An amazing tournament for the falcons, they did so well. It will be that shortly to get some reaction from nigeria and we are keeping a close eye on the other Quarterfinal Match and well be live in australia in a short while where the hosts are battling denmark for a place in the quarterfinals. 1 04 1 04 australia. Lets get the latest now on the ongoing political row here in the uk about Asylum Seekers accommodation. The bbc has been told that the first 50 men to be housed on a barge docked off the south coast of england will arrive today. The barge called the Bibby Stockholm Will Be used to house up to 500 men while they await the outcome of their Asylum Applications. Campaigners have expressed concern about the conditions on board, but the government insists the vessel is safe and that it will help reduce the cost of placing migrants in hotels. From dorset, danjohnson reports. Three weeks after reaching portland, the bibby stockholm looks like its about to take up its role, as a home for Asylum Seekers and a display of a tougher approach to immigration. This is part of the governments insistence on reducing hotel bills, currently around £6 million a day, and deterring migrants from crossing the channel. Its controversial. Concerns about fire safety saw it labelled a death trap, but it seems everything may now be in place. We have seen a letter sent to Asylum Seekers, saying theyll be moved here later today. Now, that did happen twice last week and then there were delays, but this is the first time a specific dates been mentioned. And the home office is under pressure now to make this work. When i was shown around, officials emphasised it was safe and clean, but basic and functional. In the past, Offshore Workers have stayed here and other countries have used it for Asylum Seekers. But fitting bunk beds has doubled its capacity and heightened concerns about inhumane, unsafe conditions. No hate, no fear. All refugees are welcome here broader opposition has followed local protests about the impact on this community and its public services. Many still feel this is the wrong thing in the wrong place. But its become a test of whether the government can turn its ideas, its plans and rhetoric over immigration into real, workable solutions. Danjohnson, bbc news, portland. Live now to the bbc s ellie price who is in Portland Dorset in the south of england for us now. The indication of when the first migrants are due to a lie. We understand one of our reporters in bournemouth says they have spoken to an Asylum Seeker who said they will be getting on a bus shortly and will be getting on a bus shortly and will be transported here to embark on the barge. I am told that asylum sick and was expecting it to be joined by around nine other people but they will not be coming, just one person. There have been reports people are on board, ourteams there have been reports people are on board, our teams have seen people get on and off the barge but the habit of reading high vizjackets, plenty Staff Members involved so difficult to see who has boarded but we understand at least one Asylum Seeker is expecting to get on the bus to be transported to portland in the coming few hours. More protesters behind you, what are their concerns . They have taken that sign down but refugees welcome, concerned about conditions on the barge, say they are inhumane, there is no place to house people. Concerns around the idea the barge has been changed, its capacity has been increased. It had previously been increased. It had previously been used to house oil workers but the capacity has almost doubled so previously around 220 people would be on the barge, now expected to be 500 could take up residence and largely because bunk beds have been put in to the rooms. Dan went on to the barge to look at the conditions, there are rooms, Ensuite Facilities including a shower and toilet, recreation room, tv rooms but the concern from protesters as how that will work when there are so many people. There have also been protests locally about the impact it could have on local services because these people who will be on the barge are not detained, they do not have to stay on the barge, it is not somewhere they, they have three to walk around but it is at caesar need to get on and off so differences of opinion about how appropriate it is. The government has always maintained it is about safe but functional accommodation and that is the political issue going on, the uk needs to be seen to be doing its duty in terms of housing Asylum Seekers but also tough on immigration because it is something that has been a huge poetical row. We will return to the world cup live to nigeria. We have sabine speaking to nigeria. We have sabine speaking to delighted england supporters, give us the reaction across nigeria. We are in a viewing centre in lagos, fans have been going home, no one is watching australia versus denmark, tells you the disappointment here but as much as they were disappointed they are very happy without the performance. A team that went to the world cup after finishing fourth at the Africa Cup Of Nations and nobody gave them a chance to come out of the group that had canada and australia and ireland are so fans are disappointed they were not able to go through on penalties against england down to ten players but still proud of how the team performed. New figures from the mortgage lender, halifax, says uk house prices have dropped for the fourth month in a row. They were down 0. 3 between june and july. The cost of a typical home is nowjust over £285,000. A law charity has called for any deductions for living costs taken from compensation paid to wrongly convicted people to be returned retrospectively. Appeal, which last month helped quash the rape conviction of andrew malkinson, said all people whove been forced to pay should get the money back. The nhs system for seriously ill people requiring care at home is struggling to provide sufficient support. Thats according to families of people with complex medical needs and it comes despite a significant increase in spending on so called continuing healthcare. The government says its putting billions of pounds into extra funding. Youre live with bbc news. The British Government has unveiled a new Vaccine Research facility, where scientists are working to prevent future pandemics. Its located at porton down, a high Security Research facility best known for its work on Chemical Warfare. Experts are preparing for what is known as disease x . Or the next pandemic virus. 