Former President Donald Trump refuses to tesify under oath at his Impeachment Trial next week after House Impeachment Managers asked him to do so, to look at his role in the lead up to the events of january the 6th. The most expensive 30 seconds of television this years Super Bowl Ads feature some of the biggest names in hollywood, who have spent most of this year sitting on the sidelines. Hello, im Christian Fraser in london. Laura trevelyan is in new york. Rolling back the America First agenda has been the hallmark ofjoe biden s first two weeks in the white house. He has already returned the United States to the Paris Climate Accord and the world health organization. This week, he renewed the new Start Nuclear treaty with russia and signalled hed like to return to the Nuclear Agreement with iran. Part of his challenge will be restoring morale within the depleted state department. And today, he paid them a visit to set out a long list of issues on which the white house is now fully engaged. And it is quite a list, starting with russia and the arrest of alexei nevalny. He should be released immediately, said President Biden, without condition. The United States will be stopping any Troop Withdrawals from germany. From today, the white house will end its support and arms sales to saudi arabia for the war in yemen. The military in myanmar, said the president , should relinquish the power they seized over the weekend and release the prisoners. And at home, the us will restore its refugee programme, admitting 125,000 refugees in his first year. America is back. Diplomacy is back at the centre of our Foreign Policy. As i said in my inaugural address, we will repair our alliances, engage with the world once again, not to meet yesterdays challenges, but todays and tomorrows. American leadership must meet this new moment of advancing authoritarianism including the growing ambitions of china to rival the United States and the determination of russia to damage and disrupt our democracy. We must meet a new moment of accelerating global challenges from the pandemic to the Climate Crisis to nuclear proliferation. Challenging though it will only to be solved by nations working together and in common. We cant do it alone. Lets bring in robin wright, writer at the new yorker on Foreign Policy. Shes in washington. And also with us, lord richard dannatt, former Chief Of The General staff of the british army, who joins us from norfolk. Welcome to you both. What he did say in that speech is that the us will be returning to its most cherished democratic values, defending freedom and upholding universal rights. And one area where they will be focusing very closely will be xinjang. The Us State Department said today it is deeply disturbed by a bbc report detailing allegations of systematic rape and torture of uighur women in chinese detention camps. The Government Spokesperson said these atrocities shock the conscience and must be met with serious consequences. The us has Nowjoined Australia and the uk, among other nations, to condemn the Chinese Government over the report and demand the un be given immediate access to these sites. Chinas Foreign Ministry has denied the allegations, accusing the bbc of misrepresentation. And just a warning, matthew hills report contains distressing accounts of rape and torture. Two days ago, we broadcast the story of tursunay ziawudun. She described how she was held in this Re Education Camp in xinjiang for months and was the victim of repeated rape. Translation they were three men. Not one, but three. They did whatever evil their mind could think of. And they didnt spare any part of my body, biting it to the extent that it was disgusting to look at. They didnt just rape. They were barbaric. They had bitten all over my body. We also heard from gulzira, now living in the relative safety of istanbul, having fled china. Shes a kazakh who says she was forced to be complicit in the rape that goes on in the camps. Translation my job is to remove | their clothes completely and then | handcuff them on their beds so they cannot move. Reaction to our story has been global. The Australian Foreign minister says the United Nations should be given immediate access to the region. The Uk Foreign Office minister told lawmakers in parliament that the bbc s report was chilling and said china needed to be open about whats happening in xinjiang province. The evidence of the scale and the severity of these violations is now far reaching. It paints a truly harrowing picture. If china wishes to dispute this evidence, then it must allow. Unfettered access to the region forthe un High Commissionerl for human rights or another. Independent fact finding body. And theres been this from the Us State Department. Its estimated that a million uighurs and other muslim minorities are held in camps in xinjiang. China has responded to our report insisting that their camps are Vocational Training centres, designed to stop muslims living in the region from turning to extremism. And it denounced the bbc report as lies and misinformation. Translation there is no socalled systemic Sexual Assault and abuse against women. China