And theres a balance to be struck, isnt there, between the efforts to maintain and preserve human life and basic needs of humans and the actual functionality of the economy, government relations, all of that . What exactly needs to be done . Well, at this point, fema is working with the Governors Office and state and local officials to sustain life. I mean, one, ispoke with Administrator Criswell at fema. She is hopefully going to be on the island today to assess the situation. But theyre focused on taking care of the initial needs of the disaster survivors, the ones that have lost everything and have nowhere to go. And so well concentrate on the Life Sustaining mission, and then that will start to transform into more Interim Housing that youve got to start taking care of, as well as long term recovery. But i can tell you from my experience with wildfires that this recovery is going to take many years and, unfortunately, lahaina is going to be searching for a new normal in the future. Is this situation made all the more challenging because of how physically isolated maui and hawaii is . Absolutely. So not only is it over 3,600 miles away from the United States mainland, but once youve burned up a lot of the infrastructure, theres nothing left to really kick start recovery with. And so, unfortunately, a lot of the citizens will be displaced for a very long time. And whats going to take place after the initial Search And Rescue mission is that youre dealing with a massive debris mission, a lot of Hazardous Materials that have to be removed first before the debris can be removed. And then once youve been able to clear the areas and open up roadways, networks to be able to come back into lahaina, then youve got to figure out what infrastructure can go back in, how to salvage it, what infrastructure may be left. And right now, you know, youve got a total loss in communications and power and water systems, and it takes a lot of time to bring back this infrastructure. And so a lot of times, what we deal with is that citizens want to immediately rush back in to see what they can salvage. But wildfires are incredibly cruel because they dont leave us much to work with, again, and you cant allow people to come back into an area thats been devastated because its very dangerous to be in, even though the wildfires have passed from lahaina now. The need is acute at the moment, as youre describing there. But how long does fema stay on the scene and stay involved, stay supporting the people . I would assume that fema would probably be involved with maui and the state of hawaii for the next five to seven years, at a minimum, to help with the rebuilding. Once youre able to assess the situation with the infrastructure and you get public and private infrastructure owners back into the area to rebuild, then you start to assess how you bring back an economy that works and a new economy that works. And unfortunately, lahaina is a port town and the port is gone. You know, its been heavily damaged, along with a lot of the services, the Service Industry that supports that tourist town. And so, you know, there are a lot of decisions that have to be made, both public and private. The public side of government is going to figure out how to get the infrastructure back up and running over time or as quickly as possible. But then private Business Owners that make these communities work have to decide what they are going to do, whether their losses are insured or not, or whether or not they can rebuild and start a new normal life in the community again. Many people wont be able to wait for the amount of time that it takes to kick start their lives back and get their lives back in order. And theyll have to either move to other communities on the island or move to other islands, or even possibly move to the mainland, to be able to find a new future, unfortunately. Now you were administrator of fema at 2017 2018 with those historic wildfires and hurricanes. How does what were seeing in hawaii compare to those crises . Its really hard to compare this with anything that happens on the mainland. And ill give you context. You know, paradise, california, the wildfires in paradise, california in 2017 18 time frame, was one of the worst disasters that ive ever seen. Over 1a,000 structures burned to the ground. But at least you had more surrounding capability with the neighbouring jurisdictions to be able to help resolve the situation over time. The fires on lahaina, you know, the magnitude or the size of the fires were smaller than what weve seen in california, but the impact is exponentially greater because of the limited resources that are on this island. No disaster is the same. Every Wildfire Hits communities differently. But any time youve got an urban interface thats been completely devastated by a wildfire, its a complete and total rebuild. Is the state of hawaii, then, better prepared to deal with this than perhaps it would have been in the past . Well, during my time in office, multiple islands were impacted. Not only did we see puerto rico and the Us Virgin Islands get hit with hurricane maria, but we saw tinian and saipan, us, territories as well that were impacted by hurricane yutu, and it forced us to rethink island readiness. And as a result of that, hawaiis very strategic to the