There was an attempted show of unity at the nato summit. But tensions over syria, russia, china and the future direction of the alliance were all on display. Well assess what it means. Weve even seen several leaders appearing to laugh at President Trumps expense at a reception. This was the reaction from the alliances biggest and most important member. Well, hes two faced. And honestly with trudeau, hes a nice guy and ifind him to be a very nice guy. Well, hes two faced. And honestly with trudeau, hes a nice guy and ifind him to be a very nice guy. The truth is, i called him out on the fact that he is not paying 2 and i guess hes not very happy about it. pres in vision headline and the indoor bike Company Peloton and the indoor bike Company Peloton is backpedalling after its christmas advert provoked a big reaction on social media. Constitutional law experts have told the us congress that they believe President Trump has committed impeachable offences. Four experts testified. Three of them were in strong agreement. On the basis of the testimony and evidence before the house, President Trump has committed impeachable high crimes and misdemeanors by corruptly abusing the office of the presidency. That demand, as professor feldman just explained, constituted an abuse of power. The president has committed several impeachable offences, including bribery, abuse of power and soliciting of personal favour from a foreign leader to benefit himself personally, obstructing justice and obstructing congress. Those professors were testifying before the House Judiciary Committee. Its the body that has the power to draft articles of impeachment and submit them to a vote of congress. The man holding the gavel isjerry nadler. Hes a democrat and chairman of the committee. Youll be seeing a lot of him over the coming weeks. He used his Opening Statement to outline the case against President Trump. The facts before us are undisputed. Onjuly 25, President Trump called president zelinski of ukraine and in his own words, asked him for a favour. That call was part of a concerted effort from the president and his men to solicit a personal advantage in the next election. This time in the form of an investigation of his political adversaries by a foreign government. President trump is also accused of withholding military aid from ukraine as part of that effort. Now, not all the witnesses agreed President Trumps actions were impeachable offences. Professorjohn turley took a different view. You might recognise him not only is he a constitutional scholar, hes also regular contributor to the bbc. This was his opinion. I am concerned about lowering impeachment standards to fit a paucity of evidence and an abundance of anger. I believe this impeachment not only fails to satisfy the standard of past impeachments but would create a dangerous precedent for future impeachments. President trump isnt at the hearings today. Hes been at the nato Leaders Summit in london. But his lawyers arent at the hearing either. They say the whole process isnt fair. This was the ranking republican on the committee doug collins. Really, we are bringing you in here today to testify on something most of you have already written about. All four. For the opinions we already know, out of the classrooms that maybe you are getting ready for finals in, to discuss things that you probably havent had a chance to, unless youre really good on tv and have been watching the hearings for the past couple of weeks, you couldnt have possibly actually digested the adam schiff report from yesterday or the republican response in any real way. But one of the witnesses took exception to that statement. Heres her response. I would like to say to you, sir, that i read transcripts of every one of the witnesses who appeared in the life hearing because i would not speak about these things without reviewing the facts, so i am insulted by the suggestion that as a law professor that i do not care about the. Democrats say todays hearing is necessary to get clarity on what the impeachment clause in the constitution actually means. The Us Constitution says impeachment can only be for for example, heres professor noah feldman on what constitutes high crimes and misdemeanours. High crimes and misdemeanors refer to abuse of the office of the presidency for personal advantage, or to corrupt the electoral process, or to subvert the National Security of the united states. And heres professor pamela karlan on whether soliciting a bribe is enough to constitute bribery. Imagine you are pulled over for speeding by a Police Officer and the officer comes up to the window and says, you were speeding but if you give me 20 bucks, i will drop the ticket. And you look in your wallet and say to the officer, i dont have the 20 bucks, the officer says ok, welljust go ahead and have a nice day. The officer would still be guilty of soliciting a bribe there. And once again, professor turley had a different point of view. He brought up one Supreme Court decision. All the justice said is it is a dangerous thing to take a crime like bribery and apply it boundless interpretation. They rejected the notion through some the primary could be used in terms of setting up meetings and other types of things that occur in the course of a Public