The bbc has heard the first 50 people who will be housed on the Bibby Stockholm Barge later today, and up to 500 men will be transferred there while they await the outcome of their asylum applications. Campaigners have expressed concerns about the conditions aboard the barge but the government insists the that it is safe and help will help reduce the cost of placing migrants in hotels. Our reporter Steve Humphrey is in portland harbour. So far this morning we have not seen any activity around the barge which is just behind any activity around the barge which isjust behind me here in portland harbour. It has rapidly become part of the Harbour Scene very quickly. We are expecting that First Tranche of Asylum Seekers to go on board. As dan mentioned in his film the bbc has seen a letter from the home office to Asylum Seekers saying they are going to be moved onto the barge. It does say they will be free to come and go from the barge but are requested to sign in and out. It also lists the facilities on board. Things like a nurse, recreational space and english classes. Of course the barge has been massively controversial, even before it arrived. There was no consultation for local people and even for the local council, dorset council. We saw a whole series of protests and demonstrations. I was at some of those and you really had to be there to fully experience the passion and the emotion of people who thought that here in Portland Port was entirely the wrong place to house over 500 male Asylum Seekers, people worried about the impact on local services and also on the local tourist industry. The barge has been here sincejuly 18. We were here sincejuly18. We were expecting Asylum Seekers to go on board quite rapidly after that but there had been a whole series of delays caused by concerns about fire safety and other issues. The Fire Brigades Union described the barge as a potential death trap. The governments Immigration Minister robertjenrick has said i can absolutely assure you this is absolutely assure you this is absolutely assure you this is absolutely a safe facility. The government of course wants to get a move on because it wants to reduce the cost of housing Asylum Seekers in hotels, at the moment over 50,000 Asylum Seekers in hotels costing the taxpayer over £6 million a year. The scene is set today here in the sunshine on the dorset coast for the first Asylum Seekers to arrive, and then we are expecting more to follow in the coming days and weeks. A bbc investigation into the care of the elderly in kenya has uncovered the mistreatment and neglect of vulnerable residents at a care home, near the countrys capital nairobi. Local media filmed here in 2020. The manager, jane gaturu, presented an image of a safe haven. Every old person is your. Is yourgranny. This facility, which is home to around 50 residents, was set up by the womens guild of the local branch of the Presbyterian Church of east africa, but is managed independently. During our investigation, staff admitted to abuse at the home. Translation we beat him and thats what calms him down. Here is what happened to one resident who was found wandering outside the perimeter fence. Translation hit her on the buttocks. Our investigators found more evidence of neglect, with some residents forced to eat off the table with no support from carers. Translation if you dont get someone to feed you and with you shaking, will you sleep hungry . Translation if i dont get some help, i will sleep hungry. What can i do . One staff member alleges a lack of support at meal times has had deadly consequences. Translation many have died of hunger here they deny them lunch and dinner or because they dont make time to come and feed them. We also found evidence of medical conditions being left untreated. This elderly man, who we are calling mwangi, is suffering with a skin problem. Translation im feeling pain, too much, too much. Im feeling like im burning. But despite his condition, mwangi says he is not getting the care he needs. And after weeks without treatment, he tells our reporter he is still in pain. Translation it is so painful, | especially when i bend like this. Translation you really need to go to hospital. I when you talk to jane about it, what does she say . She keeps promising that there are people coming, but they never come. We put the allegations to the manager of the home, jane gaturu, who told us that the home always observes the rule of law and does not condone any form of brutality towards residents. She said those who struggle to eat are given priority assistance, and any allegations that medical condition is not provided are lies and malice. We also showed some of our undercover recordings to the kenyan governments Principal Secretary responsible for social protection. We are going to do spot checks on various private homes and see as to whether they meet the standards that they should be having. Over a month after we first spoke to him, mwangi, the man with the skin condition, did get treated in hospital with help from his family. Translation look at my skin. We are here at one of the major venues known as the big four. There are lots of shows throughout the day. It looks a little bit quiet at the moment but trust me later this evening this place will be heaving with crowds and many of them have come from all over the world, too, because this is of course one of those festivals that can launch the career, as we have seen, many people above come here only play to one person and then go on to find fame. This is a make or break moment for many performers. They are saying that potentially next year they may not be able to be here unless they are able to secure some more funding. It makes the whole thing fundamentally really on the knife edge at the moment. I mean, in