The number of people being randomly tested in the community for covid 19 is to be increased in england from 28,000 to 150,000 a fortnight. The office for National Statistics says the survey taken from a random sample of the population can give a clearer picture of the true spread of the virus. Our Health CorrespondentRichard Galpin reports. Swipe to the back of the throat, both sides by the tonsils. It might make you gag. Volunteers carrying out coronavirus testing as part of the Household Infection survey run by the office for National Statistics. The survey described by the government as the most important indicator as to how the virus is spreading in the country. And now its to be expanded massively. From 28,000 people in households being tested every fortnight to 150,000 every fortnight by october. Households in scotland, wales and Northern Ireland are also to be included. All this potentially very significant. What is going to be really important about that is getting greater coverage of the country and at the time it will also possibly highlight early outbreaks in certain areas but it will also give information as we move forwards and we then know in the future that an area has an outbreak we can look back at the data and see where people were infected. But while this ramped up testing system should be effective in tracking the virus, there will still be gaps in coverage across the country. The biggest challenge we have got is finding people who do not have symptoms, so dont know they have got coronavirus, but can still pass it on. And getting tested. So, the message to the public is, if in doubt, get a test. And other serious challenges remain. This video from a thermal camera on a Police Helicopter shows a party in full swing in manchester last weekend, breaking the local lockdown. People here risking being infected and infecting others. Nearby 0ldham has one of the highest rates of new infections in england. 225 cases were recorded in the week ending on the 14th of august, an average of 28 new cases a day. But officials are confident they can deal with it. We have got a really robust plan in place in terms of increasing the numbers of people that are having tests, in terms of really targeted engagement with our communities and we need to increase that uptake in testing and get the message out how important it is to self isolate and how important it is to quarantine if thats appropriate. More outbreaks across the country are highly likely and while the office for National Statistics can track the disease the current low rates of infection make it very difficult to spot outbreaks and any clear trends. Richard galpin, bbc news. Earlier i spoke to our Health Editor hugh pym about the scale of the Community Testing being carried out. Up to 150,000 every fortnight by october. Seeing who is positive and who isnt. It is weighted for the population so you get a representative sample based on age and so on. The daily cases reported by the government, people who presumably have symptoms and go and get tested, doesnt reflect the population as a whole, just those who have gone for tests. This survey includes people who do not have symptoms, because they will be tested and might not have realised they have the virus. Particularly important coming into winter with all the challenges that has for policymakers and knowing how the virus is spreading or receding. Uk wide it will include scotland, wales and Northern Ireland, so that will be extremely important on a regional level but it will not go down to local outbreaks. It doesnt have the ability to do that. They could get down to greater manchester, for example, but not smaller towns. It is what it is, so it doesnt necessarily give the armoury to local policymakers to work out what is going on in their areas, they have mass testing going on and they will have to hope that delivers the results and information they need. The head of a Human Rights Charity has called on priti patel to consider her position as home secretary after the body after the body of a teenage migrant from sudan who disappeared at sea was found on a beach near calais. Bella sankey, the director of detention action said miss patel had failed to create a safe and legal route for this young person which directly led to their death. The home secretary said the death provided a brutal reminder of the abhorrent people smugglers who exploited vulnerable people. 0ur correspondent simon jones is here. Tell us what has happened. It was in the early hours of this morning that the early hours of this morning that the migrant was spotted on the beach in northern france. A person went up to this migrant and side are you 0k . He was suffering from hypothermia and was taken to hospital but that the migrant managed to tell the authorities as he was being taken to hospital that he had taken to sea on a makeshift boat with another migrant, a 16 year old boy, and that migrant, a 16 year old boy, and that migrant, the second one, was missing and he didnt know where he was and that migrant couldnt swim. That prompted a huge search by the french authorities, but at around seven oclock this morning they made the discovery of the body of the migrant ona discovery of the body of the migrant on a beach near calais. Some very strong reaction to this. Yes and the reaction has always been that this is an extremely dangerous rate, and even as news of this was emerging the r more crossings taken place in the r more crossings taken place in the channel today, just near folkestone, there were a number of migrants who arrived by boat. In terms of reaction, the home secretary priti patel has described this as a tragedy. She says it shows how the people traffickers are prepared to exploit vulnerable people, but labour have said this shows a lack of compassion and also dealing with the issue properly by the home secretary. Perhaps the strongest reaction is from the charities who work with migrants overin charities who work with migrants over in northern france. 