Getting out and playing hockey has been a lifeline for oliver and jess. And, with support from a charity, she has worked hard to improve her finances. The extra universal credit has helped and she is hopeful things will get easier. The one thing i have always been worried about is, am i doing the right thing for him . The government has put billions into supporting businesses and individuals and says it is committed to helping the lowest paid families pointing to increases in welfare and grants for things like food and bills. But it is being urged to make a decision on the extra income many of those struggling have come to rely on. The government is under some pressure to keep that increased rate of universal credit. If it does, that means a pretty big bill for the treasury, about £6 billion. At the moment, the chancellor is working out his budget and the government says part of that process is looking at the state of the pandemic and the state of public finances and working out the best way to support people. The owners of some of britains Biggest Hotel chains say theyve not heard from the government about plans to quarantine travellers arriving in the uk. Theres been growing pressure on ministers to introduce tougher Border Restrictions following the emergence of new coronavirus variants. The Prime Minister said last month that people returning from Covid Hotspots would have to quarantine in hotels but no start date has been set. Caroline davies reports. More than a week after it was announced, there are still no published plans on Quarantine Hotels and some hoteliers are getting frustrated. I think in my company, if we went and announced something nationally and we hadnt thought about how we were going to deliver that, and we hadnt engaged with the people who would actually have to deliver that, then im not sure i would even be in a job. Yesterday, the Prime Minister had said plans would be announced today. Number 10 said the Prime Minister had been misinformed. The announcement was always going to be made when the operation of the Hotel Quarantine was ready and it was with, i think the Prime Minister was saying within days, but. No, he said it would be today. Well, my understanding is that it was always going to be within the next few days. The governments policy only applies to arrivals from 33 high risk countries. Labour wants that applied to every country and are calling for a wider plan, fast. We are in a race iiow. Virus against vaccination. Lets secure our borders while we carry out the vaccination process. The uk could use elements of other Quarantine Hotel systems in other countries, like australia and new zealand. But there are other options to consider. Airports, airlines and hotels still have a lot of questions about how this is going to work. They range from the practical side, like whether guests can go out for managed exercise, down to safety and security questions, like whether passengers from high and low risk countries should be travelling together on the same flight or kept together at terminals. If you look at the australian model, there is Perimeter Fencing. Do we need to put up Perimeter Fencing . What sort of Air Ventilation is required . Who would supply security . Is it us . Weve got that available, but is that us or is it a Third Party Contractor . What if somebody breaches those rules, someone leaves the room, are we to fine them . Can they have outside phone calls . Just so many questions that really need to be answered. Creating managed quarantine is complicated and none of those involved want the system to be poorly thought through. But with the policy already announced and likely to dissuade travellers from booking far ahead, the industry says it needs answers for how this is going to work. Caroline davies, bbc news. One of the scientists on the governments Advisory Group sage has said he expects there will be a phased opening of society as Vaccinations Levels increase with life � more or less back to normal� for the summer. Lets take a look at the key dates over the next few weeks. By 15th february, the government aims to have vaccinated everyone in the first four Priority Groups thats care home residents, front line health staff, everybody over the age of 70 and people who are clinically extremely vulnerable. On 22nd february, the Prime Minister will set out a � roadmap for how the government intends to ease restrictions in england. Schools would be the first to open to all pupils the government says that will happen on 8th march at the earliest, in england. Schools may open earlier in wales scotland with a possible phased reopening from the 22nd february. Lets speak to our Political Correspondent Nick Eardley Whos in westminster. Does the data put more pressure on the pm around easing the lockdown . . Towards detail end of last year we were talking about it all the time. Borisjohnson was under intense pressure from some of his own party to think about listening some of the restrictions. That is kind of gone away for the last few weeks, such has been the severity of the outbreak, the number of cases, the number of deaths and the impact of the new variant. I think we are starting to hear more and more tory mps talking, again, about how lockdown can be lifted. In particular, they are looking to scotland and seeing the plan so it allow schoolchildren to start returning any faced way from the 22nd of february, and they are saying, well, why can we do the same in england . There are also looking at some of the data we talk about every day, the number of new cases, which has gone down significantly. They are looking at the reduction in the number of deaths, the number of hospitalisations, which has been a lot slower, but is still happening. Finally, they are looking at