Service career. Our correspondent nada tawfik has been following the proceedings. The democrats and republicans got to call those who they thought could, with their past experience, give them some insight and give the American Public some insight into what the constitution says. For example, you look atjonathan turley, he has past experience with the bill clinton impeachment, you look at paula karlan, she has a lot of experience with key litigation on very contentious issues and so for them, it was a question of, for the democrats early, for trying to sway the American Public opinion and not for them to just take their word for it, but to take the word of these law experts. So, democrats who are the majority on this hearing got to call three experts in and as i say, at this point, the country is really split down the line on american support for impeachment. Those divisions were referenced at todays hearings by professor tu rley. Well give him the last word on this story tonight. This was his summation on how america is feeling. Idid it. I did it. You are mad. The president is mad. My republican friends are mad, my democratic friends are mad. My mad, my democratic friends are mad. My wife is mad, my kids are mad even my dog seems mad at my dog is a goldendoodle in they dont get mad. The nato summit near london has drawn to an end after two days of talks which have done as much possibly more to show the divisions between the members of the alliance as the things that bind them. There was in particularfriction over a recording of the canadian prime Ministerjustin Trudeau appearing to mock the us President Donald Trump. President trump later cancelled a planned press conference scheduled to take place after the summit and headed home instead. This was his response to the video of mr trudeau. He is to face. He isa he is a nice guy, offend them to be a very nice guy. But the truth is i called him out on the fact that he is not paying 2 . And i guess he is not very happy about it. A couple of you were there and he is not paying 296 you were there and he is not paying 2 and he should be. But then the american president himself was caught in an off mic moment. The canadian prime Ministerjustin Trudeau was later asked what he meant by the comments. We were all surprised and i think pleased to learn that the next g7 will be at camp david and i think that was an unscheduled announcement andi that was an unscheduled announcement and i think everyones team, every different leader has teams who now and then have theirjaws dropped at unscheduled surprises like that video itself for example. Nato or the north atlantic treaty organistaion was formed 70 years ago to help america and its european allies unite against the threat of the soviet union after the end of the second world war. The alliance has expanded from just 12 countries in 1949 to 29 Member States here they are. That expansion has made it increasingly difficult for them to project a united front. They did however all agree on a joint statement which counts for something but a number of issues have really stretched the alliance at this meeting. Today, the threat of Russia Military aggression is still very much a key issue for the alliance especially among the three Baltic States of estonia, lativia and lithunia situated along that border with russia. Heres estonias minister of defence speaking to the bbc at the meeting. It depends very much on how close you live to russia. But certainly russia is a threat. I think that is something which everybody understands and i think the president s message that france is not naive and france understands very clearly its tasks regarding Eastern Europe in article five in defence of the allies, i think that gave a very good context in developing this discussion further. We have nothing against having good relations with russia, u nfortu nately, we relations with russia, unfortunately, we are dealing with a country which has attacked other countries, notably the ukraine and we are still seeing them occupy huge parts of those countries. The joint statement saw nato members agree a Common Defence plan for the baltic region. That came despite a threat before the meting from turkeys president Recep Tayyip Erdogan to oppose it unless nato members agreed to support turkey in its fight against kurdish groups in syria it considers terrorists. But other leaders, including the french president Emmanuel Macron, made clear they opposed such a move, not least because kurdish led forces were key allies in the us led Multinational Coalition against is in syria. Bersa simsek is from the bbcs turkish service. Tu rkeys turkeys president wanted nato members to recognise the Kurdish Militia as a terrorist organisation and on the other hand, many nato members see them as an ally regarding theirfight members see them as an ally regarding their fight against the Islamic State group rather than a terrorist organisation that you know, turkey had conducted an operation in Northern Syria in september and might have felt isolated because this operation had been conducted by many european and nato members. 