United States. And we increased the response capabilities and logistical capabilities on the islands, particularly in the pacific, including hawaii. And we wanted the ability of not having to ship things from the mainland 3,600 miles away or more. We wanted the ability to mobilise our equipment and our assistance within a matter of hours to the neighbouring islands as they were hit with hurricanes or volcanoes, whatever it may be. And so in retrospect, in 2018, those decisions to enhance the capability hopefully have played out in a positive fashion for the fires that weve seen here in maui. Indeed. Well, well leave it there for now. Brock long, thanks indeed forjoining us. Thank you. Lets bring you some live pictures now this is the line up of cars to get back into the badly affected town of lahaina. For many, this wil be the first time theyve been back into the area since the height of the emergency. Now, maui is a popular holiday spot, busy in the height of summer. Our Correspondentjohn Sudworth is at its airport. He says tourists are trying to leave as soon as possible. We saw it ourselves, people dropping their hire cars off, heading to the airport in large numbers. The advice from the authorities now is that those tourists who are here should leave and that Anybody Thinking of coming here should only come for essential reasons. This is clearly a disaster of serious magnitude, as youve been hearing from your previous guest there. The priority now, given the pressure on communications, on the power networks, on other services, is to focus all the effort on to the immediate task of looking for bodies that may remain in the debris in the devastated town of lahaina, and then beginning to look at ways that they can provide support and assistance to those residents who do decide to stay. And does that effort seem to be well organised at the moment, john . You know, this is a first world country. America has huge resources. You know, the designation of a National Disaster will, of course, help channel more aid and resources to hawaii. But nonetheless, again, the pictures speak for themselves. This was a huge disaster on a scale nobody anticipated, even with the increasing frequency of wildfires on islands like maui in recent years, so there are real significant challenges. And i know youve been speaking to people about the task of rebuilding. At the moment, the authorities here, the governor putting a brave face on it, but you do have to wonder about the scale of that challenge, given that, really, youre talking about the complete rebuilding of a community of some 12,000 people, 2,500 miles off the us mainland. And obviously there is a massive Human Tragedy here and an unquantifiable human cost. Whats the sense of the mood around the island at the moment . Oh, its one of total devastation, as you can imagine. You know, people, as you say, facing unimaginable loss, in terms of the loss of life, the loss of livelihoods, the loss of businesses. This is a real shock. You know, hawaii is a place, for many people, of a paradise holiday destination. And yet for a few hours on tuesday, the scenes in lahaina can only be described as apocalyptic. You will have heard the accounts yourself of people describing this wall of fire moving rapidly through the town, some left with no choice but to seek refuge in the ocean, trying to keep children afloat while shielding them from burning debris raining down upon them. You know, these are unimaginable scenes. People will be suffering deep, deep trauma. And the priority for the authorities is, of course, to provide notjust material assistance, but the emotional and psychological support as well. Its part of an investigation into embezzlement and Money Laundering allegations. Police say mr bolsonaro took at least 1 million in official gifts given by the leaders of other nations during his term in office. The former president denies any wrongdoing. Youre live with bbc news. In a surprise announcement friday, us attorney general Merrick Garland named a Special Prosecutor in the investigation of president joe biden� s son, hunter biden. Garland named david weiss, a trump appointed us attorney for delaware, who has been leading the inquiry into hunter biden� s business dealings. Mr weiss will now continue overseeing the Hunter Biden Probe in Delaware Independent from the day to day supervision of the Justice Department. Now, a Special Counsel Appointment usually comes about when the Justice Department feels it has a Conflict Of Interest or wants to avoid political entanglement. Mr weiss will now be provided with extra resources. Hell also be able to issue subpoenas, Search Warrants and indictments. He can bring further charges beyond the State Of Delaware and has already filed papers seeking to do so. Once he concludes his investigation, mr weiss will submit a report explaining any prosecutorial decisions. Our North America correspondent Anthony Zurcher shared his analysis with me a short while ago. Anthony, whats the significance of the appointment of this Special Counsel . I think, first of all, it shows that this case is not going away any time soon. There was a certain amount of debate after that plea deal was announced that this would be wrapped up and this is something that would reach a conclusion, even when they had