There are calls for an independent inquiry after a data breach which saw the addresses of more than a thousand people on the new year honours list made publicly available online. The files included the details of celebrities , senior Police Officers and politicians one of those affected, iain duncan smith, called the leak a complete disaster. Katharine da costa reports. More than 1000 people will be honoured, among them celebrities, sport sports, and politicians, including musician sir eltonjohn, cricketer ben stokes, former Tory Party Leader iain duncan smith, and former director of Public Prosecutions alison saunders. There are also security, counter terror, and justice personnel, as well as chief constables. But a list containing their home addresses was accidentally published by the government on friday evening. Iain duncan smith, who is due to be knighted, described the data breach as a complete disaster. He told the sunday times. New Data Protection laws were brought in last year, giving regulators more power to penalise those who fail to protect personal data. The Cabinet Office confirmed the list was only visible for an hour. In a statement, it said. The former head of the Civil Service, lord kersla ke, is leading calls for an independent enquiry. The Cabinet Office says it has report the matter to the Information Commissioners Office and is looking into how this happened. But privacy campaigners have expressed concern at what they say is an inexcusable mistake. Data experts warn the government could face legal action, notjust from the data watchdog, but from those whove seen their personal details leaked. Information many may have wanted to keep private. Katharine da costa, bbc news. Well be speaking to the former head of the Civil Service, lord kerslake, about the data breach just after quarter past nine, so stay with us for that. Several people have been stabbed at a rabbis home in the state of new york. At least five people, all of them jewish, have been taken to hospital. The new york mayor, bill de blasio, says hell step up security around jewish houses of worship. The suspect fled but police said he was later taken into custody. David hoffman, a local journalist, described the attack. People were being stabbed, were being hit. Somebody that i know personally, very, very well, an older man, was stabbed. He is now in surgery in a critical condition. Everyone is praying for him. And then supposedly some of the people in the house started to throw things at this attacker and they forced him out of the house and then they chased him and he tried to go into the synagogue next door but they locked the doors. Among those to react to the stabbing is mayor of new york bill de blasio, who described the stabbings as horrific and said we cannot overstate the fear people are feeling right now. Ive spoken to longtime friends who, for the first time in their lives, are fearful to show outward signs of theirjewish faith. More than a quarter of a Million People have signed a petition demanding that sydney cancels its traditional new years eve firework display and spends the money on tackling australias bush fires instead. Dozens of fires are raging across the country with the largest one on the outskirts of sydney. Will batchelor reports. Its one of the biggest and most spectacular parties on earth. Sydneys new year firework display. But now the citys authorities are facing growing calls to cancel the event and divert the money it costs, around £3 million, towards tackling both severe Drought Conditions and the dozens of bushfires which are raging across australia. Close to 300,000 people have signed an online petition, which says the fireworks may traumatise some people who are dealing with enough smoke in the air. Sydneys lord mayor has said the show, which is planned and paid for months in advance, must go on. However, there are reports the display could still be cancelled at the last minute because of the risk that it may spark new bushfires. If they do change their mind it wont be the first fire related u turn by the australian authorities. The prime minister, scott morrison, has now approved plans to pay compensation of around £3,000 to some volunteer firefighters in New South Wales an idea he initially rejected. Will bachelor, bbc news. Well our correspondent phil mercer is in sydney and sent the latest on the petition. We are not showing you Sydney Harbour at its best, once again the smoke from the bushfires has blown into australias biggest city as it prepares for its annual new years eve fireworks display. Now a petition signed by tens of thousands of people calling on the city council to cancel this yea rs events. They said if it went i heard, it would be insulting to people affected by the bushfires. The big problem with that is most of the money has been spent already and the money has been spent already and the sort of event takes about 15 months to plan, so barring catastrophic fire conditions new years eve, they seem certain to go ahead. In between now and then, the authorities are warning of severe to extreme fires across much of south east australia. Much of the heavy parts, including south australia, tasmania and New South Wales were more than 80 fires continue to burn. In a place called east gives land, an area in victoria to the east of melbourne, the authorities are urging all residents and all visitors to leave now ahead of predicting the extreme fire conditions on monday so it seems safe to presume that the last few days of 2019 for many parts of australia