They are also promising in those 100 days to enshrine in law a funding guarantee for the nhs, introduce new legislation on immigration, and to end the automatic release of violent offenders from prison, to launch a defence review and to start cross Party Defence review and to start cross party talks on reform to the social care system. As for labour, they are today focusing on education, promising to recruit 20,000 more teachers by the end of the next parliament, as well as train up 25,000 unqualified Teaching Staff. They are also promising that all kids will be taught in classes of fewer than 30 pupils. The party is also today highlighting its promises to tackle homelessness, in particular a pledge to spend £600 million on new accommodation, new hostel accommodation, for homeless people. So the two biggest parties clearly hoping to spend these last seven days on what is very much what they see as their safe campaigning turf. And a thought for us on the liberal democrats, as well. Yes, so the lib dems arguing that they the Natural Party of business, positioning themselves as they see it between jeremy positioning themselves as they see it betweenjeremy Corbyns Labour Party and the pro brexit conservatives, promising a £17 billion research and Development Fund for business if they were to get into power. These trees are grown outside and allow birds and insects to hibernate and live in the trees throughout the year. You bring them in and they will grow. There is no plastic involved in them, et cetera. They are quite good for the environment. How long does it take to grow each tree . Eight ten years. The tree has been growing for ten years and every year under the trees planted behind it ready to replace it. Each year. So as one tree is used, there are another eight or ten behind it. And they soak up carbon dioxide. But it is not just about buying, soak up carbon dioxide. But it is notjust about buying, you need to make sure you recycle it properly. That is true. We recycle them back here. Many councils now are into it and you can give them back and they set upa and you can give them back and they set up a recycler and they go back to the composting. Millions of customers at hsbc will see changes to their overdraft charges as tough new rules come into force. Yes, did you know about 19 million of us in the uk across all banks use an arranged overdraft . Thats when your bank has agreed you can borrow below zero to a certain limit. And about 14 Million People use unarranged overd rafts when youre borrowing beyond that agreed limit. Traditionally youve had to pay more in interest for unarranged. They are trying to sort out the rules to make it simpler. So dipping into unarranged overdrafts can be expensive for some, especially if youre doing it regularly. And in fact more than 50 of banks unarranged Overdraft Fees came from just 1. 5 of customers in 2016. A small percentage of people who are paying half of all fees to the banks and that means it is a specific troop of companies. Group of customers. And banks made £2. 4 billion from overdrafts alone in 2017. Thats partly why back in the summer the financial watchdog, the fca, called the overdraft market dysfunctional and introduced new rules to clamp down on banks offering confusing and complex overdraft structures. Theyve said by april 2020, all banks and Building Societies must offer a simple annual interest rate. Thats what hsbc have done so hsbc are one of the first to go by the new rules. Nationwide bank have already done it. Hsbc are the first bank to do it. So what they tell us is that they will charge a standard 39. 9 tell us is that they will charge a standard 39. 9 overdraft tell us is that they will charge a standard 39. 9 overdraft rate and thatis standard 39. 9 overdraft rate and that is the figure that everybody will pay, whether it is an arranged or arranged. But to do that they said they will simplify by doing other things. They will get rid of the daily fee of £5 that you may pay at the moment full they are also capping how much you will pay every month so there is a maximum charge of £20 a month on the overdraft and you will get a little grace period so you will get a little grace period so the first £25 that you borrow will be interest free. This is trying to avoid all the individual charges and all the individual rules. You willjust pay that nearly 40 . The test ultimately is whether people will end up being charged more or less, notwithstanding all those calculations. Ultimately. And there is a suggestion that this process can at hsbc that not really what the fca was intending at all. They wanted this process simplified. They wanted this process simplified. The bank said they need to keep make making muggy somehow because the notion that we get Banking Services for free, they are not. So they need the revenue. They say they will keep a close eye on this if you dont like it, shop around and move. But it is probably worth asking whether that bank is going to do the same because i think others will see what hsbc has done and may introduce similar charges. You need to do the calculations. It is about the people who are really affected because those who dip into an overdraft will not feel the sting, those who can afford to. It is those who regularly overd raw by afford to. It is those who regularly overdraw by four or £500 and use that buffer to pay the rain or to pay the bills. And that is what the fca is trying to say. The clear rules rather than £5 a day. If some people dip into it for a few days it will not cost them a lot. The problem is if people rack up the debt month after month day after day, they say they have a maximum and a grace period and no more £5 daily charge may mean some of those people are better off. Today they are outlining their plans for the first 100 days ofa their plans for the first 100 days of a new government, promising to get that brexit deal approved by