Under pressure businesses claim coronavirus loans are being approved too slowly if at all as firms hit by lockdown measures struggle to survive. And with many victims of covid 19 dying without their loved ones at their side well hear about the human cost to friends and families left behind. Good afternoon. After weeks of asking care providers are being promised testing for all care home residents and staff in england with covid 19 symptoms. The government pldege comes after charities said the virus was running wild amid outbreaks at more than 2,000 homes. Providers also complain that deaths among residents are being airbrushed out of officialfigures and theyre demanding much greater support for the industry. The government has confirmed there have been coronavirus outbreaks in more than 2,000 care homes, although it is not known yet just how many residents have died, because they are not included in the official daily figures. Now, in addition to nhs front line staff, all care workers and residents who have symptoms are to be tested instead of just the first five. As our testing numbers are going up, thats an absolute priority, going right to the front of the queue for tests, because we recognise it is so important to look after really Vulnerable People and also the workforce who are looking after them. But behind the doors of care homes like this one in liverpool, the consequences of the virus are devastating. I cant tell you how hard it is to lose 16 residents, 16 residents in the space of three weeks. Its horrendous. It is absolutely heart rending and horrendous. Staff are doing all they can to protect residents. In sheffield, care workers moved into their home to minimise outside contact. Were on our fourth week now and we have so far set out what we achieved to do and keep the virus out. It is hard being away from the family, but we are doing it because we care and for the right reasons. Any patients being discharged from hospital into care homes are also to be tested, even if they dont have symptoms. But all of this presents a challenge. Now, there is a massive logistical problem in how to first of all make sure there is enough capacity for the enormous numbers of care home and also home care staff. We also need to be mindful that the testing of residents will have to ta ke testing of residents will have to take place within the care home or indeed of people have been discharged from hospital, in the hospital before they arrive at the ca re hospital before they arrive at the care home. And its notjust about testing. Again, the lack of protective equipment in some areas is a huge problem for staff who say they feel they have been forgotten. We were being told dont stockpile, and like idiots, well, i was an idiot, i listened to that guidance, and i shouldnt have. I should have stockpiled and then i would not be in this situation. A leaked document from Public Health england revealed that washing and reusing some protective equipment is being considered for nhs staff as a last resort. The government promises kit is being delivered round the clock. 30,000 care providers are to be contacted this week and tomorrow an announcement will be made on the lockdown. Any huge changes are unlikely, though, as the uk continues its struggle with a disease that has ta ken so many lives. Lauren moss, bbc news. Jeremy richardson is the chief executive of four Seasons Health care, which runs 191 care homes in the uk. Your reaction to this promise from the government . I welcome the announcement, obviously, and testing of staff and residents in care homes is long overdue and it is important we do both, notjust people who are exhibiting symptoms, but people that we could show are free of the virus, as well, because there is a benefit to testing the team because that means we can stop people self isolating and we can bring people back to work if they are capable of working and that relieves the stress on everybody who is working so hard at the moment. And there is a benefit to residents because if they have the virus we can isolate them and increase the safety for everybody else at the homes, but equally, if people dont have the virus, we can give them a better quality of life because we have to remember, there are people in our homes who are at the end of life anyway, if we dont have to deliver ca re anyway, if we dont have to deliver care for them covered and open side masks for the remaining weeks of their lives, that improves the quality of their life, as well. This pledge comes after weeks of calls for action to be taken, for care providers, im just for action to be taken, for care providers, imjust wondering for action to be taken, for care providers, im just wondering what the cost of this delay has been . There is a financial cost and human cost, and the financial cost is ongoing but the human cost is, could we have done anything different to better protect the people in our homes if we had started testing earlier . That is a moot point and difficult and we will probably never know the answer, but what i would say is that care homes and we are one of those groups, we are well placed to manage Infection Control as anywhere in the uk and we are used to dealing with winter flu and norovirus, and so when the coronavirus hit we put in place Infection Control measures which we would expect to put in place for any winter flu would expect to put in place for any winterflu pandemic. The basic Infection Control is we put in place we would have put in place anyway, hand washing, cleanliness, all of those things, they have been in place, so we have been doing the best we can in a difficult situation. You operate 191 care homes