Their cause in parliament. Important, and of course were talking more and more about just a week after revealing his hospitality and how hard has been hit. You are absolutely right. A coronavirus diagnosis, quick word on those Economic Growth figures, we have the latest figures Donald Trumps doctor gives him the all clear to return to public duties. For august telling us the economy a great night for scotland grew by 2. 1 , far below expectations and Northern Ireland, but it is worth pointing out half of all of that growth came from the both win penalty shoot outs, and are now one match away return to restaurants and bars, that from reaching the european championships. And it is a day of sunshine and out to help out scheme was in force showers today across the uk. Most of in august. Eat out to help out, you will be looking drier, but it will be that little bit colder. All but the economy is about 10 smaller the details here on breakfast. Thanit but the economy is about 10 smaller than it was before all of this began. And also warnings this its friday, october 9. Morning about the stark nature of our top story. The Hospitality Industry when it comes tojobs. 160,000 jobs have after another day of rising coronavirus cases, what plans been lost in the industry since are the government drawing up for new restrictions across england . July, 20,000 of them just in the ministers are coming under further last three weeks alone. It proves pressure to set out the details how difficult things after many bars of their new rules to curb infection rates in the worst hit parts and how difficult things after many bars a nd restau ra nts to of the country. How difficult things after many bars and restaurants to make a living, given restrictions. And there could labours sir kier starmer has be more restrictions on the way. So accused downing street of losing what it mean for restaurants . And control of the virus, while some local leaders say how are they navigating this new they have yet to be consulted normal. I am to say angela is with on the proposed changes. Andy moore has the story. Us, the chef and proprietor. Angela, good morning. Talk do the last few for pubs like this one in manchester, there might bejust weeks. You said you were able to for pubs like this one in manchester, there might be just a few days of trading left. They face reopen injuly, weeks. You said you were able to reopen in july, but weeks. You said you were able to the prospect of having to shut down reopen injuly, but this is farfrom normal. Yeah, july we opened of the as the government tries to finalise the details of new restrictions to stop the spread of coronavirus in restaurant, and we have one more to hot spots in the north and the go. Eat out to help out did help, we had a bumper august, the measures midlands. Local Civic Leaders are calling on Boris Johnson and furlough scheme have been great, midlands. Local Civic Leaders are calling on borisjohnson to give the reduction in that, all of those financial help to those who will be hit hardest. There can be no initiatives from the government have been good, but if we get lockdown, restrictions without support, and if were back to square one again. All its going to be the tier three of the profit and money you have built up to get you through quiet restrictions, effectively a national lockdown, we have to go back to a times, the january is in february is full furlough scheme for those is going to go again, and then you may be looking at more redundancies staff, support for those businesses, otherwise the north of england is going to be levelled down this winter, and i wont accept it. Januarys and februarys. may be looking at more redundancies januarys and februarys. I was talking to the head of uk government minister admitted they could do more to consult people affected by the new restrictions. We hospitality saying this is usually definitely need to work locally and the busiest time of the year for we definitely need to make sure that you. So, he was coming back, what the communications are much clearer, andi are they buying and is it the communications are much clearer, and i do agree with you, i think its probably very frustrating for sustainable who is coming back . everybody if leaks are made or the was looking at the p and l in is or there is speculation. But august, and i thought that is clearly, we have to do something if fantastic. You arent paying rent we are going to bring those cases back under control. The government because you have rent reduction or have persuaded the landlord to go is proposing local covid 19 alert levels for england made up of three lower, and vat is lower, but if you look at the real numbers, you are tiers, interior one, measures will include the rule of six and the 10pm probably making no money at all and how do you pay staff and suppliers . Cu rfew for include the rule of six and the 10pm curfew for pubs and restaurants. It is about running a viable tier two is likely to mean no business in the proper times. When you shut us down and implement these household mixing, tier three would curfew laws, there is no sense to do likely trigger the toughest restrictions, no final decisions them, no backup from any medical have been made, but extra limits on science, you are curtailing our the Hospitality Industry are being business. We ran it very well. We considered. And the prospect of yet have all of the measures in place, more pain is worrying those who work we have the sanitiser, we put our in the industry in the north west. teams in pods, we know what were would like the government to consult, i would like them to sit doing. It is not our industry that down with Business Leaders and work is causing this influx in infections. We have to get the together, so that we can work our country back working again. And it way out of this mess, rather than is not at the expense of health show the arrogance that is being shown at the moment, when we have protect the vulnerable, of course, protect the vulnerable, of course, protect the vulnerable, of course, protect the nhs, but we need to get very little notice, very Little People back working. But when the support, and then we have to use the government makes people stay at most stringent measures, which at home, it is literally catastrophic for our business. You signed a the moment, unfortunately resulting in people losing theirjobs. The petition, one of 1400 signatories on latest official figures show a this, calling for a hospitality significant rise in new infections. Minister, someone in government to fight your fight. Sure. 17,540 significant rise in new infections. 17,5110 were recorded in the last in minister, someone in government to fight yourfight. Sure. What minister, someone in government to fight your fight. Sure. What would you want them to deliver . Well, the four hour period, thats an increase of more than 3000 on the day before. Hospitality industry does a great it means the average number of new cases reported per day in the past job, we have a minister for arts and sports, and we employ over 3 million week is 111,520. Hospital admissions people. We bring in tax revenues of over £38 billion to the exchequer we need a voice in government that have jumped significantly. 0n average, 528 people were being actually looks at our industries and admitted every day over the past realises were not one sort of week. This number doesnt include circle fits all in way. A hotel scotland. 77 deaths have been cannot be compared to a restaurant, toa pub, reported, those people died within cannot be compared to a restaurant, to a pub, to a sector we do not even talk about. The outside catering 28 days of a positive covid 19 test. It means on average in the past business is on its knees on its moment. Do you need a voice to week, 56 deaths were announced every represent every Single Person from day. In scotland, new restrictions the Sandwich Shop in the city, when come into force this evening. There no one has gone back to work, there will be a ban on serving alcohol is no business. There is no one travelling. So we need someone. We indoors, and for many parts of the country, pubs and restaurants will have set this position up, marcus, have to close all together for 16 days. As we have seen before in this outbreak, where scotland leads, claire smith, we had enough in 24 hour is, like you say, 1200 parts of england may follow. Andy signatures, we need 10,000 for the moore, bbc news. Government to take notice, and if we lets speak now to our political can get to 100,000, then they have to debated in parliament, which correspondent, leila nathoo. Would be amazing. Anyone can sign it, doesnt have to be me, i can get a very good morning to you. We had a my mum to sign it, you could sign few things there, the government it, you dont have to work in accused of arrogance and not acting properly, and these are the facts, hospitality. But everyone has been a infection rates are rising in parts waiter or hospitality. But everyone has been a waiterora barman ora of the north and admissions to hospitality. But everyone has been a waiter or a barman or a shepherd sometime in their life or know intensive care arising as well. The someone who has. Great to speak to pressure on the government to say you, angela. What they are going to do is rising. Good morning, ithink what they are going to do is rising. Good morning, i think that is absolutely right. And you had a that petition, they are hoping to minister last night admitting the situation is getting out of control. Get more people. So they can get the minister to represent their but no sign of the restrictions or a new framework for managing them, interests. What we are expecting is actually, being announced out. Were getting from the government, officially, is that they are looking an enhanced version. The other bars ata officially, is that they are looking at a range of options. But we do from next week the introduction of a new framework for managing localised restrictions, this new tiered approach, but there are still and hospitality offices. What we ongoing conversations in government about how exactly that system will work, which places will be allocated to tiers and what the corresponding need is the advice from angela on restrictions will be depending on the level of severity. Now, you have how to cook pumpkins. Its massive the level of severity. Now, you have the labour leader again, keir these days, charlie. As with starmer, talking about the failure of the local lockdowns so far. And we know there has been talk of pubs Everything Else, working out how to do it. We are on the essex and we know there has been talk of pubs a nd restau ra nts we know there has been talk of pubs and restaurants closing entirely in the worst affected areas, downing street yesterday pointing to a significant proportion of exposure, they said, of coronavirus, was occurring in the hospitality sector. Hertfordshire border. Halloween is a there was a figure of 30 of business. £400 billion a year. This exposure being put to mps in a briefing with government ministers and officials yesterday. The space here, 20,000 pumpkins are briefing was all about trying to grown each year. Should be able to get some nice shots of the farm. Involve northern and midlands mps to try and counter some of these claims from local political leaders who say they have been kept out of the loop. 50,000 people come here over the last five years or so each year to they are also calling for more pick a pumpkin and have a great time. This year it will be targeted Financial Support, but i different. Halloween is being done think we are already in the differently this year. When it comes situation in places where coronavirus cases are soaring, they to trick or treating, its a are watching and waiting to see what restrictions will be in place, for confused picture. In wales, the government has said families should how long, and when they will come not take part. What ideas there are in. Leila nathoo, for the moment, thank you. People are being encouraged to see their gp about worrying symptoms and keep up with routine appointments as part of a new nhs campaign. Figures from nhs england suggest nearly half of the public would delay or not seek medical help at all, while a fifth say fear of getting four coronavirus friendly coronavirus or passing it onto others is a major reason trick or treating. Well bring you for not getting help. Donald trumps doctor says the president has completed his treatment those suggestions a bit later. Headlines coming up. For covid 19, and can return to public engagements tomorrow. The president has said he wants to hold a rally in florida, tomorrow night. The white house has not said whether he has now tested negative for the virus. 0ur north america correspondent, david willis, reports. Since he returned to the white house on monday evening, President Trump has asserted he is no longer contagious, and has even gone as far to call himself a perfect physical specimen. The latest memo from his personal physician, sean connolly, said the president s condition remains stable and overall he had good morning, welcome to breakfast with Charlie Stayt and rachel burden. Responded extremely well to our headlines today. Treatment. Doctor conely went on to chancellor rishi sunak will today say since saturday that will be the announce more financial 10th day since the president s support to accompany expected new coronavirus restrictions in england. Diagnosis. Ifully 10th day since the president s diagnosis. I fully anticipate 10th day since the president s diagnosis. Ifully anticipate his safe return to public engagements at that time. The president revealed in an interview with fox news is looking to get back on a camping the economy grew byjust over 2 trail as earlier this weekend. We last month as it bounces back from wa nt to trail as earlier this weekend. We want to do a rally in florida, robert lee saturday night, might coronavirus lows, but the economy is come back and do one in pennsylvania still almost 10 smaller than this the following night. But questions all began. What does it mean . I will remain about the circumstances surrounding his infection, including have the details later. When was the last tested and what pubs and restaurants across Central Scotland will shut was the result . Have you had a test this evening for 16 days, since your diagnosis a week ago . With restricted Opening Hours in other parts of the country. On what would have been well, what were doing is probably john lennons 80th birthday, the test will be the actual test, well reflect on the life of the music legend with his sisterjulia. These tests over time. This interview will only raise further questions about the state of his it isa it is a story of sunshine and condition and whether he is still suffering from symptoms of the showers across the country today, virus. They, excuse me, on the first but into the weekend, fewer showers, a bit more sunshine, you will need a debate they oscillated the microphone. Nancy pelosi believes warm jumper as it is going to turn President Trump is in an altered state because of the medications he colder. Is on and plans to talk later today its friday, october 9th. Our top story. The chancellor rishi sunak about the rules for succession, will outline details of Financial Support linked should the president , under the 25th to new coronavirus restrictions today. Ministers are coming under further pressure to set out their new rules to curb amendment proved incapable of infection rates in the worst hit performing his duties. Do you think parts of the country. It is time to invoke the 25th lets speak now to our political amendment . I will talk to you about that tomorrow. I will talk to you about that tomorrow. I wont talk to correspondent, leila nathoo. You about that today, but tomorrow. But to go back to my point, mr president , when was the last time that news that i could be some form you had a negative test before you ofan that news that i could be some form of an answer from the chancellor tested positive . Following the later. The announcement will be unsavoury spectacle of the first about Financial Support, but if we president ial debate, a debate just rewind we