50 he wanted that, he was going to oppose this defence plan if he did not get his way, but he backed down, how come . We do not know exactly why but the decision, the decision came after meeting the us President Donald Trump in an unscheduled meeting and neither heaven or any official made any clarification about the change of mind but they said that the situation has not been discussed by leaders in the summit. This meeting was the first time that nato acknowledged another concern far away map move in another acknowledged another concern far away in another part of the world the growing strategic challenge posed by china. For more on that heres vincent ni from the bbc chinese. To some extent this does not suppress the chinese at all because for the longest time, china has been suspecting that nato is interested in ouraffairs. Suspecting that nato is interested in our affairs. North Koreas Nuclear provocation in china has a lwa ys Nuclear Provocation in china has always been suspecting american led organisations trying to contain chinas rights. Chinas threats and to this nato agenda is causing a new impetus in the 70 year old organisation. So we might be seeing in the future, that nato is going to beef up its cybersecurity and increase its dialogues in asia, for example, japan increase its dialogues in asia, for example, japan and increase its dialogues in asia, for example, japan and south korea. Its been an eventful couple of days but has the Nato Alliance been left stronger or weaker as a result . Heres our chief International Correspondent lyse doucet. When you go into what is the 70th Birthday Party of the alliance described as the most successful in history and all of the headlines are about president Emmanuel Macron describing it as strategically brain dead and we finish it with a video recorded in Buckingham Palace with a bunch of leaders sitting around, or standing around gossiping, it is picked up and that is the headline of Prime MinisterJustin Trudeau being described by President Trump as two faced. But what i think is, while that has been the headline, the reality is that nato believes that it is been a very successful summit because despite the perception of unity, and there are tensions, 29 leaders in a world where everything is on social media. Of course, there would be things that come to the surfaces they have. President Erdogan Turkey announced that before this nato meeting that turkey would block what is his signature success of the Nato Alliance, which is the expense and in the Baltic States that is crucial to the Baltic States that feel very much threatened by russia if nato did not agree that the kurdish groups in syria are not terrace. In the end, that is one of the issues that nato was able to resolve. Turkey took it off the agenda and they will find a form of words a way of dealing with it that does notjeopardise what nato regards as one of its most important missions. Investors in a major uk commercial Property Fund worth 2. 5 billion pounds close to 3. 3 billion dollars have been temporarily prevented from taking out their money. Investment firm m gs fund has shrunk by 1. 1 fund has shrunk by 1. 1 billion pounds so far this year following withdrawals. I asked our Business Reporter rob young what a Property Fund is and why we should care. This is an investor where they can put money and invest that to these properties whether they be Shopping Centres or offices or warehouses in the ideas that you get a financial return because the value of that property may go up and make it a bit ofa property may go up and make it a bit of a rental income is a lot to make sure you have some sort of income every year. But they state that they have seen what they call unusually high on sustained demand for investors to withdrawal their funds and they say that they have been unable to sell property fast enough to meet that demand so they have taken the decision today to suspend dealing in the shares mean that people cannot put money in the some money in it cannot take it out. Do we know why there is been such a run on withdrawals from investors . Some property has not been doing all that well partly because a lot are invested in the high street and we know that british retailers have not had a great time of it over the past couple of years. A lot of chains of gone into administration the and those that have not have gone out of business and that is perhaps why some people have been withdrawing their money so for this particular fund, we know that so many pounds of been pulled out in the first eight months of this year but as well as the bad time that retailers are having, there is a factor that is brexit related and the Economic Uncertainty because a lot of investing properties have stopped investors taking their money out and they did thatjust after the Eu Referendum in 2016 in the uk is heading towards another brexit date with its departure from the European Union do to have been at the end of january and it may well be that the companies that own properties are struggling to solve that commercial real estate at a price that they think is fair. If youve been on social media today you may have seen an advert which has gone viral for all the wrong reasons. But certainly people poking fun at this and online, but i did have a real impact on the company. But this is a product that is loved fiercely by some. How did they get it so wrong . I think of the problem was with this advertisement