This is afternoon live with me, ben brown. The two young victims of the London Bridge attack have been remembered at vigils in the capital and in cambridge, where theyd both been students. There was a minutes silence for 25 year old jack merritt and saskia jones who was 23 both stabbed to death by usman khan a convicted terrrorist whod been released from prison on licence. The bishop of london said the vigils remembered academics who came to celebrate rehabilitation, but found only danger. Andy moore reports. At the guildhall in london, friends of saskia jones and jack merritt came with flowers to remember theirfriends. Britains political leaders also came to pay tribute. We stand in silence once more, following the atrocity on London Bridge last friday. Our city, vibrant and alive, yet threatened with death. Let us keep silent and remember. The brief service was inclusive of all faiths. Let us pray for all faithful muslims grieving at such acts taken in the name of theirfaith. The mayor of london spoke for the people of the capital. The best way to defeat this hatred is not by turning on one another, but its by focusing on the values that bind us, to take hope from the heroism of ordinary londoners and our emergency services, who ran towards danger, risking their lives to help people they didnt even know. Bell. In cambridge, a similar vigil was held. It was attended by leanne obrien, Jack Merritts girlfriend. They had just been on holiday together to celebrate his birthday. Tributes have also been paid to saskia jones, described by her friends as a determined, ambitious woman, who funded her studies at cambridge by working at mcdonalds. Usman khan got a Second Chance and saskia didnt. That is it. She was just the most perfect soul and she is gone. There will be more acts of memory to come. This was only the first, fault young academics who came to celebrate rehabilitation but found only danger. A2 42 young academics. Our correspondent simonjones is at London Bridge. Two very moving vigils in london and in cambridge. Yes, thats vigil here in london took place less than a mile from here. A chance to remember the two Young CambridgeUniversity Graduates who lost their lives in the attack here. Also the three people who were injured, two of whom remained in hospital. Plus, the ordinary members of the public who decided that they need to do something extraordinary, helping hold down the attackerjust over there until the police arrived. Know we heard during the vigilfrom there until the police arrived. Know we heard during the vigil from the mayor of london and his dimensionless his message was one of defiance. He said london would not be powered by acts of terrorism. Ec that here on London Bridge today. It reopened and there have been a steady stream of people going out with normal life. What is not normal is the number of Police Officers both on the bridge and in the area. They are trying to provide reassurance of the public and also what you see is fishman or his hall where the attack began. And that is where the attack began. And that is where we have been hearing about extraordinary stories. The polish chef that was working in the basement when the attack broke out. He was cleaning glasses and he heard a scream and he decided to do something. He rushed upstairs and he was one of the people who grabbed something and fought with the attacker usman khan for around one minute. He sustained five injuries to his side. And then the attacker was chased out here. Another person used a fire extinguisher to try and stop any further people being hurt. The mayor of london said there are stories like that that we should really be talking about rather than people who want to get away from unity in this country. Simon, thank you very much indeed. The un secretary general has warned that the world is almost at the point of no return when it comes to Climate Change. Speaking as leaders gather in madrid for two weeks of talks, Antonio Guterres said the Climate Crisis was imminent and that it was essential that countries commit to more ambitious carbon cutting targets. Last week, the World Meteorological organisation said the level of Greenhouse Gases in the atmosphere had reached the highest level on record. Our global science correspondent Rebecca Morelle reports. There are warnings that the world could be at the point of no return. In africa, millions are facing hunger after cyclones and droughts. Its been a year of extremes, and scientists warn if temperatures keep on going up, there will be far worse to come. Now negotiators from 200 countries are gathering to begin two weeks of climate talks. Its the 25th round of this un meeting, where they are thrashing out the details of the plan to stop global warming. But the window to act is closing. Let us open our eyes to the imminent threat facing us all. Let us open our minds to the unanimity of the science. There is no time and no reason to delay. We have the tools, we have the science, we have the resources. Let us show we also have the political will that people demand from us. To do anything less will be a betrayal of our entire human family and all the generations to come. Here in madrid, the fate of the planet is under intense discussions. The un has already said we should try and keep Global Temperatures from rising above 1. 5 degrees to stop the worst effects of Climate Change. But this will mean drastic cuts to Greenhouse Gas emissions. It will require sweeping changes to the way we live, from using Renewable Energy instead of fossil fuels, to shifting to electric cars and making our homes more energy efficient. But there are warnings that nations are not going far enough. There are definitely things that individuals can do, from really checking how much meat you are consuming to whether an in country flight is really necessary, taking the train more, not using your car. But the reality is that a lot of the big stuff needs to come from governments. An individual can make a decision about purchasing an electric vehicle, but they cant lay down the infrastructure that would actually allow you to use it. So it really needs to be that combination of a whole of society push. On her way to the talks is 16 year old greta thunberg. Shes sparked a Global Climate movement, with millions of young people taking to the streets. They say the world needs to act on climate now because it is their future that is at stake. And rebecca joins us live now from the conference in madrid. Very strong warning there. Yes, that is right there is a sense of urgency and pressure to this meeting from the outside world. And the main message is the window of opportunity to act is closing. And governments really do need to be committing to more ambitious targets to try and limit global warming. I am joined by the glow that the global Climate Change lead to. This is the 25th round advance, but some people say there has not been enough action. Absolutely, we have been missing in action for it several decades. On one hand we need to ramp up the. 60 Million People in africa are suffering from increasing number of floods and cyclones and droughts. 9 Million People, particularly women and children are facing starvation and children are facing starvation and that number is going to go up to 45 million in the next five months. That is a crime emergency. The fact is developed countries have been using all kinds of dealing and bullying tactics and not allowing any progress to happen. We have a system, a mechanism that was established, but no funding is going to those people who are facing the emergency right now. You are based in india. India is an important part of the summit here. Are they doing enough . When it comes to a 2 degrees target india is doing it. And all the reports say that they are in line with keeping the emissions below 2 degrees, but when it comes to the 1. 5 degrees target india has to the 1. 5 degrees target india has to do more. But we must also recognise it is a developing company. And they have to put finance developed nations have to put financing on the table to help developing nations like indiana. I think that needs to be recognised that they are also suffering from Climate Change. It is a complex issue. Do you think there will be a big conclusion from this meeting . Absolutely. We are calling for a new syste m absolutely. We are calling for a new system to be established, so when ever developing nations face this kind of situation, the help from the un system will exist. That is a clear demand that we have and we hope to see some progress here. As you heard, two weeks of intense discussions which have just started today. It will be fascinating to see how it will play out. There is a real sense of pressure and urgency to the meeting here today. Rebecca, thank you very much indeed there in the trade. Lets get the latest on the trade. Lets get the latest on the general Election Campaign. And the conservatives have set out a five point plan which they say will strengthen Border Security after brexit. The proposals include an american style visa waiver scheme and greater powers to stop serious criminals, from the eu, at the border. Lets get more now from our Political Correspondent ben wright whos on the south coast where the Prime Minister is campaigning this afternoon. High, that Prime Minister is down on the south coast. He has just been for a tour of the sports on that boat. And the tories are keen to highlight some of the post brexit Border Security measures that they say will come in after the uk leaves the eu. Things we know about already a new Visa Waiver Programme that eu citizens wanting to come to the uk and uk citizens wanting to travel to the eu will have to comply with. Heart screening which borisjohnson says will increase security at British Ports of entry. Also highlighting things like a new system that would count people accurately who come into the uk, something that does not happen a p pa re ntly something that does not happen apparently very well. It could, but the tories are saying they will bring that in after brexit as well. That is what he is here doing. I imagine the Prime Minister is going to be asked about his response in the conservative partys response to the conservative partys response to the terror attack on friday and the tone, really. They have coming for criticism from friends and family of the two people who were killed who failed this has been crudely politicized. Perhaps inevitably, a deed very quickly become a political row about sentences and the like. That shows no sign of simmering down at the moment. I think borisjohnson felt he needed to be pretty aggressive when it came to answering questions about how this could happen and i think the heat of a general Election Campaign is not a place to have a considered discussion. But that is what is happening at the moment. Ok, then, thank you. Meanwhile labour has announced plans to slash rail fares by a third and simplify ticket prices for part time workers if the party wins the election. They also want to make train travel free for young people under the age of 16 and build a Central Online booking portal with no booking fees. The proposals are part of broader plans by the party to nationalise the uks train system. Hundreds of thousands of commuters in southern england are facing weeks of rail disruption after members of the rmt union on South Western Railway began a major strike. They will take part in 27 days of industrial action lasting until new years day. Passengers have been warned that only around half of services will run, including those to and from london waterloo, the countrys