know there will be a debate organisers have called for the next one, due to take place next new framework of restrictions coming week in florida, to be a virtual down the track for those worst affair. Given President Trumps affected areas in england, where recent diagnosis was that he has coronavirus cases are spiralling out dismissed that as a waste of time of control. There has been lots of and says he has no interest in taking part. The two campaigns are speculation about what those in agreement for a final debate on restrictions might entail, pubs in 0ctober restau ra nts restrictions might entail, pubs in in agreement for a final debate on october 22, although, like restaurants being forced to close as Everything Else in this election, that too, could change. David they have been in parts of scotland. Willis, bbc news. Downing street has seen hospitality the iconic piano whichjohn lennon used to write the song imagine as accounting for significant will go on display today proportion of coronavirus exposure to mark his 80th birthday. And the message we are hearing from the piano was bought by singer George Michael bought in 2000, local politicians and leaders is that they want to know what is and will be shown at liverpools strawberry field. Happening, we will not get the the song went on to become the best selling single detail of those extra restrictions of his solo career. Today but what we can expect here from the chancellor as a reassurance and we will speak to his sister a that any new restrictions will be little bit later. Great to have her on. It is 6 10am. Accompanied by support measures. We now, time for the weather with matt. Had the chancellor will announce the next stage of the jobs support good morning, charlie, rachel, its scheme, describing it as a safety a case of drab your umbrellas, net for businesses which might have certainly for today, and then a warm too close in the coming weeks and jacket this weekend. While today we months, but business minister nadhim have sunshine and blustery showers, zahawi was months, but business minister nadhim za hawi was on months, but business minister Nadhim Zahawi was on breakfast earlier. We temperatures will be gradually dropping two recent days because they were the front pushing its way will continue to review all of our southwards. A longer spell of rain interventions, including a local across south east scotland, pushing lockdown areas where there is into the north west of england. It already more money to help those will be wet for the next few hours here. Then showers packing and areas. Businesses are closed for three weeks are eligible for £1500 across western scotland, Northern Ireland, they will push down in the now. I think it is unhelpful to home. Sunshine between those in sunshine head, not a bad start for speculate on these leaks, when the the southern half of england and wales with weather front will push through this afternoon. The odd chancellor is going to introduce further schemes, we review all of heavy arrest can be expected with the showers further north and west our schemes, we will announce it in we could catch the odd rumble of the appropriate way. So we expect thunder. Temperatures 10 14 or 15 degrees, you got 19 degrees tmo from chancellor rishi sunak yesterday, a sign things are turning good. And largely dry conditions later on Financial Support for businesses affected by new restrictions we expect to hear then see rain arrived to the more. There has been a lot of south east corner. Quite a blustery restoration expressed by day today across the north and west of scotland, this morning we could politicians, local leaders in parts see winds top 50 60 miles an hour of england, the north east and north west particularly, where very briefly, touching 30 a0 miles coronavirus cases are rising, an hour. Some showers on the very claiming they had been kept out of top of the mountains but for most it the loop. Downing street would say will be rain and a little bit of there have been constant hail, too. As we go through this conversations with local evening and overnight the showers we politicians, but this is what lucy are from the south east, some get going across scotland, Northern Ireland and into the north west of powell, the Manchester Central mp and shadow business minister, had to england to take us into tomorrow. Say. There is a huge amount of there will be a few showers tomorrow ona there will be a few showers tomorrow on a rather chilly start, and that frustration and, frankly, few week, she will continue through the in the north at the way we have been weekend but most places will become treated by this government. They dry which i was becoming fine in seem to be sitting in offices at eastern areas. Back to you both, whitehall striking a red pen to more on that later. See you later large swathes of our economy and on. Thank you, matt. Society. It is just with reduced capacity, early closing and strict social large swathes of our economy and society. It isjust not a way distancing rules, pubs, large swathes of our economy and society. It is just not a way to build consensus and confidence and do what we need to defeat this cafes a nd restau ra nts virus. We know we will get details are facing really tough times at the moment. Of the support package now, but of today, tough new rules come into force in scotland to tackle people will be anxiously to hear the spread of the coronavirus, and other parts of the uk exactly what restrictions will come are expected to follow suit. So, how will the changes affect in to full say in areas where cases the hospitality trade . 0ur Consumer Affairs correspondent are going up. We do not expect to sarah corker reports. At the waterloo hive in crosby near hear details of the restrictions until early next week. Because i liverpool, local lockdowns rules thank you. Mean customers are staying away. Jennifer and paul swain invested the the uk economy continued its recovery in august, growing by 2. 1 , as the eat out life savings into this cafe, but no to help out scheme household mixing and the rule of six boosted restaurants. Bens at a restaurant has sent trade plummeting. We always in Central London, and can explain. Put these figures into some kind of do everything we possibly can to context, because on one hand we have survive, but mentally, having to the wider economy, but as we have make those choices every couple of months, every couple of weeks at the heard already, hospitality facing particular problems . You are moment, isjust. Months, every couple of weeks at the moment, isjust. We months, every couple of weeks at the moment, isjust. Wejust hope months, every couple of weeks at the moment, isjust. We just hope that the government recognises how badly absolutely right and rachel the government recognises how badly the Hospitality Industry is doing mentioned the 2. 1 figure for the month of august, the latest figures, during because of the restrictions and that was when eat out to help they have imposed. Even tighter out came into full, so that restrictions could be announced in appropriate plenty restaurants and days, including the closure of pubs bars. About half of that economic and days, including the closure of pubs a nd restau ra nts days, including the closure of pubs and restaurants in areas with high infection rates. I guess the point growth came from the hospitality sector. But it is worth remembering for us really is that it would almost be better if they did put the economy is still about 9 people into full lockdown because smaller than before this all began, then there would be culpability by still quite a lot of ground to make then there would be culpability by the government to give us some sort up. It is the fourth consecutive month of growth and healthy economy of compensation. If some venues are forced to shut, the industry wants a slowly starts to re emerge than it return to a full furlough scheme to is picking up speed, but you were keep businesses afloat. With here, hearing from leila nathoo about the new restrictions that to be brought Office Workers here in manchester into full in england from next week, city centre, there is no lunchtime rush at this pub. To try to drum up that could have a huge impact on the trade they have their festive menu appear but so far no one is looking that far ahead. Should pubs close to Hospitality Industry, bars, get the infection rate down . I think restau ra nts, Hospitality Industry, bars, restaurants, things like entertainment and event struggling to get back to any sort of if it is necessary, then get the infection rate down . I think normality. Just to put in context if it is necessary, then we if it is deemed necessary, then we should do so, as much as it pains into this, i spoke to the head of uk me. It has made zero difference in hospitality area which represents manchester. Rates continue to rise, all paths and merchants, she said we need to go into a series lockdown. Just accept it and hope we many thousands of jobs all paths and merchants, she said many thousands ofjobs have been left michael lusting the sector can get the rates down and life sincejuly, 20,000 left michael lusting the sector since july, 20,000 in left michael lusting the sector sincejuly, 20,000 in the last three resumes to normal at some point. But weeks alone, there are huge problems closing parts of the hospitality sector has a huge knock on effect in the industry, they are calling for more help from the government, elsewhere, this food and drink we might get something from the chancellor about an enhanced version wholesaler near southampton applies restau ra nts, pu bs wholesaler near southampton applies of thejob restaurants, pubs and Hotels Across the uk. So, we had to make some chancellor about an enhanced version of the job support scheme but aviators time for the Hospitality Industry and others right now, redundancies, unfortunately. And the meaning the economy is still not uncertainty around the opening and growing up the pace it was a peaceful and not able to get back to closing of hospitality has meant as soon as we lay people off, full speed. Thank you, ben, more hospitality reopened and we have had from you later. Not growing at to rehire again, and now we are in a position where we are under threat of potentially going into further the pace it was before. Lockdown. In some areas, customers nottingham now has the highest covid 19 are already staying away. The infection rate in the uk, according to the latest data treasury is looking at providing from Public Health england. Our reporter geeta pendse Financial Support for businesses in is in nottingham now. The worst affected areas, they may tell us about the numbers there, why it has got so high . As you say, have to shut as the spread of the virus accelerates. Sarah corker, bbc nothing has this unenviable title of news, in manchester. Having the highest rate of covid infections in the uk, and the latest now, some big name chefs are calling for more support figures show it is 689 per 100,000 from the government. Bens at a restaurant in london for us this morning to find out more. People. The advice currently from the city and county council is for hello, ben. We are at one of angela people not to mix indoors with other households unless they are part of a hart ats places, and she is one of social bubble. The government is the signatories in that letter to backing this advice but not the signatories in that letter to officially enforcing it, there are the government. Someone who could no official restrictions here, which has been heavily criticised by local leaders. Whitney is one of those local leaders, councillor david champion the cause of these places mallon, the leader of nottingham and some of the issues that sarah city council. The government is back was raising in that news report, so in your advice to People Living pressing, not least the potential number ofjob across nottinghamshire, but you want to see more . It is not really good pressing, not least the potential number of job losses as pressing, not least the potential number ofjob losses as a result of tightened restrictions on new enough, we knew about these high restrictions that might be numbers at the beginning of the week introduced. In scotland but also and yet we have to wait until the middle of next week, it seems, for england and wales, let me introduce any government announced you to kate nichols, the chief restrictions are nothing. We have not waited for the government, and executive of uk hospitality. The myself and the leader the county scale of thejob council along with District Council executive of uk hospitality. The scale of the job losses in the warning from the industry about what leaders have agreed to put out this could happen next is pretty stark. Give me an assessment of where we message, but it does not have the are. Since we reopened in july, with power that a government restriction would have so it leads nothing and lost 160,000 jobs across the hanging, that is not enough for the hospitality set. Our big theories people i represent. You are worried about what happens next, with five about this weekend, because you cannot legally and for your advice, of our premise is still closed and that people might party for one last 900,000 workers still on furlough. Time . Cannot legally enforceable. The blog i would plead to the people without additional government support, we are looking at half a of nottingham, please do not do millionjob losses over support, we are looking at half a million job losses over the next few that, the virus is very much alive weeks if we have these restrictions and new National Restrictions in our city, please do not treat announced. With those new this as a weekend to go out and put restrictions, its hard to see how anything changes. We know there has yourself at risk. And why is this been rent relief, helping out things happening . We dont know that like that, there is no suggestion position fully. Two weeks ago we those could be repeated in hospitality is not in a position where it can get back to any sort of normality. Quite the reverse. We re very weve seen revenues down from position fully. Two weeks ago we were very close to the national relatively low levels of the end of average. Do not mix with other august as a result of the new curfew and National Restrictions and clearly there is no appetite for households. The new restrictions restricting the margin hospitality so if we are facing restrictions and come in. That drop in income, we need extended local furlough and that drop in income, we need extended localfurlough and back that drop in income, we need extended local furlough and back to full furlough we had in march if we are going to have any chance of protecting those jobs in the there is a lot of anxiety here business as we need for recovery in march april. What is the answer, amongst the business community, people that live in and around the what is the solution . You can see city and a real sense that people wa nt to city and a real sense that people want to know what they should and the governments dilemma, they dont wa nt the governments dilemma, they dont want people out there spreading the virus that they are trying to should not do. Thank you, geeta protect jobs, another chancellor has pendse. Tougher regulations will come into force in scotland this evening said he cant save everyjob in to curb the spread of coronavirus. Pubs and restaurants in the central business. Its only because we have belt are to close at 6pm and will not reopen until at least National Restrictions, occupancy, october 25th. Tighter restrictions will also come into force across the rest of the country, damaging revenue levels and clearly with no alcohol served indoors. Nicola sturgeon said it is not sustainable in the the moves were essential to control the virus. Long term. If we have targeted support for the hospitality set, those businesses will remain viable. We will generate one in six new Donald Trumps doctor has announced the president has jobs. So we are asking the completed his treatment for covid 19, and can return to public engagements tomorrow. Chancellor, support us now. Once we get a vaccine and get into mass dr sean conley said the president