Research by our programme has found that schools in yorkshire and the north east of england get a fraction of the donations of those in london and the east of england. According to the fair education alliance, the fact that parents in wealthier areas can afford to fill some of this funding gap exacerbates unfairness between rich and poor. Tom barton has this report. Should schools have to rely on donations . Its not about extras. Its about the things we need. Some can afford the latest technology. Weve got sets of ipads which we wouldnt have been able to buy outright. While others struggle on with broken laptops. Sometimes when the children go to use them, they dont actually work any more. Our Research Shows a massive gap between the money raised by schools in the poorest regions of england and those in richer areas. Literally making the difference between a greater quality of education for some kids whose parents cant afford it, and a poorer quality for those whose parents would simply not be able to afford to donate to their local school. So are our poorest kids losing out in the donations divide. Its two oclock on a wednesday afternoon and kids at westmore primary schooljust outside newcastle, having some good, messy fun. It might be fun, but its also fundraising. This one of the many events that helped this school raised nearly £16,000 last year. £45 extra for each child. The funding is not there. So its something thats going to have to be done. And its the only thing that the school can do. Go out and ask the parents for the money. Five miles away in one of the countrys most deprived neighbourhoods is hawthorne primary here. Parents are engaged in their kids education. But for many, money is extremely tight. Being in the area that we are theres not much money going around in households in the school. Last year, the school was able to up its budget byjust £1,200, less than £5. 50 to spend on each pupil. This variation is reflected around the uk. Research by the Victoria Derbyshire programme shows that schools in the south and east of england raise significantly more in donations than those in the north and the midlands, according to the most recent figures for the Academic Year to august 2018, schools in london raised an average of more than £43,000, but schools in the north east raised less than a third. An average ofjust over £13,000. We wanted to do a sponsored event, but something that children would really enjoy doing. Every child competes in it, regardless of whether they have completed a sponsor form and regardless of the amount of money on that sponsor form. Todays muddy fun run at westmore primary has raised £4,500. We already know that the whole amount of that will be invested in reading books. Good fun is had by all. It may have been a longer plan that we would have had to have had. So that money has been vital to get this equipment. Parents bring more thanjust cash into the school plates, pans, etc. Again, parentsjust donated. Fewer than 6 of pupils at westmore in a town just outside newcastle are eligible for free school meals. But in the city centre at hawthorne primary, that figure is nearly 50 . This school is in westgate, among the 1 most deprived neighbourhoods in the country. There are no working adults in nearly half of households. Like all schools, the budget here is tight. But while those in wealthier areas can top up their finances here, thats just not possible. Its very difficult because the families and the parents that were working with, the little that they do have, they need for their own families at home. And they are incredibly generous with school. But we cant expect that to always happen because the parents are using that money for their own families. And thats where it should be. The school should be something additional on top of that. That, though, means the school is left struggling with failing equipment. We have a few laptops in school, this set is shared between two classes. But unfortunately, theyve been here for quite a few years now. And our it team are really struggling to keep them functioning properly. So sometimes when the children go to use them, they dont actually work any more. I cant raise enough funding to actually pay for hardware and Big Equipment like that in school. Experts say the discrepancy in the amount of cash schools can raise is a real problem. Kids from wealthier backgrounds already have an advantage in entering education system. We know that Kids Start School at very Different Levels of academic attainment, depending on your background and the level of income your parents earn. This situation of parental donations is only exacerbating that further. Back in the centre of newcastle, hawthorn primarys recently established Parent Teacher association is starting to raise more cash. Were trying to look for places that we can apply to for funding. It may be a struggle, but no matter what, its worth a try. Ive got a lot of friends who come from a middle Class Community and you see that the trips and the resources, what their schools have. Its absolutely amazing. And i would just love it for our school. It should just all be fair across the board. The mum of Helen Mccourt, who was murdered in 1988, has told this programme of her relief that the parole board has been ordered to review its decision to free her killer, ian simms. Simms is still refusing to say where hes hidden helens body. In 1988, when helen was 22, she vanished while on her way home from work, in merseyside. Theres a chance that new legislation will be brought in, known as helens law, which is intended to keep killers behind bars until they reveal the whereabouts of their victims remains. It was announced that last month that simms who maintains his innocence is due to be released. Now thejustice secretary has asked the board to reconsider. We can speak now to Helen Mccourts mum, marie. Im happy to see you again, marie. How do you react to this news the justice secretary. I was really happy when i heard about it because i was panicking over this man being released so soon. When i say so soon, from having attended the pa role soon, from having attended the parole board hearing. And coming just before christmas, that made it even more difficult, you know . So, yes, i cant thank Robert Buckland, oui yes, i cant thank Robert Buckland, ourjustice minister, for putting forward to relook at this case. The pa role forward to relook at this case. The parole board originally said it accepted simms refusal to reveal the location of your daughters body. Not only showed a lack of empathy but continued to cause distress and misery. But they decided the considerable change, their words, in his behaviour since the coming 31 yea rs his behaviour since the coming 31 years ago and the fact he hadnt been involved in any violence or drug misuse for many years meant that he met the test for release. How do you respond to that . respond to it that if they go further back, they know that even in prison he had a violent temper and he caused a lot of problems. I only know this because the police kept going in to whichever prison he kept moved to to ask them to tell me where helens but it could be recovered. It is only in the last few years that this man, knowing he can be released, is behaving himself and they shouldnt be having drugs. He is still on medication. Ijust feel they havent looked into the fa ct feel they havent looked into the fact he is a psychopath, he can make himself look mr angel. But he has a violent temper. Why do you think he has kept the information about helens body to himself . There is only one thing now i can think of, and that is we know that within the village he boasted he could kill young boys, he threatened them, i could kill you get rid of your body, youd never be found and never traced back to me and he had guns and he threatened one lad with a gun to his head. I now begin to believe that maybe he has done this before. He cannot tell me where helen is because if they find the remains of another victim, he is back on another victim, he is back on another life sentence. There is a possibility that ian simms could be watching you right now in prison. I dont know if youd want to directly address him, marie. If you do, you could talk to this camera and talk directly to ian simms, who killed your daughter. I would beg him to end this nightmare, both for me and for him. I said that in 1991 when i wrote to him and i say it again. Please, just let me give my daughter a proper burial. Let me have her back. She belongs to me and not you. And, once you do that, you can then start going to classes, to correct your offending behaviour, which you havent done so far. And, then, may be, in the future, you could come out with no protestations from me. Marie, i wonder what you do for helen when it comes to christmas. Because itll be your 31st christmas without your daughter. She would be 54 now. What do you do for her at that time . I cant really face christmas or new year because helen loved both of them. Now, for christmas day, we go to my sons house. And we have christmas with my daughter in law and her sisters. And my grandchildren. And that is christmas over for me then. I usually stay in new year because that was something, once she turned 18, she loved new year. We were a lwa ys 18, she loved new year. We were always a big family and we always got together and had a lovely new year. We dont have that now. Thank you very much for coming on the programme.
