And gossiping about President Trump. The other main stories at 11 facing impeachment proceedings back home, the Panel Investigating President Trump says evidence against him is overwhelming. Carbon dioxide emissions have risen slightly this year, despite a drop in the use of coal. And coming up, a wildlife Success Story the uks population of atlantic grey seals hits 120,000, from just a few hundred last century. Good morning and welcome to hertfordshire where the 29 leaders of the Nato Alliance are meeting at this luxury hotel, set amid 300 acres of grounds and well away from any protestors. Its the 70th anniversary of the alliance founded after the second world war, but there are more recriminations than birthday celebrations with bitter arguments over how much Member States spend on defence, over turkeys intervention in syria and over the french president s remarks that nato has become braindead. Donald trump has said that claim is disrespectful and insulting. Well, the leaders are talking now in a three hour session, it was opened byjens stoltenberg, the nato secretary general, who made an appeal for unity. The United Kingdom was natos first home, so it is fitting that we meet here to mark the 70th anniversary of our alliance. To celebrate our success and to ensure our Alliance Remains fit for the future. Nato is the most successful alliance in history because we have changed as the world has changed. And in the last four years, we have implemented the biggest increase of our collected defence in a generation, we have stepped up in the fight against terrorism and we are investing more in our defence. Since 2016, european allies and canada have added 130 billion to their defence budgets. This is unprecedented. It is making nato stronger. Nato remains the only platform where north america and europe discuss, decide and take actions together every day to protect almost a billion people so whatever our differences, we will continue around our core task, to defend one another. All for one and one for all. The 29 leaders are meeting now. It is expected to be a three hour session where they talk for just a few minutes each. We are told four minutes each is what they get. After the nato general secretary, they we re the nato general secretary, they were welcomed by borisjohnson. He is host of the summit and he described nato as a great shield of solidarity. 70 years on, we are rock solid in our commitments to nato and to the giant shield of solidarity that now protects 29 countries and nearly a billion people. The fact that we live in peace today demonstrates the power of the simple proposition at the heart of this alliance. That for as long as we stand together, no one can hope to defeat us and therefore no one will start a war. This essential principle is enshrined in article 5 of the north atlantic treaty. That if anyone of us is attacked, all of us will go to their defence. If nato has a motto, it is asjens says, sense, one for all and all for one. And this doctrine of coming to one anothers aid incarnated by nato provides the single most important explanation for why the british people and hundreds of millions of our friends live in peace and freedom today. Everything our peoples hold dear. From liberty and democracy, to theirjobs, homes, schools and hospitals would not be secure and could not flourish without the peace that nato is designed to guarantee. But history shows that peace cannot be taken for granted. And even as we celebrate this anniversary, we must ensure that our deeds match our words. And the atrocity in london last friday shows why we must Work Together to combat terrorism and the vital importance of natos missions to counter this threat. Borisjohnson Boris Johnson trying borisjohnson trying to highlight the unity of nato. There is no disguising the real divisions, over turkey pot intervention in Northern Syria in particular, over president macron talking about nato being strategically brain dead. When he arrived here, not rowing back on those remarks at all, even though President Trump has criticised him for that. As an trump is talked about Member States being delinquents because they are not spending enough on defence, they are not spending 2 on gdp on defence as he once President Trump talked about. At a Buckingham Palace reception last night the canadian Prime MinisterJustin Trudeau, the french president Emmanuel Macron and borisjohnson were caught on camera seemingly gossiping and laughing about President Trump. They appear to be talking about his impromptu press conference, as they discussed why the french president was late. Some un element and diplomatic moments caught on camera. We can talk now to jamie shea, a former nato official whos with the Chatham House International Security department. Thank you for being with us, an interesting insight where we saw Justin Trudeau and others apparently laughing about President Trump at most there real divisions within this alliance in the 70th year of its existence. I think first and foremost, when you have these nato leaders meetings, you have leaders coming together to talk about any subject under the sun and many of those topics, particular yesterday, before the actual nato meeting began, were not directly connected with nato. Things like whether President Trump is going to impose ta riffs President Trump is going to impose tariffs on french wine and cheese, what to do about the foreign fighters in syria which is not a nato operation. You have to distinguish between the nature of releva nt staff a nd distinguish between the nature of relevant staff and the non nato side. On nato itself, i did not think it was a bad day yesterday, President Trump was much more forthright in supporting nato then he is ben, he seemed to be seen in a more positive like the efforts that European Allied are spending on defence. The glass is half full rather than half empty, if you like. He was supported of some of the new things that nato is doing, like declaring the main of operations or looking at a strategy on china. If you look at the nato relevant things, i think the picture is a little bit more positive than some of the media reporting would suggest. But, and it is a big bat, Emmanuel Macron from france and nato is strategically brain dead. Saying that it needs to be thinking and talking more about where it is going 70 years after it was founded and repeating today that he is glad he said that because it has stimulated a debate, even though donald trump does not like it. I think when president macron made those remarks ina president macron made those remarks in a recent interview, he provoked not only President Trump but virtually every other political leader in the alliance to come up with a very strong statement of support for nato. In many cases, he did natos Public Relationsjob support for nato. In many cases, he did natos Public Relations job for it. Secondly, having studied very closely what president macron has said, he is making a plea for more multilateralism, more Political Leadership in europe, more European Defence assets stops to some degree, nato is not the right address for those type of appeals. They go also to the european union. You cannot lay all of that out natos doll. The final thing here is that president macron are saying that i know my yea rs of macron are saying that i know my years of a nato official, there were 38 of those is, the french never argued for, which is to make nato more the Political Alliance where these big strategic topics would actually be discussed across the atla ntic actually be discussed across the atlantic and therefore if one of the results of president macrons per share is that nato does expand its political pre med, at the end of the day that might turn out to be a positive development for nato. Isnt one of the real problems that we have got turkey here, a member of nato, launching its unilateral sense of enter Northern Syria, demanding that other nato countries condemn the kurds, who turkey is fighting as carrots, that president macron and others are saying these cats were people we were Standing Shoulder to shoulder with, we are not going to denounce them as terrorists. These kurds. It is better to have them inside the family talking than outside the family and going off on a different direction. Especially when you think of techie buzz mugging bodies and stabilising the middle east and fighting terrorism. When you think of turkeys influence. At least find a way forward on that. I think at least find a way forward on that. Ithinka at least find a way forward on that. I think a final point here is an out of the situation has arisen frankly because over the last couple of yea rs, because over the last couple of years, since russia annexed crimea in 2014, nato has been focusing on Eastern Europe on the eastern flank, andi Eastern Europe on the eastern flank, and i think the tax with all other problems in the south about neglected. I think part of this also with the long term nato is going to bea with the long term nato is going to be a bit of balance between the king of allies and looking after the interest of allies such of turkey who face a different set of issues across the mediterranean and in the south. It could produce some controversy in the short run but in the long run it is pointing nato in a new Strategic Direction that it has to move on. Lets talk about that. You work for nato, some people are saying that 70 years on, what is really the core purpose of nato now . It was founded in 1949 to stand up to the soviet bloc, to stand up to stalin. Now to discuss a much more confused, some would say, roll, and more complex role in the world. Taking on things like cyber warfare, terrorism, chinas rising military power and it is becoming a bigger, more disparate organisation. It is gone from 12 members originated 29. Some say it is too big. I would not agree. Not because i was a nato official but i think there is no evidence that a beggar nato has been less able to take hard decisions than a smaller nato began nato. An expanded nato has intervened in afghanistan and libya, come collective defence. I do not like this idea because you have more Members Around the table you are going to have a less solidarity, it means to say that the members have to share the core values and be prepared to act together. The second thing, i think the question is legitimate, if we live ina more question is legitimate, if we live in a more complex world, nato has to do the traditional defence task of collective defence, with russia posing challenges once again. As ive said it allah, it has to look after the interest of those allies, i said it earlier. Hybrid warfare in the form of cyber attacks, and attem pts in the form of cyber attacks, and atte m pts to in the form of cyber attacks, and attempts to define democracy at home. A more challenging time but you have to ask yourself if nato we re you have to ask yourself if nato were not here to do this task, who else would do it . If they did not exist, we would soon have to recreate it. Jamie, good to talk to you. From a nato official. Thank you for your time. We were talking about what mr mcconnell had said about nato being brain dead president macron. On his way into the summit, the french president , Emmanuel Macron, said he did not regret raising difficult issues about the alliances future. Translation i stand by my comment. Yes, absolutely. In fact it allowed us to raise some crucial debates. Those included how to create a durable peace in europe. Clarifying who was the enemy and how to act collectively against International Terrorism in particular. So i think it was our responsibility to erase ambiguities that could be harmful and to tackle a real strategic debate. It has started, it will continue and i am satisfied. Present macron on his way into the summit. In a moment well talk to our correspondent in berlin, but first lets go to our correspondent in paris, lucy williamson, to talk about the french president s latest comments. He really does like to be quite provocative at these events and to sort the cat among the pigeons. Yes, he does. He has reaffirmed that statement he made about nato being brain dead a couple of times now and hes made it clear that he thought it was intended as a wake up call on two counts, really. 