Busiest Railway station. Theo leggett reports. The picket line was in place early this morning at london waterloo as commuters faced a journey to work that was even more stressful than usual. South western railway, which runs services into london waterloo from towns such as portsmouth, weymouth and reading, is facing 27 days of disruption thanks to a strike called by the rmt union. And passengers were faced with far fewer trains than usual. The train pulling in behind me is the 7 37am service from guildford to london waterloo. Im going to try and get aboard it but i suspect it is going to be rather crowded. I did manage to squeeze on board but others were not so lucky. At earlsfield on the outskirts of london, people were forced to queue just to get into the station. Some 600,000 people normally travel on the South Western RailwayNetwork Every weekday. The company runs 1800 daily services. But during the strike that figure is down to about 1000. The dispute focuses on the role of guards aboard trains. On newer trains being introduced next year the drivers will be able to close the doors themselves removing one of the guards main duties. But the rmt says that that will undermine safety. The guard is the person that dispatches a train, makes sure no one is stuck in the doors of the train. And the management want to take that role away and put it on a driver who doesnt want it. The driver is busy enough. We have seen trap and drag accidents go through the roof. We have seen assaults on the train increase by over 100 in the last five years. And the last thing we need to do is get rid of the safety critical guard. The Train Company insists that passengers will not be put in danger. We are committed to retaining a guard on our trains with safety Critical Skills but we want to make sure that when the new trains come into service from the middle of next year they are operated in the best possible way to give our customers and more punctual service. Commuters who made it to london today seemed resigned to the situation. This isjust the beginning of the strike, it usually gets progressively worse. We paid for a full season ticket and i will lose money on it. It is very busy and uncomfortable on the platforms. Not quite sure how the rest of the month will go. So far it seems the disruption has been serious but not disastrous. The evening rush hour may offer a sterner test of South Western Railways emergency timetable. Youre watching afternoon live. These are our headlines. The Prime Minister, the labour leader and the mayor of london lead tributes to the victims of the London Bridge terror attack. The point of no return on Climate Change is looming the stark warning from the United Nations as leaders gather in madrid for talks. Monday morning misery for commuters on South Western Railway at the start of a 27 day strike by rail workers. And in support at captains inning from joe ruta rescued them. He made a double century to leave them just five runs a head. The pressure continues to build on marco silva after they conceded an injury. And he continues his bed to win the triple crown title. He leads by two frames to one. I will be back with more though stories after 2 30pm. More now on the news that the Prime Minister, the labour leader and the mayor of london have led tributes to the victims of the London Bridge terror attack. We can speak now to the bishop of london, right reverend Sarah Mullally who led the service at the guildhall this morning. Thank you for being with us. Two moving vigils. What is your message to londoners today after this horrific attack . It is important that we remembered jack and saskia and all those who have been affected by that terrible event on friday. I was encouraged to see the way in which people in london not only came out into danger, but also supported each other in what was a very difficult situation. There was real heroism which has been praised by the mayor of london. A sort of defiance by londoners who simply will not stand for that kind of violence that there was on friday. What we saw was the courage of london really. People who were offering hospitality and service, they were also providing protection for others and we saw the churches in the area opening their doors as people where fleeing. There is a lwa ys people where fleeing. There is always a danger that this kind of attack can increase division. What would you say about that . Is your appeal now for unity . Could you repeat that . I was saying there is a lwa ys repeat that . I was saying there is always a danger that this sort of attack could create to danger. What was clear was that we were standing together people of all faiths and no faith and what we cannot allow is for terrace to create division in our community. London is diverse and strongerfor our community. London is diverse and stronger for it. We have seen political arguments in the wake of these killings on friday. A lot of arguments about sentencing, judicial policies and so on. Do you think this is the time for that . Or is it inappropriate to be having such a fierce debate on that at this moment . Today is a day for us to remember those who have suffered and those who have died. It is a day to give out support to those who continue to suffer and the families who have lost people and that is really the focus of this morning and the rest of our day. Our thoughts are with all of those who have been affected by this. And jack and saskia who lost their lives, they had been trying to help. They were trying to help rehabilitate offenders and in doing that they ran into danger. What was wonderful it is these two young people who could have been having a corporate career chose to work with those less fortu nate chose to work with those less fortunate than themselves. And their lives should be a real inspiration to us to continue to care for those who struggle in life. I am certain having listened to jacks father thatis having listened to jacks father that is what they would have wanted us that is what they would have wanted us to do. Thank you very much indeed. That was the bishop of london talking to us from London Bridge. Thank you. Thousands of people in falkirk have spent a freezing night without heating after a major gas network failure. Heaters and portable cookers have been distributed to vulnerable residents, and schools and nurseries in the area have been closed. Our scotland correspondent lorna gordon reports. Yes it is very cold here and in this wintry weather. In the worst Case Scenario, some homes could be without gas into the weekend. We apologise for the faulty equipment it is our fault. We are making sure that people are getting the gas back as quickly as possible. We are making sure that people who have vulnerability get extra help. Someone who is bedbound, someone with children, making sure that they are not missed. The main problem is now fixed, by a could be next weekend before everything turned back on for those affected. Drive for most of us, but things are starting to change. By but things are starting to change. By the end of the week, wet and windy weather it will arrive. We are under the influence of High Pressure, but we are starting to see some change pushing into the far northwest. It is bringing outbreaks of rain. A little bit more cloud across northern england, the best of the clear skies reserve down for the southeast corner. It will be cold. Six or 7 degrees for many. Milder air starting to pushing. What a difference in scotland, double digits. The rain will move across scotla nd digits. The rain will move across scotland through the night. We will keep a lot of the cloud and it will stay relatively mild. Further south under clear skies, temperatures will fall away, it may be at minus four degrees. With light winds, temperatures below freezing, we could see some fog and some of it will be dense in places. That could have a major impact first thing in the morning potentially for some of the morning potentially for some of the airports close to london. Dense freezing fog may be an issue first thing tomorrow morning. It will slowly lift away. Elsewhere, relatively quiet on tuesday. More in the way of cloud perhaps and chest out to the west we will see double digits, but the cold feel will continue appeared. It could be with us sometime so keep an eye on the forecast. Clear skies in the southeast. All change by thursday. It is going to be a milder story with the temperatures getting up into double digits. This is bbc news. And the Young Artists who are getting ready for one of the art worlds biggest prizes to come to their seaside town. Sport now on afternoon live with Sarah Mulkerrins. And a great innings from captainjoe root but can england win the second test against new zealand . England captainjoe root hit a double century in the second test against new zealand overnight but it probably wont be enough to save the series. He made 226, his highest score as skipper, and it came after a bit of a barren spell, where he fell out of the top ten batting rankings for the first time in five years. That was the first time hes reached three figures in almost ten months. It helped england to 476, before new zealand closed on 96 2 just five runs behind. The most likely result now is a draw, but roots innings was a big positive. It was in excellent innings and he really built on the 100 he scored the previous day. He carried on relentlessly, rotating the strike well. His footwork looked good. The temperament as well that he batted over a long period of time. It was almost showing himself as well as others that he can bat with discipline, ina others that he can bat with discipline, in a low risk fashion and play a beginning discipline, in a low risk fashion and playa beginning is, more discipline, in a low risk fashion and play a beginning is, more of a traditional type of test match innings. Heavy rain is forecast for the final day so theres liittle chance of an england victory that would level the series, but roots innings is a big positive to take away from the tour surely hell be back into the top ten soon. Premier league football, theres quite a few managers worried about their jobs, quite a few managers worried about theirjobs, and quite a few managers worried about their jobs, and one quite a few managers worried about theirjobs, and one in particular . Judd trump is looking on course to reach the next round of the uk snooker championship and move a step closer to completing the triple crown. The world number one leads three frames to one against nigel bond in the third round in york. Victory at the tournament for trump would mean he would hold the world title, the uk championship title and the masters all at the same time. Thats all the sport for now. Thank you very much indeed. Back to our main story now. The two young victims of the London Bridge attack have been remembered at vigils in the capital and in cambridge, where theyd both been students. Jack merritt and saskia jones, who were stabbed to death by a convincted terrorist on friday prompting questions about the rules around sentencing. With me here is counter extremism analyst liam duffy, who does a lot of advising on the risk of radicalisation, extremism and terrorism. Thank you very much for being with us. Thank you very much for being with us. What are your thoughts after this horrific attack on friday . Well, to be honest, having worked in Counter Terrorism in a few years and speaking with colleagues, it is probable one of the most tragic cases i can probable one of the most tragic cases i can remember. Probable one of the most tragic cases i can remember. A