promised to be very dangerous. Somalias president has condemned a deadly bomb attack in the countrys capital, which has left at least 76 people dead. The blast took place at a busy intersection the city of mogadishu yesterday morning. More than 90 people were also injured. So far no one has claimed responsibility for the attack. Homes were evacuated and the bomb squad were called in after a man was arrested over suspected weapons offences in bristol. A 50 metre cordon was put in place after weapons were found at a property in southmead. Police said the operation was not terror related, and apologised for the disruption to residents in the area. The lawyer representing the family of a british father and his two children who drowned in a resort Swimming Pool in spain on Christmas Eve wants a more detailed investigation into their deaths. The hotel on the Costa Del Sol insists the pool was working normally but the mother of the children says all three could swim. Helena wilkinson has more. This is gabriel diya with his nine year old daughter, comfort. They both died, as did her brother, praise emmanuel. Mr diyas wife and the childrens mother, 0lubunmi diya, says all three could swim and suggested there was something wrong with the pool. Police say there was nothing wrong with it, but the family lawyer has questioned that. Translation if the Spanish Police can give us a possible cause for this tragic incident, we might do a parallel investigation with experts to find out what happened. Its very rare for three people to die in the centre of a Swimming Pool especially in the case of a tall, hefty man. Earlier, the resort where the family was staying issued a new statement, disputing mrs diyas claims. It said they were directly at odds with the findings of the Police Report and it makes clear, it said, that their exhaustive investigations have confirmed the pool was working normally and there was no malfunction of any kind. It was on Christmas Eve when the family all went to this pool. Mrs diya says her children went in by the steps but found themselves dragged into the middle, where it was deeper. Her husband jumped in to help. Not long after, all three were underwater. The police have described it as a tragic accident. But the familys suggestion of carrying out their own investigation shows just how dissatisfied they are. Helena wilkinson, bbc news. The headlines on bbc news. This months general election saw 12 new women being elected as mps. While it might appear that there are more females in parliament, its still nowhere near an equal 50 50. If the figure rises at the same rate at each election, it will take decades to get as many women in parliament as there are men. But theres a movement thats already trying to change that. With me now is dolly theis who is a co founder of the 50 50 campaign called hashtag ask her to stand. Also im joined by Wendy Chamberlain from fife who is one of 7 women who joined the campaign and was elected as an mp earlier this month. Shes also the first women to be elected to represent the constituency of north east fife. Welcome to you both, tells about the campaign and why it is so important. We were set up as a petition to start a debate in parliament i do realised it would take far too long to achieve the 100,000 we needed to get the petition to spark debate so we started the campaign to really go out ourselves to inspire, encourage and get women to stand for parliament. It is the way to make parliament. It is the way to make Parliament Representative which, as ian institution, to be. Parliament representative which, as i an institution, to be. What is the message youre trying to get across because we have seen women leaving parliament because they dont like the way theyve been treated. That is the problem youre trying to tackle and only by encouraging more women and creating a political atmosphere in which women are encouraged to stand can we address the problem but as you said, the rate of which we are increasing a sadly too low and it will take us 45 yea rs sadly too low and it will take us 45 years to achieve equal representation at the current rate and actually sadly since 2013 when we started, its the lowest increase weve had in an election so we had 50 more women in 2015, 17 more women 70 50 more women in 2015, 17 more women 70 more women 15, then 17, and then 12 so it went down. To a newly kid mp, how important is that you have more women and at least 50 50 . Yell like we have to think of diversity and gender is just one pa rt diversity and gender is just one part of that. If you cannot get to equality on gender, which is the most obvious statistic a one off, we are failing society. From a political perspective, we need to look like and sound like the communities we wish to represent. As i was saying, weve seen women on social media, are you nervous or apprehensive about that, the . Not nervous, ive been a Police Officer so nervous, ive been a Police Officer so ive dealt with poor behaviours. Were being criticised on social media. Ido were being criticised on social media. I do believe we need to stand up media. I do believe we need to stand up and be heard, and im sorry to have seen many and committed women leaving parliament but it is encouraging that we have increased oui encouraging that we have increased our numbers overall, albeit weve not seen the increase we would like to see what we need to keep doing that and give encouraging women to stand accordingly. Talking about social media, do you think. Its not only about getting more