parliament and delivered, and then promising a post brexit budget in february, in which they say there will be tax cuts. They are also promising to enshrine in law their funding promise for the nhs, as well as to launch a defence review and to set up across party talks on the future of social care. As for labour, they are today focusing on education. In particular, i promised to recruit any thousand extra teachers by the end of the parliament, as well as to train up 20,000 staff. They are also making a promise to ensure that every kid, wherever they are in the Education System, starting from Primary School, right up through to taking gcses at high school, are taught in class sizes of viewer than 30. They are also today talking about homelessness, highlighting a promise in their manifesto to spend £600 million on hostiles for homeless people. So with a week to go, the hope from both parties is really to focus their messages on the issues that they think will cut through with voters hostels. That they think will cut through with voters hostels. So thats the conservatives and labour. The liberal democrats also making some announcements. Yes, the lib dems today trying to argue that they are the Natural Party of business. Jeremy Corbyns Labour Party and the pro brexit conservatives, they say that they are now the natural place for businesses to look. There will be travel disruption across europe as a major strike gets underway in france. When you are out on the streets now, what are people concerned about when it comes to the labour party . Their main concern is getting through the immediate stuff around brexit and then moving on to things like there are areas where they have seen a decline in police and the general take and upkeep as councils have lost money. Schools as well, my brief is education so schools come up a lot stop it feels like the decay is setting in in many towns. But looking at the polls and looking at how Little Movement there has been in terms of labour games, do you of wire . People are frustrated that they are in a general election but i generally think and we have had positive responses as well. I think people. Across the polls, you see the polls are bad but when i have gone up and down the country, people want that change. They are frustrated at the situation they are in full so they have no complaints about the labour party . No. They want to know if we can do what we are promising. And i think it is because we have been told for years that we cannot have my generation had police on our street, investment in school and free tuition. We can do these things. We borrowed after the Second World War to build the society we have today but many people think they cant have it so they think it is unrealistic, the things we say. So when you talk to them, they become much more positive. Can we drill down into some of the education stuff you are putting out there. For example, some specifics. Many people watching this are taking the kids into school and teachers are the kids into school and teachers a re often the kids into school and teachers are often in touch. You say in Primary School there should be no class with more than 30 students. Under the last Labour Government we made sure the class sizes were small. And when would that happen . If you win this election and Jeremy Corbyns Prime Minister, give me a timeline. Within that parliament, within four or five years. Immediately i hear think that my child is at school. You promise a wonderful change and a child could go through the whole of Primary School and your Labour Government will not have affected class sizes at all. That is possible. It is possible but we would be reversing the trend at the moment class sizes are increasing. So by putting investment, and that investment will start immediately so the money that schools have cut at the moment they would instantly see that money. Teachers are leaving the profession and they have to bring in underqualified teachers to balance the books. You see the problem here which is on the one hand the big picture is that you promised change. A radical change. I have my child at school, five years down the line the class has not changed. That is not changed. But it will do and it will changed. But it will do and it will change incrementally. No government on the 13th of december i cannot bring in 20,000 teachers. Of course not. But through our National Education service we can bring in training and skills, we will get people up, it will take about a year for people already with a degree to get the qualification. We will give teachers in the classroom a chance to become qualified. So things will move. Will it happen overnight to mark of course not. But from day one. Mark of course not. But from day one. The timescale you are talking about, we know it cant happen immediately but you say may not happen at all full up it will happen, but over a five year period to reach the top level we say, which is 45,000 teachers, 20,000 news teachers and 25 qualified teachers. That will take around five years to do all of it. Over that period we would have gotten people immediately trained and able to do it. That is 45,000. 