0ur Health CorrespondentDominic Hughes was given rare access to the facility. The delicate task of protecting the nations health. This is one of the laboratories at porton down, where scientists are analysing current threats new variants of covid, for example and trying to identify new ones. Inside these purpose built labs, more than 200 scientists working for the Uk Health Security Agency are helping to develop and test vaccines against a range of diseases. Its vital work to keep us all safe. Weve got, in many respects, the toughestjob in the world, which is to protect health against Infectious Diseases and environmental hazards and it is tough because we know the risks of new and emerging infections, including those of pandemic potential, is increasing. For decades, scientists at porton down have been involved in medical research, as well as the work on chemical and biological warfare for which the centre is perhaps better known. During the pandemic, laboratories like this one played an absolutely vital role in assessing how effective the vaccines were in combating the coronavirus, and that work continues today. But as well as monitoring how effective existing vaccines are against new covid variants, the new Vaccine Development and Evaluation Centre is looking at emerging threats for which no vaccine yet exists. One of those is crimean congo haemorrhagic fever, a virus that is spread by the bite of an infected tick and is fatal in about 30 of cases. A serious outbreak occurred in afghanistan in 2017 but the disease is widespread across africa, asia, The Middle East and the balkans. Changes to climate and the way we live mean viruses like this one could find a way to the uk. But equally, the next pandemic could be caused by a virus that has yet to be identified what experts call disease x. Dangers known and unknown. These scientists will be working to make sure we are prepared for both. Dominic hughes, bbc news, porton down. Live now to professor Damejenny HarriesChief Executive of the Uk Health Security Agency. That is the challenge you heard described but there are aj you heard described but there are a number of steps we can take to be better prepared and terms of surveillance and we are doing that work separately but what we do and the labs at porton down which is separate from the mod facility for Chemical Warfare is get ourselves ready to isolate new pathogens to develop and test them accurately and work with other partners, academics and Pharmaceutical Companies to test out prototypes for the vaccine and be ready to evaluate them. The really exciting thing about the legacy from the pandemic as we have 2800 square metres of Laboratory Space we did not have before and we are using that as part of our new strategy to ensure we are as best prepared as we can be for new pathogens and existing ones. Most important lesson learnt from covid pandemic . I was going to say a partnership was the immediate one that comes to mind and we can see that when responding to Infectious Diseases and chemical and incidence but at a place to industry as well. The Vaccine Task Force was the grip which originally supported the investment and Laboratory Space at porton down at the site and it is that continuing work which we are planning to continue Going Forward so we are working together as soon as the pathogen appears and beforehand so we are prepping as fast as we can. How close are you to being able to deploy a vaccine within one hundred days of identifying the threat . That is an ambition so to get from identified pathogen to a vaccine and therapeutics within 100 identified pathogen to a vaccine and Therapeutics Within100 days. In context that is about one third of the time it took as to get a Covid Vaccine into arms and that was an outstanding record. Usually it takes about 5 10 years for a new vaccine to come through so it is a challenging ambition and it will not work for all viruses and bacteria, some are different on more difficult to incorporate quickly but i think it is possible for many and the more we think about it in advance the more likely we are to achieve it and thatis more likely we are to achieve it and that is what the purpose of the new Vaccine Development and Evaluation Centre is. ,. , ~ , centre is. Given how quickly the world is changing, centre is. Given how quickly the world is changing, Climate Centre is. Given how quickly the l world is changing, Climate Change and people moving around the world, how do you rate the threat of the next pandemic and the timing of that. We talked about covid as being a once in 100 years but do you think we looking are maybe in the next ten years seeing something similar. I am asked that question years seeing something similar. I n asked that question frequently and it is difficult to pinpoint. What we can say is all the relevant threats are increasing and increasing at the same time. Urbanisation, interfaced with human and animal populations, moving migratory animals and people and Climate Change and in your introduction you talked about the work we are doing at the centre and Southampton University on a potential new vaccine for crimean congo fever, that change and climate means the tick is not a risk in the uk but as the populations move across europe each of these diseases becomes more likely so it is a growing concern and we are very sure we want to be as ready as we can for any new pathogen arriving. Any new pathogen arriving. Thank ou. Some Breaking News from dorset, we were talking about the bibby stockholm, the barge docked there, we understand the first group of maggots has arrived on board. We think we are being told the first group of migrants. More people are expected to be there later any day. Up expected to be there later any day. Up to 500 men are expected to be housed on the barge, three stories high. The unwitting for the outcome of Asylum Applications and this floating accommodation was docked off the coast of dorset, nearly three weeks ago but you made a member a lot of concern raised, health and safety concerns particularly about those have been put to rest we understand and the Breaking News is the first group of migrants is on board the barge and portland which has been ready for three weeks but going through further checks and we know they have arrived now and more expected later today. They want from the home office is that the accommodation on board and we have seen some pictures shows quite basic and functional accommodation, it has always housed oil and gas workers but we have seen Asylum Seekers from other countries housed on board. 