They have 20 of the uks for cause, but they sell nearly half of all the uks fuel. That is according to that one driving border biting, the rac, the aa have research out today about the aa have research out today about the minimum spend deals that a lot of the big supermarkets have on offer. The aa saying that level of minimum spend is getting higher and more complex and as a result of poorer customers are losing out. If we look at one, look at morrisons, for example, you have until sunday to redeem your fuel vouchers from their most recent offer. They were offering 10p off daily to when you spend 60 quid or more. But it had to be installed, not online stop and all of it had to be in one transaction as well. In store. Another one is, have a look at tesco, they had a similar office early in the year, 10p off when you spend 60 quid. That had to be in one transaction, but you could have used online shopping, but it had to be after discounts and promotions were added to the bill. Then youve got sainsburys, his latest offer, similar level of spend before you got the discount, £60 or more, after discounts, but lots of things not included. When i look at turkey, they now are fighting against those who fight with us who fought with us, shoulder to shoulder, against isis. And sometimes they work with isis plots. And if thats not enough, donald trump is still attacking nato allies for not spending more on defence, describing those missing targets as delinquents and threatening them with trade sanctions. So when nato leaders gather today at this hotel in watford for their formal meeting, the focus will be on trying to overcome the differences and find some Common Ground on how to approach china and new threats in cyber and space. Nato has survived because its been able to adapt. 70 years on, the alliance is under pressure to change once again. James landale, bbc news. These leaders will try to pave over divisions. President macron has basically thrown a grenade into the room and stirred things up enormously. A new area was making space and operational domain. The safety of satellites was a concern in that they might be compromised. They are vital for navigation and communication. So those are really issues that will be discussed, and the issues of fighting terrorism and the perceived threat from russia. Another new element is looking out china. 0bviously element is looking out china. Obviously it has been modernising its military development and acting in the world stage through a number of different countries. Nato wants to be looking at that but it is only a three hour meeting that is going to ta ke a three hour meeting that is going to take place, so it is pretty short, slimmed down. One of the key elements will be trying to heal rifts. Its fascinating as well, just aside from that, watching those pictures from Buckingham Palace, all of those World Leaders in an awkward in some ways reception. There has been a bit of a social media stir over what some people have been saying . Yeah, that is right. That does take the wind out of the sails out of labours argument that there have been exploratory discussions about access to the nhs in a uk us trade deal and President Trump appear to com pletely deal and President Trump appear to completely shut that down. But its a bit ofa completely shut that down. But its a bit of a double edged sword, i think because i dont expect to back to back away from the argument that the nhs could perhaps be vulnerable in terms of a uk us trade deal after brexit because i think a lot of labour supporters and people making the argument that that could be the case wont believe what donald trump has to say. That said, today, it is not the focus. Labour are talking about the economy, John Mcdonnell was in birmingham, making a speech there where he will pull together a number of labours announcements and offerings and puts a people that they will be better off under a temp in the government. The conservatives are talking transport today in a pot of money, £800 million a year, available to cities in england outside of london to fail and fund rail, trams and bus projects. So in the backdrop of the nato summit which the Prime Minister is involved in, the campaign has shifted back to domestic issues. And what were looking at, if it were the extension of drug patents was a potential loss to the service of £27 billion. So these are huge sums that really would rip the guts out of the nhs. And when you come to talk about data and the negotiations that go on in trade thoughts about data and data privacy and Data Security and the transfer of data and where it is held, the americans are really pushing very ha rd to americans are really pushing very hard to get access to nhs data, because of course it is the oldest dataset on health in the world, and it is the most common transdev. So cani it is the most common transdev. So can i quickly than. We would lose that value. Comprehensive dataset. He said he wouldnt want that even if it was on a silver platter. Yes. Why are you changing your line . You have said consistently that the nhs is being put up for sale. Its not a change at all. The nhs is as i say, its not a at all. John maguire has been to northumberland to see how technology is being used to keep count. Its seal pup season and here on the Farne Islands around two miles of the northumberland coast, everywhere you look there are grey seals with pp5 you look there are grey seals with pops in their thousands. Pops. These two young pups here still with a white baby fur are only a few days old. You can still see the umbilical cord just on the front of them. Amazing. They will be some of the pups amazing. What the aa is saying today as they think a lot of these deals are complex, but not only complex, they exclude a lot of people on low incomes as well, because you need to be spending a minimum of 60 quid to get 10p off a litre. They spoke to a lot of drivers, 18,000, about this at the aa and in the end they figured that overall this isnt a good dealfor a lot of drivers. This village of kadwell has taken that quite literally, because somebody has been spreading notjust christmas cheer but little presence right across the village for local residents to find cake worth. Who was doing it . We dont know. It is a secret santa. This kind of christmas cheer, the sharing and goodwill is catching on. Christmas has come early to the village of kegworth with a secret santa leaving presents around for people to find. This mother and daughter were on their way to the shops when they came across a gift left on a bench. We