is a country ruled by law. Our Constitution Guarantees and protects human rights, and it is embodied in our legal system and the governments work. Now we can show you new testimony. A former inmate who describes how regular rape was in the camp she was in and how it was used as punishment. Translation one day, they assembled many people in a large hall. Then they brought a young girl, 20 or 21 years old. She was forced to confess a bogus crime in front of everyone. She pleaded guilty to the made up crime in a flood of tears in her speech, in which she was forced to confess. After that, in front of so many people, the police raped her in turns. Despite the Huge International outcry that these womens testimonies have provoked, its unlikely that china will act and allow independent scrutiny of what is going on inside their Re Education Camps. Matthew hill, bbc news. And those shocking allegations are really making waves, christian. For those watching on bbc world news, well be right back. The uks covid 19 Vaccination Programme will help the Economy Bounce back strongly this year, according to the Bank Of England. However, it predicted a tough time ahead, with the economy expected to shrink by 4. 2 in the first three months of this year. But policymakers expect a rebound in the spring as Consumer Confidence returns, boosted by a successful vaccine roll out. I am optimistic that we are now seeing a huge really impressive programme of vaccination, and that were also now beginning to the possible benefits of it. And i think, you know, as we move forwards, that should reduce uncertainty. It will take time, but it will reduce uncertainty. And that will create something thats hugely important in the economy going forwards to support activity and growth, which is to support business investments. And its a very high priority, a very high priority of mine, by the way, to create the conditions that support it. Lots of moving stories in us politics today. The weather is set to turn colder across the uk as we head through the course of the weekend, particularly by sunday, where there could be some disruptive snow, particularly in the east. But for the here and now, heavy snow is a problem across parts of scotland. In fact, weve got an Amber Warning enforced from thursday right until saturday. Over the Higher Ground, 20 30 cm, perhaps 50 cm over the highest hills anywhere from perth and kinross, up towards Caithness And Sutherland as well, and thats all down to this slow moving area of low pressure to the west, with this frontal system bringing that hill snow across scotland. Further south, its a bit of a drier picture as we head through into friday, but overnight, plenty more Heavy Rain Showers across parts of england, wales, Northern Ireland, too. And weve got this brisk Easterly Wind driving in further snow for much of scotland. Mainly to the north of the central belt, down at lower levels and towards the east, its largely going to be falling as rain. Overnight temperatures about 2 7 degrees, so things are turning cooler, but gradually through the weekend, that Colder Weather will move in for the north and the east. So, for friday, more hill snow across scotland, some rain at low levels and close to the coast. Heavy downpours for Northern Ireland, parts of the north east of england as well. Some of these heavy showers falling on saturated ground as well, so could be a few Flooding Issues during the course of friday. Heavy showers for parts of wales, Southwest England as well, but towards the south east, probably largely dry up to about ten degrees there. So, reasonably mild on friday but into the weekend, things are turning colder for all of us, and therell be further snow in places, particularly towards the east on sunday. Now, for saturday, weve still got this Weather Front in the north, but its tending to fizzle away, so more snow to come across the Higher Ground of scotland, some of that falling to lower levels later in the day. And well start to see snow falling across parts of Northern England as that colder air starts to cut in from the north and the east. To the south of that, were holding onto the slightly milder air, so some rain showers across parts of england and wales on saturday. But overnight, saturday night into sunday, thats where were going to see these blue colours returning across the map, cold air moving in on a brisk, cold, Easterly Wind. So, we are expecting some snow on sunday. The exact position and detail of this snowfall still a bit uncertain. It could be the south east of england, east anglia, perhaps other eastern parts of england and scotland that could see the most of that snow, but do stay tuned to your forecast. There could be some disruption on the way by sunday. Bye for now. Youre watching bbc news with me Laura Trevelyan in new york, Christian Fraser is in london. Our top stories. President biden sets out his vision of the us on the world stage, in his first majorForeign Policy speech since taking office. America is back. America is back, diplomacy is back at the center of our Foreign Policy. The uk vaccine roll out isntjust about fighting the pandemic its about restoring