women to stand but about treating our representatives, whether mps or councillors or whatever, better and ina councillors or whatever, better and in a different way. Yes, we work with other organisations to address those problems alongside and its about a showing that women can support women and it can be a wonderful place to be, and weve got plenty of stories of it being positive but are big messages to anyone out there whos listening, who is a women who could stand. We mean that from any background because it is mostly representative. You dont have to know everything about politics, your experience is so about politics, your experience is so valuable so we want women to feel like they can stand, or you can ask you wonderful women you know to stand and nominate them on the website as well hence our hashtag, ask her to stand. We want people to think about how they know around them, who inspires them and i cannot tell you how much a difference asking makes. In terms of inspiration, is it important for women who think about going into politics to be inspired by role models . We have a couple of female prime ministers, both of whom conservative. I think it is very important are just going back to what dawley said they are in relation to asking, it is important. When you look across the piece, there was lots of evidence that women do need to feel they are properly qualified before put themselves forward into the workplace. As dolly said. It is about asking and giving people the confidence and encouragement, that is huge. White black dolly confidence and encouragement, that is huge. White black dolly dolly, are you nervous about how many women will come forward and join your campaign . Despite sounding slightly grim in the numbers going down, at the selection, i could not have been more excited because we have record numbers of women which are something to be excited about and i hope the 5050 to be excited about and i hope the 50 50 doesnt need to even exist at some point because youve achieved it, so i feeling generally optimistic that we have record numbers of women signing up and i really encourage anyone watching to sign up and ask women they know to sign up and ask women they know to sign up, too, because it makes a difference and we are here to support them along the way. Last wrote to you, windy. Optimistic about the future . Absolutely. Our voices are being heard, the numbers are increasing and youve just got to keep going. Good to talk to both of you. Back to our main news this morning. The calls for an independent enquiry after a serious data breach. We saw the addresses of more than 1000 people in the new year was my honours list being made publicly available online. The Cabinet Office has apologised and is investigating. The former head of the Civil Service, lord bob kerslakejoins us now from our sheffield newsroom. Thank you for being with us. What was your reaction when you first heard about this data breach . was your reaction when you first heard about this data breach . I was very shocked. It is a serious breach and it deserves to be taken very seriously. I found is and it deserves to be taken very seriously. Ifound is quite extraordinary because this is such a well established process, and it happens regularly, there are well recognised processes for handling it, so for this to happen, it is quite extraordinary and it does need careful examination, notjust quite extraordinary and it does need careful examination, not just as quite extraordinary and it does need careful examination, notjust as to who was responsible and how it happened but to how much worse that properly trained and with proper understandings of the expectations on this. It is crucial to the whole honours process the personal data is handled sensitively and clearly something has gone seriously wrong here. It is. Iain duncan smith described it as a disaster. How dangerous could it be in terms of all these people, the celebrities, politicians and so on whose addresses have been made public . Its not good for anybodys personal details to be released in this way but there were included in that list police and security personnel where there are potentially serious ramifications and im sure they are being looked at now in considerable detail but that is a significant issue in its own right so its not just the famous people, it is the people who wont be known and should not be known truthfully. What could have gone wrong . You mentioned not very well trained staff because this is, as you say, something that happens every year. You would say its very well oiled machine or you would think that when it comes to new year. In my experience, it was a small, Effective Team that handled the work with great professionalism so its important we must not condemn everybody in this process and it looks like a human error where somebody has posted more information than they should have done ahead of the announcements and thatis done ahead of the announcements and that is something we can see but what we cannot see as to what extent it was properly checked and staff are trained, and how aware they were of the consequences of data breaches which are now very serious following the european regulations that have been implemented in this country. The course can be a significant one. The cost can be significant. What investigation would you like to see . One outside the team may be the Cabinet Office as well because it must look at the wider lessons are not just the must look at the wider lessons are notjust the individual