just thought it was somebody left it there. You know when somebody sits down and then forgets that theyve left the bag or something there. And, well, tommy wanted to have a look at it. And when we had a look and it said, a random act of kindness for kegworth. I hope you enjoy. Play it forward. So we opened it and it was a bunch of chocolates. Its just really nice for somebody to do that. All secret santa asks is that if you find a present then, in return, you do something kind for someone else, helping to spread festive cheer and happiness throughout the village. Butjust who is behind this random act of kindness . I havent a clue. A very kind person, though, whoever it is. I think its an elderly person whos done it. And thank you very much. It made my daughters day. A lot of people talk about secret santa, but we cant divulge exactly who it is because were not 100 sure. I think its absolutely wonderful. We need a lot of kindness in this world today. And if this village can have it, good on you, sport. So the mystery continues. The borough of kensington and chelsea is hoping to become the First Council to do its own fire risk assessments. The move has been welcomed by some of those affected by the Grenfell Tower tragedy who think it will make the council accountable, but others say it should be the job of the fire brigade. Firefighters have been tackling a blaze at a Travelodge Hotel this morning. 15 fire engines and around 100 firefighters are at the scene in brentford in west london. The fire started in the bin room in the early hours of the morning the cause is not yet known. About a quarter past two, half past two, the alarms were going off for a fire in the hotel. They made sade, the sun, people rushing around the building. It turns out there is all a bit panicking panicky. Fire brigade turns up five minutes later to extinguish the blaze. Then it is going up the cladding and smokers pouring at the top of the building. A new study has suggested phasing out the 60 london 0ystercard. It provides free travel on all transport for London Services after 9 30am for all 60 to 65 year olds. It costs tfl an estimated £70 million but the think tank centre for london believes this could rise to £130 million by 2024. So when nato leaders gather today at this hotel in watford for their formal meeting, the focus will be on trying to overcome the differences and find some Common Ground on how to approach china and new threats in cyber and space. After the shock and horror of fridays terror attack on London Bridge and the sadness over the two lives lost, one source of comfort has been the bravery of those who risked their own safety to tackle the killer, usman khan, and prevent a higher death toll. One of them was lucasz, who was working as a kitchen porter at the Conference Centre where the attack began. Earlier this week his boss, toby williamson, explained to us exactly what lucasz did. Hes the guy who cleans the glasses down in the basement and that is what he was doing when he heard the scream and scream so loud that as a first aider he made the choice to go towards the trouble and it gets to the first floor of the building behind me and its pretty clear that there is a bad guy with two knives in his hands and there is blood, screaming and chaos and he pulls this long stick off the wall and charges towards the bad guy and impacts him on the chest and clearly there is something here that is protective and it does not make any sort of impact. Extraordinary acts of bravery from so many people. Very few of us can know how wed react in similar circumstances. But someone who can is mike crofts, a former British Army Officer who rushed to give first aid to Pc Keith Palmer during the terror attack in westminster in 2017. Sadly, pc palmer died of his injuries. Mike now runs a project which mentors young men in custody and he joins us from our london newsroom. There are so many things to try and get through after what we saw happening in london on friday in what weve seen over the weekend as well, and the description of those traumatic events as well. Did it bring back a bit of what you went through on that day . Good morning, down. Whenever you see an attack like this happen again you cant help but be reminded of traumatic events you might have previously been involved in, myself or westminster, but many other people involved in several events in 2017. What is it like being a witness to such traumatic events . It is probably unique to everybody how they react, but even commuters who had not been in London Bridge on friday, when they were back on the bridge on monday morning, people we re bridge on monday morning, people were getting quite emotionaljust thinking about what had happened and they had not even seen the incident. Theres a lot of trauma that is associated with any kind of unexpected events like that and a terrorist event is felt all the more keenly because its so unexpected and in many senses out of context. Many people who were not involved with the event will be feeling that, especially those who will feel a deep sense of sadness thinking about the lives of jack and saskia, two people who live so selflessly despite having this amazing gift and graduated from cambridge with masters degrees, giving their time to help some of the least advantaged in our society. And those who were at the event might be suffering from vicarious trauma which over the coming weeks means they might be able to process and those emotions will calm down but some of them understandably will carry the effects of what they saw on friday in the coming months and possibly yea rs. In the coming months and possibly years. What about those who were right in the heart of it. Everybody who listens to his story and saw what it considers him a hero and rightly so but he has said he does not want to talk publicly about it. But i wonder what that is light, when youve been in that situation and its clearly something you are thinking about all the time and there is a lot of Public Interest and questions being asked on people wanting to patch on the back and say what a hero you are and yet at the same time you are trying to process it. How do you recover and cope with that . Its very difficult to recover from Something Like this. I think his story represents the best of british and weve all been amazed by adhering the story and it kind of has evolved as details because come out but one thing i would caution Going Forward is that he is given that time to have space to recover as are the dozens of others involved in the event. We know it must have been traumatic