0ne it was intended as a wake up call on two counts, really. One is the need for a big strategic dialogue, to get on board with the same kind of Strategic Vision and nato. France was upset by the turkish action in Northern Syria. You cannot preach solidarity on the one hand and on the other hand, present your allies with a fatah, said the president. We need to work out who the enemy is. He was also concerned about waning us commitment to that core value that if one member of the alliance is attacked, other members come to its defence and he wanted to sort of highlight, i its defence and he wanted to sort of highlight, i think, its defence and he wanted to sort of highlight, ithink, some its defence and he wanted to sort of highlight, i think, some of the concerns around that. Having said that, mr mcconnell is a fan of nato, afan of that, mr mcconnell is a fan of nato, a fan of multilateralism, when it comes to frances and defence capabilities, its defence spending has been rising. President macron is a fan of nato. He really wa nts macron is a fan of nato. He really wants europe to be a very strong component of nato, having said that, he also wants europe to be strong without the us protective umbrella. He would like the eu to have more responsibility, more capability for its own defence, particularly in areas close to europe. I think that is why some of his partners are perhaps concerned that if there is a rift between europe and america, mr macrons position is slightly adding to it. Lucy, thank you very much. Let us get the german perspective. Damian, one gets the impression that the german chancellor gets a bit fed up with president macron being so provocative. I think there is one quite a tribute to her that she said he smashes the china and she has to put it together again. That is right, that is one newspaper report. Im not sure if we had confirmation if she said that not. What she has said that she did not agree with mr macrons wedding in that brain dead, to nine tv. She said the choice of wording was unnecessary, it was not her view, thatis unnecessary, it was not her view, that is quite a robust battle by her. What she agrees with is his essential view of what nature is full. She believes in multilateral world, she has given quite a spirited defence of nato in germanys palin and terry recently where she said without nato, europe would not be able to defend itself. Nature is essential to the existence of germany. She has also called and agreed with donald trump a on more defence spending. She has had her government will aim to fulfil that 296 government will aim to fulfil that 2 of gdp on defence spending commitment that nato demands by the early 20 30s, defence spending in germany has been creeping up over the past four years. It is about 1. 38 . The problem is that as a hard sell for german voters. There have been above catastrophic mistakes with defence spending here over the la st with defence spending here over the last four years, german voters of this is the military defence is a waste of money because money has been wasted here frankly. Theres a big debate about whether there should be more efficiency, more joined up thinking between different eu countries on defence. Nato is not uncontroversial in germany to put it mildly. What is the case is that the political mainstream and germanys government does standby nato and has said that it will increase defence spending and that is really going along with what donald trump once. That is something that Angela Merkel will be able to say to donald trump later today, defence spending is on the rise and germany does standby nato. Damien, thank you very much. Well, todays summit, it began with afamily well, todays summit, it began with a family photograph, but like any family there have been some squabbles and we have been talking about some of those in the last three minutes. The talking continues. They are into their three hour session now. That will end just before lunch all around lunchtime. This afternoon, there will be is c0 nve rses this afternoon, there will be is converses from the british by mr, mr borisjohnson. The nato general secretary talking about the findings and thejoy secretary talking about the findings and the joy declaration that they nato leaders are going to come up with and then we will also hear from President Trump in the middle of the afternoon. That should be interesting, especially if any reaction to the comments that seem to be about him from Justin Trudeau, mr macron and Boris Johnson to be about him from Justin Trudeau, mr macron and borisjohnson at Buckingham Palace. That will be interesting to see if he reacts to that at all. That is the latest from her in hertfordshire where the nato summit is under way. Back to joanna in summit is under way. Back tojoanna in the studio. Thank you very much. The headlines on bbc news as World Leaders stand together in london, borisjohnson says britains commitment to nato remains rock solid but urges unity amid concerns of divisions. Facing impeachment proceedings back home the Panel Investigating President Trump says evidence against him is overwhelming. Research reveals a slight rise in Carbon Emissions, despite a fall in the use of coal. Two goals from gabrieljesus keeps Manchester Citys hopes of retaining their title alive as they beat burnley 4 1. Rugby player israel folau has reached a settlement with Rugby Australia over his sacking for writing anti gay posts on social media. And the american skiier Gus Kenworthy has switched allegiance and will compete for Great Britain ahead of the 2022 winter olympics. Ill be back with more on those stories later. We are hearing that a grenade was thrown at a police car in belfast. It has been described as an attempt to kill officers. The attack happened just off the rate at 2am. A police car was on a routine patrol when i was struck by a no object before a loud bang was heard. No injuries reported that the remnants of the suspected grenade have been recovered and ta ken of the suspected grenade have been recovered and taken away for forensic testing and further searches are being conducted this morning to ensure there are no other devices presents which could endanger members of the public stop a spokesperson for the force as this was undoubtedly an attempt to kill or injure police officers. A Study Suggests Global Carbon dioxide emissions have risen slightly this year, despite a drop in the use of coal. The report, issued at the Climate Change conference in madrid, says the overall rise in Carbon Dioxide levels will be 0. 6 this year, down from 2. 1 in 2018. But experts are warning that the drop in coal is offset by the strong growth in natural gas and oil consumption. Lets get more on this, then. 0ur environment correspondent matt mcgrath is at the conference in madrid and joins us live. What impact than will figures like this have on the nature of the discussions . Thanks, joanna. A lot of complex factors that go into the Global Climate estimations of emissions every year, whether it is a warm winter or a cold winter, that influences how much coal and gas is band. The number of cars that people buy all around the world, that all influences the global emissions of Carbon Dioxide. The figures vary from year to year, to try make of them i am joined by a doctorfrom them i am joined by a doctorfrom the institute of Imperial College in london. Thank you forjoining us. Is there something we should be consider but on a year to year basis, up one year, down another, what is the trend her . The trend is still really worrying and that is that the emissions are still not going down. Every Year Emissions are still slightly creeping up, every tonne of c02 that we put on the atmosphere, we add to warming, and we add to the extreme events, the flooding, the heatwaves that people expensing around the world. One of the things that is in the report this is the sense that cole has declined use white substantially, despite the efforts of President Trump, it is down by 10 and europe as well. 0il trump, it is down by 10 and europe as well. Oil and natural gas are replacing it. Is natural gas a good replacement . Natural gas is only a replacement . Natural gas is only a replacement in the sense it emits a slight bit less as Carbon Dioxide for the energy that it produces. In the end, because every tonne of c02 continues to contribute towards warming, we need to get to zero emissions. Even gas is a temporary plaster on this problem and we really need to phase out all the missions and all fossil fuels. The countries came to this convention in paris in 2015, signed up to do great things, making Renewable Energy more successful. How is that going versus what we see from the figures today . We see Renewable Energies are definitely picking up but they are not picking up nearly as fast as necessary to really offset or two really change the dynamics of the fossil fuel sector and fossil fuel emissions are still going up will stop where coal has declined, natural gas is taken over and that is really worrying. Are there things that people can do themselves . I know it sounds remote from peoples lives, there are questions about car ownership, things that people can decide that i have an impact in what goes into the atmosphere. There are the things that you as an individual can do. 0ne that you as an individual can do. One of them and speak to the power and talk to your policymakers, say that you care about it. Simply in your day to day life, you can limit the amount of energy you use, you can leave the car at home, take the back. You can change your diet to low carbon ways. You can decide to ta ke low carbon ways. You can decide to take the train instead of the aeroplane. There are so many other ways. At the Grantham Institute, we have nine ways that individuals can actually, we have a list of nine things that individuals can do to change. Is there an optimism head that we are slightly turning the oil tanker away . Are we making that change even though the emissions have gone up slightly . change even though the emissions have gone up slightly . I think we should not be overexcited with what we see right now. There are few countries where things are going in the right direction and some other countries where the destination has been set but the data at this years really shows that the Steering Wheel has not been turned yet and the world is not yet heading in the right direction. Thank you, doctor. That influences what will go on here over the next three weeks in these negotiations. Thank you very much, matt. A number of Extinction Rebellion activists dressed as bees have targeted the lib dem battle bus in south london. 