Today republicans, from the president down, are seizing on that to say their party has come out of this process more united than the Democratic Party. When she started this impeachment, she promised her own members that the public would be for it. Well, we found that not to be the case. She promised that theyd be stronger theyre going to be smaller. Were the stronger conference after it. Ijust dont find that any of this was healthy in any aspect that you measure. It definitely is not healthy for our government, but it is definitely not healthy for america itself around the world. Those are the choices we have just now. 20 republican senators out of 50 they would need to break with Republican Party to convict mr trump. In alphabetical order, if you would like, can you name the 20 republican senators most likely to defect . see a bit differently than that. You need about four or five senators, someone need about four or five senators, someone like senator alexander or senator romney or senator collins, if you get four or five senators to just call for a fair process and a fair trial, and then you can get justice roberts, to subpoena there was a primary witnesses, i believe that the president resigned the next day. Because there is absolutely no way that those witnesses are going to lie under oath in a nationally Televised Senate trial and so, i dont think you need to 19. I have no doubt that we will be including scratch and increasing the minimum wage, as well as the National Insurance special. And that would not help the british economy. Of course it would not. And i have no doubt that there is going to be a trade deal. Why . Because it was 100 in the interests of others and the other 27 countries across europe and because a lot of the groundwork has already been made. The people have talked up no deal in this whole discussion had been people who wanted a second referendum. And they have done it as though it was the outcome of brexit to try and scare everybody into wanting a second referendum. That is not entirely fair. There have been people in the conservative party as well have talked up the prospect of a no deal. Well, i think before borisjohnson got his deal, because there were such tight timeframes, it was a legitimate concern. And i know some people dont have that concern but, actually, when he got that deal, which nobody thought he would get, when he went off and he got that deal, at that point in my view, no deal, at that point in my view, no deal is literally the chance of it is very, very small indeed. I want to pick up on that comment that we heard that a pressure valve has already been released since the election and investment has resumed since the election. Have we seen evidence of that . Well, i think it is generally the case that there is a sense of release and relief any more settled sense. It would be a very early to talk about the promised one investment hitting the uk and really transform economic fortunes, but i do think it would be fairto fortunes, but i do think it would be fair to say that investors like to know roughly what they are up against and what is coming down the line and they know what kind of government they have got. And, in fa ct, government they have got. And, in fact, in lots of business and investor circles, there is a stop banging your head against the wall kind of feeling that they did not getJeremy Corbyn kind of feeling that they did not get Jeremy Corbyn which would have been much more of a challenge to the basic model of business and trade. I can say that. The point at the end about no deal is of the table. I think the risk is much, much less thanit think the risk is much, much less than it was, but it does not mean that you could not have an accidental malfunction or, indeed, given that Boris Johnson accidental malfunction or, indeed, given that borisjohnson has got into a very thorough position in the queen speech with how intense the negotiate, his relying a lot on the eu thing, were prepared to make a lot of concessions to buy that too. Now, today, weve seen a lot of cloud around, some rain around already today. But what weve got working in right now is this thicker cloud, and thats going to be pushing heavy rain across england and wales over the next few hours, with another batch of thick cloud just passing the northwest of spain. Thats going to be bringing more heavy rain across the uk overnight tonight as well. So, rain at times best sums up the weather. The ground is saturated, so we could start to see some localised surface water flooding impacts. Quite quickly, the rain will spread northwards this evening across england and wales, reaching Northern Ireland and scotland later in the night. Drier and quieter for a time, but then theres the next batch of rain returning later in the night, again, across england and wales. But in the meantime, what are you hearing, how is he handling the fact that hes become the third american president to be impeached . , well, its a bit of both. I think he was feeling pretty well this week, he was excited about the trade agreement with canada and mexico, excited about the spending bill. He feels like hes had a good week, but when you come right down to it, he was impeached. He saw the vote, he was bitter about the vote come he saw him last night at the rally where he was really lashing out. We have seen them on twitter as we just talked about. So i have talked to people who are close to him who say throughout this whole process, its been up and down, rake was make good points and bad points. There was a moment in the rally last night where he criticised a dead democratic