had responded extremely testing, we know we can deliver and well to medication and had remained stable. Its cheaper in the long run to keep mr trump later said in an interview the link between workers and their he would probably take another covid test today and hoped to hold a rally employers, rather than putting millions of people on the dole. What over the weekend. A stark warning. Kate, for now, good heres matt with a look to see you. Kate nichols, chief at this mornings weather. Executive of uk hospitality and it underlines what the set the does for a very good morning, turning colder over the next few days. Stunning the economy, jobs and tax revenue as well. After seven oclock, i will skies in stoke on trent but rain is speak to the chef Angela Hartnett on moving into the area, you can see the radar chart, longer spells of what it means for her business and rain, just working to enter others around the country, basing staffordshi re rain, just working to enter staffordshire across Northern England, parts of north wales. We restrictions that could get tougher in the weeks and days to come. Had sunshine and showers, the cloud lets take a look at todays papers. And rain spreading to the rest of the times front page says hundreds wales and the midlands to the morning and through the afternoon, of thousands of Vulnerable People face being told to stay east anglia and the south east, it at home this winter, as ministers plan to resume will reach. Temperatures ten to 14 shielding in infection hotspots. Degrees, down a little on yesterday, theres also a picture of the former bbcjournalist allegra stratton, we got 19 celsius yesterday. We will whos set to be the face not be there today or this weekend. In the Channel Islands he will cease of the government at daily afternoon pushing enduring the late afternoon, same for the very south of england. Most of you will spend televised press briefings. It will all end in tiers the day dry, showers could be heavy, is the headline in the metro. The paper says a new three tier full parts of western scotland and system of local coronavirus restrictions will involve Northern Ireland we could see hail a shut down of pubs, bars and restaurants and thunder. Longer spells of heavy as well as a ban on families meeting in each others homes. Rain still possible towards the far north east of scotland. This evening and overnight, showers across the northern fury is the front page headline on the daily mirror, which reflects the fears of angry northern half of the country, simply dressed into wales and the midlands, pub and restaurant bosses that the southern half of england and wales says dry, it will be low new lockdown measures in the north of england will cause mass closures. And the daily mail reports that more enoughin wales says dry, it will be low enough in the countryside. Frost. The same for parts of eastern than 110,000 people have been waiting over a year scotland. A rather cool and fairly for medical treatment. Theres also a picture breezy weekend, that there will be of the singer shakira, whos been chosen as one of the judges of prince williams fewer showers. Showers to begin with earthshot environmental prize. On saturday, becoming confined to north seacoast, more others will see some sunshine. Goodbye. Also the news that donald trump is not going to take part in this as coronavirus dominates the headlines, the number of people virtual debate. I was struck by starting Cancer Treatment in england has fallen by 15 . Comments he made in which he now, an nhs campaign is urging described his return to health, i am people to contact their gp if they have any worrying symptoms. Back because i am a perfect physical earlier this year we told you about kelly smith, who died specimen. We wish him well as we from bowel cancer during lockdown. Wish anyone well but ijust wonder, herfamily have been campaigning for an end to treatment delays thats quite a statement to make. After her chemotherapy would you say that about yourself was stopped in march. Personally . I had no idea where you well speak to kellys we re personally . I had no idea where you were going with that. A perfect stepfather in a moment. First, heres a reminder physical specimen. Many would. I of her story. Its in my lung, its in my liver, its in my brain. Wasnt expecting that. By way of changing the subject matter, kelly smith was diagnosed with bowel cancer three years ago when she was 28. Slightly grim news we are giving people but there are reasons to she underwent surgery celebrate. We will do a quick quiz. And countless treatments. Chemotherapy. Rachel, birthdays today. How my well see what it does. Then on the 23rd of march, supposed to know . It is guesswork. The day the uk went into lockdown, kellys treatment was paused. Brian blessed, its his birthday. She told me about the scan results and said, i think now national treasure. How old is brian because of the covid, its a good time that we could afford to take a brea k. Blessed . 68, could be 70 . Brian i was like, i dont think its a good idea. Kelly, here with her six year old son finn, isnt alone. Blessed, if you are watching, be at the start of the pandemic, very happy because he is 84 today. It took 17 years of investigations, but last month former a very good morning, craig. How are major Robert Campbell was finally cleared over the death of teenager during the iraq war. The family of the teenager said you and the family doing . As always, he had been forced into a river it is such a tragic loss, and days by british soldiers when he died, but a report found that there was no and months go by, how are things . Evidence that this was the case. In his first tv interview since he was exonerated, Robert Campbell has been like any family, i guess we are speaking to graham satchell. Suffering a bereavement. We have some good days, we have some bad days. But the thing we try to do is this is former radio major robert to pull together as a family to make sure we can support each other as campbell ina this is former radio major Robert Campbell in a rock. After 17 years best we can. You must get some under investigation, hes finally been cleared of the drowning of an satisfaction from the campaign you iraqi civilian. This is not a big are involved in now. I know you had hurry, its not like i won anything. Are involved in now. I know you had a meeting with the health secretary, matt hancock, this week. Can you its an incredibly horrible and tell us about that . Sure. The tragic story. Of which nobody has won anything. Robert campbell wanted campaign has already reached 315,000 us to keep his current identity secret for security reasons. This is signatures, so with the support of First Television interview since the some very signatures, so with the support of judge lead enquiry found him some very supportive mps, we were able to get a meeting with mr innocent. Can i ask you what impact hancock on tuesday evening. The meeting was largely positive, from the last 17 years has had on you . Firstly, it destroyed my career. I my perspective. Mr hancock at least was so despondent, that i returned committed to go away and look at some of the evidence and suggestions we put in front of him in order to my metals to the queen. Ijust didnt want to have anything to do with the army anymore. All in all, see if there is something more that could be done to get Cancer Services its just been a horrible ordeal. Not just restored, but and im nowjust glad that its over. Robert campbell was on could be done to get Cancer Services notjust restored, but boosted, because if we get Services Back at operations in southern iraq in 2003 100 , it is still going to take yea rs 100 , it is still going to take years to catch up with the backlog when he came across to iraqi of patients still waiting for civilians looting electrical cables near a river. What happened next is treatment. So what are the ideas you being the subject of considerable are putting forward . Its really a dispute. The soldiers who were there question of working smarter and say 18 year old said shabram tried Utilising Technology that already exists that is underutilised. For to escape by jumping say 18 year old said shabram tried to escape byjumping into the water. Witnesses say british shoulders s example, making better use of existing it infrastructures to allow soldiers pushed him in. Said shabram couldnt swim and drowned. The nhs to work smarter, not harder. Do you understand why the mod in particular felt a need to investigate . Yes, and at the time, we were also positioning the use of we we re investigate . Yes, and at the time, we were quite keen that it be radiotherapy as an effective investigated in order to clear us. Treatment. It doesnt work on all it did. It fell into this cycle of cancers, but certainly for those where it can be effective, its a repeated investigations. And what i quick treatment and one that can be think the mod forgot is that there done which is safer than other treatments due to the fact that a are real human beings at the end of patient is in and out in 20 minutes. These investigations and theyjust didnt care about us. An iraqi and also, better oversight in terms of actual Cancer Services than what detainee under interrogation. In the we currently have in place. We feel yea rs detainee under interrogation. In the years after the war, thousands of allegations were made of abuse by asa campaign we currently have in place. We feel as a campaign that what has been british forces, some were true. The reported to mr hancock is not ministry of defence has paid out more than £20 million to settle claims of mistreatment and unlawful accurate. Obviously, there are very detention. But it subsequently practical problems that you are well aware of because of what happened transpired that the lawyer bringing with kelly and her treatment being many of the claims had been acting paused because of the start of the dishonestly, that much of the evidence wasnt credible. The lockdown. What did matt hancock tell you about the pressures on the nhs hallett report into robert and how that is affecting what is campbells case found the evidence against him wasnt reliable. Robert hugely important, and now doctors everywhere are warning about the backlog in connection with a lot of is angry with the process, the repeated investigations, notjust for him and his colleagues. This problems, but specifically with process has been rather cruel on the cancer. What did he say about that . He didnt go into great detail on shabram family as well. The lawyer that. The one thing he emphasised that persuaded them to do these andi that. The one thing he emphasised and i would also emphasise is that things have done so selfishly and mr hancock confirmed that all nhs given them false hope. Do you feel services are open. If people have sympathy for them . Of given them false hope. Do you feel sympathy for them . Of course. It was concerns, go and see a gp and absolutely horrific thing that continue to push for cancer happened that day. The government is services. They are open and currently passing legislation which he says will provide greater legal available, mr hancock confirmed this. So i would say to anybody who protections to the armed forces has any symptoms or concerns, get serving on operations overseas. In a statement, the defence minister them checked urgently. Craig, best Johnny Mercer told us do you think wishes to you and the family. I know the campaign you are involved in is very important. Thank you for your time. Lets speak now to nhs Englands National clinical director for cancer, professor peter johnsonjoins us now. You will recover from this . I. I the projected figures are really tried to block it out, but right now worrying around cancer deaths, its just been this black poison arent they . Scientists are suggesting at least 7000 additional cloud hanging over me since 2003 and deaths from cancer. In a worst case scenario, that figure could be as while i am relieved in some way that high as 35,000. Do you think we are a part of it has come to an end, the heading towards anything like that fallout from it will continue. A in this country . Obviously, we have seen huge disruption to all sorts of chapter in roberts live has closed services during the peak of the but the wounds of the last 17 years may never heal. Coronavirus, and colleagues up and graham satchell, bbc news. Down the country have been doing all still to come this morning were they can to get things turned back finding out how to celebrate all things spooky, on. After the low point we sawjust in the safest way possible. Tim muffett is at a pumpkin farm around easter time, things have been slowly coming back up and we have treated around a quarter of a Million People over the last few for us this morning. Months. But that is not as many as we would normally have treated, its about 85 of the usual. So we are good morning from the essex keen to make sure that if people have problems, they come back into hertfordshire border. This farm has the nhs. That is why we are been the same family since 1889 but for the last few years, pumpkins launching a campaign today, help us have become huge, they grow 20,000 to help you, so that if people have each year but this year halloween could be different. Will symptoms, bleeding, weight loss, pains that wont go away, they do trick or treating be allowed . The Welsh Government says people see their gp. Of course there has been huge disruption in many things shouldnt do it, arrest, no clear are being done differently to how advice. Will be talking halloween, they were done before coronavirus, but my colleagues are working really trick or treating and talking ha rd to but my colleagues are working really hard to make sure they can see pumpkins as well, all coming up a little later. First, i will leave people and refer them for tests when you with the necessary. It is important to good morning, im sonja jessup highlight those symptoms you describe is worrying bleeding, police are questioning two people weight loss, pain that wont go after 17 children at a north London School were taken to hospital, away. Anything else that you would after eating what they believed were sweets. Caution people to act on . Or of the la Sainte Union Catholic school course, lumps and bumps, but that is pupils felt unwell on monday, relatively unusual, and pains in the after eating sweets believed to contain thc, which is an active ingredient of cannabis. A woman and a man were arrested stomach. The campaign we are on suspicion of possession launching today emphasises that. You of cannabis and child neglect. Shouldnt just launching today emphasises that. You shouldntjust think launching today emphasises that. You shouldnt just think it will go away. Please see your gp. But as tomorrow is World Mental Health day, and in london one childrens author craig said, we have heard the health says its more important than ever to support young people to talk about how theyre feeling. Secretary and many others saying the nhs is still open, please go to your the book, sophie says its ok not to be ok, is aimed doctor if you have concerns. Why do at children as young as two. You think people are still its been written to help parents teach positive messages and support relu cta nt . You think people are still reluctant . I think when the children when something is wrong. Coronavirus was everywhere, people i do feel that, although were we re coronavirus was everywhere, people were reluctant to put extra burdens in a pandemic now, that the next on the nhs. We know from our survey pandemic will be that of mental that a lot of people feel they dont health in children and in adults. I really hope that children who read wa nt to that a lot of people feel they dont want to be any trouble. We want you this book really understand to come and see us if you are not that it is ok not to be ok, right because it is only by seeing that when theyre upset they can people that we can help them. We show their emotions, know we havent seen this many they can talk to other people people as we normally would over the about their emotions. Last few months and although we saw the royal parks have started 170,000 referrals in august and we a new blog