25,000 who are already in the classroom who are unqualified and 20,000 new teachers. The National Audit office says that is not enough. So what you are promising, you are promising more but in order to keep pace with growing student student numbers, you are not promising enough. We are promising much more than what the other parties are. It is not enough. The National Audit office as you are not. We are on track. Of course we should hire more but wished are on track to make the promise and make the changes that need to happen. At the changes that need to happen. At the moment, it is important to stress, over the last seven years the government have missed their targets and more teachers are leaving the profession that record levels. So more cuts under the conservatives and fewer teachers. But under labour you would get 20,000 new teachers and 25,000 qualified teachers who are currently unqualified. But it is not enough. But under the tories they leave the profession. So anyone watching this will hear you say, you know what . I knocked on doors and people said we wa nt to knocked on doors and people said we want to see change. We do not believe that labour can deliver what it says it can deliver and you said you would speak to them and tell them how doing it. What you say here todayis them how doing it. What you say here today is that 25,000, 45,000 more teachers in the system. And that you will fix the classroom sizes. The National Audit office says it is not enough. You need 47,000. Regardless of whether you are doing more proposing more than the conservatives, you will still not make it more. 45,000, 47,000. People will come into it. As people come in. 47,000 secondary teachers and 8000 primary teachers. That is 55. But i say we will bring in those new teachers within 25,000 who are unqualified who will be become qualified and we have 20,000 more teachers. If you look at the last seven yea rs, we teachers. If you look at the last seven years, we have lost those teachers. We have a crisis in teaching at the moment and class sizes are increasing but we would decrease those class sizes. Do you know what people might find quite refreshing . If you just honestly said we cannot fix this in one parliament. We cannot fix this because the National Audit office says you need 55,000 new teachers. We can get to 45,000. You cant fix it during parliament. You are proposing 44,000. We can fix it. In order to keep pace with growing pupil numbers by 2024, 50 5000 is needed. We have said that we will bring in those teachers over the next few years. To increase that. And we will make sure that the teachers are in place to make sure that our class sizes are below 30. And those class sizes are going way above that. In some ways, what seems to emerge from this picture is that say three years into a Labour Government, the best you will be able to tell the parent who does not like what is happening in class, a child who is hampered with their education, the best that you will be able to tell them is that it is probably a bit better than it would have been if the conservatives were in charge because there is nothing tangible that will have changed and thatis tangible that will have changed and that is the only thing that matters in the classroom. That isjust not the case. What the conservatives have said, they will put 14 billion, even by some figures that means there are still cuts. They would not reverse the because they have made to education. We said we would put 25 billion over that period and part of that money will be to invest in making sure that we have qualified teachers in the classroom and that class sizes reduce and we get them below 30. You said education is announcing. Education is one of issues that are such a now thing. You can have almost a generation of children go through a system without getting the benefit if you do not do things quickly. And you seem to be quite happy saying it will happen, probably at the end of the parliament. That will not work if i ama parliament. That will not work if i am a teacher. I did not say that. I said it will happen and will begin to happen immediately. But i am being honest. 0ne december 13 you cannot bring in 20,000 new teachers. They are not out there wandering around waiting to come in. But the conservatives over the last seven yea rs, conservatives over the last seven years, they have lost so many teachers and we have all qualified teachers and we have all qualified teachers unqualified teachers in the classroom. We say we guarantee you a qualified teacher and we guarantee that class sizes will go down. And we will also invest Capital Spending so that instead of schools at the moment going back to the days where the roof was leaking and we do not have the boilers fixed, we will fix that and we will make our schools fit for purpose. The conservatives, the liberal democrats and of course labour wejust conservatives, the liberal democrats and of course labour we just heard from. Lets talk to the chancellor of the exchequer now. You have a proposal this morning that is about the first 100 days. This all the things that you plan to achieve. This is about being very clear about setting up the choice to the british people. In seven days time it is a very serious point, our country in the history of our country will come back to look at this point about which way we choose. We can have a majority conservative government that ends the paralysis and gets brexit done, that focuses on peoples priorities or we can offer a Hung Parliament and have the chaos ofJeremy Corbyn in number 10 propped up by nicola sturgeon, more referendum, more debtor and delay and an economic crisis. That is the choice and we want to frame that today so that people can see just how critical their decision is going to be in seven days time. Lets talk about the conservatives and what is pa rt about the conservatives and what is part of this 100 a promise. For example, you said you are going to legislate for a funding increase to schools, raising the minimum funding per pupil. Why havent you done that before . We have increased funding for schools and in my spending round in september that is exactly what we set out, not just in september that is exactly what we set out, notjust schools, by the way, but more police on the streets, investment in the nhs and what we are setting out now is that in our first 100 days we will take that forward. We want to put the nhs funding ona forward. We want to put the nhs funding on a statutory footing so we wa nt to funding on a statutory footing so we want to give people even more confidence that the funding that we need for our precious nhs will continue. That is the extra 33. 