was the question of authenticity. This is a woman who was given a 2000 bike by her husband and she over the looks very fit and there she was by the end of the add telling the audience that this really changed her life and i think that left them open to some criticism. People were uploading satirical versions that they made themselves and other people really feeling that it was either sexist or classes because the husband was giving his wife exercised here to lose weight because there is so privileged and buying each other such expensive gifts but to get into that territory, most ads for luxury items are considered classes. The liberal democrat leader jo swinsons been setting out her Mental Health policies for young people. But shes also had to answer questions from the bbc about her time in government. There are many things that i am very proud of and where we made a difference, but of course there were things where we didnt win those battles, and im sorry about that. There was not a liberal democrat government, it was a coalition government. There was an attempted show of unity at a summit to markthe 70th birthday of nato as the major western powers tried to renew their alliance for the modern age. And well have a look at how russian tv networks loyal to the kremlin have been reporting on the summit. In samoa, they are pulling out all the stops to combat a deadly outbreak of measles. This tweet says. That from the samoan government. That from the samoan government. That got under way a few hours ago. Residents have been told to hang a red flag outside their homes if they havent been vaccinated. More than 4,000 people have been diagnosed since the outbreak started in october and 60 have died the majority of them are young children. This is all happening in a tiny island nation. Samoa is in the Pacific Ocean north of new zealand and is home to just 200,000 people. The head of unicef Pacific Sheldon Yett says he thinks the red flag programme will be a success. There is a tremendous demand now for vaccination. There is not a corner of this country that has not been affected by this outbreak, and people see why it is so important to vaccinate their children. There is demand, people want to get their children vaccinated and we do think that will make a difference. But if they will now, and there is this passion to do it, why not before . Well, i think there are a number of reasons. One is that, as many people know, two children died here 18 months ago or so. That had a huge impact here. People worried about vaccination. But of course we know there vaccination is completely safe, we know it was human error. But rumours get started there, social media was at play, and there area social media was at play, and there are a lot of pressures on people not to vaccinate their children, but i think that tide has turned on the pressure is reversed to vaccinate their children, which is a good thing. We want to ensure every child in this country is fully vaccinated. With those two children, it was administered incorrectly with a muscle relaxant instead of water and these two children died but it was human error, not the vaccine. Absolutely full stop why do you think the rate is so low in samoa. 31 compared to 99 in nearby nauru for example or the cook islands . This really points to the importance of making immunisation fully integrated in the Public Health system, not as a stand alone system but something that is fully integrated, something that is talked about, and every contact a mother has with the health system, something that is emphasised, because it is so important that children grow up to their full potential. So that children dont get sick from common diseases, throughout the world. This is the thing. It comes into the news quite a bit, the number of cases of measles have quadrupled in the first few months of 2019. What needs to be done to try to reverse that or at least get it back to the levels it was at when it comes to vaccinations . There are a number of things. Campaigns are good for an outbreak like this but not the solution. Routine immunisation is the solution, talking about it, making sure people understand the importance of vaccination, making sure they understand it is com pletely sure they understand it is completely safe. Making sure they understand this is what their child should be doing and when they go to the Health Centre in consultation with the doctor of course, making sure that basic Public Health measures are in place throughout the world. Thanks very much. Germany is expelling two russian diplomats. Thats because they believe russia was behind the killing of Zelimkan Khangoshvili thats him there being held up in photos by protesters. Hes a georgian citizen who fought for the chechen rebels against russia back in the 1990s. He was killed in berlin back in august. Our correspondent Damian Mcguiness has more. He was on his way to a mosque, shot in the head twice by a man cycling past, it appears. That man, the attacker, was seen by eyewitnesses. Shortly afterwards German Police arrested a russian citizen who it seems was trying to throw the bike and the gun, the murder weapon, into and the gun, the murder weapon, into a nearby river. The russian authorities have denied any involvement and are threatening tit