colleague who worked on this for long event i have, he texted me when it was unfolding, saying it eggs a lot to shock people who work in counterterrorism, but this was shocking. So many layers of tragedy. Shocking in particular because this seemed on the surface to be somebody who was reforming, who was changing, and yet was anything but. It would appear like that, yes. We have to ask. We have to go back, we are not sure, we will have to check whether he was playing the system. What it will mean, i think, is as we do more de radical and efforts in prison and in communities, we need to look at this is a case study for yea rs to look at this is a case study for years to for years ahead. They will try to weapon eyes this and i feel that they will advise future followers to do the same. With the best will in the world, you can be you can have a tens system, but you always have people like this it will not work 100 of the time, and anyone suggests that there is money that you can put towards this and it will work 100 of the time and you need to but everyone through a deradicalisation system, it will work 100 of the time, that is not true. This is not an exact science. There is no sophisticated programme in the world at the moment. Most countries are guessing at what they are doing. There is a Science Behind it, but were figuring this out as we go along. To pretend that there isa we go along. To pretend that there is a Silver Bullet to this is naive. What about sentencing . There is a row about this, a political row, some are saying lock them up and throw away the key, others are saying it isnt that simple. Where do you stand on that . Probably, quite predictably, it has turned into a binary. It is either draconian or rehabilitation. I dont think it is either all. I dont believe in putting people away for ever and locking them up and throwing away the key. I support rehabilitation, i support deradicalisation efforts entirely. Some former extremists are big supporters of deradicalisation. How can you be sure quite in a case like this, it appears that there is an ability to pretend that one has reformed. I dont think there is any where you can definitely be sure. I would argue that perhaps six years in this case, because he only served six years, for the complexity of the plot and at sentencing the judge said he was committed and i hardened idealist. I would argue six years is probably on the lenient side for that, not in terms of punitive, but this guy was extremely committed to the cause and we cant expect that to be undone in six years, especially if there is no kind of sophisticated effort going on to disengage him. When you talk about deradicalisation, do you think there are sufficient resources in terms of money, manpower and so one to make it effective in this country at this moment . Is it working in that sense, that we are putting enough into it . I cant speak for the prison system, but more for deradicalisation effo rts but more for deradicalisation efforts in general. I know the home office has a disengagement programme, where they are making foreign fighters coming back from iraq and syria join that programme. These things are happening, but there is not a magic figure we can drum up and say this is what we need to make this happen, because we dont know what does or doesnt work was i would like to see more of it done, but more reform to the Justice System to deal with this type of crime as well. The great irony of this is that the two young people who died were campaigners for rehabilitation of offenders, that is what they will try to do. The kind of moral difference between the people involved here couldnt be starker. We have people who are the best of our society, try to help and make a difference to a lot of people in that room, a lot of people in that room who are ex offenders who actually to fight this individual, and then the people we saw in the dramatic footage fighting on the street. The moral difference could be clearer between these people. Indeed. Thank you. Throughout the campaign, weve been putting your questions to politicians and experts and today we put them to snp leader nicola sturgeon. Heres what she had to say, in todays your questions answered. Brexit has left us in a limbo, and i am wondering how you can guarantee that Scottish Independence would not do the same. I oppose brexit, but there was nothing inevitable about there was nothing inevitable about the mess it has become. That has been because, in advance of the brexit referendum, people were not honest and frank about the implications. There was no real prospectus put forward for you had the light on the side of the bus and not much more. Then after the referendum, there was still no planning. Never all the red lines that undertake to each other. Nobody levelled with each other about the trade offs and compromises that brexit would entail. If you go back to the independence referendum in 2014, people have different views but there was a detailed prospectus put forward. Comprises that were set out. You were not clear on the currency situation. We were clear, thatis currency situation. We were clear, that is one of the examples where they yes campaign, and it wasnt popular with everyone on the yes side, we set we would propose a currency union. Trade offs, compromises in that, but be put forward that detail in advance so people had the clarity about what they were voting for. I would always wa nt they were voting for. I would always want that to be the case when people came to choose independence, that they had the detail to inform that decision. Do you feel that there was an independence referendum, there would be more answers than they were in 2014 . I would endeavour to give people the answer is that they were looking for, as far as i possibly could. I did that in 2014, i would do that in future. The one caveat i would inject is that whether scotla nd would inject is that whether scotland is independent or not, whether the uk is in or out of brexit, the future is never entirely certain. Things happen that you can never foresee in advance. Certain. Things happen that you can neverforesee in advance. There has got to be a frankness about that and, fundamentally, i would apply this to peoples lives as individuals. You are better able to navigate lifes uncertainties if you are in charge of the decisions that enable you to do that. Good morning. My enable you to do that. Good morning. My question is, how will i be impacted after brexit as an immigrant living in scotland . Firstly, thank you for being an immigrant living in scotland. Everyone who chooses to come to scotla nd everyone who chooses to come to scotland make a contribution to our country does is a huge honour, and i think we should be hugely grateful to you for that. I hope brexit doesnt impact on you, because i wa nt doesnt impact on you, because i want people who have chosen to make scotla nd want people who have chosen to make scotland their home to be able to stay and continue to make a contribution. But i do fear the impact of brexit on the reputation of the uk is a welcoming place. We also know the uk government wants to reduce immigration, which has big implications for scotland. Our own population over the next 25 years is not growing as fast as we would want it to stop all of the growth in our population is projected to come from immigration. As well as immigration making us become a more diverse society, we need people to come and work in scotland in order to make sure we have got a working ace population that is rising. I will do everything i can to make sure scotla nd everything i can to make sure scotland is and is seen to be a place for people to come and work. Scotla nd place for people to come and work. Scotland is open for business. Please think about coming and living in scotland and making a contribution, you are very welcome. In a moment, the latest business news. They could also just impose a came of that. They could also just imposea similar came of that. They could also just impose a similar kind of tax on other french items was up that is certainly a possibility and if you look at the way this administration has been dealing with other countries in terms of trade, i think there are lots of people that believe that is something that could happen. It doesnt seem like they could say, oh, there enough. Does it seem could say, oh, there enough. Does it seem Like Washington are trying to make an example of the french . There isa make an example of the french . There is a lot of anger worldwide when it comes tojust is a lot of anger worldwide when it comes to just the sheer amount of money that these Tech Companies are making and how little they are paying in taxes was a lot of that anger is coming from many countries in europe, and Even European Union leadership. It is certain that if the us doesnt get its way, it might wa nt to the us doesnt get its way, it might want to make an example of this french tax. There is a lot of concern. From the Trump Administrations perspective, this isa administrations perspective, this is a tax that will impact some 30 businesses, and they are not all american, but lets be honest, a majority of the companies that are impacted by this tax are american companies. The Trump Administration says, if anyone is going to tax american companies, it should be the United States and not other countries was ok, im sure this one will run and run. Margate, on the kent coast, was once a prime seaside resort but like many towns fell on hard times thanks to cheap foreign holidays, and some areas have suffered real deprivation. But could that all be about to change . The town is hosting britains best known art competition, the turner prize, thanks in part to a huge influx of artists who have made margate their home and are helping to bridge the Cultural Divide between some communities with a rather special after school club. David sillito reports. Welcome to margate, and the reason im here . Not the gallery, or the beach, but an after school club. So, they said an art school. Um, meet by the lollipop, and im guessing thats the lollipop. Meet the despacito art group. And this, the round up. And it all began when a group of artists moved to the area, and the kids in the street wanted tojoin in. They seem quite enthusiastic. Yep how did this all happen . Basically, we used to be in that building over there when we first moved in 2017, and they were all knocking. Off the road, please no, no, no off the road. Thank you. They were knocking on the door, asking what we were doing, being really curious and interested. And obviously, were an art school, so it felt only natural to set up an art school for this lot. So theyjust knocked on the door . Literally knocked consistently on the door and they were screaming through the letterbox, let us in, we want to do art the background to this, margates Booming Community of artists. Even the old woolworths has been taken over. And then theres the other margate. Cliftonville is one of the most deprived neighbourhoods in britain. Its also very diverse. So you speak three languages, dont you . Yeah, four. Four . english english. Czech. Czech, slovak. Gypsy. And gypsy. And the reaction to this new population . These streets have been a focus of some uncomfortable attention. Theres been conflict. But in the art group, its fun and its safe. There are strict rules, and its a place for quiet, private conversations with some friendly adults. The stuff they tell you, theres a lot going on in these young lives. And no one bullies you here . Cos theres rules. And at the end, its back to the fun stuff