about their deer, have seen 900,000 referrals over the aimed at protecting londoners who are getting too close. Summer, that is not as many as we richmond and bushy parks are home to over a thousand free roaming normally see and we can only help deer, and theyre warning people put people if they come to us. Is craig themselves at risk of serious injury during mating season right that we should be looking at when the males fight their rivals. The different Treatment Options more hundreds of people have signed a petition complaining over carefully . He was talking about the removal of a david bowie radiotherapy not being suitable for everyone, but perhaps being an mural in walthamstow. Easier access treatment that could it was reportedly painted over, be applied in more cases. Yes, we as it wasjudged inappropriate for a Conservation Area in walthamstow village. The local council has apologised have adapted treatment a huge amount over the last few months. We have and says theyre looking into how they can put things right. Brought a whole lot of new cancer lets take a look at the travel situation now. Drugs we can use which dont first the tube minor delays due suppress the immune system or which to an earlier faulty train at edgware road. Allow us to treat people at home when they might have needed to come into hospital. We have changed the way we give radiotherapy for things like Breast Cancer so that people southern trains arent running can have fewer doses and dont have between oxted and uckfield. To make so many trips to hospital. Theres been a fire we have rolled out a kind of next to the line. In tottenham, ferry lane is still closed between Tottenham Hale radiotherapy as a way of treating station and ferry bridge things like lung cancer with fewer while police carry out an investigation. Doses again. So we are adapting us time for the weather now with kate kinsella. Fast as we can and as fast as it is good morning. Its a chilly start this morning. Safe to do so to make sure we can the sky cleared overnight, so the temperatures dropped down give people treatment. There is a lwa ys give people treatment. There is always a balance between the risk in into single figures. But also, its a bright start. The background, the risk of the we should get some sunshine around, side effects of the treatment or at least first thing this morning. Possibly catching the virus, against but fairly swiftly youll notice our next front moving through. How much we can do for the cancer. Thats going to bring some more cloud and some outbreaks the important thing is to suppress of potentially quite heavy rain for a time, then showers to follow towards the end of the afternoon. The virus and that people follow bright and sunny spells instructions to keep their distance, by the end of the day. Not to mix and so forth. We have two temperatures today on the cool side, between 11 and 15 celsius. Overnight the showers will clear. Suppress the virus so we can carry on putting the Cancer Services back once again, like last night, together. Thank you very much, the sky will clear as well. Professor peterjohnson, the temperatures dropping down again into single figures, the minimum figure between four National Clinical director for and six celsius. Cancer. It is fascinating that there we pick up a bit of a breeze overnight. Are gains to be had in times of that north westerly breeze is really crisis and we do get innovation. What we are going to feel throughout the weekend. It means the temperature is not innovation in Cancer Treatment has going to feel particularly warm. For saturday we could pick happened, its more positive. Any up a shower anywhere concerns, get to your gp, dont be through saturday afternoon. Afraid. It is a message worth accompanied by that breeze it is going to feel quite cold. A drier day and the wind a little less on sunday, heeding. But still feeling quite chilly. There have not been many positive ill be back in around half an hour. Stories linked to the Film Industry plenty more on our lately. Either the film makers instagram and facebook. Now its back to charlie and rachel. Themselves or cinemas specifically bye for now. Are themselves or cinemas specifically a re really themselves or cinemas specifically are really struggling. But maybe here is one positive story. The Regent Centre in christchurch has been restored to its former glory after a major refurbishment during lockdown. Duncan kennedy has been for a look. Power, projector, picture. Its curtains open for the cinema thats coming back to life. Easter parade is just one of the classics theyre testing at the newly refurbished regent cinema in christchurch. It showed its first movie in 1931. Now its been restored to that original glory, ready to open in a week that has seen many other cinemas shut. The restoration is as detailed as a hollywood period drama. From the carpets. To the paint colours on the walls. To the seats. Its as close to the original 19305 design as they could get. For those that run it, this is a cinematic time capsule. What are the major changes that you brought here in terms of your refurbishment . Weve brought back a slice of the 19305, really. It just wasnt really making sense any more, visually or in terms of comfort. And often with these heritage buildings, actually rewinding and bring them back to the way they were meant to be originally is what makes sense. Comedies from ealing are just one of the genres being lined up you account for the rise in your city . There are lots of different for the new programme of films here. Reasons, charlie. Around the country, rates are going up anyway. Gary trinder, the chairman its not just in of the region, says whilst other country, rates are going up anyway. Its notjust in one group, its across the board that rates are chains are being closed rising. Yes, we got students back, by covid restrictions, here, you cant blame the students, the theyre determined to stay open, rates are going across the board. I using their reserves to keep going. Dont think there is one particular reason you can pin it down to. You as were all aware, this really has been a dreadful week for cinemas in this country, must have looked at these figures, with many of the multiplexes having now closed. And in the seven days leading up to wed decided upon an opening date october five, and in the seven days leading up to octoberfive, in and in the seven days leading up to october five, in nottingham and in the seven days leading up to octoberfive, in nottingham it had gone up from hundred and 12 cases and we want to stick per hundred thousand to 689 689, to that opening date, and i think to welcome people back back into this building, what do you think of that . I think, to put the kind of heart back into this building and make it live again, oh, my gosh, its depressing we are we need the patrons back in. From its sepia beginnings backin to its modern makeover, oh, my gosh, its depressing we are back in the situation arising cases the regent has stood here for nearly and imminent stricter measures we 90 years, somewhere to escape lifes are hearing about coming in, maybe dramas for a darkened moment next week now. I cant quite understand why we are waiting until of make believe and dreams. Next week. I think the local council have done the right thing to say, that is stunning. It does look write, let now, lets not wait for the virus to come in next week. Thats at now. Do you think there is magnificent. I would like to be sitting on one of those chairs with a glass of wine, closing my eyes. A real risk, then . We are all slowly in the dark around this, but the dog and your confectionery of choice . Is maybe monday some announcement on popcorn, just to annoy everybody. These areas. There is a risk we noisy popcorn, rattling round. He would have me in front, cutting. certainly have a weekend ahead of wasnt proposing to go with you. No, that that people will capitalise on. Doing every day that passes, things i would be socially distanced, quite a long way away, frankly. And i could get considerably worse. Yeah, would be like, really . There is a real risk of that and i time now to get the news, think the fact there will be an travel and weather where you are. Announcement after the weekend, people thinking they can make the most of this weekend. I would say to good morning, im sonja jessup. People, the people of nottingham and police are questioning two people nottinghamshire made a massive effort to control the spread of after 17 children at a north london coronavirus in the last few months school were taken to hospital and to not to forget those efforts, after eating what they do not forget the impact they have believed were sweets. The la Sainte Union Catholic school had, the lives that has saved, and pupils felt unwell on monday after eating sweets believed to contain thc over the weekend, it is about believed to contain thc, behaving, it is about that friend which is an active ingredient of cannabis. A woman and a man were arrested who might be undergoing treatment on suspicion of possession for cancer. Although they cant be of cannabis and child neglect. There with you, that is really key, otherwise we would see much higher the royal parks are warning londoners they risk serious injury rates and hospital admissions. And if they get too close to their deer jamie, we are coming to the time of during mating season. Richmond and bushy parks year when people will have codes, are home to over a thousand possibly flu, im not sure yet, you free roaming deer and at tell me. How complicated is it the moment, the males are fighting their rivals for attention. Royal parks have launched a blog getting, as you see people in surgery or talking to them via zoom, to try to explain the risks to know what symptoms they are showing and whether it could be hundreds of people have signed covid . Yeah, i think we are in the a petition complaining over the removal of a david bowie mural in walthamstow. Season of winter illnesses. I think it is still very clear that if you it was reportedly painted over, have a temperature of 37, 38 or as it wasjudged inappropriate for a Conservation Area. The local council has apologised and says theyre looking into how above, a nuisance cough or a change they can put things right. In taste and smell or smell, treat it like covid, isolate and arrange a test. Youve got to treat it as if tomorrow is World Mental Health day and in london, one childrens author it was. Ive spoken to quite a few says its more important than ever people who are caught up and said to support young people to talk ive got a cough and they have said about how theyre feeling. It is not covid, my response is, how do you know . I think it is really the book sophie says its okay not important people follow the advice to be okay is aimed thatis important people follow the advice at children as young as two. That is there, and arrange a test its been written to help parents teach positive messages and self isolate if needs be. And support children when something is wrong. That is there, and arrange a test and selfisolate if needs be. And a i do feel that, although were last thought, real concern about the in a pandemic now, the next number of people on hospital waiting pandemic will be that of Mental Health, in children and in adults. Lists right now. There are some more figures that came out yesterday. I really hope that children who read this book really understand that it is ok not to be ok, yuri gpe, obviously, you are at the front line in this, that is a real that when theyre upset they can problem that may be to some extent show their emotions, they can talk to other people is hidden by the immediate crisis we about their emotions. Lets take a look at are facing you are a gp. The travel situation now. Is hidden by the immediate crisis we are facing you are a gp. Hospital waiting lists, we see the impact of that because essentially in general practice, that fills up with patients that have nowhere to go and they sort of come back to us and say, well, what about my referral . And we can write and say can you help, this is the case. But, to be time for the weather honest, it is a really difficult now with kate kinsella. Situation. There is no easy answer good morning. To it. But i think over and above its a chilly start this morning. It, if we need to control this the sky cleared overnight, so the temperatures dropped down into single figures. Rising coronavirus cases, because but also, its a bright start. Whatever you feel about coronavirus we should get some sunshine around, or the long standing conditions, if there is a higher rate of at least first thing this morning. But fairly swiftly, coronavirus, people struggling with youll notice our next front moving through. Thats going to bring some more coronavirus, people struggling with coronavirus admissions and cloud and some outbreaks hospitals, then the waiting lists of potentially quite heavy rain will only get longer. Jenny kumah for a time, then showers to follow good to talk to you. I know the days towards the end of the afternoon. And weeks ahead will be a bright and sunny spells by the end of the day. Challenging time for you and the temperatures today on the cool side, people in your community. Jamie, good to talk to you. Nottingham has between 11 and 15 celsius. Overnight, the showers will clear. Once again, like last night, the highest Coronavirus Infection the sky will clear as well. Rates in england right now. My, that temperatures dropping down again into single figures, the minimum figure between four and six celsius. Penalty last night, successful as well. I wonder, we pick up a bit of penalty last night, successful as well. Iwonder, is penalty last night, successful as well. I wonder, is the pressure when a breeze overnight. You are taking penalties without a that north westerly breeze is really what we are going to feel crowd slightly easier to deal with . Throughout the weekend. I think you are right. The standard it means the temperature is not going to feel particularly warm. Has been going up, especially in for saturday, we could pick scotla nd has been going up, especially in scotland last night, the pressure, they are trying to reach their first up a shower anywhere through saturday afternoon. Accompanied by that breeze, major tournament since 1988, it has been so long and that was why there it is going to feel quite cold. A drier day and the wind was someone special. No fans, five a little less on sunday, but still feeling quite chilly. Ill be back in around half an hour. Perfect penalties. I think that is the point there. Scotland are one match away now from reaching their first major tournament since 1998, after five perfect penalties, gave them a shoot out hello, this is breakfast with victory over israel, in the european Charlie Stayt and rachel burden. It is exactly 8 30am. Qualifying semifinals. It took 17 years of investigations, but last month former major Robert Campbell was finally cleared over the death of teenager during the iraq war. Northern ireland also won their match in sarajevo, the family of the teenager said on penalties, and they too, he had been forced into a river now have a chance, to reach next summers european championships. By british soldiers when he died, andy swiss rounds up the action. But a report found that there was no talk about drama. Scotland are evidence that this was the case. In his first tv interview since he was exonerated, Robert Campbell has been speaking looking to qualify for their first to graham satchell. Major tournament in nearly 22 years. William cooper in the final post in this is former major Robert Campbell in iraq. After 17 years under the final seconds. When it came to investigation, hes finally penalties, scotland were perfect, keeper David Marshall with a pivotal been cleared of the drowning of an iraqi civilian. Save and it was left to kenny this is not a victory, maclean to finish things off. Its not like i won anything. Delightful scotland and their hopes its an incredibly of reaching euro 2020 still very horrible and tragic story much alive. Well, what a nerve of which nobody has won anything. Shredding win for scotland they are to play against serbia next month, Robert Campbell wanted us to keep his current identity secret for security reasons. Win that and there next place at the this is First Television interview since the judge led enquiry euros will be this. Northern ireland found him innocent. Did the hard way, conceding an early can i ask you what impact the last 17 years has had on you . Goal against bosnia has got now, but in the end they got their reward. Firstly, it destroyed my career. The equaliser, and it was going on. I was so despondent that so, to another shootout where the i returned my medals to the queen. I just didnt want to have anything to do host School Finally cracked and with the army anymore. Liam boys sparked Northern Irelands all in all, its just celebrations. Into a play off final been a horrible ordeal. Against slovakia and with england and im nowjust and wales into the finals, we glad that its over. Consider euros with all four home nations, that really would be Robert Campbell was on operations something special. Andy swiss, bbc in southern iraq in 2003 when he came across two iraqi news. Civilians looting electrical cables it was a great night for englands rising stars, near a river. As Dominic Calvert lewin, scored on his Senior International what happened next has been debut, in a 3 0 win over wales the subject of considerable dispute. The soldiers who were there say in a friendly at wembley. 