0ur political correspodnent nick eardley is in south london. What happened . Good morning. We have got used to the Campaign Messages and sometimes it is when things case slightly of peace that they attract our attention. That is what happened an hour ago. The lib dems bus has been cleaned up but just hour ago. The lib dems bus has been cleaned up butjust as it was arriving in south london, about half arriving in south london, about half a dozen activists from Extinction Rebellion turned up, one of them glued themselves to the front of the past. They were wanting to talk about the lib dems policies on the climate and urging Political Parties to go further in ensuring net zero Carbon Emissions. There was a bit of an altercation where activists were discussing their plans with the Extinction Rebellion protesters and thenjo swinson Extinction Rebellion protesters and then jo swinson came Extinction Rebellion protesters and thenjo swinson came out and have a chat with them. Have a listen. Political parties have never, ever met any of their targets, they are not doing it now, and why should we believe that you are going to do it in the future . This isjust not ambitious enough we need to go beyond what is politically possible in order to actually give the children in this youth centre and actual future. And i absolutely agree that this is about the future of the next generation. And when i went to Extinction Rebellion and took part in that myself, earlier this year, i took my five year old along with me and we sat down and we had that conversation. Taking part means committing to the three demands Extinction Rebellion has. If you dont commit to those three demands, you didnt take part you visited. Are you going to sign the three demands bill . I want us to get to net as quickly as possible, i want us to take carbon out of our society and our economy as quickly as possible. Jo swinson that talking to those Extinction Rebellion activists. The quy Extinction Rebellion activists. The guy he was glued to the bus has been arrested. Im not sure if you can see the registration plate, its an election bus and some led them activists were pointing up maybe that was not the best thing to target although the processing where hairs were saying it was not about the bus, it was about policies. They are going to look at all parties over the next three days so i think security is going to be tightened. Thank you very much. More than 100 firefighters have been tackling a major blaze at a hotel in west london. Dozens of guests and staff were evacuated from the travelodge in brentford after a fire started in the early hours of this morning. 0ur correspodnent Russell Fuller is there for us. The fire broke out at around three oclock this morning. The latest is it is now under control, as you can see the members of the fire brigade still on site, damping down a few remaining pockets of fire and trying to recover some of the possessions. There was a huge presence earlier in the day in the early hours of the morning, with around 100 firefighters and those 15 fire engines. Mercifully, no injuries reported for any of the 160 guests, but it was a rude awakening for them at 3am. Here are two death guests who found them out on the high straight in the cold and dark. To guests. Just people running through the corridors, banging on the doors, shouting to get out. None of us thought it was a real fire at first until we saw people filming the side of the building out the window, which gave us an idea something was going on. How do you remember it, ben . To be honest, a lot of people probably think its not a genuine alarm and then scrambling to get your clothes on and out of the building. But, you know, looking back, we werent in any real danger where we were but it could have turned nasty, i suppose. The guests have not been allowed back into the hotel yet to try and reclaim any possessions that have survived the fire. They were two of the lucky ones in that they thought they had time to get their clothes on before leaving, a double decker red bus was provided to shelter some of the guests a little later in the night. Some actually took advantage of the local mcdonalds 100 yards down the road opening at 5am. As for the cause of the fire, we are told by the london fire brigade it started in the bin store of the nearby church. You canjust started in the bin store of the nearby church. You can just about see the burnt out then store over my shoulder. There is in a brick wall, then we have this 5 storey travel lodge. You can see the cladding on the side of the building, it is preached in places, scorch marks are visible, but the fire brigade are not commenting at this stage as to whether the cladding had any effect at all on the spread of the fire. Thank you. Now its time for a look at the weather with simon. Lots of sunshine at the moment across england and wales. We had some fog this morning but much of it has lifted and cleared away. More cloud towards the north and west. You can see this band of cloud and beneath it some rain moving through Northern Ireland and across scotland. Some rain has been quite heavy. For this afternoon it will spread south eastwards, it will be replaced by sun and showers. Some rain edging towards the finals in england, north west wales. Further south and east a bit of cloud building but largely dry with sunny spells. Temperatures up to around seven to ten. More showers tonight across scotland, this band of cloud will move into the south east. Varying amounts of cloud with some lengthy clear spells, we could see some pockets of frost into the east and south east. 0therwise temperatures generally above freezing. That area of blue will bring heavy rain across western scotla nd bring heavy rain across western scotland through thursday, strengthening whence on the north and west. Quite breezy for all on thursday but largely dry and bright. Hello this is bbc newsroom live. The headlines as talks get under way at the nato summit, borisjohnson says britains commitment to to the Alliance Remains rock solid, urging unity. Peace cannot be taken for granted and even as we celebrate this anniversary, we must ensure that our deeds match our words. He was late because he takes 40 Minutes Press conference off the top. Caught on camera at the summit canadas Prime Minister and other leaders apparently gossiping about President Trump. Facing impeachment proceedings back home the Panel Investigating President Trump says evidence against him is overwhelming. Carbon dioxide emissions have risen slightly this year despite a drop in the use of coal. And coming up, your questions answered, with the leader of the green party, jonathan ba rtley. Thats just after 11. 30am. Thats in around five minutes or so. Sport now and time for a full round up from the bbc sport centre. Good morning. Manchester city have kept their slim chances of retaining the premier league alive with a 4 1 victory over burnley. They have closed the gap on leaders liverpool to eight points. Adam wild was watching the action. If Manchester City are feeling the heat, a lancashire night in december is perhaps an unfamiliar place to do so. But for pep guardiolas side, these are unfamiliar moments. Much has been made of their recent dropped points but here was gabrieljesus with a reminder of just how brilliant the champions can be. This, their opening goal in a first half where it like it could have been the first of many. Another, only a matter of time. It came in the second half with perfect precision, viajesus once more. Burnley for their part, struggling to get close to city. There was little they could do to stop this effort from rodri. A third goal, three points secure, riyad mahrezs fourth, like city, came almost without a challenge. That was until robbie brady found a goalfrom nowhere. It made little difference. If city were feeling the heat, this was the perfect response. Adam wild, bbc news. It wasnt all easy going for city though. When they arrived at turf moore they had no working lights in their dressing rooms, because of an electrical fault. But, with the help of lights from the host broadcasters, and their phone torches they were able to have a pre match party. Crystal palace also won. There are six other games today in the premier league, including the Merseyside Derby at anfield. And Manchester United host tottenham where itll bejose mourinhos first return to old trafford since he was sacked last december. However, he says he has no ill feelings towards the club. Manchester united for me now is in my, is in my book of experiences, its in my history, history book. A bit like mr mandela was saying some time, you never lose, you win or you learn. And at united i won and i learnt. Rugby australia and their former player israel folau have come to a settlement in his case for unfair dismissal. Folau, whos a christian, started legal action after his International Contract was torn up in may for posting comments on social media that said hell awaits drunks, homosexuals, adulterers. Rugby australia apologised to his family in a statement while folau said he does not condone discrimination on grounds of sexuality the details of the settlement remain private. The 2014 olympic silver medallist Gus Kenworthy has announced hes switching his allegiance from the usa to compete for Great Britain ahead of the 2022 winter olympics. Kenworthy, who was born in britain, has denied claims hes only switching now because he might not make the American Team in three years time. The chelmsford born skier will continue to be based in the us and says he has no doubt in his mind that he could still represent america but doesnt want to fight his us friends for a spot. This is definitely going to be a much smoother approach for me, the qualifying process for the us is right up at the end before the games and its very stressful, and for me i compete in multiple disciplines and im one of the only guys really that competes in halfway and slow style. I would be at all those selection events, completing twice as much as everyone else, wrecking my as much as everyone else, wrecking d as much as everyone else, wrecking ing as much as everyone else, wrecking to as much as everyone else, wrecking et as much as everyone else, wrecking my body trying to get those spots, and here for gb i wont have to do that. Thats all the sport for now. Ill have more for you in the next hour. And now its time for the latest in our series of your questions answered in which we put leading figures from Political Parties on the spot. With me to answer your questions is the co leader of the green party, jonathan ba rtley. We have plenty of