for tat expulsions. Lets hear from a spokesperson for the kremlin. Translation i dont think there are serious suspicions and there cannot be any. What relation to the russian authorities . This is absolutely groundless speculation. This topic is somehow being whipped up this topic is somehow being whipped up by this topic is somehow being whipped up by german media but this does not mean how things are. Its notjust the german press who are taking this case seriously. Germanys chief prosecutor has ta ken over the case. He says the suspect a russian citizen flew from moscow to paris six days before the killing, and did so on a fake passport with a fake name. Heres Damian Mcguinness again. It appears he is a subject for a killing in russia many years ago. This has led a suspect. It has led german prosecutors and officials to say this is a russian backed state sponsored killing or political assassination anyway in the centre of berlin on german soil, which is why now we have seen the expulsion of these two russian diplomats. Its just over a week until the uk general election and so away from the nato conference, campaigining is going on as usual. The liberal democrat leaderjo swinson has given a half hour interview to the bbcs andrew neil. She was asked to justify voting in favour of cuts when she was a minister in the conservative liberal democrat government from 2010 2015. You are proposing to scrap the benefits cap. Yes. Who voted several times to introduce the benefits cap . I would have done is someone with collective response ability in government. You want to roll back the Health Reforms that allow nhs contracts to be put out to private tender. Who voted three times for these reforms . I was in government. That would be you. So why should people believe you this time when you were responsible for these things . Well, we are setting out what our plan is for the future. We did spend five years in a coalition government, where clearly we didnt win every battle against the conservatives. We fought many battles, and we did win battles for more money for schools, for more money for the poorest pupils, for managing to cut tax for the lowest paid, to introduce same sex marriage was not there are many things im very proud of where we made a difference, but of course there were things where we didnt win those battles, and im sorry about that, but it was not a liberal democrat government, it was a coalition government. David cornock is in westminster. Lets chat about this particular interview. How did it go do you think for the liberal democrats . Well this interview where jo swinson was under the gun have an impact on them for this coming election . The lib dems started this campaign with very high hopes. Jo swinson talked about being Prime Minister of a lib dem government that would stop brexit in its tracks. But the campaign hasnt really gone according to plan, and one of the reasons for that is that the lib dems have been trying to appeal to labour supporters who voted remain in the referendum, and they keep getting reminded, as she was tonight, that the lib dems were in coalition with the conservatives for five years. Jo swinson was a minister in that government for five yea rs, minister in that government for five years, and she introduced or voted for a number of policies that certainly were unpopular, such as welfare cuts, spending cuts and so on. Her strategy is to say im sorry, that was a mistake, the cuts went too far and we would reverse them if you vote for us next week. The problem is, the very issue, the fa ct the problem is, the very issue, the fact it has been talked about does tend to remind voters that the conservatives and the lib dems were not so long ago allies in government, albeit slightly uneasy ones. So that is interesting, we will see how that plays out. What about there was this whole debacle over the Prime MinisterBoris Johnson doing an interview with andrew neil. Does this make it more likely that he might . Well, i think jo swinson enjoyed, if thats the word, the andrew neil experience slightly more than jeremy word, the andrew neil experience slightly more thanjeremy corbyn the labour leader did last week. She chose a different strategy, she decided to apologise and move on. The challenge for borisjohnson, the calculation borisjohnsons team have to make really is whether it is riskier to do the interview and risk messing up, or to say no, we wont do the interview and be accused of running scared. At the moment, there is no sign of any enthusiasm in downing street for him to do the interview, and time is running out. Britain goes to the polls a week tomorrow. Thats right, david. We shall chat again. Thank you for joining us from westminster. The leading Economic Research group the institue for fiscal studies has looked at the Scottish National partys general election pledges and said an independent scotland could lead to more austerity. The snps manifesto set out plans to increase spending while also setting out a list of tax cutting measures. The ifs says the snp has not costed these pledges, unlike the other main parties. Heres the snp leader nicola sturgeon. Firstly, im not sure its entirely legitimate to take a manifesto for a westminster election and apply it in that simplistic sensor for an