showing off the artwork. This is dmitris upside down water droplet. Its all part of the water cycle. With river, leaf and tree. You know, its evaporation and. And all that stuff. These conversations matter. Margate is changing fast, and new arrivals always bring new issues. But at least open school east is a place to talk it over. Financial and parental responsibilities prevent the kids from doing other activities, so were their one guaranteed outcome they have, where they can come, be creative, have an outlet, let off some steam, but we also talk to them about life and discuss things with them. All bye, david see you soon and with that, it was goodbye to children of the despacito art club. David sillito. Walk like a human thank you. Bbc news, margate. Well, keep watching anyway. Also coming up. So people can get emergency contraceptive without having to ask for the pharmacist. Hello, everyone this is afternoon live im ben brown. The bishop of london said the vigils remembered academics who came to celebrate rehabilitation but found only danger. Bell tolls. Andy moore, bbc news. Our correspondent simonjones is at London Bridge. Two very emerging vigils. In cambridge and close to where you are. Yes, that thejoe here took place around a mile from here. A chance to remember the lives of the two University Graduates who were killed. But also to think about the three people who ended up in hospital following the attack. And also a chance to pay tribute to the ordinary members of the public who did extraordinary things. In a message during that vigil, from the mayor it was a message of defiance that london would not be brought down by acts of terrorism. The bridge was reopened yesterday evening and people have been walking over it all day. They have not been scared, they have wanted to be out and about in the capital. Also park here is where the investigation is going on because behind me is where the attack broke out on friday afternoon. We have been hearing about those acts of heroism. A polish chef who is named lucas who was working in the basement. He heard a scream, he was trained in first aid heard a scream, he was trained in firstaid and heard a scream, he was trained in first aid and he decided he needed to do something he rushed upstairs and grabbed an ornamental stick off the wall and he grappled with usman khan. That allowed people to flee and get out of danger. Then the attacker was changed onto the bridge and held down by the members of the public before the police arrived. We have been learning more about usman khan. We understand that when he was released from jail this time last year, he was considered to be a low priority by m15 in terms of the need for further investigation. The threat he was deemed to pose to the public was deemed minimal. He was Given Community supervision and he was on the highest level of that. Thatin was on the highest level of that. That in theory limited who he could have co nta ct that in theory limited who he could have contact with. Also where he could go, but obviously something went terribly wrong. That is going to be part of future investigations. I think today the focus is very much on the two people who lost their lives and a chance for people to come together and remember their lives. Into talk about the people who make sure her more were not injured and killed. Usman khans release from prison on licence has led to a bitter political row over sentencing and the conditions under which offenders are released. Our Legal CorrespondentClive Coleman reports. Remembering the tragedy of London Bridge. Among the carnage that day, there was extraordinary bravery. Lukasz pulls off the wall, this long stick. He charges towards the bad guy and he impacts him on the chest. The second fatality, named yesterday, saskia jones. Young, bright, committed to social justice. Emotions are raw. She was fearless. She was a warrior. She was going to change the world. Maybe she will. The attacker, usman khan, benefited from a period from 2008 to 2012 when prisoners classified as dangerous and placed on so called extended sentences were automatically released on licence halfway through their custodial term. Today, a damning assessment of government and prison measures to de radicalise and prevent attacks by convicted terrorists. In a bureaucratic organisation that is highly resistant to change, very secretive, and has a kind of arrogant and delusionary belief in its own expertise, that kind of chaos if you like, or that kind of revolving door of political masters is very useful if you dont want to do anything. Both main parties have responded to the London Bridge tragedy. The Prime Minister borisjohnson has said that he wants to end automatic Early Release for terrorist prisoners, but what is actually in the conservative Party Manifesto . Serious and violent criminals in prison for four years or more will have to serve two thirds of their sentence before release, that is up from half. 20,000 more Police Officers in england and wales. And 10,000 extra prison places. So what aboutjeremy corbyn . He does not believe that ending automatic Early Release for terrorist prisoners will combat terror. He wants a criminalJustice System that is fit for purpose. Labour also wants more Police Officers, 22,000. It wants to restore prison officer numbers to 2010 levels. Theres been a 9 drop since then. He also wants to review the prevent and protect programmes, which combat extremism and protect the public. All of the Political Parties one form or another said they would invest the criminal Justice System but can the threat from convicted terrorists ever be eliminated . You absolutely cannot just sentence your way out of this problem by locking people up for longer and longer periods. You have to use the time they are in custody, year after year, to work with them and ensure that supervision on release is fit for purpose and it is not at the moment. You also have to recognise that there is always going to be some risk. However that prevention becomes, the uncomfortable truth is that we will all have to live with some level of threat for the foreseeable future. Clive coleman, bbc news. A 23 year old man has been charged with breaching notification conditions under the Counter Terrorism act. Yahya rashid from north london is accused of failing to give police his current phone number and email address as required under the legislation. Police have said the arrest is not linked in any way to the London Bridge terror attack and that the inquiry was underway before friday. In the past half hour, a man has been cleared of the murders of three men in exeter. Alexander lewis ra nwell admits killing the men in february, but had pleaded not guilty to murder on the basis he was insane at the time an argument the jury accepted. Chris dilley reports. This is Alexander Lewis ranwells second release from custody, but where opportunities missed to stop his killing . He was going to kill me. Im sure he was. People died for nothing. It could have been stopped. Alexander lewis ra nwell he nothing. It could have been stopped. Alexander Lewis Ranwell he was first arrested on the 8th of february after breaking into farm buildings and releasing animals. His First Release was on the saturday. His first violent attack came later that morning shortly after 8 30am. He wandered onto another farm brandishing a stick and saw. This man came out to help his wife after seeing his wife struggle to protect their livestock. I shouted to her get the police, click there is trouble. He suddenly advance on me and swung the saw. I put my arm to stop it. And i thought, this is not a safe place to be. So i turned and iran, the a safe place to be. So i turned and i ran, the fast i ever a safe place to be. So i turned and iran, the fast i ever ran in my life. He was trying to kill me, quite definitely. He made off, but he was soon arrested in nearby fields where he was seen walking without shoes. He was brought back here where his behaviour was described as bizarre. He urinated on himself, tried to steal a stun gun and claim to have lost his unicorn. Police thought he was a risk to the public if released, they called Mental Health officials who did not attend in person. Instead he was released pending further inquiries. Isaid released pending further inquiries. I said what . He tried to kill me. I thought there was a good chance that he would come back and finish the job. After the second release, he made his way by taxi and bus to exeter. He was captured on camera at 12 30pm outside this house. It seems this note calling for accommodation for the 80 year old resident and his cat attracted him. Anthonys friend found the body. He was in the corner on the floor. His left arm was behind his back. And i could see matter coming out of the back of his head. I checked his pulse, and i knew he was dead. He was captured on camera again which a short time after. Inside he killed 84 year old twins with a spade. The violence would eventually come to an end here and Exeter City Centre in the early hours on february 11, but not before a final confrontation at this hotel. When he was refused breakfast, he turned violent. He was standing on the other side of the door and with a big butcher knife he was talking about voices, some woman that was locked in a room upstairs. I was like. Iwas locked in a room upstairs. I was like. I was saying to myself i dont know what is going on but hes going to do something. Despite receiving a head injury he fended Alexander Lewis ra nwell off. Receiving a head injury he fended Alexander Lewis ra nwell offm receiving a head injury he fended Alexander Lewisranwell off. If you make the same mistake and your mistake causes people to die, i am not accepting that. A jury mistake causes people to die, i am not accepting that. Ajury has decided that Alexander Lewis ranwell was not responsible for his actions. The surviving victims want to know whether others could have stopped him. Youre watching afternoon live, these are our headlines. The Prime Minister, the labour leader and the mayor of london lead tributes to the victims of the London Bridge terror attack. The point of no return on Climate Change is looming the stark warning from the United Nations as leaders gather in madrid for talks. A man who bludgeoned three elderly men to death has been found not guilty of their murder on grounds of insanity. And thousands of homes in the falkirk area are left without gas overnight and suppliers say it could stay off until the weekend. And in sport its awards season in football can liverpools Virgil Van Djik claim the mens ballon dor . And a captains innings from joe root rescued englands cricketers on day four of the second test in new zealand he made a double century, to leave them just 5 runs ahead. Ill be back with more on those stories after half past. Thank you very much. Lets get the latest from the Election Campaign now and the conservatives have set out a five point plan which they say will strengthen Border Security after brexit. The proposals include an american style visa waiver scheme and greater powers to stop serious criminals from the eu at the border. Lets get more now from our Political Correspondent ben wright whos on the south coast where the Prime Minister is campaigning this afternoon. We saw you on the south coast know youre on the bus, what has a Prime Minister been saying . Yes, the Prime Minister been saying . Yes, the Prime Minister was in southhampton plugging the tories policy on Border Security after brexit. Among the things they were talking about included the plan to have a new Visa Waiver Programme