0ne charities who work with migrants over in northern france. One of them ca re over in northern france. One of them care for calais say they deal with a lot of migrants age 16 or even younger. They say some of them like football and some like reading, some are cheeky and some are smart but they say no one deserves to die like this alone at sea. Simon, thank you very much. After the chaos surrounding a level re grading, universities are warning that in some courses such as medicine and dentistry institutions may not be able to admit students this year. Its because the cost of the course is higher than student fees. Some students will have to defer until next year and universities say if theyre left out of pocket as a result of the exam fiasco, they want government support. Professorjenny higham is the principal of St Georges University of london a medical school based in south london. Thank you very much for your time this afternoon. What is going on, what is the picture emerging . The situation in relation to University Placement this year is the most complex it has ever been. Firstly, the number of places as you mentioned such as medicine and dentistry are highly restricted. It is not only due to the cost of teaching those subjects, but also the fact that we need to find suitable clinical placements. Medicine and dentistry are partly an apprenticeship with a number of practical and patient facing activities, so in addition to its founding, the University Part of the education, this also needs to be accommodated. So there is pressure over this year and presumably concerns over the next, because there are plenty of people being deferred but of course there are going to be patio students who want to do the same course as next year. Indeed. And so what we need to do is to see how flexible we can see in this coming year and to next year. It is fantastic that these students, difficult times i have had as it is at the moment, still have a passion to study medicine and many of the other roles that will fulfil the nhs need. So what we need to do is see if there is anything we can do in the whole system. So it is notjust university as i it is the placement settings to accommodate more and also look to next year as well. Because of that complicated nature of the course, it is regulated. You have to keep standards. Absolutely. It is tightly professionally regulated as one would expect. The quality and overall standards are overseen by the general medical council. And there are a combination of things that we need to make sure that the knowledge is up to scratch, the practical and clinical abilities will use a lot of simulation in our teaching, but also in our assessment. We need to make sure that not only is there the knowledge but the ability to do it in practice and with patients. These are complex and with patients. These are complex and need to make sure that the standards are upheld. Adding to the complications you face, of course, the need to get disadvantaged pupils the need to get disadvantaged pupils the bricks that they need. Com pletely the bricks that they need. Completely agree. X. Medicine is tough for everybody and i would like everybody to feel that they have the attitude for it that they should feel welcome within medicine and Widening Participation and making sure our doctors Widening Participation and making sure oui doctors are more representative of society as a whole will only enhance the specialties, so we will only enhance the specialties, so we need to make sure that we help and understand that it is not only attracting a wider audience to medicine, but giving them support so they can successfully complete their studies and practice. Professor, it will strike so many people as odd that we are in the middle of an a medical emergency and we are having this conversation. Indeed. We have to do everything that we can and universities, and i also believe that those that are responsible for funding clinical placements are an active conversation at the moment. Does that mean any caps should be lifted . I think that there should be a discussion about how feasible it is to expand. We dont want to expand at the expense of quality, but we do need to do everything that we can for the cohort this year, next year and going forward. We need good doctors from diverse backgrounds to help with the Health Service going forward. Professor jenny higham, thank you for your time. The brother of the Manchester Arena bomber is facing life injailfor mass murder. Hashem abedi was found guilty of 22 counts of murder, attempted murder, and plotting to cause an explosion likely to endanger life in march. The sentencing which will take two days is happening at the old bailey. Daniel sandford sent this update. Hashem abedi has failed to appear in court for his sentencing for 22 murders and also for attempted murders and also for attempted murder in the Manchester Bombing in 2017. The court heard that he had been brought to the Court Building but he refused to come up into the dock. Mrjustice gerry baker said, the court has no legal right to direct a prison officer to use force 01 direct a prison officer to use force or to compel a prisoner to attend court. Hashem abedi is of course facing a life sentence for automatic for 22 counts of murder, so this Court Hearing is all about the minimum time that he will stem and present, because he was under 21 at the time of the murders, he cant get a whole life order, that means he will never be released from prison, so this is all about how many decades the spends in prison before he is considered for release. We have had an incredibly emotional morning in court. Relatives of those who were killed telling the judge how it has affected their life. For example we heard from claire booth who was at the concert that night, her sister Kelly Brewster was killed and her daughter was very badly injured, spending ten weeks in hospital. She told the judge she has been struggling with feelings of guilt because she had to abandon her sister to look after her daughter. She said, i struggle with feelings of guilt, but i had no option but to leave kelly to die alone. We also heard from the mothers of liam curry and Chloe Rutherford the teenage sweethearts. Liams mother said, all we have now is heartbreaking dreams of water. Chloe rutherfords mother lisa told thejudge, of water. Chloe rutherfords mother lisa told the judge, we are destroyed. Despite the slump in passenger numbers, rail fares are set to rise next year, angering some today. If the service was going to improve i wouldnt have a problem with it.
