The bank of England Governor Mark carney named as a un special envoy. Good morning and welcome to this monday edition of Asia Business report, live from singapore with me, mariko oi and lets start with a busy week ahead, because today is the thursday in the office for the new chief executive of nissan. Ma koto new chief executive of nissan. Makoto uchida faces the challenge of steering the troubled companyjust as the motor industry goes through a revolutionary change. Then on thursday, the Worlds Biggest Oil producer, saudi ramco, is set to announce the pricing of its mega share sale, the same day opaque sta rts share sale, the same day opaque starts a two day meeting to set Global Crude Oil levels. Market strategist Stephen Ennis told me earlier about what we know about the new nissan boss. Its interesting that conspiracy theories will resurface again that japan wasnt happy or the nissan factory and wasnt happy with the merger and wanted to have more production control over the product. This could be the case. We could see more power swinging to the japanese side of the business as opposed to the renault side. Markets will be watching as these developments unfold, but there wont be any shortage of conspiracy theories in the background. This is not great for their stocks in general. Fascinating stuff. Lets move on to aramcos share sale, dominating News Headlines this week, and the opaque summit takes place this week. Those two events are interlinked. How well it affect oil prices for un . Its in the best interest of saudi arabia to keep those prices elevated but the recent opec survey that came out ahead of the meeting didnt sit well with the markets. Generally this news would have been received bullish but not this time, and i refer to a survey that indicated compliance has rocketed, 152 of compliance. This has got oilfigures nervous, suggesting we might not have a Production Cut extension and in fact it might be weaker than what had already been priced in. Thats why we saw such a precipitous fall on oil prices. Not setting up the timing of the ipo on pressure of oil prices, not the most resounding of times to be issuing such a large chunk of equity. Briefly, before we let you go, we cant not ask about the trade war with President Trump signing the hong kong bills into law. Whats next in the trade talks . It has diminished Market Expectations to a degree that were not going to have a deal signed before the new year, but there is a bit of optimism in the market that a deal will happen until there is a deferral of the december imposed tariffs, the new tariffs you has is supposedly going to impose. The markets are in a risk positive mode but we have to keep an eye on the steady stream of headlines. Stephen ennis speaking to me earlier. In india, the government has said it will unveil a series of Infrastructure Projects this month as part of plans to spend a whopping 1. 39 trillion over the next five yea rs. 1. 39 trillion over the next five years. That comes as figures show the economy is growing at the slowest rate in six years. Our reporterjoins me from mumbai. Wow, a whopping 1. 39 trillion. What is the Prime Minister trying to get out of this project . Thats right, mariko. The finance minister made the announcement on saturday and she said she set up a task force to find ten Infrastructure Projects to be announced before december the 15th for the government to invest in. The reason for this, as you mentioned, was a really dismal piece of data that came out on friday showing india is only growing at 4. 5 . Compare that with 7 during the same period last year. A real slowdown and this is an economy that was once the Fastest Growing economy in the world. The real reason that Prime Minister modi and the finance minister modi and the finance minister want to invest in infrastructure. Because its a big structural, and even though Prime Minister modi came to power on the ticket that he will implement infrastructure and he will announce these big economic reforms, weve not really seen it. Government has introduced a number of measures to try revive sluggish growth, including cutting Corporate Tax rates and also helping out the housing sector, but with this infrastructure push, there is really an effort to try to attract a lot of investment, both abroad and within the country, to try to stimulate the economy. Critics say more needs to be done for consumers to try to increase demand, so the finance minister has said she will look at rates of goods and services tax to try to improve growth through increasing demand amongst consumers as well. Suranjana as well. Sura njana tewari in as well. Suranjana tewari in mumbai, thank you so much for that update. Lets turn to the environment, because the governor of the bank of england has been appointed as the United Nations special envoy for climate and and finance. Mark carney will take up is new post once his term as governor ends on the 31st of january next year. It comes ahead of the annual Climate Change conference, cop 25, which gets under way in madrid later today and the focus for diplomats and scientists gathered at the un conference will bea gathered at the un conference will be a renewed commitment to fight Climate Change after the recent spate of deadly heat waves, unprecedented wildfires, as well as once ina unprecedented wildfires, as well as once in a century flooding. The big target in mind came from the paris agreement, which was signed about three years ago. It aims to limit global temperature increases to 1. 