congressman, whos widow had spoken to the president earlier this year, and he suggested that he was watching the process from hell. Thats been broadly criticised, even by republicans in michigan. What are they making of it in the white house . You know, you saw some of the white house officials were out talking on tv and doing other interviews today, and they have kind of sidestepped it, they have kind of just said, well, its up for other people to decide. Itsjust one of those things where he does this every those things where he does this eve ry once those things where he does this every once in a while. Weve got news of the brush language, but its one that people thought went over the line. Theyjust dont really wa nt the line. Theyjust dont really want to deal with it. They are just trying not to answer that question. Itsjust one of trying not to answer that question. Its just one of those things that makes them uncomfortable. I the democratic hopefuls are debating in los angeles tonight, some of them will have to be on the jury, those members of the senate, will they all be looking forward to it, the trial . I dont think there will be looking forward to it. One reason is, just the timing of it. We assume that the trial will be in january, it sounds like it might be pushed off a little. Remember, the Iowa Caucuses and the New Hampshire primary are right there in february. They are right around the time that they wish they were on the campaign trail. Also, they are not going to get a lot of attention. They are not going to be able to talk as much, and there is just going to be able to talk as much, and there isjust going to be one of many. There are five of them now in the senate that willjust have to sit there and listen. So, you know, its not something i think they are looking forward to in terms of getting them off the campaign trail. From what i understand, none of them will want to just sit and listen. That is not what they will want to do. In the trial itself, who will set the rules, the Senate Majority leader, or the chiefjustice . So, the chiefjustice presides over the trial, but the rules are actually set by the senate themselves. And as you know, the republicans are in charge of the senate. It will take two thirds to remove the president , two thirds to remove the president , two thirds to remove the president , two thirds of the senate, nobody thinks that will happen. But it only takes 51, a simple majority to set the rules. So you saw chuck schumer, Senate Minority leader, proposing some witnesses and some other changes, and he thinks that he can get some things through. Because all he needs to do is pick off a couple republicans to get to some of those things going. But its a little bit unclear. Generally, whats happened in the past, democrats and republicans sat down together and came up with a compromise. Unclear if thats going to happen this time though. Anita, thank you so much. Lets stay with this, because there is some confusion today about what happens next in this process. Normally, nancy pelosi would now send the articles straight up to the senate for a trial there, to determine whether mr trump will be removed from office. But the democratic speaker declined to say when impeachment articles will be delivered to the senate because she wants to ensure a fair trial. We have done what we have set out to do. The house has acted on a very sad day to protect and defend the constitution of the United States. So, we will make our decision as to when we are going to send when we see what they are doing on the senate side, but thats a decision we will make jointly. For more on whats next legally for the president , we can cross now tojonathan turley law professor at the George Washington university. Professor, the speaker simply just delay when she decides to send articles to the senate . Well, she can. It doesnt make a lot of sense. You know, the democrats have been saying for weeks that they couldnt even wait for court decisions, because this was a crime spree in progress. And then to suddenly throw on the brakes and say, we are going to wait until we are satisfied, sort of contradicts the narrative. But its also not much of a threat, you know, if you wait, you push this closer to the Iowa Caucuses, which we all view, many of us view as the reason they wanted to impeached by christmas. So come i dont think Mitch Mcconnell is going to be much influence by this particular threat. So, the us and china just had our trade truce this week, and the big outcome of thatis this week, and the big outcome of that is going forward, those two countries are going to resolve any future disputes by lateral negotiations. So they are no longer going to go to the wto when they have something they want to disagree about. This puts europe in the position of saying, well, wait a second, if you guys arent using the wto, our new approach, at least to the United States may be is going to have to be more bilateral and more direct. With regard to china, its a little bit trickier. The us has kind of left europe in a strange position. The eu in the us have very similar concerns about china. In the us has said, look, we will deal with intellectual Property Protection of us intellectual property by going bilateral, and forcing china show, you know, make concessions that we want. Similar concerns about technology transfer. The us is also said we are going to go it alone in regards to our relationship with china. The eu would have liked the us and the eu to come together with some other high end Income Countries and try to put something together multilaterally to get better