the Plea Deal Hearing just last month. But, in fact, this is going to go on now. And in the court filing where weiss� s Team Announced that they were going to possibly change the venue to someplace else, whether its dc or california, where the crimes occurred, they said that this was because the Plea Negotiations with hunter biden� s legal team had reached an impasse. And its now the investigators� the prosecutors� belief that this could go or will go to trial. So were looking at an extended investigation that could expand into other charges and then ultimately a trial where the president s son is before a jury, facing what could be a Prison Sentence if hes convicted. So has there been any reaction from the president , from the biden administration, to this latest development . You know, the white house has had a policy of trying not to comment about this investigation ongoing. Now, hunter biden� s legal team, however, has come forward and said that they still view their client as innocent, that he is going to be exonerated once the investigation is concluded and that the framework of the plea deal, what he said he was willing to admit to as far as guilt, will ultimately prevail. So they are going to perhaps wait for their day in court now to fight this out. So what does this all mean, then, for those republican led investigations that weve seen . Has there been any response from anyone in the Republican Party today . Well, theres been concern in republican members of congress, starting with kevin mccarthy, the speaker of the house, on down that this was an attempt somehow to block the congressional investigations, because all of a sudden, now you have a Special Counsel whos going to continue to investigate and he wont be willing to testify because there was Talk About Weiss coming and testifying before Congress Next month. Hes not going to do that now that the investigation is ongoing. And they have said that their investigations are not going to be stymied by the Special Counsel investigation going along alongside it, that they still want to look into any possible ties Betweenjoe Biden and his son hunters business dealings. Now, republicans on the whole, honestly, theyve been pretty sceptical, suspicious of this announcement. They have soured on david weiss. You mentioned that he had been appointed by donald trump originally, but they viewed that plea deal as what they call a sweetheart deal, that hes been too easy on hunter biden and that the investigation has not been aggressive enough. So they think, by and large, that someone else should be put in charge of this investigation, someone who doesnt have the same history as david weiss. They dont think that david weiss is going to be able to bring this fully investigation fully intojoe biden, where they think the real crimes and the real political implications might be. Theres been so much discussion about the politicisation of the department ofjustice, with all the full gamut of investigations that are going on. Whats happened today how does it feed into that . Well, you know, i think that it makes it a little easier for democrats to counter the republican accusations that theres some sort of two tier standard ofjustice, that donald trump has a Special Counsel who has been investigating him and has brought now multiple indictments against donald trump Whilejoe Biden and his family have been treated differently. Now theres a Special Counsel, with all the powers that you discussed of Special Counsels, investigating. Notjoe biden directly, but, i mean, it could lead up to him if they find something. But hunter biden, the president s son, and his business dealings, and hunter biden very clearly was talking about his connections to his father when he was making these business deals. So maybe that makes it a little easier for the democrats to say, no, look, theJustice Department has handed all these off, the investigations are all happening independently, but its still going to be a headache for the white house. Its still going to be a distraction. This is going to drag on now clearly into 2024, the president ial election cycle, maybe even after the election. Its going to be something that theyre going to have to deal with for the time forward. All right, anthony, thanks for bringing us up to speed with all those details. Ukraines president zelensky ordered the dismissal of all the directors of Regional Military recruitment centres. The 30 Enlistment Officers face allegations of taking bribes and smuggling people out of the country. In a Video Message on friday, zelensky vowed to clamp down on corruption in Military Recruitment. Our correspondent James Waterhouse in kyiv has more on the president s decision. This is quite the clampdown from president zelensky. In an announcement that few predicted, 33 Regional Recruitment heads from every province in ukraine has been fired. Now, the allegations president zelensky makes are quite serious. He accuses them of accepting bribes, through either cash or cryptocurrency, in exchange for helping men who have been mobilised be smuggled across the border. Now, there is a bit of tension here when it comes to ukraines Military Recruitment centres, because weve spoken to those involved, and they say they feel like theyre doing the dirty work of the military, the unpopular