questions to put to you. Mike the uk is responsible for producing less than 1 of the greenhouse gasses, how will the greens spending £100 billion a year to make the uk Carbon Neutral make any put to you. Difference to the world . Lets recognise with his six biggest economy in the world and if we can show leadership and show it works we can demonstrate to other countries that they can follow. Secondly, about making the decisions come the right decisions, if we expand airports to trigger an arms race around the world with other people expanding their airports. So what we do here is not in isolation. We are a major player with talks going on, at the moment in madrid, we have a seat at the table and we can put our case far more strongly if we show we are making the strides forward. You talk about airport expansion, without it does that not constrain our economy . No. We are advocating 100 billion a year in investment in our Green New Deal and that will create 3 million good jobs. It is about asking who the economy is for, not blindly following gdp growth but recognising that some sectors of the economy need more investment than others and it is putting the money into the right thing is not the wrong ones. Hazel you say you would work with labour on green issues, the conservatives have promised to resurrect abandoned rail lines to provide trains for better transport links would the Green Party Work with them to take this forward . We will always work where there is Common Ground with any party for the good of the country. We are making a very decisive change from all the other parties and saying we wouldnt do hs2, and that is £80 billion, a colossal amount of money, almost a year of a Green New Deal, and we put that into opening new lines but also electrifying existing lines, putting east to west, not just electrifying existing lines, putting east to west, notjust north south as hs2 would do. And that is very environmentally destructive project, hs2, destroying ancient woodlands, concreting over large areas of the woodland, and wouldnt be Carbon Neutral for ages. Everett from bideford would the greens fund the defence of britain to a level that guarantees our place in nato . Current funding from britain is 2. 1 . We are saying we were but we wa nt to 2. 1 . We are saying we were but we want to re purpose the defence. We need to move it into the 21st century, recognise the real threats. When former defence secretaries are saying we should not renew trident, generals say the same thing, we would make different choices, we would make different choices, we would not renew trident, a major difference with the other parties, and we would re purpose that money more effectively. Could you give us some examples . At the moment the nato summit is going on . We want to work on resilience and Emergency Planning and services we know already the planet has heated, there are extreme weather events, we need to look at defences and our military as engaging and helping those communities around the world who are going to be facing disaster. And being an active force for peace making. Len from cockermouth what are the green partys plans for the uks Nuclear Deterrent submarine fleet . I think ivejust. Yes, you wouldnt support that. You want it scrapped. Amit how will the green party ensure that people buying low carbon emission cars get Tax Advantages to incentivise environment conscious citizens . We are investing in the network of charging points, for example at motorway services, but weve also been clear this is a bridging technology, we cant just been clear this is a bridging technology, we cantjust replace all gas guzzlers with electric cars, we will still get all the congestion. We will still get the particulate pollution that kills people. From tires, from the brakes, thatis people. From tires, from the brakes, that is really dangerous. We have to think in new ways, so big public transport revolution, so people can get out of their cars, putting on new routes to communities that dont have services, additional bus services, slashing fares. And also the sharing economy, we look at what has happened with isabella and others over the last five years, people recognise that even an electric car sitting by the side of the road, it takes one to 12 tonnes of carbon to produce. Its not a very efficient way of living, not an effective way of tackling the car met emergency. Soap making the sharing economy easier for people. So to make it clear, in terms of getting people to switch to low carbon cars, would you have incentives and grants . Absolutely, alongside scrappage schemes. When ca rs alongside scrappage schemes. When cars come the end of their life we wa nt to cars come the end of their life we want to put a course. I would love to be able to afford electric car but i cant on my salary. I am one of the people who would benefit from it. But its about saying this is not just a it. But its about saying this is notjust a silver bullet, just making lots of electric cars available, we need to think differently about transport, make it different, more effective so people can make the choices they need to make. David from cambridge if a consequence of brexit worldwide trade deals result in more goods travelling greater distances will this not result in even more Carbon Emissions . Yes, we want to remain in the eu. This is the Biggest Issue for us, the climate emergency, but a central pa rt the climate emergency, but a central part of being effectively tackling thatis part of being effectively tackling that is to remain in the eu. To work with our partners as we are seeing right now with a summit going on. We need to work closely with other countries also committed to the paris agreement, but also recognising amongst that that we need to buy more self sufficient as a country. We need to reform agriculture, and fighting hard in the eu to do that. Amarfrom watford how can i vote for the green party if there is no candidate on the ballot paper . Why didnt the green party put up more candidates . You are putting up 498. Thats more than we did in 2017. We are working with other parties that want to remain in the eu. We feel the most effective way and a broken little system of getting more green mps in westminster and at the end of the day the people who vote green want to see more green mps in the house of commons, taking us down the right path, so that is why weve done that arrangement in some seats and a very small number, 50 seats, to set aside and another ten seats where others parties have stepped aside for us. Even so, is it still effectively fought the majority of people who will vote green, a protest vote, because we when we look at what happened at the last election 1 million votes were cast for the green party and that resulted in one mp . Every single vote for the green party ta kes mp . Every single vote for the green party takes us one step down that path towards tackling the climate emergency. We have seen the green party absolutely transform the agenda of british politics, whether it is the time it emergency or air pollution. Talking about issues that we re pollution. Talking about issues that were not fashionable for other people. Now every other party is falling over themselves to move into our territory. Now every time we get a green vote its another vote the parties have to come and get back from us, they have to change their policies, they have to transform what they stand for. We are setting the agenda in this election. A green vote right now is the most powerful vote right now is the most powerful vote you can cast. Suami is there a green Party Strategy to tax pollution so those who pollute more can be charged for it and encouraged to find greener alternatives . Yes, we want to introduce a carbon tax, we have been clear on that. But also re purpose that money that comes from it to support people who are the poorest who need to help, so we dont want to penalise those at the sharp end. But we have to face up the sharp end. But we have to face up to the fact that when we pollute there is a cost for everyone, it isnt just there is a cost for everyone, it isntjust an there is a cost for everyone, it isnt just an individual cost, there is a cost for everyone, it isntjust an individual cost, it is a cost affecting everyone in the country on the whole planet. The uks population of atlantic grey seals has reached record levels increasing from a few hundred last century to more than 120,000 today. John maguire reports. Its seal pup season and here on the farne islands, around two miles off the northumberland coast, everywhere you look there are grey seals with pups in their thousands. These two young pups here still with their white baby fur are only a few days old. You can still see the umbilical cord just on the front of them. Amazing. Theyll be some of the pups that are born this season, perhaps as many as 2,700. Thats how many were born last year a record year for the islands. Its a frantic time for the seals as this is mating season, which means potential partners seeing off rivals. The islands are now closed to the public until the spring, but the rangers who look after this Conservation Area are flat out counting and marking the pups and theyve noticed the population is increasing. Weve seen this over the past ten years or so, the likelihood is this is the result of a lack of predators, abundant food as well, because the seals will eat pretty much anything in the sea, lots of different fish species. Despite this they are increasing. But there is a mortality rate of 50 of the pups. Only half of them will actually survive their first year. The fame islands are also renowned for their sea bird colonies. So what about a birds eye view of the grey seals to help the rangers conduct their account using state of the art surveying technology . Its assisting the rangers by doing a lot more islands in one day. So i can cover a lot more space in the time it takes them to do a foot count. Itll never replace the foot count, because my photography has given me numbers to give them, but not the different ages or the mortality rate of the seals. The pups spend just the first three weeks of their life with their mother, fattening themselves up. Eating just this rich, fatty milk, which is more than 50 fat. And that once the mother leaves thats it fending for themselves, learn to fish, learn to swim, learn how to be a seal, essentially. And these swimming lessons are vital. These days they have no natural predators, but there are threats to them from ocean plastics, debris, and the hostile north sea environment. But safe havens such as these and protected status are helping seals notjust to survive, but to thrive. Although clearly some days are better than others. There has been no progress made to increase Ethnic Diversity amongst top executives at the uks top firms thats the damning assessment from a new report out today. In fact, ethnic minority representation has fallen over the past year, and 47 Companies Still have all white staff at board and executive director level. Trevor phillips is the former chairman of the equality and Human Rights Commission and chairman of green park recruitment consultancy which wrote todays report. According to this report, across all ftse100 companies there are only four chief executives who are black asian and minority ethnic and only bame people working in any top leadership role ethnic and only 10 bame people working in any top leadership role why are those numbers so what is also concerning is why are those numbers so low . Weve made certain progress in relation to gender, women are at least cracking the glass ceiling, not through it but cracking it. Whereas minorities seem to be glued to the floor. We think there are a number of reasons for that, the principal one of course is thatjust as it was for women ten years ago, i think chairs and chief executives did not really imagine when they thought about who their next hire was going to be that it would be a woman shaped, and i think though they have changed that a bit, even though women are still at the foot of the table as nonexecutive directors, they still havent got their heads around the idea that their heads around the idea that their next hiring could also be a person of colour. And in fact even though the knobs of women have increased, one of the striking things is the proportion of women of colour has reduced. Amongst all women, a year ago, the proportion of women, a year ago, the proportion of women of colour was 11. 