cooperation out of china. So, now they are left in a position for those particular issues, intellectual property Chinese State aid, technology transfer, they are going to have to figure out how they wa nt going to have to figure out how they want to go forward now that the us is basically abandoned a multilateral approach. Im speaking with you from london, of course, how will the eu uk trade talks go, and is 11 months enough time for them . I think everyone who has time for them . I think everyone who ha 5 followe d time for them . I think everyone who has followed this thinks 11 months isa has followed this thinks 11 months is a really ambitious timeline. Its going to be hard to get a full deal complete within 11 months. That said, ithink complete within 11 months. That said, i think the eu wants to have a positive trade relationship with the uk going forward. They are known to be tough negotiators with all trading partners. I think as they go into this longer 11 month process, maybe it will actually take, you know, more time, 24 months, 36 months, i think they are going to be quite assertive about trying to get the best deal for themselves, but they also understand that their own businesses do want to have a healthy and constructive relationship with the uk businesses. The Commission Wants a trade enforcer. Is there anyone you recommend for that, if there is not a Single Person recommend, what kind of qualities might they need, apart from being tough . Well, they want to trade a trade enforcement to look enforcer. They want to go forward with anti dumping and anti subsidy cases. And they want the commission to bring these forward, rather than individual companies within the eu. For thats you know, somebody like the us trade representative, Robert Leight heiser has been very assertive towards china. If they wa nt assertive towards china. If they want to get some concessions out of china along the way that the us has come of the us hasnt been terribly successful with this aggressive stance, but maybe they want to give that a try to have somebody more assertive about putting tariffs on chinese merchandise. I mean, President Trump has hit record levels for all of the quarters comparatively with president obama, who was very popular during his reelection for the same quarters in and president obama going into his reelection year in those years. President trump has surpassed all of them, and, so, i think its been very clear to the American People that this impeachment scheme isjust a scam, and so we are definitely using that in of course campaigning, but really, the point is to tell the American People the truth, which is that the democrats are simply trying to oust a sitting president who, we, the American People voted for, and i think that thats a very effective, not only in terms of messaging, but actually telling the American People the truth. Do you have any concerns looking back to history in 1998 when bill clinton was impeached, it was actually a republican who took the white house in the election after that impeachment. Do you have any concerns that there might be people in the middle of the electorate, those swing voters, not the die hard supporters, but those swing voters, who you also need to reach, who might be turned off by this impeachment process against the president . There are a lot of differences between 1998 and now, first, bill clinton was already in his second term when the impeachment happened, so he couldnt run for reelection. So, thats a major difference. But, also, it was bipartisan supporting impeachment will stop there was a real legitimate question of whether or not bill clinton would be removed, and during that year, because he had actually committed a crime. There was evidence that he had lied and committed perjury to congress. So, we dont have any of the same facts, and we certainly dont have any of the same due process considerations that bill clinton, even in the face of legitimate impeachment charges, had in terms of how he was able to have effective representation from the senate. So, the comparison here isjust night and day, and so, i think that, again, the American People are very excited to go to President Trump. We are seeing the face come out in moderates, and even some Democrat Friends of mine who im talking to, you know, i do a lot of media, and the democrats that im on in the panels you know, they are telling me this is completely ridiculous. They are embarrassed for their party come and some of them have even said that they are coming out and voting for trump, because this is such an unconstitutional, unprecedented impeachment, that is completely antithetical to what our Founding Fathers envisioned when they gave the power of impeachment to the house. Its been a thoroughly wet day for some of us today, particularly across parts of england and wales. That area of rainfall pushes north through scotland and Northern Ireland as the night goes on and we bring another area of rain in from the south. There are some met Office Yellow warnings for that rain and particularly across southern parts of england, parts of wales and the midlands where weve already seen a bit of flooding and where further rain in the next couple of days is not going to help that situation. Certainly some difficult travelling conditions in places. So this is how the rest of the night is looking Northern Ireland and scotland seeing that rain gradually pulling away. This next batch of wet weather pushing in from the south to england, wales. Some brighter colours in here. There will be some heavier bursts in that as well. No frost going into tomorrow morning.