18 year old said shabram tried to escape byjumping into the water. Calvert lewin has scored nine times already for everton this witnesses say british soldiers pushed him in. Shabram couldnt swim and drowned. Season, and took less than half an hour to find the net in an england shirt. Do you understand why conor coady added another before the mod in particularfelt the icing on the cake a need to investigate . For england. Yes, and at the time, a danny ings bicycle kick put we were quite keen that it be the game beyond wales. Investigated in order to clear us. Both teams now have Nations League games on sunday, then next wednesday. It did. It fell into this cycle theres a really fresh look to the french open of repeated investigations. Womens final tomorrow. And what i think the mod the 19 year old iga swiatek, forgot is that there from poland, reached herfirst major are real human beings at the end final and will be up of these investigations against the Australian Open winner, and theyjust didnt care about us. Sofia kenin, who herself is only 21, and she overcame former world number an iraqi detainee one, Petra Kvitova in straight sets. Under interrogation. Britains andy lapthorne, is into the mens wheelchair quad in the years after final at roland garos the war, thousands of while fellow brit, alfie hewett, allegations were made has made it to the final of the open of abuse by british forces. I want to stress in grand slams they the ministry of defence has paid out more than £20 million to settle have two wheelchair competitions, claims of mistreatment and unlawful detention. The quad event is for athletes with but it subsequently transpired impairments to upper and lower that the lawyer bringing limbs, where is the open many of the claims, phil shiner, had been acting dishonestly, concentrates on lower limbs. Interesting stuff around tennis, hasnt it . Some new names, some old robert is angry with the process, the repeated investigations, notjust for him and his colleagues. Names bill in the mix. In the mens you have the old guard, the dial, this process has been and federer ruling roost but a fresh rather cruel on the look towards the womens tournament shabram family as well. The lawyers that persuaded them to do these things have done so selfishly and given nadal, djokovic and federer. And them false hope. New challenges in the womens tennis. And playing in the cold, with the stop and dart nature of do you feel sympathy for them . Of course. Tennis. Stop and start. With the stop and dart nature of tennis. Stop and start. Not this it was an absolutely horrific thing time, autumn in paris is quite different. Thank you, mike. That happened that day. Time for some of seizure triggering posts online. Weather with matt. There are still slashing nhs. Flashing images. Some beautiful scenes in the autumn if you can get a break in the rain . And there will be some breaks into now, his mum claire is campaigning the rain. As a go into the weekend, for the introduction of zachs law to protect those with the condition. Wherever you are off, if you are off were joined by zach and claire, to enjoy some autumn colour you will as well as clare pelham need something warm. It is a weekend from the Epilepsy Society. Good morning. How are you, zach . For layers, it is expected to feel good. It is fantastic to see the colder and linked to colder air linked to this weather front which video of you during your walk. I has brought rain to scotland and presume you have recovered, back at Northern Ireland, now turning showery. It has a longer spell of school . Yes. It is good, to be rain overcoming hours and parts of Northern England and north wales, but then sunshine comes out in the honest. Really good, to be honest, show is back in, they could be heavy he says. And relief for you for him infa ntry show is back in, they could be heavy infantry and a little bit of hail mixed in as well. Drain break with to be back . It has been a long six some sunshine this morning, butjust months i cannot understand the cloud, outbreaks of rain becoming narrower and less heavy for a time, mentality of people who would try to but will push to the south east corner by the time we get the and of sabotage this amazing effort that zach went through to raise money for the afternoon get to the end of charity. When did you become aware the afternoon get to the end of the afternoon. A blustery day with that people had tried to disrupt temperatures down on what we saw what he was doing . Originally we yesterday, around 10 14 degrees, we asked the Epilepsy Society to share saw 19 yesterday, maybe those highs hisjust giving page on my twitter account, quite seen after i had in the south west and channel around 15. We have heavier bursts into, so direct messages from the Epilepsy Society warning me that we had been as to going across the north and targeted overnight. Luckily the west of the country as we go into tonight, some areas becoming drain clear and it is here where we see Epilepsy Society themselves had taken that down so we were not some of the lowest of the temperatures into tomorrow morning, subject to edge at the time, well down into single figures, maybe however, soon after, once they were the odd isolated, sealing a sing bombarded with around 200 overnight, a little bit of frost around. And that pushes out towards the east and we soon started seeing these tweets on my account. Zach is very tech we open the doors to those northerly winds which will be working their way southwards across the country, savvy and he knows all about this, making it feel even colder. With the High Pressure building and over the can he explain why this is so risky west, we will gradually see fewer what these people were doing . Showers. With batches of showers working their way southwards across england and wales, it continues to fit into northern and west got in. Can he explain why this is so risky what these people were doing7m can he explain why this is so risky what these people were doing . It is all right, the cat isjust trying to climb on him. We dont mind seeing some dries conditions in the east of scotla nd some dries conditions in the east of scotland and the very south of the class, the cat can join climb on him. We dont mind seeing england on saturday. Temperatures down a couple of degrees even on the class, the cat canjoin in todays values. After a chilly night climb on him. We dont mind seeing the class, the cat can join in it is dangerous, isnt it . It can with some frost around into sunday, really hurt people physically, showers down the eastern coast will continue, a few showers in the west, psychologically, mentally, it can be extremely humiliating and they cant particularly during the first half stop people from having a driving of the day, but more of you will spend the day dry on sunday with licence if they end up suffering a some longer, sunny spells. And even seizure. As rachel said, you and after the chilly start with a bit yourfamily, i more sunshine around and winds early seizure. As rachel said, you and your family, i cant seizure. As rachel said, you and yourfamily, i cant imagine what yourfamily, i cant imagine what you would have thought when you following later, it will fall such realise that was the way people were warmer as we move away from eastern responding. To begin with, i did not coasts it will feel much warmer. Really understand it, i could not certainly as we go through the first see it physically at the time. As pa rt certainly as we go through the first part of the week, the high dominates soon as i saw than i was very upset, the charts, and is that low develops we will see some rain and strong i phoned the Epilepsy Society in winds. To get some flavour of what tears at one point because of the to expect next week, if you have the volume, as much as it is not a forecasts from around the four personal attack, you cant help but ta ke personal attack, you cant help but take it personally, it was very nations, looking at temperatures, 11 13 nations, looking at temperatures, 11 13 degrees, well down on where we should be to this time of year. Upsetting. Completely mindless. We should be 11 15 or 16 degrees at claire pelham, can you tell us, has the moment, and certainly that monday and tuesday, i think we can all expect to see a little bit of this happened previously, it is disruption something you are coming rain at times. Some of the heaviest across quite frequently . Sadly these on tuesday, the further south and attacks have been around ever since east you are. Time to dig out the social media, but wheatley they seem warm jumpers again. Rachel and to have reached a new level. As charlie, back to you. Good advice, claire mentioned, in may we matt. All donald all trumps doctor has said experience 48 hours when we had 200 the president should be able to resume public engagements of these attacks on the epilepsy tomorrow, just eight days after he was admitted society, then they started to target to hospital with covid 19. Dr sean conley said the president all our followers and we know there has completed his course of treatment. Have been thousands. In many ways, so what will happen when he goes back to work . We can speak now tojulia just as epilepsy is a hidden manchester from the hill. Disability, this is a hidden hate it looks like the president is in crime. Clarify for us, in any reasonably good health. Described himself as the perfect physical technical sense, is it breaking the specimen. Whats your reading . We law and has anyone been taken to see that President Trump says hes task all prosecuted . It is recovered, is talked about his use definitely breaking the law, we have had advice from the locomotion that of this experimental drug cocktail called regeneron as a cure. We dont know if thats been verified but these attacks can potentially be prosecuted as assault, just as it resident trump putting up this message that he is on the mend. This somebody came up to even the street all comes less than a month out from and pushed you over, they are sending these images designed and election day. We know that with the specific purpose of causing a seizure we have had advice from yesterday, resident trump, he says he is on the mend, pushing back this the law commission. At the police notion of a virtual debate withjoe are fighting a very difficult to prosecute, so the Epilepsy Society biden, pushing back on the idea of would like the attorney general to give guidance to the crown resident trump attending an Prosecution Service about how best in person debate with joe to prosecute them, to the best of resident trump attending an in person debate Withjoe Biden a couple of weeks after he got our knowledge of the epilepsy coronavirus. Now we are seeing, back society there have been thousands of and forth in the debates, it has these offences but not yet one been cancelled. I want to ask about single successful prosecution in the those debates but given the uk. Is there not more social media president was given supplementary platforms can do to prevent these oxygen, this would be a remarkable recovery if he is back to full fit posts in the first place . This now. How much do you think absolutely, the kindest word to supports his Election Campaign describe their reaction is ultimately . I mean its interesting because it would be remarkable. The complacent. We are in daily contact president is 74 years old, and it with twitter and they have done really very little, they rely on the would be remarkable for any person charity, a tiny team at the charity, but we notice that his health team everyday to monitor twitter and a letter to these accounts so they can and doctors have not been 100 close and down, i dont really understand why Big Multinational Companies cannot take pre emptive forthcoming. But essentially action and do this for themselves in withholding some information, not the first place, but more being forthcoming so we have that to importantly they should invest in contend with, and a lot of this does research to prevent these images have to do with President Trump itching to get back on the campaign being sent. We understand it is entirely possible for an algorithm trail, doing these in person rallies to stop another source, we do not and such. Next thursday when the just what the offenders prosecuted but we want the victims not to experience the seizures that claire next rally was debate was meant explains the consequences of. To be held, he wants to hold a rally which is based loves to do so a lot terrible, terrible consequences. Over 1000 people die each year from of this has to do with local purposes because he is so close to a seizure. , and zach, it is such an his re Election Campaign. Purposes because he is so close to his reElection Campaign. No great surprise he doesnt fancy the virtual debate. That means there is important message, for a moment i one left to go but what is your instinct, will it have any bearing on the outcome of this election . Wa nt to important message, for a moment i want to put that negativity away claire and zach. The reality is that ultimately know, there are so few when you did your challenge, most undecided voters that its hard to people did the right thing, they tell whether these debates will tip either watched you and loved it and the scale and with the final debate got greatjoy either watched you and loved it and got great joy out either watched you and loved it and got greatjoy out of it and they coming just two weeks or less than gave you money for your achievement. Two weeks before election day, its remind us, what did it look like difficult for a lot of voters to watch that debate and say, ok, im feel like when you were doing your walk . How was it for you . It was going to make this decision based on this forum. Essentially, trump dropping out and doing these rallies just. It was going on for ages. Instead might be a bit more of a play to his base but the question you could see the money going up. Is, whether swing voters in these critical swing states will watch these rallies or watch these tax one point, five minutes after i picks President Trump has employed started the page, i tuck you hit ahead of these debates and warm to that, if you will. Julia manchester from political website the hill. Your target really quickly. I hit observant observa nt viewers will see observant viewers will see weve gone early with the halloween 100. For you and your family, in effect. Its only a couple of weeks amongst all that foul stuff that away. You are saying, rachel, there people did, it is so wonderful that isa away. You are saying, rachel, there is a lot of talk in amongst quite people did, it is so wonderful that people reacted the way they did towards zach . We have to take away difficult times about how to celebrate halloween. Because its the positives, like had said the next moment we can all, not get