across the country, do you have a clear idea of how many people have a clear idea of how many people have died as a result of this virus . No is the short answer, and we have a good idea as to how many people have passed away, we know that number, we know how many people have passed away with a covid 19 positive symptom but what we dont know is how many people have died as a result of having the symptoms of covid19 but result of having the symptoms of covid 19 but havent actually been confirmed as having the virus, because there are lots of frail and Vulnerable People within our homes and many of them are at the end of life, anyway, and they are suffering symptoms that are similar, but we may be will never know whether they are dying of covid 19 or symptoms which are similar. But we have had an increase of deaths in the last few weeks and that has got to be linked to the virus. What about ppe . Are you paying over the odds to get it . Yes, in answer to both, we have got plenty of ppe and we have been able to secure it but we have had to work incredibly hard to do it and i wa nt to work incredibly hard to do it and i want to pay tribute to everybody in the business who has worked 2a hours a day, seven days a week, to make sure we have the equipment we need. 0ne sure we have the equipment we need. One of the things ive got to do is make sure our one of the things ive got to do is make sure oui team are as one of the things ive got to do is make sure our team are as well supported as they can, and i need them to feel confident and i need them to feel confident and i need them to feel secure when they come to work to give the care they give because they are doing the most extraordinary job. Because they are doing the most extraordinaryjob. Yes, we have ppe, it has been hard to get hold of it, and yes, we have had to pay more but ive got to put cost to one side for the moment because the most important thing is to give people what they need to do the job. There was criticism of the governments attitude to social care before this crisis hit, do you sense that we are 110w crisis hit, do you sense that we are now looking at a change in attitude perhaps to what is a Front Line Service . That is a good question and we are in the midst of a horrible tragedy at the moment. If there is one positive that comes out of this, i would like it to be that social ca re i would like it to be that social care is recognised for what it is, an incredibly important part of the fabric of the uk society. I would also wish that we put a social care and the National Health service on the same spectrum because that is what they are, they are two ends of the same spectrum. If as a consequence of the virus, society at large and the government in particular now sees social care and the value it contributes, that would be one positive to come out of a really difficult situation, and it is important that we continue to keep a focus on social care. I dont just want it to be a moment in time, i want people to continue to be grateful for the work everyone is doing in care homes. Thanks for joining us. New figures from National Records of scotland provide a wider picture of the impact of the coronavirus in scotland. The figures show a quarter of scottish deaths linked to coronavirus have occurred in care homes. In total, 962 people have died with coronavirus since the outbreak began up until last sunday april 12. 237 of these deaths were in care homes. Earlier we spoke to our scotland correspondent, lorna gordon who told us a bit more about these latest figures. Quite a comprehensive picture and they do show that a quarter who are dying from a covid 19 are from care homes and there has been a further breakdown this week in comparison to the figures that were released last week. 433 homes in scotland now have confirmed or suspected cases of the disease and we know that 62 of those who died in that period until the 12th of april died in hospital. Nicola sturgeon also talking about the testing regime and she said the first cases in care homes have been tested and they are now increasing testing or residence who are showing symptoms all residents who are showing symptoms and we know 8000 nhs care staff, have been tested for the illness, because the testing has been a big concern about out of those 8000 tested in scotland amongst the workers in the nhs and social care sector we dont know the split of who comes from where. In amongst all these statistics, important to remember that behind these statistics each death has a family and has relatives and mothers, fathers, brothers, sisters and children, who are left grieving. We will be looking more at those later. Labour leader sir keir starmer is urging the government to explain in detail how and when the uk may be able to emerge from the coronavirus lockdown. The government is expected to extend the restrictions tomorrow and ministers say talking about an exit before the virus has reached its peak risks confusing the public. 