5 celsius above preindustrial times. The cost is huge. Advanced economies have agreed to spend 100 billion each year by 2020, but not all the funding has been forthcoming. The money will be used to help poorer countries invest in green energy and renewable technology. The worlds biggest polluter is china. Its responsible for about 27 of co2 emissions and as it has pursued Economic Growth over the last 18 months, for example, it has added a huge amount of coal based electricity, which researchers they threaten the paris targets. Of course the us is the worlds biggest economy and the second biggest carbon emitter at 16 of the total, nonetheless President Trump has pulled out of the deal, saying would hurt Economic Growth but many of the Big Companies there disagree. The challenges of tackling Climate Change arent just at a challenges of tackling Climate Change arentjust at a global level. Even disposing of your old fridge, for example, can be a huge hazard if not done properly. Gases and materials all need to be carefully removed so they dont damage the environment. Dougal shaw went to find out how its done safely. This is the aop plant in telford, the biggest recycling centre for fridges in the uk. More than 700,000 get processed every year here, nearly a quarter of the uk total. The first thing they check is if fridges can be repaired and resold and if not the motor and pump get strip out and the refrigerant, the substance that keeps bridges cold, is recovered, as it would be bad for the environment. The Conveyor Belt sends the fridges into a huge machine, which they call birther. Oxygen is sucked out of her sealed chamber to suck out another gas, gas is trapped in an insulation foam. These are greenhouse gases, like the refrigerant. Then the fridges get whipped to shreds by chains like this, which spin around at eight revolutions per second. The fridges come out looking like this and the metal is siphoned off, leaving a low grade mixed plastic material, only good for making simple things like plant pots. However, this might be about to change angst to a new factory the company has opened nearby. In the plant we have built, we can recycle 100 of the product. Weather thatis recycle 100 of the product. Weather that is plastics or metals with the ambition we can take that back into new fridges. In the new plant, a series of machines tries to whittle down the crude fridge wasted to recover the single white polymer plastic they want. They sought the waste by colour, thence using water tanks, and they use electrostatic machines to end up with pellets like this. The aspiration is for these to be food grade quality, good enough to meet the regulations for making new fridges. They havent quite achieved that quality yet, though they are close. If they crack it, the plastic could be used in new products like these. Do you think we live in a throwaway culture . Increasingly we do, but as a society we are waking up do, but as a society we are waking up to that fact but it takes investment and people to be brave around that and enable people to translate that sentiment into reality. Dougal shaw, bbc news. Let show you the markets before we 90, let show you the markets before we go, because asian markets are starting well this week, the nikkei up starting well this week, the nikkei up almost 1 and the hang seng up 0. 5 . A political row has broken out in britain over why the perpetrator of the London Bridge attack had been released early from prison. We will stay with that. Borisjohnson has faced questions over why usman khan had been released early from prison. Deputy Political Editor john pienaar reports. Another terror attack. More familiar now, but still a shock to the country, and this time the focus of political controversy. And rapid election pledges and pointscoring from borisjohnson today, a promise of new minimum jail terms for those convicted of serious terrorist crimes. I think its ridiculous, i think its repulsive, that individuals as dangerous as this man should be allowed out after serving only eight years. And thats why were going to change the law. On the Early Release of usman khan, he was keen to blame labour, but the storys not that simple. In 2008, labour changed the law. It meant offenders could be released early, halfway through their sentence. Some dangerous prisoners, including usman khan in 2012, was still handed indeterminate terms. But in 2013, the appeal court gave khan a fixed term of 16 years, and he was automatically release halfway through it. And the tories have been in government, alone or in coalition, since 2010. For ten years you have done nothing to change the system. Lam i am talking about what were going to do. I have been in office for 120 days. We are going to bring in tougher sentences for serious viole nt and sexual offenders. In york today, the labour leader focused on the impact of cuts to Public Services like probation and policing. When those Public Services are cut back, as they have been during the past of austerity, they leave behind huge gaps. And that can lead to missed chances to intervene in the lives of people who go on to commit absolutely inexcusable acts. At south londons suffolk cathedral today, mourning for the dead and sympathy for their families. A moment of quiet reflection in the midst of what has become a fierce political dispute.