7 , now it is 9. 796. Women of colour was 11. 7 , now it is 9. 7 . Boardrooms have to start thinking that they can have people of colour in the boardroom who arent there at 5am with a vacuum cleaner. The there is also the non pace of change over the past six yea rs. Over the past six years the proportion of bame executives amongst the top three leadership tiers of ftse100 companies has not improved. So we arent seeing the progress despite the fact that youve been highlighting this for years. Business leaders have not got a sense of urgency over this. There is one piece of research that has come out of the us which i think they should Pay Attention to, failures in this area were assessed by a big american consultancy over 2017 and 2018, and what they show is that after every big issue like somebody has done something wrong in a shop, the company has put out an advertisement which somehow degraded people of colour, theyve shown that on average Companies Lose 7 of their market capitalisation after such a blunder. Now, the Smallest Company in the ftse100, 7 of their market capitalisation is 250 million, the largest, shell, if they make that sort of blunder its an £11 billion mistake. What we says Companies Need a sense of urgency about this and think about it in the same way as if you are an Energy Company and had an oil spill or if you were a finance company and had a data breach. This is a big risk for companies and they need to get a sense of urgency about it. So it really needs to be a root and Branch Cultural change at many of these ftse100 companies. Im ben brown in hertfordshire, where World Leaders have begun talks at natos 70th anniversary summit. The Prime Minister says britains commitment to nato remains rock solid and urges unity amid concerns of divisions. Peace cannot be taken for granted and even as we celebrate this anniversary, we must ensure that our deeds match our words. Caught on camera at the summit canadas Prime Minister and other leaders apparently gossiping and laughing about President Trump. The other main stories at 12 facing impeachment proceedings back home the Panel Investigating President Trump says evidence against him is overwhelming. Carbon dioxide emissions have risen slightly this year, despite a drop in the use of coal. And coming up, a wildlife Success Story the uks population of atlantic grey seals hits 120,000, from just a few hundred last century. Good afternoon and welcome to hertfordshire where the 29 leaders of the Nato Alliance are meeting at this luxury hotel, set amid 300 acres of grounds and well away from any protestors. Its the 70th anniversary of the alliance, founded after the second world war, but there are more recriminations than birthday celebrations, with bitter arguments over how much Member States spend on defence, over turkey s intervention in syria and over the french president s remarks that nato has become braindead. Donald trump has said that claim is disrespectful and insulting. Well, the leaders are talking now in a three hour session opened by the nato secretary general and the Prime Minister, whos hosting the event. Boris johnson welcomed his fellow leaders and reminded them of the alliances principle of one for all, and all for one. That if any one of us is attacked, all of us will go to their defence. If nato has a motto, it is asjens says, one for all and all for one. Borisjohnson talking about Boris Johnson talking about the importance of nato, trying to stress unity and solidarity. President mcconnell on his way into the meeting president macron. As a yesterday President Trump said the comments were dangerous and insulting. An indication of some of the splits that the are between the 29 countries at the moment. Perhaps they were revealed as well last night. Perhaps a rather undiplomatic conference. We can talk now to fabrice pothier, former director of policy planning at nato. Hejoins us from santander in spain. Thank you for being with us. There isa thank you for being with us. There is a lot of talk about Division Within the alliance in this, its 70th year. Does that concern you . I think it cannot get worse. Usually nature you have one member state who is being difficult. This time you have three of the biggest members of the alliance who are at loggerheads against each other and also against institution. Donald trump on one hand, who is saying that nato is obsolete and is not standing enough, you have Emmanuel Macron who called for the brain of nato, and then you have erdogan he is having pretty defensive planning on the eastern flank. Ido planning on the eastern flank. I do not think it could get worse than that. Is turkey of particular concern . Turkey is asking nato states to condemn the kurds that it is fighting as terrace, president macron says actually these cats are the people who helped fight islamic state, he stood shoulder to shoulder with western countries among these kurds are the people. Turkey raises the fundamental question, whether they come to the rescue and support Turkish Operation in North Eastern syria . Support Turkish Operation in North Eastern syria . And support Turkish Operation in North Eastern syria . And what is terrorism . Is North Eastern syria . And what is terrorism . Is it North Eastern syria . And what is terrorism . Is it going after isis or is it going after kurdish groups that actually the partners on the ground of some of the other nato members like france and United States . Members like france and United States . I think it raises the and i am not sure that they need us today during that three hour session will be able to sort out. Nato, it has been around for 70 yea rs, nato, it has been around for 70 years, it was founded in 1949, a delhi market was against the soviet bloc, against stalin, it is more complicated, facing threats like cyber warfare, talking about events in space as well and the chinese, the rising military prowess there. Do you think it will be around and another 70 years . I think it depends very much on what leaders want. I said when i was at nato, when there isa said when i was at nato, when there is a political world as a way for nato. It has been shown to be adaptable. I took on a mission in afghanistan that it was not cared for and has been staying there for close to 20 years. I think the nato institution as fine as long as the leaders around the table agree that they want to invest the political capital, but also the Financial Resources and the armed forces to make it real. It is not the institution that is the problem, it is with the leaders and especially today with the three leaders who clearly have issues. It is becoming bigger, we are saying the family fight out there. 29 metres at the moment, about to become 30 with north macedonia. The family photo. It started off with 12 members. Has it become too big in some ways, do you think . I do not buy this argument. Some like to put it as buy this argument. Some like to put itasa buy this argument. Some like to put it as a way not to enlarge nato. I looked at which other countries that are blocking nato decisions in the past 15 years, and the countries blocking decisions are not the new numbers. They are the old traditional and often the largest members like france, turkey but also the United States. I do not think these small or new members are really the problem. I think it is much more with the historic members who are not directly about what they wa nt who are not directly about what they want out of nato. Let me ask you about money. That is one of President Trumps main concerns. Nato Member States are not pulling their weight, freeloading, they are not contributing enough of their spending power on defence. Things have improved quite dramatically since Vladimir Putin decided to invade ukraine and tried to ta ke decided to invade ukraine and tried to take over with some pretty loud tweets, putting extra pressure on europe allies. I think the difference is pretty good sense and the years and i think we are in the positive. The question is whether europeans can spend better . Can they come together and incorporate more so they can get more value out of what is essentially vague fragments of different spending across europe. I think that is a question that macron was rising, that he needs to raise are not just macron was rising, that he needs to raise are notjust outside nato by trying to be another nato, but also inside nato. The breeze, thank you very much indeed. Fabrice. Fabrice pothier, former director of policy planning at nato. The us first lady has begun a visit to the Salvation Army in east london. There will be some decoration after the talks, papering over the divisions that weve been talking about and we are expecting a News Conference amongst others from Boris Johnson and also from donald trump this afternoon. We will bring those to you live here on bbc news. From hertfordshire now, back to the studio and to joanna. Thank you very much, ben. Liberal democrats leaderjo swinson is in streatham campaiging and meeting youth workers and school children. As the party leader arrived, she was confronted by Extinction Rebellion activists about the partys policies. One of the protesters also glued their hand to the front of the lib dems bus. Political parties have never, ever met any of their targets, they are not doing it now, and why should we believe that you are going to do it in the future . This isjust not ambitious enough we need to go beyond what is politically possible in order to actually give the children in this youth centre an actual future. I want us to get to net zero as quickly as possible, i want us to take carbon out of our society and our economy as quickly as possible. The campaign bus is an electric vehicle, it has been pointed out. Shadow chancellorJohn Mcdonnell is in birmingham making highlighting the scale of inequality in the uk. Mr mcdonnell says the party wants