the economy too. The Bank Of England sees the economic recovery as dependent on getting shots into arms. Also in the programme. How working mums are hearing the brunt of the pandemic, with the Neverending Juggle of work and home life. And as theatres on both sides of the atlantic remain closed well talk to the cast of mamma mia about the challenges facing some of theatres biggest productions. I thank you just wanted to listen to a bit more of my money there. I did. The uks rapid covid i9 Vaccination Programme has the central goal of saving lives and today it the bank england said there is a positive secondary effect of helping the Economy Bounce back. The economy is expected to shrink and thats no surprise since the uk has been in National Lockdown for most of 2021 the hope is that the spread of the virus will slow and Consumer Confidence will return in the spring. And thats where the science takes over from the economy because any real hope of coming out of lockdown depends on controlling new strains of the virus. Thats why the uk launched a trial to see if giving people different covid vaccines for their first and second doses could also possibly give even better protection. Heres the vaccines minister explaining the study. We have just funded through the Vaccines Task force to the tune of about £7 million to look at the effect of using two different vaccines together. Its something that is done historically with vaccines for hepatitis, for childrens vaccines, obviously polio, measles, mumps and rubella. It will hopefully maintain the uk at the forefront of research into covid vaccines. Were joined now by professor of experimenal medicine Peter Openshaw who is a member of the governments new and emerging Respiratory Virus threats advisory group. Peter, lovely to have you on the programme. We have talked a lot this week on our programme about variances. I dont pretend to understand the science or how the genetic codes change, but i was wondering this morning whether there is a boost of vaccine that is a sort of i size fits all, or are we going to have to have these boosters for covid as well as flu every year . It covid as well as flu every year . It looks like its one of those vaccines looks like its one of those vaccines which you are going to have to come vaccines which you are going to have to come you vaccines which you are going to have to come you know, follow the mutations of the virus, very much like the mutations of the virus, very much like the Influenza Vaccine has to be reformulated for the northern and for the reformulated for the northern and for the Southern Hemisphere twice a yeah for the Southern Hemisphere twice a yeah and for the Southern Hemisphere twice a year. And with these new vaccine technologies, it can be relatively straightforward to reprogram the synthesis or the rna vaccines in order synthesis or the rna vaccines in order to synthesis or the rna vaccines in order to match the upcoming strain. So, order to match the upcoming strain. 50. I order to match the upcoming strain. 50. I dont order to match the upcoming strain. So, i dont think it will be too problematic. It is irritating that this virus problematic. It is irritating that this virus has this capability of mutating, but not impossible to overcome, i think. It overcome, i think. It has overcome, i think. It has an irritating way of doing it because there is so much of it, and thats what we have to get on top of them isnt a . I thats what we have to get on top of them isnta . I mean, i thats what we have to get on top of them isnt a . I mean, i listen to scientists like yourself and doctor anthony file g, and you talk and optimistic game, but is there something in the back of your mind where you are concerned that may be dominant mutation might emerge doctor anthony fauci. That the vaccines dont work on, that becomes a mutation that could be more deadly . A mutation that could be more deadl . ~ ~ , a mutation that could be more deadl . ~ deadly . Well, i think its possible that mutations deadly . Well, i think its possible that mutations will deadly . Well, i think its possible that mutations will have deadly . Well, i think its possible| that mutations will have increased severity that mutations will have increased severity. Thats still to be determined. But i do think we can match determined. But i do think we can match every move of the virus with reformulation of the vaccine. I really reformulation of the vaccine. I really think that is absolutely within really think that is absolutely within the scope of the science. I dont within the scope of the science. I dont think within the scope of the science. I dont think there is any real likelihood that this is going to mutates likelihood that this is going to mutates into a really much more deadly mutates into a really much more deadly type, but we just have to keep deadly type, but we just have to keep a deadly type, but we just have to keep a really close eye on it. You are quite keep a really close eye on it. You are quite right to say that the less virus are quite right to say that the less virus around the less likely it is to mutates. So, if we were