must look at the wider lessons are not just the individual action must look at the wider lessons are notjust the individual action that happened here. The more open and fairer the process, the easier it will be to handle the genuine concerns received from the information commissioner. Very good to talk to you. A group of charities has bought a zoo in the brittany region of france with the aim of returning the animals to the wild. They raised more than five hundred and fifty thousand on crowd funding platforms and have ambitious plans. Gail maclellan reports. Zoo de pont scorff in brittany. Closed to visitors for the immediate future. If the rewild teams plans succeed, then the zoo will reopen to the public in the middle of 2020, but it wont be the kind of zoo you might expect. For one thing, the animals will not be on public view. Translation actually, we dont want to close the zoo to the public. For us, its very important that this place stays alive, that people come and continue to have a relationship with living beings. We want to change our vision of wild animals, which are notjust consumer goods. We want to take another approach one thats sensitive and educational. But first, they need to assess the animals that crowd funding helped them to buy. They want, they say, to get them out of the conditions in which they currently live. Translation the rhino is not well. You can really feel the weight of captivity on his shoulders. A black rhino is a folivore, and here, he never has access to foliage. The new owners have asked all 17 of the zoos employees to stay and help look after the animals. Their plans are ambitious and expensive. They are keeping the appeals for funding going as they aim to rehabilitate their charges and, in some cases, reintroduce them to the wild. But not everyone thinks this is a good idea. The European Association of zoos and aquarias think that public contributors are misguided. They point to the difficulty of reintroducing animals to the wild and suggest the conservation arena is no place for amateurs. But they agree that animal species are in serious trouble and it could be that the pont scorff zoo experiment is at least a small step in the right direction. Gail maclellan, bbc news. Here in the uk, its been more than two years since big bens famous bongs were paused to allow for essential Maintenance Work to be carried out. But new years eve just wouldnt feel right without those iconic chimes. So, for one night only, they will return to ring in the new decade in london. Tim muffett reports. Its one of the worlds most familiar and regularly misnamed buildings. But for two years, the elizabeth tower, which houses the giant bell, big ben, has been surrounded by scaffolding. Repairs that have left big ben itself largely silent. Here it is, big ben. Here it is, big ben, yes, indeed, all 13 tons of it. Its been quiet largely for the last few years. Feels a bit odd . It does feel very odd. Its been way too quiet for my liking. This is, what, the biggest refurbishment project thats ever taken place since it was first built. So, the clock mechanics are taking apart every single small piece and then putting it all back together, which hasnt been done before. So, a massive challenge for them. Its that clock mechanism which, for more than 150 years, activated the hammer that strikes big ben. So, for special occasions during the repairs, such as remembrance sunday and new years eve, a new device has been needed. What weve got here is a tolling Automatic Electric tolling motor, which obviously wouldnt have been available when this was first built. This produces the power needed to then lift the big ben hammer, which is, as i say, very heavy, 300, 400 kilograms, and strike it 12 times. Last new years eve, all went to plan. Big ben bongs. Are you nervous in the run up to midnight . I think theres always got to be a bit of nerves because it shows, one, that you care, and also, that its obviously a really, really big moment. Cheering. The new speaker of the house of commons, lindsay hooyle, has said he wont stand in the way if mps vote for big ben to also be struck on january the 31st, the day the uks set to leave the eu. During a tumultuous time in british politics, hidden from view, this 4 year refurbishment has continued. All of the stone that we put onto the tower is hard carved, which is a phenomenal thing to say, brilliant, and it may take them between three and four weeks to produce a carving such as this crown that you can see along here. So, a real labour of love. So, this is the eastern clock face, high up the elizabeth tower, and the most striking thing is the colours. Its not the black paint were familiar with, but gold and blue. So, we found that as we scratched back through the layers, we were scratching, basically going back through time, and found that this was the colour that it was originally. So, its really exciting to find that blue colour as we went back through the layers. And its prussian blue. Prussian blue, yeah. This is gold leaf. And weve reglazed the whole of the clock face with hand blow opal glass. Even standing here, on a rainy day, surrounded by scaffolding, you see that thats one of the faces of elizabeth tower. Big ben. Yes. Its so iconic. To actually be able to stand here and i wont touch the gold, but i will touch in between its not many people can do that. In 2021, the scaffolding will disappear and the worlds most famous bell will again be heard not just on special occasions, but every hour, every day. Tim muffett, bbc news.