0ne Asylum Seekers from other countries housed on board. One of the concerns raised by protesters that the amount of people who will be housed on the barge, the capacity used to be 222, they are doubling that to almost 500 and the way they are doing that as with bunk beds so envy past summer would have one person slipping and they are, some of those rooms will now have more than that and the communal rooms or dormitories will be up to six men housed which has raised real concerns from some people. The home office is saying what people see as a gradual increase in numbers, there will not be 500 on board today but the number will increase everyday so we may see possibly 500 men there by the end of the week. This was a barge on action of a design to house around 200 people which has led to some concern about the home office is saying everything there as safe and secure. The news coming to us in the past few minutes, the first group of men has arrived on the bibby stockholm and portland, more people expected to arrive later and the week. We have journalists watching events for us from dorset that will be joining us from dorset that will be joining us throughout the day to bring reaction to the news that it has been a few weeks and the making with the home office saying the vessel is absolutely safe offering a basic and functional accommodation and they are putting the first migrants on board. We can show you some internal shots of the inside of the barge, it originally had some space that included a gym and bar and games room, we are not sure they arent still there but the barge itself is 93 metres long, three stories high. The government says this represents better value for taxpayers, it will better value for taxpayers, it will be manageable for the local Community Despite the opposition to the plans and the opposition includes concerns people have about the welfare of the Asylum Seekers, how many on board but some concern about the impact on local services. A of organisations have called the plans cruel and humane in an open letter but the letter also says people will be free to come and go from the site and not only on board a nurse and english classes and wi fi but they will be able to come and go. Lets go live to early price, that was the speculation the first migrants would arrive. I saw a number of cars driving past, this is the entrance to the port for cameraman can zoom in, you can see the grey and red roof of the barge above the skyline, difficult to see who is getting on and off. We have teams looking down at different Camera Angles which show people getting on and off and highs viz jackets this is a working port so people in and out all the time and we are not allowed in for Security Reasons were freight ships are coming in and out and security is a tight concern. Difficult to get a sense of exactly who is getting on and off but definitely there will be and off but definitely there will be a sense from the home office in the uk that this happens today because thatis uk that this happens today because that is a sense this is a key part and the Government Strategy to be seen to be doing something about illegal emigration and doing something tough on emigration. That is a general election likely in the next 18 months so action is to be taken as far as the government is concerned and this is a good step they would see making sure that happens. A lot of concern expressed about the capacity of the barge and that it could be up to 500 men eventually housed there. Have you heard from the home office how many men will arrive each day and when we will get to that figure. The suggestion as there will be 50 this week and one would presume it would steadily increase from that. There is an ambition from the government to house around 5000 migrants by the autumn, in places like the barge but also an Military Bases in essex and lincolnshire. That is part of a general strategy. The figures are intentionally vague from the government because there are a number of legal challenges that can happen with these things to do with immigration and where you put people so the uk government has been deliberately vague about the numbers but the suggestion was this week there would be at least 50 men joining the barge aged between 18 65 and on board they will be housed in and on board they will be housed in a ship originally housing oil and gas workers and migrants and other countries but the capacity has been doubled so previously 220 people could be accommodated on the barge, that has been doubled because they put bunk beds in a number of previously single occupancy rooms and that has been the major concern of protesters and politicians and other people against the idea that the capacity could make conditions difficult and unpleasant. Was that any concern amongst protesters about increased pressure on local services. They have been at two different protests here over the last couple of weeks, one has been the people against the idea of migrants being asked to go on a badge and the other worried about theissue badge and the other worried about the issue of local services and whether migrants who are not being detained, and use local services. There have been assurances from the government that cash has been given to the nhs and police and the area to the nhs and police and the area to deal with extra people, the council is receiving £3500 per bed to deal with local services, things like buses and other Services Required enable co area but quite clearly that will not be enough for many local people. I was talking to a taxi driver who was very concerned that people here waiting to get a Gp Appointment will not be able to but whether the additional people in the area means there will be additional need on things like gp services. Nhs services aboard the barge but clearly these concerns are worrying