running out of to mutates. So, if we were running out of a to mutates. So, if we were running out of a Vaccine Campaign with no virus out of a Vaccine Campaign with no virus around, that would be a much better virus around, that would be a much better thing. Virus around, that would be a much better thing better thing. Peter, what is the ti |n~ better thing. Peter, what is the Tipping Point better thing. Peter, what is the Tipping Point at better thing. Peter, what is the Tipping Point at which better thing. Peter, what is the Tipping Point at which enough l better thing. Peter, what is the Tipping Point at which enough people have been vaccinated that the virus cant mutates . Is that different to Herd Immunity or is it that same figure of 70 that we keep hearing . Yes, well, if that virus is more transmissible, we may have to go up to 70 ~ transmissible, we may have to go up to 70 ~ 50 transmissible, we may have to go up to 70 . So there is a general rule of thumb to 70 . So there is a general rule of thumb that the more transmissible, the higher the Vaccination Rate you need to achieve in order Vaccination Rate you need to achieve in order to Vaccination Rate you need to achieve in orderto limit Vaccination Rate you need to achieve in order to limit its spread in the community in order to limit its spread in the community. So with a virus like measles community. So with a virus like measles which is very highly transmissible, you need, you know, much transmissible, you need, you know, much higher transmissible, you need, you know, much higher rates of vaccination in order much higher rates of vaccination in order to much higher rates of vaccination in order to control its you know, 85, 90 order to control its you know, 85, 90 is order to control its you know, 85, 90 is much order to control its you know, 85, 90 is much better. Order to control its you know, 85, 9096 is much better. Order to control its you know, 85, 9096 is much better. Boris johnson, in his battle 9096 is much better. Boris johnson, in his battle to control the said in his battle to control the said here in the uk some weeks ago, i think im about people returning from Covid Hotspots would have to quarantine in hotels, but the timetable for that still hasnt been set out for us. The labor leader, circular starmer, says the risk is huge if the uk does not secure its borders, we could go back to square one, he said, if a borders, we could go back to square one, he said, ifa new borders, we could go back to square one, he said, if a new variant was immune to the vaccine and its got through. Is he right . Well, its a really difficult one. These well, its a really difficult one. These are well, its a really difficult one. These are rather political questions as well, these are rather political questions as well, going somewhat outside my realm as well, going somewhat outside my realm of as well, going somewhat outside my realm of expertise, but i think it is clear realm of expertise, but i think it is clear that unless you have a very. Is clear that unless you have a very. Very is clear that unless you have a very, very effective lockdown, we are not very, very effective lockdown, we are not going to prevent variants from are not going to prevent variants from coming into the country. We are very. From coming into the country. We are very. Very from coming into the country. We are very, very highly connected country. Its very, very highly connected country. Its difficult, very, very highly connected country. Its difficult, really, to prevent infection its difficult, really, to prevent infection coming in unless you absolutely prevent travel and absolutely. Im absolutely. Im not asking you to comment politically, but purely from a scientific perspective, unless you lockdown totally and quarantine everybody coming in, the half measures arent going to really work. No, you can delay it to some degree, but to really prevent a community to affirm lockdown, ciccone and lockdown. Affirm lockdown, ciccone and lockdown affirm lockdown, ciccone and lockdown. ,. ,. , lockdown. Peter, after ten months of this, now with lockdown. Peter, after ten months of this, now with the lockdown. Peter, after ten months of this, now with the prospect lockdown. Peter, after ten months of this, now with the prospect of lockdown. Peter, after ten months of this, now with the prospect of many l this, now with the prospect of many vaccines coming onto the market in the next few months, do you feel confident that perhaps there is light at the end of the tunnel . I really do. I think with all of these i really do. I think with all of these different types of vaccines being these different types of vaccines being successful, its a remarkable achievement by the people who are developing these vaccines. I think we have developing these vaccines. I think we have to developing these vaccines. I think we have to remember that there is no guarantee we have to remember that there is no guarantee this vaccine is going to be successful, and several rather promising be successful, and several rather promising vaccines have fallen by the wayside. So to have at least five really