9 billion a year. This and it is important that we show our precious Public Service that we all rely on, that i rely on, will be something that i rely on, will be something that will be an absolute priority for a conservative government. One of the principal problems you had in laying out these 100 about what you intend to do is that at every point you looked through every one of theseissues you looked through every one of these issues and you begin a cross party these issues and you begin a cross party talk on finding an enduring solution to the challenge of social care. Your conservative government has been in powerfor ten yea rs government has been in powerfor ten years and you have not tackled these things. It is how you lift people out of policy and help their families, to get people into sustainable work that pays well. We have more people employed than ever before. The lowest Unemployment Rate and 44 years. This does not happen by accident. All of that is at risk from a Labour Government. Secondly, in terms of moving forward now, when we had a new administration a hundred days or so ago we reset priorities and we were right to do that because when it comes to Public Services it is important that we lay out our plans on the nhs, on schools, on levelling up funding and getting more Police Officers on the street. These other peoples priorities. But moving ahead we also need to end the paralysis in parliament and we need to get brexit done. That is the only way we can move forward. You talk about resetting priorities and are yet, you have been in charge, the conservative administration have beenin conservative administration have been in charge when we have had shocking figures in connection with waiting times. For example, for the nhs. Why now, suddenly, is this your priority . And if it was priority before, why have we reached the levels we have now . Every time we returned to the same issue. You claim these are your priorities, why werent they before and why were they addressed . Take the nhs. You are right to have some focus on that. It is important to all of us. The nhs, year by year, just to stand still in some ways, it needs more funding. Changes need to be made because we all live longer, which is fantastic that it does put more pressure on the nhs. There are new treatments and medicines, especially over the last nine years with a lot of groundbreaking medicine. We need to make sure all of that is available safely on the nhs so it is something to keep it there for all of us, working for us. You need to keep looking at and investing in it. That is why there will always be a priority but most of all it needs funding. Without funding, the nhs we will all lose out and that requires a strong will all lose out and that requires a Strong Economy will all lose out and that requires a Strong Economy and that is one of the fundamental choices here. We can choose to keep the economy strong and fund these fantastic Public Services we can chooseJeremy Corbyn who will absolutely 100 crash the economy and we will all pay a price. That was always there, that we had a if we had this seismic change in british politics whether liberal democrats from having a small to over 325, clearly that would indicate such a big shift that it would be reasonable to say within our manifesto that was our commitment. So we start ambitious and as the Campaign Goes on you then say well, also we have a lwa ys on you then say well, also we have always consistently been the party that has supported the peoples vote. So if we were there is a Minority Party but a significant number of mps, we would be absolutely voting for a peoples vote and the difference between us and the labour party is that we would be unequivocally campaigning for remain. I think that is the key difference and we have always been the party that has pushed for the option to remain. On a scale of one to ten, how successful do you think joe swinson has been in terms of electioneering and campaigning during this Campaign Season . I ask you this because she is the new leader and there was a bold agenda set out at the start, at one point she was pitching to be Prime Minister, something she has rode back from now. And i think people should be looking again, look at our ma nifesto, should be looking again, look at our manifesto, look at the ambitious policy that we have that are all costed, unlike some of the others, that are ambitious, and say, is this something that we want to do . Do we want to see either of the main parties with a landslide able to implement policy that would clearly be damaging or do we want to have a moderating voice within our politics . Sally challen spent eight years in prison for the murder of her husband richard before her conviction was quashed and she walked free earlier this year. The case would become a landmark ruling out one that has become the subject of a new documentary. Adam woods reminds us of the story. Injune this year, Sally Challen leaves court a free woman. Eight years earlier she had been jailed as woman. Eight years earlier she had beenjailed as a woman. Eight years earlier she had been jailed as a murderer. Woman. Eight years earlier she had beenjailed as a murderer. Sally woman. Eight years earlier she had been jailed as a murderer. Sally was said to have been psychologically abused by her husband, richard, throughout their 31 year marriage. 