for eu nationals wanting to visit after brexit. And the same would apply to uk nationals wanting to make trips over to the continent. You would not need a visa, but you would have to fill in a form on line and it would be an additionalform of a form on line and it would be an additional form of screaming. A form on line and it would be an additionalform of screaming. They are talking about introducing a new system to to count the number of people coming in. That is something they could have done at any point, but now they say they are really going to do it seriously. Some of the proposals have had criticism from the labour party. The tories say theyre going to have a much better grip on stopping foreign creditors coming in from the European Union after brexit, but the labour party argues that the brexit makes it harder for labour party argues that the brexit makes it harderfor being out labour party argues that the brexit makes it harder for being out of the union. Inevitably, the Prime Minister was also asked about his response to the terror attack on friday. And the criticism that has been made by the families and friends of the two young people who were killed that the conservative party in particular have politicized this. Just a few minutes ago the Prime Minister was asked whether his response to the attack, the tone of the response had been wrong. Of course i feel, as everybody does a huge amount of sympathy for the loss of Jack Merritts family and huge amount of sympathy for the loss ofJack Merritts family and for all the relatives of jack and saskia who perished on the bridge. Being that i campaigned against Early Release and shorter sentences for many years, it was in my manifesto in 2012 when i was in my manifesto in 2012 when i was running for the mayor of london. Isaid it was running for the mayor of london. I said it in august, and it was in the clean speech. In fact there is a bell that was ready to go to stop automatic Early Release for serious and dangerous offenders. I think u nfortu nately and dangerous offenders. I think unfortunately that is the problem we face. We have too many people who are released automatically onto the streets. We need to address that. If we can get the parliament fixed and get that bill through, then we will. You need to be honest with people because this guy was in jail for eight years, the whole time under a conservative government and you did not deradicalise him. The system has failed on your watch. Any impartial assessment of the situation we can see that he was sentenced to a short time and praise him and he was subject to 16 years unlicensed. Only serving two years on remand, eight yea rs serving two years on remand, eight years altogether. I do not think that was long enough in view of the gravity of his offence which was to conspire to blow up the Stock Exchange and cause other types of mayhem. And in view in the view that was taken of him by the initial sentencing judge. And looking at what thejudge said sentencing judge. And looking at what the judge said about him, it is clear he was viewed as a very serious threat. And my feeling is very simple, ourjob is to keep the public safe and that is why i have campaigned for so long against automatic Early Release. And as i say, we have a bill to fix that. What i would like to see happen is to get that through. To do that, we need to fix this parliament. A less raucous political tone from the Prime Minister. But wanting to talk about sentencing. As i understand that, as the law stands, it is not possible for people convicted of terrorist offences to qualify for automatic Early Release. And as the Prime Minister was asked, how do we stop people from being radicalised once they are in prison . I think later on in the interview, the Prime Minister said that the grim reality was that in some cases it will not be possible to deradicalise people. That is where some of the argument might move next. Been right there our Political Correspondent. He is travelling with the Prime Minister. Labour has announced plans to slash railfares by a third and simplify ticket prices for part time workers if the party wins the election. They also want to make train travel free for young people under the age of 16 and build a Central Online booking portal with no booking fees. The proposals are part of broader plans by the party to nationalise the uks train system. Rebecca was reporting there. Time for a look at the weather. Louise is back with us. Beautiful blue skies. It was a glorious morning. Bitterly cold, but some lovely winter sunshine. The weather watchers have been a real hit in the last four years. For us because they really help illustrate the point we are trying to get across with the weather stories. So we have got the competition. An exciting new competition. An exciting new competition i have been told by the powers that be upstairs. Because at the weekend, we actually changed seasons meteorologically speaking. We are now in winter. We are holding a competition for the most beautiful autumn picture from our weather watcher. What is the prize if you win . I dont know. Iwill come watcher. What is the prize if you win . I dont know. I will come back to you on that one. Sorry about that looks like we could be in for another managerial casualty soon marco silva at everton under huge pressure struggling just above the relegation zone three managers have gone in the last two weeks. Two of those jobs are still vacant, with arsenal and watford looking for their long term replacements. One name being touted for the arsenaljob is brendan rogers, currently in charge of high flying leicester in second. He was asked about it at his press conference this afternoon. He seems to have ruled it out, saying why would i want to leave leicester at this time . Im working with a group of players who have so much potential. He added, for me, i repeat, im very happy here. I feel i want to continue with that. Take from that what you want. Rodgers has a contract with leicester until 2022. Evertons marco silva is feeling the heat after they lost to leicester yesterday. Manchester citys Sergio Aguero wont play in the Manchester Derby this weekend, according to manager pep guardiola. The argentine striker suffered a thigh injury in the match against chelsea last month and still hasnt recovered fully. Guardiola today said aguero wouldnt be ready in time to face Manchester United at the etihad this saturday. Speaking at his Pre Match Press Conference ahead of tomorrows match against burnley, guardiola was asked about his choice of partnerships in Central Defence. Otamendi and stones are the players who have played most often in Central Defence in their careers. Yet they havent played together for you since thats the norwich game. Is there a reason for that, what is the reason . Because i like people to play in those positions a lot was do you like him as a centre half . Right now, yet thats why he place was up england captainjoe root hit a double century in the second test in the second was up test against new zealand overnight, but it probably wont be enough to save the series. He made 226 , his highest score as skipper and it came after a bit of a barren spell where he fell out of the top 10 batting rankings for the first time in five years. That was the first time hes reached three figures in almost ten months. It helped england to 476, before new zealand closed on 96 2 just five runs behind. The most likely result now is a draw, but roots innings was a big positive. Thats all the sport for now. Ill have more for you in the next hour. Hundreds of thousands of commuters in southern england face weeks of rail disruption after members of the rmt union on South Western Railway began a major strike. They will take part in 27 days of industrial action lasting until new years day. Passengers have been warned that only around half of services will run, including those to and from london waterloo, the countrys Busiest Railway station. Theo leggett reports. The picket line was in place early this morning as commuters face that you need to work that was even more stressful than usual. On newer trains being introduced next year the drivers will be able to close the doors themselves, removing one of the guards main duties. Thousands of people in falkirk have spent a freezing night without heating after a major gas network failure. Heaters and portable cookers have been distributed to vulnerable residents, and schools and nurseries in the area have been closed. Our scotland correspondent lorna gordon reports it is very cold here. In this wintry weather, engineers are warning that in the worst cases, some homes could be without gas until the weekend. At the start of winter in this part of Central Scotland, thousands have been left unexpectedly without gas to their homes. Across the falkirk area, a large operation to help those in need is swinging interaction. Is it been a cold night . Just a touch we have been cooped up in one bed trying to stay warm. Hot plates and heaters are being handed out. How money did they give you . Two per household, but there are six in their household was to but it is better than nothing. There are people you have got to worry about. Including people with kids. Angeline terrys daughter is nine months old was up with schools and nurseries closed, the rest of her children are also offered school. Their gas supply was turned up yesterday, and they are using portable heaters to warm one room. We are just using the kettle now to boil all of our water. We dont have any gas in the home. So no heating. No hot water. No hob. How would you coping . |j so no heating. No hot water. No hob. How would you coping . I am just try to think, how will i go through the week and thinking about night time. During the day, we in one room. But we are planning ahead for the week. Engineers are going door to door to disconnect thousands of homes. For safety reasons, all those affected will need their gas turned off. We are apologising for the fault that has happened. It could be next weekend before gas supplies, gas central heating and hot water to those affected comes back online. With the gas off, so many homes are using more electricity. People in this area are being urged to be mindful of their illiteracy to usage following a number of Power Outages overnight. Of their electricity usage. Health experts say women should be able to buy emergency contraception without needing to have a consultation with a pharmacist first. Its part of a wider report by the Royal College of obstetricians and gynaecologists called betterfor women which has identified how there should be better Healthcare Access for women. Lets get more on this then. With me here is clare murphy from the british pregnancy advisory service. What do you make of this report . It isa what do you make of this report . It is a great report that supports women across their reproductive lifetimes was not there a brilliant recommendations in it, really supportive. The call for easy access to the morning after pill, making it available on the shelf forming to buy without consultation. We know the consultation serves no real clinical purpose and can act as a real barrier to women accessing this medication which gives them a Second Chance of avoiding an unwanted pregnancy. Some people would say it does have a clinical purpose that you do need a consultation, it is about to have a face to face contact with medical staff. No, there is no Health Reason for that. Women are perfectly capable of knowing when they need to take this pill. In other countries, including in north america and elsewhere in