the wayside. So to have at least five really good vaccines which absolutely seemed to work is remarkable. It may be that we are going remarkable. It may be that we are going to remarkable. It may be that we are going to need that sort of range in order going to need that sort of range in order to going to need that sort of range in order to cover the population and also to order to cover the population and also to be order to cover the population and also to be able to vaccinate parts of the also to be able to vaccinate parts of the world that are very hard to reach of the world that are very hard to reach with of the world that are very hard to reach with vaccines that and on a very reach with vaccines that and on a very difficult cold chain, for example. Its a very good thing. Unconscious that on our programme, we have not focused on the who being in china this past week, and they left today. From a scientific perspective, for the scientific community, is there anything that they might ve found in china that would be useful . Its they mightve found in china that would be useful . Were heading we will be speaking from three cast members about the Hit Musical Mama Mia About Theater Future in the uk. And how they are weathering the lockdown. The Irish Government has warned that a key part of the brexit deal will not be scrapped, despite problems with goods moving between britain and Northern Ireland. Physical inspections and paperwork are required under whats called the Northern Ireland protocol but businesses arent happy as emma vardy reports. All these beds, theyre all sitting empty. This time of year, usually we have all our plants coming in from england, from europe, and they are all sitting empty. We dont know what were going to do. How does your garden grow . Well, in Northern Ireland right now, you might be suffering a few bare patches because some horticultural businesses in Great Britain have stopped sending plants and seeds over the irish sea. The gardeners we worked with, common varieties of lettuce, cabbage and tomatoes. They are all banned from coming into the country. So we are now going to have to try and look to europe to see if we can get something similar. Its happening because in order to avoid checks over the land border on the island of ireland, the Brexit Agreement with the eu included a compromise, which means Northern Ireland continues to follow some eu rules unlike the rest of the uk. Plants are just one of many types of goods that now needs new documentation in order to be sent from britain to Northern Ireland. Borisjohnson previously played down the idea that there would ever be a new trade border in the irish sea. But now the rules are a reality, its affecting lots of everyday products, especially shipments of food. And the red tape is set to increase in april, when the grace period comes to end. The government is asking the eu to push back the deadline by nearly two years. Sinn fein and the Irish Government believe the problems can be worked out, but Northern Irelands democratic unionists want the arrangement scrapped entirely. Its an absolute disgrace and a disaster. I think the British Government now have a duty to protect the tax paying citizens of the United Kingdom who live in Northern Ireland. The issues divide communities here and continue to be one of the most difficult issues over brexit to resolve. Emma vardy, bbc news. You are watching bbc news. Leading climate scientists have called on the uk government to block pans for a new coal mine in cumbria saying that allowing it to go ahead show disregard for the future of young people and of nature. Ads, young people and of nature. Warning from the former na5a warning from the former nasa scientists, as the uk prepares to help a Global Climate summit later this year. Downing street insist the government is a world leader in Climate Policy and wont reverse the decision. Here is our climate correspondent, justin roll out. Newsreel and beneath this land lie more than 200 i Million Tonnes of coal. Its more than half a century since the last deep coal mine opened in the uk. The plan is to burrow under the irish sea to access a vast deposit of high quality coal. The local mayor is delighted. I think the project is absolutely fantastic. You know, itll bring huge amounts ofjobs and prosperity into the area. Its been broadly welcomed right across copeland. Ive never known a project thats carried so much public support. The coal produced here wont be used to generate power, but to make steel, he says, and means less will need to be imported in future. But the decision comes as britain prepares to host a crucial International Climate conference here in glasgow in november. If it goes ahead as planned, it will be the biggest gathering of World Leaders in uk history. Thats why all these environmental organisations wrote to the Prime Minister today. The conservative environmental network, a group of 100 tory mps and peers, also opposes it. Its a massive mistake in public relations, thats for sure. How can we ask other countries to bring in their Climate Change reduction programmes when we are now reopening the whole coal