to reduce the cost of living for the majority and eradicate poverty. The shadow chancellor has accused the conservatives of creating a cost of living crisis. These are some empty pictures. There he is the latest count, 135,000 children who will be without a home this christmas, so living in temporary accommodation. Some of you may have seen the reports a few months ago of families living in containers. And yet at the same time, this is what i suppose shocks us all is that the same day, an analysis by the Equality Trust showed the uks six richest people controlling as much wealth as the poorest 13 million in our country. Itjust goes on to show just how unjust and how unequal our society is. Its three weeks to christmas, many will be celebrating the birth ofjesus and yet children are going hungry and homeless in the fifth largest economy in the world. And itjust all begs the question, doesnt it, really, to us all, are we really living up to the values of christianity or any of the other religions or beliefs for that matter, that we hold dear . Chris mason is in birmingham and joins us now. What is the key message today . Good afternoon from the east midlands. There is a focus on the midlands. There is a focus on the midlands today from the biggest figures within the labour party, John Mcdonnell giving that speech in the last hour or so. Jeremy corbyn is expected here shortly for a poster launch. As you say, the real focus for them to do is on the cost of living and what they see as a cost of living crisis since the conservatives went into government in 2010. Just to unpick some of the details in his speech this morning, he talked about scrapping universal credit, that i did to package together a series of benefits under one umbrella has been widely criticised as leaving people in dire financial straits as they transition onto the benefit. Labour are committed to scrapping it. Mr mcdonnell talked about package of fixes immediately after it was scrapped but there is not a detail on what the long term placement will be. There is talk of a real living wage is £10 an hour straightaway, which they say would be a significant pay rise for up to seven and a half million people. The focus, if you like, the slogan today is talking about what they see as rip off britain under the coalition and then under the conservatives since 2015. Their argument is that they would do something to address it. Interestingly as well, theres a real focus on the personalities here. John mcdonnell has talking about his best friend Jeremy Corbyn, saying that throughout his life, mr cohen has taken a stand, then denounce, proven right mr corbin. People saying he will be annihilated in the 2017 general election, the message from mr mcdonnell and both of these incidents, mrJeremy Corbyn was able to prove his critics wrong. It gives you some sense of where we sit in this campaign, with opinion polls suggesting that conservatives are in the lead, the underdog is being deployed from the tee by mr macdonald. We will shall hear from Jeremy Corbyn here in the east midlands and the next half hour or so. The underdog is being deployed from mr mcdonnell. Thank you, chris. The conservatives have promised £4. 2 billion pounds of new spending on local transport if they retain power in the election. The party says the cash would be available from 2022 and would help Fund Projects outside london. Transport services outside of the capital have faced criticism, particularly in the north where fares are often higher and investment is lower in london. Labour has called the pledge pathetic while the lib dems say the conservatives simply dont get public tranpsort. In washington, the House Intelligence Committee says there is overwhelming evidence that President Trump placed personal political interests above the National Interests of the United States, by putting pressure on ukraine to investigate his rival, joe biden. Its approved a report that now goes forward to the house judicisary committee, which will consider whether formal impeachment charges should be lodged. The bbcs nada tawfik is following the story and joins us live from washington. How much is in this report . This report by the democrats essentially lays out a narrative. They say one that shows a months long effort by the president with overwhelming evidence to try to get ukraine to investigate the bidens. It is interesting because in this report, they also reveal new evidence that had not been discussed in the hours of public testimony, phone records from President Trumps personal lawyer, phone calls to not only the office of budget and management that put that hold on the assistant to ukraine, but also calls to and i dated associate of the lawyer who prosecutors who are looking into his influence when it comes to ukraine and the trump administration. It is interesting because democrats think they have a very strong case that republicans put out their own report before the democrats, essentially index completely different, saying it was a sham process, take democrats have not heard on the presents intent was the concern about ukraine corruption and this discredited allegation that ukraine interfered in the 2016 election. Theyre all goes today to the judiciary committee. They are the ones who can actually draw up those articles of impeachment. They could be hearing today from four legal scholars, three of which the democrats have called, won the republicans have called to testify. They are going to be asking them about past impeachment efforts, whether it comes to president andrew johnson, richard nixon, bill clinton, they will be asking whether President Trumps alleged misconduct rises to the level of impeachment. This is going to be a patterssen event because impeachment is a political issue, but it will be interesting to see what the legal scholars say about the justifications for impeachment. Thank you. A Study Suggests Global Carbon dioxide emissions have risen slightly this year, despite a drop in the use of coal. The report issued at the Climate Change conference in madrid, says the overall rise in Carbon Dioxide levels will be 0. 6 this year, down from 2. 1 in 2018. But experts are warning that the drop in coal is offset by the strong growth in natural gas and oil consumption. Our environment correspondent matt mcgrath is at the conference in madrid and has more and has been speaking to Climate Change scientists about the findings. Theres a lot of complex factors that go into the Global Climate estimations of emissions every year, whether its a warm winter or a cold winter that influences how much coal and gas is burned. And monsoon in india influences how much electricity is made the from hydropower and coal. And the number of cars that people buy all around the world, whether theyre suvs or otherwise, that all influences the global emissions of Carbon Dioxide. The figures vary from year to year, to try make sense of them, im joined by drjoeri rogelj from the Grantham Institute of Imperial College in london. Dr rogelj, thank you forjoining us. Youre welcome. Is there something we should be concerned about on a year to year basis, theyre up one year, down another, whats the underlying trend here . The underlying trend is still really worrying and that is that the emissions are still not going down. Every Year Emissions are still slightly creeping up, and with every tonne of c02 that we put into the atmosphere, we add to warming, we add to ocean acidification, and with that, we also add to the extreme events, the flooding, the heatwaves that people are experiencing around the world. One of the things that is in the report is the sense that coal has declined use quite substantially, despite the efforts of President Trump and the us, it is down by 10 and europe as well. But oil and natural gas are replacing it. Is natural gas a good replacement . Does it make sense for countries to do that . Natural gas is only a replacement in the sense it emits a slight bit less of Carbon Dioxide for the energy that it produces. But in the end, because every tonne of c02 continues to contribute to warming, we need to get to zero emissions. So even gas is a temporary plaster on this problem and we really need to phase out all emissions of all fossil fuels. The countries came to this convention in paris in 2015, they signed up to do great things, making Renewable Energy more successful. How is that going versus what we see from these figures today . We see that Renewable Energies are definitely picking up but they are not picking up nearly as fast as necessary to really offset or to really change the dynamics of the fossil fuel sector and fossil fuel emissions are still going up. Where coal has declined, natural gas has taken over and that is really worrying. Time for the weather. Good afternoon. It is slowly fishing off into the continent, a different story further north, whether fronts pushing on, bringing outbreaks of rain, a stronger breeze as well. The band of cloud and rain sinks southwards into wales, tending to weaken. Some sunshine returns to scotla nd weaken. Some sunshine returns to scotland and Northern Ireland, a rash of blustery heavy showers for the west of scotland. Captured her in double figures chilly day for most of england. Many spaces will stay dry overnight, the wind is picking up, increasing showers. I think many senior first free night bed across the south east again under clear skies, slightly chilly one. Change for thursday and friday, low pressure, windy both thursday and friday at the remote, you are the temperatures in double figures. There will be quite a bit of random rain there will be quite a bit of random rain around, in western scotland and wales. Hello, this is bbc newsroom live. The headlines standing together borisjohnson says britains commitment to nato remains rock solid, urging unity amid concerns of divisions peace cannot be taken for granted and even as we celebrate this anniversary, we must ensure that our deeds match our words. Caught on camera at the summit canadas Prime Minister and other leaders apparently gossiping about President Trump facing impeachment proceedings back home the Panel Investigating President Trump says evidence against him is overwhelming. Carbon dioxide emissions have risen slightly this year despite a drop in the use of coal. And coming up, britain on film we look back at 25 years of footage chronicling life around the country. During the run up to the election, our reporter joe tidy has been looking in detail at how digital and social media platforms are being used as part of political campaigns. Joe, more conservative party ads have been banned on social media i see whats behind this . You may have seen at the beginning of this week, the end of last week, there was a story around a 15 second video the conservative party made which included clips from bbc news presenters and reporters, one about parliament being dysfunctional, one talking about the Prime Minister being held captive by parliament, theissue being held captive by parliament, the issue the bbc had in the row they had with conservative party was this was taking these clips out of context this was taking these clips out of co ntext a nd this was taking