europe, it is available to buy from the shelf without consultation. That doesnt mean women cannot seek advice if they need it, the same way as if you go to buy any other product in a pharmacy, you can seek further information and advice from pharmacists, but we know that barrier in our experience of talking to tens of thousands of women every year with an unplanned pregnancy, that consultation and the cost, which still remains very high, can act as a real barrier to women using this pill when they need it. Im sure you are aware what the society for the protection of unborn children are saying, and people like that, campaigners like that was not they are saying, this approach is propaganda to deceive women do thinking that Abortion Pills are safe and simple. They are neither. What would you say to that . The morning after pill is not an abortion pill. They are talking about broadening. Making it easier for women to access any medical abortion. I dont think it will come to any surprise that they resent the fa ct to any surprise that they resent the fact that people might be able to Access Health ca re fact that people might be able to Access Health care systems more easily. If women are facing an unplanned pregnancy and they need to access abortion care, they should be able to do that as swiftly and stra ig htforwa rdly able to do that as swiftly and straightforwardly as possible. That isa straightforwardly as possible. That is a moral position to take. You touched on this briefly, but how do we compare with other similar countries, such as european countries, such as european countries, the United States, canada, in terms of this sort of availability . In regard to abortion . We are lacking behind now. We were a pioneer in the late 60s of introducing our abortion act, which has been a fundamental piece of legislation which in many respects has served women well, but a lot of the provisions in that act are wildly out of date with clinical practices today. It was not an act that sought to deliver woman centred care, it was about addressing the Public Health concern of backstreet abortions uptime. What we need is legislation that is fit for the needs of women today, and up to date with updates in medical practice. Enabling women to use abortion medications at home, which is available in other comparable countries, that would be a big step forward. We are supportive of what is in this report. Thank you so much for being with us was not good of you to talk to us. Thank you for being with us. Good of you to talk to us. The bishop of london said the vigils remembered academics who came to celebrate rehabilitation but found only danger. Bell tolls. Andy moore, bbc news. It was said it was not a subject to be scoring points. With regard to usman khans sentencing. Our correspondent is travelling with the Prime Minister phs bring us up to date of what the Prime Minister has had to say. Yes, campaigning has been up and running again today. Borisjohnson has just had running again today. Borisjohnson hasjust had a running again today. Borisjohnson has just had a tour of the docks in southhampton flagging up the partys Border Security measures that they said they would bring in after brexit, but of course he was asked about the political mudslinging that followed the attack on friday. I think you particular the criticism that was directed at borisjohnson and the conservative party by the family and friends of the two young people who were killed who felt it was inappropriate that this was becoming a political issue and thought that jack married for insta nce thought that jack married for instance jack merritt would have been appalled at tougher sentences. These are questions that Boris Johnson has had to face in interviews. When he was in portsmouth, im sorry in southhampton, he was asked about the tone of the campaign. Of course i feel, as everybody does a huge amount of sympathy for the loss of Jack Merritts family and for all the relatives of jack and saskia who perished on the bridge. Being that, i campaigned against Early Release and shorter sentences for many years, it was in my manifesto in 2012 when i was mayor of london. I said it in august, and it was in the queens speech. In fact there is a bill that was ready to go to stop automatic Early Release for serious and dangerous offenders. I think unfortunately that is the problem we face. We have too many people who are released automatically onto the streets. We need to address that. If we can get this parliament fixed and get that bill through, then we will. You need to be honest with people because this guy was in jail for eight years, the whole time under a conservative government and you did not deradicalise him. The system has failed on your watch. Any impartial assessment of the situation we can see that he was sentenced to a short time in prison and he was subject to 16 years on licence. Only serving two years on remand, eight years altogether. I do not think that was long enough in view of the gravity of his offence which was to conspire to blow up the Stock Exchange and cause other types of mayhem. And in view of the view that was taken of him by the initial sentencing judge. Borisjohnson, by Boris Johnson, by no borisjohnson, by no means going back on his focus on sentencing. And still saying that the sentencing regime when this man was convicted, he fails, was in part to blame for what happened. The law has changed since. And anyone convicted of terrorist offences now cannot be subject to automatic Early Release. Borisjohnson subject to automatic Early Release. Boris johnson wanted subject to automatic Early Release. Borisjohnson wanted to make the point that longer sentences for people convicted of terrorist offences is necessary. And i think rebutting the labour partys argument that what this attack showed were problems within the systems. Know the questions around the funding in probation services, the funding in probation services, the jail system, etc. The political argument while some may find it so distasteful that it happens so soon, will grumble on. And for the tories, this is going to be a focus of theirs. You have got the nato summit beginning in london. This is an issue i think they will continue to double down on as one of their key election messages over the next few days. Thank you very much. A 23 year old man has been charged with breaching notification conditions under the counterterrorism act. Yahya rashid from north london is accused of failing to give police his current phone number and email address as required under the legislation. Police have said the arrest is not linked in any way to the London Bridge terror attack and that the inquiry was under way before friday. A paranoid schizophrenic has been cleared of the murders of three men in exeter. Alexander lewis ra nwell admitted killing the men in february, but had pleaded not guilty to murder on the basis he was insane at the time an argument the jury accepted. Chris dilley reports. This is Alexander Lewis ranwells second release from custody, but were Key Opportunities missed to stop his killing . He was going to kill me. Im sure he was. People died for nothing. It could have been stopped. Alexander lewis ra nwell was first arrested on the 8th of february after breaking into farm buildings and releasing animals. His First Release was in the early hours of the saturday the 9th. His first violent attack came later that morning shortly after 8 30am. He wandered onto another farm brandishing a stick and four foot saw. This man came out to help his wife after seeing his wife struggle to protect their livestock. I shouted to her get the police, quick there is trouble. He suddenly advance on me and swung the saw. I put up my arm to stop it and reeled off to one side. And i thought, this is not a safe place to be. So i turned and i ran, the fastest i ever ran in my life. He was trying to kill me, quite definitely. He made off, but he was soon arrested in nearby fields where he was found walking without his shoes. He was brought back here where his behaviour was described as bizarre. He urinated himself, tried to steal a stun gun and claimed to have lost his unicorn. Police felt he represented a risk to the public if released. They called Mental Health professionsals who did not attend in person. But they and a Police Doctor who did see him in person did not recommend he was sectioned. Instead, he was released pending further inquiries. I said what . He tried to kill me. I thought there was a good chance that he would come back and finish the job. After the second release, he made his way by taxi and bus to exeters st david station. He was captured on camera at 12 30pm outside anthony paynes dilapidated house. It seems this note calling for accommodation for the 80 year old resident and his cat attracted him. Anthonys keith friend found the body. He was huddled up in the corner on the floor. His left arm was behind his back. And i could see matter coming out of the back of his head. I checked his pulse, yeah, i knew he was dead. He was captured on camera again a short time after claiming his first life. Inside he killed 84 year old twins dick and roger carter with a spade he took from their garden. The violence would eventually come to an end here in Exeter City Centre in the early hours on february 11, but not before a final confrontation at this hotel. When he was refused breakfast, he turned violent. He was standing on the other side of the door and with a big butcher knife, he was talking about voices, some woman that was locked in a room upstairs. Iwas like. I was saying to myself i dont know what is going on but i need to do something. Despite receiving a head injury he fended Alexander Lewis ra nwell off. If you make the same mistake and your mistake causes people to die, im sorry, i am not accepting that. A jury has decided that Alexander Lewis ra nwell was not responsible for his actions. His surviving victims want to know whether others could have stopped him. Shortly after sentencing, superintendent mike west, who is head of serious and organised crime at devon and Cornwall Police, gave a statement. A trail based on insanity is a rare procedure and the court has heard medical evidence from independent experts who have assessed Alexander Lewis ra nwell over many months while on remand. They have concluded that he was suffering from a severe Mental Illness at the time of the events. These along with other Mental Health interactions carried out in Police Custody during february 2019 shows how complex and dynamic this case has been. The decisions made by devon and Cornwall Police during february 2019 were based on the legal parameters, professional Health Advice and Information Available to us at the time. During his time in custody, prior to their deaths, the defendant had a number of interactions with five Different Health care professionals who were involved in providing guidance and professional assessment. As a result, it was agreed that he was fit to be detained and interviewed and indeed confirmed that he did not need a full Mental Health assessment. We fully accept our responsibility is to look after those detained in our custody units. But it would be unreasonable to expect Police Officers or staff in this situation to have overridden decisions made by those who are trained, qualified and skilled in Mental Health. This has had a lasting effect on the local community and i would like to thank them for their resilience and their support. Our correspdondent sarah ransom is at exeter corwn court for us. Sarah, this is a hugely disturbing case with some real