recently, had it not been for these twitter attacks, we probably would together, but in theory have a pause not have had the publicity we have of celebration. Given the way its had to increase hisjust getting normally trick or treating, household to household, that total, so educators a favour in one presents a number of problems. Lots respect, it got a small publicity of people are looking for ways and more money for the epilepsy around these problems. Tim muffett is at a pumpkin farm society. We already decorated, ring it back. We need to make sure didnt we, at home. I definitely think it should go on. The communication is much clearer. But ange and her daughter isabelle arent convinced. I dont think its the best idea to be and i do agree with you, andy, and i think its probably very knocking on peoples doors because you dont know what people frustrating for everybody if leaks have got, and hands are made or there is speculation in the press. And i dont know which of those in and out of the sweet bowl. It is, but clearly, we have to do so theyve set up a socially something if were going to bring those cases back under control. Distanced alternative, the governments proposing local the thanet pumpkin trail. Covid alert levels for england made up of three tiers. You print off a picture of a pumpkin or you can draw one, in tier one, measures will include the rule whatever you want to do, of six and the 10pm curfew for pubs and restaurants. You colour it in, you put it in your window and then children tier two is likely to mean no household mixing, will go out, theyll go out tier three would likely trigger spotting the pumpkins, the toughest restrictions, and the adult will give no final decisions have been made, them a sweet each time but extra limits on the hospitality they spot one and then they will go and find more. Industry are being considered. And that prospect of yet more pain is worrying those who work in the industry in the north west. I think its good because its fun for everyone, to be honest, and its id like the government to consult, a lot more safer. Id like them to sit down with Business Leaders more than 4,000 people and to Work Together, have signed up so far, so that we can but if trick or treating is allowed to take place, what advice do Health Experts work our way out of this mess, have . Rather than show the arrogance if people are going to do thats being shown at the moment, trick or treating, they need where we get very little notice, to follow the local very little support, and the National Rules, so in some places this means not and then we have to use the most going out in groups of more stringent measures, which at the moment, than six, and in other places, like here in merseyside, unfortunately, are resulting we cant have any mixing in people losing theirjobs. At all between different households, the latest official figures show a significant rise so it will have to be one parent in new infections. And a couple of kids. If people dont think 17,540 were recorded in the last about it in advance, then when kids are out on the street and getting excited and seeing their friends, in four hour period, they are all going to pile together in a big huddle. People will be wearing latest 24 hour period, thats an increase of more their halloween masks than 3,000 on the day before. It means the average number so we ask that underneath, of new cases reported per day in the past week is 14,520. That they wear a facemask, and then similarly, they should hospital admissions have jumped significantly. Keep their distance from other on average, 528 people were being admitted every day over people and when it comes to, the past week. If people want to put this number doesnt sweets out, they need to do it in a way that is safe, include scotland. To have them spaced out along the door or have them hidden 77 deaths have been reported, in different places around the garden, the front garden. Thats people died within 28 days of a positive covid 19 test. At the little brown fairy cake shop in west gate on sea, nicola is trying to turn it means on average around a difficult year. In the past week, 56 deaths were announced every day. I opened the shop in february this year and then closed in march. In scotland, new restrictions come its been really difficult. Into force this evening. Ive lost all my main therell be a ban on serving alcohol income from weddings, indoors, and for many parts from big events, of the country, pubs and restaurants everything id normally do. Will have to close altogether most of my cakes are quite for 16 days. Quirky, to say the least. As we have seen before in this outbreak, where scotland leads, i specialise in heads, parts of england may follow. So for halloween, its going to be full throttle. Andy moore, bbc news. You have to adapt to survive. In america, halloween is huge. Lets speak now to our political in the uk, its been correspondent, leila nathoo. Getting bigger and bigger, leila, what sort of package but this year, at least, could the chancellor unveil later . That could be about to change. Well, i think it is likely to be an announcement of support for businesses and employees who are pretty impressive cake making from going to be affected by any more nicola. This farm i am on belongs to stringent restrictions coming down the track for those areas where jonathan. We are surrounded by pumpkins. How are you going to be coronavirus cases are soaring, the doing things differently this year . Areas that are being worst affected. This year, we have to do it on a what we dont know is the actual pre booking basis so we can control detail of what the measures will be. Numbers and make it as safe as we there have been reports today he is can for customers and staff. So people book a slot to come along to considering a local furlough scheme. The Pumpkin Patch and only a certain remember, the National Furlough Scheme comes to an end at the end of amount are allowed in at any time. This month, no confirmation of that, do people underestimate how important halloween is for many though, that is something labour has been calling for some time. What we businesses . It is a massive thing now. It is almost the size of are expecting today is to get any christmas for businesses like ours. Detailfrom the are expecting today is to get any detail from the chancellor of what and its great everyone enjoys it. Exactly the restrictions are going to be that will trigger this Financial Support package. There has thanks and best of luck this year. As jonathan was been talk of pubs closing, restau ra nts been talk of pubs closing, restaurants closing entirely as they thanks and best of luck this year. Asjonathan was saying, its a huge have been forced to do in parts of business, around £400 million a year are spent on following in the uk. It scotland, again, no confirmation of that. Clearly there is a lot of will be different this year, but hopefully we will still have fun. Nervousness among those businesses in the areas that are watching and that does look like lots of fun. Waiting to see whether they are going to get more stringent youre watching bbc breakfast. Its 8. 59. Restrictions, certainly local political leaders, local mps have been calling for more Financial Support for those industries, there isa support for those industries, there is a feeling in downing street that hospitality is accounting for a significant proportion of coronavirus exposure. So i think the chancellors and today is to reassure those businesses that any new restrictions will be accompanied bya new restrictions will be accompanied by a package of support. Thank you very much. Ben is in Central London at a restau ra nt ben is in Central London at a restaurant for us. Good morning to you, ben. We have been talking about hospitality are light and the problems they are facing. But in the last few minutes we have figures out related to the economy more widely, the gdp figures. So what is the picture . Yeah, you are right, charlie. In the last few minutes we have been told the economy grew by 2. 196 in have been told the economy grew by 2. 1 in august, that is the latest set of figures we have, and it is particularly relevant in this setting we have today, because that was the first full month of the it out to help out scheme, designed to this is bbc news, im annita mcveigh. The headlines at 9am get all of us back into restaurants the uk economic recovery slowed sharply in august eating and drinking once again. But despite the governments eat out we should say that 2. 1 is way below to help out scheme helping to boost restaurants sales. What was expected, we were expecting a figure close to 5 , because this is the fourth consecutive month the economy has grown, bouncing back the direction of travel is still from some of those record losses we positive, over 2 growth, had as a result of those lockdowns, the direction of travel is still positive, over2 growth, but shut down most businesses and nevertheless, clearly, many, many factories and workplaces. The businesses, whether hospitality and economy shrank by 19. 5 . In a month retail or aviation, are struggling with the coronavirus. Since april, the economy has started the chancellor is to set out to grow again as more of the economy new Financial Support for areas expecting to face further lockdown is reopened. We saw a figure of 8. 7 restrictions in england. Pub and restaurants across Central Scotland will shut injune, 6. 6 injuly, and all for 16 days from this evening, as new coronavirus expectations were that we would get a figure of about 5 for august. Confirmation within the last few minutes that figure is just 2. 1 , despite the government does make effo rts despite the government does make efforts to get us all out eating and drinking again and supporting the hospitality very industry hospitality very industry Hospitality Industry. We know they provide thousands ofjobs to contribute to Economic Growth, the Service Sector making up three quarters of our entire economy. This morning i have been speaking to the head of uk hospitality, she said there had been 160,000 jobs lost in there had been 160,000 jobs lost in the Hospitality Industry since july, 20,000 of them within the last three weeks alone, so, together that really paints a picture of an economy that is slowly reopening and getting back to some sort of normality, but is worth remembering the economy is now still 9. 2 smaller than it was before all of this regard. Yes, Economic Growth on the way, back up, but still much smaller than it was before all of this regard. Then, we will be back with you a little later. We will speak to those restaurant errors as well. Restaurant owners as well. Nottingham now has the highest covid 19 rate in the uk, while in Central Scotland, all pubs and restaurants will close from 6pm tonight under new strict measures. In a moment well speak with our reporter geeta pendse, whos in nottingham. That is one of the areas hardest hit by this latest Coronavirus Infection rise. First to Alexandra Mackenzie in glasgow. Whats been the reaction there . 3 million or so will be affected by a complete closure of licensed premises . Yes. That is right. Big changes for the whole of the central belt, that is right across from the island of ardern in the west all the way through glasgow, edinburgh and beyond on the east. I am here in glasgow, one of the affected areas in astin lane, i am surrounded by pubs, bars, cafes, and normally on a friday night it would be heaving here and across the weekend. It is going to be very different now for the next three weekends, with lots of Restaurant Owners very concerned about their future. As you said, the central belt of scotland is going to be worst affected, bars and restau ra nts be worst affected, bars and restaurants have to close completely apart from takeaway stop cafes can remain open as long as they dont serve alcohol in the central belt, and that will be until six oclock in the evening. Around the rest of the country there will also be restrictions, hospitality can open between 6am and 6pm, but not serve alcohol. Thank you. Lets speak to our reporter, geeta pendse, in nottingham. There have been desperate goals for measures to be introduced but everyone is waiting, arent they . Yes, good morning. Am sure, well, nottingham has now the title nobody wants nottinghamshire, well, nottingham. As you mention, both the city and cou nty as you mention, both the city and county council have already advised People Living in nottinghamshire not to mix indoors, so, no two households should mix indoors unless they are part of a social bubble. That has been backed by the government, but it hasnt been officially created as a restriction that can be legally enforced. Were not expecting an announcement till monday, and that has been hugely criticised by local leaders who believe that should come in from now. And there is a real sense of anxiety and desire for clarity in what people can cannot do. Thank you very much indeed, geeta pendse. It is 7 12am. Donald trumps doctor says the president has completed his treatment for covid 19, and can return to public engagements tomorrow. Doctor sean conley said the president had responded extremely well to medication and had remained stable. Mr trump said well to medication and had remained stable. Mrtrump said he well to medication and had remained stable. Mr trump said he would probably take another covid 19 test today and hold a rally of the weekend. It is 7 12am. Lets look at the weather for today. Maybe towards the weekend as well, it is this morning by the looks of it. It certainly is, rachel. A fantastic fresh start in nottinghamshire at the moment as far as weather is concerned, but here and other parts of the country you will be grabbing your own every now and again. It is a sunshine and so was sort of day. As long spell will push across Northern England, just moving across north west england, North West Wales at the moment. It is then followed by sunshine and showers but preceded by sunshine and showers but preceded by those bright conditions you saw in nottinghamshire, many across southern and eastern counties of england and wales will see every bursts at times. Showers in the north and west could see thunder and even a little bit of hail mixed in, too. Across the Channel Islands it may not be into the end of the afternoon and evening when we start to see some rain fall, the rest of the day will be dry and even though we see showers put on behind, a lot of dry weather in between the showers through this afternoon. A west to north westerly wind will make you feel fresher than resting days. Temperatures down on yesterdays values. So is frequent in north and west scotland and parts of Northern Ireland with the odd rumble of thunder and hail cannot be ruled out. Showers keep going across the northern and western areas, southern areas become dry and clear and there will be a rather chilly night in store tonight, dropping into single figures across the uk but a touch of frost in a few parts of is is in scotland, maybe across south wales getting some shelter. That takes us into the weekend on a cool note. Throughout the weekend it will stay cool, particularly with a northerly breeze. Most places will become dry, particularly across the west. Some showers continue across the north sea coast. More later. The government has lost control of the virus, thats according to labour leader, sir keir starmer, who has urged ministers to get a grip. Writing in the daily telegraph, sir keir called on the Prime Minister to address the nation ahead of the introduction of any new restrictions. Lets speak now to shadow business minister, and manchester mp, lucy powell. A very good morning to you. I know there was a meeting last night that you are part of which was a briefing, and perhaps you can tell usa briefing, and perhaps you can tell us a little bit more about it . Mps from some of the most affected areas we re from some of the most affected areas were invited to be addressed by whom about what . Being there it was led by Health Ministers with chris whitty and others and we had a lot of scientific data. It wasnt a policy meeting. We were told not to ask policy questions but it was a scientific briefing, running us all through the kind of trends in terms of the virus which many of us are fully aware of. With a bit of a dubious slide at the end, shall we say, but i think most of us on the call felt the slide at the end it seemed to suggest that hospitality was the main area of transmission of the virus was put in there. What may come. I think we all felt it was a call to try and stop it up. Frankly fury appear. With the way we are being treated by this government. In vital, striking a red pen. Can you be absolutely clear for us, because we await to find out if and what restrictions will be put in place in these various parts of the north west, and we look at nottingham as well. You are talking about a slide which made reference to the Hospitality Industry. Are you saying. Are you saying shutting down hospitality locations if that was pa rt hospitality locations if that was part of the plan because you havent seen the evidence . Im not saying that. What im saying is that we have to build consensus, we have to build confidence and need to do that based on evidence and more importantly, we have to allow something and that is what kier starmer and the rest of us are calling on, we need to make sure they are taken in concert with local leaders and Public Health. Even the nationalfigures from leaders and Public Health. Even the National Figures from the test and trace show that still, the vast majority of transmissions are happening in households. Its only about 5. 