independent scotland, because we would have access to levers to grow oui would have access to levers to grow our economy that we dont have right now. I also know the iss refers to the great commission, the Growth Commission recommended increases in spending, which had they been applied over the past ten years would have avoided tory austerity altogether. Nicola sturgeon there. Race equality campaigners say the impact of voters from black, asian and other ethnic minority communities shouldnt be underestimated in next weeks election. The Runnymede Trust has calculated about a third of uk constituencies will have at least 15 of their population made up of these groups by 2021. Our Community Affairs correspondent, adina campbell, reports from west london. Kensington, one of the most closely contested seats in the last election. With a high number of ethnic minority voters. But how significant will their vote be next week . Is there power in the ethnic minority votes . 100 . Yes, 100 . We shape the culture, we are literally the culture. We are literally the culture. We changed the way people even talk. We changed the way people even speak. People express themselves, musically, through literature, so many other things. So why cant we change the way politics is . These young londoners have mixed views. We have seen how much we can push stuff through social media, so why are we not using the platform that is available for us to push politics . But do you honestly believe that your vote will make a difference . Yes. Every vote counts at the end of the day. I want to say yes, but i dont think so. Just because we are in london doesnt mean weve got that much of a voice because theres a lot of other cities out there. I understand saying, yes, our vote will make a difference. But im also on the same side where im like, what difference does my vote make . And race equality campaigners say its important not to forget the impact these voters could have on who forms the next government. There are approximately 4. 8 million ethnic minority voters in this country. Now, adina, that is bigger than the size of scottish voters, there are only about 4. 1 million scottish voters in this country. So can you imagine ignoring scotland . It is places like this where the ethnic minority vote really matters. Kensington in west london has more than 30,000 people from these communities. But it is a marginal labour constituency, won in the last election by just 20 votes. What is it for you then, is it the politician, the way they connect with you, or is it the policies in their manifestos that matter the most . Its one thing to have a manifesto, but then at the same time what are you doing before that manifesto to show us. I would say the way they connect with you because for me, i dont want you to tell me what i want to hear. I want you to tell me what you are going to do and what you are going to do to better the country. We dont actually see People Like Us who are in leadership as well. Very true. We dont see people who are like us. So how are we meant to relate and gravitate towards them . Yeah. And does that then raise questions about trust and confidence in politicians . Yeah, because like, stick by your word. Like, if you cant stick by your word how can we be confident in you . That and tell the truth as well, be honest. Dont sugar coat anything. Tell us what you really want to do. I dont want to hear the politically correct answer. You cannot really insult the intelligence of young people. We are a lot more grown than we were maybe four years ago when the election happened. We know a lot more, we have seen what is going on with brexit. Theres not enough people from our community that are trying to be in these places of power. Adina campbell, bbc news. Stay with us on outside source still to come. How russian tv has been covering the nato summit. More than 100 firefighters were used to tackle a blaze, which broke out at a hotel in west london. 160 staff and guests had to leave the travelodge in brentford in the early hours of wednesday morning. No one was hurt. A warning first, that sonja jessups report does contain flashing images. Although the fire is now out, you can probably make out a number of firefighters still behind me, in fa ct a firefighters still behind me, in fact a few moments ago we saw some of them up on an aerial platform, just trying to make sure that the building assay. We are told at its height there are around 100 firefighters tackling this blaze, and that it broke outjust before three oclock in a bin room of a neighbouring building, and then spread to the travelodge. Around 162 people were evacuated. Luckily, nobody was hurt, but among them were elderly and young children, and we are told some people were wearing very little in very cold temperatures. Theyre the alarms we re temperatures. Theyre the alarms were going off orfire temperatures. Theyre the alarms were going off or fire a hotel. Temperatures. Theyre the alarms were going off orfire a hotel. Him outside and then we saw people rushing around the building. Turns out there is a massive blaze there. So it was all a bit panicky and then the fire brigade turns up five minutes later, start extinguishing that blade that the next thing we know, it is going up the cladding and smoke