vaccinations, 10 Million People vaccinated and saying, we should start to think about what it looks like getting out of lockdown. I dont think the government will change its mind at the moment, that timetable you set out as the one i think borisjohnson is determined to stick to at the moment. One of the reasons for that is there is a natural Caution Scientist want to make sure the variants are not out of control before unlocking happens and secondly, some in number ten were frankly stung by the way things happen towards the tail end of last year where you had things opening for a couple of weeks and then closing down again, some pretty rapid u turns from the government. They dont want to do that again. They dont want to do that again. The open number ten is that this lockdown will be the last one, so i think theyre going to take it slowly rather than take it fast but undoubtedly some of the pressure is coming back the hope in number ten. Not all of the scientist, but some of them. I think are absently right, the criteria is important, so we know roughly, actually, what it is going to be. The Prime Minister is looking at things like the number of hospitalisations, the number of deaths, our understanding of the virus in the not being any new variants that spread a lot quicker on top of the ones we already about and the roll out of the Vaccination Programme, which seems to be going well. It is worth bearing in mind, though, that issue of radiance is one that the government isnt completely on top of yet variants. Or its critics would say it isnt on top up. It feels like we have been droning on about quarantine in hotels for some time. We have because the government has been talking about a per some time, but hasnt quite got round to it yet. We talk for weeks about the plans and government to make people arriving from certain countries, the most at risk countries with their own variants, to make them stay insurgent hotels for a certain period of time to make sure they are not spreading the virus make them stay insurgent hotels. We dont know what it is going to look like and how it will work because the government hasnt told us. We were told that might happen this week, my understanding is that now we are looking at next week before we get those details. And i interviewed them forensically. And a consistent picture emerges from their testimony, of rape, of hair being shorn off, as they entered the camps, jewellery being ta ken. On one occasion, of 100 women being forced to watch a young woman being gang raped in one of these Re Education Camps and that, they say, was as a means of control. So anyone who looked away, there were repercussions for them. There is a picture of a very specific torture which involves an electric rod. And also, forcibly being told that they are putting an iud, a contraceptive, and in some cases, forced sterilisation. These allegations are very serious and the women were in tears. The emotion seemed to me to be very, very genuine. The bbc has issued a statement defending its coverage, saying we stand by our accurate and fair reporting of events in china and totally reject these unfounded accusations of fake news or ideological bias. The statement went on to say the bbc is the world� s most trusted International News broadcaster reporting to a global audience of more than a00m people weekly without fear or favour. China� s state owned broadcaster has had its licence to broadcast in the uk revoked by the media watchdog, ofcom. The regulator said the company that owns the uk licence for China Global Television network doesn� t have day to day control over the channel, which is against its rules. The pandemic has resulted in thousands of people having their scans or treatment for cancer delayed. Charities warn that in some cases the disease will have progressed while people were waiting to be seen and that emotional support is vital for those patients. Jane mccubbin has been speaking to one woman who� s been helped by a charity. On february the 6th, 2020, minna and kavi were married. A month later she was due to have potentially life saving surgery for pancreatic cancer. But this was the news on february the 6th. A third person has tested positive for coronavirus here in the uk. The virus had started to spread across the country and the impact on Cancer Services was devastating. Everything was good to go, and then coronavirus. Minna� s surgery was cancelled. So then when i went back in april, the tumour had started growing and it was too late to do the procedure any more. Minna speaks to me from her bed at home, where her cancer journey is near its end. People suffer in silence. They dont know how much help there is. And what kind of help there is. In lockdown, facing a terminal diagnosis, she says her impossible situation was made bearable by one woman. A macmillan volunteer called julie, who she has never met, but who was on the end of a phone when she needed her most. We found a special connection. And it was like, you know when they say sometimes it was meant to be . Basically, because my mum had passed in 2017 with cancer, i wanted to give something back. People keep saying to you, be strong, you will fight it. You will go through it. To a certain point it is fantastic. But at some point its, like, ive had enough. Ive heard enough. Let me just feel how i feel. You know . You know, let me tell you exactly how i feel without you telling me that i need to be strong. And she was there for that. You must think of her, i guess, often . Oh, yeah, absolutely. Up to today i didn� t know what had happened since my last conversation with her. And of course there were disruptions to actual cancer diagnosis and Treatment Services at the time as well. So really, the whole cancer pathway got