implications about how we treat people like this. Absolutely. The judge about how we treat people like this. Absolutely. Thejudge has described it as absolutely. Thejudge has described itasa absolutely. Thejudge has described it as a disturbing case on so many levels when she was addressing the jury levels when she was addressing the jury this afternoon after they delivered those unanimous verdicts on the three charges that were before it Alexander Lewis ranwell. They came back with the verdict of not guilty on his defence of insanity. As you rightly say, there were a number of complex. Evidence from psychiatrist giving reasoning as to why they thought that. All three from the defence and prosecution interviewed him after he had been arrested and taken into custody. They all talked about his long history of Mental Illness. He detailed to them that he had been a section twice before and they went on to talk about the summer before the killings that in fact he had come off his medication. That he was happy in life, but he had a relationship break up that the psychiatrist said was the start of his descent back into psychotic behaviour. That that is when they talked about his diagnosis of paranoid schizophrenia. You are absolutely correct that the police from their point of view, there custody sergeant had asked for Mental Health advice. They had been in contact with a number of Mental Health professionals to ascertain whether Alexander Lewis ra nwell could be detained any further than that 24 hour custody period. He was in custody because he attacked a man with a saw. The Mental Health professionals although some have flagged a concern about his behaviour when the forensic medical examiner came to see him in a 19 minute interview through the prison doors were custody doors, he said at that time when he saw him, he presented as a calm individual, but he was engaging with him. His recommendation was he could be detained for that 24 hours, but before being released he should see a Mental Health nurse. That did not happen. The Crown Prosecution Service when asked if they could detain him any further on that gbh term, they were told no there was not enough evidence. And the evidence cannot be gathered within the 24 hour limit. So he had to be released. The police said they could not really do anything else. They gave him information about where to go to if he felt he was descending further and his Mental Illness became more severe, but at that point they had to release him. Hours later, we know that those three elderly men were bludgeoned to death. There is no disputing that Alexander Lewis ra nwell did that, death. There is no disputing that Alexander Lewis ranwell did that, he admitted that. His defence was a lwa ys admitted that. His defence was always that he did not know what he was doing at the time. And today the jury was doing at the time. And today the jury have accepted that defence. Sarah, thank you very much indeed. Our correspondent at exeter crown court. Im going to try and get aboard it, but i suspect it is going to be rather crowded. I did manage to squeeze on board, but others were not so lucky. At earlsfield on the outskirts of london, people were forced to queue just to get into the station. Some 600,000 people normally travel on the South Western RailwayNetwork Every weekday. The company runs 1,800 daily services. But during the strike, that figure is down to about 1,000. Lam i am slightly worried, guess. We arejust we are just approaching the evening rush hour. With me now is our transport correspondent tom burridge. What is it like where you are . It is busy as you would expect in the busy station in the country. At the moment we are not in the busiest pa rt moment we are not in the busiest part of the rush hour. I think the critical part is coming. We will see whether southwestern can run and off trains to get people out. I think really some of the problems this morning, we were out on the trains service into waterloo, it was pretty bad. It was very overcrowded, some people could not get on certain services. But there were always trains after that. It was not mayhem and why disk wide disruption as feared. We will have to see how the rest of today goes over the next couple of hours and the rest of the month. As we heard from one of the passengers this is just the start. Many days and potential disruption. Is there any light at the end of the tunnel, if i may use that clear shake . There are plenty of cliches you can use. The talks collapsed on thursday. They are not back to talking today. We dont know if they well in the coming days. At the moment we are set for strikes every single day except for polling day and boxing day. That is a pretty bleak patcher for passengers. This pa rt bleak patcher for passengers. This part of the country is symptomatic of the railways more broadly. He cannot put more trains on the lines for some of the lines. Most of the trains during rush hour are absolutely jam packed, overcrowded already. It just gives absolutely jam packed, overcrowded already. Itjust gives you a sense of the potential misery that some people are going to suffer in the run up to christmas. Thank you very much, tom. Lovely to talk to you. Have a corresponding waterloo station. Lets return to the Climate Conference in madrid where the un secretary general has warned that the world is almost at the point of no return when it comes to Climate Change. And rebecca joins us live now from madrid. Another stark warning. Another conference to talk about Climate Change. Have significance in this conference compared to all the other ones . I think what is different about this conference and it has just started. You have thousands of people arriving from all over the world, is the pressure coming from the outside. We have had reports from scientists saying the situation is looking bleak for the polls, from scientists saying the situation is looking bleakfor the polls, the oceans, land. Young people out striking calling for climate action. They un secretary general, his message could not be more stark that the window to act is closing. Governments need to step up. The impetus is there from the outside. This is the 25th round of these un talks, which gives you a sense of how long they have been going. Things seem to move at a glacial pace here. Whether the sense of urgency can meet the expectation here, we will have to see how it plays out over the next two weeks. Are there any concrete steps that could be announced at this conference . The key thing really for this conference is to get in place the rules and regulations behind the paris agreement. This was the agreement signed in 2015 by all the Global Leaders of the world. It was a big moment saying we should try and limit Global Temperatures to 2 degrees or ideally 1. 5 degrees. They are trying to get the mechanisms in place for that. 2020 is the big year for Climate Change because all of the countries involved have to put in their big new pledges for what they are going to do to meet the target. At the moment, the pledges are way off. At the moment everything needs to be put in place. There is a race to get the big new targets and begins here. As you talked about all the pressure there is for Climate Change protesters and so is for Climate Change protesters and so on, is there still a sense of frustration that some of the biggest countries and polluters are not actually doing enough to reduce Carbon Emissions . The developing nations are saying, we are the ones feeling the worst effects of family change. The ones who are doing the omitting really need to step up. The us is interesting. Donald trump is not here, he is in the uk, he has started the process of pulling out of the paris agreement. On the other hand, you have nancy pelosi here who is saying that america is still in, so is saying that america is still in, so the Global Politics around this is interesting. That is perhaps why these meetings move slowly because there is so much to really ratchet out. Thank you very much. Now its time for a look at the weather with louise lear. Frost and fog a feature of the weather over the next couple of days. How long will it last . The cold weather will continue for the next couple of days, but there is wet and windy weather later in the week and then it turns milder for all. At the moment, we are under the influence of High Pressure. It is just introducing milder air at the moment across scotland, with outbreaks of showery rain. That d rifts eastward, outbreaks of showery rain. That drifts eastward, but it stays mild in the north west was up temperatures for the way just in the north west was up temperatures for the wayjust below freezing in rural spots and with light winds, we could see a further issue with some fog, particular across south east england. Some of that fog is dense in places and it could be slow to left, so it could have an impact on major airports in the south east corner. It will gradually do so, and it stays quiet but cold on tuesday. This is bbc news. Marco silva at everton is under huge pressure theyre struggling just above the relegation zone and three managers have gone in the last two weeks. Two of those jobs are still vacant, with arsenal and watford looking for their long term replacements. One name being touted for the arsenaljob is brendan rogers, currently in charge of high flying leicester in second. He was asked about it at his press conference this afternoon and seems to have ruled it out, saying, why would i want to leave leicester at this time . Im working with a group of players who have so much potential. He added, for me, i repeat, im very happy here. Rodgers has a contract with leicester until 2022. Now on afternoon live, lets go nationwide and see whats happening around the country in our daily visit to the bbc newsrooms around the uk. Today we go to north west tonights rogerjohnson in salford, where the team have given out the first bbc north west tonight christmas star. First of all, tell us a little about what a christmas star is. That is a good question. It is something we started five or six yea rs something we started five or six years ago on north west tonight, basically to celebrate people who do kind things across the region. They can be small acts of kindness, grandiose gestures, but we have done it for about seven years now and it gives us some Human Interest stories, the ones that we did last year. When we first started doing them, nobody knew what was going on. We were giving them these bits of star shaped glass, but now it has been going for so many years here in the north west of england that when you do it and when you turn up and somebody pulls out a star to give to somebody, they know what it is and they know what it means. It has become a really nice fixture of our december output on bbc one in the north west. Everyday, giving a christmas star to somebody to say thank you for some thing kind they have done for some body else. Who sent you the first nomination this year . We have had hundreds of them. We started asking about them a couple of months ago. We will have the first one tonight was i went to the first one tonight was i went to the presentation on friday. It was a lady called barbara, who had a daughter called rosie. She was born with cystic fibrosis, and was 27 yea rs old with cystic fibrosis, and was 27 years old and needed a double lung transplant, and she had that back in 2015. That was the cue for rosie to really live life to the full, to make the most of the Second Chance she had been given and the good set of lungs she finally had. Sadly, in 2017, her body started to reject