pouring out the top of the building. They brought that bus down to keep everyone warm and stuff. They have told us we might be able to grab our stuff in the morning, but that isjust to grab our stuff in the morning, but that is just a wild shot to grab our stuff in the morning, but that isjust a wild shot right now, because we have been told the fire brigade lot have to go into the room is individually to make sure that the rooms are safe. The fire brigade has told us a full investigation into how this blaze started will be carried out, although they have told us that initial investigations suggest that cladding was not responsible for the spread of the fire. Travelodge has told us that it is making arrangements for its guests, and has thanked them for their cooperation. This is outside source live from the bbc newsroom. Our lead story is . Civil rights activists have raised concerns with some saying it will be used disproportionately on minorities. The nato meeting in london has also been featuring prominently in the russia media today. Heres a clip of some headlines from Russia Television covering the event earlier. To summarise whats being said in this news bulletin. They say russias army is being discussed at this very moment at the nato summit in london. The allies are trying to work out whether theres enough money to create equivalents of russias latest weapons. There are disputes about whether Emmanuel Macron was right when he recently declared nato as brain dead. The presenter goes onto say the alliance itself is celebrating a gloomy 70th holiday as there is no agreement among comrades in arms. For more on how the Russian Media has been covering the nato summit in london heres Adam Robinson from bbc monitoring. I think its fair to say that russian state media have been having a bit ofa russian state media have been having a bit of a field day. Theyve really been reporting in detail on these apparent rifts between natos leaders, in particular french president Emmanuel Macrons recent remarks, calling the alliance brain dead. It has been getting a lot of attention, it has been repeated over and over again, they are interpreting this as meaning that macron thinks the alliance has com pletely lost that macron thinks the alliance has completely lost its way, and this fits russias own line that the alliance lost its purpose after the end of the cold war and is now merely a rosso phobic club, as they call it, bent on restraining russia. But they also themselves highlight what they see as natos threat on its borders, and they have been highlighting these promises of higher defence spending, but they have also been portraying it as a threat russia can easily deal with. All those reports you just saw came straight after other reports that extolled russias own new found military might, as it sees it. So thatis military might, as it sees it. So that is what is happening with nato, one aspect of it. But i want to now get more reaction to our top story, also involving President Trump but it is the impeachment hearings instead. Four constitutional law experts testified before congress today. Three said they thought the president had committed impeachable offences and one didnt. Heres a sample. If what we are talking about is not impeachable, then nothing is impeachable. This is precisely the misconduct that the framers created a constitution the founders created constitution. If you are going to accuse a president of bribery, you have to make it stick because you are trying to remove an elected president of the united states. Our correspondent nick bryant has been following those proceedings from new york. Good to have you with us. Watching the ping pong between those constitutional lawyers. We did see a little that it could be under high crimes and misdemeanours or bribery. How do you see how they might proceed with this enquiry . Where we had it turning into a series of history lessons. Jonathan turley who you heard at the end saying that if we start using impeachment in this manner, a rush tojudgment, we will end up using it routinely as a partisan tool, and of course historically impeachment has been used very rarely has only two president s in American History have been impeached. What do i think will happen from here . I think the democrats will use their majority in the house of representatives to impeach the president. I think the housejudiciary impeach the president. I think the House Judiciary Committee in impeach the president. I think the Housejudiciary Committee in the coming weeks will deliver articles of impeachment. Maybe obstruction of congress, may be obstruction of justice, maybe even bribery. And then what i think we will see after christmas as this process moving to the us senate, the trial of donald trump, and they are of course the republicans are in control, and they have the numbers to deliver a not guilty verdict. Nick, i know you often look at American History, i love reading your writings on it. Do you think it is a sign of the times that we have had two impeachment enquiries so close in recent history . Yes, i covered bill clintons impeachment in 1998 and i thought that was a once in a lifetime experience, the only time previously of course was in the mid 19th century when Andrew Johnson was impeached. The