these clips out of context and using bbc material and reporters to making a political point. They complained to the conservatives who disagreed and refused to take it down. But the complaint then went to facebook removed it. Weve just complaint then went to facebook removed it. Wevejust found complaint then went to facebook removed it. Weve just found youtube adverts of the same video are also being run by the conservative party during that same time and were only taken down during that same time and were only ta ken down last during that same time and were only taken down last night, and again bbc copyright complaint has been filed with youtube who took the videos down early this morning. While that row was going on, they were racking up row was going on, they were racking up big views on youtube, as much as a million impressions of those two adverts. That video has now gone but it seems the controversy has only just started. Theres another controversy with a candidate website this was a candidate decision. No, this is their candidate for derby south . Ed barker. He bought the domain, margaretbecket. Com. He made it into an attack website. This is it here. It goes into her voting record,. He said the domain was free, and he decided to take it as part of his campaign. She said it is part of dirty tricks by the tories. We have also seen others. We ve seen borisbrexitdeal. Com, labourmanifesto. Com. Those are a brexit party attack website and a conservative party attack website. This is the but this is the first time ive seen a candidate acting in this way. Is the first time ive seen a candidate acting in this waym there anything that can be done to stop it . It is up to the person whose name is being used. Quite of new debt situations where people who own a website and a Company Wants to buy the dot, dot co dot uk for it and it is up to the person who owns it until the domain expires to try to stop that. Also to mention, in this seat of derby south, the liberal democrat candidate and the brexit party candidate. How much money is being spent on facebook ads . It is the biggest social network, is where all the money is going. I added up last night and almost £2m across the parties. We have a whole other week to go and its often in the last week we see the most advertising take place. Liberal democrats have consistently had the most ads and spent around the same as labour. Labour has just passed in terms of spending. They dont have as many ads but they are spending that as much. We have been wondering where the conservatives have been, but now they have begun. Since sunday weve seen thousands of adverts hit facebook and instagram. These are the types they are going for. You may notice these are the most controversial policies. Another was the 40 new hospitals. We have seen lots of these popping up and its everyday. We are now going to see, according some experts, an onslaught of conservative adverts. They have that very war chest of money to spend, and last election they spent a lot more than they already have. We havent seen much from the snp, but this has popped up yesterday. It has also been posted to their facebook page. Its doing pretty well organically. In scotland you wont really see these adverts from the snp main party, all the campaign pertaining is being done at candidate or local branch level. Generally speaking their social Media Campaign has been punching above its way to cross this election. The last i wanted to show you was from the labour party, which is kind of spelling the end of the election. They are already getting the message out to try and get people to plan how they will attack voting day. They are looking ahead to next thursday. We have more than a week to go, but the labour party have started this and we are looking at some of the targeting and this is mainly going to young people. Perhaps it is getting that core vote of theirs, reminding them that polling day is coming so they can start thinking ahead. And this is an advert, but its great. Coders for labour have launched a mobile game called corbyn run which is an update on a 2017 game. The imagery is quite amusing. They say the game is all about getting people playing but also getting the message out for the labour party, and the tag line is. JoinJeremy Corbyn to chase out the tories and tax the rich be very interested to see if this works as a tactic, but clearly they have put the effort in. They describe it as a mighty undertaking to get the game ready and they are now trying to get it on the app store. It is on android but not yet on apple. Thank you very much. Race equality campaigners say voters from black, asian and other ethnic minority communities shouldnt be underestimated in next weeks election. The Runnymede Trust has calculated about a third of uk constituencies will have at least a 15 population made up of these groups by 2021. Our Community Affairs correspondent Adina Campbell reports from west london. Kensington. One of the most closely contested seats in the last election, with a high number of ethnic minority voters. But how significant will their vote be next week . Is their power in the ethnic minority vote . 100 . Yes. We shape the culture. We are literally the culture. We change the way people even talk, which is the way people even speak, we change the way people express themselves musically, through literature, through so many other things, so why can we change our politics is . These young londoners have mixed views. We have seen is how much we can push things through social media, so why are we not using the programme there were platform that is us to push the message . Do you honestly believe that your vote will make a difference . Every vote counts. I want to say yes, but i dont think so. Just because we are in london, doesnt mean anything. I understand saying it will make a difference, but i am also on the side of saying, what difference will my vote make . And race equality campaigners say it is important not to forget the impact these votes could have on who forms the next government. There are approximately 4. 8 million ethnic minority voters in this country. That is bigger than the size of scottish voters. There are only about 4. 1 million scottish voters in this country. So can you imagine ignoring scotland . It is places like this where the ethnic minority vote really matters. Kensington and west london has more than 30,000 people from these communities. But it is a marginal labour constituency, one in the last election by just 20 votes. What does it for you, then . Is at the politician, the way they connect with you, or is that the policies in their manifestos that matter the most . Its one thing to have a manifesto, but at the same time, what are you doing before that manifesto to show us . For me, i dont want you to tell me what i want to hear. I want you to tell me what youre going to do, and what youre going to do to better the country. We dont actually see People Like Us who are in leadership as well. Very true. We dont see people who are like us, so how are we meant to relate and gravitate towards them . Does that raise questions about trust and confidence in politicians . Yes, because, like, stick by your word. If you cant stick by your word, how are we supposed to be confident in new . That, and tell us the truth. Be honest. Dont sugar anything. Tell us what you want to do. I dont want to hear the politically correct version. You cant insult the intelligence of young people. We are a lot more grown than we were when the last election happen. We have seen what went on with brexit. There are not enough people from our community trying to be in these places of power. And there is the full list of candidates standing in the kensington constituency. Details of all the constituencies on our website. Click on the election 2019 tab. Now, the Business News google founders larry page and sergey brin have announced they are stepping down from top roles at the online giants parent company. An advert featuring a woman diving into a deliveroo delivery bag to retrieve multiple food orders has been banned. The Advertising Standards Authority said it might mislead viewers to think they could order food from different restaurants to be delivered together. More on that in just a moment. United airlines has ordered 50 long range airbus jets, the latest us. Airline to snub boeing in favour of its european rival. The decision comes as americas boeing is hobbled by the crisis surrounding its 737 max planes after two crashes. Hello. So it generated 300 complaints an advert featuring a woman diving into a deliveroo delivery bag to retrieve multiple food orders. The Advertising Standards Authority said it might mislead viewers to think they could order food from different restaurants to be delivered together. Deliveroo said the advert was about emphasising choice. But this is the second time this year that the asa has banned a deliveroo advert. Miles lockwood is director of investigations at the advertising standards. So why did you decide to ban this advert . Its quite an unprecedented complaint for us because its rare for us to have so many complaints about misleading advertisement. We usually see lots of complaints for harm and offence issues. 300 people complaining about it being misleading is unprecedented. The recently banned it was because the ad gave misleading impression that you could go on the deliveroo app and obtain different types of meals from different restaurants, when thatis from different restaurants, when that is not the case. The second problem with the ad was it didnt make clear that in doing so you have to make separate orders which incur a delivery fee which can be up to £5 99, i believe. So forall a delivery fee which can be up to £5 99, i believe. So for all these reasons we found the ad misleading and told deliveroo not to make the claim again. Deliveroo say the ads daily dell were clearly stated on screen that separate orders must be made for each restaurant. Was that not enough and why is this the second time this year that deliveroo has fallen foul of your rules . The small print in the ad appeared for a few seconds in the context of an ad lasting much longer. But despite that, it was our view that the overall ta ke that, it was our view that the overall take out of this advertisement was that you could order different types of food in a single order, and when you do that by putting a contradictory message ina by putting a contradictory message in a small print its not going to get you out ofjail free. Our view was that there is no real way you could qualify this advertisement in the way that deliveroo wanted to do so. It is the second ad with band this year from deliveroo, so. It is the second ad with band this yearfrom deliveroo, there so. It is the second ad with band this year from deliveroo, there was an ad earlier this year which gave a misleading impression about delivery areas which were in scope of the product services. Deliveroo are obviously a big advertiser, they are making themselves available to the public and they need to work harder on making their advertising clear to the public. The public should not have to play detective in advertisements, and