0ur assistant Political Editor norman smith is in north london. I was talking to ed miliband who said he backs what sir keir starmer is saying but what is the government saying about a strategy for the end of the lockdown . At the moment they are practically saying nothing because they take the view that it is too early to be setting out any formal strategy because they say they dont have the Scientific Data and modelling to really do that sort of work yet, albeit behind the scenes there is an awful lot of work going on, but above all they do not wa nt going on, but above all they do not want a public debate about this because they think it sends out a contradictory message if you are saying to the public, stick with it, hang on in there, and at the same time saying, lets have a chat about how were going to get of it. It is rather confusing and it sounds like, were almost there and we dont have to worry about the lockdown, and they want to do that for if you like Public Management reasons. They dont have an objection to a National Debate and maybe even involving opposition parties and may be publishing an exit strategy when the time is right and i think they may well go that way because it will probably be controversial if some groups in society have the lockdown eased, they will want political coverfor eased, they will want political cover for those decisions. It is conceivable they will want to bring sir keir starmer in but for the moment they are not willing to go there, added to which it is such an enormous decision that they will wa nt enormous decision that they will want the Prime Minister to take it and as we know he is still recovering at chequers and he might be out of action for a week, or a couple of weeks, so that decision is some way down the line, but the view of sir keir starmer is that this is a debate which we need to have now. The opposite argument from the government, to keep public support for the lockdown and to give people a sense that there is a strategy, that there is light at the end of the tunnel and that people will be prepared to hang on in there. This is what you said this morning. He said. We do need to take the public with us. We need the public to comply, and therefore they need to know that the government has a strategy for what comes next, and they need to know the governments planning for that. And i think if there is transparency and openness, you get the trust of the public, and if you get the trust of the public its likely the compliance levels will go up. And that is a very good thing because what the government is doing now to keep the infection rate down is the right thing and we should support that. The other reason the government is wa ry the other reason the government is wary of rushing into a debate about this is they want to see what happens in other countries in the rest of europe because a number of countries have eased here and there, trying to see how things go, and the view in government is we will sit back a bit and see what works and what doesnt work before we go down the same route. Of the 651 new deaths announced today, 113 occurred yesterday, 277 occurred the day before. 103 occurred on the 12th of april. There has been a lad with the long Holiday Weekend in reporting some figures lag. Nhs england releasing updated figures each day and showing the dates of every related death in hospitals in england and that often includes deaths that took place several days, even weeks ago, because of the sometimes delay in reporting these figures in the time it takes for deaths to be confirmed as testing positive for covid 19. Maybe because of postmortem tests needing to be processed and for the data to be validated. That is where we are with nhs england. 651 new deaths of people who tested positive for covid19. We have now had figures for the four nations and we will keep you updated on any further releases but we will expect the full uk figures a bit later. 0nlyjust over 6,000 loans have been approved under the governments Business Interruption loans scheme a centrepiece of its measures to help businesses through the pandemic. Thats out of 28,000 whove formally applied. The government says its picking up speed but many businesses have told the bbc theyve been rejected or told theyre not eligible. Labour says the scheme simply isnt working and must change urgently. 0ur economics correspondent andy verity reports. This was the governments promise. Any business that needs access to cash to pay their rent, their salaries, suppliers, or purchase stock, will be able to access a government backed loan or credit on attractive terms. Nearly a month later, only 6,016 loans have been approved out ofjust 28,000 applications. But there are 5. 9 million businesses in the uk and 17 of them, about a million firms, only have enough cash to last a month or less. The number of loans approved is less than 1 of those in that urgent predicament. The government scheme requires banks to check that they would be happy to lend to Companies Even if there werent a shutdown, but that leaves out thousands of businesses who banks would not normally risk lending to, even though theyre growing and viable. Those banks have told us here at the bbc that they would not even need a loan if it were not for the shutdown, but now, they have been turned down and they are running out of cash. Thats equating to many, many millions of people being unemployed, and if you dont do anything about it now, then we are just making problems for ourselves. Labours business spokesman, ed miliband, said this morning that the government should underwrite 100 of loans to small firms to speed the loans up. Minister, this is too slow to help the millions of businesses in need . We are very aware of the need to make this scheme work more quickly, but were very pleased that the banks have doubled the numbers of loans theyve processed and we have now had £1 billion go out of the door. Theres more to be done, and its absolutely critical that the pace continues to pick up, and we expect the numbers to double every 48 hours and the government are looking carefully at other models to make sure that we get to the businesses we want to help. The government has already brought on board more lenders, including high tech firms, who can process loan applications much faster than banks traditional paper based systems.