house of representatives started impeachment enquiry against richard nixon. He resigned before it came to fruition. But it is a sign of the polarisation of American Life that constitutional devices are now being used increasingly as partisan weapons that here i am, 20 years later, reporting on yet another impeachment. Yes, ithink reporting on yet another impeachment. Yes, i think we are in a situation now that it is going to be used as a partisan tool and used fairly routinely. I have just got 30 seconds, but do you think with this enquiry going ahead, will it affect mrtrump in the enquiry going ahead, will it affect mr trump in the election . That is the thing, because ultimately whatever the senate decides, there isa whatever the senate decides, there is a kind of de facto court of appeals and it is the american electorate. Next november is the us president ial election. The American People can deliver their verdict on donald trump. Thank you very much. That is the end of this edition of outside source. Goodbye. We are ending the week on a much more unsettled note to how we started it, because we are losing our area of started it, because we are losing ourarea of high started it, because we are losing our area of High Pressure. It will be replaced by low pressure. We could see fairly strong winds at times, gales in the north, a lot of wet weather. It will be much milder thanit wet weather. It will be much milder than it has been of late. The thursday the pressure chart shows we are pushing control. Lots of isobars. A fairly cool but dry start across southern and eastern england. We should see some sunshine on and off here. The wind is much stronger further north, outbreaks of rain for northern ireland, especially western scotla nd northern ireland, especially western scotland will be very wet. It will be blustery further south, but not quite as windy as it will be in the north. 12 or 13 degrees, scotland and northern ireland, very mild, just about making double figures in the south. The very mild air and the very wet weather spreads southwards and eastwards during thursday night. It is going to be very wet for western parts of wales. But it will turned milder friday morning across england and wales, temperatures generally for most of us in double figures. Stays unsettled for friday, it will tend to clear away sunshine and showers into the afternoon. Some of them will be heavier and blustery. Temperatures falling away slightly across the north of the uk. As we head into saturday, brief ridge of High Pressure will settle things down. Could be bright, dry and sunny. You can see single figure values in the north but fairly mild in the south. Saturday night, the next frontal system moves through to bring another spell of wet and wintry weather. That should clear through early on sunday and then we are through early on sunday and then we a re left through early on sunday and then we are left with sunshine and showers. Again, another windy day, lots of heavy showers across western areas, it will turn chile in scotland. Further south, 11 or 12 degrees. The winds will pick up sunday night into monday across the south west. Part of wales and the irish sea could see gales for a while and plenty of heavy showers. Once that moves through, we start to open the door to something colderfrom through, we start to open the door to something colder from the north, as we head on into the start of the following week. For monday, a blustery day with plenty of showers across southern blustery day with plenty of showers across southern areas blustery day with plenty of showers across southern areas is that front clears away, it should turn a bit drier and sunnier. Still quite windy across eastern areas. Drier and sunnier. Still quite windy across eastern areas. But the colder airwill be in across eastern areas. But the colder air will be in place from five to around nine celsius. Beyond that period, further on into the week, it looks like the jet stream will begin to die to the south of the uk. That allows us to be on the colder side of the jet. Low pressure always with us, so it will remain quite u nsettled us, so it will remain quite unsettled with further rain at times but as we move from the middle part of the latter part of the week, looks like we will open the floodgates to a very cold arctic northerly. So it looks pretty u nsettled northerly. So it looks pretty unsettled i think for the further ahead forecast, with further rain at times but then mid week onwards we will see that very cold air moving down from the north. That means we will see increased chances of wintry showers, some snow showers affecting the north and the east of the country in that strong and bitter northerly wind. About President Trump. Caught on camera, Justin Trudeau appears to mock the president to other leaders. Donald trump is not amused. Well, hes two faced. And, honestly, with trudeau, hes a nice guy, i find him to be a very nice guy but, you know, the truth is that i called him out on the fact that hes not paying 2 , and i guess hes not very happy about it. Boris johnson insisted there was a wide measure of unity, despite the signs of discord. Well be asking how nato emerged from this 70th anniversary gathering, given the obvious tensions. Also tonight.