the lungs and rosie died. But when she died, the one thing she was absolutely keen on was that she should donate whatever organs she could from her own body, and she did, she donated her kidneys. As a result, two people were given the gift of life by rosie. Her mum and dad, barbara and alan, wanted to say thank you to the staff at the Blackpool Victoria Hospital in the transplant unit who had helped rosie through her own transplant, and then helped her as she died to become a donor. Listen to them. Every time we have been up here, she has been whizzed through and sorted out straight away, we have never had to wait for any treatment or anything like that. She has always been taken into the best possible place. They have kept us informed all the way along. If things started to deteriorate, they have had us in to tell us what to expect. There were four times we thought she wouldnt make it. Allen kept calling them. She just rolled with it. Even when she went up to have her organs harvested, the two nurses who looked after her stayed with her all the way through. Even though she had died . Yes. Sorry. A very emotional story. What was the reaction of the Organ Donation team . We surprised a volunteer who talks to people who are thinking of donating an organ for when her husband died, he donated some of his organs. And also Lee Coulthard there, one of the nurses working in this part of the world. We gave them a slight white lie. We were going to be talking about the importance of families discussing Organ Donation over christmas, so their families discussing Organ Donation over christmas, so theirfamilies know what their wishes should be. And then that key moment, barbara popped out with the christmas scar. Christmas star. The Organ Donation law in england is changing next year. In scotland and wales, it is already further down the track, so it will become an opt out system rather than an opt in system. That is close to my heart, literally, because my nephew, max, as viewers in this part of the world know, became the poster boy for that campaign because he had a heart transplant at the age of nine, a couple of years ago. It was fantastic and really well received by the two people, byjoanne lee. Viewers in this part of the world will be able to see the full report tonight was not good stuff, thank you forjoining us. More on north west tonight at 6 30pm or on the bbc iplayer. Thats nationwide. If you would like to seem more any of those stories, you can access them via the bbc iplayer. We go nationwide every weekday afternoon at 4 30pm on afternoon live. More now on the response to fridays attack on London Bridge more than 70 survivors of terror attacks have called on the next government to back a survivors charter to better support those caught up in incidents. The survivors against terror group has asked for all Political Parties to provide better Mental Health support and access to compensation. Among those that signed a letter in the Daily Telegraph are survivors of the Manchester Arena bombing, the 2017 attacks on westminster and London Bridge and the 2015 shootings at the bataclan in paris. Figen murrayjoins me now herson, martyn hett, died in the 2017 manchester attack. She is one of the signatories of the letter and is calling for a martyns law, which will require all venue owners to adopt basic security plans. Thank you for being with us. There are quitea thank you for being with us. There are quite a lot of strands to this survivors charter. Lets talk about that first one, security at venues was up what do you want to see there . Ijust want was up what do you want to see there . I just want venues to be responsible to keep their punters safe, really. Iwant responsible to keep their punters safe, really. I want them to subscribe mandatory security rather than just an optional, as subscribe mandatory security rather thanjust an optional, as it is subscribe mandatory security rather than just an optional, as it is at the moment. I want them to have a terrorism action plan, i want them to have training that is available free of charge, that kind of thing. I want them to do metal detector and bag searches as and when necessary. Those other things i am really wanting changed. The other strands to this, lets talk about one of them, which is not giving the terrorists in a sense what they want, by sharing videos from attackers, that kind of thing. Just tell about that, what you want to happen or not to happen in the wake ofa happen or not to happen in the wake of a terror attack. We all have cameras these days, and it is easy to film something. If there is somebody who has filled that stuff, dont put it on social media. This is what they want. The same with the media, tv, newspapers, dont put stuff on the front pages. Dont put the terrorists faced on the front page, he doesnt belong there. Who belongs there are the victims and families. It is those people deserve the front page, not the terrorists will stop some people would say there is a balance there between what you are talking about, what the victims and their families what you are talking about, what the victims and theirfamilies might want, but also the publics right to know what has happened. Just name the name, dont show the picture. You are glorifying these people and thatis you are glorifying these people and that is what they want. |j you are glorifying these people and that is what they want. I mentioned there about Mental Health care for victims afterwards. What would you like to see done there . At the moment, it is very hit and miss was not people from different attacks have had different experiences. The survivors charter is about unifying the whole system of care and after ca re the whole system of care and after care for victims of terrorism, and it needs to be happening straight away when an attack happens, not months later you feel there has been a lot promised but it hasnt been delivered . There has been a lot promised but it hasnt been delivered . No, it hasnt been delivered. The family really genuinely suffer as a result of things not happening, sometimes. Genuinely suffer as a result of things not happening, sometimesm a sense, do you feel that victims of terror attacks, who survive these attacks, are genuinely not being looked after or considered as much as they should be . Exactly, yes. There is no consideration, because there is no unity. Some people are catered for better than others, but on the whole everything is promised but nothing really happens quick enough. When you are in distress after an attack, you are so in emotional freefall, you after an attack, you are so in emotionalfreefall, you need that support straight away, really. How are you doing, two years on . For a few days, it is the centre of everybodys attention, and attack like manchester, then the world moves on to other news. When you are involved in such an attack, your life completely changes. Our world has been turned upside down, and otherfamilies will has been turned upside down, and other families will be upside down. It is very hard to get back to what used to be normal. It is a different normal, not a nice normal. We are seeing a picture of your beautiful sunday. It must be so hard. Your beautiful son there. We have life sentences for our grief, it is a permanent thing now. Thank you for coming in. Good luck with your survivors charter. People in Central Scotland whove been left without heating or hot water by a gas mains failure have been told they may have to wait five days for supplies to be restored. The issue has led to the closure of schools in the falkirk area. Our scotland correspondent, lorna gordon, reports. It is very cold here and in this wintry weather, engineers are warning that in the worst Case Scenario some homes could be without gas until the weekend. At the start of winter in this part of Central Scotland thousands have been left unexpectedly without gas to their homes. The cost entry area a large operation to help those in need is swing into action. Has it been a cold night . Just a bit. We were all in the one bed trying to stay warm. Hot plates and heaters are being handed out. How many are they giving you . Two per household, there are six of us but it is better than nothing. You have to worry about older people and people with kids. Angeline perrys baby daughter is nine months old and with schools and nurseries are shut in the area, the rest of her children are also now off school. The gas supply was turned up yesterday and they are using portable heaters to warm one room. We are just using the kettle to boil all the water now and we do not have any gas. So we rely on the oven. No heating or hot water, how are you coping . Im just trying to think how im going to go through the week and just think about night time. During the day we can hudde in one room butjust trying to plan ahead for the week. Hundreds of engineers are going door to door to disconnect thousands of homes. For safety reasons, all those affected will need the gas turned off. We apologise for the full that happened, a piece of equipment has failed but we are making sure that people are getting gas back as quickly as possible so we are focused on making sure that nobody who has vulnerability and needs extra help maybe young children, old people, no one is going to be missed. The main fault has now been fixed but it is possible it could be next weekend before the gas supply, gas central heating and hot water to those affected comes back online. With the gas off to so many homes, people are using more electricity. People in this area are being urged to be mindful of their electricity usage, following a number of Power Outages overnight. It has been forced to admit that it might have over estimated how much inventory it actually owns by up to £25 million was to be might ask how Something Like that might happen. That is something that the Company Wants to know. They have appointed a ccou nta nts know. They have appointed accountants and lawyers to carry out accountants and lawyers to carry out a review into what went wrong at their stores. They say they dont think it will have any impact on the amount of cash they have in their reserves , amount of cash they have in their reserves, but they certainly want to know what went on. Earlier in the year, it announced that it had made a loss of £23 million in the first half of the Financial Year put up so not a great year for ted baker so far. And problems for a ocado as well. The reason that has happened is it announced it wants to raise funds by issuing bonds. It is going to pay up to 1. 25 issuing bonds. It is going to pay up to1. 25 a yearon issuing bonds. It is going to pay up to 1. 25 a year on those bonds. Shareholders havent liked it, and they have punished the stock today. As you can see, really substantial losses for the company. And gold prices. There is an implication therefore what is happening on the markets . Thats right will stop gold prices are on the way down. They have fallen for eight out of the last ten days, which is affecting mining companies, especially those who dig precious materials from the ground. One of the reasons that the gold price is going down when it is considered a safe haven for investors. In spite all of the uncertainty over brexit and trade, there is some thought that the stand off between china and the us over global trade might be entering some sort of resolution, and that means that people dont feel the need to put their money into gold. So increase to certainty means less demand for gold . Thats correct. You learn something everyday that is almost all from us on afternoon live.