side of things, and that the whole process in general needs modernisation. But as far as the governments concerned, they say, that is an unpopular decision. And now we have these allegations from president zelensky, with this clampdown, it seems the government might be engaging on these issues, but weve heard allegations of heavy handed tactics being used, where men have been physically smuggled to recruitment centres. And so this is a delicate issue as well, because, yes, there are sizeable proportions of the population who are motivated to fight. They have either volunteered or they have become professional soldiers. But the issue of mobilisation is a tricky one, because there are those who dont want to fight, who have tried to avoid the draft, and so there is a conflict between the state and its population in some areas. And its notjust about soldiers getting called up to replace those who have been killed, its also about ukraine replacing those who have been fighting on the front line in unimaginable conditions for several months now. Hundreds of supporters of the coup leaders in niger have held a demonstration near a French Military base on the outskirts of the capital, niamey. Cellphone footage shows protesters shouting slogans against the former colonial power in the country, as well as the regional bloc ecowas. Its been more than two weeks since Military Officers in niger seized control of the country, deposing president mohamed bazoum. Our africa correspondent Catherine Byaruhanga sent this report. And look, some in the crowd are waving russian flags. Moscows propaganda promotes russia as a better partner for africa than the old colonial powers. Ibrahim suleiman is a tailor and says he has been inundated with orders. Translation it was with the advent of the coup that i started sewing flags, especially russian flags. People come to buy them a lot because they use them to support our soldiers whove taken power. People buy them because we are in conflict with france. For years, france has only caused us problems and the military wants to put an end to it. France sees its former colony niger as an important security partner, but it has been accused of having too much influence in the country. And the Military Takeover has unleashed anti french sentiments. Its embassy was attacked during demonstrations. Niger is only the latest to experience this. Six african countries have had coups since 2020. Five of them are former french colonies. West african states have been pressuring the junta to restore the democratically elected president mohamed bazoum. They say they will use force if necessary. Any time from now, the force could be deployed. And for operational reasons, we have to maintain the strategic ambiguity, when we are going to deploy the force. It is shaping up to be yet another unsettled weekend of weather, but that doesnt mean its going to be raining all the time. Far from it. While it will be showery and quite breezy, therell be some drier spells too. In fact, parts of the south and the east are going to see the driest of the weather, furthest away from the centre of this area of low pressure. That is what will be driving the showers over the weekend. And see all the white lines, the isobars squeezing together . That shows that we are going to have some quite brisk winds, particularly around western coasts. A band of rain through the morning pushing its way northwards and eastwards across scotland, Northern England seeing some of that, maybe parts of wales. Behind that, sunny spells and showers, some of them heavy and thundery. A few showers breaking out down towards the south east corner, but actually a decent amount of dry weather to be had here. So theres confirmation of what will be a breezy, indeed quite windy day around some western coasts. Temperatures a little down on where they have been. The warmest weather in Eastern England at 2a degrees, more generally around 16 to 22. And then as we head through saturday evening, well continue to see some showers, particularly across the north and the west of the uk. Some areas of cloud, some clear spells too, and another relatively warm night, 12 to 15 degrees. So for sunday, our area of low pressure just continues to swell, centred close to the north west of scotland. So that will be driving the showers. This frontal system here to the south west, thatll be running in later in the day. So some spells of sunshine to be had, but also some showers, maybe some longer spells of rain at times for Northern Ireland and western parts of scotland. And then late in the day, some cloud and perhaps some rain into the far south west of england, maybe the far south west of wales. Temperatures between 18 and 23 degrees. Breezy again, perhaps not quite as windy as on saturday. Now, through the coming week, low pressure will be with us initially, but then it looks like High Pressure will build for a time. And, actually, as that high shifts eastwards, it may be that we start to pick up a feed of slightly warmer air from the near continent. The big question mark is about how quickly this area of low pressure then swirls in from the west to turn things unsettled once again. But signs are that as we head through the coming week, there will at least be some drier and warmer weather on the way for many of us.