5 on their own that are happening in hospitality. Here in manchester, 55 of our cases over the last week or so relate to what are now being quite contained outbreaks. 55 of our infection rate and only a small percentage is happening in hospitality. We have to go along with these things. happening in hospitality. We have to go along with these things. I want to be absolutely clear about this. Your position, im not clear on what youre saying it seems you are saying you have yet to see evidence, i think you called it a dubious slide. You have yet to see evidence that you and your party could support the renewed shutdown of hospitality in certain places. Weve been consistent all the way through and are not standing in the way of the government bringing in restrictions but what we are doing is questioning and challenging and we ask that they get a grip because they have now lost control of this virus. Theyve lost control of testing, theyve lost control of the message and we need a renewed effort to bring everyone to the table to do what we need to do to tackle a virus where it exists. Local leaders are much better placed to do that than some debt that from whitehall. And its not going to help the government was s case to use frankly what are dubious figures. Their point is, one that i dont disagree with. They want to keep workplaces open, they want to keep universities open and if you take all of those things out of the equation and you dont properly resourced tackling household transmission with local track and trace, local door to door officers being able to do that. If you take all of that off the table, all you are then left with his hospitality. U nfortu nately are then left with his hospitality. Unfortunately that may be what comes and we need to be part of that conversation so that we can help build consensus and confidence. That these measures are proportionate, necessary , these measures are proportionate, necessary, sustainable, and crucially that there is the economic support package there to make sure they are effective as well and we still havent heard enough about that. We heard on the front page of the newspaper that large swathes of the newspaper that large swathes of the so called normal are going to have their hospitality. What we do know, and its been announced this morning, the chancellor will be making an announcement about that. Tell us what you think will be an appropriate package to put into place. For these sectors. What is your party think would be the appropriate action now in terms of the Financial Arrangements that can be put in place. I welcome the suggestion that there is going to be some kind of local furlough suggestion that there is going to be some kind of localfurlough scheme. Lets see, the devil is always in the details. To do that the job to keep people in work. What we are calling for is a renewed cash grant scheme because all these businesses wont have a payroll to be issuing if they go bust, which is the thing thatis if they go bust, which is the thing that is likely to now happen over coming weeks. There are many overheads that hospitality businesses have. Read to pay, stock, food, beer. Other overheads. As a starting point, there is already 1. 3 billion town town slept over it was announced in april that the government has now clawed back from local authorities, just at the 1 point that back. We think they could redistribute that money urgently, especially with local lockdown but crucially give local authorities much more discretion about how that should be distributed so they really do go to the business that need the most. Those cash gra nts that need the most. Those cash grants need to be meaningful. The government have offered £500 a week. That will not keep the lights on in those businesses so it needs to be a proper amount of money that can stop businesses going bust which in turn stops the mass redundancies we might otherwise see. Thank you for your time this morning. Well well and well be putting those points to the business minister, Nadhim Zahawi, just after half past seven. Depression and post Traumatic Stress among healthcare workers could become the new norm unless action is taken. Thats the warning from medical Charity Doctors in distress. Theyre saying more needs to be done to support doctors Mental Wellbeing during the second wave of the pandemic. We can speak now to the chair of the Organisation Dr clare gerada. How are you today . Good morning. Im as well as everybody elses. When you read some of these details, its quite upsetting to see the stress levels that medical practitioners are under. Give us some of the headlines. I want to service with doctors for Mental Illness as well as being chair of the Charity Doctors in distress. For the pandemic, 16 new referrals per week and last week, 120, these are doctors with Mental Illness, anxiety, post Traumatic Stress happening now. Just like the number of cases, of covid, the numbers are increasing in a Straight Line upwards. Also within those numbers we are seeing more younger people so the average age is between 30 and 35 and also more doctors were trained overseas, calling International Medical graduates because they are more likely to be black and Minority Ethnic Group doctors, they are more likely to have roles in jobs that are insecure, maybe work on a peripatetic way or a local way. Weve seen a lot of stress from the medical profession. We are not looking at other groups but i suspect you will find it replicated among nurses as well. Among certain vulnerable groups, does that mean you need to target support . Its like squeezing a balloon. Once you target one group, another pops up. During the first wave, we did offer services to dock as, clinical leaders, doctors from overseas. And to younger doctors. As i said, we are seeing the 30 35 year old group. We also have to make sure right across the board, there is a moral imperative now as we enter this second stage that we provide support and services easily accessible Mental Health services for all staff. If we dont have the staff, because we are going off sick with Mental Illness, they wont be there to look after me, you, our relatives. And its notjust the psychological stress but the physical stress of certain conditions you are working in, 12 i will conditions you are working in, 12 i will12 conditions you are working in, 12 i will 12 hour shifts. Conditions you are working in, 12 i will 12 hour shifts. Absolutely. This isnt just hospital will 12 hour shifts. Absolutely. This isntjust hospital dock is and i think weve been focusing, especially in the first wave on hospital doctors and those working in intensive care. They are struggling because of the ppe and the intensity of their work but its also doctors such as myself, we are working on our own homes, sometimes in bedrooms support, dealing with really distressed patients and we are still having the intense relationships with our patients that may well impact on our own Mental Health because bear in mind, we are all in this together really, doctors are not immune from the virus and we know that many doctors have died from the virus. We are not immune from the virus. We are not immune from the other emotions that we are all experiencing is your previous item showed, unemployment, insecurity and everything. There is an imperative now. I think what we need to be doing is making sure we look at the work that doctors are doing, look at the intensity in the long shifts, 12 hours is far too long. Make sure there are breaks put m, long. Make sure there are breaks put in, thats spaces were doctors and nurses can come together. I know we are ina nurses can come together. I know we are in a pandemic and its difficult physically. To come together and talk about the emotional impact. And then provide services to pick up those that are mentally ill. You know better than anyone what its like. The last time we spoke to you is as you were recovering from covid. Do you feel like you have com pletely recovered . Covid. Do you feel like you have completely recovered . Yes, but in retrospect, it took about four months, as many doctors say, i wa nted months, as many doctors say, i wanted to to work because i wa nted wanted to to work because i wanted to to work because i wanted to get my hands in and start helping. In retrospect, it took four months until i was completely better until i stopped getting those terrible muscle aches and also the fatigue and i know that many people are describing similar symptoms. All ican are describing similar symptoms. All i can say is it does get better on the other day i managed to do an eight kilometre run for the first time in months and months and months and though i was tired after it, i wasnt tired in the way that covid made me tired so there is light at the end of the tunnel for those who do get covid. I was one of the first to get it in this country so maybe i can give you some hope that we will get through this. Youre putting us all to shame this morning with your eight kilometre run. Nice to talk to you. Its good to hear that, isnt it . Time now to get the news, travel and weather where you are. Good morning im sonja jessup. Police are questioning two people after 17 children at a north London School were taken to hospital after eating what they believed were sweets. The la Sainte Union Catholic School Pupils felt unwell on monday after eating sweets believed to contain thc which is an active ingredient of cannabis. A woman and a man, were arrested on suspicion of possession of cannabis and child neglect. The royal parks are warning londoners they risk serious injury if they get too close to their deer during mating season. Richmond and bushy parks are home to over a thousand free roaming deer and at the moment, the males are fighting their rivals for attention. Royal parks have launched a blog to try to explain the risks. Hundreds of people have signed a petition complaining over the removal of a david bowie mural in walthamstow. It was reportedly painted over as it wasjudged inappropriate for a Conservation Area. The local council has apologised and says theyre looking into how they can put things right. Tomorrow is World Mental Health day and in london, one childrens author says its more important than ever to support young people to talk about how theyre feeling. The book sophie says its ok not to be ok is aimed at children as young as two. Its been written to help parents teach positive messages and support children when something is wrong. I do feel that although we are in a pandemic now, i feel the next pandemic will be that of Mental Health in children and in adults. I really hope the children who read this book really understand that its ok not to be ok, that when theyre upset, they can show their emotions, they can talk to other people about their emotions. Lets take a look at the travel situation now. First the tube a faulty trains caused some problems this morning. The m25 is down to 1 lane clockwise just before junction 16 for the m40 and its a vehicle fire. And this is how the north circular looks. Time for the weather now with kate kinsella. Good morning. Its a chilly start this morning, the sky cleared overnight so the temperatures dropped down into single figures, but also its a bright start. We should get some sunshine around at least first thing this morning but fairly swiftly youll notice our next front moving through, thats going to bring more cloud and outbreaks of potentially quite heavy rain for a time then showers to follow towards the end of the afternoon, but still some brighter, some sunny spells through the end of the day. Temperatures today on the cool side, between 11 and 15 celsius. Overnight, those showers will clear and once again like last night the sky will clear as well so temperatures dropping down into single figures, the minimum temperature between 4 and 6 celsius. We pick up a bit of a breeze overnight and that north westerly breeze is really what were going to feel throughout the weekend. It means the temperature isnt going to feel particularly warm. Now, for saturday, we could pick up a shower anywhere really through saturday afternoon. Accompanied by the trees its going to feel quite cold. A drier day, and the wind a little less on sunday but still feeling quite chilly. Ill be back in around half an hour. Hello this is breakfast with Charlie Stayt and rachel burden. Lets speak now to the business minister, Nadhim Zahawi, whojoins us from westminster this morning. Hello. Looking at the latest gdp figures, i would think, somewhat disappointing for your government. We had rises of 8 then the 6 in the last couple of months, theyjust 296 the last couple of months, theyjust 2 and this after it out eat out to help out. This is a tough year economically, the chancellor has put in about £190 billion into the economy to protectjobs. We saw that with the winterjobs. Winter statement to protectjobs, £33 billion in that. I think, undoubtedly, 2020 is going to be a difficult year. The direction of travel is still positive, it is still over 2 growth, but nevertheless, clearly, many businesses, whether it is hospitality and retail, or aviation, are struggling with the coronavirus. As are many other nations around the world. Yeah, many businesses anxious about what is going on. Why is it that businesses in the north of england found out about the book closes imminently via the front page ofa closes imminently via the front page of a newspaper . About imminent closures. Im not going to comment on speculation. I think its unhelpful. I think the right thing to do is work with local leaderships in the north west, the north east and yorkshire and other parts of the country and the west in my patch, so that we actually Work Together to get the interventions right to control the virus. It is worrying, the trend across the country, if i tell you that sort of thursday, seven days ago, the virus infections we re seven days ago, the virus infections were just around 7000, last thursday they were at 17,000, that puts into perspective for your viewers the urgency of the interventions we are having to make. Chris whitty, the chief medical officer, shared some slides with colleagues from the north yesterday, which demonstrate that clearly social interactions in restau ra nts a nd cafes that clearly social interactions in restaurants and cafes is about 30 of the infections, which is why we are having to act on table service, of course the curfew at 10pm, rings that i, you know, deeply dislike having to do as the business and industry minister, but unfortunately we have to do them to control the virus. Iam hearing reports we have to do them to control the virus. I am hearing reports this morning that france and paris are having to go even further to avoid a national lockdown, hence why