0n the surface, he was a typical family man, but the family say he subjected his way to what has become known as coercive control. He had affairs and controlled her money and friendships. Sally moved out of the family home in 2009 but was said to be still emotionally dependent on her husband. When she discovered he had contacted another woman, she hit him more than 20 times with a hammer. Ten months later, she was sentenced to his murder and life imprisonment. At the time, coercive control was not a criminal offence. This changed in 2015. The family appealed to change her charge from murder to manslaughter on grounds of diminished responsibility from years of domestic abuse. And, they one. And the family now hopes Sally Challens case be able to challenge their own convictions. Sallys on david joins us now. Good morning. The reason you are sitting with us now is there is a 90 minute programme, the case of Sally Challen, on bbc two, and it has followed your family and your mothers case over the period of a year, so why do you think it was important this was made . year, so why do you think it was important this was made . I think its important for society to understand our case and understand how it was inaccurately portrayed ten yea rs how it was inaccurately portrayed ten years ago, almost. 0ur mother was seen as a ten years ago, almost. 0ur mother was seen as a cold, calculated stalker but it was a woman trying to grasp our own reality and understand who her partner was, who was abusing her. Its important to learn from it because we dont want anyone to be in our situation ever again. Interestingly refer to your father as her partner. And how your mum was described. How did your understanding of your parents relationship and what your mother had experienced in forms of coercive control, how did that develop customer i didnt have the language for abusing 2015 when coercive control became an offence. For me it seemed a bad relationship, as it does for many other men and women out there. Its a toxic relationship, bad. So there is an undercover of fear and control through the relationship and as i got older it became more apparent and he was more cavalier in pursuing his own life and the control and isolation from friends and family where she couldnt speak to people, what she could eat, every part of her life revolved around him and we we re her life revolved around him and we were only scratching the surface even then. It important, really important to understand four years after it becoming an offence to be aware that these are not bad relationships, these are abusive relationships. In the film, remarkably bravely, you talk very openly about every step in this process , openly about every step in this process, you talk about your childhood and moving forward you talk about the day in august 2010 when he found out something which is so when he found out something which is so unthinkable and you arrive back to yourfamily so unthinkable and you arrive back to your family home. Talk is through those moments and the immediate aftermath. I was told at work and my cousin came in and said yourfather had died and for the next few hours i was waiting at my cousins place because my mum was on beachy head and was about tojump and for a number of hours i was thinking i was pa re ntless number of hours i was thinking i was pa rentless and number of hours i was thinking i was parentless and trying to understand what had happened. I knew my father had been trying to lure her back into a relationship with a post natural agreement, not to smoke, not to talk or interrupting, anything that would give him dependence over her and her to be a passenger. Its frightening to look back at it and realise how under the radar this is. When you knew about that post nuptial agreement, what kind of conversations with your father and with your mother . a lwa ys father and with your mother . always try to hold my father to account and argue with my father but that was like trying to nailjell o toa that was like trying to nailjell o to a wall, and that is me going up against in my later teens. I understand 40 years of abuse, trying to deal with that in trying to grasp the reality and understand his infidelities and not be gas lighted into believing that she was making it allup in into believing that she was making it all up in her head. Its really difficult. When he spoke to your mother, if you recognise this, when you spoke to her about this, how did she kind of justified . You spoke to her about this, how did she kind ofjustified . Because what is very prevalent throughout the programme is that she loved him. She absolutely loved him. And she couldnt seem to marry that up with the reality of this abusive relationship. No, because the lexicon, there wasnt the understanding, coercive control was not an offence or the vocabulary of abuse. The only abuse we saw and recognised was physical abuse and marks, and today, even still, the psychological impact and mental impact of it, its important to understand that the case is not unique. There was a case on tuesday being held in the court of appeal. We dont like to think about the possibility that people can kill, but we need to understand these cases so but we need to understand these cases so it doesnt get to that stage, so nobody loses a life and nobody is abused. Did you think she was ever close to that point . Being able to kill . Of course not. I told her not to sign the post nuptial agreement. I probally had too much will to say dont sign it, but coercive control breeds dependency and that is what it is about. You are bred to think about your abuser even after you leave and its impossible after 40 years to think you can just go about your life and he was trying to call her back. How, over time, have you been able to rationalise what happened, both in terms of the coercive control and what you know now, but also in terms of your own personal feelings about your father and your mother . For my father, its difficult, he is my father, its difficult, he is my father and always will be and i dont choose to throw away the happy memories we had together and i will a lwa ys memories we had together and i will always love him to a degree and a degree he does not deserve but i must acknowledge a party shows, i think he was aware of what he was doing but may be not to the extent, but certainly gas lighting her and making her question her sanity.
