in excess of 40mph. But a lot of dry weather, a fair bit of sunshine, with highs up to 23 degrees. Now, through this evening and overnight we hang on to a lot of clear skies at first, but then a system coming up from the south will introduce some humid conditions and some showers across wales, south west england, the midlands and southern counties. And at the same time, we also have a Weather Front bringing rain in across Northern Ireland and the outer hebrides. Now, both of these fronts through the course of tomorrow are going to Push North Eastwards and you can see from the isobars its going to be another breezy day in the south, but windy in the north. So the showers continue to push up into the north sea, the rain moves out of Northern Ireland, across Northern England and into scotland, and behind it for most it will still be dry, but there still will be a few residual showers with highs up to about 22 or 23. Now, as we head on from tuesday into wednesday, weve got this developing area of low pressure which is going to bring us the stormy conditions, some heavy rain, but also some strong winds. We start off with a lot of dry weather. The cloud builds ahead of the low pressure arriving. And then in it comes, widespread gales developing. Widely inland we are looking at 60 to 65 mph gusts. And these are the temperatures, 1a to 20 degrees, but also some heavy rain. So this could well lead to some disruption. The strongest winds will be around the irish sea coast, 60 to 75 mph gusts. But potentially there could be a little bit stronger than that. Now, as we head overnight wednesday into thursday, that low pressure eventually tracks northwards and moves away. Then weve got this little bump in the ice of us as a transient then weve got this little bump in the isobars as a transient ridge of High Pressure comes in. So thursday morning we see the back edge of that Stormy Weather moving away. Behind it, a mixture of bright spells, sunshine and showers, more showers coming Into The West and also the south through the day with highs of 19.