disrupted in 2019. A lot of what we hear is anecdotal but you know if people who are getting screenings at the right time, who have appointment in the diary that have not been cancelled or delayed, and yet, others wear that hasn� t been the case. And so number of people who needed a major cancer surgery with the likelihood of needing intensive care treatment following that, they have had their surgery cancelled. Perhaps in a way that hasn� t been happening in other parts of the country. But it is a National Issue and as you rightly say, there are a large number of people in the backlog who are perhaps still waiting to be diagnosed or treated. The vaccines minister nadim zahawi says that the uk is on target to offer covid 19 vaccines to its top four Priority Groups by the middle of the month. But its just a normal step that anyone going into any industryj is going to have to take. One of the good things to come off the back of the pandemic is that now with the shift to flexible working, i think it� s going to be a real leveller for diversity, particularly people who have caring responsibilities or childcare responsibilities. Once they may have had to shift to working part time, the added flexibility now gives them an opportunity to carry on working. I would definitely not recommend getting drunk on a weekday. I do think you can still have fun. Ive experienced the work hard, play hard environment, but i personally havent experienced the extreme side of the financial world. My experience has been quite different to that, actually, to what� s been portrayed. I don� t think i� d be able to handle going out on a monday night. In terms of the new cases, there were 20,631; new cases reported in the last 2a hours, comparing with 19,202 on wednesday, yesterday. An increase of about 1 00 in terms of new cases. Scientists have begun a trial to see whether giving people different Covid Vaccines for their first and second dose works as well as the current approach, using the samejab. It� s thought the move could give more flexibility if there� s any disruption to supplies and may even offer better protection against the virus. The results from the study won� t be available until the summer, so the government says there� s no change to the Vaccine Programme yet. Here� s dominic hughes. This fire station in hampshire is the latest venue to become part of the Vaccination Roll Out, one of thousands of sites now operating across the uk. More than ten Million People have now had theirfirstjabs, but a new study aims to find out if mixing doses of the Oxford Astrazeneca and Pfizer Biontech vaccines could offer the body even more chances to develop defences against the virus. What we� re doing is seeing how well people� s Immune Systems respond if you give the first dose of one Covid Vaccine and the second dose with another. The reason to do that is to build flexibility into the uk immunisation schedule for Covid Vaccines. And even globally, it makes it much easier to administer the vaccines if we don� t have to worry too much about always giving the second dose the same as the first dose. The trial will mix doses from the two vaccines currently being used. But others could be added as they� re approved. The study will involve 820 volunteers, none of whom have yet had the vaccine. All will be aged 50 or older, part of the group to be vaccinated in the next priority wave. The trial will run initially at eight sites across england. Tackling outbreaks of ebola is one reason why researchers believe this approach may work. Mixing vaccine doses was used successfully against this highly infectious virus. A Second Boosterjab that utilises a different way to prompt an Immune Response can sometimes be more effective than two jabs from the same vaccine, and it is already in use for many inoculations we are familiar with. It is something that is done historically with vaccines for hepatitis, children� s vaccines, polio, measles, mumps and rubella. It will hopefully maintain the uk at the forefront of research into Covid Vaccines. We are proud of our record on the Vaccines Taskforce and the deployment programme. But this is another part of the armoury. Given the erratic nature of vaccine supply, described by ministers as lumpy, a degree of flexibility in the Vaccination Programme could be a real help in the months to come. But perhaps the biggest benefit will be for those developing countries that have yet to get Vaccination Programmes up and running. Being able to mix and match supplies could make all the difference. The owners of some of britain� s Biggest Hotel chains say they� ve not heard from the government about plans to quarantine travellers arriving in the uk. There� s been growing pressure on ministers to introduce tougher Border Restrictions following the emergence of new coronavirus variants. The Prime Minister said last month that people returning from Covid Hotspots would have to quarantine in hotels, but no start date has been set. Caroline davies reports. More than a week after it was announced, there are still no published plans on Quarantine Hotels and some hoteliers are getting frustrated. I think, in my company, if we went out and announced something nationally and we hadn� t thought about how we were going to deliver that, and we hadn� t engaged the people who would actually have to deliver that, then i� m not sure i would even be in a job. Yesterday, the Prime Minister had said plans would be announced today. But number 10 said the Prime Minister had been misinformed. The uk could use elements of other Quarantine Hotel systems in other countries, like australia or new zealand. But there are different options to consider. Airports, airlines and hotels still have a lot of questions about how this is going to work.