that is why we stepped in twice this year with these two ads. And what is it you look for in adverts, obviously not just from deliveroo, but all television adverts, what are you looking for . Because two of busy lee bannon advert is quite an extreme measure. It is. We dont take it lightly. It should be clear and if you are making an objective claim it should have the evidence and they should have the evidence and they should be easy for consumers to understand. Consumers should not have to be playing detective with advertisements to work out what an Advertisers Service or product is really all about. So we have very strict rules in place, most advertisers successfully navigate those rules but we do have to step in from time to time to ban advertisements where an ad is misleading the public. Thank you. In other business stories were following, the rapperjay z has released his entire catalogue to spotify in celebration of his 50th birthday. A christmas advert from exercise bike Company Peloton has been widely mocked on social media as being sexist, out of touch, and even dystopian. Some breaking news. The brexit party has removed the whip from one of its meps, john longworth, with immediate effect. The brexit party chief whip says we regret having to remove the whip but weve been left with no alternative afterjohn longworth repeatedly undermined the brexit pa rtys repeatedly undermined the brexit partys Brexit Strategy over the last few months. The party shall not be deflected from or undermined its campaign to win labour seats. We are receiving a great reception from disenchanted labour voters and believe we have a good chance of winning any seats. So he will be removed from the Brexit Party Group in brussels from immediate effect. He has suggested i think first of all, the first time he suggested it was in october when he said it would be sensible for the brexit party to focus on fielding candidates in just 20 to 30 constituencies to try to win those rather than 600, which he said risked splitting the leave vote. Hes been saying it for some time, why the party has decided right now to remove the whip from him isnt completely clear, but no doubt we will get some more on that a little later and keep you updated. Four years ago the British Film Institute launched its britain on film project which put about 10,000 localfilms from across the country online and free to access. Now, to celebrate 25 years, the bfi have put together the top 10 most viewed films by region, which they demonstrate a colourful picture of britain from the last 120 years. Earlier i spoke to the comedian paul merton who has been involved with this project. This whole thing, the britain on film on the bfi player has been sponsored by the national lottery, which is 25 years old this year. So, yes, essentially you can tap in your postal code and the chances are you will see something from your area that may be as short a time ago as the 80s or may be going back even to the sort of 1900s. Out of the top ten films here that have been the most viewed films in the last four years, my favourite one is tram ride through nottingham, which has had half a million viewers, from 1902. And it is the most fascinating. Moving through the middle of a sort of nottingham and just seeing no motor cars, all horse drawn vehicles, the fashions, everybody is wearing a hat, the huge skirts. It is extraordinary. History comes alive when you see this kind of footage. And obviously it is from the days when Something Like that was a particularly precious, it was particularly precious to record it because film wasnt used like it is now. No. So you wonder whether something as mundane as that would even be filmed now. Well, yes. And in those days, in 1902, the idea would be mitchell and kenyon who were film makers that made a lot of these films all round the country, they would advertise this film in the nottingham area, come and see nottingham on the screen, and so you would go along hoping to see yourself or your next door neighbour or Something Like that. And it would have had interest at that time, but of course now, 110 years later, the social interest in it, the social history of it is amazing because it is not a costume drama, it is the real thing. And it is extraordinaryjust to see how we lived all those decades ago. So the most watched is sunshine in soho, from 1956 2. 5 million views to date. Shall we have a quick look at that . Yes, by all means. While shops may have classier products, there is always a great show of the more homely kind, such as these lovely ripe tomatoes. Shopping is at its height, and these stores are doing a thriving trade with their aubergines, sweet peppers and chicory. Who would like some morning gathered mushrooms . In and around the market streets you will find everything for a modest menu, and you need never go short of garlic. Oh, yeah, love that. Yes, yes. As you say, that has had over 2. 5 million views, that one. But they have 10,000 films which are free to view, and over 70 million views in the last four years, so it has become an extremely popular thing. But not Everybody Knows about it, so these ten films they have listed as the most popular films have been described as the ten most watched films youve never heard of. So lets watch a bit of christmas in belfast. Thats the second most watched just under 2 million. Yes, this is fascinating, this one. Morning. Theres a bit of the change in the weather, isnt it . Thank you very much. Its a very surrealjuxtaposition of images, which of course in those days was very commonplace in belfast. Now we can look at it with a sort of distant eye old ladies handbags being searched but of course that is what life was like on a day to day basis then. Absolutely fascinating. We will go a bit lower into this and look at day in liverpool. Yes. A quarter of a million views. Yes. This was a documentary made in 1929, just as the documentary Film Movement was beginning to sort of grow and documentaries were becoming a form of film making. And the views of liverpool in those days, everybody is wearing a hat, as you see, some of those views will still exist, some have long gone, but it is an incredible. It is a half hour film, this one. Its an incredible snapshot of life on public transport, buildings that are no longer there, trams, all that kind of thing. It is more than nostalgia, i think it is deeply interesting because we are able to see stuff that would normallyjust be in history books but we are seeing real people Walking Around and living that life at that time, just on the edge of the great depression, which of course those people at the time wouldnt know about. And weve got one more to look at, portsmouths charlotte Street Market in 1977. Yes, so this is one of the more recent ones. When i saw this, the thing that amused me, i dont know if its going to come up on screen, but you see a man chopping up cauliflowers and smoking a cigarette at the same time. There he is. Oh, yeah. Hes got a cigarette in his mouth. So health and safety. Then, these days you wouldnt do that because people wouldnt, you know, the health and safety aspect of it would make that kind of practice redundant. But, yeah, and apparently in that film youve got a shot of the infamous tricorn centre, which was once voted britains most hated building. Demolished in march 2004. So if you want to have a look at what britains most hated building looked like, have a look at that film. And the thing is, you can, as you say, you can put your postcode in and see your local area. Yeah, 10,000 films, completely free. I grew up in fulham, so they tapped in my postal code then and we saw footage of the Oxford Cambridge boat race from 1914. So, i mean, there is a good chance, wherever you live in the british isles, chances are there will be film of your area on this service. And, as you say, it is really about public service, putting this stuff out there. And this has all been funded by lottery money. National lottery has made it all possible, because it costs a great deal of money to do this, to digitise films is very expensive. But of course the point of an archive, the point of having films in an archive, it only makes sense if you can see the films. Theres no point in them just sitting on a shelf, so through the National Lotterys 25 years of funding theyve made all these films possible to view. Hello there. Its been another chilly start to much the country this morning, some sunshine around, some frost and also a little bit of mist and fog. Thats because weve still got the influence of High Pressure across england and wales, but weather fronts pushing into scotland, Northern Ireland bringing a very different story here. More, cloud outbreaks of rain, stronger winds too. Now this band of rain will push southwards and eastwards into Northern England and into wales into this afternoon, but it will be a weakening feature. Behind it, sunshine, blustery showers for the north west of scotland. Temperatures in double figures here, another chilly day to come for most of england, but at least largely dry with some sunshine, a bit of cloud across the south. That band of rain and mostly cloud sinks southwards and eastwards overnight. Many places will be dry and clear in the south and east so a touch of frost, blustery, windy, in fact, across scotland and Northern Ireland with lots of showers and it will be less cold here. And then it looks pretty different as we head on into thursday because weve got low pressure taking charge. Its going to bring strong winds across the whole country, but especially across Northern Ireland and scotland, where well see gales, outbreaks of persistence in heavy rain for western scotland but by the end of the day, we could be looking at around 70 to 80 millimetres of rain over the western slopes, maybe even more than that, so that could cause some minor flooding issues. It will, however, be very mild across northern and western areas. A few showers pushing into england and wales, but generally the south east should tend to stay dry with some sunshine. As we head through thursday night, it turns very wet across parts of wales as that weather front moves southwards. But with it, the very mild air arrives across england and wales, so double figure values to start friday morning, 9 to 11 across scotland and Northern Ireland. Quite an unsettled day on friday though. Well have a band of rain across southern areas, followed by further showers in the north and the west. A bit of sunshine coming through now and again, but it will be a blustery day. Very mild in the south, 11 to 13 celsius and something a little bit cooler returning to the north, seven to nine celsius there. Weve got a brief ridge of High Pressure as we head on into the first parts of the weekend. So theres some sunshine around on saturday, wet and windy weather sweeps through during saturday night and then for sunday, its a blustery day with sunshine and showers. It tends to stay relatively mild across england and wales this weekend, a bit cooler across the north and it looks pretty mixed. Marking the 70th anniversary of nato borisjohnson opens talks saying that britain remains rock solid in its commitment to the alliance.