terms of our situation, we have obviously been trying to get money out of coventry and also the department for culture, media and sport. The latter have been slightly disingenuous and theyre given the £7 million grant to the Fringe Society implying it is coming to us but it doesnt. The Fringe Macro Society as a central Coordinating Body that does ticketing and a brochure doesnt put money back into the event. That is something that has to be addressed. But the event. Over 90 may have seen the news that the airspace over niger was closed following an announcement by the so called National Council for the safeguard of the homeland. This is essentially the coup leaders. At the time they said that faced with the threat of intervention that is becoming clearer through preparation from a neighbouring country, didnt give specific which country, nigers airspace is closed as of today. There has been reaction to this. Early on it was italys Foreign Minister who said the only way out of this is a diplomatic one and i hope the ultimatum of the Economic Community of african states which expired last night will be extended today, monday. We are hearing from the German Defence Ministry Spokesperson who said that there renewed flight ban in niger is a setback for us. The Economic Community of african states hoping that the president would be reinstated but the coup leaders have ignored that completely and are doubling down. They do of course have extensive regional support, some of the support from countries within ecowas itself. More on this as we get it. In other news. Families of people with complex medical needs, are warning the nhs system that funds their home care, is struggling to provide adequate support. The bbc has been following 24 year old Declan Spencerfor ten months witnessing how the repeated breakdown of his care, has left his mother having to provide it by herself. Our social affairs editor, alison holt has their story. Been doing this since he was a child, you know. And im burning out, but no one actually seems to care. This is the reality of home life for 24 year old declan and his mother, alex. He has Duchenne Muscular Dystrophy a muscle wasting condition. Day and night are filled with medication, ventilator checks, physio and the care that keeps him alive. Its made, like, my chest and my lungs weak and my heart. So i have to wear. More often i have to wear my ventilator now. Im in the middle of something. They also face a constant struggle to Find Care Staff to help. Alex has been keeping a video diary for us since last october. Ive been looking after dec all day because hes still getting over pneumonia. Its been go, go, go, go, go. Im absolutely shattered. At 3 00, we had to do more chest physio. 5 00, we had to do more chest physio. 8 00, started put his neb on and then had to, um. Sorry, im knackered. Declans care is paid for by the nhs under a scheme known as continuing health care. It funds him for support at nearly £19 an hour, but his mum says it can cost up to £80 an hour for the Skilled Nursing care he increasingly needs. And with a fixed budget, it means they get fewer hours of help. At times, alex has gone 60 hours without sleep. Ive now got to do the rest of the night, Get Declan Up in the morning. Then im going to have to look after declan all day tomorrow. You have to do it yourself, to the point theyve had me where ive ended up saying, ok, you win, youre going to have to put him into care, because i physically cannot do this anymore. And then theyve told me that there actually isnt any Residential Care suitable. When they do Find Care Staff, they often dont stay long. Putting trust in new people is so difficult when a lot of them clearly dont know want theyre doing. Nhs spending on this sort of home based care has risen significantly in the last four years, but experts say increasing demand, more complex medical needs and rising costs mean more patients say they arent getting enough support. Dan harber runs an nhs funded helpline that advises people on continuing health care. We have been receiving more and more calls from people who just sound incredibly desperate, upset, stressed, exhausted because the care package isnt working for them and they are struggling to get anybody to listen to them. Declans local nhs says it ensures a patient� S Health Care needs are met but cant always commission the support a family would prefer. Even so, over the months of alexs video diaries, her absolute exhaustion is at times painfully clear. When i fall asleep, how do i realise hes still breathing . Originally, there it is, it was built or constructed to hold just over 200 people. This is a shot taken live from a helicopter which is hovering over the, or rather above the barge, it is now three stories, didnt start the way, but this is part of the refurbishment of the british government. There has been lots of criticism about their decision to house a much larger number, over double the amount of people expected on that barge, around 506 men are expected to be housed on the four up to 18 months whilst their Asylum Claims are processed. Human Rights Groups criticising and expressing their concerns about the measure. They have called it inhumane. Ministers, though, following earlier concerns about health and safety, have said that this boat, the barge, is safe, and importantly saying that it will be cheaper to house the migrants on the bibby stockholm than in hotels. The current cost is around 6 Million Dollars per day. And labour have been commenting on this. But the Immigration Minister robertjenrick has said that the government still plan to increase capacity to 500 despite concerns from the uk Fire Brigades Union. This is at the time of concerns about the use of the vessel originally designed to house around 200.