argument here in britain . The government defends the decision to allow the mine to open, saying the uk is cutting emissions faster than any other country. And its true when it comes to decarbonisation, britain is a world leader. Our coal consumption has fallen 90 in just the last five years. Only four power stations still burn the stuff, and look what that has done to britains carbon emissions. Now, some European Countries are doing pretty well, too, but in most big economies, look at this. Emissions are still rising. Critics say opening a new coal mine here threatens to undermine not only the uks green reputation, but also its ability to demand other countries make ambitious carbon cuts. Now, if that makes it less likely that the big Climate Conference in glasgow leads to meaningful action on Climate Change, it will have consequences for us all. Justin rowlatt, bbc news. Thats going to be one thats looked at quite closely as we approach thats Climate Change conference. I have some acting news for you. The weather looks like it is taking a more wintry turn, certainly as we head towards the weekend quite widely. But for the here and now, its particularly parts of scotland that are seeing that disruptive wintry weather. An Amber Warning for heavy snowfall across scotland valid from thursday until saturday. Theres likely to be about 20 37 meters of snow over the high ground, 50 cm over the highest hills, anywhere from perth up towards sutherland as well. And thats down to this really slow moving front sitting right across central and northern scotland. Low pressure out here towards the west. Thats not moving in a hurry. So, rain at lower levels and around the coast for eastern scotland, but move inland and its readily turning to heavy snowfall again through the course of friday. Elsewhere, we are still in the mild airfor much of the uk, with some heavy showers for Northern Ireland, western parts of england and wales, northeast england as well, falling on saturated ground, so there could be some flooding impacts with those really heavy downpours. Hill snow continuing across scotland through the course of friday. Overnight, then, and into saturday, we will start to see some of that snow to lower levels. Still reasonably milder towards the south. Could be a bit of frostiness first thing and still some rain showers to start your weekend as well. But increasingly through the weekend and beyond into next week, that colder air will be moving across all of the uk, and for places, there is some disruptive snowfall, particularly from sunday onwards. Now, saturday, we are going to be seeing low pressure starting to clear away towards the south and the east and that is going to increasingly open the doors into sunday for this cold Easterly Wind to move in. You really will notice that drop in temperature wherever you are through the course of sunday into monday as well. And for some of us, that Easterly Wind is going to be bringing some snowfall as well. Now, for saturday, it will still be snowing across parts of scotland and then increasingly through the day, as that colder air starts to move in, we will see some snow across parts of Northern England as well, particularly over the pennines, but later in the day, preps to lower levels as well. Further south, some rain showers through the day on saturday, but overnight, thats when the cold air really starts to pile in. You can see the blue colors moving away to be replaced by white colors in the east. Thats some fairly heavy snowfall. The detail about exactly where its going to snow is still a little bit uncertain, but most likely across portions of eastern and south east england, particularly east anglia. Could be about 10 15 cm of snow, and wherever you are, its going to be a cold day. So temperatures are going to be struggling just a degree or two above freezing for most of us, and as we move through into monday, we have still got that risk of further snowfall across parts of Eastern England and eastern scotland too. We will firm up on the detail of these snow showers closer to the time, but further west, it looks like it should stay mostly dry with a bit of wintry sunshine for Northern Ireland, for instance. Wherever you are, though, just one or two celsius, really will feel cold, particularly in that biting Easterly Wind. Not much change into tuesday. We have still got snow showers drifting in towards the east, more likely across northern and Eastern England and eastern scotland too. Probably a bit drier towards the south, but still could be several centimeters of lying snow and temperatures will struggle to get much above freezing. So we are on the cold side of the jet stream. The jet stream is well to the south of the uk. Later next week, from midweek onwards, we could see kinks in that jet stream developing out in the atlantic, which could just push areas of low pressure and milder air towards southern and southwestern parts of the uk. As that mild air bumps into the cold air, Weather Fronts could well bring some more snow towards the south. But we will keep you tuned. You can find all the latest weather warnings on the bbc weather website. Bye for now.