lockdowns are so important. Lets concentrate on the uk. You talk about infections within hospitality, but there is no hard and fast evidence, is there, that the rise in cases is down purely towards hospitality . The figures show that the people who have been exposed have been in bars and restaurants, but that is about it. Well, as i said, the evidence that chris whitty shared with my colleagues, northern mps yesterday, does demonstrate that between restaurants, bars and cafes, about 30 of infections are coming through that hospitality, social interaction, if i can describe it as such. And it is only right that we ta ke such. And it is only right that we take action with the local leadership, with Public Health, local teams, because they know what their area, they know their area best and what their area ultimately needs. I was going to say, rachel, earlier the director general of the who has commended our local action strategies, and that is, i think of the right thing to do. But local lockdowns are not working, as you said yourself stop the rise in the number of cases, travelled in the last two weeks. Hospitalisations have doubled in the last two weeks, many areas are wondering what on earth, when they are going to be lifted out of restrictions or when they will be put into them. You said you were working with nottingham, where Public Health leaders there are saying we need new measures right now, why are we having to wait . As i said, we work with Public Health local teams to make sure that we get this right. The slides that chris whitty shared with colleagues exactly speaks to what you have just outlined, which is the virus in places like liverpool and manchester and newcastle is hitting that sort of 500 per 100,000 capita rate, which is incredibly worrying and hence why we introduce the measures, working with the localjames. Hence why we introduce the measures, working with the localjames. Give me for interrupting, you keep saying we are working with local teams but the leaders, they consistently tells us you are not working with them and not being consulted, they are not being advised with what is going to happen next, and as i say and repeat, in nottingham there has been a clear goalfrom leaders there repeat, in nottingham there has been a clear goal from leaders there for measures to be introduced and it hasnt happened. There are a loss as to why they are now pleased that the highest number of infections in the country nothing is being done . Well, look. I can tell you because im in the meetings on the local action committee. We absolutely are working with the local leaders, with the Public Health local teams. Some politicians are clearly unhappy and i hope that we can continue to Work Together, set aside our political differences. I wouldnt like to be ina differences. I wouldnt like to be in a place as one of Keir Starmers ministers said, not let a good crisis go to waste. I think that is a terrible way to behave in heartbreaking in many ways because this is a terrible time stop and we have been working with devolved administrations as well to Work Together to control the virus. I think it is the right thing to do. And i think, look, wherever we need to act, we will act and we will announce it in the correct way, rather than sort of speculation in the media. It is notjust politicians who are not happy and some politicians from within your own party, Public Healthcare leaders and doctors have told us on this programme this morning. Talking about speculation in the papers, the times has a story in the papers this morning, and whether this was accurate, it would be helpful to know this, too. There will be some kind of local furlough scheme were hospitality businesses where they will be able to apply for two thirds of their employees wages to be paid for by the government . A form of fellow that gets extended to areas with local restrictions. Can you confirm whether that is being considered . We review all of our interventions in the economy. I mentioned earlier £190 billion that richie sooner, the chancellor has put a head into the economy rishi sunak has put into the economy to support people, £2 billion to support people, £2 billion to support young people in a kickstart scheme. And we will review all of our interventions. Look local lockdowns we have already put money into help those local lockdown areas. Those businesses that closed down for three weeks, they are eligible for £1500 now, i wouldnt wa nt to eligible for £1500 now, i wouldnt want to speculate on legs, i dont think its helpful to speculate on these things. When the chancellor is going to introduce a further scheme, and we review all schemes, then we will review it in the appropriate way. Speculate on leaks. So, will they set out schemes they may be entitled to . When the chancellor is ready to support further support for business, we review all of our interventions in the commie, as we have done from day one, in march, when we went into national lockdown. In my department, the business department, we operationalised the bounceback loans, running at £38 billion to date. The future fun, the other Coronavirus Business interruption schemes, we review all of that all the time with sectors. I speak to sectors on a daily basis. Is there anything you actually can tell us this morning . You keep saying we are referring to, reviewing, but right now, businesses are incredibly anxious. They dont know if they are going to survive the next couple of weeks. Is there anything you can tell them this morning that will reassure them. Yes, of course. The chancellor, as i said, as part of his announcement, not only do you get the Job Retention bonus if you keep people on until the end ofjanuary, but there is the additional help where there is the additional help where the government is stepping in, if you bring people back, the government will pay about a third of their salaries as well. If you combine the two together, its about £5,000 of additional help per employee in a business. And we will review further, as this virus is continuing at the moment to rise in parts of the country, what additional help we may introduce. And we will announce it in the appropriate way. Ok, all right. I think it would be inappropriate for me to speculate on any further announcements. I think our viewjust wa nt announcements. I think our viewjust want information. Clearly we are going to have to wait for that. In terms of overall Government Strategy with the virus and the weight is spreading, it seems the rule of six isnt working and it definitely looks like just an trace is failing, isnt it . We have had the lowest percentage of close contacts being traced in the last report, under 70 , and only one quarter of people now, again on the last count, getting test results within 24 hours. Well, i think its about 6096 who will get their results within 24 hours. Of the in person tests, that is, and then of course with test and trays, you are right to say it is just shy of 70 , 100,000 people have been identified and are isolating because of test and trace. We can all do better, we can always improve the service as we are endeavouring to do. You cannot tell me you are happy with that figure, 68 , are you . As happy with that figure, 68 , are you . As i said, we need to do even better. I want us to continue to improve the service, rightly so, because it is, if you are on those local action committees that i am on, you will see that the test and trace is actually identifying the spikes, and if you look at the slides chris whitty shared with northern mps yesterday, you will see the forensic way in which we can see the forensic way in which we can see the number of infections per 100,000 people in different parts of the country. That is helping us deliver those local interventions, which is the correct way to go. I mentioned earlier but i will mention it again. The directed a menu the director general of the who commended us on those local interactions and interventions. What is your advice to parents and children, as we approach halloween, children, as we approach halloween, children are building up excitement for halloween celebrations. Are you saying go out or treat, what are you telling parents . I am saying hands, face, space and rule of six. Hands, face, space and rule of six. Hands, face, space, enjoy halloween safely ina face, space, enjoy halloween safely in a coded safe way. Covid safe way. Can you pick troops out of a bucket . Hands, face, space, exercise common sense, schools have done phenomenally well and infections amongst children are incredibly low. So, if you are careful, then you can enjoy halloween in a safe way. Hands, face, space. Yes, i heard the first time and the second time. Nadhim zahawi, lots of space. It is 7 43am. So, make, take us away from all of that for a bit of Old School Drama on a football beds . Old school drama on a football beds . Old school drama on a football beds . Old school drama and old school dreams. Scotla nd school drama and old school dreams. Scotland dreaming because it has been a long time since they were at a major tournament. 1988. Now they arejust one a major tournament. 1988. Now they are just one match away, but still had to overcome a final hurdle. It was not a night for the faint hearted as scotland and Northern Ireland both won penalty shoot outs, which means they are now one match away, from qualifying for next summers european championship. The scots held their nerve, to beat israel in their play off at hampden park. Maybe the lack of fans and the pressure that can come with that helped, as the scots scored five perfect penalties. Kenny mclean with the winning one, and theyll play serbia next month in a play off final for place at next summers tournament. And Northern Ireland also went through on penalties. 1 1 after extra time, against bosnia and herzegovina, liam boyce hit the winner to book a play off final, against slovakia next month. It was a great night for englands rising stars. Dominic Calvert Lewin scored on his Senior International debut, in a 3 0 win over wales in a friendly at wembley. Calvert lewin made it ten goals in seven games in all competitions this season. Conor coady added another, before danny ings made it three in spectacular style. Both teams now have Nations League games on sunday, then next wednesday. Now mixed martial arts, or mma, is fast becoming one of the most popular sports in the world. And for the first time it is going to be broadcast on the bbc, as this weekend sees its live debut in france. Ill speak to gareth a davies in a moment who is hosting tomorrows event, but first, if youre not familiar with the sport, heres a little look at what to expect. This is the main event of the evening mvp accompanied by big nasty into the cage. Booming music plays what an atmosphere, a lot to take gareth joins us now from paris, where tomorrows big event will be held. Morning, gareth. What it seems like his kicking, punching, wrestling. Does anything go . Tell us about the limits. think its nine martial arts that are involved in this fight. Obviously there is no gouging, its a realfight. Obviously there is no gouging, its a real fight. There obviously there is no gouging, its a realfight. There are no blows below the belt. There is no gouging of the eyes, its a concerted sport, its 27 years old. It is a seminal moment at the weekend. An absolute privilege for me to be hosting the event for the bbc iplayer live from here in paris where on two levels, its the first event ever in paris as well. Like you say, its a young sport, it is raw and visible on the outside but it contains inside it works some amazing athletes who are really the decathlete s of five sports because they train in so many disciplines. Its a fantastic moment on saturday for the sport and all the people involved in the industry. When you break it down, there is a lot of technique and skill. As one of the problems been to get it into the mainstream, to overcome it being a vicious fighting sport, to show the technique that is there . Absolutely. Its had all kinds of names over the years, human cockfighting, cage fighting. Yes it is in cockfighting, cage fighting. Yes it isina cockfighting, cage fighting. Yes it is in a cage for the cages therefore the safety of the fighters so they dont fall out. The intensity levels of training and what the athletes are able to do is quite extraordinary. And having coveted for the telegraph the last 15 years, ive been the boxing guy for almost 30 years. Its a very similar sport to boxing. The athletes really deserve Great Respect, Great Respect doubles in the sport, its about perseverance. Bringing Different Things to your community, bettering yourself as a fighter. Its the ultimate challenge of this. And the athletes are very, very excited that finally after years of campaigning, that they are being recognised in the mainstream sports landscape, not used by the bbc. Youve got to british athletes had binding the show and with 1000 fans present, what sort of impact has covid had on this . Weve been locked down here in a bubble all week in paris. When the crowd as you say of 1000, it was originally 5000 but they reduced it to 1000 because of the latest spike in paris. They have all tested the crowd on the way, and the social distancing. Its a very extreme system in the moment. But Michael Benham page headlining against ross houston, two terrific fighters, fantastic action. And really for the heavyweights, the headliner on the card, he has fought in seven countries in three continents over 20 years as i say. He finally gets to pick up the sand and throw down in his hometown and fight the american timothyjohnson. It will be of big night of celebrations. Thank you forjoining us. You can watch it on the bbc iplayer from 430 in the afternoon although after ten oclock. I dont really needed because i just watch oclock. I dont really needed because ijust watch my children fight. Do they take you down . Ijust stand back and enjoy it. Wasnt teatime on saturday when the wrestling used to be on . It was ago to moment. Idea say, they are a bit bigger, less lean and athletic than the specimens we see. I suppose its the specimens we see. I suppose its the same ethos, add a bit more kicking and punching. A bit like the perfect physical specimens we have here this morning. Do you remember bully boy miller . I dont actually. Anyone else or did ijust imagine that . That is in your dreams, charlie. Did i make that up . Do you remember that, matt . Where is he . I remember that, matt . Where is he . I remember the wrestling. Saturday afternoon. That smoke haze as well which you never get any more either. Those days of the 805, i remember tho5e days of the 805, i remember them very well. Weve had a lovely sunrise this morning, is going to be a fine day for most parts across the south and east as it was in london. Things are going to change. Elsewhere, putting the umbrella up and down throughout the day. Lets show you what is happening, this weather front pushing southwards, bringing a spell of rain, thats followed on by sunshine, showers and blustery wind5. Showers could be a bit heavy, thundering with hail but there is the batch of heavy rain and longer lasting brain pushing across Northern England and wales. It pushes into the midlands, reaches the south west late morning around lunchtime. In towards east anglia through the second half of the afternoon. In its wake, 5un5hine through the second half of the afternoon. In its wake, sunshine and showers through the rest of the day. A blustery wind, strongest around the north and west of scotland. Wind5 gusting 40, 50 Miles Per Hour and 19 degrees yesterday, decide to nine,10 and 19 degrees yesterday, decide to nine, 10 14 degrees. Maybe 15 po55ible nine, 10 14 degrees. Maybe 15 possible in plymouth. That cooler trend will continue into the weekend. The breeze is still in place, no mi5t weekend. The breeze is still in place, no mist and fog, Northern Ireland and into the north and west of england. Clear skies. Ireland and into the north and west of england. Clearskies. East ireland and into the north and west of england. Clear skies. East of scotland, a touch of frost to go into the start of the weekend. For 01 51 58,315 4294966103 13 29,430 the weekend,