and there were a number of people who showed incredible heroism and even the former prisoners who were attending the event rushed to peoples aid. My experience two years ago, i felt after a couple of days that it was right to give an interview on the heroism of Pc Keith Palmer, but that led to an uptake in the press and our few days after the westminster attack a member of tabloid journalism try to break into our office to find the story and the press really do have a responsibility now to step black and give lucasz and the others involved in the event the space to recover because they have earned that and our respect from what they did on friday. And you now work with prisoners and you are involved in rehabilitation which is exactly what the event in fishmonger saul was about, and the two victims were involved in that, and that is another real area of discussion now, about how we rehabilitate and about sentencing. Has it made you rethink things or is it something you are even more passionate about . Absolutely not. I have no second thoughts that working effectively and mentoring prisoners is the right thing to do and when we talk about criminal justice thing to do and when we talk about criminaljustice a lot of the debate that has emerged in the last few daysis that has emerged in the last few days is very uninformed. There are some people that view soft approaches, some view them as hard approaches, some view them as hard approaches and being tough on crime but the reality is we need to be smart on crime and terrorism is just another extension of crime, so when we look at the entire criminal justice system, Counter Terrorism is an aspect of that and its important we get to the bottom of the drivers of terrorism but also when the police have done theirjob and Security Services have done their job, what happens when somebody goes into prison, what has happened for the past seven or eight years with this attacker . What rehabilitation programmes has he gone under in prison, and how has he been properly supported post his release by the Probation Service . The current reoffending rates in the Prison Service are 48 for adults within one year and that speaks to a system thatis one year and that speaks to a system that is not functioning effectively and what happened on friday is just another extension of many sections ofa another extension of many sections of a non functioning system. We really need to get to the root and branch of what is going on in the kernel justice system, branch of what is going on in the kerneljustice system, how are prisons effectively providing what they are supposed to. Really interesting debate, mike. This is the view in somerset from one of the weather watchers in the last hour. The Climate Change activist Greta Thunberg sailed into portugal yesterday after a three week catamaran journey from the us. Greta who refused to fly because its bad for the environment is due to attend a un conference on global warming. Tell us a little bit about her because shes brought so much of an international conversation, so what is she like . was very privileged to get to know someone so influential and she is a 16 Year Old Girl so she has. She is growing up, in some ways, in another way she is more mature than most adults i have met. She is most significantly very well educated on the Climate Crisis and i learned a lot from her. Is she changing attitudes, do you think, andrew . Absolutely i was in the documentary earlier this year and ever since i was there, any audience i speak to, in public or private, they asked me what to do about the situation or what to do about the situation or what the governments can do. And that didnt happen in the past and people just wanted to listen to science. I just people just wanted to listen to science. Ijust want people just wanted to listen to science. I just want to push people just wanted to listen to science. Ijust want to push back people just wanted to listen to science. I just want to push back a bit, because you had to fly out there to come back by catamaran. What do you say to people who ask how that is helping . The point of this trip was not to travel in the most Sustainable Way possible, it was a trip for greta to advertise and send a message that there isnt and send a message that there isnt a Sustainable Way to travel and i think that is what people have to focus on. The owners of the boat asked for help and there was only one way i could get to them and that was to fly but this was about sending a message and by all accou nts sending a message and by all accounts she did that very effectively. Something else we have been mentioning recently is the fact that the World Meteorological organisation found that this decade is the warmest on record. What does that mean in real terms to us this morning . It means a lot. I look antarctica and greenland and we showed recently that antarctica is losing ice faster than we thought it would and we should expect more sea level rises as a consequence of that in the next century, another 70 Million People in the planet will be affected by coastal flooding and these are not small numbers any more and thats because of our understanding of how the ice would respond to temperature changes that we see happening today. We asked the same sort of questions, but can people, by not flying, can decisions we make as individuals make a difference . Absolutely. We have choices all around us. The country is going to have to move, like it or not, to using electricity. Cars wont be able to run on petrol in the future and we have to change 40 million cars and 20 million gas boilers and change the other half of the Energy Supply to be renewables and this is a really fantastic opportunity for a wind win solution for the country and we can have high techjobs in for the country and we can have high tech jobs in the for the country and we can have high techjobs in the future. Strong winds across the weather throughout thursday with patchy rain moving into North Western areas and temperatures between seven and 11 degrees, but through thursday night temperatures should rise across most areas of the uk and into friday morning they will be in double figures. Throughout friday it will be a fairly mild start but a lot of cloud and outbreaks of rain through the morning and more persistent rain will spread further south and east and there will be rain at times for many of us through friday, but later on some dry and brighter weather coming through and it will turn chillier in the north west with temperatures here that will start to come down.
